A

Prime central London prices have maintained continuous levels of growth since 2010, helped largely by the international market viewing London as an increasingly important part of their global property portfolio.

2012 was no exception, although it was very much a tale of two halves. A vigorous first quarter gave way to an extremely quiet six-month period, brought about initially by the changes made to international purchases in the April Budget, but then enhanced by the Golden Jubilee and the remarkable success of both the Olympics and Paralympics.

Once these celebrations died down, and more importantly, overseas buyers became accustomed to the new off-shore tax structures, the market returned with something of a vengeance and we saw some of the biggest sales take place in the final quarter that we have seen for some time.

To put this into context, over 80 per cent of our prime central London Flat Department’s business in 2012 was carried out in the first and last quarters. In so far as 2013 is concerned, we expect something of a similar pattern, although perhaps not quite as pronounced given that we will be without last summer’s major events.

Already we have noticed activity levels picking up and a number of buyers are preparing to be in London from January 21 onwards. Property levels have, however, remained fairly constant, which will continue to frustrate some buyers but ensure that prices hold.

The story might have been very different had December’s Draft Finance Bill had a greater impact on the overseas market, especially with reference to the capital gains tax ruling, but we are seeing a constant level of properties in all areas of the market.

This will mostly be enough to satisfy the demand that exists in prime central London, although the ‘best-in-class’ properties continue to remain extremely sought after.

marketview Property finder Robert Bailey wants to see more development projects This year has already got off to a great start and I think the property market will continue to perform well. The basic problem – a chronic lack of supply – is unlikely to resolve itself this year and as a result, property prices are likely to solidify in the first quarter of 2013.

London has suffered from a chronic lack of supply for years. When the recession first began to bite, developers’ funding dried up and as a result, many schemes were abandoned or mothballed. Even developers’ refurbishment projects slowed as banks simply were not lending even to proven firms.

Only a handful of projects have been launched onto the market in the past couple of years, and the ones that did launch sold out almost immediately as there was so little choice. I could name several projects that are mediocre at best, and definitely not in choice locations, yet have achieved top dollar simply because they were one of the few options available.

Compounding the issue is the current planning legislation. Currently, developers are required to build social housing into their schemes if they exceed a certain number of units. Developers are seeking to evade this requirement by simply building fewer units in each development. For instance, Glebe Place, which will launch later this year, is a spectacular development of six palatial apartments, a duplex penthouse and two detached villas.

The £300 million site sits on a full acre near the King’s Road and overlooks the River Thames with prices rumoured to start at £25 million. I suspect, however, that the developers chose to build just a few big units rather than more plentiful smaller units simply because they were not required to build low-income housing into the project.

Funding for developers is starting to improve but even if funding were to magically become available to every decent developer looking to build in London, it would take at least two to three years to make up for the lack of building we have seen recently. In the meantime, demand will continue to outstrip supply and we will continue to see competitive bidding for the best properties. Already this year, we have seen two to three buyers for every desirable property, and as more buyers enter the market the situation will only intensify.

There are rumours that the Government is considering easing some of the Section 106 requirements, the legislation that compels developers to include social housing. While this will inevitably be controversial, it will almost certainly help the housing crisis in London. Now we just need to get the banks lending again.

ATTRACTIONS The area is now unbelievably cosmopolitan and although it has always attracted buyers from overseas, the emergence of new wealth from Russia and Asia, coupled with those nationalities seeking a safe haven after the recent financial crisis, has meant we have never seen so much new investment in the area.

Whilst new developments such as One Hyde Park and The Knightsbridge are tailored more to the international buyer wanting an occasional home, family buyers are drawn to the beautiful garden squares.

SHOPS Where to begin? Knightsbridge has Harrods, arguably the most famous department store in the world. And on Sloane Street, the Cadogan Estate has created a parade of shops with some of the world’s finest international luxury brands.

With Harvey Nichols at the northern, Knightsbridge end, and Peter Jones at the southern end overlooking Sloane Square, Sloane Street has everything fashion lovers crave. There are also numerous smaller boutiques in enclaves like Motcomb Street and Ellis Street, just off Sloane Street, and Brompton Cross at the western end of Walton Street.

TOP STREETS More traditional and western European buyers still prefer the classic garden squares of Cadogan Square, Cadogan Place and Lennox Gardens, with French buyers particularly keen on the white stucco buildings of Onslow Square and Queen’s Gate, while Russian and Middle Eastern buyers have been drawn to Lowndes Square. With so many small, distinctive pockets in the area, each one appeals to different nationalities.

RESTAURANTS, CAFES AND PUBS There are countless restaurants of every style, but some of my personal favourites are: French – Racine (Brompton Road), The Botanist (Sloane Square); Japanese – Zuma (Raphael Street); and Indian – Amaya (Motcomb Street).

