Market view Property finder Robert Bailey is relatively optimistic for the New Year ahead. There is actually quite a bit to be positive about when looking ahead into the New Year, especially when it comes to the property market. It was widely feared that Chancellor George Osborne would be forced to target high-net-worth individuals as part of last month’s Autumn Statement. The ‘quid pro quo’ for cutting benefits, many reasoned, was that he would also have to increase taxes on the rich to appease other members of the Coalition. Those of us in the property industry were understandably concerned as the spring Budget was an open attack on the prime Central London market and the repercussions are still being felt. With little warning, George Osborne introduced punitive taxes on any ‘non-natural persons’ buying residential property above £2 million and established a new stamp duty threshold. This affected numerous ongoing sales and did little to remedy the stamp duty avoidance Osborne was trying to tackle. However, last month’s Autumn Statement was not as bad as many agents feared. Industry figures were braced for yet another surprise announcement, but thankfully the property market has emerged relatively unscathed this time. Pensions have been plundered but I think few people are putting their faith into private pensions these days anyway. A host of predictions for 2013 is now appearing, but there seems to be a general consensus that the market will flat-line this year. No one I speak to is particularly concerned about this as 2012 bested all forecasts. A year of relatively modest or even no growth is no bad thing as I think we all know that double-digit house price growth is unsustainable over the long term. I would even go so far as to say that some pundits are hedging their bets and predicting no growth this year but secretly thinking we might see very modest price increases. There is still an imbalance between supply and demand that does not look likely to be resolved any time soon, and London continues to top lists for the best city in which to do business. With no major developments reaching completion until 2014, we are still likely to be frustrated by a lack of stock. Personally, I would like to see a subdued year. It has been such a frenzied market that even properties that were in less than perfect condition, and in less than perfect locations, were achieving top dollar. More modest house price growth will hopefully introduce a little more common sense and stamp out some of the greed that characterised the market in 2012.

We’re short of homes to sell Cheryl Markosky brings you the latest word on the streets There doesn’t appear to be any reason why everything won’t tick along as it has in 2012 over the coming year, thinks Sarah Shelley, head of Knight Frank’s Wapping office. “As long as sellers don’t insist on ridiculous prices for their homes that then stick on the market, it should be business as usual,” she says. Shelley explains that there is demand from buyers, “but we don’t have the properties to sell to them. There’s huge demand, in particular, for houses, but there aren’t that many in Wapping, as they don’t build them.” She adds that it doesn’t help that when planners originally regenerated the area, they were thinking in terms of professional working couples in City institutions. “They didn’t know yet who would be here. Those young couples have grown up, had families and want to stay in the area – but there isn’t much for them to buy.” Shelley predicts more investors coming into the East End in 2013. “Buy-to-let’s on everybody’s minds, as they see owning an investment property as an alternative to a pension.” James Marshall at Kinleigh Folkard & Hayward’s Islington branch foresees 2013 looking positive and the initial

outlook is that it will be busier than ever, with many homes coming to market and demand staying high. “We’re already being approached by vendors keen to launch their homes to the market in early January, so preparations are under way to ensure photos, floorplans and other marketing materials are in place. Currently, there’s an increase in City workers and overseas investors registering who are keen to invest their money in Islington, as it’s seen as one of London’s most desirable locations for investment. Buy–to–let is a huge force in the property market here and rentals have increased by roughly 8 per cent, offering great returns for any investor,” he says. Mariel Roe of Felicity J Lord expects price rises witnessed of late to slow rather than stop in 2013. “We’re forecasting increases of 2.5 to 3.5 per cent this year, compared to 11 per cent over the last 12 months. The introduction of the 7 per cent stamp duty tax threshold has certainly had an impact, in spite of what some commentators may say, reducing competition for homes valued between £2 million and £5 million.” Roe adds that most of the activity she’s been seeing across Islington, City and the Docklands has been for properties worth less than £2 million, or more than £5 million.

