Lane changes and closures are a common site in Table View these days. Desperate to find a solution for the traffic congestion problem in the area, a local ward councillor has proposed a road change of her own. Heather Brenner, councillor for Ward 107 and chairperson of the Blaauwberg Subcouncil, submitted a notice of motion during last week’s subcouncil meeting. The motion is a proposal to change the lanes across the Paarden Island bridge to benefit traffic flow during morning rush hour. “A history of inadequate road planning along with massive development has resulted in the traffic congestion experienced in the Blaauwberg region,” Brenner said in her motivation. She added that while the anticipated Sandown Link to the N7 and the new MyCiTi public transport system are moves to address the traffic problem it will still not be adequate given the expansion and development of the area. “It will be another two years before the Sandown Link is functional – even if construction commenced immediately ... ” she said. She added that the road construction work currently under way to expand the Integrated Rapid Transport (IRT) system along Blaauwberg Road and soon on Potsdam Road will only worsen the traffic situation, and lead to more frustration for commuters. “My proposal of making two southbound lanes at the Marine Drive/R27 (Paarden Island) bottleneck bridge over and onto the N1 is not new, but I believe it must be considered now as an interim move towards relief for our motorists,”

The aim of the race was to illustrate how taking the MyCiTi bus or cycling to the CBD from Table View is less frustrating than driving a car in peak traffic. The proposal involves the closure of the Paarden Island bridge to N1 southbound traffic wanting to access the Marine Drive/R27. “But these could be directed to the next (Woodstock) left off-ramp where minor engineering works would facilitate their right (west) turn over the N1, back onto the N1 where they could take the left

(northbound) off-ramp onto the R27.” Brenner reiterated that this proposal would involve minimal engineering and also provide a cost-effective and immediate solution to the problem. “It could be considered either as a morning peak hour implementation or as a full-time re-routing,” she suggested. Brenner said she was aware of plans for major road changes in the

Subcouncil manager Peter Deacon confirmed that the motion and a descriptive schematic were indeed delivered to Melissa Whitehead, executive director of transport, roads and stormwater department yesterday. “It will be up to her to compile a report on the feasibility of such a project,” Deacon said – this could take up to three months.

Wall, paving company ‘a scam’ ANDRÉ BAKKES

A Table View resident is furious after a bogus company allegedly scammed her out of R3 400 after agreeing to build a pre-cast wall for her. Eloise Venter opened a case at Table View police after discovering that the business she contracted, a certain “Optima Walls and Pavers”, doesn’t even exist. She also claims the officer that

helped her open the case knows the suspect has been involved in similar scams in the past. Venter elaborates on her ordeal: “I wanted a pre-cast wall in front of my property so I started looking at all the companies advertising in the paper, on the internet and on Gumtree. I received various quotations from large to smaller companies. I spotted an ad from Optima Walls and Pavers (which had an impressive write-up) and decided to get a quotation from them.”

This Table View/Milnerton company responded very quickly to her enquiries and soon she paid R3 400 deposit. Unfortunately nothing ever materialised after that. The owner kept giving excuses, but according to Venter these were all just lies. “Next I went to the business address as listed on the invoice I received, only to find that another company occupies that address and they have never heard of these guys. I did an extensive search on

the Companies and Intellectual Property Commission website to trace the company registration number, only to find the company registered under that number is actually a financial service in Johannesburg!” Venter goes on to warn everybody to always check the address of small businesses – even if it means going to the premises. She concludes: “Always check the company registration number and insist on references. Do not just

accept a cell number and email address as contact details! Insist on a landline as well.” Table View Police spokesperson, Lieutenant Elizabeth Munro confirms that a fraud case was laid by the complainant and that a 55-yearold man is the suspect. “We cannot give his name, because he hasn’t been arrested yet. The investigating officer, Det Const Desmond November, asks that anyone with information should contact him on 078 179 0495.”

