ocal crimefighters have raised their concerns about a proposal to move the City’s Mayco member for safety and Security, JP Smith, from his portfolio. News that Smith may be moved to a “lower post” has sent tongues wagging in recent months as many have accused mayor Patricia de Lille of not taking into consideration the implications for communities that have formed close bonds with Smith in his work to uplift local neighbourhood watches in the fight against crime. In a statement made by De Lille in August, she raises the Organisation Development and Transformation Plan (ODTP) which she says is a legislative requirement when considering the requirements of local government legislation and regulations, specifically the Municipal Structures Act and the Municipal Systems Act. For several months now, rumours have

swirled that as part of the ODTP, there would be a merging of portfolios which would lead to the safety and security and social development portfolios being managed by one Mayco member. According to DA insiders, this also means that Smith will be replaced. This has resulted in strong public opinions including the creation of petitions and Facebook pages by the public advocating on his behalf. Durbanville Community Police Forum (DCPF) chairperson, Denzil Smerdon, stated that the DCPF is not in a position to discuss how the management of the City of Cape Town should go about their business. “Alderman JP Smith has always been of extreme value to our forum by way of his fortitude and assistance. “We wish him well in his future endeavours,” Smerdon said. Meanwhile, the Table View and Milnerton Community Policing Forums (CPFs) have

made their voices heard on the matter. In a Facebook poll conducted by TygerBurger in October, Table View CPF chairperson, David Harris, says the proposal is a huge blow to the people of Cape Town. “I don’t believe that he has gotten into his stride yet and has a huge contribution still to make in safety and security. He will be a huge loss to the City.” Speaking to TygerBurger last week, Harris further says: “Smith has made an extraordinary contribution to safety and security in Cape Town and it would be an extremely sad day if he were moved from his position.” Milnerton CPF chairperson, Lianne Lippert, says while the Milnerton precinct has not received much personal attention by Smith they were concerned about fellow CPFs and neighbourhood watches in high crime areas like Manenberg and Hanover Park. We respect you Alderman!” TygerBurger has investigated allegations with several inside sources confirming that De Lille has personal problems with Smith and is using the ODTP and the merging of portfolios to oust him. According to various DA insiders it all started over a disagreement in a caucus meeting and insiders claim Smith being “too vocal got him into trouble”. In addition they claim there is a ploy by the mayor to place former ID friends and politicians in powerful positions and the “axing of Smith was linked to this”. They told TygerBurger that the mayor is “destroying the man and his department that he built”. In addition they accuse her of “putting petty politics ahead of progress”. According to De Lille’s spokesperson, Pierrinne Leukes, as of 1 January 2017, all Mayco members will be receiving new portfolios in order to accommodate the new directorates in terms of the ODTP. These changes, she says, will be communicated in due course, as noted in previous communication. Leukes says the new breakdown includes, four area-based Mayco members, one for transport and urban development, one for assets and facilities management, one Mayco member for corporate services and one Mayco member for finance. In addition she says there will be one Mayco member for the directorates of informal settlements, water and waste services and

energy and one Mayco member for social services and safety and security. “This brings the total Mayco members to 10. The deputy mayor [Ian Neilson] previously also had a portfolio (Finance) but he will be supporting the mayor in her executive functions. There will therefore be the same amount of Mayco members as before. This is being done to support the transversal management of the City,” she says. TygerBurger submitted several very specific questions about Smith’s position specifically, and the allegations against the mayor, when Leukes did not answer some of the questions they were sent back. In an email, she wrote: “Firstly, every single person you make reference to is a DA member, including the Mayor. The ID no longer exists and so there are no ID members. Secondly, when there is a reshuffle, we will communicate it accordingly. The mayor has mentioned the reshuffle according to

Die vrou het verlede Dinsdagnag die skuifdeur van haar huis in die La Merci-sekerheidskompleks in Bach-slot op ’n skrefie vir haar kat oopgelaat, maar is toe deur drie rowers oorval. Volgens kapt. Marchell Rhode, woordvoerder van die Durbanville-polisie, het die vrou die volgende oggend omstreeks 03:00 wakker geword nadat die rowers toegang tot haar huis verkry het. Hulle was gewapen met ’n skroewedraaier en een van die slagoffer se kombuismesse. Hulle het haar met die koord van ’n elektriese waaier op ’n stoel vasgebind en ’n lemoen of suurlemoen in haar mond gedruk sodat sy nie om hulp kon roep nie, het Rhode

