GENERAL FRAMEWORK The city of Segrate is one of the 133 municipalities that composed the Città Metropolitana di Milano, the main metropolitan area of the whole Lombardia Region. The municipality is located to the east of the city of Milan above the Linate Airport, and it adjoins the regional capital to which it is connected thank to the two main roads, the Cassanese on the north, and the Rivoltana on the south as well as by the train line system that connects Milan with the east part of Lombardy and stops in Segrate station. Segrate is divided into several settlements: - Segrate Centro - Rovagnasco & Villaggio Ambrosiano - Redecesio - Milano Due & Lavanderie - Tregarezzo & Milano San Felice - Novegro Some villages have a recent formation while only Segrate and Rovagnasco can boast the presence of a historical nucleus that are both still quite recognizable. In the municipal territory, there are some headquarter of important companies as the Publishing House Mondatori but also the Multi Net Media that has replaced the offices and television studios of Mediaset. The last aspect that characterizes the territory is the presence of environmental elements such as the Idroscalo, the small lake of Redecesio, the Canal of Martesana, the Cava Centro Parco, and large green spaces. Some of these green areas are part of the Parco Agricolo Sud, a protected natural area of Lombardy that encloses a large arched zone between the south part of Milan and about 60 municipalities of the Metropolitan area.

HISTORICAL EVOLUTION The first documents about the history of Segrate are dated back to the XI century.

Segrate in the Catasto di Carlo IV (XVIII Century)

The origin of the name is undefined, the first hypothesis refers to the suffix ate that is typical of the cities settled after the Roman conquest, the second to secare, that is cut the hay, and lastly to the word segalis that means rye. Since the origin, the various nuclei had a strong relationship with the city of Milan because of the use of the torrent Nerone, they were owned by different families and their vocation was related to agriculture as some hypothesis about the origin of the name suggested. In the Middle Ages Segrate became a point of reference for the surrounding territories because of the presence of the Pieve di Santo Stefano, an important Christian religious center, which probably was located where today is the homonymous church. After the creation of the Italian Kingdom in 1861, the agricultural production continued but a shift happened at the end of the century when the mine activities gained the upper hand due to the high demand for building materials. The municipality, after it has been part of the Ducato di Milano, became part of the dominion of the King of Spain Carlo II that created the Feudo di Segrate. By Royal Decree 5167 of 21 June 1869, which entered into force on 1 January 1870, Vittorio Emanuele II suppressed the municipalities of Rovagnasco and Novegro aggregating their territory to the one of Segrate raising the population to 2000 inhabitants. Thus ended the process of unification started in 1849 with the annexation of the actual neighborhood of Redecesio. In the XX Century, the area faced a period of development and growth. The first important intervention has been the creation of the Idroscalo jointly with the new railway line aimed to create a connection with the Lambrate Station followed

by the construction of the Linate Airport. In 1925 the neighborhood Lavaderie has been built. Moreover, during the 60s and 70s, the Mondadori’s headquarter designed by Oscar Niemeyer (1968-1975) as well as the one of IBM, and the head offices of Mediaset have been constructed. Lastly, in the same period, the city hall has been built as well as the main square with the monumental fountain designed by Aldo Rossi but also the Villaggio Ambrosiano and the residential neighborhoods of Milano San Felice and Milano 2 have been realized. DEMOGRAPHY Analyzing the demographic dimension of Segrate Centro, one may learn about some characteristics that help understand the neighborhood.

The city of Segrate is the 12th in the Metropolitan City of Milan for the population with a balance between men and women.

17,834 inhabitants

Comparing it to the rest of the metropolitan area it is possible to highlight that the young people represent 14% of the inhabitants while the average level for the metropolitan city is 7%, although the elders are 24% while the average level is 11%.

Moving to the maps they are based on the Istat census of 2011. For a clearer understanding of the maps, the built environment, divided into residential and non-residential buildings, is displayed. This helps not to conclude too early, as the peaks often are presented in industrial areas. Due to the Aging Index, one may understand that the neighborhood, relatively similar to the surrounding municipalities, is aging. Here one may find up to six elders coming on one person under 15 as the map demonstrates. The average family dimension shows that in this area, the household standard includes between two to three-person, in some places also four. This average is higher than the ordinary numbers in, for example, Milan. The population density analysis provides us with the information that the density of inhabitants in this neighborhood is relatively low. Compared to the surrounding municipalities and the center of Milan, this is one of the lowest density areas. This is also avowed by the observation of the building heights in this neighborhood. Lastly, the unemployment rate demonstrates that Segrate Centro is a wealthy neighborhood, as most of its residents have a steady income. All in all, those four maps and analysis demonstrate that the residents of Segrate Centro, on average, are an aging population that lives there with their family or partner, have a relatively high income, and live in a low-density area.

About the inflow, the municipality attracts 20,046 workers of which about 50% came from the Metropolitan City of Milan while a bit less than the 25% live in Milan while more than 25% in other cities of the Lombardy region.

Lastly, it is important to highlight that commuting generates pollution in particular if people do not use public transport or bikes. For this reason, we also analyze the level of emission of some polluting substances produced by road transport as nitrogen, ammonia, and particulate.

On the side of the commuting flows related to study, Segrate does not attract a lot of students, just 876 while 8,322 segratesi students move to other cities to go to school or university. Particularly, 93% of them move to Milan while the rest of it moves to other cities of the Metropolitan City of Milan excluding 44 people that move to other provinces of Lombardy, probably to study at university.

The main source of nitrogen (Nox) emissions is road transport and as we see on the map Segrate has a high rate of production of these emissions.

The ammonia (NH3) emissions are primarily derived from agriculture, followed by waste management and road transport. The city of Segrate has a low level compared to the surroundings.

About particulate (PM10) came from anthropogenic sources, the most urban areas considered is that of domestic heating followed by industry and road transport. In this case, Segrate produced a lot of particulate.

