Khilafah magazine recently received an e-mail from a brother that included a group of authenticated Ahadith and their chains of narration regarding the return of the Khilafah, Insha'Allah. In giving glad tidings of the re-establishment of the Islamic Khilafah, tranquillity and ease was brought to the hearts of the believers, driving the Muslims, especially those who are working to re-establish the Islamic State, to work more seriously and with greater sincerity. Insha'Allah, may Allah (swt) honour them with the return of the Khilafah through their efforts so that they may achieve the great reward in both worlds: a mighty victory in this world and a noble residence in the Akhirah (the afterlife).

Allah (swt) created everything in a precise way. He (swt) fashioned his creations such that they are equipped to fulfil their needs. Each is a creation made with wisdom and exact measure. Creation (khalq) is making something from nothing, not something from what already exists. Dolly the sheep was the product of cloning. She was not created but produced through an understanding of what already exists. The objective of science is to formulate an appreciation of the knowledge that sustains the universe. Cloning, as a scientific discovery, can only be done because certain laws exist that govern the processes of life. If these laws were not present there would be no life, and there would be nothing to study.

While foot-and-mouth disease is said to be on the wane across the pastures of the British countryside, with the total number of new cases per week falling, the similar sounding, but unrelated 'foot-in-mouth' disease remains rampant amongst the leaders of the Muslim world. The disease has not spared a single ruler of the Muslim world and all can be seen to exhibit its cardinal symptoms that include hypocrisy, cowardice and betrayal. With each utterance it can be seen that they have forsaken the vital interests of the Ummah and betrayed her, and deserve to be ousted and accounted harshly for what they have committed. Some of the rulers of the Arab world, including King Abdullah of Jordan and President Bashar alAssad of Syria, have obviously inherited the disease from their fathers who lived their lives stooped in treachery and cowardice. At the recent Arab Summit held in Amman, Jordan, the Arab rulers washed their hands of any responsibility towards the people of Palestine even after they had witnessed the spilling of blood and listened to the wailing of children, widows and the old every day and every hour, when they declared that, "The leaders again reiterate their request to the security council of the need to bear responsibility in providing the necessary international protection for the Palestinian people...and the formation of an international force for this objective..." The conference produced resolutions that are devoid of any content that has an effect on the liberation of Palestine. Rather they covertly maintain the Israeli State as a dagger in the Muslim lands and give legitimacy to its usurping of Palestine, and its continuous brutal crimes, which have increased in recent days. The facts on the ground are that since the upsurge in violence began seven months ago, 421 Palestinians have been killed and the sanctity of Masjid alAqsa has been breached on numerous occasions. We have not heard one ruler from the Muslim lands declaring that he wants to remove the Jews from Palestine. Instead some of them criticise the Israelis for the predicament the Muslims of Palestine find themselves in, while others of them yearn for the day that the Muslims normalise relations with the state of Israel. pendence, and the rulers of the Muslim countries shuttle from capital to capital in search of a treacherous peace agreement. Their latest endeavour is a conference in Tehran, under the auspices of the Iranian Parliament, seeking to bring about unity amongst Muslims, but in reality just producing more hot air. There is no doubt that the presence of these impotent conferences is evidence of the fragmentation and division of the Muslim Ummah. Instead of the Arabs being divided into more than 20 states, and the Muslims being divided into more than 50 states, Allah (swt) has obliged them to live under the authority of one state; the Islamic Khilafah. Verily, Allah (swt) has granted the Muslims of Palestine the honour of standing guard in His path, and the blessing of protecting the holy sites, and the blessing of fighting the people who are the most hostile to the ones who believe, at a time when Kufr, and its people, are all conspiring against them, and when the rulers of the Muslims have betrayed this Ummah. So be steadfast, O brave heroes. Be patient with the affliction, for indeed the victory of Allah (swt) is coming: "Verily, Allah will help those who help His (Cause)." [TMQ Al-Hajj: 40] As for the Muslim rulers - we shall not tell these traitors to fear Allah (swt) and fear His (swt) punishment, since the passion of Islam left their hearts a long time ago. But rather we warn them of the Ummah's anger and retribution and of the fate of their likes throughout history. The Ummah will not accept for the pure blood that was spilled to be the path for the shame and humiliation by abandoning al-Quds and the holy sites and the people of Palestine. Rather, her pure blood will be the path for destroying every traitor that stands in her way and destroying every entity that occupies her land. This is what the Ummah wants and demands and she is able, by Allah's leave, to destroy every traitor and agent who stands in her way. "And had We willed, We would surely have elevated him with them (Our Ayat) but he clung to the earth and followed his own vain desire. So his example is that of a dog: if you drive him away, he lolls his tongue out, or if you leave him alone, he (still) lolls his tongue out. Such is the example of the people who reject Our Ayat. So relate the stories, perhaps they may reflect" [TMQ Al-A'raf: 176]

Although Musharraf fancies himself as the future president of Pakistan all his policies, speeches and public addresses testify to his political naivetĂŠ. Regarding his recent suicidal decision to privatise vital national industries amongst which are PTCL, PIA, WAPDA, the Thar coal fields and other public utilities, he has been quoted to have said, "if we can't run our industries properly we should sell them." It would seem that he may have missed economics lessons at school but without doubt his current schooling is with the IMF whose Pandora's box of policies have led to the rise of gas prices within Pakistan and a mountainous foreign debt, which currently stands at $38 billion. The Chief Executive's economic wizardry is laugh able, he recently proposed a solution with his magic wand at a press conference in Karachi where he said that if 30,000 rich Pakistanis can contribute $200,000 each it will help to reduce the foreign debt by $ 6 billion. In return, "We can call them as 'saviours of Pakistan' and give them a special status so that wherever they go they can be treated with spe cial attention." At the last count, a debt in excess of $30 billion doesn't get wiped out by naming some individuals as saviours or giving them special attention. Maybe his statement concerning the conversion of Karachi into Hong Kong is expressing his puppeteers true intention for Pakistan, to ensure that it is a passive colonised land with no standing on the international arena with the American's rather than the British as Imperial masters. Musharraf's next policy could be introducing Chinese to the population of Pakistan, who knows? Ibn 'Umar (ra) reported: The Prophet (saw) said, "Every one of you is a caretaker, and is responsible for his consignment. The ruler is a caretaker of people, and is responsible for his subjects. A man is a caretaker of his family, and is responsible for them. A woman is a caretaker of her husband's house and children, and is responsible for them. A slave is a caretaker of his master's property, and is responsible for it. All of you are caretakers, and all of you are responsible for their consignment" [Bukhari, Muslim, Tirmidhi, Abu Daud and Ahmed] Muslim narrated on the authority of Umm Salamah (ra) that the Messenger (saw) said, "There will be leaders upon you that you will know and deny (their evil). The one who hates (their evil) shall be innocent, and the one who denies shall be safe (from punishment), but the one who is pleased and follows (them, he will be punished)." Al-Hakim narrated on the authority of Jabir that the Messenger (saw) said, "The one who pleases the ruler by what causes the anger of Allah, he goes out from the neck of the deen of Allah". [Imam Suyooti: Hasan] Bukhari and Muslim narrated on the author ity of Abu Saeed (ra) that the Messenger (saw) said: "Let not the fear of people prevent one of you to utter the truth when he sees it (i.e. sees the munkar) or hears it". Imam Ahmad, Tabarani, Al-Hakim and AlBaihaqi narrated on the authority of Abdullah Ibn Amr that the Messenger (saw) said, "If you see my Ummah afraid of telling the oppressor: You are an oppressor, it is farewell to the Ummah". [Imam Suyooti: Saheeh] Al-Dailami narrated on the authority of Abu Hurairah that the Messenger (saw) said, "If you see the scholar is mixing with the ruler too much, then know he is a thief". [Imam Suyooti: Hasan] Abu Hurairah, may Allah be pleased with him, reported: The Prophet of Allah (saw) said, "The Imam (of the Muslims) is a shield for them behind whom they fight and pro tect themselves. If he enjoins fear of Allah, the Exalted and Glorious, and dispenses justice, there will be a (great) reward for him; and if he enjoins otherwise, it rebounds on him" [Bukhari, Kitab al-Jihad No. 2737].

Ahmad and Tabarani narrated on the authority of Udai Ibn Umairah that the Messenger (saw) said, "Allah will not punish the majority by the doing of the minority unless the majority are able to change on the minori ty. If then the majority did not change on the minority, Allah will punish both the majority and the minority". Al-Darmi narrated on the authority of Hayya Bintu Abi Hayya. She said...O slave of Allah (Abu Bakr): Until when will the ruling of Islam be like this? He said: "As long as your rulers straighten for you". [Ibn Katheer said this isnad (chain) is hasan and good.] Bukhari narrated on the authority of Qays Ibn Abi Hazim that Abu Bakr (ra) entered on a woman from the people of Ahmas named Zainab.... She said, "Until when will we stay on this good matter (Islam) which Allah brought after the ignorance time?". Abu Bakr said, "As long as your rulers straighten on it". May Allah be pleased with him. [Hadith number 2068 in Jami'al Usul by Ibn Al-Atheer.] Al-Baihaqi narrated on the authority of Ali (ra) that he said, "The people will not be straightened except by an Imam (Khalifah) whether he is good or bad". Imam Al-Khateeb narrated in his history and Imam Al-Khattabee narrated that Omar Ibn Al-Khattab (ra) said, "By Allah, What Allah protects and prevents by the ruler is greater than what he will protect and prevent by the Qur'an". Bukhari and Muslim narrated that Abu Bakr (ra) had said in one of his speeches: "And it is not lawful for the Muslims to have two rulers. Whatever the reason is, their affair and laws will then differ, and their unity will be broken, and they shall dispute with each other. Then the Sunnah will be abolished, and the innovation will appear, and the fitna will be severe". May Allah be pleased with him. Alqasem Ibn Mukhaimara, from amongst the first generation that succeeded the genera tion of the Companions of the Prophet Muhammad (saw) said, "The quality of life that you live in depends on the type of your rulers, if they were good your life will be good, if your rulers were bad then your life will be bad".

from around the world Heat turned up in Central Asia Kyrgyz Premier has pushed for the monitoring of mosques in response to the escalating Islamic activities. More than 1,300 mosques exist in Kyrgyzstan alone. Over 200 Members of the Islamic political party Hizb ut-Tahrir were detained last year for distributing leaflets calling for an Islamic State; these figures trebled within the first few months of the New Year. Similar projects currently taking place include the surveillance of over 1285 persons suspected of being Members of Hizb ut-Tahrir. Human rights groups estimate that over five thousand people are currently imprisoned in the region for similar activities. Such is the nature of the Islamic Da'wa. The ones who stand to lose the most are usually the ones who fight the most against the call. Did not Pharaoh persecute the believers for following Musa (as)? And did he not kill the male children of the believers in order to stop the call? And didn't Pharaoh's army pursue the believers in order to destroy them all? O Allah Accept our du'a as you accepted Musa's (as) du'a: "Our Lord! You have given to Pharaoh and his chiefs the glitters and wealth of this worldly life. Our Lord! They misled people from Your way. Our Lord! Obliterate their wealth, and harden their hearts, so they will not believe until they see the grievous chastisement.' Allah said: 'Your prayer is answered, so be steadfast, and follow not the way of those who have no knowledge." [TMQ Yunus: 88-89] Abid Saied

Muslims of Turkey shout, "IMF go home" Thousands of Muslims took to the streets in cities across Turkey. Seventy thousand protesters gath ered in Istanbul shouting, "IMF go home", "IMF equals unemployment and hunger", and "We're not the servants of the International Monetary Fund". This protest was sparked by the current economic crisis. This

came even after the $11 billion dollar IMF package given to Turkey, which, they have us believe, was aimed at curbing inflation. In fact, Turkey has been taken into the depths of a major economic downturn. People are not being paid wages and 500,000 people have been laid off work. On top of this the government plans to freeze salaries for over 400,000 state workers for six months as part of the IMF plan. This is despite up to 50% increases in the price of petrol, electricity and telephone. The government was "forced" to float the Lira, which led to it losing a third of its value. People awoke to find that their money had become worthless overnight. At one point, the currency was worth 985,000 Liras to the dollar. After all this, the Turkish government, as reported, went grovelling back to the IMF for a further $25 billion loan. The Prophet (saw) said, "The Muslim is never bitten from the same hole twice" [Sahih alBukhari]. Such is the nature of the capitalist system that Kamalism sought to emulate. A system where the slightest rumour can send the whole economy crashing as happened when the president and prime minister fell out over corruption in the banking sector; an economy where it is essential to maintain the confidence of foreign investors. Prime Minister Bulent Ecevit responded to calls for his resignation by saying, "If they are shouting resign, they also have to provide an alternative". Dear Mr. Ecevit, we are not shouting for your resignation, rather we are calling for the uprooting of your whole system, and you are well aware of the alternative system whose return the sincere Muslims of this Ummah work day and night for.

Whilst the Ummah suffers sickness, disease, poverty and hunger, he has squandered money on palaces, birthdays, and other such actions of self-glorification and self-praise. If we look at the reality rather than the rhetoric of any of the rulers, could we ever expect anything hopeful from them? We say to all of them, to fear Allah (swt). "The hypocrites, men and women, are from one another, they enjoin what is evil and forbid what is right, and they close their hands (from giving and spending in Allah's Cause). They have forgotten Allah, so He has forgotten them. Verily they are the Fasiqun (rebellious)" [TMQ At-Taubah: 67] Dr Abdul Wahid

Whilst the PML has manufactured a name change, it hasn't changed its secular basis; therefore the 'M' will always stand for 'Machiavellian' as a description of the corrupt, underhand and scandalous manner in which they have conducted them selves in Pakistani politics for many years. When we seek a solution in our personal affairs, we seek to determine the Hukm (rule) of Allah (swt). Similarly when establishing a politi cal party it is incumbent on the Muslims to refer to Islam. The order to establish a political party based upon Islam has been commanded in the 104th verse of Surah Ale-Imran. The raison d'etre of this party must be based upon this command and it thus seeks from this to uphold the rules of Islam comprehensively. "Let there arise out of you a group of people inviting to all that is good, ordering what is right and forbidding what is wrong. And it is they who are successful." Hence, the enemy of Allah (swt) rejected the Qur'an by denying the words of Allah (swt) in Surah Israa. By so doing, he denies the significance of Masjid Al-Aqsa, the first Qiblah and the third most sacred site after Makkah and Madinah, where the Muslim's blood was spilt when Salahuddin Al-Ayyubi opened it. Muslim blood is still being spilt to protect it until this very day. But we

should not be surprised at these words of his, for this is not the first time we have witnessed Gaddafi insulting the Deen of Allah (swt), for he has previously rejected the Sunnah of the Prophet (saw) and attempted to change the Qur'an by suggesting the removal of a few "unnecessary" words. The true shock is to see the Muslims, who are the inheritors and protectors of the Deen doing nothing to stop this. At the time of the Prophet (saw) a man named Ka'ab Ibn Al-Ashraf insulted the Prophet (saw) and incited the people against him; the Islamic State, under the leadership of the Messenger of Allah (saw), delegated three men to kill him. The Islamic State implemented these punishments and protected the Deen in this manner, but unfortunately this protector is no longer here today.

The Western secular thought has taken deep root in the Muslim world - not only is this apparent in the Machiavellian politics of the ruling classes (who use terror tactics for political aims), but also in the work of some Muslims; hence resulting in individuals and groups seeking to promote Islam by way of bomb attacks, partaking in the kufr politi cal process, or by any other means not emanating from Islam.

Oh dear Muslims! Allah (swt) obliged us to establish the protector of the Qur'an and the Sunnah, and indeed this is the Islamic Khilafah; and to this we call you, to work with the sincere workers for the Deen of Allah (swt).

The Muslims of Bangladesh must realize that 30 years of 'independence' under a secular system has brought them nothing but poverty and humiliation. As long as they continue to adhere to the status quo, or work for Islam according to their whims and not the Prophetic method, we will see more and more instances of political instability and the Ummah being cynically manipulated by its rulers.

