Bonteheuwel community members came out on a sniping cold night to receive a challenge from their police sector head: “Give me work!” This was what Sergeant Angelo Jacobs, sector head of Sector 1 of Bonteheuwel, told the 30 members that came out to restart the new policing subforum here. “The subforum started getting smaller, and there are less people interested. We want the subforum to start growing again,” he said.

One of the key concerns of the residents, who attended the meeting on 29 August at Modderdam High School, was the impact of the recent gang upheaval in Manenberg. “We need to help the police get rid of crime,” said Ricardo Amos, secretary of the subforum. “We must help them build and fix and we cannot allow our community to go to the dogs. Our community cannot become a Manenberg,” he said. “We need to put our heads together to create a safe Bonteheuwel.”

made things difficult for criminals, they’d take their dirty business elsewhere. “We need street committees and block watches, and so neighbourhood watches are formed. If we make it difficult for the criminals, they will not grow in our areas,” he said. The community members that attended were eager to rejuvenate the subforum, with chairman Ikraam Arendse clearly stating that they were not going to be doing the police’s work for them. “We are here to strengthen the police in their work. But we are only five people (on the forum) and we need to be at least 15. To

expect of five people to do meaningful work, is a practically impossible task,” he said. Hence the call to join the forum. “We all need each other to rid ourselves of crime. We may not be able to stop it, but we can prevent that our area becomes like Manenberg,” he said. “We must set ourselves up to be proactive.” Ikraam receiving a number of suggestions. Scarce arum lily frog safe from flower vendors A message doing the rounds asking the public not to buy arum lilies from street vendors, is potentially harmful and irresponsible, CapeNature has said. The message, which asked the public to ignore the vendors’ product because it was purportedly destroying the habitat of the arum lily frog, is not entirely truthful, Marietjie Engelbrecht from CapeNature has explained. “The arum lily frog (Hyperolius horstockii) inhabits wetlands in the lowlands of the Western Cape and is not threatened by the harvesting and sale of arum lily flowers,” she said. “It is also not classified as a threatened species, but is locally threatened in places by habitat loss for urban development in particular. “These frogs are dependent on wetlands in which to breed and wetlands often tend to contain arum lilies.

“Although the frogs occasionally shelter in the arum lily blooms, they are not dependent on the blooms, and it can be considered mere coincidence that these two species occur together in certain wetland habitats,” Marietjie said. She also explained that the arum lily (Zantedeschia aethiopica) has a much wider distribution than the wetlands in which arum lily frogs occur, making them abundantly avilable outside wetlands.

Special rebate due date is extended by city Residents who need assistance to pay their monthly municipal accounts now have until 31 October to apply for special rates rebates from the City of Cape Town. Senior citizens who are 60 years or older, as well as recipients of a disability grant or pension, could qualify for rates rebates ranging from 10 % to 100 %. The upper limit of total household income for these two categories has also been raised from R10 500 to R12 000 per month. In addition, all property owners with a total household income of R3 000 or less per month may apply to be registered as indigent, and may qualify for a 100 % rates and refuse rebate. Their arrears may also be written off once during occupation of the property.

Apart from the full rates rebate on households earning R3 500 or less per month or whose residential properties are valued at R200 000 or less, the city has added new indigent categories for people who have an income greater than R3 500 and not more than R5 000 per month. If a total household income is between: V R3 501 and R4 000 residents will receive a 75 % rates rebate V R4 001 and R4 500 residents will receive a 50 % rates rebate V R4 501 and R5 000 residents will receive a 25 % rates rebate “We call on community leaders to assist potential beneficiaries in registering for this financial assistance. The rebates start from the date that the city receives applica-

tions and remain valid until the end of June next year,” the city’s executive deputy mayor and mayoral committee member for finance, Ian Neilson, said. Residents who registered for financial relief in the past, need to re-register to prove that the circumstances that enabled them to benefit from the policy still apply. Rebates are also available to bona-fide non-government organisations, public benefit organisations, health and welfare institutions, educational institutions, historical monuments, charitable institutions, sporting bodies, cultural institutions, youth development organisations, and animal protection organisations. Many cops have criminal records themselves

Police remain tight-lipped over the number of police members with criminal records in the northern suburbs of Cape Town. An ongoing audit on police criminality, in July revealed that as many as 1 448 police members in South Africa have criminal records – a crisis parliamentarian Dianne Kohler Barnard, DA shadow minister of police has taken up. Of these criminal cops, 306 had criminal records before they joined the police and 1 142 committed crimes while in the police, Kohler Barnard says. Documents show Gauteng with the highest number of criminal cops with 325, followed by the Eastern Cape at 275, KwaZuluNatal at 173, Free State at 141 and the Western Cape at 140. According to her the vast majority of these perpetrators are top brass including one major-general and are all still employed by the police, yet to be fired.