Taxi driver was in violation of several laws A taxi driver was arrested last week Monday when traffic officials discovered he was drunk, did not have a valid driver’s licence and also not a permit to transport passengers. The suspect also assaulted the officers before attempting to flee. While the traffic officers were on general patrol along Koeberg Road (between Plattekloof and Blaauwberg roads), they noticed a Toyota Quantum minibus taxi with a full load of passengers was closely fol-

lowing the path cut through peak traffic by a fire and rescue services truck in response mode. The officers immediately stopped the minibus taxi and interviewed the driver. Apart from not being able to produce a driver’s licence and a relevant permit, officers also detected the smell of liquor on his breath, which prompted them to conduct a breathalyser test. The suspect would, however, not co-operate and was told he would be ar-

rested. The suspect apparently became aggressive, fighting off the two officers by shoving one to the ground and grabbing the other by his shirt while threatening him. He then fled on foot towards the Killarney Race Track and continually tried to hail other minibus taxis in an attempt to escape. He managed to get into one, but the officers were able to stop the getaway minibus taxi a few hundred

metres down the road where the suspect was found lying on the back seat. After struggling to remove him from the vehicle and apparently having to endure constant verbal abuse, officers managed to restrain the suspect. He was taken to the shadow centre where another breathalyser test registered 0,45mg of alcohol per 1 000ml of breath. The 26-year-old suspect, who later

produced a Code 03 learner’s licence, was detained at the Milnerton Police Station on charges of driving under the influence of alcohol, resisting arrest, assault, and transporting persons for reward without the necessary permits. Spokesperson for Cape Town traffic services, Chief Inspector Merle Lourens concludes: “They didn’t let up on doing what they needed to do to get the drunk driver off the road for the public’s safety.”

Vos sê die inligting wat gedurende die projek ingesamel is, het geweldige waarde ingehou sover dit omgewingsmonitering en navorsing betref. Die departement het derhalwe besluit om die inisiatief te verleng. Hy het beklemtoon dat inligting streng vir omgewingsmoniterings- en navorsingsdoeleindes is en die publiek vrywillig deelneem. “Dit is nie ’n inkomste- of rekeningoefening nie en eienaars of okkupeerders sal nie vir hul boorgat- of sandputwatergebruik, óf die eienaarskap daarvan aangeslaan word nie,” het hy gesê. City warns of major traffic disruptions The traffic situation in Table View is set to worsen this coming week with a lane closure at the busy Blaauwberg Road and Raats/ Pentz Drive intersections. The City of Cape Town has warned motorists of the planned closure of one traffic lane next to the MyCiTi bus station on Blaauwberg Road, from Saturday 25 February to Friday 2 March. The lane will be closed for eight days and the closure is expected to cause considerable traffic disruption in the area. The city strongly advises residents in the area to, if at all possible, make alternative arrangements regarding their routes and travel times during these road closures, as traffic congestion is expected to be particu-

larly bad during early morning and afternoon peak travel times. The closure of the lane as well as the timing of the closure is unavoidable, as engineers need to divert the underground Chevron effluent line which currently still runs under the Table View MyCiTi station on Blaauwberg Road. Chevron has given the city a limited window of opportunity for this work to be completed. Last Saturday one west-bound lane on Blaauwberg Road immediately adjacent to the MyCiTi station, including some 50m before the intersection with Raatz Drive, was closed, along with one right turn lane on Raatz Drive.

These closures will stay in effect until Friday 2 March. During this week, engineers will work in conjunction with Chevron on diverting the underground pipes as planned and ensuring that all safety requirements are met. Work will continue throughout the day and night. Additional traffic and law enforcement teams will be deployed in the area to assist with the management of traffic. Road users are advised to make alternative arrangements, or to allow for extra travel time in this area. The movement of MyCiTi buses docking at this station will be unaffected, although delays are expected. The city deeply regrets the disruption caused by the planned closure.

