ousing protests in Leonsdale have calmed down after council officials and residents met to discuss allocations at Leo Mews. During last week Leonsdale residents picketed the housing office in the area, expressing their anger that people from other areas were being housed in the development. Resident Ricardo Speelman pointed out that people were angry because some of them who had been on the housing waiting list for more than 20 or even 30 years had not been considered. “What the community is saying is they attended numerous meetings and every time they got the same answer that they have to wait until they get a letter that states they have an appointment with the Leonsdale Housing Office,” he said.

“Many of them then also find that the system has kicked them out even though they have evidence of being on the waiting list,” said Speelman. Michelle Hesselman is furious with the housing department and says they made too many promises and now she is just fed up. Jan Adams has also had enough and says he has been promised a house since 1997. “Members from the community wanted answers as to why they had put people who already have a flat in the Leo Mews flats,” said Speelman. An informal meeting was held with housing office officials who took these grievances to the city’s housing manager. Last week the city’s mayco member for human settlements, Siyabulela Mamkeli, and other officials met with the Leonsdale community to discuss these grievances, and say they have come to an agreement. “I am pleased to announce that we have

found a way forward,” said Mamkeli in a statement released this week. “I would like to thank all those involved for showing that progress is possible when we all work together.

Allocations reserved The agreement is that 60% of the allocations (equating to 69 units) will be reserved for qualifying members in good standing registered on the Housing Needs Database drawn from the Leonsdale community while 40% of the allocations (equating to 46 units) will be reserved for qualifying members in good standing drawn from the broader Elsies River area. “As an inclusive city, responsive to the needs of our residents, it has also been agreed that an eight-member community committee will oversee the allocation of the 69 units to members of the Leonsdale community,” continued Mamkeli.

“We further agreed on a follow-up meeting to engage further and we have undertaken to engage on a more frequent basis about the housing needs in this area,” she said. “The community has also been asked to use such a platform for any issues that may arise and refrain from using a destructive approach.” Council approved the city’s acquisition of the Leo Mews development from Standard Bank in January this year. The city and Standard Bank are attending to the repairs of some of the units following vandalism that occurred while the building was unoccupied. Additional measures have also been put in place to guard against vandalism while the repairs are taking place. “We condemn any further vandalism and ask the community to work with us and to report any incidences of vandalism.” concluded Mamkeli.

It’s full speed ahead at the Cape Peninsula University of Technology (CPUT) who, together with the TIA Adaptronics AMTL research unit, officially unveiled their racing car at their Granger Bay Campus. The racing car was designed and manufactured by a multi-disciplinary group of students, led by mechanical engineering students, who will compete in Formula Student, Europe’s biggest student motor sport event. This year more than 100 teams from across the globe are set to compete at Silverstone from 9-13 July. Speaking at the launch, Professor Oscar Philander, director of the TIA Adaptronics AMTL research unit and Cape Speed mana-

ger, pointed out that they will be the only team from South Africa that will compete in the event. “Teams will be competing in 600cc racing cars which are designed and built from scratch and are capable of travelling from 0 to 90kph in only a few seconds,” he said. “Each racing car will be put through a series of rigorous tests, including acceleration, sprint, endurance races, and skid pads. “The students’ knowledge and creativity is also tested in the equally important design, presentation and cost assessment elements of the competition, which requires students to present their designs to a group of judges drawn from the auto and motorsport industries.” He said this will be the second time that the CPUT team participates in this international event.