"Oh you who believe, answer the call of Allah and His Messenger if He calls you to that which gives you life" [TMQ Al-Anfal: 24] Ammar Zallum

The Politics of Deception Police in Bangladesh have arrested a student suspected of carrying out a bomb attack on a music concert in the capital, Dhaka. Nine people died and many more were injured. The explosion occurred during the celebration of the Bengali New Year. The suspects were all linked with Islamic movements, one of them being a member of the Islamic student organisation, the Islami Chattra Shibir, the student wing of the Jamaat-e-Islami. General elections are due in July, and Jamaat-e-Islami is a partner in the four-party opposition alliance that has been campaigning against Sheikh Hasina. In the current electoral climate, it is obvious that the Bangladeshi people are being used as innocent pawns in the power games of the political parties vying for leadership.

Islamic groups that compromise on matters of the Deen are just as bad as the corrupt regimes they seek to replace, no matter how sincere they may be. Islam has defined not only a system of governance, but also a method for implementing that system in society. Islam does not yield to the corrupted principle 'the end justifies the means'.

Arafat's greetings reciprocations by bombings and incursions It was reported in the London Daily Telegraph, that Avi Dichter, the Shin Bet security service head, and Amin al-Hindi, the Palestinian intelligence chief, have met to discuss the renewal of security co-operation between Israel and Arafat's Palestinian National Authority. This is the same PNA that agreed covertly to control and report Muslim activists to Israel, that has agreed to

sign over most of Palestine, and now is working to find a way to quietly "lose" Masjid al-Aqsa. This follows countless secret and not so secret liaisons such as those that culminated in the Oslo accords. The Ummah is not so easily fooled; in public renouncing Israel, whilst private collusion and scheming is now not so private. On the same day that Arafat called and congratulated Sharon for his Jewish Passover celebrations, Sharon was directing his tank forces to shell the Muslims of Ramallah (which is supposedly under the authority and protection of Arafat and his PNA cronies). Is it not strange that Arafat recognis es Passover, a festival that Allah (swt) does not! Arafat's latest Jewish friend Sharon (who sparked the current conflagration via his visit to Masjid al-Aqsa last year) has ordered his security services to study how to enable Jews and other non-Muslims to enter the city's Haram al-Sharif sanctuary thereby letting all and sundry to walk all over Bait alMaqdis. Another group (not dissimilar to Arafat and his PNA), the Temple Mount Faithful (who want to tear down Masjid al-Aqsa), recently lobbied Sharon for rights to visit the area unimpeded. At least the Temple Mount crowd have always publicly stated their objectives. Much press coverage has been given to Arafat's recent denunciations of the Israelis for their violent attacks upon Muslims in Southern Lebanon and throughout Palestine. Such public denunciations just don't agree with the reality of a rising toll of Muslim blood. Blood which is on the hands of these rulers including Arafat which are happy to encourage such conflict as a precursor to their next "peace" agreement conspiracy. "O you who believe! Take not the Jews and Christians for your friends and protectors. They are but friends and protectors to each other, and he amongst you that turns to them is of them. Latest Events from Masjid Al-Aqsa The following is the transcript of the weekly address given in Masjid al-Aqsa by Members of Hizb ut-Tahrir. It was delivered on 27th Muharram 1422 Hijri corresponding to Friday 20th April 2001 in the midst of the current upsurge in violence in Palestine, and on a day when Israeli security forces stormed the Masjid al-Aqsa compound in Jerusalem.

Bismillah Ar-Rahman Ar-Raheem "Now has been sent to you a Messenger from amongst yourselves: it grieves him that you should perish; ardently anxious is he over you: to the Believers he is most kind and merciful. But if they turn away, Say: "Allah suffices me: there is no god but He: On Him is my trust, He the Lord of the Throne (of Glory) Supreme!" [TMQ At-Taubah: 128-129] Oh people! What the Friday speaker had said in his speech is true! The rulers of the Arabs have forsaken their nations. It is true that they do not want to defend the lands of Palestine, and it is also true that they want the United Nations, the Security Council and America to intervene and solve the issue of Palestine and to save the Palestinian people. Yet the Arab rulers, whom on one hand relate themselves to Muhammad (saw), and those who are related to Ali (ra), 'Umar (ra) and 'Amr ibn Al-'Aas (ra), are rejected by them. They are not from us, nor are we from them, nor will they be brought to the Hawdh (pond) of Muhammad (saw). What is taking place in the Islamic world today, of conspiracies against its people, is the greatest evidence of the absence of the just ruler, the sincere caretaker, the trustworthy and honest leader ruling over the Muslim world today. The Ummah is in dire need of an Amir and a just ruler, who obtains his laws from Allah (swt), the legislation of Allah (swt), not from the legislation of the West, not from the UN and not from democracy and secularism. Your rulers are similar to traders, who trade using their nations for their own personal gain; and the worst form of treachery is the ruler selling the welfare of his people for his own gain - for he is meant to represent them. Your Messenger (saw) said: "Two hungry wolves attacking a (herd) of sheep is less destructive to the sheep than the love of money and status is destructive to man." And our leaders love their status and wealth and have no love for

the people they are supposed to protect. Your leaders, your kings and the rulers ruling over the Muslim lands everywhere are nothing more than traders who trade using their nations. They have been appointed as traders, not as caretakers, nor leaders, nor rulers who rule their subjects with integrity and justice; rather they have been appointed as thieves to loot the wealth of the Ummah. Look to Palestine for example; for Palestine is a treasure to the PLO and its men. Even if we were to one day hear that Israel had arrested all the leaders of the PLO and denied Arafat entry into Palestine, we would still hear him say to us and to the rest of the world: "There will be no going back on peace with the Jews." For Palestine is to them a source of wealth, and they trade with it at the expense of its people. So we see them driving around in luxury cars, building tall buildings, eating to their hearts content, wearing the finest clothing, and filling their bank accounts with millions of dollars; meanwhile their people are pounded by steel and fire and are forced to drink sewage water! When will this Ummah return to her hon ourable origin? To her ideology and her source of legislation? For she well knows that these kings and rulers are of the most treacherous of traitors. They are thieves, not statesmen, they are Fujjaar (those who indulge in vice) and it is the responsibility of this Ummah to stand up against them and demolish their thrones. To appoint a Muslim ruler who will rule her by the legislation of Allah (swt) and declare Jihad, liberating the slaves and the lands. How can it be that the Khateebs raise their hands to the sky and say: "Oh Allah, give us the Khilafah!" and then not work for its return? A Word of Truth from Masjid Al-Aqsa The following is a transcript of a conference held by Members of Hizb ut-Tahrir at Al-Aqsa Masjid in March 2001, on the occasion of the seventy-seventh anniversary of the destruction of the Islamic Khilafah. All praise is due to Allah (swt). We thank Him (swt), seek help, guidance and forgive ness, and we turn to Him (swt) in repentance. We seek refuge in Him (swt) from the evils of ourselves and from the evils of our actions. Whomsoever Allah (swt) guides will never be misguided, and whomsoever Allah (swt) sends astray will never be guided. I bear witness that there is no Lord worthy of worship but Allah (swt), who has no partners, and is capable of all things. He (swt) is the Initiator of creation, the Repeater of it on the Day of Resurrection. He (swt) is free of all needs; worthy of all praise, the One who gives life and death, and to Him is the destination of all things. He (swt) is your Lord and the Lord of your forefathers before you. I bear witness that Muhammad (saw) is His slave, His Messenger and His Prophet, a bringer of glad tidings and a warner of a great torment. Muhammad (saw) was sent with the Book that illuminates the way and warns of the Day of Gathering, in which there is not doubt. This Book tells us of a group in Paradise and a group in the blazing flames. Peace and blessings be upon our beloved Prophet (saw) and upon his family, companions, those who succeeded them, and those who follow their guidance with perfection, until the Day of Judgement. Oh Muslims, I recommend that you fear Allah (swt). This is the most valuable of recommendations and the most precious of treasures. There is nothing superior to it or equal to it. The Qur'an makes mention of this: "Verily We have recommended to the people of the Scripture before you, and to you (oh, Muslims) that you (all) fear Allah" [TMQ An-Nisa: 131]. ing His (swt) commandments, for the warning is clear: "And let those who oppose the Messenger's commandment beware, lest some Fitnah befall them, or a painful torment be afflicted on them" [TMQ An-Nur: 63]. Oh Muslims, on a day like this, seventyseven years ago, oppression became mani fest in the worst possible way when the accursed Mustafa Kamal and his party decid ed to eliminate the Islamic Khilafah system. It was replaced by a secular Kafir system that separates Islam from the affairs of the state. This enabled those in power a treacherous and unceasing rule. From the destruction of the Islamic Uthmani Khilafah, the Ahkam of Islam disappeared, all the obliga tions related to the state were removed, and the obligations related to individuals were made optional. Now there was no one to watch over them or account them. On a day like this one, the last card in the hand of justice fell, and evil and wrongdoing spread amongst the entire Ummah. This is without mention of the darkness that will be waiting for them because of this on the Day of Resurrection. This evil and wrongdoing demonstrated by this troop that ruled over Istanbul has been described in the Qur'an as the worst form of evil and wrongdoing: "And who does more wrong than he who is reminded of the Ayat of his Lord, then turns aside therefrom? Verily, We shall exact retribution from the criminals" [TMQ As-Sajdah: 22]. Oh Muslims, we do not need to display the evidences of the oppression that has befall en us as a result of this crime; for, the situa tion of the Muslims is beyond words. The atrocities befalling the people of Palestine and other disaster stricken areas in our Ummah is enough to explain the effects of that evil and malicious order. Today, however, we wish to warn the Muslims from the consequences of assisting the oppressors. We will also explain the duty of the Muslims towards these oppressors. The Qur'an speaks of these oppressors and their fate, while deliberately omitting a description of their destination to increase their fears: "And those who oppress will come to know by what overturning they will be overturned" [TMQ Ash-Shu'ara: 227].

to. Often they rush to help the oppressors and link their fates, and they depend on them in their times of difficulty and ease. Regarding these people, the Messenger of Allah (saw), as it is recorded in the book "AlFirdaus Bi-Ma-thoor Al-Khitaab, by Abi Shujaa' Al-Hamthaani" from Anas b. Malik (ra), told us: "Whosoever assists an oppressor in his oppression will come on the Day of Resurrection with: 'In despair of Allah's (swt) Mercy' written on his forehead." May Allah (swt) protect all of us from such a dark destination, for if the Messenger of Allah (saw) does not enter Paradise except by the mercy of Allah (swt), then what of all the other people? The one who is in despair of Allah's (swt) mercy will have no destination other than the Hellfire. "Whosoever reads the Qur'an before an oppressive ruler to lift the blame from him will be cursed ten times for each letter (he reads)" [Al-Bukhari]. Oh Muslims, we must remember the fate of the oppressors, the traitors and their helpers in both ancient and modern history. In ancient history we have the likes of Fir'aun, Haman and Qaroon, who were political and economic superpowers in Egypt. They were cast out of the opulence that they were basking in. In return, neither the skies nor the earth, nor was their recompense delayed. Another example of aiding the oppressor can be found in Surat Al-Fil. In Al-Maghmas, a place near Makkah on the way to Al-Taa'if, a man named Abu Righal passed away. He proved himself a traitor by assisting the owner of the elephant, Abrahah, to Makkah. Abrahah was attempting invade and destroy the Ka'bah, but was prevented from doing so by Allah (swt). Later, Arabs who passed by Abu Righal's grave would demonstrate their hatred for his treachery by throwing stones on it. In more recent history, we have the example of Mustafa Kamal and Hussein bin Ali: the pillars of the conspiracy to destroy the Khilafah. This includes those who followed them, ruled over the divided Muslim lands, and their aides. Included were everyone from ministers to heads of ministries, intelligence agency directors and their employ ees, among others. Allah (swt) took all of them, and they could not escape. They were sent to meet what their hands put forth; some of them even, at the end of their lives, pleaded from those who they were ordered to torture to forgive them!

Assisting an oppressor in his oppression is an enormity that many people pay no mind

Let us also consider the Shah of Iran and his secret police "Al-Saafaak" some of whom were executed in the streets after the fall of that oppressor. Anwar Sadat of Egypt is another example. He met a bullet that knew its way to his chest, to carry him and his diseased plan to the podium of Divine justice after he transgressed on the podium of human oppression by forcing everyone to abide by his rule. Furthermore, it was not too long ago that we saw what became of what was known as the SLA (South Lebanon Army). Our history today is overflowing with oppression and oppressors and treason and traitors. There are those who have been overthrown and have fallen, and no one misses them, and there are those who await their black, miserable fate, when the hour for revenge comes to them and their helpers. Their destination in this world is one, and their abode in the Akhirah is one: the Hellfire. It is a most miserable final destination! Oh Muslims, this is how forbidden it is to oppress and how forbidden it is to assist the oppressors. The fate of every oppressor in this world and the next is the same. Let us now discuss our duty towards what we see and hear based on definite evidence. Let us consider why the Muslims have been completely incapable, ever since the fall of the Khilafah, of solving any of their prob lems. First of all, they have followed the path of their Fir'aun, and that is not an hon ourable path. This only added calamities to their affliction, disgrace to their humilia tion, disappointment to their disappointments and poverty to their destitution! We suffer today from severe oppression and treachery on a historical scale, whether in Palestine or in the other Muslim lands. We find the media spotlights focused more on the issue of Palestine than on any other. In focusing on Palestine, the extent of the oppression has become undeniable. Muslims are being oppressed all over the world. The events that took place and con tinue to take place, of heinous killings and destruction of property in an unequal battle, was a direct result of the political con spiracy that has been called "The Peace Process," "Concessions" and "Land for Peace." and other names that do not exist in the policies of warfare in Islam. We do not depend on the protection of international security forces, however, nor must we beg America, Russia, or the European Union for assistance. Instead we must remain vigilant in not raising the flags of patriotism and Kufr, whose colours were decided in the Sykes-Picot agreement! We understand that the duty of the Muslims today is to uproot these oppressors, and to remove the corrupt control that they hold

over the power and authority of this Ummah. We must appoint a single ruler in their place, and we must give him the Bay'ah (pledge of allegiance) to listen and obey his rule by the Book of Allah (swt) and the Sunnah of his Messenger (saw). Then we must declare war for the sake of Allah (swt), to raise the word of Allah (swt) and reclaim the lands and the holy sites and liberate mankind from the worship of man. These are the actions that must be taken in order to fulfil the Prophet's (saw) command: "‌then seek support from Allah and fight them." The Messenger (saw) tells us: "And if you meet your enemy, from amongst the Mushrikeen (polytheists), then call them to (one of) three choices: to Islam, and if they refuse, then to (paying) the Jizyah, and if they refuse, then seek support from Allah and fight them." This is done by preparing as much power against them as possible. The Qur'an explains: "And make ready for them all that you can of power" [TMQ Al-Anfal: 60]. The capability of the Muslims in preparing power far exceeds the capability of some children with stones and a few unhappy armed organisations. Whoever wishes to follow the guidance of our beloved Prophet (saw), the leader of the first Mujahideen, should implement the Messenger's (saw) orders down to the finest details and seek help in Allah (swt) by remaining obedient to His (swt) command. He should do everything in his power to remove any obstruc tions to Allah's (swt) word. What should we do, however, if oppressive and corrupt Kafir rulers obstruct all of our military capabilities? At this point, the most vital of duties would be to uproot them. We want our Khalifah, our Imam, to implement the legislation of our Lord (swt) upon us. We cannot allow men to form an obstacle between Allah's (swt) command and us. I call you to work with those striving to reestablish the State. Do not forget, we are Muslims! We are not Pakistanis, Palestinians, Egyptians or any other nationalistic or patriotic group. Allah (swt) has never authorised these groups. Allah (swt) is the Creator, the One who gives us our sustenance, the One who brings death, the One who will raise us from our graves and account us for our actions. It is He (swt) who makes the final judgement of Paradise or Hellfire. It is also He (swt) who addressed us as the Muslims, and even described us as the best nation brought forth for mankind. Everyone else, He (swt) labelled Kuffar. Why then, would we take names and titles other than the ones chosen for us by our

