ow does anyone steal from terminally ill children? This is effectively the case as the Iris House Children’s Hospice on the Stikland Hospital grounds was broken into for the fifth time on Sunday morning. “It is so sad that people would even think to steal from a children’s hospice,” said founder and CEO, Sue van der Linde, on Monday. She also told TygerBurger this latest burglary may mean less respite sessions for their patients over the holidays, as repairs will now have to come from the hospice’s Christmas budget.

“The thieves tried to gain access to our container and our main office, but thank goodness our security held fast. They were definitely well organised and had tools as they then hit our new learning centre, literally ripping off the door and security gate using a crowbar,” she said. “The room has sensors – thank goodness – so the alarm went off. The thief or thieves only stole our 42-inch TV, a donated item which we use for carer training, before they beat a hasty retreat over our wall.” Sue added the hospice has already spent close to R200 000 on safety and security upgrades and repairs after previous break-ins at the centre since their doors in Stikland opened in January last year. “Despite all our efforts, criminals still see us as a soft target. We will once again evaluate our security and add more sensors, breakers and lighting to our security set-up. “All the money spent on the repairs to the learning centre door and security gate, plus the purchase of the new security equipment, will have to come out of our Christmas budget,” said Sue. “This is money that was meant to be spent on care sessions at the hospice and in the community . . . over Christmas, which means we will have to reduce the amount of hospice and community sessions we can run this December. Unfortunately this time of the year our bank account is very lean and of course we did not budget for this. Our insurance should cover the TV, but again there is an excess to pay.” She said they may even consider not claiming to try to avoid an increase in their insurance premiums. “We do need the TV though, and quickly . . . as we have a new carer training session already booked for 20 people in the learning centre on 9 and 10 December.” Sue said they were very “saddened by the burglary”, but would “push forward”. “Our families and children depend on our respite care, in particular over the festive season. We will do everything in our power to still give as many respite care sessions as possible to our families over the period.” The hospice’s services are free for all patients and their families and they depend

Viljoen het die trein op die Paarl-stasie geneem, waar ’n vriendelike man ’n praatjie met hom aangeknoop het. “Ek was in ’n vieslike bui, dus het ek nie juis teruggepraat nie. Ek weet nie wat ek aan hom gedoen het nie, maar die volgende oomblik het hy my voor die bors gegryp en toe was dit nag.” Viljoen het glo probeer terugbaklei, maar het teruggestaan toe nog twee boewe hom van agter gryp en een ’n mes uithaal. Hy is op die vloer vasgepen en geskop dat hy kreun van die pyn. “Ek was niks in hul oë nie. Net ’n hond op die straat, want dis soos ek gevoel het. Niemand het gehelp nie. Almal het gestaan en kyk en toe weggehol.” Viljoen wil nou weet waar Metrorail se sekerheidswagte was wat veronderstel is om pendelaars veilig te hou. “Ek het nog altyd ’n treinkaartjie gekoop en al hul reëls gehoorsaam.” Die rowers het sy tas gevat met klere, selfoon, beursie, ID-kaart, huissleutels en medikasie, en alles wat in sy sak was. “Die een het weer teruggedraai en my ring van my vinger ook afgehaal. Kraemer los brief vir  gesin op skiettoneel SALETTE  CLOETE @salettecloete

Brief is op die toneel gelos waar Robert Kraemer (60) van Welgemoed, Bellville, homself die afgelope naweek doodgeskiet het. Kraemer het eers sy sakevennoot, Stéphan Buys, in sy (Kraemer se) motorhuis geskiet, en toe homself, berig Die Burger. Kraemer se lyk is op sy huis se balkon gekry, het die Bellville-polisie Maandag aan TygerBurger bevestig. Hy het sy eie vuurwapen gebruik om sy vriend te vermoor en toe selfmoord gepleeg. Daar is bespiegelinge dat Kraemer dit vooraf beplan het en desperaat genoeg was ná ’n mislukte saketransaksie, hoewel die polisie nie hierdie inligting wou bevestig nie. Kraemer se vrou, Anita, was glo weg vir die naweek na Pretoria vir ’n konsert, en het op die gru-toneel afgekom. Sy het blykbaar eers Buys se lyk in die motorhuis met ’n skietwond in die bors gevind, waarna sy haar man se lyk gekry het, aldus Die Burger. ’n Vriend wat die Kraemers intiem ken, het aan TygerBurger gesê dat hy ’n baie vriendelike mens was en dat dit voorgekom het of Kraemer geen kwelling in die wêreld het nie. Ao. Henriëtta van Niekerk, ’n woordvoerder van die Bellville-polisie, het bevestig dat albei mans met ’n geregistreerde rewolwer geskiet is. Van Niekerk het bevestig Kraemer se lyk is op die balkon gekry, asook dat hy ’n brief aan sy familie agtergelaat het. Sy het egter gesê dat die inhoud van dié brief tans nog as streng vertroulik hanteer word totdat die polisieondersoek voltooi is.

L

ocal crimefighters have raised their concerns about a proposal to move Mayco member for safety and Security, JP Smith, from his portfolio. News that Smith may be moved to a “lower post” has sent tongues wagging in recent months as many have accused mayor Patricia de Lille of not taking into consideration the implications for communities that have formed close bonds with Smith in his work to uplift local neighbourhood watches in the fight against crime. In a statement made by De Lille in August, she raises the Organisation Development and Transformation Plan (ODTP) which she says is a legislative requirement when considering the requirements of local government legislation and regulations, specifically the Municipal Structures Act and the Municipal Systems Act. For several months now, rumours have swirled that as part of the ODTP, there would be a merging of portfolios which would lead to the safety and security and social development portfolios being managed by one Mayco member. According to DA insiders, this also means that Smith will be replaced. This has resulted in strong public opinions including the creation of petitions and Facebook pages by the public advocating on his behalf.