“Oink! Oink!” usually means, “Look at the camera and smile,” but the pig flatly ignored this request by TygerBurger. Ziggy’s Vietnamese twang sounds more like a “Oeeeee! *snork*snork* Oeeeee!”, which probably means, “What is this underneath the sand? More sand!” While this newspaper talked to Ziggy’s owner, Brian Thackwray, the “adorable” pig could not get enough of Milnerton beach’s sand. Thackwray has been bringing Ziggy to the beach virtually every day for the last two years, but for his incorrigible pet every day is a new adventure. “I’m usually in a bit of a hurry, because I must go to work, but today he is really enjoying himself,” he laughs. When asked how he knows that

Ziggy is enjoying it particularly that day, he responded, “He’s not attacking me!” Ziggy is apparently quite a violent “little” pig, and could easily get fascinated with blood trickling from an exposed ankle. In fact, most of the times Thackwray is hiding in gumboots. Every now and again an unsuspecting dog strolls past Ziggy, but just one “Oeeee!” will send the canine scrambling. The braver dogs might find Ziggy interesting, but according to Thackwray there would be no contest if one of these dogs has a liking for pork. In response to whether he recommends people to purchase a Ziggy of their own, Thackwray answers: “He’s pig-headed! I wouldn’t advise anyone to get themselves one.” Ziggy loves walking back home exactly the way he came by following his own footsteps in the sand. “His smell and hearing is better than a dog’s and he’s much cleaner too,” concludes Thackwray.

New fire station for Melkbos LEON STEENKAMP

Melkbosstrand will soon be boasting a brand new upgraded fire station. The Melkbosstrand Fire Brigade currently operates from a building located on the corner of Beach Road and 1st Avenue and will move to a site next to the Birkenhead Shopping Centre. The move is part of the plan to relocate the Melkbosstrand Central Business District (CBD) away from the beachfront. Clearing of the construction site which will also be where the new MyCiTi bus station will be located is already under way. The larger fire station will occupy some 550m² of building area. “Although a bigger facility, the staff complement and vehicles will remain the same,” said Ian Schnetler, chief fire officer of the city’s Fire and Rescue Service. “The new station will have a three-bay engine room to house three emergency vehicles and will have a 10-bedroom sleeping quarters.” Schnetler said the station will serve the areas of Melkbosstrand, Duinefontein, Blouberg, Parklands, West Beach, Sunningdale, as well as the Koeberg nuclear power station as part of the power plant’s emergency plan. The fire station also covers the surrounding informal settlements and any other area as required by the fire and rescue service. Given the notoriety of the R27 and the road accidents that hap-

pen there the station will also have a rescue vehicle to cover incidents on this road, as well as the Otto du Plessis Drive and the N7. The new fire station is planned to be in operation in October this year. The use of the old fire station building which was previously a crayfish processing factory, is still under discussion Fby city officials, Schnetler said. The city’s property management department were hesitant to give specifications regarding the rest of the development around the Birkenhead Shopping Centre, including a retirement village, as plans are still in draft with planning still under way. My CiTi plans City of Cape Town’s media manager, Kylie Hatton said construction on the MyCiTi bus station in Melkbosstrand will commence when the widening of Otto du Plessis Drive is completed. “Due to many unknown services this construction is behind programme and will only be completed by the end of the year,” she said. The feeder routes will be completed in October this year and be operational at the beginning of 2013. City urban edge changing An application to extend the urban edge of the City of Cape Town to incorporate proposed sustainable development along the N7 served before the Blaauwberg Subcouncil recently.

NSRI volunteers needed:

The National Sea Rescue Institute (NSRI) in Melk­ bosstrand is currently looking for volunteers who would like to join the organisation. Volunteers must be 16 years or older and should be medically fit to go to sea on a rescue boat and must be able to make a commitment to the cause. The NSRI provides all the required training and skills needed for this very rewarding activity. All course and training takes place after normal working hours and on weekends. Prospective applicants must live within close proximity to the rescue base in Melkbosstrand or have reliable transport. Those who think they have what it takes can give the station commander, Rhine Barnes, a call on 082 990 5958 to arrange for an interview. According to their website WesCape is a large scale city development set to be implemented over 20 years. It is a project by communiTgrow which is a joint venture between property developers Bellandia and Pact Developers, architect firm ARG Design and Ariya Projects, a company that offers a broad spectrum of built environment-related services. CommuniTgrow hopes to address the need for housing, employment, health and economic nourishment in a sustainable manner to previously disadvantaged families with this project. Wescape will initially provide over 200 000 homes, to households of different economic levels and densities to create “a community of integrated neighbourhoods”. Housing will range from houses subsidised for families who earn below R3 500 per month through to affordable free-standing homes for families earning above the R15 000 per month level. These will include three-bedroom single residential homes, two-bedroom semi-detached starter homes, two-bedroom three-storey walkups and two-bedroom six-floor apartment buildings.

