Dumping problem continues to irk MAGRIET THERON

The wellbeing of cart horses is the number one priority of the Cart Horse Protection Association.

Illegal dumping of garden refuse and rubble by cart horse drivers remains a problem. A recent meeting between the Cart Horse Protection Association, council members and Law Enforcement has established that the way forward to the dumping problem is firstly to carefully monitor the allocation of permits to horse and cart operators. Secondly, it was agreed that those operators who dump rubble should be fined and possibly face losing their permits to operate. Thirdly the public is encouraged to report any illegal dumping by cart horse owners. The removal of residents of District 6 in the 1960s has brought a major change in the livelihood of horse and cart traders, who used to be primarily fish, fruit and vegetable vendors.

Since living on the flats, these vendors had to travel much further to markets and as the years went by their businesses changed

from vending to transport of garden refuse and collection of scrap metal. Instead of these loads being recycled,

many end up being dumped next to the road. Since 1995 much has been done to monitor and control the horse and cart business. In 2010 a licensing system was introduced and today no trade with a horse and cart is permitted without a licence and a permit. “My observations are that dumping has worsened of late because of residents making use of horse and carts to dispose of their unwanted household items and rubble, and because many cart operators are simply throwing rubbish onto open spaces and roadsides,” city councillor James Vos said. He said residents should refrain from this practice because their rubbish will inevitably land up on parks and open spaces and, as a result, ratepayers’ money is wasted by municipal teams having to clean up illegally dumped rubbish. Die Golden Oldies-klub is in Augustus gestig en ’n paar raadslede is vasbeslote om ’n verskil te maak in dié gebied. “Ons as raadslede het die noodsaaklikheid gesien om só ’n klub in Uitsig te vestig,” vertel Jackie Visser, proporsionele raadslid vir wyk 22. “Die ouer mense is in baie gevalle baie verwaarloos en voel onbelangrik. “Ons het leiers in die gemeenskap genader om aan die stuur van die klub te wees. “Hulle is Brenda Matthews en Pearl Williams. Hulle word ondersteun met ’n span.” Sy vertel verder dat die klub tans op die registrasie-sertifikaat as ’n nie-winsgewende organisasie (NGO) wag. “Ons hoop om op hierdie wyse die betrokkenheid en geldelike steun van organisasies en ondernemings te bekom. “Die klub is nou vir drie maande aan die gang en die mense trek groot voordeel daaruit. “Ons kan reeds die verskil in hierdie mense se lewens waarneem.” Verlede week het hulle bietjie bymekaar gekom om die stigting van die klub te vier. “Vandag se funksie was uiters suksesvol,” vertel Visser. “Almal het ’n heerlike Kersete, sowel as ’n geskenk, ontvang.” Sy het ook verduidelik dat die doelwit van die klub is om ’n diens te lewer aan al die bejaarde inwoners van Uitsig met verskillende aktiwiteite, inligtingsessies, gesondheidsorg, sport en ontwikkeling, asook om vaardigheidsontwikkeling te doen. “Die aktiwiteite behels handwerk, naaldwerk, verfwerk, danssessies en uitstappies. “Volgende jaar beplan ons toneel-, musiek- en sportfunksies. “Ons wil ons ouer mense net weer hul menswaardigheid gee – hulle is immers die steunpilare van die gemeenskap. “In die nuwe jaar gaan ons vyf naaimasjiene ontvang om vaardigheidsontwikkeling te bevorder. “Ons poog ook om in samewerking met ander organisasies, soos sport en ontwikkeling van die Stad Kaapstad, te help met die sosiale ontwikkeling en die bevordering van ouer persone in hierdie gemeenskap,” het sy gesê.
