ets ruik arragh! (Something smells terrible). These are the words of people passing a house in Ramphal Singh Street in Cravenby, and it is the understatement of the year, because the stench coming from the abandoned property is unbearable in the late afternoon heat. While passersby are able to escape the stench, for the neighbours in the area the smell is something that they have to live with all the time, and nobody seems able to solve the problem. Zaid Valli, who lives next to the property, said that the problem started about six years ago when the owner of the house died. “His step-daughter was living in the house at the time, but the family just put her out, and left the house because they don’t live in Cape Town,” he said. “It was a beautiful house but just look at it now. It is now just a frame of a house because of the vandalism that has taken place.

Health hazard “It has become a health hazard because people started dumping fish entrails, dead dogs and other dirt on it, but our biggest worry is that there are criminal activities taking place here with drugs being used by local thugs. “It has also become an escape route for thieves who come into the area because the fences are all broken, and a few weeks ago the police shot one of them right here as he was trying to escape. “It is attracting bad elements all the time.” Valli added that residents in the area had given up trying to contact the family that stayed there. “You can’t get anything from them, they just don’t care,” he said. “Initially we were told that they were going to sell the house but nothing was ever

done. “Then they told us that they will clear up the rubbish but it never happened, and then they just started being rude to you when you called. “There are some people, including me, who offered to buy the place but in the state that it is in now who will want to buy it?” Another resident in the area who did not want to be named said that the wind constantly blew the stench into their home. “We can’t keep our windows open,” he said.

“At this moment we have a family member who is very ill and we can’t let in any fresh air into the house.

Action “We have spoken to the council but because it is a private property their hands are tied, but I think the time has come for them to take drastic action against the owners.” Local ward councillor Freddie Kearns confirmed that there have been a number of complaints about this particular property. “It has been brought to our attention, and

yes our hands are tied to a certain degree,” he said. “I have also been in touch with the owner in Port Elizabeth on a number of occasions and every time there is the promise of coming home to sort it out, but nothing ever happens. “We will be looking at what further steps can be taken.” There was a “subscriber does not exist” message when TygerBurger tried to call a number related to one of the owners of the house.

Die besending word aanstaande week in die Kaapstadse hawe verwag. Daar word ook tans by die vereniging geëksperimenteer met ander innoverende ru-materiaal wat sekere grassoorte, bamboes en piesangblaar insluit. “Dis ’n deurbraak op kort termyn, maar ons wil as vereniging hard werk om te verseker dis volhoubaar,” sê Marais.

The SAPS Training Academy in Bishop Lavis hosted their passing out parade last week with a new batch of policemen and women ready to take on crime in their communities. Special guest speaker at the event Lt Gen Arno Lamoer, pointed out that this was a very special group because they were the first group to complete the new two-year training programme. “You are now fully trained and prepared to go into the communities to serve and protect, and do so with the utmost professionalism. “This training that you have received must shine through in every word and ac-

tion. “Every law-abiding citizen must see you as someone who embodies service delivery, someone who will go out of their way to help, and someone who will never be feared within the community that they serve,” he said. Lamoer also pointed out that while a great deal of authority has been given to them by virtue of their profession, so too is a great responsibility resting on their shoulders. “You have the power to arrest and detain people, and that is a power never to be taken lightly or abused. “There will also be times when you will be placed in life or death situations, and the decisions you take could have far-reaching consequences, but you have been more than adequately prepared to shoulder those responsibilities,” he said.

Women discover real worth GARY VAN DYK Ladies in the community are invited to a special day to discover their real worth. Women’s group, G4G (Gals 4 God) of the United Reformed Church in Belhar will be hosting their fourth Women’s Conference, on Saturday 16 March under the banner of “A Woman’s Worth”. Organiser Lorichen Matolla said that with recent horrible incidents of violence against women the conference is more important because they are focusing on worthiness. “Do we, as women, truly feel worthy?” she asks. “From a very young age girls begin to find their identity in this world. They know where they want to be in life but often as they get older, there are various circumstances and people in this cruel world who plant negative things in their heads. “Words such as ‘You’re not good enough’ or ‘You’ll never get far in life’ and slowly we begin to believe those words. “G4G is here to tell women and young girls