“In July 2012 Cape Speed, as a first time entrant of this competition, surprised many by coming 65th out of 132 entrants. We also made history by being the first team from Africa to complete all race stages.” Building on the experience from their participation in the 2012 event, the team has set their sights on ranking within the top ten of the 2014 competition. This year’s racing car was designed using the latest materials and techniques available. At the launch the car was officially unveiled by CPUT Vice-Chancellor Dr Prins Nevhutalu, who discovered that the car had been named “Prins” in his honour. Privilege does not protect the learners from sexual violence, but poverty often renders a learner more vulnerable to assault. With child protection week occuring this week, learners at Cravenby Secondary School are speaking out against rape and sexual violence. They swung into action on Friday 23 May when they went out into the community to say “Enough is Enough.” Grade 12s took to the streets before hosting an awareness programme at the school and protesting against one of the most persistent and oldest human rights violations. Life Orientation teacher Esmeralda Abrahams, who facilitated the project in conjunction with the Partners in Sexual Health (PSH) organisation, pointed out that sexual violence in South Africa has become so rampant that we have been labelled the rape capital of the world. “Although this perception might not be accurate, it at least shows that South Africa is sitting with a huge challenge of sexual violence,” she says. “Women are predominantly the victims of this heinous crime whilst men are mostly the perpetrators. The sad part is that young people are also at the sharp end of victimisation. “Unfortunately, not all the rape incidents are reported to the police due to various reasons, including fear of reprisal or embarrassment,” said Abrahams. Patsy de Lora from PSH said that she admired how learners decided to take the bull by the horns when they protested in solidarity with rape victims. “Although this was part of their curriculum requirements, the vigour and enthusiasm that these learners and their life orientation teacher brought to the campaign, was a clear demonstration of the extent of how young people are fed up with the scourge of violence against women, particularly young girls and women,” said de Lora. “They picketed with placards on Francie Van Zyl Drive in Parow and were joined by staff from PSH, Childline/ Lifeline and the Ravensmead police. “This attracted a lot of attention from the motorists and onlookers, of which the majo-

asleep inside the house. “When the grandmother returned from the shop, she found the premises alight and the two (children) screaming for help.” The fire kept the grandmother at bay and the two minors died tragically in the scourging flames. They were identified as 5-year-old Marshall and 6-year-old Alfonzo Solomons. Wilson said the cause of the fire has not yet been determined and forms part of further investigation. Police have opened an inquest docket.

A young man in Bonteheuwel is taking art to the streets by hosting an outdoor photographic exhibition. On Sunday Dean Jates hosted his Active Citizenship Photography Exhibition in Assegaai Road next to the railway line. He said that with this exhibition he wanted to provide the opportunity to reflect on oneself in a society were negative imagery controlled by mass media has become a norm in communities that are already tremendously plague by drugs and gangs. “My exhibition is intended to inspire conversation and post critical questions to civil society before they start marching en masse in streets,” he said. “The pictures try to portray the meaning of peace, the understanding of change and the notion of a better community for all.”

The thirty photographs that were on view were selected from more than 100 photographs Dean Jates documented in 2014. Dean added that he devotes his thoughts, time, and talents to a fundamental transformation of his heritage, culture and arts. “I am moving away from the aggressiveness of my earlier role models in the Hip Hop culture,” he says. “Now I am looking at the elegant sensuousness of work by people like Lydia Williams and the simplicity of artists like Emile XY and Garth Erasmus have displayed in their work. “These photographs manifest a positive image of oneself and address the negative connotation associated with our communities.” The event also saw the unveiling of a public notice board for the community to use. here was lots of fun at Belvue Primary in Belhar when occupational therapy students hosted an awareness day at the school. The 4th year B.Sc. occupational therapy students from Stellenbosch University were placed at Belvue Primary School for their seven week fieldwork placement. Student Aysha Abrahams explained that they started their fieldwork on 14 April and it finished last week on 29 May. “We took over from last term and we were each assigned a project where had to facilitate the process of further developing and creating sustainability around the projects so that these projects ultimately become community-driven,” she said.

Living skills “My focus was The Life Skills for Living Project which aimed to promote a safe and supportive school environment, improve positive social behaviours toward self and others, and encourage a healthy social identity,”said Abrahams. “This project also had an anti-bullying committee that aims to address bullying by emphasising the importance of standing up for one another and working as a team,” she said. “Through this they are creating peer support and in turn creating a supportive environment for the learners at the school.” She added that the Life Skills for Living

This involves the learners by including them in decision making and through this they are able to gain a sense of ownership and responsibility.” Fellow student Gulzari Razack focussed on mathematics. Her project used fun educational games to get the learners engaged with mathematical principles withouth them even realising it. “Hopscotch games were devised in which the learners were able to engage in during break times as well as in their home environ-

ment,” she said. The aim of the game is for learners to gain practical experience in learning mathematics as well as enabling them to participate through play and physical activity. “Research has shown that learners learn mathematics in three basic methods: being able to identify the numbers, being able to count objects, and being able to sequence the numbers in their correct order. “The most appropriate game that addresses all three of these factors is the well known easy-to-play snakes and ladders which is used with great success at the school.”