URBAN FABRIC LAYOUT The urban fabric, block patterns, and building typologies were studied to understand the morphology of the Segrate neighborhood. To put it briefly, the build pattern is mainly divided between industrial, commercial, and residential use. Segregated single-family units and multi-family houses could be clearly observed.

Understanding Settlments form Fine Structure Fine settlements are more common in residential areas where dwellings are unitarian buildings.

Mixed Structure There are areas with both coarse and fine structures due to the presence of different types of housing buildings and some industrial zones. Coarse Structure The dense fabric is totally visible in industrial areas where there are factories, companies, and shipping warehouses which cover a big part of the block.

URBAN FABRIC LAYOUT Building typologies In this map, we have analyzed different types of buildings according to six diverse categories of residential constructions and retails, shed buildings, and facilities (such as schools, sports centers, and so on). The majority of buildings are residential, particularly single dwellings (1-2 stories in height) followed by low-rise housing (2-4 stories in height). Additionally, there are some medium and high-rise buildings.

Moving to the top shop housings they are scattered in Segrate but such a pattern is also recognizable around Via Gramsci and via Roma while the retail is little and littered. Lastly, the factories are located in the south and east of Segrate Centro.

In conclusion, it is possible to highlight that the neighborhood has a residential vocation and that inhabitants generally live in 1-4 stories edifices.

PUBLIC SPACE The analysis of the public space is used to understand the quality of the urban environment and the places that can generate spontaneous urban interactions and gatherings in the neighborhood. In the general analysis map, it is visible that there is a planed center in the core of the neighborhood. There, one can find two pedestrian areas. One next to the library and one in the historic center. On the outskirts of the neighborhood are two important parks located as well as dog parks. Moreover, some main green streets can be used to access these areas. But we can also see that some residential areas lack public spaces like in the north-eastern part. To better understand the environment, we analyzed the two pedestrian areas in more detail. One interesting detail is the placement of a high amount of trash cans, which points towards the idea that the planners think of these places as centers and high-used areas. Moreover, it is visible that the pedestrian area around the library locates different uses and attractors. It gets visible directly in comparison to the historic center where the primary attractor is the church.

URBAN WELFARE In Segrate Centro, there are different types of educational facilities, starting from kindergartens to middle schools. However, there is no high school. On one side, this may represent a problem because students have to move to other municipalities but, on the other side, an opportunity as its presence will be an essential attractor that adds value to the area. Moving to the sports facilities there is a vast range of amenities as two public sports centers, some private gyms and swimming pool and, lastly, there are also some of the facilities owned by the school that can be used by associations. About culture, there is just the public library that has also an auditorium that can be used to do various activities like the one of the chorale while regards the religion there is just the Santo Stefano church in the middle of the area.

RETAIL In Segrate Centro, various retail activities are scattered everywhere but it is possible to highlight that there is a concentration in the area around the public library. Most of the activities are on the ground floor of residential buildings with some exceptions as certain grocery stores that have their own building surrounded by a parking area.

In terms of typologies of retail, it is possible to highlight the presence of grocery stores and supermarkets of small/medium dimensions (there is no mall), three pharmacies, various activities related to personal care as barbershops, and beauty spas, clothing shops but also facilities related to food as bars and restaurants. Moreover, there are some services as banks of different brands and a post office that is located near the Cassanese road. Lastly, there is a vast range of other activities related to services and commerce as stationery shops, a veterinarian office, funeral parlors, optical shops, and so on.

MOBILITY Public transport and slow mobility The Segrate neighborhood is served by two different types of public transport. On one side, there is the train station Segrate FS located in the south of the area in which stops the lines S5 and S6 that connect Treviglio with Novara and Varese passing through Milan. On the other side, there is the system of four bus lines. Two of them supply a horizontal connection with Milan (no. 965 Milano-Pioltello and no.924 Lambrate FS M2 - Segrate) while the other two allow reaching the Linate Airport and San Raffaele Hospital (no. 923) and the “School Area” in the north part of the town of Segrate (no. 922). Moving to the slow mobility system it is useful to underline that the Municipality of Segrate has been awarded by the FIAB, the Italian Federation of Environment and Bicycle, with the prize of Comune Ciclabile which means that the municipality is bicycle-friendly.

Moreover, the sidewalks are located in the whole area providing safe paths to pedestrians but, generally speaking, they are not divided from the car circulation by any type of buffer excluding car parking lots. Lastly, it is important to highlight that there are two projects related to mobility, the Ciclopolitana and Segrate Porta Est that are going to be explained in the slide about the forecast scenario of Segrate.

MOBILITY Private mobility In the neighborhood, there are principally four typologies of roads. Firstly, the provincial road called Cassanese that divides the two nuclei of Segrate Centro. It is composed of two lanes per carriageway separated by a traffic divider and divided from the local roads by rows of trees. Secondly, there is a system of local roads that pass through the neighborhood connecting it with other urban nuclei in the surroundings and with the Cassanese road.

Thirdly, various access roads connect the main roads with the residential areas and the cul-desac proving access to houses. Lastly, the cul-de-sacs are the end of the majority of the access road and they are made to manage just the traffic generated by the dwellers. In addition, it is important to highlight the project of the Viabilità Speciale di Segrate that will be illustrated later on.

MOBILITY Level of maintenance of sidewalks, cycle paths, and streets Forms of mobility and good quality of streets, cycle paths, and sidewalks have always been necessary for neighborhoods but during Covid, the quality of small mobility has become even more critical. To understand the neighborhood of Segrate Centro better, one may look at the qualitative differences of its mobility elements. To better demonstrate the deficits, the maintenance map shows all components that only have a medium-good quality or poor maintenance. It focuses on the following three elements: streets, cycle lanes, and sidewalks. For medium-good quality elements, the colors are lighter so they appear in the background. Poorly maintained components are darker so the focus is concentrated on the problematic areas.