Café society is an important part of social life with newly opened Colbert attracting good reviews and, for an afterwork drink, Chelsea Brasserie (Sloane Square) and Fifth Floor (Harvey Nichols) are always entertaining. As for pubs, it is still hard to better The Admiral Codrington (Mossop Street).

LEISURE Even before you count the endless shopping opportunities, other attractions include the Natural History, Science and Victoria & Albert museums of South Kensington, or one can enjoy concerts at Cadogan Hall or the BBC Proms series at the Royal Albert Hall, Chelsea Flower Show in the grounds of the Royal Hospital, and walks in Hyde Park or Kensington Gardens.

SCHOOLS Mostly catered for by pre-secondary schools such as the Knightsbridge School, Hill House and Eaton House. French people are attracted to the area by the Lycee Français in South Kensington, and we have noticed an increase in enquires for studio and one-bedroom flats for families who have children of university age attending Imperial College on Exhibition Road.

TRANSPORT Well connected to the tube network with stations at South Kensington, Knightsbridge and Sloane Square, the City and Canary Wharf are within reach.

With Heathrow Airport easily reached by underground or road, and Gatwick Airport by train from Victoria Station, it is easy to understand why the area is so attractive to people from overseas.

Getting someone to love your home can take a great deal of effort. But will it look a bit naff – and like you’re trying too hard – when you lay out those heartshaped cushions, red roses and scented candles near Valentine’s Day? James Bailey from Henry & James thinks it’s a good idea to add a bit of amorousness with soft lighting and fairy lights (particularly in the bedroom).

“It puts you into the holiday spirit,” he says.

Bailey also believes in ‘nice, smelly candles’ and fresh flowers. “But buy them early,” he advises.

“Once I went early to New Covent Garden and bought 70 red roses, which I scattered around the house. It worked a treat.”

And despite people mocking the idea of conjuring up bread and coffee aromas, Bailey says this idea really works. “How we laugh at the idea, but people love the notion of comfort food. But no ready-made meals please.”

Sending out invitations to a Valentine’s Open Day could be a good way to shift your home this month, suggests Daniel Wiggin from WA Ellis. “You could send out invites along the lines of: “We love our home, so come and see if you love it as much as us.’

The trick is to do it in the right way, avoiding the glitzy and vulgar.”

Sellers could even push the boat out further, tying love into longevity, trust and loyalty. “If someone thinks they’re buying from someone who’s lived somewhere happily for years, and from an honest, established agent, it inspires confidence.”

However, romanticising your home can be risky, cautions Tom Ward from Aspire Estate Agents in Fulham. “Rose petals, incense sticks, candles and silk bed-linen may sound like a good idea, but in truth you will simply divide opinion on your property and limit your market – and that is never good,” he says.

“Last year, we conducted a sale around Valentine’s Day for a developer who painted walls in deep shades of pinks and purples, installed black silk bedlinen and velvet black-patterned wallpaper. Needless to say, the house stuck for a while, as no one could see themselves living there. My view is, keeping it clean and simple usually works best,” adds Ward.

South Ken launch Marsh & Parsons is celebrating the opening of its new South Kensington office by offering the first 100 customers in the area a zero-per-cent sales fee until March 29. The promotion represents an average saving of £27,355 per sale compared with the standard 2.5 per cent commission.

Marsh & Parsons has been selling and letting property in the area since 1856.

South Kensington is the agency’s 17th office, and its seventh office in the Royal Borough of Kensington and Chelsea, closely following the launch of Earls Court office last April.

Opened on January 7, South Kensington will use the Marsh & Parsons shared database, giving vendors and landlords access to an established pool of over 10,000 buyers and tenants.

Chief Executive Peter Rollings said: “South Kensington is often the first port

of call for international buyers coming to the area, and our new office will allow us to tap into this seam of demand, while improving our coverage of the area for existing clients in the Royal Borough.

“The state-of–the-art office will be an added string to our bow, and is a key part of our growth plans for 2013 to build on our success in the last 12 months. This is part of our planned expansion strategy, and we hope to continue to broaden our network in central London in the next year.”

The 1700 sq ft office at 29 Harrington Road has undergone a £350,000 refurbishment and features a high-tech media wall. The office is headed by associate director and sales manager William Hughes-Ward, who has 12 years of experience in the prime central London market, six with Marsh & Parsons.

Cluttons, property consultants and chartered surveyors, has reported that buy-to-let purchases in Central London are increasing, despite falling rental demand and declining rents.

Average rental values slipped by 2.3 per cent during the fourth quarter of the year, says Cluttons, taking average weekly rents to £996, the first time they have dipped below £1000 since the first quarter of 2011.

Areas in central north-west London with formerly outstanding rental growth figures, such as Belsize Park and St John’s Wood, are now recording the steepest falls of 6.0 and 5.4 per cent respectively.