New Year’s resolution: buy a new home It might be a bolder move than vowing to lose a stone or to get to that spinning class more often, but why not make 2013 the year to purchase a new property? A two-bedroom lower and raised ground floor maisonette on Thornhill Crescent, Barnsbury (on the market through Kinleigh Folkard & Hayward Islington 020 3441 3419) could be ideal for a young couple or family. An investor might be keen too, as there are two double bedrooms, so sharers won’t be drawing straws to see who ends up in the box room. Other pluses are the master en suite, period features, private garden, views of the square and a long lease. For those with a bit more cash in the bank, a £4.95 million four-bedroom penthouse at Shearwater Court, St Katharine Docks is for sale (through Knight Frank Wapping 020 7480 6848). “It’s the biggest flat in City Quay development that has been changed considerably from its original layout and totally upgraded on specifications,” says Sarah Shelley, head of Knight Frank’s Wapping office. “The penthouse comes with air-conditioning, a lift serving both floors, two underground parking spaces and 24-hour porterage and security.” Shelley also points out that the architect-designed penthouse has fabulous west-facing terraces, which will come into their own in summer, as well as be great vantage points for sunsets.

Only 18 per cent of buyers in Canary Wharf and a whopping 59 per cent in Wapping are from the UK. According to new statistics from Savills, Asian demand now accounts for approximately 30 per cent of all purchases in these two East London zones. “Of 16 properties we currently have under offer, six are to Asian purchasers in Canary Wharf,” points out Lauren Ireland, head of Savills Canary Wharf. She’s also witnessed a growth in demand from distressed eurozone countries, with one Greek buyer who recently bought two apartments. Many of the eager investors, from the UK and overseas, are after new homes, says Matt Leitch, Savills Docklands developments manager. Although the appetite for shiny new residences is high, he notes there is little stock currently being marketed. “Pipeline delivery should improve over the next five years,” Leitch suggests, “which will satisfy buyers predominantly from the financial, business and professional service sectors.” Creative and media types favour Wapping and Limehouse, while peripheral areas such as Whitechapel and Stepney are proving popular with first-time buyers and investors, due to good rental yields at about 6 per cent. Crossrail is also adding interest due to new stations being built in Canary Wharf and Whitechapel. Families are certainly a minority (less than 10 per cent) due to the type of stock available. These areas lack traditional family houses, many of which were bombed during the war, and many three-bedroom apartments are scooped up by couples. Due to a lack of landmass, towers are still very much the norm in central Canary Wharf, with limited sites with decent space currently in planning. “A younger purchaser (25 to 35 years old) is prevalent in all these areas now, with the more mature buyer working here but living in more affluent and leafy parts of the capital,” Leitch adds.

Regain your mortgage appetite There are signs that the market weakness of recent months may be coming to an end, according to the Council of Mortgage Lenders. It estimates that total gross lending recovered to £12.9 billion in October, which would reverse the sharp dip reported for September, and imply that lending was 4 per cent higher than the year earlier. House purchase and remortgage activity are both likely to have picked up in October, in keeping with the underlying improvement in Bank of England approvals data over recent months. The CML believes that special factors have distorted the monthly pattern of house purchase activity, but the underlying picture appears to have settled into a pattern of modest year-on-year growth. Over recent months the cumulative effect of increases in standard variable rates by some mortgage firms and more competitive mortgage deals – on the back of better funding conditions – appears to have re-kindled some remortgaging appetite. It says that one important development for the market is that the upward pressure on new mortgage rates – evident during the first half of year – has shown signs of abating in recent months.

First choices Statistics show first-time buyers are back, reports Duncan Farmer Latest mortgage statistics reveal that in the past three months 10,000 firsttime buyers took out a loan to buy a house or flat in London – that’s the highest number for three years. While overseas buyers have been credited with pumping vast amounts of cash into prime London property since the credit crunch, news that home-grown firsttime buyers are back will help to keep the city’s market ahead of the problems seen in the rest of the country. London’s housing market is unique: at 50 per cent, the level of home ownership is the lowest in the UK, yet because the city is so large it has nevertheless accounted for 28 per cent of the value of all first-time buyer lending in the UK over the past year. First-time buyers here are also better off. Figures from the Council of Mortgage Lenders show that the average young buyer in London puts down a deposit of 25 per cent, compared with 20 per cent in the rest of the country. Bearing in mind that the capital’s house prices are much higher than elsewhere in the UK, this is no mean feat. First-time buyers are older in London (with an average age of 31) compared with the rest of the UK (average age 29) and therefore have more time to build savings and get better-paid jobs. Parental


HSBC is launching a direct-only two-year fixed rate of 1.99 per cent for buyers with deposits of at least 40 per cent of the purchase price. The lender is also cutting rates on a number of existing two and five-year mortgage deals. A two-year fixed rate of up to 60 per cent loan-tovalue is now available at 2.49 per cent, down by 0.30 per cent, and with a £599 fee. A five-year fixed rate is available at 3.19 per cent, down by 0.10 per cent with a £499 fee, while a fee-free option is available at 3.39 per cent, down by 0.10 per cent. “While there remains a low expectation of bank base rate increasing in the near future, it has been a week of surprises at the Bank of England and as yet we don’t know whether the new Governor will bring a change of heart within the monetary policy committee,” says HSBC head of mortgages Peter Dockar. “We have seen increasing numbers of customers seeking the security of a fixed rate and I expect this trend to continue. With the security of our retail deposit funding, HSBC is committed to offering competitive rates to benefit our customers.”