that this is your time! No more will you be told that you’re not good enough. “We need to let people know out there that we are worth so much more.” Starting at 9:00 at the church on the corner of Wastonia and Orgidee roads in Belhar, the conference is being held again by public demand after positive feedback from last year’s Superwoman conference. Adult Education in Elsies River needs your help. Aid is needed at the Adult Education and Training Centre in Bowler Street after a section was gutted by fire at the end of January. Centre manager Mike Pick, says that they have been devastated by the damage that was caused, but they are still going on with their classes. “The damage has been terrible but we cannot stop our classes,” he said. “Many learners are getting ready to write their matric and they depend on us to keep their educational aspirations alive. “In some respects we were lucky that the damaged area did not include the classes that they use but now we need to rebuild the area that was used as a staffroom, the crafts and sewing department, and a major part of our offices and toilets were destroyed. “Sadly during the fire all our computers were stolen and so we are struggling to redo all data and records from backup documents, but it is very difficult,” he said. Pick added that the centre has won awards for being the best centre of its kind in recent years, and plays a big part in helping young people who left school early im-

Restricted times for watering Water levels of dams around Cape Town is currently at 72,9 %. While this is not cause for concern at this stage, the City of Cape Town appeals to residents to use water sparingly. In a media release, the water and sanitation department is appealing to all residents to adhere to the specified times for watering gardens, lawns and plants to prevent water wastage. According to the mayoral committee member for utility services, Ernest Sonnenberg, residents should note that action can be taken against them for non-compli-

ance with the prescribed watering times. Top performing schools are flying high with some help from the airport. Taking 2012 matric results in consideration Marian High in Matroosfontein, Excelsior Secondary in Belhar, Belhar Secondary School, Ravensmead Secondary, Elsies River High School, Cravenby Secondary, and Sinethemba Secondary in Philippi, are all getting some major educational boosts from a local facility. Airports Company South Africa, Cape Town International Airport is once again embarking on its school upliftment project which will assist another seven schools this year in making critical school improvements. This year the airport spent almost R180 000 purchasing eight special whiteboards and other educational software going to these top performing schools. In 2011 they spent R150 000 on this initiative and in 2012 this amount was increased to R176 000. The airport worked closely with the Western Cape Education Foundation who also provided the criteria for selecting the schools. In February the company embarked on a schools drive to identify top performing schools in the communities around the air-

port. Seven top performing schools were identified with matric pass rates ranging from 87 % to 97 %. As recognition, the airport donated interactive whiteboards and other teaching software to each of the schools. “Our business is not only about airports, it’s about giving back to our communities” said Deidre Davids, communications manager at Cape Town International Airport. “So, as an airport operator, contributing toward the development and sustainability of our communities is very important and education is the foundation for the development of any community. “When we were engaging the schools, the principals of the schools indicated that interactive whiteboards are required to help with teaching. These boards allow teachers to use them as a normal whiteboard with the versatility of being able to go onto the internet and pull up information while teaching.” This initiative has two components, thus, acknowledging and rewarding schools who have increased their matric pass rate; and schools that are in desperate need for maintenance work to allow them to improve their learning environment.

New hope for shack fire safety ANDRÉ BAKKES Thousands of people are affected by fires in informal settlements every year. Just in December and January this year the number of people made homeless by shack fires amounts to nearly 5 200 countrywide. TygerBurger has also published numerous articles on this over the last few months. formed from a combustible nightmare to a fire-resistant dream. Last week Wednesday the company launched Ajuga – a project that will see fireresistant structures and creches installed in informal settlements. Earlier in February the Cipla Foundation sponsored the first two Ajuga structures that replaced creches in Du Noon. These Ajuga units are apparently effective fire-resistant structures, made from patented steel and fire retardant panels, which have been fire-tested to 1 000 degrees. During the media launch near Stellenbosch a massive heap of wood was set alight inside a unit under strict fire and rescue surveillance. One of the most astonishing qualities of this fire-resistant material is that while the fire was raging inside, one could hardly feel any heat through the walls on the outside. The roof is also designed to “pop open” and says the designer David Grier of the Cipla Foundation: “By replacing creches with fire resistant structures, this initiative ensures that if there is a fire outbreak, the most vulnerable people of the community will be protected. With this initiative, we can also provide children with a place of safety and improve the conditions in which they are schooled.” The house takes one day to assemble, is fitted with standard windows and doors and services such as water and electricity can be installed. Grier continues: “The problem in informal settlements is that so much corrugated iron

is used. “This is actually the worst material, because what it does is when a fire starts it builds and builds heat. Eventually, whatever is combustible in that unit just vaporises and a fireball blows out of this house and with the wind it goes from shack to shack to shack.” The answer to overcome this was found in a plant named the Ajuga, which is fire-resistant. Careful and meticulous design and testing eventually led to the Ajuga unit. It costs R50 000 to build.

