July 1, 1998 was the initial enrollment of the Manufacturing “Retro” Group at GVCC. It was then the Chamber saw a way to assist our local manufacturers with management of their workers comp claims and potentially put them in a position to receive a partial refund of their worker’s compensation insurance premiums over time. Additionally, a focus on keeping their work sites safe and training their workers on safe work practices would help them reduce their premium over time, due to fewer and less expensive claims. Lastly, the group would receive personalized assistance with workers comp claims management. Held up as one of the best performing Manufacturing Retro Groups in the state, over 85% of the group has a premium mod rate of less than 1.0 and more than a third of the manufacturers have a mod rate of less than .75. Because of their continued focus on education and safety and resolving claims as expeditiously as possible, the group has averaged nearly a 32% refund on their premiums since 1998. These Retrospective Rating programs are essentially a safety incentive program offered by Labor & Industries. Participating in the Association sponsored Retro Groups is the only way a small or moderate sized business can qualify to earn a partial refund of their workers compensation premiums, in addition to the other benefits of the program. Any time an employee is injured, it costs your company. The cost can be in lost production, the time to hire and train a replacement, rescheduling of work or the loss of a project or job. Not to mention, even a single injury can cause your workers’ compensation premium rates to rise. Through Retro you have an opportunity to turn your good safety performance into a refund by preventing injuries and controlling losses. To be a member of a Group the participating manufacturer must be a member of the sponsoring Association, like the Greater Vancouver Chamber of Commerce.
Vancouver VISION Magazine Greater Vancouver Chamber of Commerce
To be clear, there certainly are risks to be aware of. Being in Retro requires a commitment to improve safety and prevent injuries in the workplace. If claim costs are higher than the amount of standard premium paid by the group, it could result in your having to pay an additional premium amount (called an assessment). There is, for each group, a pre-selected limit to this assessment chosen by the group, but it’s important you recognize and understand this risk. A total of 57 members are currently enrolled in the GVCC Manufacturing Group. It isn’t a group for everyone. Manufacturers in the group are focused on strong hiring practices, maintaining a safe work site supported with safety training and support for their employees, practices of providing light duty for recovering workers and more. If you have similar commitments and want to join the manufacturing group let us know. Learn more about all three of our Retro Groups! We have groups for the Retail & Professional Services sector as well as one for the Medical Services business category in addition to our Manufacturing Group. If you would like to understand more about “Retro” and how your business can benefit, join us for a FREE – No Obligation seminar, August 9th at 7:30am (light breakfast included) at the Chamber office.
Retro Group Seminar
Thursday, August 9th @ 7:30am Continental Breakfast No cost to attend Learn more about this safety incentive program offered by Washington State Department of Labor & Industries. In Retro, you can earn a partial refund of your workers’ compensation premiums if you reduce workplace injuries and lower associated claim costs. The GVCC offers members access to Retro programs in three categories: Manufacturing, Medical, and Retail/Professional Services. Meet our Program Administrator Scott Croucher

Six Business & Leadership Awards to Compete For When Michael Jordan was a wee little bitty lad in the NBA, early in his career, one of his arch rivals the New York Knicks were taking shots at him in the media. Charles Oakley, an old school NBA “bad boy” said, “Yeah well Jordan might be pretty good but he can’t go to his left, that’s for sure.” The quote made its way back to Jordan. He circled the date on the calendar when his Bulls would play the Knicks. Then he went to work, spending every waking hour working on going to his left. A couple weeks passed until Jordan’s Bulls were playing the Knicks in Madison Square Garden. Late in the game, with the outcome hanging in the balance, Jordan spun away from John Starks who was guarding him and went to his left, rising up above a defender who came to help (take one guess who the defender was…yep, Charles Oakley). After Jordan completed the LEFT-handed dunk, he stared Oakley down and said some things that we can’t in good conscience print in

For employers this is a tough labor market. Construction, technology, transportation and healthcare jobs are in high demand and going unfilled. WorkSource recognizes this and regularly puts on hiring events for employers looking to fill jobs and candidates looking for work. This past spring, WorkSource put on several unique events aimed at bringing the right kind of candidates together with specific categories of employers. Here is a recap: • April: The Youth Employment Summit at the Clark County Event Center, resulted in 60 employers from a wide variety of industries coming together with 650+ high school seniors from around Clark County who wanted to explore career options available to them after graduation. • May: Veterans event brought 70 veteran friendly employers out to the Armed Forces Reserve Center to meet with veteran job candidates. Additionally, a manufacturing focused hiring event that brought about a dozen manufacturers together with 70 high school seniors who were actively prepared for and seeking these types of jobs after graduating high school.
All of these events were in addition to the regularly scheduled employment events that happen each month at WorkSource’s Office at 204 SE Stonemill Drive. Set for July and August, WorkSource will be conducting hiring events at their offices on July 11th, July 25th, August 8th, and August 22nd. If you have positions to fill, these events provide excellent opportunities to meet potential candidates and setup followup interviews with those who might be a fit. Workforce Southwest Washington will be putting on a program in August on the tips and tricks for retaining great workers. On August 2nd, Jeannet Santiago and Paul Montague will partner with WorkSource to provide a half-day workshop highlighting services offered by WorkSource, the Small Business Assistance Program, and Procurement Technical Assistance Center. On August 9th, there will be an Employer Symposium to discuss the challenges for individuals serving in the National Guard as they enter employment. If you have jobs that are going unfilled, need help with finding candidates, or are interested in any of the programs mentioned above, please call Paul Montague at (360) 567-1081 or email him at pmontague@vancouverusa. com for more information.

Celebrating 40 Years in the Community Vancouver Mall has been part of the greater SW Washington community for almost 41 years. Breaking ground on May 19, 1976 the Vancouver Mall development was commemorated with the planting of a 35 ft oak tree. The tree emphasized the commitment to the Northwest values and the vision of Vancouver Mall. In 1977, phase 1 of construction added three major department stores including Meier & Frank, Nordstrom, and Sears as well as 95,000 sf of specialty stores to the enclosed twolevel mall. In 1979, JCPenney was added as the fourth department store. Followed in 1981 with the additional of an 82,225 sf Mervyns to the North side of the property. In 1993, during a multimillion-dollar renovation the food court was added, featuring 10 uses, and an interior renovation including new paint, lighting upgrades and more. Then in 2011, under Westfield’s ownership, a state of the art Cinetopia Vancouver Mall 23 movie theater was added, and another interior renovation took place including carpeting, glass railings, and an expanded Play Town. In December 2015, Vancouver Mall welcomed new property owner Centennial. Currently, Vancouver Mall is SW Washington’s largest shopping center presenting convenient, family-friendly shopping, dining & entertainment with over 140 offerings.

The Chamber has welcomed 93 new members since January. Phone calls, emails and coffee meetings by our Membership Committee are increasing every month as the number of new members continues to grow. The Committee’s renewed focus on Member engagement means finding out more about each member: their story, their ‘why’ they joined the Chamber, their expectations, and their desired level of involvement.
