Crime rises by 50% ANDRÉ BAKKES

Business robberies have increased by more than 50 percent in Montague Gardens in the last three months according to Milnerton police. Police spokesperson, Warrant Officer Daphne Dell, goes as far as saying they are investigating the possibility of a crime syndicate operating in the area. “It’s not looking good,” says Dell. “Presently there is an incident every night and it gets worse over the weekend! Some 99 percent of the

time criminals would steal computer equipment.” The police have identified certain streets in Montague Gardens which are particularly vulnerable to crime, namely Montague Drive, Station Road, Railway Road, Stella Road, Marconi Road, Jig Avenue and Dawn Road. TygerBurger contacted various local businesses in the area and the majority seemed to agree that the police are very visible in the area. Most had a crime story to tell and others had plenty of advice for those who look to secure their own business.

Pennypinchers’ operational manager, Howard Conchar, had to turn to a private security company after numerous criminal incidents. “The security guard is obviously just a deterrent and there is a definite cost repercussion, but one simply must protect the business,” he emphasised. CTM’s manager, Gareth Williams, says there have been two armed robberies in the past, which spurred them on to hire an armed guard. “Our alarm system is in place and we have panic buttons, but the best advice I can give others is to be

aware of their surroundings,” says Williams. Dell agrees, “You must be on your guard. Theft out of motor vehicles is also a problem here. “People leave valuables such as laptops, cameras and cellphones in their car!” She is hesitant to advise businesses to rely on security guards, because some “run away” when there’s trouble. “It is also important to check your alarm system regularly, have proper security gates in place and possibly install a camera to heighten security.”

Milnerton police have organised regular meetings with business owners, but every time the turn-out was disappointing. Dell was one of the officers who distributed pamphlets with tips on how to prevent unlawful incidents happening at businesses. It also contained details on the next meeting, but 1 000 pamphlets and word of mouth notifications resulted in a paltry seven people turning up. The next meeting will be held on 10 February. The time and venue will be published in next week’s TygerBurger.

Primary school welcomes library Learners at Du Noon Primary School started their new school year with a bang by celebrating the opening of a brand new school library. The fully stocked library was officially opened by Western Cape minister of education, Donald Grant on Monday this week. This R500 000 project was funded by Chevron South Africa and included the construction and establishment of the library, as well as the appointment of a full-time librarian to manage the facility. According to Grant, the importance attached to the development of young learners’ literacy skills through reading books from, for instance, a library, should not be underestimated.

“Literacy is one of the more important skills our children need in terms of their education and is the foundation upon which all further learning is built. Therefore, it is essential that we promote reading and writing in our schools and communities – and to ensure that every young child has access to books and reading material,” he says.

“I would like to thank Chevron sincerely for their role in initiating this project and for the books and IT equipment they have sourced for this school.” The school had no library before. Principal of Du Noon Primary School, Honoria Jeremiah continues: “The motivation for the project came about as a result of ongo-

ing stakeholder engagement through the Chevron Community Advisory Panel sessions, where it became clear that there was a need for primary school learners in Du Noon to have access to a text-rich environment. “Not having a library at our school has impeded our efforts to promote literacy. It brings me such joy to be able to provide each learner with access to a variety of books and a safe environment where they can use the skills they are taught and to grow their knowledge.” Vincent Raseroka, chairman of Chevron South Africa, adds that Chevron undertook this project in partnership with the Western Cape Education Department and most specifically its E-learning and Library Services in the Metropole North Education District, Edulis and QIDS-UP. “Education is a priority in our social investment programme. We take pleasure in aligning ourselves with the department’s strategic goals for the next three years and as primary education is one of government’s focus areas, Chevron aims to help advance the national agenda through projects like these.”

MyCiTi delays fare increases Just cruisin’:

Pat and Colin Bester from Kenridge recently celebrated their 70th cruise with MSC Starlight Cruises, by sailing on the MSC Melody from Cape Town to Durban. Their most memorable cruises are on the MSC Rhapsody. Colin just loves being at sea.

Amidst great controversy about the service fees charged on the new MyCiTi electronic bus card, the City has decided not to increase the tariffs – just yet. A recommendation to postpone tariff increases for the MyCiTi system until later this year, was served before the mayoral committee recently. The city felt customers would be hard done by if they were compelled to pay more for a MyCiTi trip early in the new year. Motivation for this proposed delay was presented to the committee on 17 January. The report also included some recommended technical amendments to the charges levied by MyCiTi. “There are a number of independent and unrelated cost factors which impact on the price we charge for a commute on the MyCiTi system. As a caring city, we felt it would be highly unfair to commuters – especially those in lower income groups – if all these increases were passed on to the commuter less than a year after MyCiTi was launched,” said mayoral committee member for transport, Councillor Brett Herron. “We also need to show commuters the real benefits of the MyCiTi system and of the newly introduced myconnect card payment system, before considering increas-

ing prices.” Initially prices were scheduled to increase at the beginning of 2012. There are three broad principles contained in the city’s draft Integrated Rapid Transit (IRT) Fare Policy, which is currently being processed through the city’s public engagement team. These are: . To minimise the operational deficit of the system, while supporting the economic and social development objectives of the city; . New fares should be comparable to those experienced by users of modes of transport replaced by the MyCiTi system; . The fare system should provide the city with a tool for travel demand management which attempts to attract current car drivers into public transport. Two increases were scheduled to be implemented in the first quarter of 2012. These were an annual fare increase, as approved by council in July 2011, along with a fuel price-related increase due to the price of diesel having passed the specific R10 per litre threshold. These have both been delayed until the second half of the year. A significant change to the fare system is also planned to take effect on 1 July, when the technology should be ready to

