Out-of-state and in-state trips by employees for professional development or to attend mandatory conferences on furlough days should be: • Rescheduled. • If the activity cannot be rescheduled, then professional development or conferences shall be cancelled or evaluated and recommended to proceed by administrator or principal. • Furloughed DOE employees who participate in out-of-state, statewide or district-wide professional development workshops to attend mandatory conferences may be doing so as part of their job responsibilities. *Participation exceptions for furloughed DOE employees may be granted by the superintendent on a case-by-case basis and must be approved prior to the activity date. *Exception procedures will be sent to principals and administrators.

STUDENT SUPPORT SERVICES (SPED/SBBH) Complex area superintendents and district educational specialists for special education and school-based behavioral health are working with schools to review IEP and 504 modification plans. Parents are asked to work closely with their child’s school during this process. Additional information will be provided. School-based Behavioral Health Q 1. My child has a 504 modification plan. What’s going to happen on furlough days? A 1. 504 accommodations, modifications and related services are provided while a child is in school. Services that would have been provided on a furlough day may be rescheduled. Q 2. A 2.

My child receives school-based behavioral health (SBBH) related services after school. Will services continue? Services that would have been provided on a furlough day may be rescheduled. Related service providers will also be asked to review and adjust their weekly schedule to ensure the provision of SBBH related services.

Special Education Q 1. Should Individualized Education Program (IEP) plans be reviewed to measure the educational impact of furlough days on the student? A 1. Yes. The IEP team for each student should consider the reduction in instructional days and the effect (if any) the reduction will have on the provision of a free appropriate public education (FAPE). Q 2. A 2.

What about related services that are scheduled on furlough days on a school campus? Related service providers will be asked to review and adjust their weekly schedule to ensure the provision of IEP indicated related services. Services that would have been provided on a furlough day may be rescheduled.

Will services be provided to students placed in off-campus placements on DOE furlough days? Services that would have been provided on a furlough day will be reviewed and may be rescheduled.

Will student transportation fees be adjusted for furlough days? Yes. The DOE Student Transportation section is working on a furlough adjustment plan. The quarterly fee will be reduced. Fee adjustment information for those who have purchased annual passes will be sent to schools by December 2009.

WAIVER DAYS/PLANNING COLLABORATION DAYS Q 1. A 1. Q 2. A 2.

Can schools use Waiver Days (WD) and/or Planning/Collaboration (P/C) Days in place of or to reduce furlough days? No. On his or her own, can the school principal make the decision to reschedule a WD or P/C Day? No. Schools must follow the current process to change a WD or P/C Day by consulting with the School Community Council (SCC), faculty, and staff, and the SCC office.

Can a principal or school decide to cancel a WD or P/C Day? No. Schools must submit a request to the state Board of Education for a waiver to cancel a WD or P/C day in consultation with the Union.

CARE RESPONSE TEAM (CRT) TRAINING Caring for our families during their darkest hours of need…. The concept behind CRT teams is to provide a team of caring and trained volunteers that can immediately “be there” for a spouse and family after notification of a death or serious injury. CRT volunteers are carefully screened and selected by the Rear Detachment Commanders. General criteria include: Maturity, Life Experience, Emotional Stability, Discreetness, Availability (upon need). Volunteers are trained to provide a wide range of assistance, from emotional support to basic, simple tasks (screening calls and visitors, caring for children/pets, minor housekeeping, etc.) that may be difficult for the family to focus on during this time.

CRT teams convey a critical message to the spouse and family… that people care…. that the Army cares. CRT Class Schedule: 06 October (Tuesday), 10:00am – 2:30pm, Porter Community Ctr. 15 October (Thursday), 9:00am – 1:00pm, ACS (There will not be a lunch hour break, so you may bring a snack )

TRIPLER ARMY MEDICAL CENTER (TAMC), JANET CLARK, 433-2809 Seasonal flu vaccinations for all TRICARE-enrolled beneficiaries have begun at the Schofield Barracks Health Clinic and the Tripler Army Medical Center. "The good news is that we received ample supplies of the seasonal flu vaccines early this year, in both the nasal spray and shot forms," said COL (Dr.) Michael Sigmon, chief of preventive medicine at Tripler. "Our first priority is active duty Soldiers, especially those who are deploying soon. But we've received enough supplies to begin vaccinating Army family members and military retirees earlier than we did last year," Sigmon said. All TRICARE beneficiaries empanelled (enrolled) at the Schofield Health Clinic can get vaccinated without appointments at its family practice, immunization and pediatric clinics during normal business hours. At Tripler, those 18 years and older can walk into the allergy and immunization clinic on Tuesdays 1300 - 1500 and Wednesdays and Fridays 0900 - 1130. Tripler pediatric and adolescent clinics are already vaccinating walk-ins. Beneficiaries are reminded to bring their military identification cards and immunization records for their vaccinations. Sigmon, who chairs the Joint Public Health Emergency Working Group, said that the Air Force and Navy clinics on Oahu have also received their seasonal flu vaccine supplies and should be vaccinating all of their TRICARE beneficiaries soon. The Working Group annually coordinates the flu vaccination program for all the military services on Oahu. "Vaccinations are just one way to protect you and your loved ones," Sigmon said. "Frequent and thorough hand washing, proper cough etiquette, and staying at home until you have no fever for 24 hours are also very important, unless you're a health care worker. The CDC recommends a yearly seasonal flu vaccine as the first and most important step in protecting against seasonal flu. While there are many different flu viruses, the seasonal flu vaccine protects against the three main seasonal flu strains that research indicates will cause the most illness during the flu season. The seasonal flu vaccine will not provide protection against the new H1N1 influenza; however, a 2009 H1N1 vaccine is currently in production and is expected to be ready for the public in the fall. The 2009 H1N1 vaccine is not intended to replace the seasonal flu vaccine – it is intended to be used along-side seasonal flu vaccine. In addition, there are everyday actions that can help prevent the spread of germs that cause respiratory illnesses like influenza. Take these everyday steps to protect your health: • Cover your nose and mouth with a tissue when you cough or sneeze. Throw the tissue in the trash after you use it. • Wash your hands often with soap and water, especially after you cough or sneeze. If soap and water are not available, an alcohol-based hand rub can be used. • Avoid touching your eyes, nose and mouth. Germs spread this way. • Try to avoid close contact with sick people. • If you are sick with flu-like illness, CDC recommends that you stay home for at least 24 hours after your fever is gone except to get medical care or for other necessities. (Your fever should be gone without the use of a fever-reducing medicine.) Keep away from others as much as possible to keep from making others sick.