The 3 100 hectares of land earmarked for this development is situated in the so-called Atlantis corridor and located directly north of the existing urban edge of Cape Town, directly to the west of the N7, east of the existing Atlantis railway line and south of the Dassenberg smallholdings. The idea is that the WesCape development which will constitute about one third of the Western Growth Corridor will help to link the Central Business District (CBD) with Atlantis integrating them spatially and economically into the greater economy. It is envisioned that WesCape residents will have access to the city by means of the existing railway line which runs the length of the corridor and could be upgraded to a commuter line as well as the MyCiTi bus service. CommuniTgrow hopes a buy-in from the city will initiate the bulk services and other infrastructure necessary to unlock the land in the remainder of the corridor which is only one of two directions in which the city can expand. The WesCape will incorporate a variety of system strategies with regards to energy and water, waste disposal, food, buildings and landscaping with the focus being on sustainability, local food production and recycling. It is the hope that WesCape could help to dedensify areas like Khayelitsha and Nyanga. For more information on the WesCape development visit http://wescapelife.co.za.

in Melkbos. “The safety of our children is also of extreme importance to us and for that reason we work hand in hand with SAPS to visit schools and speak to the children about initiatives like the Smart Kids project.” The organisation also liaises closely with the local ward councillor Marissa Jansen van Vuuren, the City of Cape Town and the provincial government. “Apart from all the projects that the NHW is involved with, we make our voice heard on all issues affecting Melkbosstrand and our input and advice is regularly sought and requested. We do not hesitate to address neglect and the effect of development proposals on the safety of residents,” Vermeulen explained. Bekommerde ouers het na die betrokke skool gehaas en aangedring dat die kind, wat glo in ’n slang en selfs ’n vlieg kan verander, geskors word. Die skoolhoof, wat glo ook ’n sangoma is (volgens hoorsê, natuurlik), het hard probeer om die ouers te kalmeer en gesê hulle moenie alles glo wat hul kinders sê nie. Sy pleidooi het op dowe ore geval. Hoekom? Want die ouers is goedgelowig. Hulle het dit immers in die koerant gelees! Dan moet dit mos waar wees! Die beriggewing is niks anders as onverantwoordelike joernalistiek nie. Sensasionele stories soos dié mag dalk lei tot beter verkope, maar dit is onverskoonbaar. ’n Koerant is daar om sy lesers in te lig en op te voed. Snert soos dié gaan verseker nie help om lesers op te voed nie. Niemand het gesien hoe die kind in ’n slang verander nie. En nie een van die verslaggewers het self met die kind gepraat nie. Het enigiemand aan die arme kind gedink toe hulle die groot klok om die storie gehang het? Die pen is regtig magtiger as die swaard. Net jammer dié wat die pen as wapen gebruik, misbruik dit so maklik.

We must bike safer A few weeks ago there was a photo of two girls on a scooter on the N1, and today, 22 February, the photo of “Dad’s sleeping beauty” has left me shattered. I find this photo irresponsible. As a mature person, who recently got my learner’s licence for a motorbike, and learning through an academy, I have realised this is a huge learning curve. I got my driver’s licence in the 60s. I grew up in a motor family with both cars and bikes, but rules have changed. Every year we have road safety campaigns, but they tell us nothing. I did not know where a motorbike should be on the road, why they ride faster than the traffic, and move up through lanes at traffic lights, etc.