‘Always  available’ Hennie Koekemoer, chairman of the Bellville CPF, said all the current structures that were put in place by Smith, “will fall down”. He tells TygerBurger “he cannot for the life of him” think of anyone more committed to their job than Smith. “He is always available and you can go directly to him because he is always at the centre point of things.” Koekemoer said it will be impossible for

the City to find anyone who will care so much about security and safety, or to find a suitable replacement. “This will be a massive step back for the City and this portfolio. [I] cannot believe they are actually considering it.” According to him, this portfolio is a highly specialised one, and Smith already has all the experience. He adds Smith “will probably make a success of any portfolio or department, but he is best suited in security and safety”. Koekemoer says Cape Town has some of the highest crime rates, and calls it an “irresponsible move” to remove Smith. Koekemoer himself admits to having taken part in a petition to keep Smith in his position and makes no secret of it. He however does not want to alude to who may or may not be the new appointee, but reiterated that Smith is the perfect candidate. Stephan Fourie from the Boston Neighourhood Watch says he cannot comment on the issue. He was, however, willing to admit that he believes the move to be “an inside political game” that not everyone is happy with. “It’s unfortunate that politics has to interfere with this,” Fourie says.

Allegations TygerBurger has investigated allegations with several inside sources confirming that De Lille has personal problems with Smith and is using the ODTP and the merging of portfolios to oust him. According to various DA insiders it all started over a disagreement in a caucus meeting and insiders claim Smith being “too vocal got him into trouble”. In addition they claim there is a ploy by the mayor to place former ID friends and politicians in powerful positions and the “axing of Smith was linked to this”.

In an email, she wrote: “Firstly, every single person you make reference to is a DA member, including the Mayor. The ID no longer exists and so there are no ID members. Secondly, when there is a reshuffle, we will communicate it accordingly. The mayor has mentioned the reshuffle according to the transformation plan, as early as August during her council speech. When it happens you will know. Just because you have decided to write a gossipy story, doesn’t mean you get to demand information before it gets announced. Thirdly, we feel that the response below does answer all your questions. So should you ‘merely state she refuses to answer’, we will be taking it up with your editor and the Ombudsman”. Asked to comment, Smith says the ODTP “as a whole” has many objectives for the entire city but had garnered strong opinions. He declined to comment on the allegations against the mayor. Hy is verlede Saterdagaand aangeval deur ’n vermeende karwag terwyl hy en sy gesin ’n entjie gaan stap het. Volgens Stander het hulle op die karwag afgekom in die Northumberlandarea by ’n huis in Proteastraat in Bosbel. Stander sê hy het later eers uitgevind die wag word gesoek deur die polisie vir verskeie mesaanval-klagte. “Ek het hom mooi gevra om pad te gee, omdat ek hom nie herken het nie. Dis toe ek besef wie dit is en ek hom sê ek gaan die polisie bel, dat hy my aangeval het.”

Daar was ’n bakleiery tussen Stander en die aanvaller, waartydens Stander in die arm en rug gesteek is. “Hy het eintlik vir my nek gemik,” vertel Stander. Hy kon gelukkig die situasie onder beheer kry met die hulp van sy vrou, en die karwag is burgerlik in hegtenis geneem. Stander vertel ander inwoners het ook kom help en die Boston-buurtwag se skofhoof en patrollie het gereageer en só is die voorval by die polisie aangemeld. Verder het die sigbare polisiëringseenheid ook gereageer. Die karwag is deur die polisie in hegtenis geneem en aangekla van aanranding. Hy bly in aanhouding. Stander is kort ná die voorval na ’n hospitaal geneem vir behandeling en is weer veilig tuis.

Polisie se traagheid  laat dief wegkom SALETTE  CLOETE @salettecloete

Vinnige reaksie van die polisie sou ál die verskil in die wêreld gemaak het, meen ’n familielid van Oakdale wie se kar helder oordag gesteel is. Die De Lange-egpaar van Oakdale is vies vir die Bellville-polisie nadat daar glad nie gereageer is op ’n klag van motordiefstal nie. Hul dogter, Debbie van den Berg, se motor is verlede Sondagmiddag reg voor hul huis gesteel. Van den Berg het vir die middag by haar ouers gekuier. “My seun het bestuur en ek preek altyd oor die belangrikheid daarvan om deure te sluit. Maar dis nou maar een van daai dinge,” sê Van den Berg. Blykbaar was die agterdeur nie gesluit nie, sê sy, “maar dis ook een die moeilikste deure om oop te maak”. George de Lange, haar pa, sê hy het dadelik die polisie gebel, wat nie opgedaag het nie. “Hulle was glo te min, of daar was nie ’n bakkie nie. Dis so ’n swak verskoning.” De Lange, wat sekerheidskameras by sy huis het, sê daar kan duidelik gesien word hoe ’n man die kar steel. Hy sê eers het ’n bakkie verbygery, toe teruggekom met drie insittendes, van wie een uitgeklim het. “Dié man het om die kar gestap, die agterste deur oopgemaak, toe die voorste deur oopgesluit, ingeklim en weggery.” De Lange sê die inklim en wegry was amper een aksie. TygerBurger verneem hulle het toe sit en wag vir die polisie, wat nooit opgedaag het nie. Ná vier ure het De Lange en sy skoonseun self gery om die voorval aan te meld. “Die beampte agter die toonbank het baie min belanggestel. Net gesê ons moet die papiere van die kar en toestemming van die eienaar hê om die klag in te dien.”

Díe reaksie het De Lange baie vies gemaak, want as die kar as gesteel aangemeld is, sou die kans groter wees om dit te vind. Van den Berg sê sy wil net haar kar terughê. “Dis vir my in my skoonma se boedel gelaat. Ons het dit nou onlangs in die Vrystaat gaan haal.” Sy sê sy het ook baie geld bestee om die rooi Nissan Sentra weer padwaardig te kry. Brig. Andre van Dyk van die Bellville-polisie het vroeër aan TygerBurger gesê die klaer is baie welkom om ’n formele klag in te dien om moontlike wangedrag van lede te ondersoek. “Wanneer ’n klaer ’n voertuig as gesteel kom aanmeld, moet die klaer ’n bewys kan lewer van eienaarskap van die voertuig,” het hy gesê. Van Dyk sê in dié geval was die voertuig nog nie op die (nuwe) eienaar se naam geregistreer nie, dus sou ’n bewys soos ’n koopkontrak of ander bewyse voorgelê moes word. “Die rede hiervoor is voor die hand liggend – as die verkeerde voertuigbesonderhede gesirkuleer word, kan dit lei tot onregmatige arrestasies en siviele eise teen die polisie.” Volgens hom kan bewyse soos CCTV-opnames opgevolg word deur die ondersoekbeamptes. De Lange sê hy hét egter opgevolg en wou met Van Dyk self praat, maar dié was met verlof. Kol. William Smith het vir De Lange gesê dat die optrede onaanvaarbaar was en dat hy ’n saak kan maak teen die betrokke beampte. Smith het aan TygerBurger gesê as ’n rooftog of diefstal besig is om te gebeur, kan die papierwerk later afgehandel word. In so ’n geval moet die klaer egter bewys van eiendom kan lewer. Die klag is wel by Durbanville-polisiekantoor aangemeld, waar Van den Berg dadelik gehelp is, sê sy.