Due to the map, it gets clear that the issues of maintenance mainly concern the sidewalks. These are small, often disrupted due to trees or other elements, and with uneven floors so that it will become difficult for elders and people with wheelchairs or baby buggy to walk there.

ASSOCIATIONS In the territory of Segrate there are various active associations. The majority of them are related to culture as Aspromonte associazione culturale or Coordinamento movimenti Terza Età Segrate but there are also a lot of sport associations like Associazione Polisportiva Team Volley or Polisportiva Città di Segrate. For what concerns the environmental association there is only the local headquarter of FIAB the Italian Federation of Environment and Bicycle. The social associations are principally Fortes Cooperativa Sociale and ANA Gruppo Limito Pioltello Segrate, the local National Alpine Association headquarter. Lastly, the are some international associations that work around the world, particularly in poor countries in order to help local people, as Associazione WHYNOT and Associazione WOESER-CHIARA LUCE Onlus. In addition to the associations, it is important also to highlight the presence of the Social Secretariat, a service that has been activated to meet the needs of those who do not know the resources and services of the territory. It is a first intervention, carried out by the Social Workers, aimed at informing and guiding citizens in the wide sector of social assistance services in the area.

FORECAST SCENARIO Ciclopolitana About the future development of Segrate Centro the city hall approved the project of Ciclopolitana that is about the creation of six main cycle paths that connects the various neighborhoods of Segrate, also with some important attractors as the Idroscalo and San Raffaele hospital and other cities in the surroundings. 30 km/h zone Secondly, the municipality also proposed a project that aims to transform the majority of the neighborhood into a 30 km/h zone that implies the reduction of the speed limit in the majority of the roads. Segrate Porta Est Thirdly, there will be the possibility of a station of the new metro line M4, which is currently under construction. Its terminus is going to be Linate Airport and it will be prolonged till Segrate FS station as part of the project of Segrate Porta Est. It is financed by the European Community and it aims to transform the existing train station into a hub for the East area of Milan through the creation of a stop for the High-Speed Railway that connects Milan with Venice.

FORECAST SCENARIO Westfield Milano The Westfield Milano project is strategically positioned in Segrate, on the main train line between Milan and Venice, just 10 minutes from Linate airport and 25 minutes from Milan city center. It will cover 155,000 sqm, will have 300 stores and 10,000 parking spaces as it aims to become Italy’s largest and most iconic retail, dining, and leisure destination as with the new UCI Cinemas’ multiplex cinema.

Westfield project

The Westfield society explained that creating the new mall would create some benefits in the neighborhood as creating new jobs, improved opportunities for the surrounding businesses, and new open spaces. It will also invest in the creation of new infrastructures, roads, and cycle paths. But there will be negative consequences and risks related to creating such a huge and relevant mall. It will lead to an increase in congestion and air pollution due to the high traffic generated by the mobility toward the mall. Also, costs for housing in the neighborhood will rise. The creation of Westfield Milano is uncertain and changes the state of the art of our project and will be explained in-depth while using three scenarios in the third chapter.

PII “Quartiere della Stazione” In the area near the station is developing a residential project that has been partially completed. On the Eastside, we find the main public functions: the park, the squares, the shops, and the social housing, the latter in a privileged position, facing south, and overlooking the park. The park extends from north to south, from the new large commercial square to the station’s one. It is overlooked by the buildings and all the functions at the service of the neighborhood, the city, and the users of the passer-by.

The current situation

The park itself becomes the connective tissue of the plan and represents an alternative route in the green. The type of buildings has been designed to minimize land consumption and maximize the availability of public spaces. In the same way, the floor plan distribution has been designed to ensure each building the best possible comfort both in terms of light exposure and in terms of sound insulation.

The masterplan

The station square becomes an extension of the park with the presence of services such as ticket office, bar, newsstand, public toilets, parking bicycles useful for both rail users and park goers. The square to the north, dotted with public functions - shops, supermarket, kindergarten becomes the center of the district and an element of attraction for the consolidated city. INTERPRETATIVE MAP Different functionality patterns and building types characterize the north and south side of the neighborhood. The north locates more residential buildings as the south locates industrial sheds. On the west side, there are different urban welfare facilities placed. The lack of a gathering place characterizes the Segrate Centro, so a center in which people can meet. It is possible to individuate different services that act as attractors as the library, the sports Center and the Civic Centre.

localized currently in the areas with attractors or providing ground floor uses for retail. The provincial Cassanese road in the north and the railway and its yard in the south are barriers. Also, the future Westfield project will be developed in this southern area. Its impacts cannot be reviewed yet. Besides, the industrial zones both on East and West divide the neighborhood from the rest of Segrate.

Other landmarks are related to the environment as the Parco Centro Cava on the west side or the Parco Europa on the east area near the graveyard. These play an essential role in the biodiversity and ecosystem of Segrate Centro. Moreover, it is essential to highlight some nodes that connect different cycle paths that wind in the whole neighborhood and allow to reach various areas of the town. Also, the size of the neighborhood and the relatively compact plot pattern makes slow mobility efficient to move. Due to the building's connection and the existence of the police station, the neighborhood seems to be perceived as safe. Safety will also be generated by vibrant street use. This use is

THE 15-MINUTE CITY CONCEPT The 15-Minute City rides on the concept of “chrono-urbanism”, which outlines that the quality of urban life is inversely proportional to the amount of time invested in transportation. This concept has been proposed by Carlos Moreno, who advocates for an urban set-up where locals are able to access all of their basic essentials at distances that would not take them more than 15 min by foot or by bicycle. For the present “15-minute” concept, Moreno supports that residents will be able to enjoy a higher quality of life where they will be able to effectively fulfill six essential urban social functions to sustain a decent urban life. These include living, working, commerce, healthcare, education, and entertainment. Moreover, the author highlights four key characteristics for the 15-minutes city. The first is proximity, the second is diversity that means that the land uses must be mixed to provide a wide variety of urban amenities nearby, thirdly there is density that is related to the fact that there must be enough people to support a diversity of businesses in a compact land area, and lastly ubiquity that means that neighborhoods must be so common that they are available and affordable to anyone who wants to live in one.