Our drivers are aggressive. Few people indicate where they are turning, especially at circles. Mothers on the school run at 14:00 are on hand-held cellphones (with blue tooth in the car not used) or texting, keep me off the road at that time. Women by tradition are supposed to be safer divers! Do you have that confirmation from your fellow motorists using the road with you as well? My friend, as a fellow biker with a fouryear-old son who also begs to ride with his dad sometimes, we don’t choose when acci-

dents happen or not. When it does happen, then the biker usually comes second. We can determine our “safe” style of riding, but we cannot control motorists who drive recklessly around us. Regarding the noise pollution mentioned recently in TygerBurger, I wish to bring the following to the attention of my fellow citizens. Noise nuisance in the form of loud music, noisy animals, rowdy vehicles, etc. is prohibited in terms of paragraph 5 of the Provincial Gazette 5309, dated 20 November 1998. Law enforcement can be phoned on 021 596 1999 to lay a complaint. I have done so on numerous occasions in the past. Thanks for your grace I am writing a letter of thanks to all the motorists and motorbike riders who showed me the greatest grace and mercy ever imagined. On Sunday when I was on my way to Stellenbosch I mistakenly took the wrong lane of oncoming cars at the most serious crossing of all. I turned off to Paarl in the lane of three lanes of oncoming cars. I have no excuse as to my wrongdoing and deserved anger from all the people at that point there. I want to take the opportunity to thank all the motorists and motorcyclists for their fantastic patience they showed to get me out of my dilemma. There was not one person who shouted or hooted at me, although I was totally wrong and deserved your wrath. All I want to say is thank you so much for showing that there are still people with a sincere desire to help in time of need. I pray that I will show others the same lesson you have taught me. City calls for input on tall buildings The City of Cape Town is calling on the public to comment on its draft Tall Buildings Policy, which will provide guidance during the early phases of the design and planning process for tall buildings in Cape Town. The City CBD is currently the only area within the city that has a defined height limit of 60m, while other areas throughout the city are mainly defined by general zoning regulations which are often outdated. “The Tall Buildings Policy seeks to promote responsible and sustain-

able growth, make positive contributions to place-making, and enhance the overall cityscape by ensuring the development of wellintegrated tall buildings in appropriate locations,” said the City’s mayoral committee member for economic, environmental and spatial planning, Belinda Walker. Tall buildings can be defined as buildings that: . Would be significantly higher than their neighbours; . Would need a height departure under the zoning regulations; . Will have a significant impact on the skyline;

Daar waar mense neergetrek word deur moedeloosheid, honger gaan slaap en wonder waar hulle volgende maaltyd vandaan sal kom, daar word Merelien Badenhorst se naam onder mekaar gefluister. Waar mense se siele uitroep vir verandering en dit vir hulle voel of die las van die lewe ondraaglik word, daar word Merelien Badenhorst se naam weer eens gehoor. Die barmhartigheid van Merelien (42) ken geen perke nie. Elke Woensdagaand vir die afgelope vier jaar gee sy kos vir tot 150 dakloses. Deesdae is daar tot ’n pastoor wat die siel voed met die Woord van die Here. “Hulle is eerlike mense,” sê Merelien sonder om twee keer te dink. Sy regverdig die stelling deur tientalle name te noem en hul stories te vertel as voorbeelde. “Mense kyk hulle skeef aan, maar ek respekteer hulle. High tech cameras see fire early ANDRÉ BAKKES

The City of Cape Town’s Fire and Rescue Services re-introduced fire and smoke detection cameras at the Goodwood Fire and Rescue Command and Control Centre recently and provided a demonstration of the high-tech equipment last week Thursday. According to mayoral committee member for safety and security, JP Smith, the detection system was cancelled three years ago due to various national regulations. “It threw new spanners into the works and strangled us with regula-

tions, because of over-regulation. Whilst that may be necessary, it is also highly restrictive, especially once you start dealing with privatepublic partnerships,” he explains. The detection programme was, and is now again, run by external private donations. “We had to take the motion to council and this whole process can make private donors think twice about donating to government.” However, three years down the line and the majority of the Cape Town district is finally being monitored again. Smith continues: “The camera system forms an integral part of fire

and rescue services’ commitment to respond to fires as quickly as possible. We constantly explore ways in which technology can make us more efficient.” The camera system is designed to detect and plot the location of fire and smoke within a radius of five kilometres from the camera’s location. The information is then transmitted to the command and control centre in Goodwood, where the location is plotted on a map and the necessary vehicles dispatched to the incident. The system increases efficiency and speed and also serves the pur-

pose of having a record on file of what happened. An added feature will assist dispatched emergency personnel to establish the quickest route to the location by the use of satellite imagery. This early warning detection system can also in many occasions result in the fire brigade being dispatched before a call has even been lodged. Smith emphasises, however, that they still rely on the community to phone them in case of an emergency. Presently there are six cameras, which cost about R250 000 each.

