The concept of "refugee" means any person, outside their country of nationality owing to well founded fear of persecution based on race, religion, nationality, membership of a social group or political opinion. This article leads us to the CONVENTION ON THE STATUS OF REFUGEES, 1951. (organ inspector HIGH COMMISSIONER FOR THE UNITED NATIONS REFUGEE) (note http://I.unhcr.ch/) Article 15. Everyone has the right to: a) having a nationality and b) that there is no arbitrary deprivation of a) nationality and b) the right to nationality. National means a citizen of the country that deal with obligations and benefits: a) be under the umbrella of its legal system, b) participate in elections, c) enjoy the social order. Article 16. A) All men and women of marriageable age have the right to marry and raise families without distinction of race, nationality and religion, b) are entitled to equal rights as to marriage, during marriage and at separation after marriage, c) the marriage freely contracted, d) family is a natural and fundamental and must be protected by the state and society. Everyone has the right to choose our spouse and the country is obliged to protect this right and the new family. We must consider the UNITED NATIONS CONVENTION ON THE CONSENT TO THE MARRIAGE, THE MINIMUM AGE FOR MARRIAGE AND REGISTRATION OF MARRIAGES, 1962. Article 17.