The core principles of a 15-minute city are: •

Residents of every neighborhood have easy access to goods and services, particularly groceries, fresh food, and healthcare.

Every neighborhood has a variety of housing types, of different sizes and levels of affordability, to accommodate many types of households and enable more people to live closer to where they work.

Residents of every neighborhood are able to breathe clean air, free of harmful air pollutants, there are green spaces for everyone to enjoy.

More people can work close to home or remotely, thanks to the presence of smallerscale offices, retail and hospitality, and coworking spaces.

Research shows that 15-minutes is the maximum time people are willing to walk to meet their daily needs locally. These needs include local health facilities and services, schools, and local shopping centers that must to be located within 800 m walk from home.

Benefits related to 15-Minute city

The key ingredients of a 15-minute city include:

Health: Living within an 800 m catchment of social infrastructure and destinations leads to higher levels of walking and cycling and is beneficial to self-reported wellbeing. If 50% of short privatevehicle trips were instead made by walking, it would save millions of € a year in congestion, health, infrastructure and environmental costs. By participating in 15 minutes of walking a day, 5 days a week, the disease burden from physical inactivity would reduce by about 13%. If this is increased to 30 minutes, the burden can be reduced by 26%.

Prioritize funding mechanisms that support the achievement of the City’s sustainable model share targets and help to achieve land use and transportation objectives, for example, higher parking fees in denser areas that are well-served by rapid transit.

Social: Walkable streets and community spaces can enhance the sense of community and provide critical opportunities for social interaction and social cohesion. Greenery and street-scale features can increase passive surveillance, increasing actual and perceived safety. Economic: Household transport costs in walkable neighborhoods are half of those in cardependent areas and high walking rates can increase incidental trading in local shops by up to 40%. Walking infrastructure can provide a higher return than projects such as rail and road. Evidence from 20 different studies shows that the benefit–cost ratio of walking interventions is 13:1 — $13 of benefit for every $1 of expenditure. Environmental: Compact mixed-use neighborhoods help reduce pollution. Walkability and cyclability reduce driving pollutants by 40% and CO2 emissions by 10%. Urban greening and street trees remove pollution and increase tree coverage by 10%, which can reduce the energy needed for heating and cooling by 5 to 10%.

About the scheme of our project idea The main idea is about the creation of a NorthSouth Axis that connects the residential area with the train station passing through the commercial street Gramsci, the gathering places in Piazza San Francesco, and near the area of the Church making all the facilities more accessible. Moreover, there are two vacant buildings that overlook the second pedestrian area and they are going to host respectively the health care center, and the high school and spaces for co-working and for studying.

DIFFERENT SCENARIOS ABOUT WESTFIELD In this section, the focus will lie on the relationship of Segrate Centro with the Westfield project area. Due to Covid-19, the project has been stopped, and different sources speculate if and how the project may occur in the future. Recent newspaper articles state that Westfield was deleted from the list of current projects of the Westfield group. But rumors tell that it is just postponed towards 2022. As we cannot forecast if and to what extent the Westfield mega shopping complex may be realized, we will analyze in the following possible strategies to deem risks coming along with such dramatic changes. Therefore, we searched for methods developed by other cities and how local retail has been protected concerning the development of such complexes. Moreover, we analyzed the retail provided inside the neighborhood compared to the one that may arrive due to the Westfield project and the extent to which the threat of competition may arise. Lastly, and most importantly, we concentrated on three possible scenarios. The first scenario is when there is no Westfield project, and the area may be developed on new concepts. The second case is when the Westfield project is under construction, but the inauguration will happen in the future. As well as lastly, the scenario in which the construction process is finished and the shopping complex is active. The debate around the Westfield project shows new challenges and research topics that open future questions. These challenges have been put into focus in an interview that we held with professor Paris, an expert in the field of retail impact on the urban. This interview also highlighted the Westfield project's economic scale and how to deal with such situations practically. Westfield is the most influential investment in the metropolitan area, and statistics count with more than 20 million visitors every year. Therefore, it creates an inter-regional connection network and needs to be embedded in the territorial system. One of the critical and most essential points is the simultaneous creation of the transportation network that the investors will finance. As the project would significantly

impact the territorial situation, it must be handled and embedded in future development plans. In the interview, we learned that the worst-case scenario would be ignorance and the working against. It is crucial to make the new spaces, especially the private-shared spaces, manageable and useable for the surrounding. It is an issue of governance that needs to be addressed. So, it is an issue of a public agenda that must be discussed so that flows inside the area might not be stopped or hindered. The tip of professor Paris was to push the relationship between the inside and the outside creatively. Primarily due to the new challenges and questions of Covid-19, the concept of the shopping mall might be redeveloped and open new possibilities for integration and creative solutions. Different approaches and understandings came to the surface while researching the relationship between colossal shopping complexes and local retail in suburban and urban environments. On the one hand, some theorist, also working on the concept of the 15-min city is stating that it is difficult to transfer this concept to the city. He says that cities are cities due to the possibility of traveling between their centers, having different attractors and options in them, and agglomerating other consumer choices. Therefore, for him, also shopping complexes represent one of such possibilities and are part of cities. His argument concludes that fostering the local economy is essential and the accessibility and elements of the 15-min city. But cities should stay cities with all its possibilities and agglomerations of attractors. On the other hand, research has led to recognizing new demands due to the Covid-19 situation. Even before the pandemic, remote work was done by some entrepreneurs. Nowadays, nearly all people who can work remotely do so, and trends show that many people also want to remain, at least some days a week, remotely even after the end of the pandemic. This change of working situation has changed the demand for amenities, especially in more suburban areas. It raises the need for facilities and amenities near distance to workers’