They are located at the military base in Khayelitsha, Cape Town International Airport, Tygerberg Hills, Papegaaiberg, the V&A Waterfront and Muizenberg. It is planned to expand the system with five more cameras, which will be placed at Helderberg, Contermanskloof, Bottelary (to cover Kraaifontein and surrounds), King’s Blockhouse and Hout Bay. For these to be installed, Smith says he would have to raise between R1,2 and R1,5 million. He is quite confident that he will be able to do this and foresees most, if not all, of these cameras to be installed in the next few months.

Die komitee sal kyk na die nuwe voorgestelde name, sowel as ’n reeks voorstelle van vorige jare. “In 2007 het die Stad ’n reeks van 31 voorstelle ontvang, waarvan vier intussen geïmplementeer is. Ons nooi die publiek uit om kommentaar te lewer op die oorblywende 27

Grade 8 Elkanah House pupil Shaun Nothard last week became the first pupil at the school to obtain a Microsoft Office Specia­ list qualification, achieving an average of 95,4 percent for his Word 2010 exam during the certification. The certification covers basic, intermediate and advanced skills of the Microsoft Office 2010 applications. Grade 8 to Grade 11 pupils at Elkanah House work hard to obtain this certification. The Microsoft Office Specia­ list programme is run over a two year period and exams are written either individually or as a class group. Each student is required to complete the four Microsoft Offi­ ce Specialist exams over a two year period. Each time a student passes an exam, a Specialist Certificate is issued to the student. Students lead HIV testing project

Students at universities and technikons are at the forefront of HIV testing with a new project in the country. The 2012 “First Things First” mass voluntary HIV testing and counselling campaign was officially launched by the minister of health, Dr Aaron Motsoaledi, and the deputy minister of higher education, Prof Hlengiwe Mkhize, at the University of the Western Cape on Tuesday 21 February. This campaign aims to test at least 35 000 students at all campuses of South Africa’s 23 public higher education institutions. It also aims to reach out to other

members of the higher education community, including academics, administration staff and service staff. In alignment with the national strategic plan for HIV, STIs and TB, many of these individuals will also be screened for tuberculosis (TB) because of the high HIV and TB coinfection rate and the interface between treatment and prevention for both HIV and TB. Last year this award-winning campaign touched the lives of 22 000 students across 17 universities. Some 58 percent of these students had never been tested for HIV before.

The campaign encourages students and staff within the higher education sector to know their HIV status – and aims also to influence behaviour and perceptions around HIV and Aids in general. As part of the testing programme, participants receive pre-test and post-test counselling. Speaking at the launch, Motsoaledi agreed that this was a vital campaign. “The campaign is a very important one from the point of view of prevention. “It’s important that young people are at the centre of our prevention strategies,” he said.