Lord (swt)? Was it not these same names and titles that caused disasters to fall upon us and drove us onto the most treacherous and humiliating of paths? We seek help in others for our strength, honour and the most basic of rights. We will never achieve this, however, while they dominate us. While we are the greatest of nations in our Aqeedah, system for life, strategic location, natural wealth and our numbers, we are missing the most vital characteristic: independence in our Islamic political decision-making. It is absolutely vital to reclaim it, no matter how long it takes, and in spite of all those who oppose. Let us not forget: "And Allah has full power and control over His affairs; but most among mankind know it not." [TMQ Yusuf: 21]. In reclaiming all that we lost, the most important are ruling by what Allah (swt) has revealed and appointing a Khalifah. At that point, we warn the oppressors and their assistants of the fate of those tyrants who preceded them, the likes of Abu Righal, Sadaat and others, who were recorded into the black books of history. Those who respect their Aqeedah will continue to stone our oppressors with something more damaging than stones: their words. They will also continue to make prayers against them and threaten them with revenge by calling the curses of their Lord (swt) upon them to destroy their filthy plans. O Allah (swt), we seek Your help and call upon You using Your finest names and Your Divine attributes; we seek refuge in Your might and seek shelter in Your superior pro tection. Oh, He who answers the prayers of the desperate and Who lifts away the pain, we call upon You, our Lord, to exact due punishment upon those who conspired to expel us from our homes, murder us and invalidate the Qur'an and Sunnah. Oh Allah (swt), gather them all and kill them, not leaving a single one out of Your severe pun ishment. We ask You to bring Your relief and victory quickly. We ask you to let us reestablish the Islamic State that rules by Your command. Oh Allah (swt), grant those who are working sincerely to re-establish the State success. Make us amongst those who succeed in this great task, and keep us firm ly amongst their ranks. You, oh Protector are capable of all things, and to our prayers You are close and All-Hearing. Peace and blessing be upon all the Prophets and Messengers. All praise is due to Allah (swt), the Lord of the worlds. Assalamu Alaikum Wa Rahmat Allah Wa Barakatu

Khilafah: The Only Solution for Ministerial Intrigue! Introduction Minister after minister in the British Cabinet is being exposed for some kind of sleaze. One only needs to consider Peter Mandelson, the former Northern Ireland Minister. Recently he was exonerated of lying in the Hinduja cash for passport affair, however this is only after his expulsion due to his behaviour that lead to his ultimate resignation. Mandelson, however, is not the only example. Keith Vaz and Robin Cooke are also under scrutiny. . In addition, some Muslims in the West have resorted to singing the praise of such a system of government and instead of exhorting the Muslims to piety they exhort them to participate wholeheartedly in such corruption. Recently, however, even these scandals are overshadowed by the spectre of Foot-andMouth Disease that marks its progress over England's green and pleasant fields with funeral pyres and mass burial sites. A dispute between the treasury and the army may have delayed a full military involvement that could have brought the disease under control and ended disputes between the Prime Minister and the Agriculture and Environment Ministers over policies that have embarrassed the government. The Prime Minister's postponement of the elections, due to fears about his own popularity during the Foot-and-Mouth Disease crisis, has only served to weaken him to the advancement of his main rival within the Labour Party, the not so loyal cabinet Minister, Gordon Brown. In Britain the ruling authority is vested in a ministerial Cabinet whose members share collective responsibility for the rule. Each minister is assigned a specialised portfolio over which he has some mandatory powers. Among the ministers is a Prime Minister who is considered "prima pares," meaning first among equals. It is their duty to coordinate the others. Despite its conduciveness to corruption, Muslim countries are using this ministerial style of the republican framework as their model, rather than striving for the Khilafah. This article will demonstrate how this system of rule is not fit for the Islamic Ummah to follow.

Leadership in Islam is Singular Allah (swt) ordered the implementation of Islam among all Muslims, however the execution of these laws is the duty of the Khalifah. The Khalifah is the shield for the Ummah, and it is he who is given the amana (trust), for which he will be held accountable. In one translation, the Prophet (saw) said, "the Imam is a guardian and he is responsible about his subjects" [Bukhari]. In Islam, leadership is singular. Shari'ah evidence gives the responsibility of leadership to only one. Ahmad narrated on the authority of Abdullah b. 'Umru, that the Messenger of Allah (saw) said, "it is not allowed for three persons to be without appointing one of them as an Amir." Abu Dawood's narrated from Abi Sa'id that the Messenger (saw) said, "if there are three persons on a journey let them appoint one (ahad) of them as an Amir." The word Amir is used in these Ahadith in the indefinite form (nakirah) and lacking the definite article. For this reason, the Ahadith refer to Amirs in general. This is the case for every Amir then, whether Amir al-Mumineen or otherwise. The word 'ahad' in these texts, as in the verse: "Say he Allah is one (Ahad)" [TMQ Al-Ikhlaas: 1] is equivalent to the word 'wahid,' which indicates 'one,' and from the opposite understanding, (Mafhoom al-Mukhalafah) not more than one. The role of the Amir, therefore, including Khilafah, is for one person at a time, and responsibility lies fully on that man's shoulders. The post of Khalifah has been specifically addressed by the Shari'ah texts. Muslim narrated that 'Arfajah said "I heard the Messenger of Allah say, "whosoever comes to you while your affair has been united over one man, intending to divide your power or dissolve your unity, kill him." From this hadith it is clear that the unity of the Islamic Ummah rests upon the sin gularity of leadership, i.e. "one man". The order to kill the disputer is an indication (qarina) of the grave nature of this issue. Also in Sahih Muslim regarding the many Khulafah who would succeed the Prophet (saw) in rule, we are ordered to "fulfil allegiance (ba'ya) to them one after the other" and in another hadith narrated by Sahih Muslim, "if ba'ya has been taken for two Khulafah, kill the latter of them." The unity and strength of the Ummah depends upon the unity of leadership, which uniquely resides on a single Khalifah. The Messenger (saw) never appointed more than one Amir at a time. We may recall that in the 7th year Hijri, Allah's Messenger (saw) sent an army of 3000 Mujahideen to fight the Romans in al-Sham under the command of Zayd ibn Harithah (ra). The Prophet (saw)

instructed, "if Zayd gets hurt Ja'far should take charge and if Ja'far gets hurt Abdullah ibn Ruwahah should take charge." So rather than pooling the military expertise of these great warriors in a council of war, he (saw) instructed them to lead one after the other, and indeed one after the other they each attained their martyrdom. May Allah (swt) grant us his blessings to follow them in this noble manner under the Khalifah's banner. Ameen ameen yaa Rabb!

The Collective Ruling of "Equals" is Weak and Divisive The 'buck passing' which occurs when leadership is shared among the members of a Cabinet, such as the one that Tony Blair heads in Downing Street, is a constant source of scandal and intrigue. If we sneak an inside look from the pages of Andrew Rawnsley's revealing book, "Servants of the People," we would understand the tension that exists between the Prime Minister and his Chancellor of the Exchequer: "'Shouldn't you do it' wheedled Blair as they debated in his study that day. 'No I think you should do it,' refused Brown. ... 'It's important,' said Prime Minister. 'It's important' nodded Chancellor Brown. ... 'If it's so important, Gordon, perhaps you should do it,' said Blair, trying to flatter Brown into the task. 'If it's that important, you should do it,' stonewalled Brown. The watching aides exchanged smirks at their masters' manoeuvres. It was Blair who finally gave the speech on 23rd February 1999 as Brown stared intently at his fingernails on the front bench." The Chancellor and the Prime Minister are the two most powerful and uneasy figures in the British Cabinet. Internal wrangling and back stabbing amongst Cabinet ministers cannot be good for any nation. Every Muslim integrationist should know that the ministerial Cabinet framework for ruling is riddled from within by a divisive culture of self-seeking and blame aversion. The ministerial system has too many competing egos to manage for effective and decisive leadership to prevail. The Chancellor's star appearance each year is a case in point when, for a few fleeting moments, he eclipses the rest of the Cabinet and captures the greedy attention of the nation for his taxation and spending plans. The popular 7th March 2001 budget, in which Chancellor Brown announced an additional £2bn for the National Health Service, was his last before the next General Election.

He hopes the positive front-page headlines that he picked up for his budget will help him realise his ambitions for power beyond mere re-election of New Labour for another term in office. However, this £2bn hand out for health, to be spread over the next 3 years, is dwarfed by the £20bn wiped off share values in just 20 minutes of trading at the stock exchange on what has been called "Brown Monday." This fiasco was due to an escapade of ministerial self-seeking over ownership of a clear Euro policy! The controversial issue of the Euro saw Brown upstage Blair in a story that the Times ran on 18th October 1997, "Brown rules out single currency for lifetime of this parliament" and the Sun's headline read, "Brown saves pound." The only prob lem was that Prime Minister Tony Blair was ignorant of this policy change as were the bemused Cabinet ministers who replied with the official party line in various inter views that weekend. The confusion was captured in the Daily Telegraph headline "Brown in a spin over Euro." The Chancellor did not find it so easy to gain centre stage for last year's budget! When the flu epidemic of January 2000 left Prime Minister Tony Blair riding a downward spiral of publicity over the collapsing NHS, he needed to appear serious over the issue of health, and he needed it quickly. Rather than waiting for the March budget to give a massive injection of funds to the NHS, he insisted on taking the glory by announcing the proposals himself. The fury of the Chancellor over Blair's stealing the limelight in advance of the budget, was made evident by the actions of his aides who took Blair's bold 'commitment' over NHS spending and downgraded it into a mere 'aspiration.' William Hague, leader of the opposition pack scorned, "so far we've had frost on Sunday, panic on Monday, U-turn on Tuesday and waffle on Wednesday." The Chancellor's aides, having sunk Blair's sound bite commitment, had saved the glory for Brown's March 2000 budget speech, which promised a 6.1% spending increase for the NHS over and above inflation for each year until 2004.

The Khalifah's Assistants Despite the shambles created by so many gov ernment ministers vying for prestige, those enchanted with the West claim that the burden of ruling in the modern world is too great for one man. They claim that we should have a framework that assists the Amir, like the ministerial framework found in many European countries. Surely we can find a solution without looking to Kufr systems. The Qur'an explains:

"We sent down the book as an explainer for all things" [TMQ An-Nahl: 89]. When Allah (swt) charged Musa (as) with the task of addressing Fir'aun, Musa (as) recognised his limitations and called upon his Sustainer with the famous du'a: "O my sustainer! Open for me my chest and ease my task for me and loose the knot from my tongue that they understand my speech, and appoint for me a helper (wazir) from my family" [TMQ Ta-Ha: 25-29]. Musa (as) sought Allah's (swt) help and requested permission for a helper, or 'wazir,' which Allah (swt) granted him. Allah (swt), the All-Powerful and All Knowing, understands His (swt) creature's limitations, so He (swt) did not leave his Prophet Musa (as) without a helper. Muhammad (saw) was also helped in his duties, Al-Hakim and at-Tirmidhi narrated from Abu Sa'id al-Khudri that the Messenger of Allah (saw) said, "My two ministers (wazirs) from the heavens are Jibra'il and Mikha'il and on earth are Abu Bakr and Umar." The word 'wazir' is used again in this hadith to mean helper or assistant and this help is unrestricted (mutlaq). Abu Bakr (ra) and Umar (ra) did not assist Muhammad (saw) in the tasks of ruling, but when Abu Bakr became Khalifah he appointed Umar b al-Khatab as an assistant. The nature of Umar's assistance was such that some of the Sahabah commented to Abu Bakr, "we cannot tell whether the Khalifah is yourself or Umar." When 'Umar held the post of Khalifah, Uthman (ra) and Ali (ra) were his assistants, but they did not assist in matters of ruling. However when Uthman became Khalifah, Ali and Marwan b. alHakam were his assistants, and of these, Marwan's 'wizara' was clearly one of assisting Uthman in the tasks of ruling. Based on the hadith of 'wizara,' and supported by the consensus of the companions during the rule of the four Khulafah rashideen, the Khalifah may appoint 'delegated assistants' who aid him as a deputy during his rule. They have the same mandatory powers as the Khalifah. They can appoint and remove judges and administrators and fulfil any acts of ruling. This is because they are agents of the Khalifah in rule and government. Their powers cannot be restricted to a specific portfolio, because the word 'wazir' has been used in an unrestricted (mutlaq) sense.

Superiority of Delegated Assistants over Ministers with Portfolio The delegated assistant is quite different to the minister with portfolio, who shares the collective ruling powers as part of a Cabinet. The delegated assistant actually has greater individual power than the democratic minister with port-

folio. This is because the minister with portfolio is given responsibility over a single aspect. Nick Brown, for example, is the Minister for Agriculture, and Peter Mandelson was, until the Hinduja affair, the Northern Ireland Minister. The delegated assistant to the Khalifah has all the mandatory powers of the Khalifah so that his assistance is not restricted by the artificial and blurred boundaries of a narrow portfolio. He is subject to the Khalifah's supervision and the Khalifah can overturn his decisions. Those who doubt Islam's political effective ness have argued that this is not applicable today, and that the Western ministerial system is better because the world today is far more complex than the world that the Sahabah (ra) had to deal with. Clearly, technological advancements are such that no single man can grasp the complexities of medicine, agriculture, transport and the economy; thus, specialisation is claimed to be a necessity. This understanding of our time is correct but fails to distinguish between the nature of ruling and the nature of administration. The Prophet (saw) appointed individuals to administer some technicalities required for sound managing of the peoples' affairs, and the Khulafah Rashideen that succeeded him multiplied these appointments and established departments to manage many specialities which the Khalifah cannot have precise knowledge of, or time to deal with. For this reason, specialists are indeed required to manage affairs according to the reality of the time and place as evidenced by the Prophet (saw) and the consensus of the Sahabah (ra), however, the nature of ruling does not change according to time and place. Islam has thus defined a specific system for ruling that must be adhered to now, just as it was 1300 years ago. Umar bin Al-Khattab (ra) and the Khulafah who followed him were, in fact, able to rule in a far more challenging reality than that faced by the British government, or indeed any Western government, today. They were able to rule over a constantly expanding area of authority inhabited by many different races, each with their own language, customs and religions. The Khilafah was also in a constant state of war that is real war against people rather than dis eases of sheep and cattle. It was the strength of Islam, its ideological clarity, comprehensiveness as a single deen amongst all peoples and the unity of its state that enabled it to tackle and change such challenging realities. In contrast, the Prime Minister's overriding challenges are the media and keeping one step ahead of the ministers in his own Cabinet, who seem to be more of an embarrassment than a help to him. The country he governs must come third! The early days of the Foot-and-Mouth Disease crisis serve as a good example of how trivial a minister's work can be! Nick Brown, the New