homes, in which they can work, take a break, go to the gym, or similar things. With this trend also the commuting may change. Local facilities gain more importance, which goes hand in hand with the understanding of the 15 min city concept. But to make local retail stores resilient towards developing a project such as Westfield, policies and strategies need to be implemented. In most case studies, such procedures are combined with the tax policies of local governments. As a result, specific retail zones are created in which “historical” or local shops do not need to pay as much taxes as chain stores. Moreover, there are some to hinder the increase of too many chain stores. But the arrival of a mega shopping center is more problematic and even more challenging to handle, as vast flows of money and investments are combined in the project and between different actors. In the document “Rethinking the city space to better host the new retail proposition” of the European URBACT program, other strategies are highlighted that can be transferred to and implemented in Segrate Centro. These ideas are less related to tax policies than revitalizing local centers and attracting local retail areas. The paper’s focus primarily lies in proximity, mixed-uses, and always temporarily to re-use vacant spaces. Moreover, some specific measures are considered. The background links commercial urbanism and the compact city model, like the Portland model used to define our strategy. Those strategies are:

COMPETITION WITH PRESENT RETAIL To better understand the consequences of Westfield for the local retail stores, we analyzed the competitive nature between the two. Therefore, it is helpful to compare the already present retail stores in Segrate Centro with the information provided by Westfield about the future chains. While Westfield will host many luxury chains, famous, more accessible fashion labels like Zara and Bershka will also be placed in the center. These may include concurrence with some of the local shops. Moreover, the coexistence and competition may lay higher in the food amenities due to Westfield’s public space and dining area design. Also, the placement of service retailers like hairdressers may be adding to the competition. These kinds of services are not stated in the papers of Westfield but are often located in giant shopping complexes. The entertainment program of the Westfield center cannot lead to competition as in Segrate none of these kinds exist yet. The main competitive character does not lie in the type of demand itself. Westfield may become a considerable attractor to the residents for leisure and commerce, resulting in even less use of the local center of Segrate Centro. To contrast this threat, the neighborhood center has to be transformed to make it more attractive, vivid, and dense of functions. FIRST SCENARIO – NO WESTFIELD If the Westfield project will not be constructed and there won’t be no similar project, the neighborhood will not face such dramatic changes. It will therefore be more easily maintained towards a 15min city. Moreover, the Westfield project site may be developed in the sense of a 15-min city and may help connect Segrate Centro with Redecesio. This connection can lead to more resilient development and urbanizes the areas and agglomerates further possibilities. In this scenario, the presented strategy of the North-South Axis in its basis will remain the same as it helps to handle the main issues of the neighborhood. With this strategy, a new core will be made functional and understandable and helps to foster the providence of basic amenities and leisure facilities for the area. As Westfield will not be constructed, the lack of cultural facilities will remain. Therefore, it is essential to add these to the neighborhood’s environment. A cinema or theater and an open-air gym can help strengthen the leisure opportunities inside the area and reduce the use of the car. Also, there is a need for further retail providers as the local economy is not so diverse in its offer. Creating some smaller spaces for different retailers can add to the attraction of the neighborhood’s core and increase its potentiality for a 15-min city. Lastly, the maintenance and strengthening of food infrastructure and open-air dining areas can be essential for the neighborhood’s atmosphere.

SECOND SCENARIO – UNDER CONSTRUCTION If the Westfield project is under construction, the neighborhood has to be transformed and made ready for the competitive character of the project. In this scenario, the North-South Axis will be developed. Moreover, in this scenario, temporary solutions must be added to the strategy. These solutions, or better-called interventions, are, for example, the addition of the retail core with local markets as well as cultural activities like an open-air cinema. Next, it is crucial to start with the policies to strengthen the local economy and make it more resilient. Therefore, we would like to develop a social-payback system to promote commerce in local retail stores and use different events to strengthen the community and its spirit. Lastly, it has to be started to develop a slow mobility connection to Westfield. This is important as residents will use the car to get there if it is not attractive to go there on foot or bicycle. It must be highlighted that this scenario is based on a process of change, in which Westfield will take form, and the first shops will start to be inaugurated over time. With this development, the neighborhood’s flows will change, and strategies will be needed to handle those changes. In this scenario, it is crucial to evaluate the change and adopt matching interventions inside the neighborhood. Also highly important is to cooperate to make the construction of the mobility network as easy and fast as possible as this node needs to handle the flows of future visitors.

THIRD SCENARIO – WESTFIELD ACTIVE If the Westfield project is constructed and active, it is also essential to implement the NorthSouth Axis. This axis is needed to provide a new mobility network and give the neighborhood a vibrant center with diverse functions. Therefore, the physical development of Segrate Centro is significant to make it resilient concerning the attraction of the Westfield complex. In this scenario, next to the axis, the strengthening of the community and the local economy is in focus. Policies, interventions, events like the socialpayback system, the artistic renovation of the zebra crossing, or open-air galleries may help make the area more attractive and resilient. The other focus lies on slow mobility. It has to be taken care of the mobility relationalities inside the neighborhood. Segrate Centro cannot become a passthrough to get to the Westfield area. It has to be made uncomfortable to trespass the neighborhood to get to Westfield. Therefore, policies for slow mobility need to take place; this mobility scale needs to be prioritized. Lastly, there has to be a connection of slow mobility to Westfield. Its cultural facilities can add to the neighborhood’s lack, but to the same extent, its use should be in balance with the center of the neighborhood. Therefore, the neighborhood and its public areas need to become as attractive as possible.