“This subcouncil has tabled numerous motions motivating for the suitable training and deployment of more traffic personnel, law enforcement and Metro Police officers,” informs Subcouncil 3 chairperson, James Vos, before continuing, “As a result of our continued pushing and lobbying, the council will make additional funding available in the next budget for the municipal disciplines in safety and security.” Vos says this is against the backdrop of South Africa’s “unacceptably high accident rate”. Figures show that in 1998, South Africa recorded 7 260 deaths on its roads and a decade later, that figure had risen to over 14 000. National figures show that the one in three non-natural deaths in South Africa is transport related. He adds that from a national perspective, it is equally clear that poorly conceived legislation, the dropping of the instructor’s licence system, unaddressed corruption in licensing centres, haphazard enforcement, and a variety of other avoidable events over the last decade have contributed to the rising number of fatalities. “Be assured that in the City of Cape Town ... We are constantly endeavouring to improve our services.” He nonetheless made some proposals to improve road safety, which include the investigation of a new updated licence test, removing the backlog in prosecuting drunk drivers, the effective implementation of an Inspectorate of Licensing, implementing a provisional licence system for new drivers, speed-orientating traffic enforcement should take place in conjunction with moving violations-orientated and drunk driving enforcement, and finally, to introduce new innovations. He elaborates on the these six proposals when he says, “Firstly, the current licencing test dates from a previous era of motoring. Then it also takes too long for suspected drunk drivers to be prosecuted. The MEC of transport needs to work with the MEC of justice to ensure that drunk driver prosecutions are fast tracked. “In regards to an Inspectorate of Licensing – all driving schools would have to meet certain requirements in order for them to qualify to become accredited.” Vos reckons it might be wise to have a five-yearly re-test to ensure drivers remain up-to-date with new developments in driving. He continues: “It need not necessarily be a full re-test. It could simply be the attendance of a two-hour classroom session. The point is that we need to keep drivers’ skills current. Also, we must scare people out of committing offences by using visible policing of moving violations in marked patrol cars. The issue of the 8 000 vacancy rate for traffic officers needs to be addressed.” He concludes: “We need to be aware that there are ways of reducing road fatalities in South Africa. It will, however, take something of a mind-set change.”

The City of Cape Town’s Table Bay Nature Reserve Environmental Education team visited Sophakama Primary School in Du Noon recently where they celebrated World Wetlands Week. Programmes in and around the nature reserve ran from 30 January to 3 February 2012. The intention of the programmes was to raise awareness about the importance of wetlands and the unique, irreplaceable biodiversity that is supported by many of the city’s nature reserves.

New bill clarifies police role The Western Cape government recently published a pioneering draft oversight legislation for public comment. The bill is focused on detecting patterns and practices of police conduct, identifying systemic problems and making recommendations on how best to improve policing in the province. This all falls in line with the province’s strategic objective of increasing safety.

Western Cape minister of community safety, Dan Plato elaborates: “We believe that this bill can serve as a catalyst for improved policing. In a constitutional democracy, it is essential that police act with due respect for the law and ensure that the rights of citizens are upheld and protected. It is equally important that the police are accountable to the society.” The bill will proactively seek to improve the efficiency of the police and to enhance community safety

in general through effective partnerships. The bill has been published for public comment and is available on www.westerncape.gov.za. An extensive public participation process which will include targeted engagements with stakeholders, most notably the SAPS, the justice cluster, the community policing forums and communities will now commence. The public is invited to submit written comment by 15 May.

En mammas, nee, ’n peppermint crisp en stokkielekkers is nie kos vir volgehoue energie en breinkrag nie! ’n Lekker idee vir grootmens-kosblikke: volkoring-tortillas gevul met oorskiet hoender of tuna, voeg by gekerfde slaaiblare, koljanderblare, kool en wortel en ’n lekker sous bv. soet rissiesous, bloukaas-

slaaisous, tikka-kerriesous, tzatziki of hummus. Vou die onderkant van die tortilla oor die vulsel en rol op, draai toe in foelie. Kom knip gou hierdie treffer-reseppie uit! Wissel dit af deur bv. gebraaide uie by te voeg, sprietuie, gemengde kruie, knoffel of selfs kerriemaalvleis. Ook geskik vir die braairooster of jaffelpan. Kaas- en spekskons in die toebroodjierooster (Snackwich-maker), lewer 8 2 eiers 150 ml melk 120 ml kookolie 2 koppies (500 ml) bruismeel 3 ml knoffelsout Fyngesnyde gaar spek na smaak 2 koppies (500 ml) gerasperde kaas Klits die eiers en voeg melk en olie by en klits weer. Voeg die bruismeel en knoffelsout by en meng deur met ’n houtlepel. Meng dan die kaas en spek by. Verdeel die deeg in agt ewe groot dele. Vorm ’n bal van elke stukkie deeg, druk effens platter en plaas in roostermasjien. Bak 3 – 5 minute. Kyk of dit mooi goudbruin is, haal uit en laat effens afkoel. Lyrical Warfare, presented by Suburban Menace and Mobcow Entertainment hopes to become the premier Hip-Hop MC Battle League in Cape Town. The team started hosting Hip Hop events four years ago, moving around different venues in the northern suburbs since they started at Stones Kuils River. Organiser, Marvin Levendal, explains that Suburban Menace wanted to create a platform to showcase their work this side of the world. The events proved to be an opportunity to also help other local hiphop artists. Initially the events would include different aspects of hip-hop, but after their last venue change, the events lost steam, and Marvin says they decided to change the scope of the events, creating a brand around one aspect. The MC battles, known as Lyrical Warfare, have attracted lots of attention. Lyrical Warfare will now become an MC league with prizes for winning MCs. “We want to use the concept and build a movement around the brand itself,” Marvin says. The battles will take place on the last Wednesday of every month and will be linked to days of observance, like World Aids Day, and will highlight significant

