Year number two at VETCares has brought us to the edge of reality in a new non-profit startup. The truth is that every new company, every new start-up, includes honest moments of when to cut losses, shift with the market and economic times, pick up the pieces, focus on the gains, and forge new plans of success for the next year.

VETCares stands behind our beliefs, that we need to “lead by example”, and “sustainability is the best long-term business plan”. With that line of thinking we launched the first VETCares Thrift Store which officially opened in August 2022, in Las Vegas, NV. As with many new retail ventures, it takes time to get the word out of a new store in town. We hired all the right people, met all the right community leaders, held all the thrift discounts people anticipate from a thrift store, and began to gain public support for the store and, especially the mission. The Las Vegas people were getting behind the mission and wanting to do all they could to support the store.

As times moved forward and the economy grew tougher, we realized that despite our best efforts, the one thing that we lacked was the right location for a successful thrift store to thrive in Las Vegas. Location, location, location. With all

the information that we had learned for successful set up, operating procedures, and our donation fundraising expertise, we steadily moved forward to a successful Thrift Store. To build a flourishing operation, one of the most important details is a high foot-traffic site, which we soon realized we were missing. So, we had to accept the reality of the situation, and made the decision at the end of August to cut our losses and close the store doors.

Although the decision was bittersweet given everything we put into the endeavor, we are confident in the future years to come, that we will once again open a successful VETCares Thrift store at the right time and thriving location. There is no doubt the next store will be one of many that will help support our grants and veterans in the years to come.

We thank everyone that put in long days, many hours lifting and moving furniture, decorating the store on a daily basis, and the Las Vegas community for their time, dedication, donations, and support to veterans through VETCares. Your continued assistance is greatly appreciated!

Moving forward to ensure VETCares’ sustainability plan and mission assisting veterans, VETCares has officially launched an upgrade to the Vehicle Donation Program and is now the Vehicle Property Donation Program. VETCares is setup to accept real estate property donations in support of veterans!

WHY DO PEOPLE DONATE CARS?

Maybe you have heard of people donating vehicles to non-profit organizations, and maybe you even know someone who has, but you haven’t really thought about all the reasons donating a vehicle may be a good idea for you.

Once you consider the different reasons why people donate instead of selling their vehicles, you might be interested in donating a vehicle to VETCares yourself.

Surprisingly enough, it is sometimes better to donate a car to charity than to sell it or trade it in for a newer model. When you donate your car, you not only benefit from tax breaks, but enjoy the satisfaction of giving to support veterans in multiple ways. Here are some factors to consider when choosing to sell or donate your vehicle: Tax Breaks: Financial incentives are an important reason people give their old possessions to charity rather than discard them. The value of a tax break helps when you donate clothes, toys, books, bicycles, boats, automobiles, and more…

Tax deductions for car donations are determined in part by the value of the car, and in part by how the car is used by the car donation charity that receives it.

Avoiding Hassle: Selling a used car is difficult. Generally, the seller needs to have the car fully serviced, cleaned, and possibly touched up or even completely repainted. There can be a lot of expense into making a car look good enough to sell, even before settling on an asking price or deciding whether to sell to a dealer or direct to a buyer.

VETCARES GRANT PROGRAMS 2023 Given the current economic climate with increased pricing on material goods, food, gas, and services, veterans are challenged more and more with making ends meet. Accordingly, VETCares’ grant requests doubled this year with veterans seeking multiple areas for financial assistance.

2023 brought the ability to increase the number of grants VETCares provided to veterans and their families in each of the current grant program categories: Calloway Closing Cost Grant, 13

Stop Drop Push Grant, Military Veteran Emergency Grant, and a successful 2023 Camp Cares Event. VETCares depleted each of their grant budgets for the current year and are now focused on replenishing these funds in preparation to accept grants in Spring 2024. VETCares’ goal is to help more veterans with each year we grow.

Thanks to an amazing team working together, we finalized the many details required to meet the program guidelines, got the family enough funds, and the purchase closed on time. It is rare that we can handle items so quickly, but when we can, it is exciting to see the relief for the veteran and their family.

What we have learned this year through our application process is that many veterans believe they can make it on their own and do not think they need help.

When speaking with many of them, most believed they would find a way to make it work, and it’s apparent that pride would stop them from asking for help early when truly needed. Often, the requests we receive are literally at the last minute: being evicted in 2 days, repossessing car tomorrow, closing on a home in 4 days, foreclosing in a week, etc. These are difficult requests to work through and most times, we are not able to make them happen on such short notice.