Guilty It was further revealed, she said, that 568 of the 1 448 members are guilty of multiple and serious criminal offences. “The breakdown shows that there were a total of 3 204 offences committed by the 1 448 convicted police members who are still employed in the SAPS,” she said. This includes 54 for murder, 116 for attempted murder, 37 for rape, 33 for attempted rape and 917 for assault. This month Kohler Barnard subsequently called on National Police Commissioner, Riah Phiyega to take immediate action and dismiss the criminal police officers, as she is empowered to in terms of section 36 of the SAPS Act.

“The police are constitutionally entrusted with preventing, combating and investigating crime it is therefore imperative that the people entrusted with this duty are not criminals themselves,” she said. According to Kohler Barnard, the audit of police criminality only went up until the end of 2009, and she believes this figure to be much higher if continued to 2012. “In 2010/11, 2 154 members were criminally charged, only 869 were suspended and only 520 dismissed from the service. In 2011/12, 1 323 SAPS members were charged with murder, rape, armed robbery and corruption. “Are those who were convicted still working within the SAPS? “If this audit is anything to go by, there is a strong possibility that this is the case,” she said.

Minister Meanwhile she wrote a letter to Minister of Police, Nathi Mthethwa requesting that he explains the rationale for keeping convicted criminals in the South African Police Service. Since the news broke two months ago, neither the provincial police, or national police responded to several media inquiries from TygerBurger. In these we wanted to know how many policemen and women with criminal records are stationed at stations in the northern suburbs of Cape Town, and what these charges were. Both the provincial media office as well as the office of provincial commissioner Lt Gen Arno Lamoer, referred the paper to the national police headquarters. These inquiries have had no response as yet.

Police need help tracing shooting witness Can you help to find a witness? On Monday 17 December last year at about 21:50 the police attended a murder scene on the corners of Candlewood and Chestnut streets in Bonteheuwel. This was where they discovered the body of 25-year-old Steven Williams, aka Plank, from Chestnut Street, Bonteheuwel. According to a witnesses, the deceased and Marcelino Williams, who lived in Firethorn Street, Bonteheuwel, were sitting at

the house in Chestnut street when three men started shooting at them. Police arrested two men, a 25-year-old from Dissel Street and a 22-year-old from Taaibos Street, Bonteheuwel. Police are now looking for Williams who is not at the physical address that they have for him. The musical melody is spreading at UWC. A string orchestra playing the world premiere of the Concerto Grosso No. 2 by Allan Stephenson marked the launch of the Chamber Music Institute and the re-introduction of accredited music courses which will enable musicians without formal training to obtain accreditation at the University of the Western Cape. The official launch of the institution on Saturday evening marked an innovative approach that not only allows accomplished musicians without formal training to receive Recognition of Prior Learning, it also allows students studying other degrees to obtain tuition and grading in music across intermediate and advanced levels.

“There are many people who have the talent but lack the opportunity to receive accreditation,” she said. With 25 students at the institute currently, she said it was amazing to see how people were often able to play music at a level far beyond the theory and music reading level they were being taught at. “Each student had come to music through a different route,” she added. “From jazz players who learnt how to play at various projects, to science students who maintained a love for music. “Thus the teaching at the institute is very one-on-one rather than slotting them into a mass programme. We need to be relevant in a changing educational environment.”

Master classes To “kickstart” the institute, the Arianna String Quartet from the St Louis campus of the University of Missouri, which has a 27year partnership with UWC, spent three weeks working with music pupils at Good Hope Seminary High and Phandulwazi High, as well as holding workshops and master classes at institutions ranging from township schools to the University of Stellenbosch. Many of the participants in these workshops formed part of the string orchestra that played a composition especially commissioned by the UWC Centre for Performing Arts within which the institution is housed. UWC Centre for Performing Arts head Henriette Weber said they were trying to change the mindset around how education is offered.

Potential Arianna String Quartet First Violinist John McGrosso said working with people in the townships and universities, he was struck by the potential. “The most powerful thing about being a teacher is seeing what the future has in store and it is a powerful thing to see what potential the people hold here.” While the quartet worked hard during their three weeks, the first word that came to mind for Grade 12 pupil and workshop participant Yonela Ngungeni, was “fun”. “Working with the Arianna String Quartet was fun, amazing,” said Ngungeni, who attends Trafalgar High but is a music pupil at Beau Soleil Music Centre. Beautiful trees for firewood I used to live in a pleasant leafy avenue. It’s one of the reasons that I bought my house in that road; I always had a country feeling when I drove down my road. Leafy. Green. Yesterday the council came to “prune” the trees in my road. They started with the largest, thickest branches. When I tried to stop them they used all sorts of excuses. “It’s to let in light” or “It’s so the rubbish truck can get through.” Neither of those excuses were valid, but it didn’t matter. The trees came down. And then the real reason for the destruction was revealed. “Would I like to buy some firewood?” they asked. So for any of you living in a street with beautiful trees, beware, it’s winter and the council tree rapists are hungry. ANON Email