COMPARISON OF THE THREE SCENARIOS The comparison of the three scenarios and their different spatial strategies helps us to navigate our project better. Each scenario has a significant impact on our actions and changes the state of the art of Segrate Centro. Because nobody can tell if the Westfield project will be developed in the future, it is essential to get an overview of the different factors and what this means for the project. The following table visualizes the spatial strategies and in which scenarios these become important. Also, it explains the difficulties for each action and each scenario. With this, we can see

that the first listed strategies will be implemented in any case. Moreover, we can see a prioritization of ideas and strategies due to their number of uses in the scenarios. It is a high school located in the Municipality of Pioltello that provides different types of education (Liceo scientifico, Liceo classico, Istituto professionale, and Istituto tecnico)

Cultural associations Pro Loco, Associazione Culturale Apertamente and Aspromonte are active in organizing events and meetings, while the Associazione Culturale Lamp provides tutoring services for young students through the project officina dello studio.

THE NEW ASSOCIAZIONE DI QUARTIERE SEGRATE CENTRO General information

Statute

The Associazione di Quartiere Segrate Centro (neighborhood association of Segrate Centro) aims to create a subject that will act as a mediator between the municipality of Segrate and the inhabitants.

The Associazione di Quartiere Segrate Centro is an association of free citizens formed in the Segrate Centro neighborhood with a temporary headquarter in the library space that will be transferred in the new co-working spaces soon as it will be realized. There the meetings will be held on the first and third Monday of each month.

In addition, it will play a fundamental role in the future development of the neighborhood as it will act as the spokesman of the inhabitants to understand their needs and wills to adapt the main strategies of the project to them. Moreover, the association will organize various events in partnership with other actors. It will play an active role in maintaining the greenery and cycle paths implemented in the project. As requested by the Italian law, at least three founding partners will be individuated: a representative of the municipality of Segrate and two residents. It is possible that more than three people will be part of the associations since the beginning and that new people as, for instance, other inhabitants that want to actively participate in the positive transformation of their neighborhood providing their knowledge, skills, and time will adhere to the AQSC in the future without changing the contractual structure as it is a so-called struttura aperta (open structure). The association does not carry out a commercial activity aimed at the pursuit of a profit. Still, it has as its purpose a non-profit action sought at the satisfaction of socially relevant needs. It does not imply that it cannot have revenues, like the one coming from the 5x1000 or the membership fee, but that they have to be reinvested in the association. The headquarter will be located in the spaces for co-working and studying in the redeveloped area near the church managed directly from the association itself.

Inhabitants who have legitimate interests concerning the area are admitted to the association. Members are issued a membership card that can be withdrawn at the competent office upon payment of the membership fee to be renewed annually. The district association, which aims to volunteer, is apolitical and non-profit. In close contact with the citizens of the neighborhood, it is proposed to carry out activities of public interest in an organized manner, such as, for example, but not limited to: - stimulate and monitor the work of the institutions and the public administration and co-participate in planning the future. - promote initiatives to improve the quality of life in the neighborhood - contribute to the dissemination among citizens of increasing awareness and participation in social life - promote the cultural activities - represent the inhabitants in the meeting with the city hall.

WHO WE ARE? The association was born in 2021 to join together different actors active in the Segrate Centro neighborhood with the aim to be part of the transformation of the quarter. The members of the committee operate on a voluntary basis and in accordance with their knowledge, to improve and develop the district by elaborating proposals to be submitted to the city hall. Indeed, the quality of life in the neighborhood is a matter of balance and that any project proposal cannot be separated from the presence at the table of discussion of all the social components of the territory. For this reason, we promote the active participation of inhabitants in the life of the neighborhood and dialogue with the institutions. WHAT DO WE DO? THE NORTH-SOUTH AXIS THE THREE TYPES AND THEIR CHARACTERISTICS The North-South Axis acts as a backbone for the neighborhood as it aims to connect it through slow mobility. Overall, this route connects essential strategic points and gathering places that are part of this strategic idea. For these reasons, it is present in all three scenarios. The axis is subdivided into three different parts. First, the retail axis that passes in via Gramsci, where a lot of shops are located. Second, the central axis winds near the new core of Segrate Centro, and third the access axis aimed to connect the residential areas with Westfield, the train, and the future metro station.

In general, it is possible to highlight that the spaces for pedestrians have been enlarged, new cycle paths have been added, and trees to protect the slow mobility users and the use of cars have been dissuaded through different actions and interventions. In the following pages, the concept will be explained in further detail. Its different elements are highlighted. Some sections and views of particular parts of the axis show how space will change according to the project.

THE NEIGHBORHOOD CENTER CHURCH'S SQUARE REORGANIZATION OF PUBLIC SPACES We have considered some benches, green spaces, a little pool, and some open-air markets as we have residential and retail facilities in the plaza in Roma street, near the church, which today is empty and lacks vitality. Besides, we want to reorganize in front of the church with some places for sitting and green areas to make this place more attractive and useable. Lastly, the plaza will be connected with the pedestrian area on the north of it through the localization of greenery and the various lines on the ground to show the way to the center, plaza, retail shops, and stations.

THE NEIGHBORHOOD CENTER PIAZZA SAN FRANCESCO REORGANIZATION OF PUBLIC SPACES To redesign the public spaces in the Piazza San Francesco, which is not so attractive currently for various local people, we consider the chessboard pavement where there is a fountain today for kids to play and to enjoy spending time there. In addition, we want to locate some open-air markets in this plaza and the green spaces and benches in the whole of this center which which makes it more vivid and attractive.

VACANT SPACES THE NEW HEALTH CARE CENTER REUSE OF AN ABANDONED SPACE The vacant space is located very close to the pedestrian area near the San Francesco Church and it is going to be transformed into a new health care facility that is a service that is lacking in the neighborhood. On the west side of the area will wind the NorthSouth Axis, and the project is about creating the reuse of a part of the existing buildings as they are not in such a bad shape. Also, a new public open space will be located in the adjacent lot.

