high-tech camera system which connects communities across the Western Seaboard has helped to improve the fight against crime. The system, which has seen the installation of Licence Plate Recognition (LPR) cameras across Melkbosstrand, Table View and Milnerton, was first started by councillors of the Blaauwberg Subcouncil and now a call has been made to residents and businesses to keep the initiative going. Speaking to TygerBurger during 2015, subcouncil chairperson Heather Brenner explained the project was first conceptualised several years ago and was aimed at placing cameras at strategic points to keep a close
eye on suspicious vehicles in wards 107, 4 and 23. This, she said, was aimed at complementing crime-fighting initiatives and deterring criminals. Councillors allocated funds from their ward allocation budget towards the project which saw millions being invested in the fight against crime. Following the installation, the Western Seaboard LPR user group was formed and chairperson Andrew Brace says they have already seen great results. They now need the community to come on board to ensure the success of the project. Brace says the network covers a vast area from Milnerton to Melkbosstrand and uses the i-Track system. This is the same system used by the City of Cape Town and helps with the sharing of information.
He says initially there were software issues, but these have now been resolved and the system has been functioning optimally for a year now. The user group is connected to several other user groups across Cape Town and Brace says this means access to information has been made easier. Among some of the successes is the apprehension of burglars who were tracked all the way from Philadelphia to Melkbosstrand and eventually, with the help of police, neighbourhood watches and armed response companies, the suspects were caught in Table View. “Once we get information and it is verified, we share it with the neighbourhood watches, armed response companies, police, Metro Police and Law Enforcement. We are

all linked via the radio network and we can coordinate our response effectively leading to the successful apprehension of suspects.” The group is now working towards growing the network and calling on residents and businesses who are investing in cameras, to link with the network. “Now is the time for the community to come on board and play their part in making this project successful. We are calling on those who are interested in investing in cameras to come and plug in. Some CCTV cameras can also be converted with LPR technology. “As a team and a united community we need to get together and help in the fight against crime,” he concludes. He says Rheeder provided eight alternative sites, many of which had been turned down by officials years ago as not suitable. We can use the same site as last year, find an alternative, or have the no-go option for no fireworks. Resident Tracy Edwards says concerned residents who feel the fireworks are being forced upon them, will be gathering at the beachfront on the day with placards to express their sentiments. She says many have expressed their views on the impact on pets and the environment. “We are there to make a statement to the City. If people come to set off their fireworks we will not interfere or stop them. There will be no violence and as residents who are directly affected, we want to express how we feel about this event.” Smith says the Table View site is the most popular, yet the most contended fireworks site in Cape Town.