Grounded Lynique Dennis was given the task of pro-

moting healthy leisure or recreational activities during interval or after school and came up with the idea of Leisure Groups. “This saw the formation of the Leisure Girls, also known as Glamour Pixies, and Leisure Boys, also known as Mad Buddies,” she says. The girls project imparts knowledge and information to empower them about personal hygiene and knowledge to ultimately establish and improve their etiquette skills so that they may care for and respect their bodies with pride. “With the boys is is similar but we stress the need for discipline as well as having respect for themselves and the next person,”said Dennis. Nicolette Ganas got the learners working on a vegetable garden initially established in 2012. “It was established to assist the feeding scheme and it has come a long way in terms of growth,” says Ganas. “Through this project, the Green Fingers Committee was established and through involvement and participation, the learners have empowered themselves by developing skills and their knowledge regarding the project has increased. “This has enabled them to collaborate with the project coordinators and turn the visions they had of the project into reality. With the increase of their knowledge, they are now able to further develop the project and promote and educate other learners on the benefits and positive impact eating vegetables has on a persons’ well being.”

Basiese kwalifiseringskriteria en voorwaardes wat op befondsingsaansoeke van toepassing is: • Registrasie ingevolge die Wet op Nie-winsgewende Organisasies, Wet 71 van 1997, of item 1 van Skedule 1 van die Maatskappywet, Wet 71 van 2008. • Bogenoemde registrasies moet tans geldig wees en bewys van geldigheid moet by die befondsingsaansoek ingesluit word (d.w.s. organisasies wat nie geregistreer is nie, sal outomaties gediskwalifiseer word). • As die voorlegging verband hou met ’n gespesialiseerde diens wat statutêre registrasie vereis, moet die organisasie bewys van registrasie lewer ingevolge die toepaslike wetlike vereistes. • Bewese geskiedenis van die lewering van maatskaplike welsyns-/gemeenskapsontwikkelingsdienste binne die RSA. • Ooreenkomstig die aansoekvorms moet duidelike mikpunte, lewering en uitkomste in befondsingsaansoeke weergegee word, en dit moet met die jaarlikse prestasieplan van die Departement strook. • Befondsingsaansoeke moet verder geouditeerde of gesertifiseerde finansiële state van die aansoekorganisasie vir die vorige boekjaar insluit. • Befondsingsaansoeke moet die aansoekorganisasie se interne moniterings- en evalueringsmeganismes verstrek en spesifiek die organisasie se bereidwilligheid verklaar om aan die Departement se tydsriglyne vir verslagdoening oor resultate te voldoen. • Die befondsingsaansoek moet vir ’n program in die geheel geld, ongeag geografiese grense. • Befondsingsaansoeke sal oorweeg word in ooreenstemming met die Wes-Kaapse regering se departement maatskaplike ontwikkeling se befondsingsbeleid vir NWO’s (wat via http://www.westerncape.gov.za/sites/www.westerncape.gov.za/ files/dsd_policy_on_funding_of_ngos_march_2014.pdf beskikbaar is). Inligtingsaand lok talle aspirant­Maties Leerders wie se hoërskoolloopbaan einde se kant toe staan, was glo omtrent opgewonde toe die Universiteit Stellenbosch (US) onlangs sy deure vir hul oopgegooi het. Tydens dié geleentheid het leerders van verskeie skole van die noordelike voorstede die US se inligtingsaand vir voornemende studente by The Settlers High in Bellville bygewoon. “Matie 2015? Ja, asseblief!” het een so ’n voornemende student glo op die inligtingsaand op Woensdag 21 Mei getwiet, volgens ’n verklaring. Leerders in graad 11 en 12 het die geleentheid gehad om met verteenwoordigers van die US te gesels.