Met swendelaars wat weer die ronde doen en die vals indruk skep dat hul vir die Stad Kaapstad werk, sal so ’n “Afrikaans-gestremde” kennisgewing nie veel doen om vertroue in te boesem nie. Die kennisgewing word in inwoners se posbusse geplaas wanneer stadsbeamptes hul elektriese meters wil toets, maar nie toegang tot persele kan kry nie. Om sake te vererger is die Stad se embleem wat op die briefhoof verskyn, plat en

uitgerek. “Die kanse is goed dat swendelaars se briewe meer professioneel lyk as die ware Jakob,” bespiegel een inwoner. Ernest Sonnenberg, burgemeesterslid vir nutsdienste, het dadelik gereageer op TygerBurger se navrae: “Die Stad het inderdaad ’n taaldienseenheid wat spelling en taalgebruik nagaan. Ongelukkig het hierdie spesifieke dokument deur die proses geglip. Ons is baie jammer hieroor.” Hy voeg by dat die Stad trots is op hul professionaliteit en verstaan dat sulke soort briewe die inwoners met twyfel en ongeloof mag vul. “Ons het die brief dadelik onttrek en die hersiende weergawe is nou klaar goedgekeur. Maatstawwe is nou geïmplimenteer om so iets in die toekoms te vermy.” Sonnenberg het ook gesê dat die Stad se embleem van nou af reg gedruk sal word. Depressie neem kwaai toe oor die Kerstyd ESMÉ  ERASMUS

aar is ’n tendens dat depressie en angstigheid kwaai toeneem oor die Kerstyd en vakansie. Dít word veroorsaak omdat mense met depressie nie kans sien vir die feesvieringe rondom hulle nie, sê Helma Gerritsen, koördineerder van die depressie- en angsgroep (noordelike voorstede), wat by die Suid-Afrikaanse angs- en depressiegroep geaffilieer is. Die groep met sowat 140 lede bied maandeliks praatjies oor tersaaklike onderwerpe aan. Gerritsen, ’n maatskaplike werker en psigiatriese verpleegkundige, is ook die stigter van die Elmara-omgeediens in Durbanville. Dié omgeediens ondersteun mense wat

nie psigiatriese dienste kan bekostig nie. “Ons help mense en gaan dikwels uit na hul huise om hulle te help met die stressors in hul omgewing. “Dit voel vir mense met depressie of hulle in ’n donker gat leef. Hulle voel eensaam en verlore en het dikwels nie geld vir behandeling nie. Weens die stigma wat daaraan kleef, is sommige te bang om hulp te gaan soek of met iemand daaroor te praat, of het bloot nie die energie nie,” verduidelik sy. “Die tendens is beslis dat ons baie besig is oor die feestyd. Ek het al selfs mense uit die Paarl gekry wat ons praatjie wil bywoon. “Dit neem ook toe weens die toename in gesinsgeweld in hierdie tyd. Mense raak ook depressief na egskeidings. Dit lyk vir hulle of al die ander mense pret het, gesinstyd deel

en die samesyn geniet. Baie selfmoorde en pogings tot selfmoorde vind ook in hierdie tyd plaas,” sê Gerritsen. “Ons verwys mense na sielkundiges of psigiaters, onder meer dr. Juan Schrönen, ’n psigiater wat wêreldbekend is vir sy navorsing oor depressie.” Gerritsen vra mense om hulp te gaan soek en nie alleen met hul depressie te worstel nie. “Moenie bang wees om hulp te soek nie – by ’n dominee of die kerk, of enige vertrouenspersoon. Mense met depressie dink nie altyd helder nie en dit help om perspektief te kry deur met iemand oor hul probleme te praat.” Die depressie- en angsgroep (noordelike voorstede) se laaste byeenkoms vir die jaar is op Maandag 5 Desember vanaf 19:15 by die Vredekloof-kliniek op die hoek van Wessel

Lourensstraat en Koorsboomsingel. Dit is slegs vir lyers en hul familielede om vertroulikheid te verseker. Die spreker, die bekende kliniese sielkundige dr. Steer the ship  towards a  watery future By now it’s no secret that damn levels in the Western Cape are critically low. So low, in fact, that last week’s rain wasn’t even a drop in the bucket, so to speak – yet you still see people watering their lawns furiously. The Western Cape’s current water shortage is just one of the many little weather-related changes we’ve been seeing in recent months. Slowly, our weather patterns are changing. Despite a few warm days recently, it hasn’t been nearly as hot as it usually is this time of year and when last do you remember rain in November? These little changes are all evidence of the fact that the climate is changing. Years of industrialisation are taking their toll and it’s predicted that the next world war will be fought over basic resources. While that may sound slightly extreme, it’s important to remember that we are only feeling the first symptoms of what the next generation will have to make their home in. One just needs to take a glance at the declining number of animal populations and species around the world to get a sense of where we are heading. American environmental journalist Elizabeth Kolbert won a Pulitzer Prize last year for her book: The Sixth Extinction: An Unnatural History. By comparing current situations with mass extinction events, Kolbert argues that we are currently in the midst of a man-made mass extinction. She’s one of many scientific minds who all point in the same direction. The United Nations Climate Change conferences finally implemented the Paris Agreement earlier this month. The historic agreement forces member countries to implement strategies to keep the rise of global temperatures below 1.5 degrees, but is it too little, too late, considering global temperatures are already one degree above pre-industrial levels? While the effects of climate change on the environment are unquestionable, for humans this would mean exposure to natural disasters and, more pressing, food and water supplies. While the chances of turning the ship around now are slim, the best we can do is to work together to keep it in one place instead of veering too far off course. So save water, recycle, and opt for renewable energy: it’s the least we can do to keep the ship afloat. – Louisa Steyl