Labour Agricultural Minister, spent most of his time chasing up and down the country from press conference to media engagement while the veterinary experts got on with the real work of implementing the same rehearsed policy that has been waiting on the shelf for decades: killing all cattle and sheep in areas where Footand-Mouth Disease has been confirmed. All that is needed from the minister is a signature at strategic moments during the crisis. When he tried to avoid answering questions in the House of Commons by claiming that he was busy, the opposition MPs immediately expressed their fury at the hypocrisy of a minister too busy to be accounted when his only work was to keep telling the media that Footand-Mouth Disease outbreaks are really under control. If it were true that a minister with portfolio is an expert in a specific area of ruling, then one would expect the Agriculture Minister to be aware that Foot-and-Mouth disease is caused by an extremely contagious virus capable of spreading through the air over a great many miles, and with cases being confirmed at about five times the rate of the famous 1967 outbreak. Things are far from being under control! If the Minister with portfolio was truly an expert in his field, he would understand that with each breath the infected animal took, many doses of virus are released into the atmosphere. In the 1967 outbreak, the virus was reported to blow all the way across the channel from France, which is a distance of over 40 miles. How then, could the disease possibly be under control when the time taken to kill and dispose of infected animals can amount to several days? At the time of writing the total number of animals authorised for slaughter since confirmation of the first out break on 23rd February was 1,366,000. Of these, 478,000 are still awaiting slaughter, and 329,000 carcasses are still awaiting disposal. Brown's unsuitability is not surprising when we remember that he was formerly better cast as the government's chief whip but was booted out into the Agriculture Ministry as part of Blair's 1998 Cabinet reshuffle. This was nothing less than a purge on those who were siding with Gordon Brown in the never-ending Cabinet intrigues. The 'Daily Mail' referred to this as "Blair's scalpel shows Brown who is the boss." Blair needed his chancellor too much to finish him off altogether and so the reshuffle was just an internal containment policy similar to Nick Brown's current containment policy for Foot-and-Mouth Disease, which similarly relies on the slaughter of innocent lambs in the vicinity of confirmed outbreaks of disease. Glad Tidings: The Khilafah is Coming

course the Conservatives have forgotten the desperate attempts of their own former Agriculture Minister to salvage their government's reputation a few years ago by stuffing his children with beef burgers in order to reassure the public that there was nothing to fear from 'mad cow disease.' If the Prime Minister thought he had contained Nick Brown by sending him to MAFF, he was mistaken. The Times newspaper said it all on the 26th March with its front page headline "Ministry and No 10 split on mass cull." The article began, "Tony Blair's Foot-and-Mouth strategy was in disarray last night with the Ministry of agriculture deliberately stalling the prime Minister's measures to contain the epidemic." Nick Brown led an assault on Blair's fighting talk of a mass 'firebreak' cull of healthy animals by raising counter proposals such as vaccination or selective culling and claiming that more scientific advice was needed. He also suggested that the ministry lacks the resources to implement Blair's policy. This disease has opened other schisms within the Cabinet. On the 3rd of April, Michael Meacher, the Environment Minister called for a thorough public enquiry into the outbreak, only to be rebuffed by a counter strike from Blair emphasising the need for "looking forwards, not backwards." Looking backwards, however, could only damage Blair by exposing his many failures in leadership. With all these failures, combined with the pressures he receives from the public, Blair could certainly take advantage of having a delegated assistant. Unfortunately for him, however, this is not a feature of the ministerial system. It can only be found in the Khilafah. The concept of an assistant to the ruler has no place amongst Britain's Cabinet ministers with portfolio! These ministers are competitors. The minister is a hopeful Prime Minister or at least a survivor and the other ministers are opposition candidates as far as the minister is con cerned. In conclusion, the Khilafah system is the only system worthy of human acceptance. Only it can provide us with the model of true leadership. It is only through this means that we are given strength and direction in caring for the affairs of the Ummah. The assistants to the Khalifah provide a stark contrast to the back stabbing parasites bred under the Western ministerial system, the model for those who are deluded into ignoring Islam's ruling system for the sake of a cheap alternative. Khilafah magazine recently received an email from a brother that included a group of authenticated Ahadith and their chains of narration regarding the return of the Khilafah, Insha'Allah. In giving glad tidings of the re-establishment of the Islamic Khilafah, tranquillity and ease was brought to the hearts of the believers, driving the Muslims, especially those who are working to re-establish the Islamic State, to work more seriously and with greater sincerity. Insha'Allah, may Allah (swt) honour them with the return of the Khilafah through their efforts so that they may achieve the great reward in both worlds: a mighty victory in this world and a noble residence in the Akhirah (the afterlife). The Salaf Al-Saalih (our pious predecessors) would understand such Ahadith, which give tidings of victory and conquest, as a motivator for them. Such Ahadith drive us to achieve this victory; yet, we cannot use them to wholly depend on while we sit doing nothing. This is how the Muslims in the past understood the hadith that gave them glad tidings in the conquest of the city of Heraclius (Constantinople). The Khulafaa and their soldiers in the past were very intent on conquering Constantinople, in order that they be among those whom Allah (swt) honoured with the conquest. Finally, however, the honour was bestowed upon the Ottoman Sultan, Muhammed AlFatih. Heraclius then became the capital of the Islamic State known as Islam Bol, 'the city of Islam.' Lather this land would be known as Istanbul. These Ahadith gathered by our dear brother must be used as a motivator for the

Muslims, to be earnest and sincere in our work to re-establish the Islamic State, so that they may also be honoured with what these Ahadith indicate of conquest and victory. Inshallah, then they to may achieve the reward in both worlds; and that is the great success. The kind brother said: Before going into the subject of the Khilafah, and whether it is truly coming or a dream in the minds of the pious amongst the Ummah of Muhammed (saw), it is best that we first define the Khilafah, the Hukum (ruling) regarding the appointment of a Khalifah, and the evidences to support this, in summary: The Khilafah is a general leadership of the Muslims. It is a worldly leadership to implement the Islamic Shari'a and to carry the Da'wa to the world. Therefore, it is a public leadership and not a private one. The Khalifah is the Amir (leader) of the believers who succeeds the Messenger of Allah (saw) in implementing Islam and not in conveying it, and thus, it is a worldly lead ership and not a religious one. The Khalifah does not communicate a message from Allah (swt), nor has he been personally appointed by Allah (swt), rather he is appointed by the Muslims to represent them in the implementation of Islam within Dar Al-Islam (the land ruled by Islam), and in carrying the da'wa outside it. Appointing a Khalifah is a Fard (obligation) of sufficiency, meaning that it is required from the Muslims as a whole, and the sin is not removed unless the obligation is met

fully or the work to implement it is undertaken. In other words, no one is saved from sin before the Khilafah is re-established, unless serious work that would lead to its re-establishment is undertaken. The Messenger of Allah (saw) has drawn out a method for this work when he (saw) established the Islamic State the first time, but its details are another topic. As for the evidences regarding the obligation of this work, these come from the Qur'an, the Sunnah and Ijmaa' Sahaba (consensus of the Companions): First, let us look to the evidences in the Qur'an. In doing this, we shall examine the following ayat: "And rule between them with what Allah has revealed" [TMQ Al-Ma'idah: 48]. "But no, by your Lord, they do not believe until they make you judge between them in all their disputes" [TMQ An-Nisa': 65]. "And hold fast, all together, by the Rope of Allah and be not divided among yourselves" [TMQ Al-'Imran: 103]. The first ayah addresses the Messenger of Allah (saw). An address to him (saw) is an address to his Ummah, unless there is an evidence to make it specific to him (saw); and, the rule by what Allah (swt) has revealed cannot be performed except by the ruler. Similarly, the second ayah, also cannot be fulfilled except by the ruler, and what is necessary to complete an obligation, is in itself an obligation. As for the third ayah, Allah (swt) orders us to be one Jama'a (group) and forbids us from separation. Since the Jama'a cannot be achieved except with the existence of a Khalifah, as is understood from all the evidences regarding the Jama'a, this makes appointing a Khalifah an obligation, based on the pre viously mentioned principle. Secondly, let us look to the evidence in the Messenger's (saw) Sunnah. Abdullah b. 'Umar (ra) said that he heard the Messenger of Allah (saw): "Whosoever removes his hand from the obedience of Allah will meet Allah on the Day of Resurrection with no excuse for him, and whoever dies without a Bay'ah (pledge of allegiance) on his neck, has died a death of Jahiliyyah (the days of Ignorance)" [Muslim]. The obligation imposed by this hadith is that every Muslim must have a Bay'ah on his neck, not that each Muslim must give the Khalifah the Bay'ah personally; rather, it is the existence of the Khalifah that establishes the Bay'ah upon every Muslims neck, whether he gave the Bay'ah personally or not. Therefore, the

hadith is an evidence for the obligation of appointing a Khalifah, as the Bay'ah is not to be given to anyone but him. It was also narrated by Muslim, from the hadith of Abu Hurairah (ra), who said he heard the Prophet (saw): "The Imam is a shield; you fight from behind him and you seek protection with him." This is a notification with the intent of an order; in other words, it informs us that the Imam is a Shield, but also makes it an obligation for this to exist. It was narrated by Imam Ahmad, AlTirmidhi, Al-Nisaa'i and Al-Tayalasi from the Hadith of Al-Harith Al-Ash'ari: "…and I order you five (things) that Allah has ordered me to do: to (stay with) the Jama'a, to listen and to obey, to emigrate (to Dar Al-Islam) and to perform Jihad for the sake of Allah; for whoever leaves the Jama'a, even the measure of an inch, has removed the rope of Islam from around his neck, unless he returns…" The Jama'a cannot be achieved except by having one man as the Imam, as is narrated in the hadith of Huthayfah, narrated by Muslim. In this hadith, the Prophet (saw) was recorded, "You keep to the Jama'a of the Muslims and their Imam…" This is further corroborated by a hadith by 'Arfajah, narrated by Muslim, "Whoever comes to you while you are united upon one man, and wishes to sow dissension amongst you or break your unity, kill him." In another hadith, the hadith of Fadhaalah b. 'Ubayd, narrated by Ahmad and Al-Bayhaqi: "Three (people), do not ask of them: a man who abandoned the Jama'a, and disobeyed his Imam and died in (that state of) disobedience…" Thus, the Messenger of Allah (saw) orders us to have a Jama'a and clarifies that this cannot be achieved except by having one man as the Imam. Since the Jama'a cannot be achieved except by having an Imam, appointing one becomes an obligation based on the princi ple: what is necessary to complete an obli gation is in itself an obligation. Third we shall look to evidences from the Ijmaa' (consensus). The Companions (ra) have established a consensus regarding the appointing of a Khalifah within three days, and there is no need for further detail in this area. Therefore, the work to re-establish the Khilafah is an obligation, and through it all other obligations are implemented. Whether the Khilafah is re-established or not has nothing to do with it being an obli gation, nor is it permissible for the one upon whom the obligation falls to use the knowledge of Allah (swt) and His (swt) decree as an excuse to sit and not undertake this obligation. Just like one who has an obligation to support someone financial ly but does not possess the necessary funds to do so, it becomes obligatory upon him to work to attain the funds. Evidence for this

may be found in the hadith, "It is enough of a sin for a person to neglect his family (under his care) or those who need finan cial support (who are his responsibility)." Thus, it is not permissible to sit idle, not seeking money and financial gain, based on the excuse that Allah (swt) will give one sustenance. Victory is through the re-establishment of the Khilafah, and sustenance is in the hands of Allah (swt). Allah (swt) is the One who gives victory and sustenance, and this has nothing to do with the slave of Allah (swt). It is the slave's duty to work to attain the necessary sustenance to meet the obligatory expenditures and undertake the necessary work to re-establish the Khilafah. Allah (swt) has not placed a burden upon us that we cannot bare. The fact that America and many other countries are powerful does not give us an excuse to sit idle, for as long as we are obligated to work, we must con tinue to work. Allah (swt) will take care of the victory. Allah (swt), having revealed some of His (swt) knowledge of this issue through definite evidences that prove that the Khilafah will return, gave us hope for the impending justice. This knowledge should increase our Iman, determination and seriousness in our work, for the narrations have become Mutawaatir in meaning, which leaves no room for doubt, or to sit idle. The following are the evidences of this: Firstly: The hadith of the Khilafah on the way of the Prophet It was narrated by Ahmed in his Musnad, from Al-Nu'man b. Bashir, who said: "We were sitting in the mosque of the Messenger of Allah (saw), and Bashir was a man who did not speak much, so Abu Tha'labah Al-Khashnee came and said: 'Oh, Bashir bin Sa'ad, have you memorised the words of the Messenger of Allah (saw) regarding the rulers?' Huthayfah replied, 'I have memorised his words'. So Abu Tha'labah sat down and Huthayfah said, 'The Messenger of Allah (saw) said 'Prophethood will be amongst you whatever Allah wishes it to be, then He will lift it up if He wished to lift it up. Then there will be a Khilafah on the way of the Prophet, and it will be whatever Allah wishes it to be, then He will lift it up if Allah wished to lift it up. Then there will be an inheritance rule, and it will be whatever Allah wishes it to be, then He will lift it up if He wished to lift it up. Then there will be a coercive rule, and it will be whatever Allah wishes it to be, then He will lift it up if He wished to lift it up. Then there

will be a Khilafah on the way Prophethood.' Then he was silent."

Secondly: The hadith regarding the entering of Islam into every home on the face of the Earth It was narrated by Ahmad in his Musnad, from Tameem Al-Daari, who said that he heard the Prophet (saw) say: "Verily, this matter (Islam) will reach where day and night have reached, and it will not leave a house of Madar (mud or clay) or a house of Wabar (fur of camels and goats, i.e. tents) except Allah will bring it into this Deen, (either) with the honour of an honoured one, or the disgrace of a disgraced one; honour with which Allah honours Islam, and disgrace with which Allah disgraces Kufr." Al-Haithami said: This was narrated by Ahmad and Al-Tabarani, and the men of the narration of Ahmad are the men of authentic Ahadith. This hadith was also narrated by Al-Haakim in Al-Mustadrik, who declared it Sahih (authentic) according to the conditions of the two Shaykhs (Bukhari and Muslim). AlHaakim's Al-Mustadrik is a work of Sahih Ahadith that met the conditions of both Bukhari and Muslim with regards to Ahadith. The Ahadith in discussion, was, however, omitted from both of their works. It was also narrated by Al-Haakim in AlMustadrik, on the authority of Al-Miqdad b. Al-Aswad Al-Kindi (ra), who said that he heard the Messenger of Allah (saw) say: "There will not be one house on the face of the earth, made of either Madar or Wabar (meaning all homes), except Allah will bring the word of Islam upon them, (either) with the honour of an honoured one, or the disgrace of a disgraced one; Where Allah will honour them and make them of its people, or He will disgrace them and they will not submit to it." AlHaakim declared this hadith to be Sahih according to the conditions of the two Shaykhs. This hadith was also narrated by Al-Baihaqi in his book: "Al-Sunan Al-Kubrah." In this narration, however, the end of it reads: "…or He will disgrace them and they will submit to its authority." This hadith by Al-Miqdad was also narrated by Ahmad in his Musnad, as well as AlTabarani in his book "Al-Kabeer." AlHaythami said that the men of the narration of Al-Tabarani are the men of authentic Ahadith. It was also narrated by Ibn Habban in his book of authentic Ahadith.