Daar is onder meer gesels met mense van die akademiese fakulteite, studentegemeenskappe en die beurse en lenings-afdeling. Die hoofspreker was dr. Gillian Arendse, hoof van die US se sentrum vir mentor-, tutor- en leierskapontwikkeling. Lance van Rooy, ’n vorige hoofseun van The Settlers en ’n tweedejaarstudent wat BA-regte studeer, het ook met die leerders gesels. Get inked to fight cancer The third annual South African Tattoo-athon will make its global debut and contribute to the fight against childhood cancer. Cape Town tattoo studios will join studios from seven cities across the country on Friday 6 June with the aim of raising R750 000 for CHOC Childhood Cancer Foundation South Africa. CHOC is a nationwide organisation providing holistic support to children suffering from cancer and life-threatening blood disorders. The tattoo-a-thon plans to raise the proceeds by inking a record 1 500 tattoos in one day, across the world. “The overseas interest in a tattoo-a-thon from the past two year’s events clearly indicates that this event is wanted on the international stage. And we have therefore invited several studios to join in this year.” says project organiser Jordan Gray. “All tattoos will be a set size, based on an hour’s work, and will cost only R700. The club trains at the Delft South Community Hall during the week and their sensei Adrian Nel feels that with more help more medals and trophies could be added to their trophy cabinet. “We have so many young talents like Livewe here but we just cannot get them to all the competitions,” says Adrian. “It’s really a labour of love for me and some of the parents who try to help out with donations but we keep going because it is making a difference in the lives of these children.” One of the parents at the club who responded to their needs is Janet George who has sponsored t-shirts to the club. “I have seen the change in children when they get into this sport and felt I had to do something to motivate them,” she says. “Unfortunately we now need somebody to help us to do the printing for them but there is so much that we need at the moment because we do not have enough equipment for all the children from the area who want to start.” Some of the equipment needed includes reversible mats, gloves, shin pads, foot pads, belly pads, arm shields, foam shiels, focus mitts, hand wraps, groin guards, head guards, chest guards, punching bags and strength bags. “We try not to turn children away when they want to join,” continues Adrian. “The problem is that without equipment we

Eienaars moet om die korting aansoek doen in die jaar wat ’n nuwe algemene waardasie of aanvullende waardasie, na gelang van omstandighede, in werking gestel word. Aansoeke met die inwerkingstelling van ’n nuwe algemene waardasie moet die Stad bereik teen 31 Augustus van die boekjaar waarin die waardasie in werking gestel sal word. Aansoeke met die inwerkingstelling van ’n aanvullende waardasie moet die Stad bereik teen die laaste dag van die derde maand na die inwerkingstellingsdatum van die waardasie. Indien nie, kan geen sodanige korting vir daardie boekjare toegestaan word nie.

VERBRUIKSTARIEWE EN -HEFFINGS BTW teen 14% word by die volgende dienste bygevoeg: water, sanitasie, elektrisiteit en vaste-afvalbestuur. 2.1 WATER Drie stelle watertariewe is goedgekeur (10%-verminderingstarief, 20%-verminderingstarief en 30%-verminderingstarief). Trapsgewyse tariewe (1-6) is vanaf 1 Julie 2013 vir die huishoudelike groepskategorie ingestel op grond van vorige oorlegpleging met kliënte. Verdere stappe is gedoen om dié kategorie verder in lyn met die volledige huishoudelike kategorie te bring. Veranderinge in diverse tariewe en prosedures, onder meer die voortgesette stygings met betrekking tot behandelde afvalwater (bepaald vir gholfbane), uitroeptariewe van watervraagbestuurtoestelspanne vir kliënte wat nié deernisgevalle is nie, sowel as voorafbetaalde brandkrane, word in bylae 4 by die begrotingsdokument uiteengesit. ’n Nuwe tarief vir die toepassing van serwitute van deurgang met betrekking tot water sowel as die vereistes vir deposito’s/waarborge wat in geval van infrastruktuurskade aangewend moet word Staking van verbruikersdeposito’s vir huishoudelike kliënte met ingang van 1 Junie 2014.