Inwoners nie  hier die boewe “Impak van skool is oordrewe”, TB, 23 November, verwys. Ek is ’n inwoner van Totiusstraat en was lid van die groep wat De Beer, ’n gewese NG-leraar van Welgemoed, in Februarie met sy planne gekonfronteer het. De Beer het voorheen ’n speelskool in Andragstraat, Welgemoed, sonder toestemming bedryf. Dit was nie geregistreer nie – al beweer hy so. Raadslid Andrea Crous kan dit bevestig. De Beer het aanvanklik die inwoners van Totiusstraat met allerhande vals stories bedrieg oor die getal kinders en dat hy reeds toestemming het. Hy is tydens ’n vergadering daarmee gekonfronteer en het steeds voortgegaan om die skool te open. Hy het ook onder meer beweer die Stad moedig speelskole aan. Die inwoners is ontevrede dat hy toegelaat word om die skool sonder toestemming te bedryf. Hy het eers in Junie of Julie – dit kan deur die Stad bevestig word – sy aansoek ingedien. Hoekom word hy toegelaat, al het hy reeds einde Maart kennis gekry om die skool te sluit? Daaropvolgende hofverskynings is deur hom geïgnoreer. Die Stad laat hom toe om die skool te bedryf? Waarom? Die beriggewing in die TygerBurger van verlede week oor ontstelde ouers is nie waaroor dit gaan nie. Ouers wat bereid is om hul kinders by ’n ongeregistreerde speelskool af te laai, is ’n ander saak. Dit gaan oor die bure en inwoners van Totius- en Bataviastraat wat nie ’n speelskool wil hê nie. Ons, en die meeste mense, selfs ouers van die kinders in speelskole, wil om ooglopende redes nie langs speelskole bly nie. Totiusstraat se

Daycare merely a  convenience Re. “Impak van skool is oordrewe”, TB, 23 November. One notes that those who are in favour of this unregistered “pop-up” school are those with a vested interest in having a morning daycare conveniently available. These residents are reminiscent of the brigade in my area, who support a dog grooming parlour, while not living in my affected street. It is an unhappy truth that it is equally easy to dump both a child and a dog, when caring for both of the latter can rob us of free time. Such parents have no right to express a view that other thinking adults ought to share a global vision of the joys of noisy children. I do not like

other people’s children. I especially do not wish to hear or see them. And I am not alone in this. They are their parents’ responsibility, not mine. This school (or should one correctly call it a crèche?) is a private, income-generating enterprise and as such is a foothold for further urban creep. Residents who wish to have the convenience of crèches and the soon-to-arrive other urban creepers such as electricians, car servicers, welders and hairdressers – to name a few – should rather move to areas with a likeminded attitude to other residents’ privacy and property investment value. Local pubs should  promote taxi use  To quote Andre Engelke’s letter “Vat dronkryers vas en los spoedboetes”, TB, 16 November ... I live along the busy Durban Road. Late at night and in the early hours of the morning, drunk drivers speed up and down this road. These are drunk drivers leaving the “kuierplekke” opposite Tyger Valley and Hollow Tree in Old Oak Road. This is an old problem and the culprits know there are no traffic officers around after hours. Why don’t these pubs and restaurants promote the use of [take-home] taxis? This is what people do elsewhere in the world. It’s a safe user friendly mode of transport and apparently cheaper than other taxi services. If you know you’re going out for a night on the town, leave your car or motorbike at home and get home in one piece, not endangering the lives of others. I lie awake at night hearing these people speeding along and wondering when they’ll come crashing through

my fence and whether I’ll have to go and pick up the pieces. Please, people, if you have the bucks to go out drinking, surely you can afford [a taxi] home? INGRID  FRITZ Kenridge

Proposed hike in  licence fees illogical Re. “Proposal to hike vehicle fees”, TB, 23 November. And just when we thought the DA had done a good job in stalling the income-generating national government’s tolling of the Western Cape’s roads, up they come with their own version. Perhaps they think we have a short memory. A few years ago, we were subjected to a “temporary”, one-year doubling of motor vehicle licence fees as a “catch up”. The rest of the country paid almost half of what we were being charged. People were forced to go to other provinces to register their vehicles and pay licences there. Did they keep their word? Not on your Nellie! The exorbitant fees were left in place until the rest of the country caught up with us. Now, after years of increased fees and provincial government reaping the rewards, yet another hike is proposed. It’s bad enough the DA wants extra rates from us poor mortals every four years instead of ... the legislated five. Mine recently went up by 28%. My late father always used to say: “Governments cause inflation”. How true that is! What’s with interminable and illogically justified petrol increases, payment for a plastic driver’s licence every five years (a UK one lasts 30 years), and now a local licence fee hike? Prokureursfirma word met R52 744 beboet ’n

Prokureursfirma van Bellville is met meer as R52 000 beboet omdat sy kantore in twee huise ingerig is sonder die nodige grondgebruiktoestemming van die stadsraad. Die huise word nie bewoon nie. Leonore van der Walt, stadsraadslid vir wyk 2, sê die prokureurskantoor is op twee enkelresidensiële erwe in Kempenville. Volgens haar is die boete vir die ongemagtigde gebruik op een erf R32 857,50 en die boete vir die tweede erf is R19 886,50 – in totaal R52 744. Die prokureurskantoor is sedert 1986 op díe residensiële erwe. Die beplanningstribunaal het op sy verga-

dering op Dinsdag 15 November kennis geneem dat die ongemagtigde gebruik sedert 2011 plaasgevind het en dat geen geloofwaardige argumente vir versagtende omstandighede voor die tribunaal gedien het nie, sê Van der Walt. “Hoewel die firma deurentyd kommersiële eiendomsbelasting betaal het en daar in die verlede die nodige grondgebruiktoestemming vir die kantore op die enkelresidensiële erwe was, het dit in 2011 verval.” Ingevolge Artikel 129(8) van die Munisipale Beplanningsordonnansie (2015) moet die tribunaal kennis neem of die eienaar geweet het dat ’n oortreding gepleeg is. Van der Walt sê die prokureursfirma was