gesê. Hulle is vort met haar selfoon, skootrekenaar, ’n platskerm-televisie, juweliersware en geld. Die waarde van die items wat geroof is, is onbekend. Dit is ook onbekend of die mans in ’n voertuig of te voet gevlug het. Nadat die rowers gevlug het, het die vrou haar losgewikkel en glo verder gaan slaap. Sy het later die oggend omstreeks 10:00 na haar buurvrou gegaan en haar van die voorval vertel, waarna die buurvrou die polisie ontbied het. Sy het geen beserings opgedoen nie. Rhode het gesê dis onbekend hoe die mans toegang tot die sekerheidskompleks verkry het. Die slagoffer het glo die vorige dag die kode van die voetgangerhek aan haar huishulp ge-SMS om haar toegang te gee. Die saak word deur die polisie ondersoek, het Rhode bevestig. Campaigning against violence ESMÉ  ERASMUS @erasmusesme Durbanville police launched its 16 Days of Activism for No Violence Against Women and Children campaign with a combined march with other police stations in the Tygerberg and other clusters in Kraaifontein last Thursday. This worldwide campaign is taking place from 25 November to 10 December. The theme this year is “Count me in”. About 18 learners and a teacher from the Alpha Primary School in Morningstar also took part in the 10km march from the Kraaifontein Police Station through the streets of Wallacedene to the Scottsdene sport fields, said Captain Marchell Rhode, spokesperson for the Durbanville police.

Last Friday about 1 400 pamphlets were handed out at the Durbanville taxi rank, said Rhode. On Monday children were taught at the swimming pool how to protect themselves against sexual abuse. Today (Wednesday 30 November) indoor soccer games are presented in Fisantekraal. The youth will also be educated on how to combat substance abuse and assault, Rhode said. Tomorrow (Thursday 1 December) on World Aids Day a candle will be lit at the Durbanville Police Station. A talk on domestic violence will be presented from 08:00 at the Durbanville clinic. The campaign ends with a walkabout and handing out of pamphlets in the Durbanville central business area on Friday 9 December. I

n South Africa one out of every six women is regularly assaulted by their partner. In at least 46% of cases, the men involved also abuse the children living with her, says Dr Lerato Dikobe-Kalane from Psychiatry Management Group (PsychMG), a public company fully owned and managed by psychiatrists. She says social services and the general community need to actively address the situation and protect those vulnerable to such abuse and violence. In line with this, the Western Cape Department of Social Development announced last week that a combined budget of R654 million had been allocated to support women and children to commemorate the 16 Days of Activism for No Violence Against Women and Children campaign. Dikobe-Kalane says the statistics paint a dire picture with a recently released Optimus study on child sexual abuse and maltreatment finding that one in every three young South Africans have experienced some sort of sexual abuse by the age of 17. This study is the first nationally representative on the extent and impact of child sexual abuse and maltreatment in South Africa. Dikobe-Kalane says many cases go unreported, hindering a comprehensive understanding of the full extent of abusive and violent episodes. “Women are still unaware of their rights whilst others are afraid of further violence from the perpetrator if they attempt legal action. This is even more compounded by the introduction of the new Domestic Violence Act, which a lot of women do not fully

understand, and the widespread non-compliance to the act at police station level, where domestic violence cases are not being recorded as they should be.” She says the prevalence of violence has a negative effect on women’s physical, mental, sexual and reproductive health, and may increase their vulnerability to HIV. “Children who grow up in families where there is violence may suffer a range of behavioural and emotional disturbances. “These can also be associated with perpetrating or experiencing violence later in life. Intimate partner violence has also been associated with higher rates of infant and child mortality and morbidity,” she says. In addressing the situation Dikobe-Kalane points out that more resources are needed to strengthen the prevention of abuse and violence against women and children. “Government departments have to enact legislation and develop policies that effectively address discrimination against women, promote gender equality, support women and help to move towards more peaceful cultural norms,” she says. Albert Fritz, Western Cape minister of social development, says the department has prioritised the development and protection of the province’s 1.7 million children and 2.1 million women beyond just this 16-day commemorative period. “Through its children and family programmes and the victim empowerment subprogramme (VEP), the department provides key services to women and children at risk 365 days a year,” he says. Om sake te vererger is die Stad se embleem wat op die briefhoof verskyn, plat en uitgerek. “Die kanse is goed dat swendelaars se briewe meer professioneel lyk as die ware Jakob,” bespiegel een inwoner. Ernest Sonnenberg, burgemeesterslid vir nutsdienste, het dadelik gereageer op TygerBurger se navrae: “Die Stad het inderdaad ’n taaldienseenheid wat spelling en taalgebruik nagaan. Ongelukkig het hierdie spesifieke dokument deur die proses geglip. Ons is baie jammer hieroor.” Hy voeg by dat die Stad trots is op hul professionaliteit en verstaan dat sulke soort briewe die inwoners met twyfel en ongeloof mag vul. “Ons het die brief dadelik onttrek en die hersiende weergawe is nou klaar goedgekeur. Maatstawwe is nou geïmplimenteer om so iets in die toekoms te vermy.” Sonnenberg het ook gesê dat die Stad se embleem van nou af reg gedruk sal word. The popular annual Carols by Candlelight evening is hosted by the Rotary Club of Tygerberg on Sunday 4 December at the Avondale gardens in Durbanville. This year the event is presented to raise funds for the Fisantekraal Centre for Development, which offers training to unemployed people and equips them with a life skills course for a meaningful life, or other youth projects in the Fisantekraal community. The evening is non-denominational and aimed at the younger generation. The garden at 40 Protea Way will open at 17:30 and guests can bring their own picnic. There will be entertainment boxes for children and coffee for sale. The carols will start at 19:30 and be complete by 21:00.