The dip in weekly rents has resulted in average values being 2.3 per cent down compared with last year.

Despite the rental adjustments, Cluttons noted an upturn in investor activity in its Q4 Residential Investment Monitor. Buy-to-let investors are particularly keen to diversify their investment capital in the face of economic uncertainty and are contributing to positive sales activity in Central London. Cluttons figures suggest buy-to-let investors made up almost 15 per cent of sales during 2012.

Cluttons head of research, Sue Foxley, pictured, said: “Despite the expectation of further rental falls during the first quarter of 2013, investors remain unfazed and are taking a long-term view to purchases. Over a quarter of households in London live in private rented accommodation and the research undertaken for Cluttons by Professor Ball, of the University of Reading, found that this number will grow as home ownership moves out of reach for a growing proportion of Londoners.”

Queens Wharf plans

Collecting food for vulnerable kids

Housing group A2 Dominion has been granted planning consent for its £25 million Queens Wharf development by the London Borough of Hammersmith & Fulham.

Transforming the existing Queens Wharf site, the project will replace an existing derelict four-storey office building with a residential scheme of 89 homes and a restaurant with river views, also creating a new section of the Thames footpath.

The new building will rise from four storeys on its Crisp Road frontage to seven storeys facing the Thames. Supported by English Heritage, the design features a curved façade sensitive to its surroundings and the Grade II-star listed Hammersmith Bridge.

With a long history of planning refusals, the site has previously been subject to schemes by Conran & Partners, Scott Brownrigg and Zedfactory.

Architect Niall Cairns of Assael said of this approved scheme: “We have overcome the issues of previous proposed schemes. This project for A2 Dominion is an elegant development, which offers occupants and visitors the opportunity to enjoy this unique riverside location.”

Staff at Douglas & Gordon collected more than 6.5 tonnes of food in December to fill Christmas hampers for London’s vulnerable children at the company’s third annual Kids Company charity day.

More than 350 removal boxes were filled across the company’s 19 offices, and packed into thousands of individual hampers by Douglas & Gordon staff, ready to be handed out to the 17,000 children looked after by Kids Company.

As well as food and 750 toys, the company collected more than £10,000 from generous donors within Douglas & Gordon territory. Managing director Ivor Dickinson said: “Once again we have been amazed by the generosity of homeowners and businesses within D&G land.”

Independent opens two more offices in West London Independent estate agent Featherstone Leigh has built on the success of its New King’s Road operation by opening two further West London offices, in the Fulham Road and West Kensington.

The 20-year-old private company, headed by founder Robert Leigh now has 13 offices spreading from Fulham through to Battersea, Chiswick, Richmond and Kingston.

CHEAP MONEY HELPS LOANS

Co-Op Bank has launched the lowest five-year fixed rate loan, which comes with an interest rate of just 2.79 per cent. Borrowers will need to put down a hefty 40 per cent deposit and there is an arrangement fee of £999.

Yorkshire Building Society has cut its mortgage rates for borrowers with less cash to put down, and now has a five-year fixed rate of 4.44 per cent for those with a 15 per cent deposit. The arrangement fee is £999.

The Co-Op deal is even cheaper than the 2.95 per cent fixed rate deal from RBS and that came with a mighty arrangement fee of £2495. The new loans mark the latest cut in mortgage rates as the effects of the cheap money pumped through lenders from the Bank of England’s Funding For Lending scheme reach borrowers.

Lenders say criteria could get tougher, reports Duncan Farmer Rock-bottom interest rates are here to stay for at least another four years, according to the banking giant Citi, as the UK economy struggles to come out of the longest recession for a century.

For homeowners this is clearly good news, but for those wanting to take out a new home loan the prospects remain bleak.

While Mark Harris, of broker SPF Private Clients, says that every lender he has spoken to has said they will do more lending this year, and that they have bigger targets and will lend to borrowers with smaller deposits, there are fears that some banks and building societies will make life tougher for new borrowers.

“Some lenders have indicated that they will tighten criteria this year, according to the Bank of England,” says Harris.

“However, it doesn’t say how many: it could just be one or two.”

MORTGAGES PAID OFF IN CHUNKS

Homeowners have been paying off their mortgages in huge chunks, according to latest figures from the Bank of England.

Households paid £8 billion of equity into their homes in the three months to September, the 18th consecutive quarter in which the value of mortgages shrank as a proportion of housing wealth.

Overall equity in the housing market has been increasing since the start of the financial crisis as homeowners pay off loans while fewer people remortgage or withdraw money from homes through secured loans.

Home Equity Withdrawal (HEW) figures from the Bank of England reveal that from September 1998 until March 2008, equity in housing stock fell as borrowing rose. However, since then the trend has been reversed, with £9.4 billion in equity withdrawn between April and June 2012 and £8 billion between June and September.