Through various donations and VETCares fundraising efforts the past two years, we were able to help several veterans through our grant programs.

However, sometimes we get lucky and can move quickly.

This was the case with a recent request for closing costs through the Calloway Closing Cost Grant. VETCares’ received an application on a Thursday for a closing cost grant for a

MVEG: Assist veteran families with paying their rent, mortgage, car repairs, and utility bills. These costs range between $300 and $3,000 per family, depending on their specific situation and needs.

2. SDP: This year we were partnered with Krystalore Crews & Beyond to send a female Veteran through

their program, to restore women with other women and leaders in business, to provide support needed to move forward. Costs for SDP programs range between $250 and $4,000 per program, again depending on the individual's specific healing needs.

3. CCCG: We were able to assist veteran families with the closing costs on their first-time home purchases.

The CCCG is a designated $2,000 gift for families that meet the HUD LMI guidelines. Once approved, funds are delivered to the Title Company on behalf of the recipient, just before closing.

4. CampCares: VETcares flew Veterans to Montana to attend the VETCares’ 2023 Camp Cares program in September. Costs to send a veteran through the camp have increased since last year by approximately onethird, averaging $2,500 per

veteran. This covers flights, nightly accommodations, cleaning, food, travel to and from the airport and events, fly fishing guide fees, PEER counseling program, and gear.

Veterans who attend the camp have their needs completely taken care of during the program and share their perception transformation, along with their gratitude, at the end of each program.

When you see or hear of a veteran struggling, please encourage them to reach out to a local VA case worker for help as soon as possible. Most of the veterans that find us have been informed about our grants through VA resources. Please also share our information with other veteran organizations so they may share the programs that VETCares offers.

IN SUMMARY We have barely touched our veterans’ needs this year and it is time to get back to fundraising, sponsorships, corporate matching donations, and all other ways necessary to replenish our grant budgets, so we may help more veterans in 2024. To continue

assisting our veterans we need your help. We rely on private foundation grants, public support donations, corporate fundraising, and many other ways of giving – but your help is the most important.

As always, for us to be able to reach our goals, we are calling on you to help us in the following ways: 1. Donate to any of our grant programs and share the fundraising campaigns.

Please also share our social media posts informing others of our fundraising efforts to assist the military and veteran communities.

2. If you have a car sitting idle in the garage, donate it to the VETCares Vehicle Donation Program. Please share our program with everyone you know and share our social media posts.

3. Donate property – Maybe you or someone you know has inherited a property or is overseeing an estate with unwanted real estate - share with them that they can help veterans and themselves by donating it to VETCares.

4. Watch for and spread the word about our 4th quarter specific fundraising efforts: CARTOBER – focused on car donations to non-profits; Giving Tuesday - created in 2012 as a simple idea, a day that encourages people to do good. This year it is set for November 28; and let’s not forget the Season of Giving to round out the year.

5. Donate today to VETCares and support veterans on multiple levels!

HOUSING COUNSELING CORNER 3 Benefits of Buying a Home in Today’s Market While rising interest rates affect overall affordability, there are a few surprising advantages for home buyers in a cooling market. Now is a good time to educate yourself about the homebuying process, and to take advantage of down payment assistance programs and first-time buyer loans.

Mortgage rates are ticking up. Since late 2020, rates have increased from a 2.5% average to as high as 7%. Unfortunately for homebuyers, a higher rate translates into higher monthly payments. This has produced unaffordable mortgage payments for the common family. For a median-priced home, recent interest rate hikes have added $300 to 18

$400 more to the average mortgage per month.

Just because the general cost of buying a home has been affected by the rising rates, there are still a few surprising advantages to a cooling market. There is no better time than now, to get educated on the process of purchasing a home, by attending one of our Homebuyer Education workshops. You may even receive one-onone counseling with the HUD Counselors at USA Homeownership Foundation.

That way you are prepared and can calculate how much you can afford to buy with your budget, income, and expenses. The overarching benefit is that there is less

competition for homes. And less competing for the same asset brings a host of buyer benefits. Benefit #3: Less Buyer Risk Over the past two years of buyer competition chasing limited supply of homes, many buyers were waiving offer contingencies. Why? Because offers with fewer contingencies present a better chance of being chosen by the seller.

However, among the contingencies that were being waived included two important ones: The inspection and the appraisal.