Fill it up, with hydrogen The first hydrogen fuel cell battery golf cart on South African soil was developed in Bellville, at the University of the Western Cape (UWC). Hydrogen South Africa (HySA) Systems Competence Centre based at UWC and Melex Electrovehicles, a South African company, built the cart. The cart was approved by the National Regulator for Compulsory Specifications (NRCS). The range of the golf cart is approximately doubled by the use of the hydrogen fuel cell. It is virtually silent in operation, can reach speeds of up to 50 km/h and is pollutionfree. Says Professor Bruno G Pollet, director of HySA Systems Competence Centre at UWC: “The only emission from this golf cart is water! And if the hydrogen fuel source can be produced by using renewable technologies such as solar or wind energy, the entire process – from production to driving – is purely green.” This hydrogen transport demonstrator will be compared with the existing UWC campus fleet of diesel and pure battery electric vehicles. That way HySA Systems scientists and engineers can learn more about the efficiency and performance of this technology and how it can be implemented costeffectively in the formation of a viable “green” means of transport in South Africa. The university was named South Africa’s Greenest Campus in 2012.

Views from the Class in the Clouds The Table Mountain Class in the Clouds programme, which enables 20 000 learners each to discover all the wonders of Table Mountain, will start on 1 March. The programme which is now in it’s 13th year, was developed to enable learners to explore Table Mountain’s treasure house of fauna and flora. The Class in the Clouds, runs from 1 March to 31 October, and includes school holidays but excluding weekends and public holidays. The programme is open to learners from Grade 1 to 12. The cost involved is R39 per learner, and any South African school can join this educational programme. The Cableway also offers a Class in the Clouds combo deal which costs R60 and the deal includes a Class in the Clouds ticket, a hot dog and a fruit juice. Who’s best with tongs The Cape Town auditions of the second season of The Ultimate Braaimaster reality cooking show took place at the V&A Waterfront over the weekend. Some 52 teams from across the Western Cape took place. The competitors were chopped down to 13 after Saturday’s judging and had to complete a number of cooking challenges for a chance to be one of the regional winners. Somewhere in Montague there is a very confused old woman. So her guesthouse is a portal... A portal? She looks at her husband and says: “Peter... This afternoon a young man told me our guesthouse is an integral portal... He said that we must welcome the aliens and phone him as soon as the bad guys try to blow up our resonators with their Xmp bursters...” Peter hardly looks up from his newspaper and says: “Yes dear.” What either Peter or his wife doesn’t know is that a new Android mobile game called “Ingress” is taking the northern suburbs, Cape Town and the world by storm. The guesthouse in Montague is one of 200 portals in Cape Town, each a veritable battlefield between the green team and their sworn enemies, the despicable blue team. TygerBurger acted as mediator and managed to set up a meeting between two members of the blue team and three of the green team. An uneasy ceasefire was agreed so that readers can find out more about this new and innovative gameplay called Ingress. Durbanville’s Sean Scott (aka Frosty) leers suspiciously at Kraaifontein’s Auratius February (aka Greenworld) before he says: “Ingress is a new game by Google. If invited by Google one can play it on Android phones and tablets, and it will soon be available on iPhones as well. Historic buildings are portals in the game and one has to literally go to these portals to attack or defend it.” The blue team’s Jaco Gunter from Welgemoed (aka Capman) continues where his team mate Frosty left off: “There are two factions, the enlightened ones and the resistence. So we make a portal blue and then the other team makes it green. Then we