Hoogtepunte van wysigings • RESIDENSIËLE TARIEWE: Algehele styging in inkomste uit die groep is 7.63%, maar individuele kliënte sal waarskynlik verskillende stygings waarneem op grond van werklike verbruik. Die verskil tussen die gemiddelde en werklike styging spruit uit die verhaling van die tekort aan inkomste uit die hulptarief vir blok 1. • Verbruikers wat 450 kWh per maand ontvang, sal dieselfde persentasie styging waarneem, ongeag die tarief wat vir hulle geld. Daar is dus geen verandering in die subsidievlak wat hierdie verbruikers op die hulptarief ontvang nie. • GRATIS BASIESE ELEKTRISITEIT: Hulptariefkliënte wat minder as 250 kWh per maand ontvang, sal ’n gratis basiese toevoer van 60 kWh kry, terwyl diegene wat tussen 250 kWh en 450 kWh per maand ontvang ’n gratis basiese toevoer van 25 kWh per maand sal kry. • Die kategorie “Klein kragverbruiker 1” met die buitespits-kombinasie word sedert 1 Julie 2012 tot slegs bestaande kliënte beperk. Death penalty a matter for debate We witness the many dangers posed by addicts daily. The alcohol and drug addict is especially dangerous as their personality is usually altered by prolong addiction. We are familiar with the criminal aspect of the addict, including theft, hijacking and murder. Women also resort to prostitution. According to research, addiction has exacerbated the burden of disease, which in the short-term includes vehicle accidents and limits other patient access to emergency medical treatment. Mediumterm problems include TB, HIV/Aids and liver disease. Long-term complications include children born with physiological and psychological challenges. The addict’s downward journey is connected to the chaos that they sow, yet the

only reality to an addict is the craving to feed the emptiness that consumes him. In this selfish world where their desire is paramount, why does society not mitigate this harm with decisive action? Unfortunately, as long as there is a demand there will be a supply. What we need in society is “restorative justice”. This is a biblically-based approach to solving crime. It seeks to maintain the balance between punishment and individual responsibility on one hand and reparation and healing of both the victim and the offender. The key to success is that the public feels safe, the victim is compensated and the criminal changes. For the sake of those who have and will continue to suffer at the hands of criminals, is it not time that we re-open the discussion around the death penalty? YAGYAH ADAMS Email

Fare hike going off the rails

C

osatu is set to oppose the increases in rail tariffs until train services are improved. Train ticket prices will increase from Tuesday 1 July. The Board of the Passenger Rail Agency of South Africa (Prasa) has approved fare increases for the next three years. The increase in single tickets range between 50c to 80c. Weekly ticket increases range between R3 and R7 while monthly tickets increase between R7 and R30. Weeklies and monthly tickets valid for July will be charged at the new fares irrespective of date of purchase. The present service has seen workers arrive late at work with loss of income and disciplinary action taken against them, says Cosatu provincial secretary Tony Ehrenreich. “The unreliability of the service also forces workers to make alternative transport arrangements at huge cost,” he says. Cosatu will be going on strike to oppose these increases as well as demanding urgent measures to address the challenges in the system, Ehrenreich says. “The relative increase cost to commuters is above inflation and as a result no further increases can be tolerated until services are drastically improved. Commuters already carry the burden of additional costs for alternate transport when trains just do not arrive when scheduled,” he says. “These ticket increases add insult to injury by forcing workers to pay higher fees for a declining service. Many workers have been forced to move to other modes of transport at huge expenses.” Metrorail regional manager Mthuthuzeli Swartz says the current government subsidy covers about 50% of operating the rail service in the province. The regional increase was determined in relation to and in support of the weighted average national fare increase of 5.6%. After the announcement of the ticket price increase, Swartz said external factors such as the increase in the cost of energy, personnel and maintenance material continued to account for the bulk of the region’s expenses. Ongoing vandalism and the protection of vulnerable assets contribute to an extraordinary maintenance burden, he said. The loss of carriages damaged by fire “deprived the region of much-needed capacity” until the refurbished carriages are returned to service. “We understand the frustration of workers arriving late at their places of work and continue to inform provincial and local transport authorities, organised business, labour federations and commuter forums of factors that impact service punctuality and reliability,” he said. RERA plans for youth day The Riverton Estate Residents Association will be hosting their annual Youth Celebration on Saturday 21 June with lots of fun and entertainment for youth in the community. It will take place on the corner of Chelsea Street and Riverton Crescent, Riverton Estate in Elsies River and they invite all youth groups of the surrounding area to partake in the Mini-Soccer-World-Cup which will be part of proceedings on the day. There are various age groups in the six-aside tourney with prizes in each division. Other games and activities will also be setup for all ages to partake in and have fun on the day. here was a festive atmosphere at Jerome Paarwater Stadium in Bellville South when the annual FNB Classic Clash took place on Saturday. This local rugby derby played between Bellville South and Kasselsvlei high schools started eight years ago and has grown into a highlight of the sporting calender in the area. While there is always great rivalry between the two teams, the local Bellville Rug-