With the market evening out, inspection and appraisal contingencies are re-emerging. Here is why that is a good thing for buyers: The Inspection Purchasing a home involves considerable unknowns, which can carry risks. You are buying a tangible asset that is subject to wear and tear. As Murphy’s Law would have it, the moment you move in, a major (and expensive) system like the HVAC will fail. In a normal market, the buyer requires an opportunity to inspect the home. If they do not like what the home inspection shows, they can cancel the contract. HUD requires housing counselors to educate buyers on the importance of an inspection to know the true condition of the house.

This is a critical step to understanding what you are buying. A licensed inspector will provide you with information regarding the age and condition of vital structural and mechanical details that a homebuyer needs to know. How many

years of life are left on the roof? Is the HVAC system functioning properly? Does the foundation have a crack that threatens the home’s stability? Consumers and agents are not trained to see these things, but an inspector is. While the results of an inspection are not normally an opportunity for renegotiation of the offer price, it can serve that purpose if conditions require substantial repairs.

The Appraisal The market over the past two years favored cash buyers and buyers with a substantial down payment saved. That is because bidding wars were pushing prices above the seller’s asking price. This often meant the home would not be appraised for the offer price. For borrowers, that created a problem.

When securing a mortgage, the lender often requires a well-researched value assessment by an independent licensed appraiser. After all, they want to ensure the home is worth the amount of money 20

they agree to finance. As a result, only buyers with additional cash to pay the difference between offer price and appraised price were able to compete, as sellers would only accept an over-listing price offer if the buyer could sign an appraisal gap addendum.

If it is time to move, do not let higher interest rates put your home buying plans on hold.

The National Legislative Committee (NLC) put together the most impressive Policy Conference in VAREP history. On June 26th and 27th, a team of 42 Government Affairs Directors (GADs) completed over 358 appointments with members of both the House of Representatives and the U.S. Senate.

Our mission was to make personal contact with key members of Congress whom VAREP believes would be advocates of our legislative agenda for the 118th Congress.

That mission was a resounding success.

On June 23rd, 2023, the VALID Act 2023 was re-introduced in the House of Representatives

by Rep. Derik Kilmer, Bergman, Hageman and Pettersen. This was a bipartisan introduction with two Ds and two Rs. This means that VAREP now has two bills on the floor of the House of Representatives. The VALID Act 2023, of course, adds a third column of disclosure for loan applicants who are eligible for a VA Home Loan.

Current law only provides two columns of disclosure differences, one for an FHA loan and the other for a conventional loan.

And… again, while we were in DC for the Policy Conference, when we met with Senator Ben Cardin’s staff, they also committed to being the lead Senator to introduce the VALID Act 2023 in the Senate.

The Senate Companion bill will also have a contingent of bipartisan co-leads.

GETTING LEGISLATION PASSED TAKES A VILLAGE

Over the past many weeks, the NLC GAD teams and Presidents of Chapters have held ZOOM training meetings to inspire and educate the NLC team about the two primary pieces of legislation we’re advocating for in the 118th Congress.

The NLC GAD team did a tremendous job while on Capitol Hill. With just under 90 boots on the ground the NLC GAD team connected with nearly 400 of the 535 members of Congress, in efforts to promote and garner co-sponsors to our two pieces of legislation.

By the beginning of August 2023, VAREP will have four bills in Congress, two in the House of Representatives and two in the U.S. Senate.

CRITICAL HOME REPAIRS FOR VETERAN HOMEOWNERS

The Veterans Association of Real Estate Professionals and US Bank have partnered together to provide critical home repairs to qualified veteran homeowners. These repairs can include the following: Door and Window Replacement Flood Mitigation Flooring Replacement Handicap Accessible Home Features and Install HVAC Replacement Plumbing and Electrical Replacement or Updating AND MORE!!

Thanks to US Bank, we are currently performing critical home renovations on two veteran families home brought forth by our test chapters. We are currently vetting several other applications and opening the program to all chapters and members who may know of veteran homeowners who can use this program. We tend to focus on the mission instead of changing the intent based on who we are communicating with.

If it closed tomorrow, I feel that VA Loans would lose a major, neutral advocate.

Leaving VA home buyers at the mercy of what they are being told by their lender (whether it be right or wrong, good or bad).

WHY I’m VAREP What is unique about VAREP?

VAREP is an organization that actually cares about people, not just about Veterans but also about the people within the organization.

Because I am a Vet, I went off to war and came back alive and well, no physical ailments. So many do not come home whole and healthy or at all. It is my way to give back to my brothers and sisters.