The project will be financed by Synlab S.p.A., a leader in Italy and Europe in health care that will also be providing the service. Space will become permeable to make more accessible the connection between the new axis that will wind on the east and south side of the vacant area and the pedestrian zone located on the east side that connects the new facility with the core of the neighborhood.

VACANT SPACES THE NEW HIGH SCHOOL, SPACE FOR CO-WORKING AND STUDYING REUSE OF AN ABANDONED SPACE The vacant space in front of the San Francesco Church will be reused and, in particular, two new facilities will be located there. The first one is the high school on the first floor of the new building, while the spaces for coworking and studying will be located on the ground floor. The space in the middle of the building will became a furnished garden. The high school will become a branch of the ISS Machiavelli. At the same time, the space for coworking and studying will be managed by the Associazione di Quartiere Segrate Centro.

VACANT SPACES NEW AMENITIES IN FRONT OF THE SCHOOL TRANSFORMATION OF A PARKING LOT The parking lot located near the elementary school will be partially transformed. The choice derives from our on-the-spot investigation. We have seen that the space is generally underused also when the school is open, except the Mondays when it hosts the weekly open-air market. So, as the market will be organized in Piazza San Francesco to make the area more attractive, there is no need to keep this huge paved space as it is.

The interventions proposed are very basic and not expensive, but they aim to reuse the space and give it an identity. Notably, as there is an elementary school in front of it, the project focuses on creating space for kids and their companions. The existing playground will be enlarged, a new movable bar and an open-air gym will be located there. VACANT SPACES THE NEW WAREHOUSE FOR THE BID REUSE OF A VACANT SHOP In the scenario that concerns the presence of Westfield, one of the actions is related to the creation of the Distretto Urbano del Commercio for the neighborhood to aggregate together the various shop owners to make them more competitive to the benefit deriving from working in group. One of the activities that the Distretto Urbano del Commercio will do is create a delivery service for the various shops to guarantee a door-to-door service that Westfield does not provide.

For this reason, there is the necessity of creating a small warehouse that will become the hub of the delivery, and it will be located in an abandoned shop in via Mazzini. This intervention will have two benefits. On one side it will be part of the strategy related to improving the competitivity but, on the other side, it will reuse a vacant shop and, as a consequence, the quality of the area will improve. DISTRITTO URBANO DEL COMMERCIO DI SEGRATE STRENGTHENING OF THE LOCAL RETAIL SYSTEM The general aim of the Distritto Urbano del Commercio is to get business owners in a defined area together to improve the quality of the area and increase their revenues. In our case of Segrate Centro, the central aim of the Distrittto Urbano del Commercio di Segrate is to shift taxation arrangements so that the local small retail facilities benefit from programs funded in parts from Westfield. The idea behind it is that with this support, shop owners get the possibility to innovatively improve their options and capabilities due to continuing education and the growth of attractiveness.

LOCAL PAYBACK SYSTEM STRENGTHENING OF THE LOCAL RETAIL SYSTEM One of the actions prepared is activating a local payback system that aims to promote local shopping in Segrate Centro and Segrate in general.

In our interview with a member of the Segrate Council, the issue of fragmentation between the different Segrate neighborhoods was mentioned. The payback system, therefore, targets to solve two problems in one. On the one hand, it promotes the local retail offer in Segrate Centro and helps to contrast the threats coming from Westfield. But, on the other hand, it helps give an identity to Segrate in general and connects the different neighborhoods through identity policy.

ENVIRONMENTAL QUALITY The last strategy is related to the improvement of the ecological quality of the neighborhood. The data provided by ARPA (showed in the first chapter) have underlined a high level of polluting emissions. Furthermore, some citizens believe that there is a necessity to improve the environmental quality.

Firstly, the municipal council, so-called giunta comunale, is convocated to establish the scientific worktable components, the project coordination worktable, and the operational worktable of which the DAStU of Politecnico di Milano will be part. Moreover, the contact person of the external subjects (foundations, associations, and other actors) is defined, and the Associazione di Quartiere Segrate Centro is included in the process. Later, the initial themes are identified (creating the North-South Axis, the reuse of the vacant spaces, and the design of a new center) and the areas for the interventions, and some ideas are collected. After that, the various worktables are called to define if the themes are correct and relevant for the neighborhood. In the meantime, the municipality starts to notify that soon there will be some meetings with the local population. Lastly, the giunta comunale adopts the urban project.

Workshops, promoted and partially managed by the Associazione Quartiere Segrate Centro, will be organized to inform citizens about the project and give them the possibility to share their knowledge and ideas. The workshops aim to use the locational knowledge of the inhabitants to meet their needs and create longterm sustainable solutions. Moreover, inhabitants, associations, and other subjects can also present some comments and observations within the legal deadlines.

The city council so-called consiglio comunale approves the project. Also, the Piano Attuativo presented for the redevelopment of the two vacant spaces in the historical area has to support the project. The PA handles projects aiming to change the urban destination of the building, as in our case. There is a shift in use from residential to services for health care and the high school.

The municipality creates a public tender to define which society will carry out the realization of the various tangible interventions. For what concerns the North-South Axis, the investors will be the municipality and Cariplo Foundation that have worked in the past to realize the slow mobility axis. Moreover, FIAB Segrate, Legambici, and Legambiente will partially organize events to promote slow mobility. The various interventions in the neighborhood center will be carried out by the municipality using, in scenarios 2 and 3, the earnings derived from the Westfiled taxation. This money will also be invested in the creation and support of the BID to make the local shops more attractive. Moreover, in one of the buildings overlooking the Piazza San Francesco with some empty spaces on the first floor, the new post office and other equipment related to delivering goods as the Amazon Lockers will be located. While, on the side of the events, the Associazione di Quartiere Segrate Centro will define a calendar with their proposals by cultural and sportive associations. For what concerns the vacant spaces, the municipality will use the institution of the so-called perequazione urbana to become the owner of the vacant space on the intersection between via Cellini and via Roma. In this space will be located a branch of the ISS Niccolò Macchiavelli high school, while the vacant space in front of the church will be bought by Synlab S.p.A. that will create a new health care center. Lastly, the vacant shop located in via Mazzini will be reused and transformed into the BID warehouse using Westfield’s revenues, while the parking lot in via De Amicis will be changed.