wel bewus daarvan, volgens dokumente wat voor die tribunaal gedien het. “Die tribunaal het nie die prokureursfirma se mededeling aanvaar dat hy deurlopend in kontak met die Stad was oor watter grondgebruikaansoek nodig was om die ongemagtigde gebruik reg te stel nie. “Volgens die dokumente het die prokureursfirma sedertdien aansoek gedoen om die erwe te hersoneer. “Geen besware teen dié aansoeke is tydens ’n openbare deelnemingsproses ontvang nie. Indien die hersoneringsaansoeke goedgekeur word, sal dit as algemene sake 4 soneer word. “Dit maak voorsiening vir kantoor- en re-

sidensiële gebruike.” Die beplanningsordonnansie maak voorsiening dat ’n boete eers betaal moet word wanneer ’n ongemagtigde gebruik op ’n erf plaasvind voordat ’n grondgebruiksaansoek oorweeg kan word. Die prokureursfirma sal dus eers die R52 744 moet betaal voordat die hersoneringsaansoek geprosesseer kan word, sê sy. Die tribunaal het nie ’n aanbeveling van die beplanningsamptenare dat die prokureursfirma met R10 548,80 beboet word, aanvaar nie. Sakekruip in woongebiede is ’n algemene klagte onder inwoners, het Van der Walt gesê.

New app can help save water When the City of Cape Town indefinitely implemented level 3 water restrictions on 1 November, households may have nasty surprises if they are caught wasting water this summer. Fortunately, a mobile app has been developed specifically to help Cape Town residents monitor their water usage. The “My Water” app allows a user to create an account, before prompting the user to input invoice detail and latest water meter reading. With this info, the app can display the total water consumption in Rands, as well as an easy-to-read graph showing the user in which of the six tariff bands he or she falls. A complete list of the different bands and tariffs is available on the City of Cape Town’s website. The app will help users take control of their water usage and avoid any nasty surprises when they receive their bills. By just taking regular meter readings, people can become aware of their own water con-

sumption habits, and learn where and how to save water. It is easy to overuse water without realising it, especially in cases where the City uses estimates on invoices when real readings are unavailable. These estimates can lead to home owners receiving hefty fines once the actual water usage is determined and billed for. My Water has been developed by Lightstack, a boutique development house focusing on user facing mobile apps and web solutions. Theo Robbertze, founder of Lightstack and a Boston resident, says having a big garden and pool he has learnt his lesson in the past. “I needed something to manage my own water consumption and thought that this app may be useful to others too.” The app currently only caters for Cape Town residents, but more cities will be added soon. Blanket drive expanded with record lable For the past few years the Twitter Blanket Drive has been running as a big charity campaign to collect blankets via Twitter at various drop-off points. These are then handed to different NGOs at the end of the campaign. André Roux, founder of record label ChannelDMusicSA, will be doing things differently this year. “Our aim is primarily to provide in the area of job creation and youth development. With the record label on board, we are planning a series of events across South Africa, hosted by the record label throughout a

‘precampaign’ and the main campaign.” Many of the events will be held in collaboration with the Protea Hotel by Marriott Cape Town Durbanville, which will also play venue host. Roux adds the hotel has been confirmed as their main drop-off point. Roux says volunteers will be greatly appreciated and are much needed. Exploring creative  co­working spaces  SALETTE  CLOETE @salettecloete

T

he Greater Tygerberg Partnership (GTP) is planning to establish a coworking space in the Bellville area and has commissioned a project to research the viability and interest from the people living and or working in the northern suburbs. Lyle van der Merwe, a project manager for development support at the GTP says the idea of co-working space relates to the way people in the creative industry approach office space and working. He says due to their constrained budgets, they often work in inexpensive, run-down and dilapidated places. “What was found is that creatives often work together, still as different individuals or freelancers in one open-plan space, which created the co-working space.” Van der Merwe says if one had to go back in the history of the co-working space, it is influenced by the boutique hotel concept that focuses on hospitality and creating a community or a collaborative environment for start-ups, entrepreneurs and freelancers to work in. According to him, it is supposed to create an attractive environment that draws investment from all types of businesses and sectors to the area and in turn facilitates urban renewal or regeneration.

Successful  concept The GTP has taken on this research for a co-working space in the north to find out if there is a possibility or appetite within the community, the various businesses around and local entrepreneurs for such a space and exactly how this can be rolled out. The concept of co-working has been massively successful in the City Centre and in areas such as Woodstock and Sea Point, he explains. “We realise that we should not attempt to compete with the existing, but the research is to understand whether the northern suburbs of Cape Town can have its own kind of space.” If the research proves positive, says Van der Merwe, they would ideally like to see this implemented within the next six months, but not later than May 2017. What they as the GTP will require is partners to come forward for collaboration and implementation.

“Again, we rely on the research to indicate who that can be and how that will take place.” The GTP depends on partnerships to deliver on projects and this is due to various reasons.

Taking  ownership With regards to regeneration and the focus thereof, it is their mandate to facilitate investment for the regeneration and development of the Voortrekker Road Corridor. “It must be noted that this is not only financial or monetary investment, but investment that will seek to address the social issues prevalent in the area as well. In the bigger scheme of things a good, clean, safe and well-functioning urban area is massively important.” He says looking at Bellville and Parow, and the rest of the Voortrekker Road Corridor (VRC) and how much is going for the area, one understands the importance of regeneration and more so that there is not a “best solution” for the area. “Also, when you list the assets of the corridor, it includes several higher learning institutions (universities, technicons and colleges), public transport facilities, a high concentration of employment and a relatively low level of traffic congestion compared to the rest of the Metro,” says Van der Merwe. “The above all contribute to the rationale for this project, which seeks to create a destination within the Voortrekker Road Corridor that can be the working environment of professionals, freelancers, students and other businesses within the area which is easy to get to and is an encouraging and collaborative working environment.” The GTP also sees this as a physical space that they as an organisation can take ownership of and run projects and programmes from. In short, says Van der Merwe, the only best solution is that the communities, businesses and other stakeholders in the area take ownership of the corridor and see the value in it. The research phase of the project has however drawn to a close and the survey cannot be completed anymore, but if anyone has any queries about this project they are welcome to contact the GTP. Pieter Hugo, adjunk-direkteur by die Wes-Kaapse regering: kulturele sake en sport, het staaltjies uit sy boekewêreld met hulle gedeel. Hy is ’n bekende in die Kaapse