Plan to expand blanket drive 

F

or the past few years the Twitter Blanket Drive has been running as a big charity campaign to collect blankets via Twitter at various drop-off points. These are then counted and handed to different NGOs at the end of the campaign. André Roux, founder of record label ChannelDMusicSA, will be doing things differently this year. “Our aim is primarily to provide in the area of job creation and youth development. With the record label on board, we are planning a series of events across South Africa, hosted by the record label throughout a ‘precampaign’ and the main campaign.” Many of the events will be held in collaboration with the Protea Hotel by Marriott Cape Town Durbanville , which will also play venue host. Roux adds the hotel has been confirmed as their main drop-off point.

Stories of love, victory, hope MIRIAM  TELLI The Goedemoed Baptist Church in Durbanville was packed to the brim with passionate and inspirational women at its first women’s conference on Saturday 19 November. More than 200 women listened to the life stories of other women. One young woman spoke about her movie-worthy romance with her husband and how she

chose to become a Christian, while two others told their stories of abuse and alcoholism that ended in victory and hope. Elizabeth Robertson Campbell, an esteemed author and artist, spoke about her whirlwind romance with a Jewish youngster in Israel – a story well known by many from the book The Choice. The event was hosted by Melanie Keyter, the pastor’s wife.

Roux says with major names on board, including Joe Emilio, Jaak Erasmus, Philip Nel, DJ Arson X, Irie Ivan, Fimo Khan and others, this series of events will include comedy weekends, weekend festivals, day passes, car shows and more. The precampaign is the first of its kind and his own idea, says Roux. It will start on 3 December and run into the official campaign on 1 April 2017. “Others who will be on board include Media24, HoekomsoPodcast, and many others. Events are set on a preliminary schedule of every three weeks at different venues across the country to reach as many people as possible.” Roux says volunteers will be greatly appreciated and are much needed. Centre tackles unemployment T

he Fisantekraal Centre for Development (FCD) showed an increase of 28% in students attending its courses and a 20% increase in students finding employment. This positive growth was shared with its stakeholders at its recent annual meeting. In the 2015/2016 financial year the FCD trained 273 learners, while the employment rate grew from 45% to 65%. “It is a measure that we will strive to maintain in the current financial year and, where possible, increase. The positive growth seen in the organisation is only possible with ongoing involvement from the local community, including the business community,” says Jane Gelderman, director of the FCD. “There are many areas for like-minded individuals, companies and organisations to partner with us as we continue to address the critical need to eradicate unemployment in vulnerable communities,” she says. A number of students shared their journey of moving from being once unemployed to an economically active state after completing training at the FCD. Claudette du Plessis completed her job readiness and frail care courses in 2015 and has been working at Green Pastures Rest Home for the past eight months. “I had to travel from Bishop Lavis and paying for the travelling and my tuition fee was difficult. But I am very glad I persevered. The courses showed me how to work with people and believe in myself. I really love working with the elderly and the best part of my job is talking to them,” she says. Margie Josephs from Green Pastures shared the following: “We are delighted with the staff recruited from the FCD. Several of their frail care students completed their six-week in-house training with us. I think that FCD is doing exceptional work in the community and I would fully recommend them to anybody I know.” The bake-for-profit training offered at the

FCD, which has been presented at the Durbanville Dutch Reformed Church for the past five years, is now looking for a new venue as the church is busy with construction work. “Although we equip unemployed people to become economically active, the emotional and spiritual development is central to our programmes. This allows us to connect with our students on a personal level as they share their stories. “The community is welcome to get involved and help us eradicate unemployment and equip people emotionally, socially, spiritually and economically,” Gelderman says. The FCD also appointed new board members at the meeting, including Louis Meiring (an accountant from Durbanville and

member of Bergsig Dutch Reformed Church), Daniella Jones (a corporate lawyer from Kuils River) and Desmond Barry (a pastor from Lofdal in Fisantekraal). Linda Oosthuizen has stepped down as chairperson and was replaced by Neels Hubinger, a long-serving board member of the FCD and a Durbanville resident. Linda will be staying on as a board member and secretary. Verna Esterhuizen and Leon Huisamen stepped down after numerous years of dedicated service to the organisation. Children’s hospice hit hard by burglaries  MICHELLE  LINNERT @linnertmb