Hadith of Abi Tha'labah Al-Khashni, who said: "When the Messenger of Allah (saw) would return from a battle or travel, he would first come to the mosque and pray two Rakahs, then he (saw) would go to his daughter Fatimah (ra), then he (saw) would go to his wives (ra). So after he (saw) returned, he left the mosque and was met by his daughter Fatimah (ra) at the door of his (saw) home, and she began kissing his mouth while her eyes cried, so he (saw) said to her: 'My daughter, what makes you cry?' She replied: 'Oh, Messenger of Allah, it is because I see you all ruffled and exhausted, and your clothing are all worn out!' He said: 'Do not cry, for Allah, Azza Wa Jall, has sent your father with a matter that not one house made of Madar or Sha'ar (fur, i.e. tents), will be left on the face of the earth, except Allah will enter them into it, with honour or disgrace, until it reaches where night has reached.'" According to AlHaakim, this hadith has a Sahih chain of narration, and it was not narrated by the two Shaykhs. This hadith by Abi Tha'labah was also narrated by Al-Tabarani in 'Musnad AlShamiyeen.' The above hadith was narrated by three of the Sahaba (the companions of the Prophet (saw)), to at least three of the Tabi'een (those who followed the Sahaba, but did not meet the Prophet (saw)), to at least nine of the Tabi' Tabi'een (those who followed the Tabi'een, but did not meet the Sahaba). It conveys information regarding the entering of Islam into every house on the face of the earth. Most of Western Europe has not entered into Islam, neither have the Americas, Australia, nor much of Africa. The meaning of the entering of Islam into every house in the hadith was interpreted as either becoming Muslim, or submitting to its authority. Their submission cannot be achieved except by ruling over them. All the narrations speak of submission to Islam, except one hadith narrated by AlHaakim. This hadith can be understood that they will not submit to the belief in Islam, but they will be degraded by paying the Jizyah and by submitting to its ruling authority. Thus, it does not have the same context as the other narrations. Furthermore, submission to the rule of Islam necessitates the existence of the Islamic State; therefore, the hadith indicates that the Islamic State is coming, and that it will bring the whole of the earth under its authority. Thirdly: The Hadith of the hanging papers

It was also narrated by Al-Haakim, from the

It was narrated by AlHaakim, in Al-Mustadrik, on the authority of 'Umar (ra), who said that while sitting with the Prophet (saw), he heard the Messenger of Allah (saw) say: "Do you know whom amongst the believers have the best Iman? He replied, 'the angels, oh Messenger of Allah?' The reply came, 'They are so, and they have the right to be so, for what stops them when Allah has given them such a sta tus that He has given them; but it is other than them.' He then said, 'Then it is the prophets whom Allah (swt) has honoured with prophethood and the message. The reply came, 'They are so, and they have the right to be so, for what stops them when Allah has given them such a status that He has given them; but it is other than them.' 'Then who are they, oh Messenger of Allah?' The answer came, 'They are Aqwaam (groups of people) that come after me, in the loins of men (meaning that they have not been born yet); so they believe in me, (even though) they have never seen me, and they find the hanging papers, so they work according to what is in it; they are the best of the believers in Iman.'" According to Al-Haakim this hadith has a Sahih chain of narration, and was not nar rated by the two Shaykhs. It was narrated by Al-Bazzar, on the authority of 'Umar (ra), "…they are the very best of creation in status and the very best of creation in Iman with Allah on the Day of Resurrection." This hadith was narrated by at least three Tabi' Tabi'een, from three Tabi'een, from one of the Sahaba. It indicates that the Khilafah State will return after it has been destroyed. This indication lies in the words: "…so they work according to what is in it." In the Arabic language, the word 'Maa' (in English: 'what') indicates generality (i.e. everything). This includes all the duties of an individual, such as Salat, fasting, carrying out the duties of the state, carrying the da'wa, forming treaties and implementing all the Ahkam that Allah (swt) has made the responsibility of the State. As for the indi cation that this will be after the destruction of the Islamic State, this comes from the words: "…and they find the hanging papers." The hanging papers (Al-Waraq AlMu'allaq) include the Qur'an and the Sunnah. These papers existed during the time of the Sahaba (ra). Generally, these were Ayat written down and hung in homes. They were also hung in homes in the generations that followed the Sahaba, so what is the difference between them and us? The difference, and Allah (swt) knows best, is that they found the hanging papers and found the State which implements it,

whereas we found nothing but the hanging papers, and did not find the State, so we worked to re-establish it and will work according to what the papers say when it returns, Insha'Allah (swt). Here, the meaning of the hadith becomes: '…and they find the hanging papers abandoned, so they begin to work according to it completely.' In other words, the hanging papers were not implemented, so worked to implement it. The Believers will put the words of the hanging papers into practice.

There is an important point that must be clarified in this hadith, which is that these groups of people are not better than the angels and prophets. The Messenger of Allah (saw), when he spoke of the angels and the prophets used the words: "They are so." This choice of words implies that they are the best of the believers in Iman, for it is clear to see that they are so, and such a question is unnecessary. The ones who should be asked about are those who are not given this status, rather the level of their Iman is what makes them deserving of this status that Allah (swt) has given them. These groups of people are the best of the believers in Iman, other than the angels and the prophets. Furthermore, their status as the best of the believers in Iman, however, does not make them better than the Sahaba. This is because their status is limited to their Iman and is not an unrestricted superiority. This is made clear by the Prophet (saw) mentioning: "…in Iman." As superiority can be in Iman, Taqwa or actions, these groups of people are superior in Iman due to their believing in the hanging papers without ever seeing a prophet, revelation or a State. Thus, their status is restricted to this specific charac teristic. If we were to gather all areas of superiority that a Muslim can be charac terised with, i.e. superiority in general, we would find that the Sahaba are better than them, without argument. Fourth: The hadith of the coming of the Khilafah to the land of Al-Quds It was narrated by Abu Dawud, on the authority of Ibn Zughb Al-Ayadi, who said that Ali Abdullah b. Hawalah Al-Azdi came to

him and said: "The Messenger of Allah (saw) sent us to seek booty on foot, so we returned and did not find anything, and he (saw) could see the exhaustion in our faces, so he stood up and said: 'Oh Allah, do not leave them for me, where I would be too weak for them, and do not leave them to themselves, where they would be too weak for themselves, and do not leave them for the people, where they would keep (the good) from them, keeping it for themselves.' Then he (saw) placed his hand on my head…" (or he said: "…on my forehead): 'Oh, Ibn Hawalah, if you see that the Khilafah has come to the sacred land (AlQuds), then the earthquakes, the troubles, and the great happenings have come, and the hour on that day is nearer to the people than my hand here on your head.'" Al-Haakim also narrated this hadith on the authority of Ibn Zughb Al-Ibaadi. He declared that this hadith has an authentic chain of narrators, and it was not narrated by the two Shaykhs. Ahmad narrated it with the same Isnad (chain of narrators) as AlHaakim. If Ibn Zughb is Abdullah, then he is one of the Sahaba, and if he is Abdul-Rahman, then he is one of the Tabi'een. Therefore, this hadith was narrated by two Sahaba if he is the first (Abdullah), or one of the Sahaba if he is the second (Abdul-Rahman); and one of the Tabi'een if he is the first, or two of the Tabi'een if he is the second; and three Tabi' Tabi'een in both cases. This hadith indicates that the Khilafah will come to the land of Al-Quds. It cannot be said that the Khilafah came to it during the Khilafah of 'Umar (ra), because the earthquakes, troubles and tumultuous events did not come at that time. This means that there will be a second coming of the Khilafah in which these events will follow. Fifth: The hadith regarding the 'Uqr (ori gin) of the land of the believers (Dar AlIslam) being in Al-Shaam It was narrated by Ibn Habban in his book of Sahih Ahadith, that Al-Shaam (the region which covers Jordan, Syria, Palestine, Lebanon and part of Iraq) will be the base of the land of the believers at the end of time. On the authority of Al-Nawas b. Sam'aan, who said that he heard the Messenger of Allah (saw) say, "…and the 'Uqr (natural origin) of the land of the believers is Al-Shaam." It was also narrated by Ahmad from the hadith by Salamah b. Nufayl, "…verily, the 'Uqr of the land of the believers is AlShaam…"

Furthermore, it was narrated by AlTabarani, in 'Al-Kabeer,' on the authority of Salamah b. Nufayl: "The 'Uqr of Dar Al-Islam is in Al-Shaam." According to Al-Haythami, this was narrated by Al-Tabarani, and his men (chain of narration) are trustworthy. This hadith was narrated by five Tabi' Tabi'een, from two Tabi'een, from two of the Sahaba. Due to the nature of the definite truthfulness of the speaker (the Messenger of Allah (saw)), this hadith is with regards to the second 'Uqr of Dar AlIslam, and not the 'Uqr of the first, for the meaning of the 'Uqr of the land is its centre and origin, and the 'Uqr of the first Islamic State was in Al-Madina Al-Munawwarah; therefore, this means that what is meant here is the 'Uqr of the second Islamic State. Sixth: The hadith of justice and injustice It was narrated by Ahmad in his Musnad, on the authority of Mu'qal b. Yassaar: "Injustice will not remain dormant after me for long before it comes out; where every time something of injustice comes out, the same amount of justice disappears, until (people) will be born into (a world of) injustice who know nothing other than it. Then Allah (swt) will come with justice, where every time something of justice comes, the same amount of injustice disappears, until (people) will be born into (a world of) jus tice who know nothing other than it." Al-Shafi'i said in 'Akham Al-Qur'an' in the Tafseer of the following ayah means 'to abide by His revealed legislation": "That you judge with justice" [TMQ AnNisa': 58]. This hadith was narrated by one Tabi' Tabi'een, from two Tabi'een from one of the Sahaba. It indicates that there will come a time when the people will rule by Islam alone, after going through a period of ruling by other than what Allah (swt) has revealed. We have seen people born into this world who know of nothing but injus tice, and Allah (swt) will soon come with justice, the Islamic State. Only then can the legislation revealed by Allah (swt) be implemented, and it will be untouched by foreign influences. It is incorrect to say that justice will come gradually. It would be incorrect to say that there will be a time where people will rule with a mix of justice and injustice, then afterwards justice would be freed of all injustice and become pure. This is incorrect because justice cannot be combined with injustice, nor can it then be called 'justice'.

The ruler who seizes all public property but cuts the hand of the thief, is not a just ruler. The ruler that allows the existence of Islamic groups that calls to individual acts of worship and prints books on Islamic cul ture, but forbids the existence of political Islamic groups, is also not just. Neither is the ruler who buys weapons from foreign Kafir countries and forbids its production domestically just. Likewise, the ruler who encourages reviving dead land by permitting interest-based loans is also unjust. Furthermore, any ruler who permits free mixing between the sexes while permitting the seclusion of men and women, but implements the Hadd (prescribed punishment) for fornication, is unjust. Therefore, justice can come gradually to different places on earth, but cannot enter into its description and laws. Hence, every time a region is added to the State, justice is brought to it and injustice is removed.

It was narrated by Muslim in his book of Sahih Ahadith, on the authority of Abu Hurairah (ra): "Islam began as a stranger and it will return as a stranger, so, blessed are the strangers."

Seventh: The hadith of the location of the Hijra of Ibrahim, and the Hijrah after the Hijrah

It was also narrated by Al-Tirmidhi from two different chains of narration, and said that they are Hasan Sahih:

It was narrated by Abu Dawud in 'Al-Sunan', on the authority of Abdullah b. 'Amr (ra): "There will be a Hijrah after a Hijrah, so the best people on earth are those who keep to the (land of the) Hijrah of Ibrahim (i.e. AlShaam)."

The first: From Abi Al-Ahwas, from Abdullah, who said: The Messenger of Allah (saw) said…and mentioned the hadith; and in the same section from Sa'ad, and Ibn 'Umar, and Jaber, and Anas, and Abdullah b. 'Amr.

This Hadith was also narrated by Al-Haakim, who said that it is Sahih according to the conditions of the two Shaykhs, and they have not narrated it. On the authority of Musa b. Ali b. Rabah, who said: I heard my father say: '…Abu Hurairah said, I was told by Abdullah b. 'Amr b. Al-'Aas (ra): I heard the Messenger of Allah (saw) say…' and he mentioned the hadith. It was also narrated by Ahmad in his Musnad, on the authority of Abdullah b. 'Amr, and said: 'I heard the Messenger of Allah (saw) say…' and he mentioned the hadith. This hadith was narrated by at least five Tabi' Tabi'een, from three Tabi'een, from two Sahaba. It indicates that there will be a Hijrah (emigration) to Al-Shaam after the Hijrah to Al-Madina. The purpose of Hijrah is to leave Dar Al-Kufr (land ruled by Kufr) and to emigrate to Dar Al-Islam (land ruled by Islam). The first emigration was to AlMadina, and the second emigration will be to Al-Shaam. This understanding supports the hadith regarding the 'Uqr of Dar AlIslam. Eighth: The hadith regarding the strangers, who separate away from their tribes

Ibn Majah, also narrated this hadith on the authority of Anas b. Malik (ra) of the Messenger of Allah (saw), who said…then he mentioned the hadith. In the narration by Ibn Majah, from Abi AlAhwas, from Abdullah: "Islam began as a stranger and it will return as a stranger, so, blessed are the strangers . It was asked: And who are the strangers? He replied: Those who separate away from the tribes. " In the narration of Ibn Majah also, on the authority of Abu Hurairah (ra), who said: The Messenger of Allah (saw) said…then he mentioned the hadith.

The second: On the authority of Katheer b. Abdullah b. 'Amr b. 'Awf b. Zayd b. Malha (ra), from his father (ra), from his grandfather (ra): "The Deen will slither its way to Al-Hijaz (region surrounding Makkah and Al-Madinah) the same as the snake slithers its way to its burrow; and the Deen will be linked to Al-Hijaz, the same as mountain goats are linked to the top of the mountain (i.e. place of return)." This hadith was also narrated by Ahmad, from Abu Hurairah, of the Messenger of Allah (saw)…and mentioned the hadith. The chains of narration of the above Ahadith include seven of the Sahaba, from nine of the Tabi'een, from nine of the Tabi' Tabi'een. This hadith gives the news that Islam will come back, returning the same way it came the first time. The return of Islam means the return of its state. In conclusion, the news of the coming of the Islamic State and its return has become Mutawaatir (firmly established due to recurring narrations). At least 25 of the Sahaba narrated to 39 Tabi'een, who narrated to 62 of the Tabi' Tabi'een. This overrules the possibility of them conspiring to lie, and thus Tawaatur of the subject is established. There are other Ahadith and narrations in this section that do not need to be

mentioned, which con firm the Tawaatur of this matter. These include narrations by Al-Haakim, which have been classified as Sahih. Of these is the narration from Abi Shareeh: "…I have heard those who say that they will be twelve banners, and under each banner twelve thousand (men), and the Muslims will gather to their comrade (or Imam) in Bait-ul-Maqdis (Al-Quds)." There are also others narrated by Ibn 'Asaakir, which I did not include, from Maseerah b. Jaleese, where he heard the Prophet (saw): "This matter (the Khilafah) will continue after me in Al-Madina, then (move to) Al-Shaam, then to the peninsula, then to Iraq, then to the city, then to Bait-ul-Maqdis. So if it reaches Bait-ul-Maqdis, then it would have reached its (natural resting place); and no people who remove it (i.e. the capital of the Khilafah) from their land will ever get it back again (for them to be the capital again)." I believe that what he (saw) meant by 'the city' is the city of Heraclius. In addi tion there are others from Ibn 'Asaakir, from Abdul Rahman b. Abi 'Umayrah AlMuzni, who said that he heard the Messenger of Allah (saw): "There will be, in Bait-ul-Maqdis, a (rightly guided) Bay'a." Furthermore, there are other narrations by Al-Haakim such as the hadith from Abu Hurairah (ra), who said that he heard the Messenger of Allah (saw): "If the fierce bat tles take place, a delegation of supporters will come out of Damascus who are the best of the Arabs in riding and the most skilled in weaponry, and Allah will assist the Deen through them." It was narrated by Al-Haakim, and classified as Sahih, the narration of Abdullah b. 'Amr, who said: "There will come a time when there will not be one believer left, but will rush to Al-Shaam." Hence, the happy one is he who begins to work with those working to re-establish the state by putting in sincere effort for the sake of Allah (swt). He does this work so that Allah (swt) may accept his actions and make him of the strangers who separate away from their tribes, whom Allah (swt) employs to serve this Deen. Miserable is the one who helps the Kuffar and the hypocrites in their work to obstruct the path of this Deen. Truly the loser is the one who follows his vain desires and stands watching, waiting to see to whom the tables will turn to next. Received from A.A.