biblioteekkringe en skryf gereeld vir “Tussen die lyne” in die Kaapse Bibliotekaris. Almal het daarna eetgoed en tee geniet. Hulle was dankbaar vir die ondersteuning wat hulle van die seniors ontvang het en hoop daar sal nog baie meer sulke suksesvolle geleenthede wees waar hulle die seniors kan koester, volgens die biblioteek.

ie Living Network-krisissentrum het op Vrydag 4 November sy jaarvergadering by The Winery-restaurant by die Universiteit Stellenbosch-bestuurskool, gehou. Monique Strydom was die gasspreker met die tema “Kies die lewe”. Kollegas van die netwerk en ondersteuners het dit bygewoon. Monique en haar man is in April 2000 ontvoer toe hulle met vakansie in Maleisië was. Hulle is vir vier maande aangehou en het elke dag in vrees gelewe. Net hul geloof het hulle elke dag gedra. Sy het dikwels gewonder waarom haar lewe gespaar is. ’n Ruk ná haar terugkeer het sy betrokke geraak by

die beskerming van mishandelde kinders. Deur met kenners te praat, het sy besef dat daar baie min hulp is in SuidAfrika vir kinders wat sake van mishandeling aanmeld. Strydom was by ’n geldinsamelingsgeleentheid in KwaZulu-Natal waar sy opgetree het. Die eienaar van die gastehuis waar sy tuisgegaan het, het haar ’n kaartjie in die hand gedruk met die woorde op dat Monique ’n gebedsvegter is en dat die eienaar vir haar ’n boodskap ontvang het. Op die vliegtuig kon sy die kaartjie lees. Daar het gestaan dat sy geroep is om baie te help wat in dieselfde omstandighede is as wat sy was. Sy het nie begryp wat dit beteken nie

totdat ’n lig vir haar aangegaan het – kinders wat in hul eie huise mishandel en verkrag word, is ook gyselaars van hul ouers en omstandighede. Tuis het André Neethling, hoof van die Gautengse polisie se beskermingseenheid, haar gebel en gevra of sy dit sal oorweeg om die polisie met mishandelde kinders te help. Dit was vir haar ’n bevestiging dat dit haar taak is. Só het Matla A Bana, A Voice Against Child Abuse, ontstaan, sê Strydom. Haar boek, Vrygekoop, waarin sy die hele verhaal van hul ontvoering vertel, het in 2015 verskyn. Die opbrengs van die boek is ten bate van Matla A Bana.

Decade­old bonsais impress young and old ANDRÉ  BAKKES @andrebakkes

O

ver two thousand years ago one Chinese person might have said to his friend: “Imagine breeding an elephant that can fit in your pocket!” His friend might have rolled his eyes before replying: “What nonsense! You might as well grow a shrub-sized tree!” The exact details behind the bonsai, or “pun-sai” as the Chinese called it, is steeped in mystery. The reaction of someone seeing a bonsai for the first time, however, has endured over the ages. An Emperor of the Zhou dynasty probably gasped the same way an eight-year-old girl gasped when she saw a bonsai tree for the first time at Cape Garden Centre on Sunday. One visitor to the show is only two years old, which is many times younger than the oldest bonsai on show. Even his dad is younger than the tree!

One  of  the  youngest  visitors,  Joshua  Bakkes  (2)  from  Durbanville,  marvels  at  one  of  the  oldest  bonsai  trees  at  the  event  –  Freddie  Bisschoff’s  35­year­old  wild  olive.

The Tygerberg Bonsai Club hosted their annual Bonsai Show to much fanfare. There were between 80 and 100 trees on show of various species, styles and sizes – some officially “older than 35 years”, but could in fact be older than 50. These are, of course, mere seedlings compared to the oldest bonsais in the world, which are more than 1 000 years old! During the event there were bonsai related items for sale (like trees, soil, gravel, pots and wire), as well as workshops where members of the club helped visitors with their own bonsais. Entries open early for Cansa relay event  T

eams of 10 to 15 people can already enter now to take part in the Cansa Relay for Life North event on 4 March next year. Relay For Life, an overnight event in which teams spend up to 12 hours walking or running around a track, will be presented at the Bellville Velodrome. The aim is to raise R100 000 in aid of the Cancer Association of South Africa (Cansa), says Leatitia Jordaan, co-ordinator for Relay For Life in the Cape Metro region. “This is the first time in two years that this event, one of six in Cape Town, is presented again in the northern suburbs,” she

says. Other similar events will be presented in Athlone, Mitchell’s Plain, Somerset West, the SA Navy in Wingfield and in the Mamre-Atlantis-Pella area, she says. A total of 80 teams can enter the event at a cost of R650 per team. The closing date for entries is at the end of February 2017, but teams should start their fundraising initiatives so long. “Relay for Life celebrates survivors, funds research and cancer education and inspires the public to become involved Cansa’s advocacy efforts. It also makes important services possible for patients and

their families,” continues Jordaan. The event will provide communities with the opportunity to join the fight against cancer. “Team members take turns walking or running around a track so that the team has at least one member on the track the entire time of the event. “Money is raised primarily through team commitment fees, team and individual fundraising, as well as Luminaria or Candle of Hope donations,” she says. Highlights of every relay are the survivorship activities and the “Luminaria Ceremony” or “Candle of Hope Ceremony”,