H

ow does anyone steal from terminally ill children? This is effectively the case as the Iris House Children’s Hospice on the Stikland Hospital grounds was broken into for the fifth time on Sunday morning. “It is so sad that people would even think to steal from a children’s hospice,” said founder and CEO, Sue van der Linde, on Monday. She also told TygerBurger this latest burglary may mean less respite sessions for their patients over the holidays, as repairs will now have to come from the hospice’s Christmas budget. “The thieves tried to gain access to our container and our main office, but thank goodness our security held fast. They were

definitely well organised and had tools as they then hit our new learning centre, literally ripping off the door and security gate using a crowbar,” she said. “The room has sensors – thank goodness – so the alarm went off. The thief or thieves only stole our 42-inch TV, a donated item which we use for carer training, before they beat a hasty retreat over our wall.” Sue added the hospice has already spent close to R200 000 on safety and security upgrades and repairs after previous break-ins at the centre since their doors in Stikland opened in January last year. “Despite all our efforts, criminals still see us as a soft target. We will once again evaluate our security and add more sensors, breakers and lighting to our security set-up. “All the money spent on the repairs to the learning centre door and security gate, plus

the purchase of the new security equipment, will have to come out of our Christmas budget. This is money that was meant to be spent on care sessions at the hospice and in the community ... over Christmas, which means we will have to reduce the amount of hospice and community sessions we can run this December. Unfortunately this time of the year our bank account is very lean and of course we did not budget for this. Our insurance should cover the TV, but again there is an excess to pay.” She said they may even consider not claiming to try to avoid an increase in their insurance premiums. “We do need the TV though, and quickly ... as we have a new carer training session already booked for 20 people in the learning centre for the ninth and tenth of December.” Sue said they were very “saddened by the

burglary”, but would “push forward”. “Our families and children depend on our respite care, in particular over the festive season. We will do everything in our power to still give as many respite care sessions as possible to our families over the period.” The hospice’s services are for free for all patients and their families and they depend largely on fundraising to maintain this, but the break-ins take their toll on the hospice’s finances. “We will not change this model as we know our families have so many additional costs of their own raising a special needs child. Steer the ship  towards a  watery future By now it’s no secret that damn levels in the Western Cape are critically low. So low, in fact, that last week’s rain wasn’t even a drop in the bucket, so to speak – yet you still see people watering their lawns furiously. The Western Cape’s current water shortage is just one of the many little weather-related changes we’ve been seeing in recent months. Slowly, our weather patterns are changing. Despite a few warm days recently, it hasn’t been nearly as hot as it usually is this time of year and when last do you remember rain in November? These little changes are all evidence of the fact that the climate is changing. Years of industrialisation are taking their toll and it’s predicted that the next world war will be fought over basic resources. While that may sound slightly extreme, it’s important to remember that we are only feeling the first symptoms of what the next generation will have to make their home in. One just needs to take a glance at the declining number of animal populations and species around the world to get a sense of where we are heading. American environmental journalist Elizabeth Kolbert won a Pulitzer Prize last year for her book: The Sixth Extinction: An Unnatural History. By comparing current situations with mass extinction events, Kolbert argues that we are currently in the midst of a man-made mass extinction. She’s one of many scientific minds who all point in the same direction. The United Nations Climate Change conferences finally implemented the Paris Agreement earlier this month. The historic agreement forces member countries to implement strategies to keep the rise of global temperatures below 1.5 degrees, but is it too little, too late, considering global temperatures are already one degree above pre-industrial levels? While the effects of climate change on the environment are unquestionable, for humans this would mean exposure to natural disasters and, more pressing, food and water supplies. While the chances of turning the ship around now are slim, the best we can do is to work together to keep it in one place instead of veering too far off course. So save water, recycle, and opt for renewable energy: it’s the least we can do to keep the ship afloat. – Louisa Steyl

Stadsrade buit die  motoriste só uit Hendrik is heeltemal reg oor die misbruik van spoedsones op die N2 (“Motoriste met dié sones beroof!”, TB, 23 November). Op daardie pad het jy deesdae ’n navigator nodig. Nie om boetes te ontduik nie, maar om te verseker dat jy nie baie “oortredings” begaan nie. By of naby elke dorp en gehuggie is daar spoedsones. Tussen Plettenbergbaai en George verander die voorgeskrewe spoedsone 39 keer. As daar nie genoeg daarvan is nie, word daar sommer ’n paar “padwerke” bygegooi en siedaar: die rande rol in. Die rede vir hierdie uitbuitery is maklik om te vind. Dit is makliker (en veiliger?) om vreemdelinge te

beboet. Veral as dit oor die pos gedoen word. Niemand is bereid om ’n paar keer honderde kilometers te ry om jou in die hof te gaan verdedig nie. Jy weet mos voor die tyd jou saak gaan ’n paar keer uitgestel word. Betaal dan maar die duisend rand of wat. Stadsrade weet dit en buit die motoriste uit. Die oplossing? Ek weet nie. As ek geweet het, was ek ’n miljoenêr, maar kom ons probeer hierdie een: Om by stadsrade te kla, help niks. Kla by die lede van die regerende partye van daardie provinsie. In ons geval Wes-Kaap. Local pubs should  promote taxi use  To quote Andre Engelke’s letter “Vat dronkryers vas en los spoedboetes”, TB, 16 November ... I live along the busy Durban Road. Late at night and in the early hours of the morning, drunk drivers speed up and down this road. These are drunk drivers leaving the “kuierplekke” opposite Tyger Valley and Hollow Tree in Old Oak Road. This is an old problem and the culprits know there are no traffic officers around after hours. Why don’t these pubs and restaurants promote the use of [take-home] taxis? This is what people do elsewhere in the world. It’s a safe user friendly mode of transport and apparently cheaper than other taxi services. If you know you’re going out for a night on the town, leave your car or motorbike at home and get home in one piece, not endangering the lives of

others. I lie awake at night hearing these people speeding along and wondering when they’ll come crashing through my fence and whether I’ll have to go and pick up the pieces. Please, people, if you have the bucks to go out drinking, surely you can afford [a taxi] home? INGRID  FRITZ Kenridge