Furore over fees Commuters have been up in arms about the introduction of the myconnect card which replaced the paper ticket system as of 28 January. All transactions on the card are charged a 2,5 percent banking fee with a minimum charge of R1,50. Althought the city has defended the system saying it is a key element of transforming public transport in Cape Town into a world-class system, many commuters feel the system is being forced onto them. Residents from Table View and surrounds will be able to voice their opinion and complaints around the myconnect card on Monday 6 February during a meeting of the Table View Ratepayers’ Association. MyCiTi representatives will attend the meeting which will be held at the West Coast Family Church to answer all questions. The meeting starts at 18:30.

‘Con’ collects money for Home LEON STEENKAMP

A local children’s home has opened a case of fraud in an effort to stop a con-artist using its name to swindle money from unsuspecting donors. Personnel of Home of Hope, a children’s home that cares for abused, abandoned, neglected and HIV positive children, are warning the public to be on the lookout for a woman who is fraudulently collecting funds on their behalf. “This woman has been going from door to door in the greater Table View area claiming to be collecting funds for Home of Hope.

“Home of Hope has not authorised this, we do not know who she is and we have not received any of the money and goods that she has collected,” said the home’s spokesperson Pauline Sayers. “What she is doing is illegal and we have opened a criminal case of fraud against her,” she added. A letter sent to TygerBurger by Home of Hope alerting the public to the women’s activities was published two weeks. It was this letter that sparked suspicion with the staff of a local television installation shop when the woman approached them. The woman was caught on the

What to do with a shipwreck What to do with the wreck of the Seli 1 will be the topic of an urgent intergovernmental meeting called by the City of Cape Town today.

has, on behalf of the mayoral committee, called for a meeting with the ministers of the departments of transport and environmental affairs as well as the chief executive officers of the Transnet executive committee, the Transnet National Ports Authority and the South African Maritime Safety Authority in order to resolve this issue as quickly as possible. “The city has several concerns regarding the wreck. Not only does it constitute an ongoing safety hazard to a key recreational amenity but it also poses a number of adverse environmental impacts,” said Alderman Smith. The position of the vessel has altered the coastal dynamics and accelerated both erosion and accretion patterns in the vicinity of the wreck. In addition, small pockets of oil remain trapped within the wreck and are released from time to time through cracks in the hull, especially during swell and wave action. This presents a permanent risk of oil spillage and oil contamination to the coastline and is a health and safety risk to both the public and marine life.

The city has requested various government departments and agencies to attend the meeting to seek a solution for the wreck that was been stranded off Table View Beach since September 2009. During the course of 2 to 7 September 2009, the Seli 1 experienced engine problems and planned to anchor in Table Bay to conduct repair work. A snapped anchor chain compounded with reduced engine power and stormy weather conditions culminated in the vessel grounding off the Blouberg Beach shortly before midnight on 7 September 2009. Since the time of the stranding, several meetings have been held between city officials and other relevant departments and organisations. However, a permanent solution for the management of the wreck has not yet been reached. The city’s mayoral committee member for safety and security, Alderman JP Smith,

To date, an explosion and a fire on board, a major oil spill and several residual oil spills have already occurred. The city has responded to these incidents through its solid waste management, disaster risk management, fire and rescue and law enforcement departments. In light of these and other risks posed by the wreck, the city will lead the meeting with a view to reaching a permanent and acceptable solution with regards to wreck reduction that will eliminate the risks being posed to the coastal environment as well as to the public. The city will also propose the development of a joint co-operative governance protocol on ship stranding to ensure that the city’s coastline is not unduly placed at risk as a result of any future shipwrecks. “The meeting will endeavour to define the process and partners involved in the development of this co-operative governance protocol,” said Smith. The city is encouraged by the positive responses from those invited to the meeting and hopes to resolve the issue today.

Fighting to leave lasting legacy “He feeds me and tries to pick me up. He is also in charge of my wheelchair when we go out. He has adapted well because we made him part of the ‘team’ from the start. That is very important from a psychological point of view,” he says. Shortly after his diagnosis, Visser turned to God and found peace with his situation. This led him to giving inspirational talks at churches and clubs. The progression of the disease has however made travelling difficult but he still puts the message out there. “I gave up driving in October 2010. I still continue to put messages on my Facebook page – daily inspirational messages to motivate people. Quite a few of my friends have been diagnosed with MND as well, and two of them have passed away,” Visser said adding the disease has struck people he knows in Melkbosstrand and Bloubergsands. “The disease is on the grow, the government is concerned about the numbers and I am also involved in a research programme they have going. There is little information about the disease and we are trying to get the government to do more towards treating the disease,” he says. Visser says the diagnosis of former Springbok scrumhalf Joost van der Westhuizen has