Call for clarity on Oakdale greenbelt
aily drug deals, public sex displays, open fires and rampant dumping are just some of the issues Parklands residents have to deal with. Residents living near the Oakdale greenbelt say they have had enough of these problems and now want a longterm solution. The greenbelt, which runs from Parklands Main Road, is home to vagrants and drug dealers who hide among the long reeds. There have also been fires earlier this year and residents say despite the reeds having been cut in March, the problems did not go away. Last week, residents hosted an on-site meeting to raise their concerns and discuss a way forward. During a walk of the area, evidence of human habitation and many unwanted items were found discarded in the greenbelt. Residents say when questioning why the greenbelt exists, they were told a water channel passes through the area and the reeds cannot be removed because they act as a filtration system. “But the water goes nowhere. The entire area is clogged up with the rubbish vagrants leave behind. The water is polluted,” says resident Rhona Currell. She also says the Parkland Home Owners’ Association and the Parklands Neighbourhood Watch clean up the area regularly, but the dumping continues. According to the City’s Mayco member for transport, Brett Herron, there is a stormwater channel running through the greenbelt which channels water from the upstream areas in Parklands and eventually discharges water in the Diep River. “This open channel also acts as deten-
tion pond and a treatment facility in terms of the City’s Stormwater Management Policy,” he says. Resident Jenny White says they were also told by officials that the greenbelt is a nesting area for birds, but the only “nesting” is done by the women who engage in public sex – sometimes with more than just one partner at the same time, she adds. Another resident, who asked not to be named, says the long reeds also create the perfect cover for daily drug drops and he fears this will lead to an increase in crime in the area. Residents say while the reeds were cut once this year, they need to know how the City plans to maintain the area in the future. The City’s Mayco member for safety and security, JP Smith, says vagrants are removed regularly when found along the greenbelt. “Discarded items are also removed during these operations. Patrols are also undertaken to prevent illegal dwellings being erected on the land.” Responding to questions posed by TygerBurger, the City’s Mayco member for community services, Anda Ntsodo, says all of the greenbelts and green spaces have been approved by the planning and building development management department and new developments would not be approved without green spaces. “It is a largely undeveloped piece of land that borders an urban area and is kept as a natural green space to protect the wildlife habitat. Residents are aware of the conditions governing the maintenance of greenbelts when they purchase these properties.” Ntsodo says the recommended cycle for vegetation cutback in a greenbelt is every 18 months. Poachers nabbed C
rimefighters in Melkbosstrand clamped down on poachers over the weekend, leading to the arrest of 13 people. According to a police report, abalone worth an estimated R280 800 was confiscated. Police spokesperson Captain Adriana Chandler says on Saturday, the police Sea Border Unit and the Anti-Poaching Unit of the Melkbosstrand Neighbourhood Watch held an observation where they spotted men entering the water behind Waters Edge. During the early hours of Sunday, the same men were seen exiting the water with what appeared to be abalone and placing it in bags. “The men were then joined by another two men who placed the bags with presumed abalone in other bags.
The men started to walk towards Table View with the bags and hid in bushes along Otto du Plessis Drive, where they were met by other men who drove three vehicles. The men were seen loading the heavy laden bags into the vehicles and quickly drove off.” At this point the team called for backup and gave a description of the vehicles and suspects and the direction they were going. Table View police, together with other partners cordoned off an area on Otto du Plessis Drive near Big Bay. Thirteen suspects aged between 21 and 43 were arrested and charged with numerous crime codes under the Marine Life and Resources Act. A total of 1044 abalone were confiscated and handed over to the Law Enforcement Marine Unit.
Brooklyn robber sent to jail MONIQUE DUVAL
A 26-year-old Brooklyn man will spend the next 12 years behind bars after he was found guilty of robbing and stabbing a woman. The incident took place on 12 April at about 08:15 in Justin Street. Police spokesperson Constable Lorencial Johnson says a woman (23) was held up by two men. One of the men took her cellphone and other valuables and stabbed the woman in her hand. “Maitland police rushed to the scene to find a very traumatised victim of this ruthless crime. The officers immediately started asking around to get possible names from the community.” In just a few hours, police arrested two
men and recovered the cellphone. The men appeared in the Cape Town Magistrate’s Court two days later and the case was postponed for further investigation. The robbery was investigated by Detective Constable Lizwi Ntengeshe of the Maitland Detective Branch and the matter was sent back to court. Last week Marvin Baron (26) from Brooklyn was found guilty and received a 12-year imprisonment. “Ntengeshe was pleased with the sentence as he put in a lot of energy into the case. It shows the community can trust the police with giving information. “The second accused was acquitted of all charges and set free as he did not play an active part in the robbery.”

Table View scammer sent packing A Nigerian man living in West Beach was deported last week after being found guilty of running 419 dating scams. According to a report from the Hawks, Ndubusi Onyebuchi Ifediora (31) was found guilty in the Bellville Specialised Commercial Crime Court on 16 counts of fraud and for contravening section 49 of the Immigration Act. Ifediora was arrested by Table View police earlier this year after his West Beach apartment was searched and officers discovered several cellphones and laptops as well as documents. At the time of his arrest he managed to flush a mobile sim card down the toilet in a failed attempt to derail investigations. Speaking to TygerBurger at the time, Table View police said the man was accused of swindling money out of unsuspecting victims who engaged in internet dating.

Hawks spokesperson Captain Lloyd Ramovha says the man was sentenced to 12 years’ imprisonment, wholly suspended for five years. He was then deported to Nigeria as he was in the country illegally on a fraudulently acquired student visa. “The court has further ruled that Ifediora pay over R500 000 into the Criminal Asset Recovery Account (CARA), thereby ensuring his victims are reimbursed. Two of them are women in their fifties based in Texas, USA.” The sentence is a culmination of sterling detective work put in by the team from the commercial unit of the Hawks. “It is an open secret that cases of this nature are not easy to solve, and we say well done to the team,” says Ramovha. He further says as October is Cybercrime Awareness Month, they are appealing to the public to be careful when online and to not respond to social media invitations from unknown people.