Ek weet daar is persone wat in sulke toestande in ’n voertuig klim en bestuur, en dit is skrikwekkend. Maar iemand wat ’n glasie wyn saam met ete gedrink het, sit met ’n probleem. Sonder om self ’n alkoholtoetsstel te hê, en volgens hom nog binne die perke, loop die bestuurder ’n risiko. This is basically  daylight robbery Re. “Proposal to hike vehicle fees”, TB, 23 November. As a South African citizen and always being in full support for inflation escalation costs of materials for road repairs, I feel this licence increase is totally unnecessary and basically daylight robbery – taking into account that over the past five years a service fee of R36 was very cleverly sneaked in without the public’s consent or approval. This amounts to R61.2 million annually! What about the millions of rands that are collected in fines from poor motorists – obtained without an effort from a traffic officer who sits under a tree all day with a camera, puts his pen to paper, hands out the fine and that’s his job done for the day? Where are the days where traffic officers would give motorists a warning for overstepping lawful procedures? This would educate and keep motorists aware of risks and dangers. Just a question: Are the traffic laws based on safety or on how much money the traffic department can obtain from mostly “soft targets”? My understanding of the officers’ function is to avoid possible accidents and road deaths by being visible at high risk areas, for example taxi ranks and robots. One other area where money should have been used is Milton Road in Goodwood. Over the past 40 years all they do is dig holes and patch up burst pipes instead of total replacement, with the result that it is no pleasure to drive on this road with all its drains and patch-up tar, making it uneven and causing damage to our vehicle’s suspension. Depressie, angs neem  toe oor die Kerstyd ESMÉ  ERASMUS

D

aar is ’n tendens dat depressie en angstigheid kwaai toeneem oor die Kerstyd en vakansieseisoen. Dít word veroorsaak omdat mense met depressie nie kans sien vir die feesvieringe rondom hulle nie, sê Helma Gerritsen, koördineerder van die depressie- en angsgroep (noordelike voorstede), wat by die Suid-Afrikaanse angs- en depressiegroep geaffilieer is. Die groep met sowat 140 lede bied maandeliks praatjies oor tersaaklike onderwerpe aan. Gerritsen, ’n maatskaplike werker en psigiatriese verpleegkundige, is ook die stigter van die Elmara-omgeediens in Durbanville. Dié omgeediens ondersteun mense wat nie psigiatriese dienste kan bekostig nie. “Ons help mense en gaan dikwels uit na hul huise om hulle te help met die stressors in hul omgewing,” sê sy.

Donker  gat “Dit voel vir mense met depressie of hulle in ’n donker gat leef. Hulle voel eensaam en verlore en het dikwels nie geld vir behandeling nie. Weens die stigma wat daaraan kleef, is sommige te bang om hulp te gaan soek of met iemand daaroor te praat, of het bloot nie die energie nie,” verduidelik sy. “Die tendens is beslis dat ons baie besig is oor die feestyd. Ek het al selfs mense uit die Paarl gekry wat ons praatjie wil bywoon. “Dit neem ook toe weens die toename in gesinsgeweld in hierdie tyd. Mense raak ook depressief ná egskeidings. Dit lyk vir hulle of al die ander mense pret het, gesins-

tyd deel en die samesyn geniet. Baie selfmoorde en pogings tot selfmoorde vind ook in hierdie tyd plaas,” sê Gerritsen. “Ons verwys mense na sielkundiges of psigiaters, onder meer dr. Juan Schrönen, ’n psigiater wat wêreldbekend is vir sy navorsing oor depressie,” sê sy. Gerritsen vra mense om hulp te gaan soek en nie alleen met hul depressie te worstel nie. “Moenie bang wees om hulp te soek nie – by ’n dominee of die kerk, of enige vertrouenspersoon. Mense met depressie dink nie altyd helder nie en dit help om perspektief te kry deur met iemand oor hul probleme te praat.”

