Guidelines should protect sex workers, Onyx Ronin says

BILL C-36 Bill C-36 was ushered in under the Tories in 2014 and considers the selling of sex as legal, but makes the buying of "sexual services" a criminal offence. It also makes it illegal for anyone to communicate for the purpose of prostitution and bans advertising the sexual services of others.

JEREMY GRIMALDI jgrimaldi@yrmg.com Onyx Ronin lives in the shadows when she’s at work. She and countless women like her occupy the grey areas of law, somewhere between legitimacy and criminality. Society at large might prefer to forget her profession exists, rather than admit it’s not only real, but a flourishing industry. She’s a "body rubber," as defined by the laws that govern her career. She has never been arrested and says she sees police "maybe once a year." People might think Ronin, her working name, and her peers destroy families and corrupt men. But she sees her job in a different light and believes you should, too. "I feel that I relieve a lot of road rage," she said during a recent interview. "People are stressed in this world; when they’re on the table, they are happy and relaxed. When I’m touching someone, I feel relaxed and comfortable and I’m sharing an experience with someone. "It’s about selling intimacy, the human touch, to feel connected to someone else." The 28-year-old employee of the female-owned MUSE Spa, which has locations in Vaughan and Toronto, is open about her work. She says "there’s nothing wrong with having sex for money," although that’s not what she does.

Onyx Ronin is a body rubber (masseuse). She is standing up for the profession and saying the laws should be changed to better protect the women involved. "People do all sorts of things for money," she says. "I don’t understand why we are so stuck on this idea that sexuality can’t be commodified in this one particular way when people accept it being commodified in so many other ways." At the spa, she gives "full body erotic massages" largely to men aged 40 to 50. She says MUSE targets men at a higher price point, suggesting her clients are rarely, if ever, intoxicated, and very "respectful." But she says she can’t speak

generally about her profession: "As for other girls, I don’t know." Ronin studied classical music at the University of Toronto, before studying sex work as part of her master’s degree at York University. After graduation, she worked retail jobs. She entered the industry at 25 and immediately saw an extraordinary jump in pay, she says, explaining she now makes between $80 and $300 an hour. According to MUSE’s website, 30 minutes with an attendant costs $120, $40

for a "door fee" and $80 of which goes to the attendant. Ronin decided to share her story and opinions after MUSE’s Vaughan location was robbed on Dec. 28, 2016. At the time, York Regional Police Det. Sgt. Dave Noseworthy said many massage parlours don’t report robberies because neither employers nor employees want publicity. That, says Ronin, shows the law, in its current form, doesn’t properly protect workers in the sex trade. "I would like to see law-

makers looking through the lens that there’s nothing morally wrong with providing sexual services for money," she said. "I would like them to ask, ’How can we help people work without shame and afford them the same rights that everyone else is protected by law?’" The current law, a complicated set of guidelines, criminalizes the buying of sex and the advertising of "sexual services", York police Det. person for the Department of Justice, says any person who purchases sexual services, including manual masturbation, in any place, including a massage parlour, commits an offence. McLeod added that the Minister of Justice has committed to monitoring the impacts of Bill C-36, which regulates prostitution. Ronin, like others in her trade, needs a municipality-issued licence that has her name, photograph and home address to work as a "body rubber." She must also pass a communicable disease test.She suggests the federal government needs to draft new measures to ensure women and girls are not being forced into the profession and exploited. She envisions a society where all sex workers are in constant contact with the authorities, which would improve the chances of helping those that don’t want to be there. "It should be legal and protected, just like every other job," she said. Ronin says her job doesn’t suit everyone and businesses see a high turnover, but she insists that her experience has been positive. "As much as this job is not for everyone, it is for me," she said. "I’m a normal person, I am a happy person. I am choosing to do this."