Worship at the Altar of Celebrity

"Say: How do you worship besides Allah something which has no power either to harm or benefit you? But it is Allah Who is the All-Hearer, All-Knower" [TMQ AlMa'idah: 76] January 2001 saw the world's biggest gathering of human beings, by the banks of the River Ganges. The rituals that the Hindus at the Kumbh Mela participated in were diverse. One man held his hand up above his head for twelve years, several people stood for years on end, and thousands bathed in the polluted waters of the Hindu's holiest of rivers. Others merely soaked up the atmosphere whilst smoking the "weed of wisdom", or even sipping from cow's urine. The congregation itself was also diverse. It comprised of weird and wonderful factions, or perhaps just weird factions. Take, for example, the Aghoris, a small sect who are the followers of Shiva, the Hindu god of destruction. They have a morbid fascination with death, many of them spend their time surrounded by corpses, and drinking from human skulls. A couple of months after the Kumbh Mela, members of another faith participated in a different type of ritual. This mass gathering was conducted in a very twenty-first century manner. It crackled over the cable and satellite receiver networks, the World Wide Web, mobile phones and by word of mouth. The spirit of worship ran freely

through acres of column inches in tabloids, broadsheets and magazines. Every faith has its equivalent of the Ganges, and for this cult it is Hollywood, the 'Mela' here being the Oscar's ceremony. To date there are no authorised accounts on how many members of the faith exist. The members of this faith dub themselves with no official title for their group, with many even denying being members, whilst others publicise with pride their commitment to the faith. Although they have no unified body in terms of administration and structural organisation, it is estimated that there are millions of members of the cult that worships celebrity. In a way not dissimilar to Hinduism, the rituals of this faith are extremely diverse. These involved camping out all night just to see a glimpse of an Oscar nominee, or queuing up in the rain for hours to be able to claim to be one of the first of "the public" to see the fourth sequel to a film whose original was released in the 1970s. Rituals also include the daily reading of the verses of the celebrity magazines. These scriptures giving detailed accounts of the celebrities' daily lives, whilst the photo graphs they provide give something they can aspire to. The worship of celebrity is an issue that seems to dominate the flow of information to the public. This is supposedly the epoch of the information revolution. However the channels of informa -

tion seem to be clogged up with information on celebrities. More, defiantly, has become to mean less in terms of information. This insatiable desire for information on the trivial, untrue and tragic is merely a byproduct of a mindset that has been instilled in the general public by the powers that be. This is the nature of capitalism. In order for the system to work the people's minds have to be disabled or disengaged. Thinking has to be discouraged. However Allah (swt) created us as humans with an enquiring mind, and the desire to seek out the truth of what life is about. The system cannot beat this trait out of humans, so as an alternative the system ensures that minds are occupied with the trivial. Western society has lost its sense of reality. When this happens societies have to seek refuge in various forms of escapism. The dispirited, confused and hopeless people of the West retreat into the inner world of subjectivism and fantasy. Materialism and self-absorption take the place of true worship, an enquiring mind and community spirit. The pathological symptoms that manifest are a retreat into fiction, a desire not to participate, but to remain as an onlooker, and to hold reality at an arm's length. It is in this atmosphere that the film industry comes into its own. This explains how films have come to play such a major role in the western way of life. Films have become a metaphor for real life. People speak, write and communicate in clichĂŠs taken from film scripts. The mere passive occupation of the human mind is actually only half the story. There is also the active indoctrination of the human mind with corrupt thoughts and emotions. Films and the mass media industry have an important role to play in this process. The history of Hollywood movies is a history of corporate America messing with people's minds. Hollywood has epitomised the upholding of the golden rule of the American way of life, the rule being that, those who have the gold make the rules. Films have painted a picture of Blacks, Native Americans, women and just about every non-American creed, race and culture in a manner that came to define these groups in the 20th and 21st century. The Apache, Blackfoot and Xu have been por trayed to the world as being the bad guys and the cowboys were the gallant heroes of How The West Was Won. The European marauders invaded the land of North America. They farmed the land in an intense and exploitative manner, clearing out acres of natural animal habitat in order to herd cattle. They built railroads to transport livestock and other booty around the country and also to bring the wealth from

the west and midwest to the colo nial capitals of the east of the Union. They had to massacre the Native Americans in these earlier times. Then, to add insult to injury, Hollywood portrayed these proud tribes that lived at peace with the environment, as bloodthirsty savages that killed at will just to obtain a scalp as a trophy. The Native Americans now live in economic deprivation in communities riddled with social problems, drug and solvent abuse, poor housing, and no prospects of competing on an equal footing with those that raped and plundered their land. The violence of the founding of the US became sanitised for the white Europeans by Hollywood. The escapism of the movie theatre created a blurring between fantasy and reality. The public would leave the cinemas taking home whatever message Hollywood wanted them to take. On the way home from the theatre people could stop at a McDonalds, eat the beef of the Wild West, eat the apple pie of the wholesome mid-west, get the free toy of a Disney character, such as Pocahontas, and contemplate on how good the American dream really is. They could reflect on how the conquering of the "Red Man" was not pretty, but was necessary, in order to build this great American dream. Thus Hollywood would dispel any element of guilt that the conqueror may have harboured in their hardened hearts and at the same time reinforce the policy of destroying the Native American nation. The Hollywood treatment of the Native Americans is paralleled in its treatment of Blacks. The very first moving images made by Thomas Edison portrayed stereotypes of black savages boiling people in pots ready to be eaten. This theme was carried on to the first-ever Hollywood blockbuster, the silent movie of DW Griffith, Birth Of A Nation. The first ever feature with a soundtrack, The Jazz Singer, was one where a Russian Jew (Asa Yoelson aka Al Jolson) blacks up his face and re-enacts racial stereotypes and gets paid for doing this on the stage. The first glorious "Technicolor" movie, Gone With the Wind, was set on the Southern plantation. The film is a stream of subtle images of Blacks in Uncle Sam's intended role for them. There weren't any Black characters central to the plot nor did any have a major role, although Blacks

appear throughout the film. They are always cooking, cleaning and generally serving the every whim and desire of the white stars and starlets in the film. The other image of Blacks, apart from servant or savage, was that of entertainer. Thus Blacks were shown as having rhythm, they were shown as dancers and singers and performers to please the white audiences. This sent home another stereotype that had more resonance in the ghetto. The message being that the only thing that the Black people are good at is moving to the rhythm of 'black music'. This was given the grandiose title of dancing. Later on, the people of the ghetto started to believe in this myth themselves. That is, the myth that god had given black people brains in their feet, and that they could dance their way out of a life of poverty. So many aspired to degrade themselves by playing their dancing roles for the movies, whilst those good honest white folks insisted that they had no rhythm and could not entertain. However they were good at collecting money from the punters who wanted to see the Black people performing circus tricks. This is a tradition firmly established in the early days of Hollywood, and was seen in the first version of the musical Showboat. However the blatant racism of Showboat was toned down in the later remakes of the film. These were released at the time of the cold war, where the Soviets made an issue of the way the US exploited their own citizens. Hollywood was sensitive in that period to exposing any chinks in the armour of the "land of the free." However this tradition continued with vigour through the "Blacksploitation" movies of the 1970s. Today this good American tradition of exploiting blackskinned bodies is kept alive on MTV. Today the music video fulfils the role of plantation slave master, African slave trader, pimp, player and hustler. Thousands of black kids all over North America and Europe practice their moves and study videos in the hope that they could one day be like their heroes of the three-minute music clips. Their only dream and aspiration in life is to gyrate their bodies in time to a programmed drum machine. There are a substantial number of Blacks in the US. However the image of America to the outside world through Hollywood lies exclusively in white hands. So the images of Tarzan, spear throwing and cannibals that swing from trees, are the images that Hollywood provided the world with. The other major group that has been given the Hollywood treatment is women. The misogynist, racist cartel that ran Hollywood exploited women more than

any other sector of Western society. Women were used, and still are used, purely to appeal to the most base of human drives, which is the sexual instinct. The female form is exploited as part of story lines, the female form is exploited in trailers, and the female form is exploited in the hyperbolae generated by the general media in order to promote a film in more indirect advertising. The etymology of the maxim "sex sells" could easily be traced to Hollywood. We have touched on a few issues to do with Hollywood's treatment of sections of American society, those being Blacks, Native Americans and women. This is the type of treatment they meted out to their own kind. One can only imagine what they had in store for foreign cultures. The red and yellow peril has become clichĂŠd in an untold number of films from the cold war period. Then there were the propaganda films of the Second World War. In this day and age the world frowns upon the propaganda machine of Goebbels in Nazi Germany. However nothing that Goebbels could churn out could compare to the bla tant racism and sheer power of mind manipulation that Hollywood produced during the Second World War. The other issue that is obviously more relevant to us is the image of Muslims on the silver screen. The whole American understanding of Islam and Muslims is seen through the eyes of Peter O'Toole in Lawrence of Arabia (1962). This is one side of the coin, whilst the other is the portrayal of the Jews. The issue of the Jews in Hollywood is an epic in its own right. Jews built the very foundations of the studios, hence it would come as no surprise that their output of films were often to serve the Zionist cause. The blatant examples of the direct link between Hollywood and Israel can be seen in the 1960 film starring Paul Newman, Exodus, which traced the events of 1947 (in Hollywood style of course), and later Steven Spielberg's Schindler's List (1993). These two films were overtly pro-Jewish. Exodus had more effect on US public opinion for supporting Israel than decades of lobbying politicians had ever had. However, for every one, in-your-face, Zionist propaganda film there are ten that give a more subtle hint of pro Israeli support. DW Griffith has already been mentioned, and is mentioned here again as being one of the key forgers of the den of iniquity called Hollywood. His biographic film, The Birth of a Nation (1915) helped to formulate and stabilise Hollywood's oft-recycled narrative style. This film became the template for almost every film ever made by

Hollywood in term of its structure and presentation. Griffith's Birth of a Nation was an adaptation of The Clansman, a novel about the Civil War and reconstruction by the South. Griffith was a Kentuckian whose father had served as a Confederate officer. Griffith was deeply sympathetic to the material, and to the Ku Klux Klan. The blatant bigoted content of The Birth of a Nation prompted riots in northern states. Certain states even banned the film outright. However this did not prevent DW Griffith's so-called classic from becoming the single most popular film in history to date; in the year of its release nearly 3,000,000 people saw it. Griffith, a man famous for courting controversy, was totally unrepentant about the uproar his film had caused. He later issued a pamphlet about the film and the issue of free speech. Griffith was a significant figure in that he had been called the "the Shakespeare of the screen", and he has been widely accepted as being "the man who invented Hollywood." Hollywood was created by the likes of DW Griffith. Should we be surprised as to what DW Griffith's fledgling town, Hollywood grew into? It was in 1915 that the collaboration in corruption began to take a strong foothold. The main studios then were Famous Players-Lasky Corporation (later Paramount Pictures, 1927) and Universal Pictures, founded by Carl Laemmle in 1912. Later on small independents started to merge; Samuel Goldwyn and Edgar Selwyn, Metro Picture Corporation and Louis B Mayer Pictures merged to form MGM in 1924. In the same year Columbia Pictures, Inc. became incorporated by Harry and Jack Cohn. Warner Brothers Pictures, Inc., was a year earlier founded by Harry, Albert, Samuel, and Jack Warner. These organisations became the backbone of the Hollywood studio system, and the men who controlled them shared one common trait: they were all first, or secondgeneration Jewish immigrants from eastern Europe, most of them with little formal education, while 90 percent of the audience they served was Protestant or Catholic. By the 1920s, when movies became a mass medium, this Jewish cabbala started to influence every American citizen. Hollywood went on to become the chief purveyor of American culture to the world. Over eight decades later this same cartel of carpet-baggers are in charge of delivering the cheap and nasty all-American culture, the main cash export from the US, to the world. Only now they have many more tools at their disposal. The companies such as Fox, Warner, and United Artists also con trol TV networks and the mainstream

music record labels, hence the magicians of these companies can adopt a multipronged approach. The United States has many tools at its disposal for dominating the globe, economically, politically and mil itarily. However the drive in these fields is supplemented by the US's striving for World cultural domination. There is no one single industry that augments the cause of subjugating the world in terms of hearts and minds to American cultural Imperialism, than the film industry. So worshipping at the altar of celebrity may seem pernicious enough. However it is only the tip of the iceberg in terms of the sinister monstrosity that looms below the surface of the film industry. It is unfortunate that the world, that had previously seen the justice of Islam, has become dominated by the capitalist nations such as Britain, the United States and France, looking to secure as many interests for themselves as they could. Islam, and only Islam, will liberate the world from the ills of the capitalist domi nated world, by solving the problems that it has caused and establishing a system of justice for all peoples, and only the Islamic Khilafah will establish Islam in the affairs of life. This chaotic situation, which is witnessed throughout the world, is a direct result of the capitalist way of life that is characterised by the poisonous ideas of freedom, democracy and pluralism. It is also the consequence of the absence of the Islamic Khilafah, which is the method that Allah (swt) ordained to practically establish his deen on the earth. We ask Allah (swt) to help this Ummah to rise to her greatest duty, which is for her to choose an Amir, sincere to her deen of truth, so that he may lead her with it, returning the Islamic Khilafah as the number one state in the world, and on that day the believers will be happy with the victo ry of Allah (swt); and all praise is to Allah (swt), the Lord of the worlds. "Know that the life of this world is only play and amusement, pomp and mutual boasting among you, and rivalry in respect of wealth and children. (It is) as the likeness of vegetation after rain, thereof the growth is pleasing to the tiller; afterwards it dries up and you see it turning yellow; then it becomes straw. But in the Hereafter (there is) a severe torment (for the disbelievers) and Forgiveness from Allah and (His) Good Pleasure (for the believers). The Islamic Verdict on Stem Cell Research

The advent of the human genome map has encouraged the arrogant to assume the mantle of the Creator. Some claim that this knowledge will enable man to conquer disease and produce life. The Qur'an explains: "He has created everything and has measured it exactly according to its due measurements" [TMQ Al-Furqan: 2]. Allah (swt) created everything in a precise way. He (swt) fashioned his creations such that they are equipped to fulfil their needs. Each is a creation made with wisdom and exact measure. Creation (khalq) is making something from nothing, not something from what already exists. Dolly the sheep was the product of cloning. She was not created but produced through an understanding of what already exists. The objective of science is to formulate an appreciation of the knowledge that sustains the universe. Cloning, as a scientific discovery, can only be done because certain laws exist that govern the processes of life. If these laws were not present there would be no life, and there would be nothing to study. A development that allowed for the successful cloning of the sheep was the use of stem cells. The British government's Chief Medical Officer has recommended that Parliament approve therapeutic cloning; that is to grow human organspecific tissue from pluripotent stem cells. Parliament has since approved this. All the tissues in our bodies are derived from stem cells, thus they could be used to grow new tissues. They exist naturally in the body and are there to replace cells that are lost through natural processes. We lose cells all the time from var-

ious parts of our bodies. Stem cells exist in each location to replace those that are lost. Normally they divide just enough to maintain the organ's healthy state, but in cases where there is accidental damage or a disease, which affects a tissue or an organ, then sometimes the stem cells are not able to divide fast enough to replace the damaged tissue. It is thought that by isolating the stem cells, manipulating their development into specific tissues and then growing them in a test tube, stem cells can be used to replace lost cells in the human body. Examples of this include the use of insulin-secreting cells in diabetes, nerve cells in strokes or Parkinson's disease and liver cells to repair cirrhosis (irreversible liver damage). Studies, mainly in mice, have demonstrated that stem cells can be made to differentiate into specific cell types and that cells developed this way can be successfully transplanted. From the perspective of the Hukm Shari, it is the use of stem cells that needs to be examined to determine if it is halal or haram. Stem cells, as suggested by the government's expert group, can be derived from a number of sources: 1. From some adult tissues (such as bone marrow) 2. Early embryos made through in-vitro fertilisation (IVF) that are not needed for infertility treatment 3. Early embryos made by inserting the nucleus from an adult stem cell into an egg with its nucleus removed, i.e. cloning 4. From the germ cells or organs of an aborted foetus 5. From the blood cells of the umbilical cord at the time of birth Problems arise when the properties and potential of these different cell sources develop into particular tissues. Stem cells derived from early embryos have the potential to develop into a greater variety of different tissues. The potential of tissues from the umbilicus, foetuses (mature embryos) and adult tissues are more limited.