W

e have all seen them around Cape Town. The Metro Police officer, the Law Enforcement officer and the Traffic Services officer. Dressed in their various uniforms and while driving their various types of vehicles, they go around town conducting their various duties. In some cases, this is causing much confusion among the public about who does what, who is responsible for dealing with what issues and who should be taking action. In this week’s edition if Municipal Matters, TygerBurger chats to the City’s Mayco member for safety and security, JP Smith. Smith says the safety and security directorate consists of six main departments, namely: Metro Police, Traffic Services, Law Enforcement, the Public Emergency Communication Centre (PECC) 107, Disaster Risk Management and Fire and Rescue Services. There are also additional entities like the Special Investigations Unit and Internal investigations and the Neighbourhood Watch Support Unit. In the Metro Police department there are 554 operational staff members and Smith says these officers attend to an average of 350 complaints as they mainly act on proactive policing of hotspots and crime threats identified by the South African Police Service (Saps) and communities. The Law Enforcement department has 465 Law Enforcement officers, 186 learner Law Enforcement officers and 279 volunteers. Smith says they handle more than 5 000 complaints each month, but this figure fluctuates. The City also has 379 traffic officers, 18 traffic wardens and 46 traffic inspectors. “Between January and May 2016, 8 557 com-

plaints were received – an average of just over 1 700 a month. In addition, the department receives hundreds of other complaints via email and WhatsApp that will not reflect on the control room statistics.” Smith agrees that the role of each of these officers is often confused. “Some do not know the difference between Saps and the City’s enforcement agencies and often confuse the roles. The Traffic Services Department is committed to improving road safety by providing effective driving licence services and traffic enforcement. They are responsible for enforcing the City’s traffic laws and clamping down on offences such as speeding, driving under the influence of alcohol, and driving recklessly. Q. What is the role of the Ghost Squad? A. The Ghost Squad was established to “create an illusion of an omnipresence”. Due to the shortage of officers in and around the city area, the City is trying to create the impression that at any time a motorist must think that the vehicle next to them or behind them could possibly be a Ghost Squad officer and therefore it would discourage motorists from attempting or executing bad driver behaviour. Its core function is to concentrate on serious moving violations which could lead to fatal crashes or crashes involving serious injuries to the parties involved. . The specialised units were created to provide maximum response and prosecution efficiency in various situations. It is an innovative way to respond to the safety needs of our residents. Crime trends have been identified and the various units created with members specifically trained to deal with specific threats.

Entries open for Cansa relay Teams of 10 to 15 people can already enter now to take part in the Cansa Relay for Life North event on 4 March next year. Relay For Life, an overnight event in which teams spend up to 12 hours walking or running around a track, will be presented at the Bellville Velodrome. The aim is to raise R100 000 in aid of the Cancer Association of South Africa (Cansa), says Leatitia Jordaan, co-ordinator for Relay For Life in the Cape Metro region. “This is the first time in two years that this event, one of six in Cape Town, is presented again in the northern suburbs,” she says. Other similar events will be presented in Athlone, Mitchell’s Plain, Somerset West, the SA Navy in Wingfield and in the Mamre-Atlantis-Pella area, she says. A total of 80 teams can enter the

event at a cost of R650 per team. The closing date for entries is at the end of February 2017, but teams should start their fundraising initiatives so long. “Relay for Life celebrates survivors, funds research and cancer education and inspires the public to become involved Cansa’s advocacy efforts. It also makes important services possible for patients and their families,” continues Jordaan, adding the event will provide communities with the opportunity to join the fight against cancer. “Team members take turns walking or running around a track so that the team has at least one member on the track the entire time of the event. “Money is raised primarily through team commitment fees, team and individual fundraising, as well as Luminaria or Candle of

Hope donations,” she says. Highlights of every relay are the survivorship activities and the “Luminaria Ceremony” or “Candle of Hope Ceremony”, each acknowledging those who have been touched by cancer. Survivors are honoured and celebrated via special activities, including an opening Survivors’ Lap around the track and a heartwarming Luminaria Ceremony. “Luminaria or Candles of Hope are purchased both before and during the relay, placed around the track and lit during a programme,” says Jordaan. “The programme includes inspirational stories and truly highlights the importance of fighting cancer,” she says. ou’d be forgiven for causing an accident when you first spot these two. With their matching sunglasses, Vlekkie and her owner, Johan Fourie, are a familiar sight to Brackenfell and Durbanville residents already. They make an unusual pair, with Vlekkie – who is a dog, by the way – perched on Johan’s shoulder during his almost daily cycle. Johan, who lives in Vredekloof, says he has the best fitness trainer in the world in his furry friend who gets more excited that him when she sees him getting his gear on after work. “She watches me and runs outside to the bicycle.” It all started about five years ago while he was visiting family for a holiday. Johan borrowed his brother’s bike to cycle to the