LEON STEENKAMP

A Sunningdale resident is still fighting the good fight even though an incurable disease weakens him day by day. Wilf Visser (51) was diagnosed with Amyotrophic Lateral Sclerosis (ALS), the most common form of Motor Neuron Disease (MND), in 2010. When TygerBurger spoke to Visser in June 2010, he only had trouble using his hands in tying his shoes or turning a key in the door. He is now paralysed from the neck down. He also speaks with difficulty as the disease makes it hard for him to swallow. “This is a fast progressing disease, you don’t experience any pain but you become weak as your muscles waste away,” he says slowly. Sitting in his lounge covered by a blanket, Visser explains the control of one’s body temperature is also one of the problems associated with the disease. In the week Visser relies on the help of Rose Barnard. “She sees to my needs like a mother,” he says. His nine-year-old son, Wilf Jnr, has accepted the situation.

done a lot to create awareness around MND. The highest numbers of MND cases are found with school teachers and sports people, he says. “They don’t know whether it might be stress related. The life expectancy for someone after diagnosis is three to five years. I am entering my third year.” His younger brother David who lives in New Zealand is helping Wilf by organising a fundraising motorcycle ride across the country. An avid biker, David will aim to complete the 2 200km stretch from Bluff to Cape Reinga in three days from 4 to 6 February. He hopes to raise enough funds that will allow Wilf to stay at home as long as possible with the necessary medical care. A third of the money will also go towards the New Zealand Motor Neuron Disease Association. His goal is to raise $30 000. “My brother is now more inspirational than ever, a living testament to overcoming tragedy. He inspires everyone he meets,” David wrote in a New Zealand magazine. Wilf is determined to not give up.

“My mind is sharp, I remain positive and motivated to fight, it keeps me going,” Wilf says. He says people go through a difficult phase when they have to accept something like being diagnosed with a terminal illness. “You can either accept it and try to be positive about it or turn it into something negative. The main thing is not to sit and do nothing. Do what you can with what you have. There is hope in the face of adversity. You don’t have to leave here without a legacy, without feeling that you haven’t done something good by giving back to the community.” Wilf says keeping your wits about you in any situation is always a good thing. “You have to remain calm in the situation that you are in be it sickness or financial. Take it one day at a time, don’t be anxious about tomorrow. Let tomorrow worry about itself,” he advises. Visit the Facebook page “For the love of my Brother, Wilf” to follow David’s progress on the ride. To support the cause visit www.givealittle.co.nz/cause/fortheloveofmyBrotherWilf.

City says YES to World Wetlands Day In celebration of World Wetlands Day tomorrow, the City of Cape Town will be hosting various wetland education programmes as part of its Youth Environmental School (YES) programme. To date, the city has set aside over 30 areas within the metro boundary to be managed as nature reserves, many of which support wetlands. These reserves include Milnerton’s Table Bay Nature Reserve and the Tygerberg Nature Reserve. Programmes will also be hosted at wetland areas outside these reserves, such as Intaka Island at Century City from 09:00 to 13:00. Contact Paul Arends on

021 487 2567 for more information on the Intaka Island programme. Finally, displays will be set up for the general public at the Milnerton and Brooklyn/Rugby libraries during the month. The theme for 2012 is “Wetlands and Tourism”, which emphasises that responsible tourism supports wetlands and people. Tourism can have both positive and negative impacts on wetlands, and also on Cape Town’s unique and irreplaceable biodiversity. World Wetlands Day is a time to highlight wetlands as great places to visit, but to also stress the need for care and respect of wetland environments. The YES programme activities will all revolve around environ-

mental education, wetlands and nature reserves and the YES team will involve over 2 000 learners from Cape Town. Programmes will feature activities such as purification experiments, water droplet pledges and analysis of wetland samples. Programmes are aligned to the curriculum. For more information visit www.capetown.gov.za/naturereserves or www.capetown.gov.za/ youthenvironmentalschool.

World Wetlands Day will be celebra ted at wetland areas all over Cape Town, such as Intaka Island at Cen tury City.

Seda extends deadline for local entrepreneurs GARY VAN DYK

The Small Enterprise Development Agency (Seda) is on the move to empower local entrepreneurs. While it has just announced that it is extending the deadline for entries for the Small Business Stars business plan competition, its services have helped an Elsies River couple empower themselves to financial stability. Last year Wendy and Oscar Samuels from Elsies River were unemployed with no prospects of jobs in their future. According to business adviser Dalton Randall of Seda service provider Devine Solutions, the couple decided to take personal responsibility in order to remedy their situation. “Although there were several alternative solutions such as government grants, these entrepreneurs decided to pursue their dream,” he says. “After trusting God and starting small they have now managed to sustain themselves over the last year with a mobile takeaway stand that operates in the area. “Through our guidance they have now received a subsidy from Seda in order to promote the business,” said Dalton. They have created two employment opportunities, doubled their turnover within a period of a month and also managed to give back to the community by supporting a feeding scheme in the area. “This is a remarkable achievement and a reflection that government is doing their utmost to alleviate poverty. We encourage more people to make use of these services to make a positive difference in their lives if they are thinking of starting a small business,” he said. With this success story in mind the deadline for entries for the business plan competition

has been extended to 29 February, which offers aspirant and existing entrepreneurs an opportunity to make their entrepreneurial dreams a reality. Koenie Slabbert, COO of Seda said that although interest has been beyond expectations with several thousand entrants registering, many have indicated they require more time for thorough market research and to work on their financial projections. Participants can enter any kind of business idea or an existing business in any industry. More than R4 million worth of cash and business support prizes await the 40 winners. Once the entries have been judged after the closing date, up to 300 finalists from around the country will be selected to present their business idea in person to provincial panels. From there, the 40 national winners will be selected. There are four special award categories for the Best Woman Entrepreneur, Best Entrepreneur with a Disability, Best Youth Entrepreneur and Best Job-Creating Entrepreneur. Printed entry forms are also available from any Seda or National Youth Development Agency (NYDA) branch, for those without computer access. “Everyone wins,” said Koenie. “The prestige and credibility of being selected as a finalist or winner could catapult an entrepreneur or their business to a completely new level. And even if participants aren’t selected as finalists or winners, they are able to walk away with an actual business plan, and a much stronger understanding of the business planning process. The learning gained in developing a business plan is invaluable.” Seda will host information workshops in each of the provinces until 17 February. Visit www.sedastars.org.za or follow Seda Small Business Stars on Twitter or Facebook.