Journey from cleaner to councillor MONIQUE DUVAL
anaging one of the biggest communities in the greater Table View and Milnerton is no easy task, but for Dunoon councillor Lubabalo Makeleni it’s all in a day’s work. The sun is out on a busy Friday morning in the informal settlement and Makeleni’s tyres screech as he pulls up in the parking lot to his office. “I’m so sorry! Today is bad! So much things; come and take a seat,” he says as he catches his breath after spending the morning trying to assist with funeral arrangements following the death of a community leader. “Sjoe! Yes, thanks for coming, now tell me what you want to know,” he says while giving a man money to purchase a beverage for this parched journalist. Makeleni grew up in Uitenhage in the Eastern Cape, and after finishing school he made his way to Johannesburg with the hopes of studying engineering at Wits University. “But it was hard, you know mos. You must raise the funds yourself to study and
back home nobody knows how or has the money to help, so anyways I came to Cape Town to look for an opportunity.” Once in Cape Town, Makeleni’s plan was to find work so he could save money for university. His very first job – a cleaner in a bakery. From there he worked his way up to a baker and eventually managed the entire bakery. “I told the other councillors I will bring koek but, you know, there is no time. Things are hectic here in Dunoon.” In 2007, he moved to Dunoon where he established his family home. While involved in community projects, he was approached by the ANC to stand in a municipal by-election following the death of the councillor at the time. Makeleni won the by-election and in the 2011 elections he once again stood and won the majority vote for his party. Among some of the first issues which needed addressing, was the electrification of the settlement. While some areas remain without electricity, Makeleni says issues surrounding land ownership have limited the City of Cape Town’s reach. In the 2016 elections, Makeleni once again stood in what many considered a difficult time for politicians in Dunoon amid

Commenting on the population statistics for Dunoon, Makeleni says he strongly disputes the numbers given. “If you look at the nature of Dunoon, there are about 15 000 shacks with about three people in each shack. That is already 45 000. Then you have the 2998 formal dwellings with about three people and on top of that in those properties you will find at least three other structures with about three to five people each. If you ask me it’s more than 80 000. Dunoon is close to industrial areas; it draws lots of people who come looking for work and then settle here. The infrastructure cannot keep up.” Among some of his main priorities is working with Cape Town mayor Patricia De Lille to find available land for housing. In addition he is excited about the plans to create the first library in Dunoon. “There are many projects coming and I will keep the community informed as we go along but people need to understand there are processes and boxes which need to be ticked,” he concludes.

New proposals for Sanddrift Milnerton police and the community policing forum (CPF) will be hosting an imbizo in November to address neighbourhood watch issues in Sanddrift. According to a notice from the CPF, for a while now there have been problems in Sanddrift with various parties fighting among each other. “It has now been decided to try to resolve the various issues in an attempt to bring the community back together.” All residents living in Sanddrift North, East and West are invited to attend a meeting to choose one of three options which have been tabled. The first option consists of dividing the area into nine blocks which will elect its own executive members. The blocks will operate individually but assist each other when nec-

