Don’t sell booze to the drunk This is an open letter to all businesses within the greater Bellville and Parow areas that sell or serve liquor to members of the public, especially to those who are already under the influence. Having been in operation for the past 12 months, the Voortrekker Road Corridor Improvement District (VRCID) needs to voice its concern regarding the illegal sale of alcohol to persons already under the influence of alcohol. The law is clear; no business may sell or serve alcohol to another person who is already under the influence of alcohol. By doing so, businesses are contributing towards alcoholism, anti-social behaviour and possibly even sexual violence against women and children. From the VRCID’s point of view, we are adamant that businesses within the VRCID must take note and stop this practice immediately. Their staff need to be informed that they may not sell liquor if the person buying the liquor is already under the influence; ignorance of the law is no excuse. The end result of this practice is that the VRCID must spend of its time and budget finances to attend to anti-social behaviour and public violence (fighting). It is unfair to law abiding VRCID levy payers that the minority takes advantage of those addicted to alcohol. In most instances, it is the poorest of the poor who are taken advantage of by such businesses. All that these businesses are interested in is making money; they do not care about the person once he or she steps from the premises after they have bought or consumed alcohol. Another issue which the VRCID cleansing teams and also the City of Cape Town has to deal with, is the number of empty cheap alcohol plastic containers that

we have to pick up every day to ensure a cleaner Bellville and Parow area. It all goes back to those businesses selling such cheap alcohol to the homeless or those without jobs. The VRCID will from now on identify those liquor outlets who continue with this practice and bring them under the attention of the authorities and their landlords if they are tenants.