Refinery work to affect residents LEON STEENKAMP

Commuters and residents who stay close to the Chevron Refinery in Milnerton might be inconvenienced when the plant starts its annual maintenance operations this month. The refinery, located on the corner of Koeberg and Plattekloof roads, will undergo a routine maintenance and inspection period stretching over six weeks from 17 February until the first week of April. Maintenance and safety inspections are carried out annually, where operations are discontinued to allow scheduled maintenance on specific operating units at the refinery. This annual inspection period ensures that the equipment at the refinery is safe and reliable. A major inspection takes place every four years which allows for more detailed work to be carried out. The next inspection of this magnitude will take place in 2014. “An immense amount of planning has gone into this year’s maintenance and safety inspections. As an integral part of our planning we have put measures in place to ensure an adequate supply of fuel products during this period. Chevron has been consulting with fuel suppliers in South Africa in addition to working closely with government on the current supply issue,” said Steven Parker, general manager of Chevron’s Cape Town refinery. The bitumen shortage experienced at the end of last year saw many road construction projects grind to a halt. Bitumen is a petroleum product used in the manufacturing of asphalt. According to Kylie Hatton from the City of Cape Town, the bitumen shortage had an impact on the construction of the MyCiTi lanes. “It did not have an overall impact on

the contract completion scheduled for June 2012 as we are well ahead of programme and should finish in March if supply continues as is. There is however an ongoing problem with Bitumen supply countrywide and it will get worse as the local refinery will close mid-February for six weeks. This should not impact on the R27 but will affect other projects,” Hatton said. Chevron’s Delight Chandler, manager of public affairs said they have taken this situation into consideration. “As an integral part of our planning for this maintenance project, the Chevron refinery has gone through a period of building up stock levels as well as making arrangements to import additional finished product if required, to ensure an adequate supply of fuel products,” she said. Nearby residents might experience higher noise levels than usual during this period as a result of sandblasting work that is scheduled to be carried out as well as activities involving heavy-lift machinery such as cranes and trucks. “Chevron has made every effort to ensure that these activities are kept to a minimum and are only scheduled during the day,” Parker said. Commuters might also be faced with an increase in traffic congestion. “Since additional contractors will be working at the refinery during the maintenance and inspection period, it is expected that there will be an increase in traffic activity at the refinery’s north entrance located off Koeberg Road and adjacent to the Caltex Service Station,” he said adding that peak times are likely to be between 06:00 and 06:45 and 18:00 and 18:45. Commuters travelling on Koeberg Road in both directions are likely to be affected. Cape Town Metropolitan Police will be in attendance. For more information Contact Delight Chandler on 021 508 3911.

Table View High School’s Interact Club of 2011 collected some R11 000 for the Malachi Children’s Home in Richwood – their charity donation project last year. The learners raised funds by hosting a fashion show and a ‘civvies’ day every term. The home, which cares for babies and toddlers, was supplied with baby food, nappies, bath products, wet wipes, washing powder, baby formula and educational toys. Members of the Interact club also gave some of their time on Friday afternoons playing games with the toddlers, caring for the babies, changing nappies and spending quality time with the little ones. Here with the goods that were donated to the home are Helmien Smit (left) and Candice Gillespie, who ran the Interact club.

Support a ‘Swim of Courage’ An open water swimmer from Table View has been been invited to participate in the Swim of Courage to help a young girl suffering from cancer. Toni Enderli will take part in this marathon 15km swim from Big Bay to Robben Island and back again to help Natalie Cohen (11) who suffers from a very rare form of bone cancer. The Swim of Courage is an initiative started by Martin Goodman to raise funds for children suffering from cancer. This particular Swim of Courage will take place between 24 and 29 February, depending on the weather. Funds raised will go towards the treatment of Natalie’s condition. Diagnosed in January last year, Natalie requires frequent treatment in the USA and is bravely soldiering on in the fight against her illness. The cost of treatment is astronomical and not covered by medical insurance. In addition to this, her recovery from the treatment and hopefully the disease, here in South Africa, is a further financial burden that cannot be shouldered by her family alone. Enderli has decided to do raise funds for Natalie by selling each swim stroke that he gives during the swim. “It takes approximately 120 000 strokes to complete the Swim of Courage. I will sell each one of my strokes for R20 each with the objective of raising a total of R240 000 to put towards Natalie’s medical expenses,” Enderli said. “There are approximately 20 000 people living in Table View and surrounds and if half of those residents each buy one or two of my swim strokes this objective can be easily reached,” he added. The success of Toni’s last charity swim (Speedo Ice Swim, 23 July 2011), has him once again challenging himself and his community to give back to those in need. “I encourage everyone to take a small step to help out: together we can make a massive difference to a child’s life,” Enderli said. The progress on the sale of Enderli’s swim strokes can be tracked on the Realtors International Facebook page or on the Swim of Courage Facebook page. For more information on Natalie visit www.nataliescircleoflove.org. Swim stroke purchase payments can be deposited into the following bank account: Natalie’s Circle of Love Trust, First National Bank, Branch code 204009, Account number 62301116184, Swift Code FIRNZAJJXXX. Contributors must provide their names and the word ‘SWIM’ in the beneficiary reference field when making EFTs. Email Toni Enderli at toni@enderli.co.za.