he search is on for a group of people who have vandalised public spaces across Milnerton, Table View and Melkbosstrand in recent weeks. Last week the Table View Community Policing Forum (CPF) released information about the unsightly tags which have been plastered all over public spaces. CPF treasurer Ken Spies says over the last three weeks the words “Slet”, “Driz” and “Cidy” have appeared along the cycle paths, street poles and other areas. He says while they have removed many and painted over others, the problem is getting out of hand and they have now offered a reward in the hopes that someone comes forward with information. “It is a violation of the City’s Graffiti Bylaw with the first offence carrying a penalty of R15 000. We cleaned it up because we care about the condition of our public spaces, but these tags are distasteful and rather disturbing. We want to catch the person or persons and have the appropriate action taken against them,” he says. Milnerton CPF chairperson Lianne Lippert says they were disgusted and shocked to find out the tags were placed throughout Milnerton as well. She warned the communities would not stand by and watch their public spaces be soiled by inappropriate words. “It is disgusting! What type of person does something like this? The Milnerton
CPF will spread this message far and wide and we hope the offenders get caught. Better yet – we should catch these buggers and make them clean it up. We have children and words like ‘slet’ are rather disgusting,” she says. Table View CPF chairperson David Harris says along with the Milnerton CPF they are offering a R1000 reward to anyone who provides information that leads to the successful prosecution of the individuals responsible. According to Melkbosstrand Ratepayers’ Association (MRA) chairperson Smokie la Grange over a period of two days, the same tags were spotted in Melkbosstrand. She says an emergency meeting was called and thanks to donations from Remax Properties and the Gregorian on Sea guest house they are offering a R15 000 reward for information. In addition they have reported the matter to Melkbosstrand police who are now investigating a case of malicious damage to property. On Friday, La Grange also announced they were offering a R10 000 reward for information on who is responsible for the tags. “This is beyond vandalism,” she adds. Wild animals suffer too Re. “Fireworks furore”, TB, 12 October. It is a proven fact that fireworks are harmful to the environment as well as the animals in the vicinity, specifically wild animals that cannot be given any form of calming medication, yet it is being considered! How is this possible, and what are we as a community to perceive of the City of Cape Town’s blatant disregard for not only our community and our animals, but also our environment? Not to mention its disregard for the countries laws – laws which citizens have to abide by. According to the poll done by our ratepayers’ association, the majority voted no as far as fireworks were concerned, yet that doesn’t seem to matter at all! How is it okay to go against the community, as well as the country’s laws, and get away with it? Last year Rietvlei reserve caught alight due to the negligence of the people allowed to use our beach. Even Sanccob had to evacuate! Are we to have a repeat of this, or are we to experience worse this time around? Get the experts to set off fireworks On the subject of fireworks – why can’t the City of Cape Town follow the example of Port Elizabeth, who for decades have hosted a fireworks display for the people of the city? It’s a wonderful way in which the city can give something back to the residents. Qualified pyrotechnic experts setting off the fireworks will avoid accidents. Protect the vlei and the animals Re. “Fireworks furore”, TB, 12 October. I cannot understand how the powers that be can in any way allow fireworks anywhere near Flamingo Vlei after what happened last year. I was on the vlei trying to rescue animals while the fire brigade was still battling to put the fire out. I witnessed terrified buck running frantically through the smoke over the hot burnt ground. A snake that was still alive was burnt black. Terrified birds in the reeds did not
know where to fly to. Lizards were trying to climb over the fencing before the fire got to them. The tortoises did not stand a chance of getting away from the fire. I seem to recall that Sanccob had to be evacuated. I could go on and on at the devastation and suffering that the fire caused. And, yes, as reported by the newspaper, it was started by a Chinese lantern. As it is, the vlei is even dryer than last year so one can only imagine what a burning firework would do this year. What about our own animals? The noise of the fireworks terrifies them too. I can guarantee the next day people will be searching for their dogs that have bolted in fright. This cannot and must not be allowed to take place again. Our animals and the vlei are of the utmost importance – not the fireworks. They do absolutely no good whatsoever apart from entertaining people who obviously are not concerned about our precious animals or Flamingo Vlei. PATRICIA SMITH Email

Closure has been ‘a blessing’ “Street concerns in Centre Point”, TB, 12 October. I’m a resident in Knysna Road right at this closure and it’s been a blessing. It’s put a stop to the Table View Grand Prix track that certain roads in Milnerton had become in the mornings – especially Langerman Avenue – and hardly anyone stopped at the stop street. Elderly not always the victim I refer to “Report elderly abuse here”, TB 5 October. Let’s look at it from a different angle: I am a single woman aged 44 and suffered abuse from my father, who recently turned 69, from a very young age. Alcohol was his weakness and he would come home and used to beat up my mom, so domestic violence was the order of the day. Now when he’s drunk, he takes out his frustration on me, swears at me and has made three attempts at hitting me. Where do you draw the line when verbal, emotional, financial and attempted physical abuse comes from the very elderly person you are referring to? He doesn’t want to admit he has a problem. I offered help (from our employee assistance programme) which he refused. Captain Chandler needs to realise what is really going on in family homes, as many times the children are the victims of such abuse. I refuse to “suffer in silence”. Local karter ready to fly SA flag in world final Local youngster and leader of the Western Cape Senior Max karting championship, Dino Stermin, is in his element in his ancestral home in Northern Italy this week. Stermin is racing in the Vortex Senior Rok World Karting finals until Saturday. The Grade 11 learner from Fairmont High School cannot wait to fly the South African flag in this most competitive international field with some daunting firsts for him. “I’m really looking forward to racing at a track that I’ve never been to as well as to drive a Senior Rok kart for the first time,” said Dino. “This is a new experience for me and I’m really excited. I’m also looking forward to working with former South African world karting champion Wesleigh Orr and having the support of SA’s leading Roos Kart Team in Italy.” Stermin has sound international karting experience, having raced in the rival Rotax Max Grand event last year, but switched to the Rok event recently. “My goal is to make it to the final and if that happens, I would like to finish in the top 10,” Stermin promised. “We have a few days to practice and prepare, so I’m going to give it my all and hopefully make SA proud. “Let’s hope for the best!”