1. Use of adult tissues to produce stem cells If the origin were a live human being then this would be allowed with his consent. This is because the person has a legal (Shari) authority over his organs. For example, if a person's hand or eye is removed by another person, then the wounded can take diya (blood-money). The victim also has the right to choose forgiveness. From the Shari point of view he has final say over the organs and has the right to make decisions regarding them. Hence, he can donate his organ to somebody who needs it. Allah (swt) has allowed forgiveness or diya. The Qur'an states:

"But if the relatives (or one of them) of the killed (person) forgive their brother (the killer) something (i.e. not to kill the killer by accepting the blood-money in murder) then the relatives should demand blood-money in a reasonable manner, and the killer must pay with handsome gratitude. This is an alleviation and a mercy from your lord" [TMQ AlBaqarah: 178].

narrates from Ibn Mas'ud that he said that he heard the Messenger of Allah (saw) saying, "When 42 nights have passed on the nutfah (mixed male and female discharge of semen), Allah sends an angel to form it. He creates its hearing, vision, skin, flesh, and bones. Then the angel says, O Allah! Male or female?" In another narration "40 nights" was mentioned instead of 42.

However, for a donor to donate an organ the organ should not be vital for his own life. Stem cells fulfil this requirement.

3. Use of cloning to produce stem cells

The Qur'an clearly explains: "Do not kill yourselves" [TMQ An-Nisa': 29]. Deriving cells from dead adult tissue would not be allowed. Aisha (ra), the mother of the believers, narrated that the Prophet of Allah (saw) said, "Breaking the bone of a dead person is just like breaking it when he is alive" [Abu Dawood].

2. Use of IVF to produce stem cell This is where stem cells are derived from early embryos, which are no longer needed for infertility treatment ('spare embryos'). From the Shari point of view this would be allowed. IVF as a means to aid fertilisation between a husband and wife is allowed according to Ijtihad from Qur'an and Sunnah. Anas (ra) narrated that the Messenger of Allah (saw) said, "Marry the affectionate who is prolific; I will be boasting about your number to the Prophets on the Day of Judgement." The nature of the IVF process is that embryos will be formed that will not be needed for placement in the woman's womb. These can be utilised for the purpose of producing stem cells. This is because they would be considered najus (impure). The Hukm Shari has allowed for the use of najus in the pursuit of medical treatment. Qatadah narrated on the authority of Anas (ra) that the people from Uqul and Urena came to the prophet (saw) and spoke to him about Islam, and the people of Medina were suffering from gastrointestinal disease, so the Prophet (saw) ordered them (the people from Uqul and Urena) to protect themselves from this illness. He instructed them to go outside of Medina and to drink from the urine and milk of the Camel (Bukhari, Muslim & Musnad of Ahmad). It is permitted to consume najus in the pursuit of medical treatment. In the above hadith the Messenger of Allah (saw) ordered some people visiting Madinah to seek preventative treatment in the form of the najus. This establishes its legality from a Shari perspective. These embryos would not be considered as dead since they never had life. Imam Muslim

By taking a living cell from a human, taking out the nucleus and implanting it in a woman's egg, an embryo can be produced. This process allows for genetic selection. An example would be the correction of faulty DNA in mitochondria that at present result in more than 50 inherited metabolic conditions. Mitochondria are small energy-producing structures within each cell. They can only be inherited from the mother and they contain a tiny bit of DNA, the vast majority being in the cell nucleus. It is postulated in the British government appointed Expert Groups Report on therapeutic cloning that, 'it may be possible to prevent a child inheriting damaged mitochondria from the mother by inserting the nucleus of the mother's egg into a donor egg with healthy mitochondria which has had its nucleus removed." The report continues to explain that, "the egg formed in this way would then need to be fertilised by the father's sperm using in vitro fertilisation techniques. Any child born would inherit its nuclear DNA from the mother and the father plus healthy mitochondrial DNA from the donor egg." This is haram (forbidden) from Islam. By using the donor egg this leads to loss of kinship. Abu Hurairah (ra) narrated that he heard the Prophet of Allah (saw) say, "Any woman who introduced to some people an offspring that does not belong to them, then she has nothing to do with Allah and she will not enter Paradise; and any man who denies his son while looking at him, Allah will not reveal Himself to him and Allah will disgrace him in front of the first and last generations." The purpose of stem cell production through cloning would be to eradicate genetic faults. It would mean choosing the characteristics among males and females regardless of marital status. Genetic elements would come from three sources: the husband, wife and a third female with the correct mitochondrial DNA. This would result in kinship being lost and mixed. This would prevent the application of many of the Sharia rules such as those related to marriage, alimony, inheritance, custody, Maharim and 'Usbat (forbidden consanguinity). The Qur'an quotes the cursed Shaytan:

Islam, by means of Ijtihad, is dynamic. Islam's boundaries clearly demarcate what is allowed and what is not through the Hukm Shari. Stem cells can be used from live adults, umbilical cords, IVF embryos and aborted foeti under 40 or 42 days gestation. They cannot be extracted through cloning, dead human tissue and foeti above 40 or 42 days.

Good and bad are defined by Allah (swt) "I will command them to change the creation of Allah" [TMQ An-Nisa: 119]. According to the Hukm Shari the domain of cloning is restricted to plants and animals only.

4. Use of germ cells /organs of an aborted foetus to produce stem cells In line with the discussion surrounding the use of embryos from IVF, the use of aborted foetuses to extract stem cells from them would be allowed only if the foetus was less than 42 days old (according to the hadith narrated by ibn Mas'ud).

5. Use of blood cells of the umbilical cord to produce stem cells The Umbilical Cord is considered najus from the Hukm Shari. It can be used to extract stem cells if it is required for medical treatment or research. This is in line with the Shari opinion on the use of embryos from IVF.

The 'Ethical' argument In relation to the use of embryos, the Kuffar are torn between two opposing points of view. One body of opinion says that the use of any embryo for research purposes is unethical and unacceptable on the grounds that an embryo should be accorded full human status from the moment of its creation. The other body states that the embryo deserves no particular moral attention whatsoever. The UK Human Fertilisation and Embryology Act of 1990 regulated the use of embryos in medical research. It allowed for the making and use of embryos, arguing that the embryo is special as a potential human being. The act asserts that respect is at a minimum when the embryo is in its early stages, hence, it would be suitable for medical research. Apparently, the judgement to use embryos is reconciled through benefit. Potential benefits from research on an embryo, outweighs the need to preserve it. This is characteristic of the Kuffar. They do not think about the consequences of their actions, as they do not view actions as a path to Jannah or Jahannam. They view actions only as a means to an end. Since they do not refer to Allah's (swt) revelation, they are constantly opening 'Pandora's Box.' Clearly, deciding matters for themselves is a grievous mistake.

The concept of good in Western civilisation correlates with man's desires. Man, as an individual, committee or a government, is unable to act in a way that benefits humanity as a whole. Left alone, human beings will feed cattle the dead remains of other animals, not aware of the consequences and then not rectify their actions but hide them. A court may rule that a Siamese twin may be killed at the expense of her sister based upon case law originating from the 1890s. Homosexuals will strive to have and bring up children despite the consequences to society. Only Allah (swt) can define the way man should live. Only the Creator, Allah (swt), has full knowledge of good and bad, of what will bring prosperity and what will bring disaster. He (swt) is aware of the past, present and future. He (swt) created human beings and knows his nature, what will satisfy him and what will make him miserable. Accordingly, the only fit means by which a human being should live is by the system of Islam. Muslims underneath the Khilafah would have the expertise and technology to utilise stem cells. These primitive cells which can be encouraged to grow and develop into more specific tissues such as skin, neurons and pancreatic tissue could be used to treat burns, Parkinson's disease, motor neuron disease, diabetes, multiple sclerosis or even head injury. Unlike the Kafir scientists the Muslim would be motivated by the worship of Allah (swt) and not profit, power, status or even ethical or humanitarian reasons. Under the carefully regulated system of Islam he or she would not be allowed to follow their desires, despite some potential perceived benefit to humanity. Rather the whole process would be carefully monitored by the taqwa of the individual, Hukm Shari and the State, which is there to look after the affairs of the Ummah and not to make people rich. The failure of Muslims has been their inability to implement Islam in its totality. For over one thousand years the Islamic State demonstrated how science and technology could be brought together in harmony with the environment and with respect to Allah's (swt) creation. We led mankind in every field of life. Islam still has all the answers for man's problems, but with the absence of the Islamic State, these solutions will continue to go unrecognised. Dr Saqib Latif

The Game of Nations

A US spy plane crash-lands on the Chinese island of Hainan. India offers talks with Kashmiri separatists. The Pakistani leadership indicates a softening in its stance on the signing of the CTBT (Comprehensive Test Ban Treaty). Observers of current affairs may see these as isolated events in the international arena. Closer scrutiny of these events reveals a set of inter-related moves shaped by the ambitious in the 'Game of Nations'. A game in which major powers vie for regional and global domination, and Muslim states are cast in the role of perennial pawns.

Tensions in US-China relationship The mid air collision between an EP-3 surveillance aircraft and an F-8 jet fighter in April triggered a mini crisis between the US and China. After eleven days, the standoff culminated in twenty-four US servicemen being returned, and in return, China extracting a semi-apology from the US. The crisis highlighted the simmering tensions and suspicions that lie at the heart of US-China relations. Some analysts describe this period as the dawn of a new cold War in Asia Pacific. Many regard China as the major threat to US dominance in Asia Pacific, and possibly a future rival in global hegemony. The most populous nation in the world and third largest in landmass, China has a growing military with nuclear armoury in the PLA (Peoples Liberation Army) and is a permanent member of the UN Security Council. China is a player that US foreign policy planners cannot ignore. The United States has a long-term interest in controlling the geo-political dynamics in the Asia Pacific where there are approximately 100,000 American soldiers stationed. The only

threat that can potentially affect US interests in the region is an expansionist China. The US has strategic interests along the Korean peninsula, on the Straits of Tiran (the centre to the world's busiest shipping routes) and in Indonesia. All these potential hotspots are areas that an ambitious China could seek to encroach upon. China, on the other hand, views any moves by the United States in the Pacific with great sus picion, as it threatens her own security. In particular, her attention is prompted by American interference in Taiwan. America's promises of weapons and missile transfers, has not been received well amongst the Chinese, particularly as Taiwan is regarded as being an integral part of China. The US promise of selling the Taiwanese arms was met with a hostile reac tion from China. In response to the sale the People's Liberation Army daily, the official newspaper of the military stated, "When the territorial land, water and air are violated, we will fight to the end at any price." For a number of years the threat of the Chinese dragon has been at the forefront of the minds of foreign policy planners in America. The latest crisis triggers the threat further. According to press reports, a wide ranging strategic overview carried out by the Pentagon will call for a refocus away from Russia to China as the major rival to the US's interests in the coming years. Pentagon analysts believe that the US is more likely to fight China in a future war than Russia. According to this view, the Pentagon should shift its thinking to the Asia Pacific region and begin to emphasise more durable, long range weapons in its planning. Whilst the US continues to be suspicious of China in terms of it being a potential regional rival in the Pacific, and eventually a global rival, the economic dimension to their relationship cannot be ignored. China is undergoing extraordinary economic growth and promises to be a pre-eminent economic power early in the coming decades. US corporations and multi-nationals have a major stake in this. Over the last decade the economic interaction between the two nations has increased dramatically. Economists predict both imports and exports to reach $300 billion by 2002. The stakes are undoubtedly high. China offers American corporations a huge market in which to invest and sell their goods and services. The US is currently the third largest investor in China, with heavy investments coming from such companies as CocaCola, Ford, United Technologies and General Electric. Kodak has undertaken a $1.2 billion investment in the last three years alone with the opening of 6000 outlets in Mainland China. Motorola commands one-third of a $53 million market in Chinese mobile phones. General Motors Shanghai has over a $2 billion invest -

ment on the Chinese mainland. The spy plane incident brought conflicting interests to the forefront of the US's strategic planning. Whilst seeing China as a land of immense opportunity, it is wary of her potential threat to the US's interests in the Asia Pacific region. This apparent conflict of interest gives a confusing public appearance to American foreign policy. The question arises as to how to deal with the impending Chinese threat whilst benefiting from its economic growth. The US does not want any direct confrontation with China, and publicly she rejects and dismisses any dispute with China in the near future. It seems that the best approach to deal with China is to engage her with trade and economy. The Clinton administration sought to engage with China as a 'strategic ally' through the granting of MFN (Most Favoured Nation trading status), pending China's entry into the WTO. The argument that the proponents of engagement put forward is that whilst trade and economy will be mutually beneficial to both China and the US, it will also lock China into a relationship from which any radical shifts will be against her own interests. Radical shifts, such as aggressive military posturing, can potentially harm US interests in the Pacific. They also argue that it will create a generation of entrepreneurs and interest groups within China who will seek to preserve the status quo. Whilst engaging with her economically, the US is making plans to keep any future hegemonic expansion by the Chinese in check through a number of alternative moves.

Courting India India is the one power that can significantly alter the balance of power within this region. She is a growing economic power with a significant military and an ambitious political leadership with high goals. The US has courted India for a number of years and is now making much more headway with a BJP government than the Congress Party. Pakistan and India, armed with nuclear weaponry and acting as proxies for US interests in the region, would be a major coup for the Americans and a significant bulwark against an expansionist China. The attainment of nuclear weaponry by both sides may not be so bad for the United States, providing that it can be portrayed as a minimum deterrent for security purposes whereas in reality it acts as a threat to China. Ambitious plans of using Pakistan and India as the front line states would only work, however, if the major differences between the two nations can be resolved. The significant issues

are India's security concerns and the longstanding dispute in Kashmir. The security concerns on India's part were severely exacerbated by Pakistan's Kargil affair in 1999. Though Pakistan eventually had to withdraw from Kargil, by all accounts, it was seen as a severe set back for India's security, which did not foresee the attack. The Indian military suffered tremendous losses in attempting to reclaim the strategic outpost on her side of the Line of Control (LoC). India has since embarked on plans to increase its defence forces over the last two years to fully safeguard themselves against any future incursions. In February of this year India announced significant increases in its defence budget. India increased its defence spending by about 13% to Rs620 billion ($13.3 billion) for Fiscal Year 2001-2002, to enable it to replace obsolete weapon systems and build a credible nuclear deterrent based on a triad of aircraft, mobile-based missiles and sea-based assets. The increase this year came on top of last years largest single-year increase in Indian history. "Jane's Defence Weekly" reported that India increased defence spending by 28.2% to Rs585.87 billion ($13.94 billion) for Fiscal Year 2000-2001. Prime Minister Atal Behari Vajpayee justified this by saying, "After the Kargil war India has to gear itself up." Whilst publicly calling for restraint to prolifer ation within the Sub Continent, the US may tac itly agree to this so as to alleviate the Indian security concerns. With India reassured about her safety, she may be more likely to negotiate over Kashmir and resolve outstanding differences with Pakistan. Kashmir has been the bane of both India and Pakistan over the last 50 years. The financial strain in maintaining an effective Indian pres ence along the Line of Control is immense. India has plans for major economic growth and investment for the upcoming decade, plans which are not compatible with a perpetual warlike scenario on its front door step. It has been the view of many high level politicians, analysts and think tanks, that India can never truly aspire to become a global power and make avail of the immense opportunities that lie before her, if she does not fully resolve the Kashmir conflict. There are compelling finan cial and political motives for India to satisfac torily resolve the dispute. Monitoring the events in Kashmir over the last year, it seems moves are on the way to pave the way for a resolution to the decades old conflict. As early as last May 2000 India's "Daily Excelsior" reported America's 'secret' plan for the resolution of the Kashmir conflict. It stipulated minor adjustments to the Line of Control in Jammu and Kashmir before its classification as an International Border. The plan included

proposals made by the American based Kashmir Study Group (KSG) for the creation of a quasi-independent Kashmiri State carved out of the Muslim majority areas of Jammu & Kashmir. The State of Jammu would become a permanent part of India whereas the remainder would be autonomous, leading to a possible referendum after an agreed period. The article suggested that amongst the closed political circles, it was an open secret.

promise Pakistani security for the benefit of US aspirations in the region.