SLICE OF LIFE

Metro Police there to serve The Metro Police have been in the news constantly over the past couple of years – some of it bad (when allegations of bribery surfaced or when they brought the N2 to a standstill during a protest), but most of it good. Take this past week for example. Metro Police officers arrested 37 suspects on charges ranging from drug possession to drunk driving. No wonder Cape Town’s executive mayor, Patricia de Lille, said she’d fight tooth and nail for the retention of the country’s metro police. De Lille mentioned at the City of Cape Town’s first council meeting of the year that a draft white paper is proposing that metro and municipal police services be abolished. Her speech caused quite a stir with the minister of police’s spokesperson Zweli Mnisi telling her to “shut up”, saying she shouldn’t speak out of turn. Fact is we need all the help we can get to fight crime in this country. De Lille was quoted as saying the Metro Police have helped keep the people of Cape Town safe. Kudos to her for bringing the matter out in the open; more often than not things are swept under the table. De Lille got it spot on when she said: “ ... we should never allow politics to jeopardise the safety of our citizens.”

Moving goalposts for football practise I took my son yesterday to play on the Table View Football fields and saw to my disgust that there is no access to get on to the fields. I read the notice on the one gate by the Tennis Club and feel I needed to send an email to find out more information. My son plays football for Durbanville Football Club and due to him living with his mother during the week in Durbanville this is the reason he belongs to the club, so when he comes to my house in Parklands every weekend it’s nice to get him out of the house to practise especially being close to the new season starting. I don’t like him playing football on the road in front of my house as cars do drive fast and he also might break something. We have a park around the corner but no ball games are allowed on the park. I tried to take him to Sunningdale Football but it seems like when you get out your car you get stared at by the Five-A-Side football lot. I then decided to go to Theo Marais which now has a security guard at the front and says Members Only but we seem to get in. Theo Marais is probably the next best open

area to kick around a ball and practise even though there are no football posts. I am sure though if the security guard checked if we were members we would not be allowed in. I have not seen anything in the local papers with regard to Table View Football area as I tend to read them on a weekly basis. Has this now become exclusive for members only or is it due to the over-use of the fields over weekends? We seem to be spending money building a lot of houses but not many recreational facilities for Table View/Parklands that our children can enjoy. STEPHEN HOWARTH Email Paul Nathan, chairperson of Table View Football Club responds: The Facility was recently fenced in by the City in terms of the Facility Management Committee (FMC) in terms of the institutional framework. At present the sports complex consists of football, tennis, athletics and we as a FMC have just accepted baseball for the next season. So yes, the complex is for members only as with all other sports complexes.

Put bus times on cellphone Waiting for a MyCiTi bus at a bus stop has become such a hassle. We plan our schedule to be on time for the buses but with most bus times schedules being torn off we wait and wait to see when a bus will show up. It will be very helpful and easier to manage if an application for Blackberry and the iPhones could be created and an easy accessible mobile site for other times. It could have the bus routes on and the bus times of each bus stop with the number of

the bus stop. It could easily be updated when the times change. Not everyone has cellphones but this will help for most MyCiTi users. G LE ROUX Table View Kylie Hatton, Manager: Media, City of Cape Town responds: Yes, the City of Cape Town is actually in the process of investigating trip planner applications to improve commuters’ experience of the system.

This is in support of Terry Aitcheson’s letter (“ALL drivers must wake up”) on 25 January and my experience of the traffic department. Last month I approached the junction of Koeberg and Loxton roads heading north and joined a queue of traffic waiting at the red light. When the lights changed to green the inside lane was unable to proceed due to a taxi that stopped at the lights with its hazard lights on while waiting for passengers coming from Centre Point direction. Vehicles behind had to try to filter into the outside lane to pass the stationary taxi. Despite loud hooting, the driver refused to move and the lights changed to red again while the driver was loading even more passengers. As I was going to Table View I called in at the Milnerton Traffic Station to report this event. Displayed on the glass doors was a notice “Staff only. Please use the front entrance”. This entailed waiting in a long queue at the enquiry counter and the lady then had to leave her office, enter a code to open the door then you get into the department – 20 minutes later! One of five officers sitting around a table came to assist me and I related the taxi event and provided the vehicle number, which he did not bother to note. The traffic officer advised me to report the obstruction incident to Milnerton police and to make an affidavit of the event. He said it would probably be of little use as I was behind the taxi and unable to identify the driver, who would probably state someone else was driving. Had I been able to identify the driver and reported him to the police the case could possibly have gone to court with me as a main witness, my name and address thereafter being known to the driver and the taxi industry with probable repercussions on myself, my vehicle or on my property! The traffic officers could continue sitting undisturbed around the table until time to go home in their vehicle, paid for by ratepayers! As Terry noted the traffic department is a downright disgrace and only capable of operating speed cameras and issuing parking fines. Taxis break all road rules without fear of prosecution from this waste of ratepayers’ funds. ROB Milnerton

Braving icy water to help others LEON STEENKAMP

A local swimming fanatic has once again shown that she will literally cross the length and breadth of the ocean to help those in need.