Vlekkie ‘cycles’ along LOUISA  STEYL  @lousteyl 

Y

ou’d be forgiven for causing an accident when you first spot these two. With their matching sunglasses, Vlekkie and her owner, Johan Fourie, are a familiar sight to Brackenfell and Durbanville residents already. They make an unusual pair, with Vlekkie – who is a dog, by the way – perched on Johan’s shoulder during his almost daily cycle. Johan, who lives in Vredekloof, says he has the best fitness trainer in the world in his furry friend who gets more excited that him when she sees him getting his gear on after work. “She watches me and runs outside to the bicycle.” It all started about five years ago while he was visiting family for a holiday. Johan borrowed his brother’s bike to cycle to the next town and Vlekkie escaped from the house to follow him. “She goes everywhere I go,” he explains. Not wanting to turn back, he threw her over his shoulder and hoped for the best. “Turns out she loved it.” When he started regularly riding about three years ago, it was only natural that she would join him – with her own gear. Her sunglasses are called Doggles and are specially made to fit her head, keeping dust and insects out of Vlekkie’s eyes. The two now cycle together almost every day, provided the weather isn’t too bad and there’s nothing urgent Johan needs to do. They do about 16km daily during the

he University of the Western Cape (UWC) did exceptionally well in the 2016 GradStar Awards as law graduates Freddy Kido and Yolanda Bam-Mguye were selected as the top students both at UWC and in the country. The GradStar Awards recognise the top 100 university students across South Africa and connect them with potential employers as well as business mentors who will assist them in getting ready for the workplace. The Top 100 candidates went through a four-phase judging process, which led to employer workshops in September, culminating in selecting students regarded as “Ten of the Finest”. Kido, a second-year law student from Windhoek, Namibia, says the GradStar award was a welcome surprise.

“This award is great and I’m still in shock. It gave me exposure and the opportunity to engage with brilliant students across South Africa,” he says, adding that the prospects of finding a job in such a competitive market are made easier and he has already been called by three top law firms. Bam-Mguye, a second-year law student from Oakglen in Bellville was second, which she feels is an immense honour. “Selection was not only based on our academic performance, but on our involvement in university life as well. They looked at whether we were leaders in our own space and within the university community. there are 554 operational staff members and Smith says these officers attend to an average of 350 complaints as they mainly act on proactive policing of hotspots and crime threats identified by the South African Police Service (Saps) and communities. Lost IDs, licences found

S

tolen goods ranging from identity books and bank cards are frequently found during the Voortrekker Road Improvement District’s (VRCID) daily safety and security operations. Derek Bock, spokesperson for the VRCID, says they even found garden equipment and sometimes road signs which are traded as scrap metal. Bock says they treat all such items as presumed stolen if the person who has them in their possession cannot give a reasonable answer as to where he or she acquired these. According to him any City items are returned to the specific depot.

All  the  stolen  goods  are  either given  back  to  owners  or  returned  to  the  authorities.

“Shopping trolleys are also considered stolen as no-one is allowed to have it in their possession unless specifically used for shopping purposes. Such trolleys are returned to the supermarkets they belong to.” Bock says this also relates to the black refuse bins or wheelie bins. These belong to the City and cannot be used to transport personal belongings. The VRCID will return all the stolen driver’s licences and identity documents to the respective authorities. He says bank cards will be destroyed as the owners of such cards usually cancel them when lost or stolen.

uave, tight and thoroughly entertaining, The Kink is all about good music and having

fun. The six members, who hail from Brackenfell, Kuils River, Belhar, Burgundy Estate, Ravensmead and Diep River, are usually kept fairly busy by corporate and private functions, but northern suburbs fans will get a chance to catch them in action when they present their Kinky Disco – complete with glow sticks and mirror balls – at Jamrock Theatre on Saturday 3 December where they’ll be showcasing just how far their repertoire stretches. Previously known as Five Levels Up, an almost complete line-up change led the band to change their name to something that better reflected their new, fresh vibe. The only two members left from the previous line-up are vocalists Meliza Arendse and Linley Meavers. “This band has changed quite a lot,” Linley says. “When I rocked up, everything changed,” drummer Byran Brink says jokingly, but on a serious note he adds: “There was no tightness about what was happening.” Byran roped his old friend Ian Williams in on keys and the two brought their own feel to the band. Soon after, they auditioned for

Bay. “These two are legends there,” Ian says pointing to Meliza and Linley. “People actually request songs when they know that we’re playing there,” Khyle adds. The band has also been spending time on their branding and has been working on photoshoots, their image and show reels, with Linley handling their digital marketing. All the members have quite serious professions, from chemical engineering and chartered ac-

countancy, to Craig who’s a librarian. The Kink gives them the chance to live out their musical passions after hours. “Most of the time people don’t even know that we are musicians,” Khyle says, adding that many people he knows in his work capacity are “astounded” when they see him on stage. “But the fun thing about this band are the six people in this room,” he says.

The Kink plays pop songs ranging from contemporary pop to old school classics. “But if we do a song we always add our own funk spin to it,” Khyle says, while Ian points out they are always mindful of their audience and try to refine their set list for their audience. “When we do Bay Harbour for example, we always cater for the outof-towners”. One of the biggest components to their adaptability and winning formula is their vocalists’ abilities to bring a crowd out of their shells. “We love crowd interaction; we thrive on it,” Byran says. Craig explains that their show at Jamrock will include music from the 1970s to now. “It’s about painting a picture of who we are.” Proceeds from the show will go towards replacing equipment that was stolen during a break-in. After their Kinky Disco, The Kink will carry on refining their sound, and once the “wedding season” calms down, they’re hoping to spend some time working on originals For now, music fans can catch them at the Bay Harbour Market for a free show on Friday from 18:30 before their Kinky Disco at Jamrock Theatre on Saturday where tickets cost R20. Be aware of suspicious people or vehicles while on your way to or from the bank. Be aware of suspicious people in the banking queue that break out of the queue and keep falling in at the rear. Do not advertise that you are going to the bank. Vary your routine in terms of routes and banking days.

