In response to client input and requests for a more “industry specific” Incident Safety Officer Course, FSA staff has been working with an advisory committee to develop a new course. A committee comprised of the FSA Director, Wayne Eder, FSA Training Officer Warren “Dorsey” Munson, and clients Vicki Jansen, Tesoro Long Beach; Bill Ingraham III, Frontier Refining Inc.; Chris Merritt, Tesoro Alaska, Kenai Refinery; Stephen Leonard, Tesoro, Salt Lake City; and Ralph Sproul, Chevron, El Segundo have worked to together to develop the new course. After reviewing the needs of clients, as well as reviewing course critiques, a new 16-hour course is under development titled Assistant Safety Officer-Hazardous Materials. The basis of this course will be the Incident Command System (ICS) position of the same title with an emphasis on the safety of petroleum/chemical incidents in the manufacturing and distribution processes. The course will allow those individuals with response experience that are ready to move into the Safety Officer role an opportunity to obtain training and begin working as Assistant Safety Officers.

This will give response organizations more flexibility in staffing the command structure, with the Assistant Safety Officer able to serve as Safety Officer on routine incidents, and serve in a support role on more complex incidents. Pre-requisites for the course include Hazardous Materials First Responder Operations (FRO) and I-200 Basic Incident Command System or NIMS700. In addition to the new course, FSA will pursue adopting the latest edition of NFPA 1521, Standard for Fire Department Safety Officer, as part of the NPQS Pro Board accreditation process. Together, the two new courses will provide response organizations several options in training and certifying personnel, while meeting legal requirements and industry consensus standards. FSA staff plans on rolling out the pilot course for Assistant Safety OfficerHazardous Materials in fall 2011. Check for updates this summer in our newsletter.

Travel Options to Consider When Planning Training at the University of Nevada, Reno Fire Science Academy

The FSA, working in conjunction with the Elko Convention and Visitors Authority (ECVA) and SkyWest Airlines, has compiled information regarding group discounts for air travel to and from the FSA. For inbound and outbound travel between your departure city and Salt Lake City, UT on Delta Airlines (Salt Lake City is the connection airport for flights into Elko, Nevada): For groups of 10 or more passengers, please contact Delta Airlines Meeting and Event Travel group. Delta’s associates will work with you to schedule flights through their Group Discount program. The program offers a discount on most published fares for the entire itinerary (departure city to/from Elko, NV via Salt Lake City, UT). Some restrictions do apply. There are two ways you can contact Delta’s Group Sales for reservations. You can speak with a representative by calling 800-328-2216 or you can access the “Delta Meeting Network Travel Request” form online at: ight/group_meeting_request_form/index.jsp?formT ype=meeting For “large group” inbound and outbound travel between Salt Lake City, UT and Elko, NV on SkyWest Airlines: For groups of 20 or more passengers, SkyWest Airlines has offered to add additional flights to their standard schedule. These “tip on” flights would be unadvertised to their general customer audience and scheduled to help you in your planning to keep your group together. You will need to book this option separate from your travel between your departure city and Salt Lake City.

To determine if your group qualifies for a “tip on” flight, please follow the steps listed below: 1. Please provide your group size, planned dates of travel (inbound and outbound), and planned arrival and departure flight information for Salt Lake City to the FSA. Email this information to A representative of the FSA will contact SkyWest on your behalf to determine if your group qualifies for a “tip on” flight. The FSA will respond to you with whether or not you qualify, the quoted rate for round-trip service from Salt Lake City to Elko received from SkyWest, and a booking contact for SkyWest to arrange your Salt Lake City to Elko and return flights. 2. Book your airfare from your departure/destination city to Salt Lake City through the Delta Airlines Meeting and Event Travel options as outlined to receive discounted fares for this “leg” of your flights.