An exhausted Cecilia Schutte exits the water after completing a gruelling 23km swim from Bloubergstrand to Robben Island and back. Her mother Lollie Botha helps warm Schutte with face and hands all swollen from the reaction to the countless bluebottle stings. conditions were rough with heavy swells part of the way and bluebottles just about everywhere – I have the sting marks all over my body including my face to prove it,” Schutte said. She received treatment for the bluebottle stings when she came

out from Dr Sean Gottschalk. “My face was so swollen from the reaction of the stings. I am not sure what I would have done if I did not initially set up the medical back-up for any emergency that might come up,” she said. A competitive swimmer from a

very young age, Schutte resurrected her passion recently to swim the Ice Mile held at Nuwedam in Fraserburg in the Northern Cape in June. “The idea of swimming an open water marathon has been on the cards for a while, I was just waiting

Last month Cecilia Schutte (33) from Milnerton braved the icy waters of the Atlantic Ocean in her latest Swim of Courage, intent on completing a 23km marathon swim which would see her swim from Big Bay in Bloubergstrand around Robben Island and back. On Saturday 17 December at 06:30 Schutte – wearing only a speedo costume, goggles and swim cap – entered the water at Big Bay for her epic solo attempt. She chose a route that has never been swum before, which required her to swim through strong currents in hypothermic temperatures of below 15°C. Schutte is however no stranger to cold water after she became the first woman in South Africa to swim an Ice Mile last year. A tired but delighted Schutte managed to complete her roundabout swim of Robben Island in just over eight and a half hours, swimming her last strides at 15:00. An excited Schutte is over the moon about her trailblazing swim. “I am absolutely thrilled about having completed this harrowing swim. I learned a few hard lessons along the way – such as always taking along enough food. This time I ran out, but luckily my stamina and mind pulled me through. The water

for the opportune time and motivation. I have been training hard – for over eight months – and my fitness levels have improved considerably since I started to train again.” It was this conditioning that allowed her to undertake her latest momentous challenge. Over the years, Schutte has used every opportunity that arose through her swimming endeavours, to raise funds for those less fortunate, and dedicated herself to raising funds through this marathon challenge for brave little cancer survivor Natalie Cohen (11) from Sea Point. While it is Schutte’s mission in life to inspire people to push the boundaries of the body’s capacity, she is equally passionate about using her talents to contribute to those less fortunate in her community, and the plight of this little girl is something that is very close to her heart. Schutte lost her own father to cancer a few short years ago, and the courage he showed in fighting the disease is something she recognised and admires in young Natalie. “I believe it is my duty to use my talents for good. I have been a swimming and water sports enthusiast as far back as I can remember, and firmly believe that swimming is the one sport that everyone can relate to. The idea of an open water swimming marathon is exciting to many people, and I hope that this inspires other young men and women to push their own boundaries, and to use their own talents to better the conditions of others,” she said.

Skulpkuns gee blinde vrou weer woema DESIREÉ RORKE

Toe gee die see haar ’n geskenk.

eers verlede jaar by Tokkie gediagnoseer nadat haar optiese senuwees gebars het.

Daar langs die see het ek weer my voete gevind. Die skulpies wat ek oral om my gevoel het, was geskenke wat die see vir my gegee het en ek het dit gretig begin bymekaar maak,” vertel sy. SA’s worst road There are times to be grateful that we live in the Western Cape. I say this because I have just returned from a holiday in the Eastern Cape and an encounter with what must surely be the worst road in South Africa, a road so bad that the local farmers have taken to driving in the veld alongside the road! The road in question links the little towns of Adelaide and Tarkastad. It used to have a good gravel surface but it has now disintegrated into a rocky ridge with corrugations so deep that no city car can venture onto it without having its bottom scraped. So city cars, too, turn off the road and drive in the veld. All this has prompted the local farmers to consider reverting to horses. Trouble is most of the horses available today are such pampered creatures that they would expect to be taken to town in horse boxes pulled by Land Rovers. When I was in the area the farmers were all watching the Dakar rally on TV in the hope of learning useful new driving techniques. But at the end of it all there was a collective shake of the head and a suggestion that the Dakar drivers should visit Adelaide to learn from them. Just how the road got so bad can be explained in one word – neglect. The local powers that be have very little regard for farmers.

And they understand that farmers don’t have to attend important meetings in Bisho. Farmers should stay on their farms and farm! But things are not going well in the Eastern Cape and many farmers have had to send their wives out to work so they need the roads. To make this possible they use tracks alongside the ruins of the road. Every now and then the track is diverted onto the rocky ruin to avoid a ditch or to cross over to the other side where the veld in the road reserve may be a little flatter. There is no prospect of tarring the road. All the available asphalt is needed to fill the potholes on more important roads. They also use asphalt to create rough strips on roads approaching a stop sign or junction. This has become necessary because standard road signage no longer has the desired effect and it has become necessary to shake up cars and wake the drivers. One solution might be to go back to cement strip roads. But if one is progressing into the past it might be better to go back a little further and try wagons again. Think of all the jobs it would create. One person to lead the oxen, one or two to walk alongside cracking the whips and another seated on the wakis to give the orders. In the Eastern Cape, the future is not what it used to be.