make it blue again and so we go round and round the city and fight for the right to own a particular portal.” The higher your level the better defences you can build and the stronger your offence is. The old man and old woman from Montague happen to live in a historic building, so now they have the added benefit of living in a portal. They also don’t really need to phone the green team when the blues attack, because the greenies will be notified on their cellphones when someone attempts to take it from them. The old couple also need not worry about any kind of intrusion on their property, since a team can “attack” from anywhere in the vicinity. The interview continues when Capman muses: “Take the movie Independence Day. You are the guys standing on the roof with signs saying ‘Welcome! Welcome!’ while these UFOs invade us! We are Will Smith flying around and trying to stop the aliens...” The green team members all laugh and say: “No, no, no!” Stellenberg’s Willow van der Merwe (aka Qbitza) had another theory: “We are the scientists in the middle ages trying to explain to you that the world is round and you are the heretics!” From an outsider’s perspective it seems as if these people get on extremely well. They share a passion of “seeing noteworthy sights and playing a game on a grand scale”. Qbitza is married to Carol van der Merwe (aka Babayaga) and their son is even in on the game. The keen Greenworld spent more than R1 500 on petrol just last month. Capman concludes: “If someone sees a group of people standing in front of an old church and staring at their phones they needn’t be alarmed! We are not criminals.”

Artists infecting city Milnerton’s Gareth Harvey is one of over 60 acclaimed South African and international artists who will be part of Africa Centre’s sixth annual free public arts festival, Infecting The City. From Monday 11 to Saturday 16 March, Cape Town is the backdrop, stage and audience to a mesmerising showcase of live culture across all artistic disciplines that will ignite, mystify and intrigue the Mother City. Harvey is part of Saxit!, a sax quartet who explore the tonal possibilities of their instruments. The group will be performing on the Monday and Wednesday evenings of the festival. Another interesting performance is a skateboard flash mob, titled, Beyond the Skatepark, by SK8 Collective, set to take place on the Friday at 18:00. In an act of reclamation and rescue of the city, skateboarders will convene at Thibault Square, the “Mecca” of Cape Town skateboarding to share in a skate performance and exhibition by local skate legends Arnold Lambert, the 20sk8 crew and Kent Lingeveldt. They are calling for all Cape Town skateboarders to join them on the day. The works, ranging from dance, theatre, music, live art, visual arts, installations and interventions are spread throughout the public spaces of the city and designed to encourage audiences to discover, define and experience our private and public environments.

Saxit! – one of the groups performing at this year’s Infecting the City festival. As part of the Africa Centre’s youth programme, Arts Aweh!, Infecting the City will transport 400 high school scholars from across greater Cape Town to the city centre to engage and interact with the festival and its artists. Track Five, a five-voice vocal group that was started by Durbanville’s Gavin Fullard, has been his passion for many years and they will be releasing their latest recording at the Nassau Centre at Groote Schuur High School, in Newlands from 19:00. Fullard says that they specialise in exciting arrangements of the well-known popular jazz standards and romantic ballads. “Our influences include the unfailingly exciting sounds of great vocal groups such as the Four Freshmen, Manhattan Transfer, Take 6, New York Voices and the Real Group,” he says. “Over the years we have performed with luminaries like pianist Jack van Poll, with the group JaZZaTTaC and, for many years, with the Jonny Cooper Orchestra. “This is our fourth CD that we will be launching called I Remember You, and for lovers of good music it will invoke the nos-

Jazz vocalist Clinton Viljoen back in SA March sees the first GrandWest appearance of Cape Town-born jazz vocalist Clinton Viljoen. Other members of the group are: Danelle de Vries, a top-10 finalist of the KykNet Afrikaans Idols Competition in 2006, who has worked with top South African artists, in-

Sonja Cillie who toured Europe as a member of Tygerberg Children’s Choir for many years, also an ATKV singing competition finalist and she has worked with Marthinus Basson in Cabaret training. Amy Larter is originally from East London, and obtained her Bachelor of Music degree – jazz performance (BMus) at the University of Cape Town in 2007. Arthur Pietersen from Belhar is the newest addition to the group working as a laboratory manager and a scientist by trade. His musical skills were honed over the last 30 years as he was involved in various singing groups and choirs in his community. The theft is relentless. T he Cit ies of Cape Tow n and Johannesburg lose about R121 million and R663 million respectively. The crime has

Local government has joined forces with the power utility Eskom, the business sector and the media to stem the flow of losses caused by electricity theft. The South African Local Government Association (SALGA) is a core partner of Operation Khanyisa, a campaign that aims to mobilise all South Africans for legal, safe and efficient electricity use. SALGA has recently committed to redoubling its efforts to combat the crime of electricity theft, which it says is responsible for municipalities losing up to R3.2 billion each year.