Many tech savvy professionals and entrepreneurs who log long hours at the office are seeking out online services to help them save time on daily chores that eat up their precious non-working hours, but they can’t always find what they’re looking for. That’s the situation Julian Gleizer found himself in back in 2014. The Thornhill entrepreneur was putting in long days at his tech startup, DealTicker, an online company offering discounted products and services, while trying to juggle his responsibilities as a dad. "I was working 12-15 hours a day and ... I had to go to the store, for the essentials, practically every day," the 41-year-old father of three said. "I thought it would be cool, if you could go online, order it and have it delivered." At the time, Longo’s GroceryGateway was the only option and it doesn’t offer same day delivery. Gleizer felt he could create something better. After DealTicker was sold to a publicly traded company, he began work on developing an online grocery delivery service

capable of getting food to people’s doorsteps in as little as an hour. Gleizer and his now former business partner Zachary Kaplanov launched InstaBuggy downtown Toronto in April 2015 delivering groceries from a single Sobeys FreshCo location. After a couple of months, they started expanding. Today, InstaBuggy serves an area stretching from downtown Toronto north to Aurora and from Scarborough west to Mississauga, he said. And it delivers from a slate of stores including Sobeys Urban Fresh, FreshCo, Coppa’s, Costco, Sunlong Natural Market and the LCBO. So how does it work? You can either visit the InstaBuggy website, or use the InstaBuggy app, type in your postal code and up pops a list of stores in the area you can buy from, Gleizer explained. Place an order from one, or multiple stores, and your purchase can be delivered in as little as one hour, Gleizer said. There is a minimum order of $35 and from that amount up to $60 thºere is a $9.99 delivery fee, while orders between $60.01 and $80 are charged $5.99. Delivery

is free for orders over $80, but booze from the LCBO comes with a $9.99 flat fee. The response has been "incredible," Gleizer said. "You’re basically letting people buy their time back," he said. "At the end of the day, the question is what’s your time worth? Do you want to spend two hours of your day, every other day, going to a grocery store, driving there, carrying heavy cases, getting into lines and waiting, versus just placing the order on your app and having it delivered to your choice of destination." He said while they expected a good reception when they launched downtown Toronto, they’ve been "pleasantly surprised" by how well it’s catching on in the suburbs. "It’s growing significantly on a day-by-day, week-by-week and a month-by-month basis," he said. "Last month, we grew close to 60 per cent month-over-month." They’re planning to expand InstaBuggy to Oakville, Burlington and Hamilton soon. Eventually, Gleizer said, the goal is to have a presence in cities beyond the GTA, with the ultimate goal being to branch out across Canada.

legal secondary suites. "I think that they have a fairly good framework that they proposed." Her comments come after councillors gave the nod to proposed new official plan policies, zoning standards and an implementation strategy at the Feb. 7 committee of the whole meeting that paves the way for legalization to occur this fall. The city plans to allow one secondary suite per home within townhouses, semi-detached and detached houses throughout Vaughan, except in a small pocket of Woodbridge near the Humber River that is prone to flooding, provided they meet certain requirements. Those requirements include: There can only be one secondary suite per dwelling There must be parking for at least three

vehicles The home must have at least a nine-metre wide frontage The apartment must have a separate entrance at the side or back of the house or from a common indoor vestibule Basement apartments will not be allowed in homes with boarders, a home business, a daycare or private tutoring, a bed and breakfast and correctional or crisis care group home The basement apartment must comply with the building code, fire code and all city bylaws.The plan, for now, is to not allow secondary suites in detached garages or other ancillary buildings. City staff say few GTA municipalities allow these types of units and there are challenges in retrofitting such structures to meet building code requirements. There is also potential for significant impacts on

infrastructure and the neighbourhood’s character, staff say. However, the city may consider allowing these types of secondary suites in the future after a more detailed review. "I’m very happy that we’re moving on this. I think that residents will embrace the legalization of secondary suites," Mayor Maurizio Bevilacqua said. "It really comes down to providing affordable housing options for individuals. It’s about safety as well as the ability for us to continue to build a city in a way that allows for the realization of people’s full potential." But not everyone thinks the city is taking the right approach. Joel Ginsberg said if he were grading the proposed secondary suites bylaw he’d give it a D. "They’re going to permit dingy, dark basement apartments and the legal-