next town and Vlekkie escaped from the house to follow him. “She goes everywhere I go,” he explains. Not wanting to turn back, he threw her over his shoulder and hoped for the best. “Turns out she loved it.” When he started riding about three years ago, it was only natural that she would join him – with her own gear. Her sunglasses are called Doggles and are specially made to fit her head, keeping dust and insects out of Vlekkie’s eyes. The two now cycle together almost every day, provided the weather isn’t too bad and there’s nothing urgent Johan needs to do. They do about 16km daily during the week and 28km a day over weekends, but their routes always go past parks where Vlekkie can stretch her legs and “check her Facebook”. City sets aside R4m for minstrels About R4 million has been set aside by the City of Cape Town for the various minstrel events this year to procure the necessary services. This follows the death of a member of a minstrel troupe who was shot and killed during an illegal back march last week Sunday (20 November). The City’s Mayco member for tourism, events and economic development, Eddie Andrews, says the allocation is to assist the minstrel groups to avoid such incidents. “We strongly condemn this illegal march and can confirm that no permit was issued for the back march. Further investigations into this matter are underway by the relevant law enforcement agencies,” An-

drews says. He says organisers of back marches place their future event applications in jeopardy as stated in the City’s Events Policy and Bylaw. Andrews says ongoing discussions are scheduled with various minstrel associations to plan for the minstrel events which are synonymous with Cape Town. “I once again call upon all associations to work together and put on a brilliant show that is unique to Cape Town. If anything, do it for the love of this significant cultural event and your families and friends who support you,” he adds. he Pearson Institute of Higher Education in Durbanville recently exhibited the work of its final year students at its campus in Rogers Street, Bellville. The YDPS (Young Designers Portfolio Showcase) exhibition of the graduating BA Graphic Design class is an annual event. “In their final year, the students specialise in either advertising or multimedia. They assemble portfolios aimed at assisting them in securing work in visual communication

industry fields, such as animation, web design, advertising and copywriting,” said Martin Horne, a lecturer in graphic design. “These energetic and talented young people are extremely motivated and keen to contribute to the South African graphic design environment. Orion Atlantis to get a new coat of paint The Rotary Club of Durbanville decided to help the Orion organisation in Atlantis to improve their environment and organised a donation of paint. The paint was donated by Stéan and Stephan Hauptfleisch of Titanium Paint in Brackenfell. “This will help improve the premises where disabled people are housed. Orion provides employment for more than 100 disabled people daily,” said Tony Robson, president of the Rotary Club of Durbanville. “Founded 34 years ago and employing 54 staff, the organisation provides for the educational, training and therapeutic needs of children, youths and adults living with physical, mental and neurological disabilities, enabling them to reach their full potential,” he said. Centre creates parcels  

A

medical centre in Durbanville is collecting toiletries in a campaign to hand out about 100 Christmas parcels to the aged. Residents of two retirement homes, Huis Aristea in Durbanville and Huis Ravenzicht in Kraaifontein, will benefit from the project. The staff of MediLife, including three doctors and their receptionist, are taking part in the project. The hand-out would take place on Thursday 22 December. “We recently opened MediLife Medical Centre in Durbanville and were greatly supported by the community. “We, as a group, would like to show our appreciation and therefore start-

ed this outreach project,” said Dr Dewald Opperman of MediLife. “We have collected a lot of donations thus far, but would like to take this project to the next level and collect as much extra donations as possible,” he said. Donations of toiletries such as toiletry bags, face cloths, soap, toothpaste, toothbrushes, towels, shaving cream and other toiletries can be dropped off at MediLife Medical Centre at Palm Grove, Durbanville.

UWC produces top students

he University of the Western Cape (UWC) did exceptionally well in the 2016 GradStar Awards as law graduates Freddy Kido and Yolanda Bam-Mguye were selected as the top students both at UWC and in the country. The GradStar Awards recognise the top 100 university students across South Africa and connect them with potential employers as well as business mentors who will assist them in getting ready for the workplace. The Top 100 candidates went through a four-phase judging process, which led to employer workshops in September, culminating in selecting students regarded as “Ten of the Finest”. Kido, a second-year law student from Windhoek, Namibia, says the GradStar award was a welcome surprise.

“This award is great and I’m still in shock. It gave me exposure and the opportunity to engage with brilliant students across South Africa,” he says, adding that the prospects of finding a job in such a competitive market are made easier and he has already been called by three top law firms. Bam-Mguye, a second-year law student from Oakglen in Bellville was second, which she feels is an immense honour. “Selection was not only based on our academic performance, but on our involvement in university life as well. They looked at whether we were leaders in our own space and within the university community. uave, tight and thoroughly entertaining, The Kink is all about good music and having

fun. The six members, who hail from Brackenfell, Kuils River, Belhar, Burgundy Estate, Ravensmead and Diep River, are usually kept fairly busy by corporate and private functions, but northern suburbs fans will get a chance to catch them in action when they present their Kinky Disco – complete with glow sticks and mirror balls – at Jamrock Theatre on Saturday 3 December where they’ll be showcasing just how far their repertoire stretches. Previously known as Five Levels Up, an almost complete line-up change led the band to change their name to something that better reflected their new, fresh vibe. The only two members left from the previous line-up are vocalists Meliza Arendse and Linley Meavers. “This band has changed quite a lot,” Linley says. “When I rocked up, everything changed,” drummer Byran Brink says jokingly, but on a serious note he adds: “There was no tightness about what was happening.” Byran roped his old friend Ian Williams in on keys and the two brought their own feel to the band. Soon after, they auditioned for