To register as a non-profitable organisation on grassroots level is fairly easy. To comply and maintain proves to be much more difficult and until recently, there was no one body these organisations could turn to for advice. That has changed since a non-profitable organisations (NPOs) summit in Gauteng last August, when the South African Congress for Non-Profitable Organisations (Sacono) was initiated. Sacono plays the roll of a helpdesk, especially for small grassroots level NPOs. “It was found many NPOs closed their doors as a result of no leadership being available to them,” says Gloria Gum, Sacono representative and a convenor of the national task team. She says in the past, no help was available to NPOs regarding issues such as their own constitution. “There was no one to inform them of their obligations in registering their organisations,” Gloria said. She said it was also found that often welfare organisations were contradicting each other. Hans Kuzanga, founder of the non-profitable organisation Hans K Foundation, based in Parow, says one example of a major flaw in many such organisations was that they didn’t realise reports were to be written after they have received funding for the organisation. At the 2012 summit, Bathabile Dlamini, Minister of Social Development, said during provincial summits with NGOs and community-based organisations, disparities between organisations with access to resources and those without many resources were witnessed. “We experienced the inequalities and disparities within South African society within civil society itself,” Dlamini said at the time. She also said there cannot be a situation where a few large organisations are able to access huge resources and many community-based organisations struggle from day to day. Currently, Sacono’s biggest challenge is educating representatives of NPOs in the different sectors of this body’s existence and getting them registered. Sasono committees also need to be formed in each of the seven regions within Cape Town. As soon as the committees are formed, a provincial team must be put together. “We have been trying to reach all the Western Cape representatives who attended the national summit, but haven’t reached them all yet,” Gloria says, explaining the enormity of the task on their shoulders. “For the moment, it is a matter of mobilisation,” she says. Sacono plans to call together all NPOs in all regions of the Western Cape before the end of March, but a date has yet to be confirmed. housands of sports men and women participated in the fifth annual Century City Sports Festival held over the past weekend with the signature event of the three day festival – the 10 km Century City Express – attracting around 1 600 runners. The winner of the 10 km Century City Express was Nkosinathi Madyo of Nedbank in a time of 30 minutes five seconds. Nkozinathi came second in 2012. Second across the line this year was Lindikhaya Mathangayi of Itheko in a time of 30:51 followed by Mathandaso Qhiwa of Nedbank in a time of 31:01 in third place.

Better times The first woman home was Zintle Xiniwe of Max Elite in a time of 34:35. Zintle also won in 2012 but this year bettered her time by 1:75. She was followed by Bulelwa Simae of Nedbank in a time of 35:44 and Ulrica Stander of New Balance in a time of 36:49. Three times Comrades Winner, Vladimir Kotov, who runs in Century City colours, was the first master over 50 to finish in a time of 33:47. All codes The Century City Sports Festival is aimed at both teams and individual participants and provides both participatory and spectator sports including a 2,5 km funrun/walk, touch rugby tournaments, five-a-side corporate soccer competitions, a criterium road circuit cycling race, junior and senior canoe races, Western Province trials for canoe polo, stand up paddling, a dragon boat regatta and also an u-11 six-a-side cricket tournament.

Running in Century City colours, three times Comrades winner, Vladimir Kotov, was the first Master over 50 home in the 10 km Century City Express over the weekend in a time of 33:47. Running with him are Babalo Hambi of Itheko and Morne Kammies of Sanlam.

rica Park, Belhar, will once again play host to the Metropolitan under-19 Premier Cup as it celebrates its 25th anniversary this year. The event, which takes place from March 27 to April 1, will see 32 teams from across South Africa compete over six days, culminating in a nail-biting final on Easter Monday. This tournament, arguably South Africa’s most prestigious under-19 competition, attracts some 30 000 supporters from local communities over the Easter weekend. It evolved from a community youth initiative started by Bayhill Football Club in 1988, with 16 teams playing over two days, to its current format today. From humble beginnings, the event has become the most prestigious tournament for both amateur and professional clubs on a national scale, and attracts the likes of Mamelodi Sundowns, Kaizer Chiefs and SuperSport United.

Talent scouts “Many players have been spotted here, with professional clubs hunting down players in order to sign them up,” said tournament director PJ Williams. For more than two decades, the tournament has seen amateur players and officials become household names throughout South Africa. Products of this competition include the