lle eer aan die rugbyspan van Durbanville-Bellville se veel ligter voorhoede wat die afgelope Saterdag die aanvoorwerk gedoen het vir die oorwinning van 27-19 oor Evergreens in die nasionale klubkampioenskap-toernooi om die Goue Beker. Met hierdie sege oor die kampioenspan van die Suidwestelike Distrikte het die Durbies deurgedring na die halfeindronde
die komende naweek. Durbell kom nou op sy tuisveld te staan teen Valsbaai, die WPkampioen, terwyl twee Gautengse spanne, Rustenburg Impala en Brakpan, mekaar in die ander halfeindstryd sal aandurf. In ’n besonder fisieke kragmeting, waarin die Evergreens van Pacaltsdorp, George onder meer met vier geelkaarte gestraf is, het die Durbies hulle nie deur die geweldige swaar voorhoede van die besoekers laat intimideer nie. En wonderlike nuus vir die Durbanvillers is dat hulle beseringsgewys
redelik ongeskonde uit die stryd gekom het sodat hulle Valsbaai met hul beste beskikbare span kan pak. Durbell se voorspelers het hul uitstekend van hul taak gekwyt en het nooit tru gestaan vir die geniepsige spel van die Evergreens-manne nie. ’n Faktor waarmee die tuisspan wel deeglik te kampe gekry het, was die hardnekkige verdediging van Evergreens. Ná ’n rustydvoorsprong van 17-9 het Durbell die meeste aanvalswerk in die tweede helfte gedoen, maar dit was net
voor die eindfluitjie dat die Durbies eers – met ’n enkele verdere drie – ’n oorwinning kon verseker. Durbanville-Bellville het eweneens puik verdedig en het die besoekers net vir een drie in die hele wedstryd laat deurglip. Die Durbies het drie keer agter Evergreens se doellyn gaan draai. In ’n ongewone stap sal die halfeindstryde in dié kompetisie eers Sondag afgehandel word om (TV-gewys) nie te bots met Saterdag se Curriebeker-eindstryd nie.

Bellville sit stewig in die saal teen die Kaapstad-klub in die eerste reeks tweedaagse eersteliga-krieketwedstryde in die WP, maar die meeste ander topspanne van die Tygerbergstreek het al beter dae beleef. Bellville (155/8) het ’n wenvoorsprong teen Kaapstad (64) ná blink bydraes deur veral Lenert van Wyk (72 en 3/1) en Dewald Botha (33). Maar die Universiteit van Wes-Kaapland (149/8) het nog ’n bult om te klim teen die WP-klub (233/5 gesl.), ondanks hardnekkige kolfwerk deur Sharn Gomes (63). Dieselfde geld vir Durbanville (102/3) in sy wedstryd teen Claremont (228./9 gesl.). Byron Boshoff (55*) en Kuda Samunderu (3/20) het die beste vertoon. Edgemead (140) het ’n agterstand teen Avendale (159 en 83/2), maar Justin de Jager (5/37), Johan Swart (3/29) en die Nieu-Seelander San Blansord (46*) het hul kant gebring. In Kuilsrivier (161) se wedstryd teen Groenpunt (205/7 gesl.) het Craig Ephraim (67) die beste vertoon. In Sondag se 20/20-wedstryde was Bellville (197/7) met 40 lopies aan die wenkant teen Claremont, Kuilsrivier (108/5) met 5 paaltjies teen Victoria en Milnerton (77/2) met 8 paaltjies teen Tygerberg-klub. Durbanville (150/5) het onverwags met 10 lopies verloor teen Kaapstad, terwyl Edgemead (64) ook met 116 lopies ’n pak slae teen die Universiteit van Kaapstad gekry het.