by Club, who are based at the stadium, is in the wonderful position of getting the top players from both schools. Bellville South High have produced some quality rugby players over the past fifty years, includning Wilfred Cupido (WP centre), Richard Croy (WP scrumhalf), Jerome Paarwater (junior Springbok flanker and former Stormers coach), as well as Quinton Davids (former Springbok lock). The spectators got what they came for on

the day with displays of excellent running rugby, and the community was very vocal in the ways they supported their favourite school. Principal of Bellville South, Vincent Fester, was very happy with the good sportsmanship displayed on the day, even though they lost to Kasselsvlei in the main game. “We lost 12-6 this year but we are still in the lead with five victories over them in the past few years,” he quipped.

“Rugby was the winner on the day because the community got to see that there are young people in our community who are dedicated to their sport.” Other results: In the u-14 match, Bellville South 12 - Kasselsvlei 5 U-15: Bellville South 10 - Kasselsvlei 3 U-16: Kasselvlei 15 - Bellville South 5 In the u-19B clash, Bellville South scored 10 against 7 from Kasselsvlei.

U­16 cyclist is sports star of the month STEHAN SCHOEMAN

T

he achievements of Devin Shortt reads like a fairytale after this talented youngster was nominated as a development cyclist for ABANTU Professional Cycling Team. Fifteen year old Devin from Elkanah House High school in Blouberg is also the TygerBurger Sportstar of the Month, which is held in conjuction with SuperSport Let’s Play initiative, Bosman McNulty, Du Toit Optometrists and Hennie Bosman. His achievements are remarkable. He was the u-14 South African Individual

Time Trial champion, u-14 South African road champion, five times gold medalist at the South African Track Championships, winner of both Pedal Power Spring and Summer Leagues, received Western Province colours and is also the winner of the Engen Dynamic Cycle Challenge for u-16’s. The accolades don’t end there. Thus far in 2014 he is the South African National Road Champion, keeping in mind this is his first year competing in the u-16 category. He won the Aquelle Tour Durban for u-16’s, got third place in stage 2 of the Mpumalanga Track National Tour where he wore the white jersey for the best young rider on the tour, bronze medalist at South African Track Championships points race, and achieved second place in the u-16 category at the Argus Cycle Tour with a sub 3 hour (2h 58m). All of these achievements culminate with his selection to compete in a six week Euro Tour during July and August where he will be based in the Netherlands. “This will be my first time competing overseas. To be honest I’m not excited yet... I guess that will come as the time gets closer but for now I am focusing on my preparation which is going really well. “I will compete in six u-16 races and one six day tour. There will be more or less a 130 of the best u-16 cyclists from around the world,”says Devin. “The tour highlight will be the u-16 European Tour of Assen which is the biggest

u-16 tour in the world. This is a golden opportunity to compare myself against the best in the business,” he says confidently. He will also have the opportunity to watch the last stage of the Tour de France while he
