RATEPAYERS’ ASSOCIATION: ‘WAITING SINCE 2015’

T
he Norwood Ratepayers’ Association has expressed frustration at the condition of the roads in Elsies River as a result of potholes. The association’s chair, Danny Brown, says the call for repair work dates back to 2015. “We are still waiting for the roads to be fixed. The state of the roads is damaging to our cars and pedestrians. We are calling on councillor Chris Jordaan to please address this problem because we pay rates every month.” Resident Jennifer Louw says her biggest concern is causing damage to her car if she misses a pothole. “When it rains a lot, we can’t see the road so clearly and it’s in those moments when we drive into potholes. We end up paying for the damages.” Local councillor Chris Jordaan says recent rains and the Covid-19 has resulted in a setback with roadwork repairs. “Many of the frontline staff in the roads department contracted Covid-19 and some succumbed, which left the City in its entirety with very little staff. We are back to stage 1 and things will improve drastically. “We have a finance department which any motorist can enquire with regarding damage. “Bear in mind that our streets were resealed just before the pandemic struck the city. There is a budget to repair these potholes. Please note that no road can be repaired if it’s raining.” The City’s portfolio chair for transport, Angus McKenzie, says during the period of 1 July 2019 to 26 March this year, the City’s transport directorate attended to 17 415 potholes across the city at a cost of over R43m. “When the alert level 5 lockdown came into effect from 27 March, roads and stormwater services were not considered essential services according to national regulations. This resulted in the roads and stormwater depots reducing their workforce to only a small complement to attend to emergencies. The timing of the lockdown further meant that depots could not conclude the Winter Readiness programme, which is vital in preparing for the rainy season. Water ingress is one of the key contributors to the formation of potholes and the Winter Readiness
programme focuses on clearing blockages or potential blockages in time for the winter rains. As a result, there has been an increased amount of water on the roads, resulting in an increase in potholes and the further deterioration of existing ones. The rainy season, which is not yet over, has seen a high level of rain which, while welcome, has also further exacerbated the deterioration of our roads, especially in the absence of our Winter Readiness programme. As the rainy season continues, we primarily rely
on a temporary fix as the road surface needs to be dry for the pothole filling to seal. The combination of the hard lockdown and rainy season has meant the City has not been able to attend to potholes as desired by both the City and its residents.” McKenzie says that as the levels of the national lockdown have lowered, the staff numbers at depots have increased to 70%. “All staff are expected to return in the coming weeks. While this is a great step forward in getting on top of the current situation, it
must be borne in mind that depots, at times, have had to close when a case of Covid-19 is identified among the workforce. Depots will continue to close as and when necessary to allow for cleansing. “The transport directorate is focused on dealing with the consequential backlogs and is also consistently looking at new and more efficient ways of delivering services. The City understands the frustration felt by our residents but asks for their continued patience while we tackle the backlog.”