Deposits – The size of your deposit determines your monthly mortgage payments and the interest rate that you pay. Virtually all lenders use a loan-to-value banding system, which means you pay much more if you have a smaller deposit.

The Post Office has a two-year fixed rate of 5.75 per cent if you have a 10 per cent deposit, but that rate falls to 4.29 per cent if you can raise another five per cent.

So, over two years on a £200,000 interestonly mortgage, you would pay £5840 less if you are able to save the extra 5 per cent deposit.

Northern Rock’s lowest two-year fixed rate for those with a 30 per cent deposit is 3.39 per cent, but if you have a 10 per cent deposit the rate increases to 5.88 per cent.

Clear your credit cards – Before a bank will offer a mortgage, they will want you to know what your monthly expenses are and how much you have left in your bank account at the end of the month.

MORTGAGE APPROVALS RISING

The property market is picking up, according to figures from the Bank of England, which show that in November the number of new mortgages approved for homebuyers rose to 54,036 - the highest November figure for three years.

Approvals hit a low for the year of 44,523 in June, but have been rising steadily since then, which indicates that the Bank’s Funding for Lending Scheme is encouraging more lending to homebuyers.

The number of approvals is regarded as a good indicator of future trends and suggests that sales will keep on rising throughout 2013. In the first 11 months of 2012, the number of completed house sales was 6 per cent higher than in the same period of 2011.

Outstanding credit card or loan payments will reduce the amount you can borrow, so pay them off if you can.

Interest-only – Banks have made life harder for borrowers taking out interestonly mortgages, which are popular with wealthier borrowers, especially those with other assets such as shares and other investments. Interest-only loans are cheaper, but banks will now usually grant them to applicants with a deposit of at least 25 per cent.

Use a broker – Mortgage brokers not only have access to most of the mortgage market – and many lenders offer special rates available only through brokers – but they also understand exactly how lenders operate and have long-term relationships with them.

“The role of the mortgage broker will become increasingly important this year,” says Harris. “Brokers can find a more sympathetic lender to suit a buyer’s particular circumstances if they are selfemployed, require interest-only, or if they are an older borrower.”

MORE MILLIONAIRES LIVING IN LONDON

More than 300,000 people in Britain own a house worth over £1 million after a 19 per cent increase last year, a new study suggests.

The number of property millionaires in Britain increased by 47,024 to 300,142 during 2012, according to property website Zoopla, with buyers at the top end of the property market apparently immune to the squeeze afflicting the rest of the nation.

Lawrence Hall, spokesman for Zoopla, said: “The top end of the property market operates seemingly in isolation to the rest of the market.”

Victorian home by Daw and son is sheer poetry De Vere Gardens, which runs between Canning Place and Kensington Gore, is named after the De Vere family that once owned the manor. Off Kensington Road, the street features mainly fivestorey buildings with white stucco up to first floor level, and the northern end has an excellent view of Kensington Gardens.

In 1837 the site housed Malcolm’s Nursery, a garden centre for the exotic fruit and veg of its day. Most of the area was later turned into the Grand National Hippodrome as part of the Great Exhibition of 1851, and staged Ben Hur-style races featuring female charioteers from France.

When the lease came to an end, the land was sold for development and eventually bought by surveyors and builders Charles Edward Barlow and William Bennett Daw, who began to develop De Vere Gardens in 1875.

Records show that they granted a building lease for most of the east side to C.A. Daw and his son W.A. Daw, most likely members of W.B. Daw’s

family. Father and son built Nos 5 to 37 between 1875 and 1880. Poet Robert Browning lived at No 29.

A fine example of the Daws’ work is currently for sale at Fordham Court, 9-13 De Vere Gardens, where a raised ground floor apartment has recently been refurbished for the 21st century in meticulous and sympathetic style.

Lettings Lowdown Report by Jane Ingram, head of Savills lettings and president of the Association of Residential Lettings Agents (ARLA) We know from our research, and anecdotally from our offices, that the outlook for 2013 is generally positive.

Despite the fact that we are not expecting great leaps in rental prices, we forecast that prices will stabilise this year.

While the beginning of the year will continue much the same as 2012, we expect to see a rise in corporate lettings once the season starts around Easter. In light of the number of people throughout the UK struggling to afford to pay a deposit, we are expecting to see a drive in rental growth in line with earnings over the next five years as more turn to the rental sector.

As a result we will continue to see demand outstripping supply for one and two-bedroom properties for young couples and sharers, which is good news for landlords holding this stock or looking to invest further. While we are not expecting large jumps in rental prices in prime central London portfolios in the short term, Savills predict a growth of 24 per cent by the end of 2017.

These larger, more expensive properties will benefit from capital value growth over the next five years, which will further underpin the investment opportunities of the rental market among the higher value properties, as well as those opportunities in smaller units outside London.