The report highlighted high levels of Indian and Pakistani contact, albeit in secrecy, due to the sensitivity of the issue. Under President Clinton's administration, Mansoor Ijaz, a US based Pakistani businessman, was acting as chief intermediary between both sides. The "Daily Excelsior" report highlighted Mansoor Ijaz's close contact with key officials on both sides of the dispute. Indian officials laboured quite hard to ensure that Ijaz's meetings with various leaders and officers remained a secret. All those who had quiet meetings with Mansoor Ijaz, adopted 'mother-knows-best' policy and kept the media at bay. Top officials, particularly Lt Gen Krishan Pal, Corps Commander of Srinagar-based 15 Corps, and Mr. Gurbachan Jagat, Director-General of J&K Police, were found tight-lipped even after their separate briefing sessions with Mansoor Ijaz. Such high level contact was cited as being indicative of Delhi's willingness for talks.

On the 27th March, this year, whilst addressing media representatives in Karachi, Chief Executive Pervez Musharraf told the audience that he was opposed to entering an arms race with India or competing with it. He also stated that there would be no increase in military expenditure for the coming year. This statement was a response to India increasing its defence budget. On the same day, the government also softened its stance on the signing of the CTBT. Pakistan foreign office spokesman, Riaz Muhammed Khan said, "In principle we do not have any problems with this treaty."

India has paved the way for some progress on the Kashmir dispute. If one goes beyond the rhetoric of hard line public pronouncements of the Indian Government, there is a softening of the Indian stance. Last year's declaration of a cease fire by Indian troops in Kashmir was seen as a significant gesture. The initial ceasefire was followed by extensions, the latest being to May 2001. In recent months, the Indian government has indicated its willingness to sit down for unconditional talks with the APHC (All Party Hurriyet Conference), an umbrella group of Kashmiri political parties. Furthermore, India says it is prepared to hold talks with separatist groups if they are prepared to lay down their arms.

Compromising Pakistani interests and security In the game of nations, with major powers preserving their position and new aspirants hoping to join the major league, it is the minor players that often fall by the wayside. Pakistan's ruling establishment has long been manipulated and used by the US as a cheap pawn in South Asian affairs. The Afghanistan conflict is just one of many examples. The latest military regime provides no reason to think otherwise. Saddled with crippling economic problems, a political void in domestic politics and increasing ethnic and sectarian tensions, a pragmatic Chief Executive Musharraf seems ready to com-

A compliant Pakistan is required to fully alleviate Indian security concerns. A Pakistan that 'plays ball', and does not match increased Indian defence expenditure triggering an arms race in South Asia. This seems to be the case when examining the recent pronouncements by the Pakistani leadership.

Pakistan's attitude may placate a suspicious India. It may well be enough to secure her consent to be used as a front-line state against China in accordance with America's grand designs on the regions as a whole. Pakistan's stance over the last year appears to have become more moderate. Pakistan has displayed compliance to the US inspired Track II initiative. In January this year, former Army Chief Jahangir Karamat left for New Delhi to attend a seminar in connection with Track II diplomacy. According to official sources, Jahangir Karamat met with Chief Executive Pervez Musharraf during his visit to Lahore before departing. This visit to India was considered, within official circles, as an important step in the developments on the Kashmir front. Mansoor Ijaz, was most succinct when he stated, "Pakistan is on the edge of a precipice, facing economic bankruptcy and political disintegration simultaneously. It has a military within which the hawks and the doves are fiercely competing to set the national agenda, often at conflict with one another's objectives. The question to be asked is at what point do those who are entrusted with ensuring the life and longevity of the country find 'jihad' a counter productive strategy to ensuring national security." All these evidences are indicative of background diplomatic moves gaining momentum. They indicate US involvement, behind the publicity glare. More importantly, however, this indicates a willingness by both India and Pakistan to achieve a political solution that will stand in stark contrast to hard-line pronounce ments of the Indian and Pakistani governments and certain Kashmiri militants. There are

undoubtedly major obstacles to achieving true peace in Kashmir; however, compelling motives on India and Pakistan's part may be the main ingredients for success. Were this to take place, the stage will be set for the US to benefit from a fruitful South Asian climate.

A world without visionary Muslims What these events indicate is a fiercely competitive international arena in which nations of varying strengths compete over their respective interests. Some nations are possessed of a vision, aspiring to dictate the political events according to their terms and not be dictated to. Chief amongst these nations is the USA. Being the Leading State she is best placed to manoeuvre the international situation to her advantage. It is indeed a humiliating state of affairs that a country, which professes to be a nuclear power, and has ballistic missile capability, should have little or no vision to be a major player in the world. Apologists for Pakistan's secular regime will argue that beggars cannot be choosers and that the priority in this current state of affairs is to put Pakistan's internal situation in order. The reality, however, is that Pakistan has been putting its house in order since 1947. The systematic cycle of democratic rulers plundering the nation's resources, and being replaced by generals orchestrating military coups, has all taken place within the secular nationalist framework of Pakistani politics. The stark reality is that it was for Islam that the nation was established; yet Islam has never come to the fore. The raw potential of the Muslim Ummah can never be harnessed and utilised efficiently unless it is managed and coordinated at a macro level, a state level. A Pakistan based on the politics of secularism and petty parochialism, with its economic survival depending on the scraps of loans extended by the IMF and World Bank will never be a major player.

Ambitious manoeuvres a Khilafah State could make Pakistan's problem necessitates radical change. The cornerstone of this radical change needs a political system that is based on the Islamic Aqeedah. It requires an Aqeedah that inspires vision, offers dignity and provides liberation from the mental stranglehold, the politics of secularism and nationalism. An ambitious Pakistan based on Islam would seek to project an image of might and power that sends signals to India and the rest of the world. Based on a policy of re-unification of Islamic lands, Pakistan could seek to harness the potential of Islamic lands in its vicinity to create a critical sphere of influence. The gas reserves of the Gulf States and Bangladesh,

which are currently being eyed to meet India's energy needs, would be used as commodities for the benefit of the Ummah. The immense window of opportunity that exists within the Fergana Valley and Central Asian Republics, would be not be neglected. For inspiration and guidance there can be no greater example than that of the Messenger of Allah (saw). After the Hijrah to Madinah 1421 years ago, and with the establishment of an Islamic society on a sound basis, his Islamic State set about making ambitious moves on the Hijaz peninsula. As Head of State basing his politics on Islam, the Messenger (saw) set out to transform the geo-political dynamics of the Hijaz. The Muslims were not content to live comfortably in Madinah only, but sought to diminish the influence of Quraysh and their City State of Makkah. Within four months the Messenger dispatched 3 military expeditions throughout the Hijaz in an open show of defiance to Quraysh and as a projection of the military might of the Muslims. They were not willing to live as minor players but sought to intimidate, weaken and eliminate any obstacle that lay in the path of Allah's (swt) Law being made Supreme. This Islamic State sought to strike at the economic interests of Quraysh by actively seeking to plunder their caravans on route to Syria and Yemen. In an act of ingenious diplomacy and strategic thinking the Islamic State made alliances with Bani Damrah and Bani Mudlij, with whom the Quraysh had previously come to rely on for the safe passage of their caravans. The Strategy, foresight and planning by the Islamic State set the Muslims on the road to regional hegemony, which was finally sealed with Fath al Makkah in 6 AH - and then global domination which came after the fall and break-up of the Persian and Roman Empires in the era of subsequent Khulafah. In comparison the recent history of Pakistan makes sorry reading. The tragedy is that the secular nature of Pakistan has made them politically defeated and without such vision. Pakistan seems reconciled to being a pawn in the hands of the powerful. The 'Game of Nations' requires a resurgent Islamic State. An Islamic State not only for the Muslims, but also for those oppressed majorities who have been subjected to the bitter seeds of Globalisation, Nationalism and Capitalism. It is through the Khilafah that liberation will be achieved from the dominant value system of today that lays benefit as its sole axiom. "It is He who has sent his Messenger with guidance and the Deen of truth so that it may prevail above all other deens even though the Mushrikeen may detest it" [TMQ As-Saff: 9]. Ahmer Feroze

"Dangerous exit strategy" The following article appeared in "The News in English" - a newspaper published in Islamabad, Pakistan - on Friday 13th April 2001. While a number of old established political parties are busy girding up their loins to fill up the political vacuum that has existed in Pakistan now for more than a year, the country's mosques have started echoing the slogan of a totally unknown new political party. Hizbul Tehrir is the latest addition to the multitude of religious parties already known to the people of Pakistan. This new party which made its debut on the first of the last Ramazan claims to be a part of a vast network which already encompasses the entire Muslim world. Its stated mission is to launch a worldwide movement for the restoration of Caliphate, with a view to uniting the whole of Muslim Ummah, extending the message of Islam to non-believers, and ultimately establishing an Islamic world order. The emergence of Hizbul Tehrir was heralded by a sudden appearance of a large number of banners and placards in the streets of the twin cities, in Lahore, and maybe in other big cities of Pakistan, exhorting the people to join its ranks. There was also a lavish distribution of handbills among the people in and around various mosques which are unusually crowded during Ramazan. These handbills contained the raison d'etre for the setting up of the party and were of the nature of an open invitation to the people of Pakistan to join the Hizb as members in the light of various verses quoted from the Holy Qur'an. The Hizbul Tehrir claims to be a political party quite different from all other religious parties known to exist in the whole Muslim world. The new party has not yet given much information about the political set-up and the system of government it visualises under the proposed Caliphate. It only says that there will be one Emir heading the Ummah whose main responsibility will be to extend an invitation to the people to join Islam, and to order the people to do what Islam ordains to do, and not to do what Islam orders not to be done. The party claims to be working for the entire Muslim Ummah without any discrimination between various geographical regions or sectarian groupings. It plans to select some suitable Muslim state or a number of states as the

seat(s) of Caliphate. In this connection, it c o n s i d e r s Pakistan to be the most suitable country because of its geo-strategic location and rich natural and human resources (Its status as a nuclear power has not been mentioned). The party is con vinced that as a seat of Caliphate, this country has the potential to unify the Muslim Ummah and to extend the message of Islam to the whole world. Accordingly, the Hizb has invited the Muslims of Pakistan to come forward, rid this country and all other Muslim regions of their present 'infidel' governments, and perform their due role in bringing back Islam as a force to guide their lives. It appeals to the Pakistani Muslims to cooperate with the members of Hizbul Tehrir so that the party may be able to guide the Muslim Ummah in the discharge of its sacred duty of restoring Islamic Caliphate. After the initial hullabaloo, the Hizb has kept a low profile, restricting its propaganda campaign to the distribution of small stickers among petty shopkeepers and vendors, for display in their outfits. These stickers declare Khilafat to be the only system of government based on Islam, all other systems being based on 'kufr'. Apparently, the party wanted to assess the reaction of the military regime to the emergence of this new movement. It is surprising that, despite the lapse of over three months, the government agencies have kept their lips sealed on the subject. It is hard to believe that the authorities are totally unaware of this highly significant development. Surely, the sharp hawkish eyes of Moinuddin Hyder, assisted by the eyes and ears of a vast network of intelligence agencies, could not have missed to see the profusion of majestically fluttering banners, reams and reams of handbills moving from person to person, and stickers adorning all shopping centres right under the very nose of the rulers. What then is the mystery surrounding the silence of the military regime over a phenomenon that is of the nature of a challenge, not only for the present government of Pakistan

but also for the rulers throughout the Muslim world? The mystery becomes all the more perplexing because of the fact that the new party's placards, handbills, and stickers give no information regarding the party's address, or other information required by those wishing to contact some responsible party officials for further details about the movement. On the basis of these facts, one is tempted to assume that the movement is no more than an official ploy engineered by the military regime itself, so as to assess the public response to the proposal. That gives credence to the hypothesis floated by Benazir Bhutto towards the end of her article titled 'A caliphate in Pakistan' (The News, April 11), though she herself does not seem to be aware of the emergence of Hizbul Tehrir and their Ramazan operations. The above hypothesis gains further credibility from a series of recent statements by the Chief Executive, about the need for amending the Constitution to create assured balance of power between the future Prime Minister and the President so that the latter no longer remains a mere figurehead. These statements have led to widespread speculation in the media that, as a part of his exit strategy, General Musharraf is planning to elevate himself to the post of the country's president with sweeping powers to exercise effective control over all important institutions of the state. Assessed in the light of these probabilities, the statement that the chief of the National Reconstruction Bureau, General Naqvi had made during a recent PTV panel discussion on provincial autonomy, and you will be left with no doubts about the way things are being cooked in the GHQ [General Headquarters] cauldron. Replying to a question as to how the military regime is going to ensure the continuity of the various reforms after the troops go back to the barracks, the General had said, "Well, you don't have to worry. We will somehow make sure that the new systems continue to be operated by future governments", or words to that effect. There was an air of confi-

dence accompanying the General's hesitant, though vague disclosure. Did that confidence arise from his knowledge about the future plans of his boss? Be that as it may, if General Musharraf aspiring to raise himself to the status of Emir-ul Momineen, he must bear in mind the consequences that the move is going to have on Pakistan as well as on the rest of the Islamic world. As it is, our support for the Taliban is costing us a lot. The move is sure to antagonise the secular world which holds the noose of a massive debt around our neck. Our own economy is in no position to show the red rag to the international financial bulls. Our relations with Iran and some of the Central Asian republics are under extreme pressure due to a faulty foreign policy. These will worsen if Pakistan becomes the seat of revived Caliphate. Even China has been feeling uneasy because of the umbrella being allegedly provided to fundamentalist elements to carry out their operations. We are bound to lose a time-tested friend forever if we run in search of Caliphate. And if the Chief Executive claims to hold Ataturk as his ideal, he must not forget why the latter had done away with the institution of Caliphate. I hope General Musharraf knows that an emissary, claiming to represent the Indian and Egyptian Muslims, had suggested to Ataturk that, instead of abolishing Caliphate, he himself should become Emir-ul Momineen, and that Ataturk had flatly refused the offer. The General should also realise that in his capacity as Caliph, his edict will not run in any other Muslim country, even if he succeeds in making it run in his own land. True patriotism demands that national interests are not sacrificed at the altar of a secure exit.

secular rulers and politicians of Pakistan fearful of the challenge of the Islamic call. One only needs to pick up a newspaper, or listen to the radio, to hear the multitude of signs of the return of the Khilafah that unfold as each day passes. The call for the Khilafah continues to shake the thrones of the tyrannical Kings and terrify the unjust Presidents, whether in Pakistan or elsewhere. As the victory grows closer, the workers for the Khilafah can expect resistance and oppression in the way of slander and libel, from those who make their daily work the conjuring up of fanciful theories and conspiracies to hinder those who call to Allah (swt). How laughable that a man who takes one of the most well-known traitors in history, Mustafa Kemal, as his ideal role model, is going to erect an Islamic Khilafah, while his role model played a vicious instrumental role in the destruction of the Islamic Khilafah, which led to the disappearance of Islam from the affairs of life. It seems to have escaped the attention of the author that Hizb ut-Tahrir is an Islamic political party founded in 1953 by Taqiuddin anNabhani. Hizb ut-Tahrir works throughout the Islamic lands to return Islam to its rightful position at the helm of society, by the return of the Islamic Khilafah. Hizb ut-Tahrir invites the Muslims of Pakistan, and indeed Muslims wherever they are, to liberate the Muslim lands from the governance of kufr rule and partake in their role to return Islam back to the affairs of life.

Khilafah Magazine June Edition The June 2001 edition of Khilafah Magazine will be a feature length edition dedicated to the subject of elections. It will include articles outlining the Islamic ruling on elections and the true reality of elections and politics as practised in the West, as well as detailed pieces about aspects of the Islamic ruling system including the ba'ya as the Shariah method of appointing a Khalifah and the role of the Majlis al-Ummah (The People's Assembly). It will also examine the call of some sincere, but misguided, Muslims who seek to separate the Muslims of the West from the body of the Muslim Ummah by encouraging 'strategic voting', participation in kufr systems of government, and integration into Western life - unfortunately all in the name of Islam.
