CALL FOR EXPRESSION OF INTEREST Under article 4.2, paragraphs (d) and (e) of the Staff Regulations, the filling of vacancies in grades D1 and D2, as well as in grade P5 for all Director positions in field offices, are made by direct selection by the Director-General. In order to fill the following vacancy by direct selection: - Chief, Procurement Bureau (D1) the ILO invites interested candidates to submit their curriculum vitae online by the above date (midnight Geneva time). INTRODUCTION Under the supervision of the Treasurer and Financial Comptroller, the Chief of the Procurement Bureau ("Bureau") is responsible for the overall management and direction of the Bureau and of the technical areas within its purview. The ILO carries out over 14,000 procurement actions annually, with a total value of some US$ 150 million. The Bureau develops, administers and disseminates purchasing and contracting policies, rules and procedures in accordance with ILO Financial Regulations and Rules. The Bureau advises on, plans, coordinates and develops responses to procurement issues which are high-value, strategic and complex in nature. It executes procurement processes for the purchase of equipment, goods, works and services for ILO Headquarters units, external offices and extra-budgetary funded programmes and projects, and provides associated contracting services. The Bureau also provides information and training on purchasing and contracting issues. Description of Duties 1. Lead the procurement function in ILO, ensuring transparent, ethical, efficient and cost-effective purchasing and contracting services. 2. Provide direction and guidance to Bureau staff and promote the development of knowledge and relevant
skills within the team. 3. Coordinate organization-wide procurement planning and strategy development. Develop the associated Bureau work programme and establish and monitor standards to ensure high level work performance. Ensure the availability of adequate human and financial resources. 4. Reflecting international best practices and regular client feedback, ensure that appropriate policies, procedures and processes emphasising competition, transparency and integrity are in place and followed, resulting in cost-effectiveness, procurement system efficiency and financial audit compliance. Ensure that all internal processes and tools are documented and supported. 5. Provide advice to ILO managers including senior management on all issues related to purchasing and contracting. 6. Anticipate emerging procurement trends and challenges and advise on directions to be followed. DESIRABLE PROFILE The set of qualifications below is indicative of the type of experience, education, language skills and competencies expected for this position. EDUCATION An advanced university degree (Master's degree or equivalent) in business or public administration, procurement, management, law or related field. Professional certification in the field of procurement is desirable. EXPERIENCE A minimum of 15 years of experience in negotiating and administering purchasing and contracts, a substantial part of which at the senior management level. Experience at the international level is required, preferably gained working in a United Nations System organization or another comparable large public sector entity. Experience working with an advanced ERP system, preferably Oracle is desirable. Field experience a desirable asset. LANGUAGES Excellent command of English or French with a very good working knowledge of the other language. Knowledge of Spanish would be an advantage. COMPETENCIES In addition to the ILO core competencies, Technical competencies: In-depth knowledge and understanding of all facets of international procurement, including purchasing and contracting principles, techniques, practices and regulations. Good knowledge of broader economic and market perspectives as well as understanding of issues relating to procurement for developing countries. Demonstrated leadership and managerial skills to guide, engage and motivate staff and promote harmonious relationships and teamwork. Proven decision-making and problem-solving skills. APPENDIX I CONDITIONS OF EMPLOYMENT - Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules. - The first contract will be issued for a twelve-month period (for Geneva-based positions) and a twenty-four month period (for non Geneva-based positions) - A successful external candidate will be on probation for the first two years of assignment. - Any extension of contract beyond the probation period is subject to satisfactory conduct and performance. Please note that the above salary levels are determined according to the criteria established by the International Civil Service Commission. The ILO is international public sector employer and salary and other employment conditions are not negotiable. Other allowances and benefits subject to specific terms of appointment: • Children's allowance (except for the first child if the dependent rate of salary is paid in respect of that child); • Children's education grant (per child per year); • Pension and Health Insurance schemes; • 30 working days' annual leave; • Assignment Grant; • Entitlement to transport expenses of personal effects; • Repatriation Grant; • Home-leave travel with eligible dependants every two years; • Rental subsidy (if applicable).
Recruitment is normally made at the initial step in the grade. Salaries and emoluments are exempt from taxation by the Swiss authorities and, on the basis of international agreements or national law relating to presence or residence abroad, are generally exempt from taxation by other governments. In the absence of exemption, in most cases tax paid will be reimbursed in accordance with an ILO document which will be supplied upon request. While the successful candidate will be initially working in Geneva, he/she may be assigned to any duty station designated by the Director-General of the ILO.