The Metropolitan City of Milan, together with the Municipality of Segrate, will monitor and evaluate the different interventions, their impacts, and the persuing of the goals. Lastly, the DAStU of Politecnico di Milano will provide its knowledge in this field.

FEASIBILITY STUDY This short feasibility study concentrates on the main elements of institutional, environmental, social, physical, technical, and market-related feasibility. The financial feasibility will be analyzed a bit more in-depth as this part is crucial and the most critical point in this project. The first table and analysis of this project's feasibility are based on Prathibhani Bandusena. This second tool to measure the project's feasibility is based on the paper "Rethinking feasibility analysis for urban development: a multidimensional decision support tool" by Colorni, Ferretti, Luè, Oppio, Paruscio, and Tomasini from 2017. In this paper, a new feasibility analysis tool is tested on the case of Bovisa in Milan. The aim is to create a simple Multi Criteria Decision Aiding (MCDA) approach. Therefore it uses the four categories of objective functions and related constraints. In the best case of a strategy, the benefits of the functions will be maximized while the constraints will be respected, and costs remain as minimal as possible. The outcome of this tool is to get the best set of actions combined that maximizes benefits and minimizes costs. In the visualization presented, we have done the first step of this tool for our project, giving each action strengths and creating different alternatives. In the following steps, synergies would be analyzed, and values were ascribed to later evaluate the alternatives. As this tool is in progress and was just tested in 2017, we would like the idea, as presented in the Implementation steps, to work together with Politecnico di Milano to create a complete feasibility study around the project. With the use of innovative analytical tools as the one presented in the paper, we have a win-win situation contributing to a creative academic process that also helps evaluate the feasibility of the project in Segrate Centro.

Social aim: This strategy tackles different social impacts. Through the increased use of the streets, the areas are perceived as safer spaces. CRITICAL REFLECTION ON THE 15-MIN CITY CONCEPT AND ITS ADAPTABILITY IN SEGRATE CENTRO To conclude the project of the North-South Axis in Segrate Centro, it is also essential to critically reflect upon the concept of the 15-minutes city and how this approach has shaped our project. Segrate Centro is a neighborhood full of potential in which its inhabitants yearn to enrich their living conditions and environment. From the beginning, all necessary fundamental conditions have been given. With the concept of the 15-minutes city as a goal in mind, a possible future scenario could be built. This vision for Segrate Centro contained a vivid neighborhood that has a clear center for its inhabitants. It includes all necessary services, in walking or biking distance, like education, health care, places to work and study but also leisure. One of the main aims was to enrich the slow mobility network and connect the essential edges of Segrate Centro. During the process, we figured out that the 15-minutes city concept is consistent in its principles and thoughts with those of the city council and the inhabitants.

While creating 15-minutes Segrate Centro, a project evolved that produced possible solutions to change Segrate Centro from a neighborhood with a dormitory character to a vivid area where there is the possibility of finding everything needed in short distances. Moreover, it focused on sustainable and community strengthening elements. One of the most significant issues has been the uncertainty and threats coming from the development of the Westfield project that challenged us to reflect deeply on each action presented and the overall concept in general. Working on the topic of the 15-minutes neighborhood in Segrate Centro, we have learned that this concept promotes solutions directing to environmentally friendliness, community building, mutual aid between people, and creative and innovative approaches.At the base of an excellent 15-minutes neighborhood, there is a solid and high-quality slow mobility network. But the

important thing is also to learn that it is a process to get the shift for people to know of the benefits of letting the car aside and using slow mobility. Moreover, it should not be forgotten that even if the main aim is to build a good network inside the neighborhoods, the different areas also need to be well interconnected. If they are not, people will use their car to widen the possibilities for other activities and minimize the new opportunities of locality and slow mobility.

Especially issues crossing own ideas and projects as the Westfield shopping complex, help to understand better the fundamental principles of the 15-minutes concept and critical points that we never should forget to include into our planning and thinking. The 15-minutes city is a concept created due to practical examples as Paris. Still, it remains a theoretical concept that can be applied, and that needs time and more evaluations and experimentation to be improved even further. Often, it seems like this concept becomes a kind of utopia that invites to forget about the different realities and interests that affect and change the space in which they are located. So, we can see two dependencies and parts of evolution. On the one hand, we could think of and witness how such practical realizations of 15-minutes cities change the demand of people in their environments. We can see a change in structures of commerce and new questions evolving about the need for enormous retail facilities located on the edges of cities. On the other hand, we need to understand that for the concept to be efficient, it is necessary first to change perspective. We need the shift for sustainable, local thinking. First, if inhabitants’ behavior and lifestyle change, the full benefits, and opportunities arriving from the concept may emerge.

Even though it seems to take a long time to transform cities and neighborhoods in this direction, the concept helps reflect on all these points and hold on to a specific line of actions and possible outcomes. Especially currently, it becomes interesting to use the zeitgeist and living situations, evoked by Covid-19 and environmental movements, to understand and see where this concept may lead us. The mixture between the idea of the 15-minutes city and the new challenges and changes due to Covid-19, such as the mode of home-office, has led to this concept being perceived and discussed as never before. Thus, cities and neighborhoods can be observed as spaces for experimentation, and Segrate Centro was ours in this case.