Police put brakes on drag racing in Bellville clampdown Traffic officials issued a total of 182 fines at an illegal drag racing operation in Bellville over the course of six hours recently. The operation was held on Sunday 22 January, starting at 19:00 and the following fines were issued: 19 vehicles suspended for unroadworthiness; 24 unlicensed drivers;

14 smooth tyres; one inconsiderate driving case; five unlicensed motor vehicles; eight failed to display number plates; one overload; one operating motor vehicle whilst under suspension; three failing to wear safety belts; 106 speed offences on Vanguard Drive between Klipfontein Road and the N2 (highest

speed 123km/h in a 60km/h zone). Adrian Long, principal inspector technical services of the Cape Town traffic services department, said they received a tip-off that dragsters were getting together at Modderdam Road at UWC. “The message contained a date, time location, alternative locations

and even a contingency plan, should they encounter any law enforcement personnel,” Long said. He said by 22:30 there were about 120 vehicles parked on both sides of Modderdam Road opposite UWC, waiting for the races to start. Officers managed to block in all the vehicles and conducted inspec-

tions on them. Officers then moved to Bishop Lavis, where another group of about 25 vehicles was starting to form. This group dispersed before officials arrived and they were unable to intercept them. Traffic officers remained in the area until 01:00 when it quietened down.

Patricia de Lille, executive mayor of the City of Cape Town, is here trying out the freecall telepho ne device that was installed in Fisantekraal last week. With her is Gerhard Fourie, chairperson of Subcouncil 7 in Durbanville.

Call to city now free The first free-call telephone device in an informal settlement has been installed in Fisantekraal outside Durbanville. This pilot project enables residents to contact the City of Cape Town with their municipal accounts and service-related queries. This follows the installation of a total of 50 free-call lines in city facilities, including libraries and municipal offices to improve communication with residents. The project is the next phase of the city’s free-call services for a new 24-hour free-call line to improve service delivery, specifically for use in informal settlements. At the launch of this pilot project last week, executive mayor of Cape Town, Patricia de Lille said five more free call lines will be installed in other informal settlements “once we have reviewed the effectiveness of system”. The call centre receives on average 83 000 calls per month, she said. “This administration is fully committed to building a caring city for all Capetonians. For

us to realise this, we must constantly explore ways to provide the best possible level of service to all communities, most especially to the poor. “In order to ensure that we provide quality services and to ensure that we are responsive to citizens’ needs, the city has a number of communication channels available to residents to lodge their complaints,” she said. The telephone device will be placed in a central and secure location to ensure that it is easily accessible to the rest of the community. “It will allow residents in informal settlements to communicate directly with the city’s water and sanitation department to report any defects in basic services infrastructure such as leaking taps and blocked sewerage systems,” De Lille said. “While residents must be custodians of the infrastructure in their communities, it is our ultimate obligation to fix infrastructure in need of repair. But we can only fix what we know is broken. For that information, we need the help of residents,” she said.

The vibrant Parish of the Bellville Catholic Church recently played host to a Polish adventure team, Globall 2012. The team of extreme Polish adventurers are on their way to the southern tip of eastern Europe – 23 000km away. They made a turn at the parish to share a special message of tolerance, joy and unity with their creed, “All borders and prejudices that separate people, are man-made and can only be overcome by man”. The expedition will be recorded in its entirety as they plan to release a film and a book on this incredible experience. The Bellville parish priest, Father Bogdan Buksa welcomed the members of the expedition and said the church was honoured to be part of such a special project. The Science Centre in its new home sports a bright and funky layout and design.

Fresh lick of paint for ‘new’ Science Centre Cape Town’s much-loved Science Centre re-opened in its new, refurbished Observatory home in December. After concerns over whether the centre would open its doors to the public – after a long-time sponsor pulled out – it is finally part of scholars in the city’s education again. The Science Centre is now housed in a heritage site in Observatory after being previously situated in Canal Walk Shopping Centre. The new building, which has stood empty for eight years, was completely renovated and refurbished. The centre’s shiny new look is partly thanks to a donation of R300 000 worth of paint by Plascon. The paint was used to transform

the interior and exterior of the new building. Over and above the paint, Plascon’s Freeworld Design Centre (FWDC) has also helped the Science Centre with the interior design and decor. “We assisted with 3D renders and presented colour options and ideas for the new Science Centre. The brief was to keep it playful within a heritage building space,” said Plascon’s Patrick Seager. The colours which were used were happy, bright, fun and slightly off-beat colours that weren’t the normal colour options for children’s spaces. “We wanted to show visitors and the client that there’s more to children’s colour themes than primary

hues. These playful shades against an all-white background lend a more contemporary feel to the heritage building.” The science centre’s bathroom, party room and Sci-Cafe logos have also been re-designed giving it a cleaner feel that fits with the interior’s new and more contemporary look. It also brought on board Project X to help the centre with its new logo, creating one which will become a brand icon among visitors to the city. Established in 2000 by Professor Mike Bruton, the Science Centre has grown from strength to strength now boasting more than 300 science exhibitions. In the 11 years that is has been

open the centre has received 1,3 million visitors and it has reached 2,2 million more, thanks to outreach programmes. On an annual basis the centre receives between 126 000 and 130 000 visitors, 60 percent of whom are between the ages of three and 18. “Education is important and science is an important part of the education of young South Africans. The Cape Town Science Centre has played an important role in teaching millions of people about the basic principles of science. We felt it was important that it remained open and that is why we came on board,” said Seager. Last year management had to make the difficult choice to move the centre after losing a 10-year long

sponsorship. The choice of a new location was largely influenced by a desire to make the centre more accessible to the rest of Cape Town’s population. They found a vacant building in Observatory which was in need of major refurbishment. The building is a heritage site and was originally designed by renowned architect Max Policansky. Policansky is considered to have introduced modernist architecture to the Cape. Science Centre director Julie Cleverdon praised Plascon for their overall contribution. “Plascon came on board at a time that we needed support. They have ensured that the Science Centre will be beautiful ... ” said Cleverdon