Their incomes in the capital are higher too. The average first-time buyer household in London had an income of £50,000 compared with £34,000 in the rest of the country. They borrowed an average of 3.5 times their income with mortgage payments typically consuming 21.3 per cent of net income, compared with figures in the rest of the UK where the average income multiple amounted to 3.25, and 20.1 per cent of income was taken by mortgage payments. First-time buyers in London make up a larger proportion of the total mortgage market – around 50 per cent compared with 40 per cent in the UK overall, reflecting demographics in London where there tend to be more young people of a typical first-time buyer age. The news that this sector of the market is not only holding its own but is growing is great news for people looking to buy and sell throughout the whole of the London market. Foreign money is still coming in, but this stronger support at the very bottom of the market will give the whole property ladder more support and sustainability.

Clearance sale bargains It might be rare for banks and building societies to hold sales, but Abbey has just held a seven-day clearance sale of cheap money through its network of brokers. Its best offer was a two-year fixed rate loan at 2.89 per cent available for buyers with deposits of at least 25 per cent of their purchase price. The mortgage, which went on sale at the beginning of December, had a £995 fee and a maximum loan size of £1million and was available to homebuyers and remortgage customers. In November Abbey for Intermediaries launched a 1.99 per cent two-year fixed rate, which was available for only seven days, so such sales may be a regular event, but as the deals are available only through its approved agents, anyone hoping to cash in should contact a broker. Abbey has also launched two loans for first-time buyers with only ten per cent to put down: a 4.79 per cent three-year fixed rate up to 90 per cent LTV with no fee which is available to first-time buyers only. There is also a tracker version of the product priced at 4.29 per cent above base rate.

Good news for overseas landlords who hold their valuable UK residential properties in offshore companies. They can breathe a sigh of relief after the Chancellor’s latest statement on property taxes. He has now said that only those who keep their property un-let will be charged the 15 per cent stamp duty applicable since April 2012 on purchases of properties with a value over £2 million by a ‘non-resident non-natural’ – that is, offshore companies. Plus, they will be exempted from the brand new tax called Annual Residential Property Tax (ARPT) to be levied on properties held in this way and not let out. Capital gains tax will not apply to properties ‘genuinely used’ as rental investments.  This all means that the scope of the Chancellor’s onerous new taxes is largely limited to properties over £2 million in value which are kept empty or used as a London pad by people holding the asset in an offshore company name.  Sales transactions over £2 million in central London have been sclerotic since the last budget when the Chancellor flagged the fact that he was going to introduce new taxes, but did not give clarity as to what they would be and how they would be implemented.

Lack of clarity has made overseas investors cautious and current property owners uncertain as to how to respond. So with the ambiguities largely settled, I fully expect there to be more activity in the sales market in the New Year.  With foreign owners motivated to avoid taxes, we may also see more properties come onto the lettings market, which would increase supply. This will inevitably have a constraining affect on rents, which may not be considered ideal for landlords but will be appreciated by tenants and the economy as a whole.  Long term, I do have concerns that these new taxes will turn out to be the thin end of the wedge. Once the Treasury have it on the statute books that they can charge CGT, ARPT and high rates of stamp duty on properties over £2 million held by offshore companies, what is to stop them rolling them out to individual non-resident owners? A hint of this came in the Chancellor’s announcement when he surprised everyone by suggesting that they will be looking at charging CGT on UK companies selling properties over £2 million as well.  If I were a landlord, being super cautious, I would suggest buying investments under £2 million and in their own name.

Fitz and Blooms prices are predicted to soar Fitzrovia and Bloomsbury are in the spotlight as a key London hotspot with a predicted 66 per cent rise in property values in the next four years, according to research by Knight Frank. How do we book and inventory? Please call or email us to book an inventory. We provide our regular clients and agents a bespoke web page form to fill in and submit. This allows a fast and effective way of booking an inventory. Do you charge VAT? At present we do not charge VAT. This makes our prices transparent and even more competitive.
