IHSS electronic timesheets are here! UDW members continue to fight against $400 million in cuts to IHSS As home care providers, we know how crucial IHSS is to seniors and people with disabilities in California. When Congress moved this year to repeal the Affordable Care Act (also known as Obamacare), they crafted a replacement bill that would result in a third of UDW caregivers ultimately losing health coverage.

The bill would also, according to a memo from the California Department of Health Care Services released in June, slash $400 million from IHSS. UDW members sprang into action to protect IHSS, and this summer we launched the Cuts Hurt California campaign to shine a spotlight on the devastating effects cutting IHSS would have on our families and communities. Our interactive new website, www.CutsHurtCA.com, shares our stories and urges the public to contact the legislators who support cutting IHSS.

Across the country, people like us are standing up for Medicaid and programs like IHSS — and thanks to us, Congress is having trouble getting the votes they need to repeal our health care. As of July 20, 2017, when this issue went to print, the Senate had delayed their vote on the repeal yet again. But the status of the bill could change at any minute. Standing together as a union of thousands of home care providers gives us a voice we wouldn’t have alone. We are stronger together. And we will continue to use that strength to fight for IHSS and the clients we serve. Rose Montaño is just one of many home care providers whose clients’ lives would be devastated by cuts to IHSS. Latest on IHSS wage increases Governor Brown’s 2017-2018 state budget, which was signed into law in June, gives us a better chance to negotiate wages with our counties up to $1.10/hour over the state’s minimum wage.

UDW fought for and won this new option to speed up paychecks

T

he electronic timesheet option we fought for is now a reality, and many IHSS caregivers are excited about the change. The electronic timesheet system is still new, but we believe it will help reduce the time providers spend waiting for our paychecks. “I have five clients, which means I have to fill out and turn in five different paper timesheets,” said provider Norma Rea of Madera County. “Online timesheets will be less of a hassle.” Providers in the first three counties to use the new system have reported positive experiences. Amy Cabarse, who cares for her father in Riverside County, got a chance to try the new system for the first time in June. She found using the electronic timesheet safe, secure and convenient. “It’s very easy,” said Cabarse, “You don’t have to worry about losing your timesheet. You open up your laptop and it’s already there.” Electronic timesheets became available in the first three counties in June, and will be rolling out statewide in the coming months. In the past, IHSS home care providers have struggled to win wage increases in counties where the Board of Supervisors insisted there was not enough money. The new budget gives us more tools to hold counties accountable and help us win wage and benefit increases.

UDW members Claire Kaufman and Cindy Wilson testified in front of state lawmakers earlier this year in support of the new electronic timesheet option for IHSS. In addition to electronic timesheets, UDW has been fighting for other improvements to the IHSS payroll system to reduce paycheck delays.

This is good news in our fight for better wages and benefits!

However, we do not automatically get the $1.10 increase — UDW caregivers must first bargain with our individual counties to win these much-needed raises. That’s where you come in!