events within the hip-hop industry, like local album releases, remembrance of past artists and birthdays. Marvin says they hope to release monthly mix tapes with local artists and producers. These will be made available at the Lyrical Warfare events. He points out that they are also looking for local producers to supply “beats” for the battles, who will receive exposure in return. “We want to create a hive of economic creativity between us,” Marvin says. “In our community, the economics are not taken seriously,” he says, explaining that that hip-hop is deeply rooted in social consciousness. Marvin says: “Don’t let your consciousness overpower your ability to live off your passion.” Lyrical Warfare will run throughout 2012, based on a league points system. Participants will earn points and win cash prizes, with monthly winners taking home R1 000 and a goodie bag compliments of Sprite and other sponsors. All points will be carried towards a grand event in December. The first event will take place tonight at Zula in Long Street from 21:00. Entrance is R20. Carnival at Fanwalk This year’s annual Cape Town Carnival will be taking place on Sunday 24 March at the Fanwalk in Green Point, and will offer the best in local music and entertainment. The reason for the move from Long Street to the Fanwalk is because of the growing popularity of the event. “Due to the overwhelming support the carnival garnered last year, we had no choice but to move to a larger space to accommodate the continually growing audience,’’ said Jay Douwes, CEO of the Cape Town Carnival. Food and beverages will be available from the various restaurants, cafes, bars and additional street vendors along the Carnival corridor. MyCiTi bus services will be in operation and spectators are encouraged to use public transport on the day to avoid inner city conges-

tion. The carnival starts at 17:00, with the parade starting at 20:00. The carnival parade will be followed by a free street party from 23:00 until midnight at the end of the carnival route (York Street) with DJ Dino Bravo. “The Cape Town Carnival is a gem on our annual events calendar and the Western Cape Government is proud to be one of its supporters. I would like to encourage all the people of our city and province to participate in this lively event as it showcases the very best of what our destination has to offer,” said Alan Winde, provincial MEC of finance, economic development and tourism. Sports Fest not to be missed The annual Century City Sports Festival – the highlight of the precinct’s sports calendar takes place this coming weekend from Friday March 2 to Sunday March 4. This is the fourth year the festival is held and the event has grown exponentially.This year it promises to be even bigger and better than previous years. The signature event of this year’s festival will again be the Century City Express, a 10km road race which forms part of the Western Province Athletics calendar. Building on the success of previous years, the race course is over a flat, fast course and is again expected to attract a large number of runners attempting to achieve personal best times over the distance. The race starts at 07:00 at Central Park with a 2,5km fun run following at 07:15. Cash prizes will be awarded to category winners and places with all finishers receiving medals. The festival will also include corporate touch rugby tournaments, five-a-side corporate soccer competitions, kermesse road circuit cycling races, a Western Province junior canoe marathon and a senior reverse order canoe race, a dragon boat regatta as well as junior touch rugby and soccer tournaments. The canoe event will kick off with a “Guess your time challenge” over 13,25km at 09:30. Paddlers must guess the time in which they can complete the race and the competitor who comes the closest wins R2000. At 09:32 the race for u-12s (5,90km) and u-14s (8,85km) over 2,95km starts, followed by the u-8 and u-10 race over 2,95km at 09:34. Great spot prizes and lucky draws for participants in the other sporting codes will be awarded.