Besides their corporate and private gigs, The Kink have become regular faces at The Piano Bar and the Bay Harbour Market in Hout

Bay. “These two are legends there,” Ian says pointing to Meliza and Linley. “People actually request songs when they know that we’re playing there,” Khyle adds. The band has also been spending time on their branding and has been working on photoshoots, their image and show reels, with Linley handling their digital marketing. All the members have quite serious professions, from chemical engineering and chartered ac-

countancy, to Craig who’s a librarian. The Kink gives them the chance to live out their musical passions after hours. “Most of the time people don’t even know that we are musicians,” Khyle says, adding that many people he knows in his work capacity are “astounded” when they see him on stage. “But the fun thing about this band are the six people in this room,” he says.

The Kink plays pop songs ranging from contemporary pop to old school classics. “But if we do a song we always add our own funk spin to it,” Khyle says, while Ian points out they are always mindful of their audience and try to refine their set list for their audience. “When we do Bay Harbour for example, we always cater for the outof-towners”. One of the biggest components to their adaptability and winning formula is their vocalists’ abilities to bring a crowd out of their shells. “We love crowd interaction; we thrive on it,” Byran says. Craig explains that their show at Jamrock will include music from the 1970s to now. “It’s about painting a picture of who we are.” Proceeds from the show will go towards replacing equipment that was stolen during a break-in. Racing series to reach a new high  ADRIAN  PHEIFFER

R

acing at Killarney on Saturday is due to become a virtual mechanical variety show and is certain to reach a new high when a round of the stock car summer championship gets under way immediately after the final leg of the Power Series. And having both forms of competition sponsored by Wingfield Motors, it’s another first for the venue. Although there are several new events on the Power Series programme, the highlights are expected to include the V8 Masters events. These American based units are large and powerful. They need space to manoeuvre and are not finding it easily in a category that currently hosts a larger entry than ever before. There is almost nothing to choose between V8 drivers like multiple former champion Marcel Angel, Fabio Tafani, Boland’s Richard Schreuder, British ace Stephen Young and Craig Jarvis. While Tafani was the overall winner of the most recent meeting, this result may well have been different had it not been for an apparent spillage of oil in one of the corners that resulted in chaos, with big V8’s spectacularly spinning off in all directions. Fortunately, there was no serious damage and no-one was injured. Then, while Dayne Angel was in pole position on the Makita Formula Supercar grid that day, overall victory went to Brad Wadeley. However, one of the closest battles is expected to be fought out in the Bold Marine GTi Challenge. Although this title already belongs to the consistent Bryan Morgen in his Class C, 1.8 Golf, the leading Class A

he Western Province Personal Trust Fours Competition was recently played over two weekends with rounds one to four and the quarter-finals being played at various clubs around the Peninsula. The semi-finals and finals were played at the renovated and “A” graded greens of Durbanville Bowling Club. The venue was fitting, as three of the Durbanville men’s bowling teams had advanced to the semi-finals with the other semi-finalist being WPCC Bowls. WPCC Bowls, skipped by Leslie Ryan, were drawn to play against the Durbanville Bowling Club team skipped by Johan Kleynhans and three relatively newcomers, Corné Naude, Richard Craddock and Koos van Vuuren. This was a nail-biting match which had to go to an extra end as the teams were tied after the regulatory 21 ends. Kleynhans’ team prevailed and won the match 2322 and a spot in the finals. Durbanville Bowling Club is going from strength to strength and the club is very proud of their top class facilities, “A” graded greens and spirited and enthusiastic members. The club offers “Action Bowls” every two weeks and encourages members of the public to come and try their hand at lawn bowls in a fun-filled morning and learn more about this wonderful sport. aylah Williams is the last TygerBurger Sport Star of the Month winner and also clinched the overall TygerBurger and Let’s Play Sport Star of the Year title. The fourteen-year-old learner from Fairmont High School is part of the Women’s Golf Western Province Junior Development Programme and has a bright future. Kaylah, who is a member at the Bellville Golf Club, recently won her biggest trophy yet as she stormed to a two-shot victory winning the Gus Ackerman Trophy at the 36th Ackerman Championship held at Clovelly Country Club. “My journey started when I was three, going to the driving range with my dad, Alan. I think I was about five when I took my dad’s irons. I obviously had to grip down and I just started hitting balls. That was when the bug bit and I enjoyed playing the game ever since,” said Kaylah. A rare feat which most professional golfers never even accomplish is hitting an albatross. “It was around May this year; I was playing at Somerset West. The fourth hole is a par 5 playing around 463 m. I hit an awesome drive of about 270 m leaving me with about 190 m in. I felt good about hitting a five-iron, getting it close and putting for eagle. When I got to the green, I didn’t see my ball and looked around the green. A woman playing in front of me said it was in the hole. I ran to the flag to find my ball at the bottom of the cup. To say it was a great feeling is a understatement,” said Kaylah.