ization of all the illegal apartments and that’s about all they’re going to do," Ginsberg, a longtime Thornhill resident, said. He argues the city should allow secondary suites in ancillary buildings in order to provide "appropriate and accessible" housing for seniors, people with disabilities and families. "It has to not simply be for single people who are more readily willing to live in basements because they’re cheap accommodation," Ginsberg said. "Where are the family secondary suites? Where are the seniors’ secondary suites? This bylaw does nothing for them." Bevilacqua, on the other hand, sees the proposed bylaw as a "step in the right direction." "When you consider the number of months and years that I’ve been pushing this file, I’m glad that

we’ve seen movement on it," he said. Arguably, the biggest hurdle for the city will be convincing owners of the thousands of basement apartments that already exist in Vaughan to register them so officials can ensure they comply with the new policies and regulations as well as meet the building and fire codes. To address this challenge, the city plans on conducting a "thorough" education campaign aimed at landlords, builders, homeowners and tenants about the importance of compliance as well as the safety implications and the benefits of obtaining permits and inspections. Should landlords not comply, the city says it may pursue "enforcement actions." But Bortolus says there may be a better approach. Rather than make

those with basement apartments go through the building permit process, which can be costly and onerous, Bortolus says the city should consider a simpler, more streamlined process - at least initially. She has also suggested initiating programs aimed at encouraging people to register their basement apartments such as waiving fees or offering free fire inspections, for a limited time. "What incentive does anybody have to come forward? Because the downside is potentially a lot of loss of income and certainly a quite administratively burdensome process," Bortolus said. "I don’t think just talking about safety is enough." Council still has to approve the proposed official plan policies, zoning standards and an implementation strategy.

Law should protect sex workers While it may be a touchy subject, it’s high time the federal government revisited its laws governing the sale and purchase of sexual services. Bill C-36, or the Protection of Communities and Exploited Persons Act, was enacted in December 2014, after the Supreme Court had found a year earlier that sections of the previous laws governing prostitution were unconstitutional. It was touted by the federal government as targeting purchasers of sexual services, or johns, while protecting those engaged in sex work. Others, however, were critical of the new law and argued it not only made sex workers more vulnerable to becoming victims of crime, but contained many of the same issues that led to its predecessor being repealed. Prostitution is Two years later, the profession remains a risky business colloquially for many of those in it. Prostitution is colloquially referred to as "the world’s oldest profession", which suggests, legal or not, it will continue to happen. However, by making it and other sexual services unlawful, or shunting them into a legal grey area, it drives this activity underground, thus inviting an element of criminality that can lead to human trafficking, assaults and murders against sex workers and a host of other ills. Instead of the status quo, Ronin would like to see the laws facilitate constant contact between those in the profession and the authorities. It would not only improve safety, but also ensure no one is forced into it. We agree. While regulations would be necessary - no one wants solicitation near a school for example - the law shouldn’t endanger sex workers or foster a breeding ground for dangerous criminality.

accidents last year alone and that we will soon have another 30,000 new homes added to our area within 10 years, I find it disturbing that no one has given any thought to redirecting these trains to less populated areas. After looking at Mississauga Mayor Bonnie Crombie’s website, I found that she and her local cohorts are proposing to divert rail freight traffic through Markham, Vaughan and Pickering so that they can have all-day, two-way GO Train service. This leaves Markham and Vaughan with increased volumes of freight trains, including those carrying explosive, toxic

and dangerous freight through one of the densest and fastest growing population centres in the GTA. These trains would be in addition to the dozens of freight trains, including those carrying dangerous materials, that already pass through our neighbourhoods on a daily basis. Toronto residents have called on their provincial and federal elected representatives to remove dangerous goods traveling via rail through their local Toronto neighbourhoods. Why aren’t we? Council keeping ward boundaries as is for 2018 election