Amoré gewild in Kaap LOUISA STEYL

“Ek was 12 jaar oud toe ek vir die eerste keer op die verhoog was,” sê die plaaslike sangeres Amoré Rudman. Amoré het al ver gekom van daardie tyd af. Sy is in 2012 deur Bok Radio aangewys as die Kaap se gewildste kunstenaar vir haar liedjie “Lekker by die see”. “Ek leer so baie van hul-

Vir meer inligting oor Amoré, besoek haar webtuiste by www.amore.co.za.

Slalom event draws the crowds Poole moker The inclusion of a slalom discipline in the sixth Laguna Mall racing series proved to be a very exciting addition to this competition. The slalom competition was aided by strong wind conditions which were ideal for this kind of racing event. This in turn attracted more com-

petitors at the same time. “Compared to the race discipline where an ‘upwind and downwind leg’ is part of the course and specialised boards are used, the slalom discipline requires nothing more then either a twin tip, wave board and a standard kite. “Therefore anyone has a fair chance of a victory on any kind of equipment,” explained race organ-

iser Olaf van Tol. During the slalom kiters race along a course laid out in a figure of eight, with top speeds of up to 75km/h being the norm. Most contestants also agreed that competing on twin boards in such strong winds was more fun. Last week’s winner Colin Heckroodt was as excited about the change in the competition.

“Riding a race board in strong winds is like riding a bucking horse. If you do not control it, it will throw you off,” he said. Etienne Oelofsen and Oswald Smith finished second and third respectively. Mareike Brase from Germany claimed first place in the women’s category followed by Iva Lopes de Sarria from Table View in second.

99ER road and MTB race back The Reeds Chevrolet 99ER Cycling Road and MTB race will take place on Saturday 11 February. This popular race is the third largest in the Western Cape and the event is an official seeding race to the Pick n Pay Cape Argus Cycle Tour for 2013. Last year saw the dawn of a new era for the Ninety Niner Cycle Race with the introduction of two

exciting mountain bike routes, adding more variety and action to this already popular event. This year there will be three mountain bike routes: 35km, 20km and 8km, catering for a wide range of participants. The mountain bike event will once again take place at Meerendal Wine Estate. Reeds Chevrolet has sponsored

a nippy new Chevrolet Spark, to be given away as part of a lucky draw at the main prizegiving on race day. To win this brand new Chevrolet Spark, cyclists must enter one of the 123km, 50km road races or the 35km mountain bike race. You can enter the 123km and 50km road races and 35km MTB race online at www.99er.co.za.

You can only enter for the 20km and 8km MTB events on the race day at Meerendal Wine Estate. The closing date for the 123km race is 7 February, no late entries. In order to ensure seeding for Argus, cyclists must have registered before 31 January. Cyclists 10 years old and younger must be accompanied by a participating adult.

Junior atlete vaar goed by WPA se byeenkoms RAYNO SNYMAN

Matthew van der Linden finishes last week’s downwind race at Small Bay with Monika Wohlgemuth hot on his heels. Photo: Jane Amory

First downwind hard fought After a period of no wind the southeaster really let rip last week giving surfskiers and stand up paddlers a good first downwind race for 2012. A steady 18-26 knot southeaster, flat seas and a highish tide were the ideal conditions for the 35 surfski and 36 SUP paddlers who had signed up for first race of the year. The juniors are advancing in the SUP division and it is telling of the growth of the sport. The 16-year-old Dylan Frick was the overall winner after a hard fight with veteran waterman Ivan Van Vuuren. Frick’s time of 49min50s was his personal best. The youngster has picked up an international sponsorship with a board company due to his results of late. In the third place was Peter Petersen desperately hanging on to the top two and nearly getting pipped himself by 19-year-old Brad Adams who made a late charge only to fall on the entry to Small Bay. Pietro Muscas came fifth after leading out strongly early on in the race. The top five paddlers were split by less than a minute after 10km paddling. First in on the slower 12’6 boards was Greg Bertish in sixth position in 51min02s. Bertish is training for the World Championships that takes place in Peru later this

month. In this contest the boards are limited to a length of just over 12 foot. His brother Chris is another paddler who is in training for the world championships along with woman rider Brigette van Aswegen. Chris was late for the start so only managed 56min08s and 12th overall, while Van Aswegen beat the rest of the women in the field in 1H01min50s. The second junior home was Matthew van der Linden (54min55s) followed by Kimon Dos Santos (56min24s). Sofie Routabouille from France came in second for the women followed by Penny Stemmet. The over-all championship positions after six completed races still sees Chris Bertish in the lead with 14,8 points.