Protect  your  PIN Do not use guessable PIN numbers such as your birth date, and change it often. Memorise your PIN and never write it down or share it with anyone. Don’t let anyone stand too close to you in order to keep both your PIN and card safe. Shield the keypad when entering your PIN – at the ATM or when paying in-store – to ensure that no-one can see it. Your PIN is your personal key to secure banking and it is crucial to keep it that way. Credit  cards During this busy season credit card fraud will increase. Sign your card as soon as you receive it and never let your card out of your sight when paying for goods or services. Ensure that you get your own card back after every purchase by checking your signature. Never write down your PIN or disclose it to anyone. Review your account statements as soon as you receive them. Report lost or stolen cards immediately. Parking Physically ensure that your car is locked before leaving it. Criminals use remote jamming devices to interfere with your vehicle’s remote control so that it cannot lock the doors. Report suspicious behaviour – this can lower the risk of incidents. If you observe suspicious activity or people, report it to the shopping centre security or police immediately. Be alert when you leave a shopping centre. Common  sense Common sense is always the best defence. Have your car keys in hand before you get to your car. Let your family and friends know of your shopping plans and when you will be returning home. Beware of strangers approaching you for any reason. Any time of the year, con artists may try various methods to distract you. Keep all shopping parcels and other valuables out of sight - use the boot. Be aware of occupied vehicles parked near your house because the occupants might be staking out the area. Don’t approach your empty vehicle if a suspicious looking person is hanging around in the vicinity. When leaving a shopping centre or any other public place, be alert and check to see that you are not being followed. The YDPS (Young Designers Portfolio Showcase) exhibition of the graduating BA Graphic Design class is an annual event. “In their final year, the students specialise in either advertising or multimedia. They assemble portfolios aimed at assisting them in securing work in visual communication

industry fields, such as animation, web design, advertising and copywriting,” said Martin Horne, a lecturer in graphic design. “These energetic and talented young people are extremely motivated and keen to contribute to the South African graphic design environment. acing at Killarney on Saturday is due to become a virtual mechanical variety show and is certain to reach a new high when a round of the stock car summer championship gets under way immediately after the final leg of the Power Series. And having both forms of competition sponsored by Wingfield Motors, it’s another first for the venue. Although there are several new events on the Power Series programme, the highlights are expected to include the V8 Masters events. These American based units are large and powerful. They need space to manoeuvre and are not finding it easily in a category that currently hosts a larger entry than ever before. There is almost nothing to choose between V8 drivers like multiple former champion Marcel Angel, Fabio Tafani, Boland’s Richard Schreuder, British ace Stephen Young and Craig Jarvis. While Tafani was the overall winner of the most recent meeting, this result may well have been different had it not been for an apparent spillage of oil in one of the corners that resulted in chaos, with big V8’s spectacularly spinning off in all directions. Fortunately, there was no serious damage and no-one was injured. Then, while Dayne Angel was in pole position on the Makita Formula Supercar grid that day, overall victory went to Brad Wadeley. However, one of the closest battles is expected to be fought out in the Bold Marine GTi Challenge. Although this title already belongs to the consistent Bryan Morgen in his Class C, 1.8 Golf, the leading Class A

Durbanville team named champs T

he Western Province Personal Trust Fours Competition was recently played over two weekends with rounds one to four and the quarter-finals being played at various clubs around the Peninsula. The semi-finals and finals were played at the renovated and “A” graded greens of Durbanville Bowling Club. The venue was fitting, as three of the Durbanville men’s bowling teams had advanced to the semi-finals with the other semi-finalist being WPCC Bowls. WPCC Bowls, skipped by Leslie Ryan, were drawn to play against the Durbanville Bowling Club team skipped by Johan Kleynhans and three relatively newcomers, Corné Naude, Richard Craddock and Koos van Vuuren. This was a nail-biting match which had to go to an extra end as the teams were tied after the regulatory 21 ends. Kleynhans’ team prevailed and won the match 2322 and a spot in the finals. Some outstanding play by the “back rank” of Bruwer and Lang ensured victory of 26-15 for Bruwer’s team and the trophy as the winners of the 2016 Western Province Personal Trust Men’s Fours Championship. Durbanville Bowling Club is going from strength to strength and the club is very proud of their top class facilities, “A” graded greens and spirited and enthusiastic members. The club offers “Action Bowls” every two weeks and encourages members of the public to come and try their hand at lawn bowls in a fun-filled morning and learn more about this wonderful sport. aylah Williams is the last TygerBurger Sport Star of the Month winner and also clinched the overall TygerBurger and Let’s Play Sport Star of the Year title. The 14-year-old learner from Fairmont High School is part of the Women’s Golf Western Province Junior Development Programme and has a bright future. Kaylah, who is a member at the Bellville Golf Club, recently won her biggest trophy yet as she stormed to a two-shot victory winning the Gus Ackerman Trophy at the 36th Ackerman Championship held at Clovelly Country Club. “My journey started when I was three, going to the driving range with my dad, Alan. I think I was about five when I took my dad’s irons. I obviously had to grip down and I just started hitting balls. That was when the bug bit and I enjoyed playing the game ever since,” said Kaylah. A rare feat which most professional golfers never even accomplish is hitting an albatross. “It was around May this year; I was playing at Somerset West. The fourth hole is a par 5 playing around 463 m. I hit an awesome drive of about 270 m leaving me with about 190 m in. I felt good about hitting a five-iron, getting it close and putting for eagle. When I got to the green, I didn’t see my ball and looked around the green. A woman playing in front of me said it was in the hole. I ran to the flag to find my ball at the

bottom of the cup. To say it was a great feeling is a understatement,” said Kaylah. When it comes to idols, Swedish superstar Henrik Stenson is the one she draws inspiration from. “No-one hits a three-wood like Henrik and the way he changed his attitude over the years – before he would throw his clubs when you see him hitting a bad shot. Now you won’t know it. His composure is something I admire, even when it gets tough. I always ask myself – what would Henrik do?” “I was shocked when I was announced the winner of the TygerBurger Sport Star of the

Month competition. I mean, this is TygerBurger; it is huge! And to be selected the overall winner is humbling. I have no words. I just want to say thanks.” Looking to the future, it is Kaylah’s dream to play professional golf but first go to play college golf in America if the opportunity presents itself. Kaylah wins a pair of sunglasses of her choice from Bosman, McNulty and Du Toit Optometrists, Hennie Bosman from the Welgemoed Kyokushin-kan dojo gives her R1 000 and Let’s Play gives her a goodie bag worth R2 000.