Vaughan’s political boundaries won’t be redrawn for the 2018 municipal election. Council has opted not to implement the recommendations of a team of consultants to alter the boundaries of the city’s five wards. Among the most significant proposed changes was moving the Nashville community, located west of Hwy. 27 and north of Major Mackenzie Drive, to Ward 2 (Woodbridge West) from Ward 1 (Maple/Kleinburg). The other major proposed change was shifting the northern boundary of Ward 4 (Concord/Thornhill North) from Teston Road up to Kirby Road to absorb a block of primarily estate subdivisions between Keele Street and Dufferin Street from Ward 1. Other proposed adjustments included relocating a small pocket west of Pine Valley Drive, near Teston Road, to Ward 1 from Ward 3 (Woodbridge East) and shifting the border between Ward 4 and Ward 5 (Thornhill). Those adjustments, according to the consultants, create more equitable population distributions between wards - necessary for effective representation - that would last until the 2026 election and "probably" until 2030. But the proposal to remove blocks from Ward 1 didn’t sit well local ratepayers’ groups representing those areas. Maple/Kleinburg Councillor Marilyn Iafrate told the consultants she didn’t support the recommended changes, in part, due to the position of those groups, but also because the population numbers they used don’t seem

"The numbers I’m looking at here don’t even seem to be reflective of the growth that is happening down by the Vaughan Metropolitan Centre, not to mention the growth that will be imminently happening at the Vaughan Mills area," she said. Iafrate wasn’t the only councillor opposed to making changes. "I’m really upset that we did this (review) in the first place," Woodbridge East Councillor Rosanna DeFrancesca said. "The fact that the study shows there is very little boundary change physically with the projected numbers tells me we did this prematurely." The consultants told councillors failing to act will throw voter parity between wards "quite out of whack" by 2022. But councillors voted, at the June 17 committee of the whole meeting, to simply receive the consultants’ report and not implement its recommendations. They stuck by that posi-

tion at the Jan. 24 council meeting. The current ward boundaries were created by an Ontario Municipal Board (OMB) decision before the 2010 election. Local activist Antony Niro, in early 2013, submitted a petitioned asking council to create a sixth "countryside" ward and adjust the boundaries of the current wards for the 2014 election. Council refused, opting instead to conduct a ward boundary review for the 2018 election. Niro appealed council’s decision to the OMB, but the board dismissed his appeal, in part, because the city said it was planning a review for 2018. Niro said he’s not surprised council didn’t adopt the boundary changes recommended as a result of the review, which cost $93,875. "They’re doing this because of the OMB hearing I had several years ago," he said. "I don’t consider this a city initiative, it’s more of an obligation. . It was kind of the deal they made as part of why they did not accept my proposal."

House fire takes up to 16 firefighters 5 hours to fight TIM KELLY tkelly@yrmg.com

A fire at a home on Nashville Road in Kleinburg Saturday night sent one person to hospital with minor injuries. Vaughan Fire and Rescue was called out to the

blaze which, a Vaughan Fire and Rescue official said is believed to have been sparked by a car ignition fire that started in the garage of the home at 685 Nashville Road. The home’s residents were alerted to the fire by smoke detectors and all

made it out of the home. A total of six trucks and up to 16 firefighters spent up to five hours fighting the fire. The first call came in at 10:33 p.m. Saturday and the last truck left the scene at 3:30 a.m. Sunday morning.

The veteran firefighter has been appointed as an aide-de-camp to Ontario Lt.-Gov. Elizabeth Dowdeswell. The lieutenant-governor attends hundreds of

events every year and an aide-de-camp accompanies her at all official occasions and engagements. This honorary position is held by current or retired uniformed service members selected from the Canadian Armed Forces, the RCMP, the OPP, municipal police services, St. John Ambulance, local emergency services and first re-

sponders. Their responsibilities include acting as a liaison officer and adviser, providing advice and assistance to hosts of official functions, as well as ensuring protocol is adhered to at those functions. Rizzi completed her training for the new role at Queen’s Park on Saturday, Feb. 4.

That qualified her to compete in the Miss Canada World contest this summer.If she tastes victory there, Chakrabarti will get to compete in the Miss

"I am very used to the daily routine of studying, doing research, volunteering at three different places, working in a cute restaurant in Kleinburg, and of course juggling all that with family time, but this journey was something very unique and different for me," Chakrabarti, who is currently studying health sciencse at the University of Toronto and hopes to become a doctor, wrote in an email.