Ek weet dit is maklik om van die kantlyn af te praat, maar daaglikse waarnemings vertel ’n ander storie. Byna orals lê slapers steeds snags op winkelstoepe, soos bv. kort-kort langs Parow se Blue Flame. Watter sakeman sal gelok word om ’n onderneming onder sulke omstandighede te begin? Voetgangers voel tereg onveilig oor gure karakters wat hul orals beloer en selfs volg. Na skemer is dit hoogs gevaarlik om jou op straat te waag. En dan, papiere wat rondle! As dit maar al was. Soggens is drankbottels, kondome, ens. omtrent orals langs en op Voortrekkerweg sigbaar.

Dit het ten minste vyf jaar van harde werk gekos om beleggers weer terug te lok. Hawelose mense is ’n Stad-probleem; ons kan nie net mense van winkelstoepe verjaag nie. Waarheen moet hulle gaan? Om hierdie rede werk ons nou saam met Straatwerk en M.E.S op ’n sosiaal-maatskaplike vlak. Baie van die sake-ondernemings gee vir die mense toestemming om daar te slaap. Wat die vullis betref: sedert die stigting van die VRCID het ons bo en behalwe die Stad Kaapstad, 120 ton vullis van die strate verwyder. Ek is van mening dat Voortrekkerweg baie skoner is as ’n jaar gelede. Die aborsieplakkers is ook ’n Stad Kaapstad- en metropolisie-aangeleentheid, maar die VRCID het vanuit sy eie begroting al meer as 2 500 van hierdie plakkers verwyder.

Hy het R200 nodig gehad vir brandstof, en het belowe om dit 16:00 dié middag terug te betaal. Hy het my sy adres gegee, en ook sy naam. Hy het vir my sy selfoonnommer gegee, en my dit laat skakel om te bewys dat dit korrek is. Hy het ’n redelike “goeie” indruk gemaak, en ek was so dom om wel vir hom die geld te “leen”. Nodeloos om te sê, tot nou het hy nie teruggekom nie! Later blyk dit hy was ook by my buurvrou, en het vir haar ’n ander adres gegee en ook ’n ander naam. Moet tog nie in hierdie strik trap nie! Criminals are breathing new life into an old scam by targeting unsuspecting Bellville residents with false claims of death, to extract money from them. The fraud hinges on an early morning phone call, before the worker is expected to have arrived for duty, informing the homeowner that a worker has died. The person on the other end of the line, a supposed relative of the deceased. They then explain in great detail how the person died, where the body is and how

much is needed for the funeral. In most cases they also give you details of where to deposit money. Any cynic would probably question the validity of such a call, until the caller starts revealing personal information. Bellville estate agent, Hanna Joubert, targeted in the latest attempt, is still puzzled how the would-be scammer that phoned her house knew the name of her employee.

Phone call “It was after 8:00 when our phone rang and my husband answered,” remembers Joubert.

She says she was hovering in the background while her husband was speaking to the caller, but from the questions he started answering she was able to deduce the objective of the call. “It was a man claiming to be the brother of our domestic worker calling to inform us of her supposed death. “We immediately knew something was amiss, as the caller had an African accent, while our domestic worker is of a different race,” Joubert explains. The man then proceeded to give details as to where her body was and what happened to her.

The ticket price includes a wine cocktail, a picnic lunch, games, entertainment, give-aways, an auction, wine tasting and a gift bag. The picnic will take place on Saturday 14 September from 11:00 tot 14:00, and costs R200 per adult, R100 per child of 14-18 years old, and R50 per child of 13 and younger. In the meantime, Joubert called another workplace, where the worker was cleaning on the day and received confirmation that she was in fact, very much alive. “As soon as we related this to the person on the other end he hung up the phone,” she said. Boston neighbourhood watch’s Johan van Rensburg confirms that the scam is rearing its ugly head in Boston and many surrounding areas. “I am aware of two such incidents in the Boston area,” he says. Captain Fienie Nimb, spokesperson for Bellville police, cautions that scam artists have in the past swindled people out of money and that residents need to be careful and alert. “Residents need to make sure that they know their domestic worker’s background and family members...”

Malan se oorstroomde velde. Hierdie toernooi sal nou hopelik eerskomende Saterdag afgehandel kan word. Twaalf spanne sal van 09:00 af mekaar op ’n rondomtaliebasis aandurf om vanjaar se kampioenspan te bepaal. Die deelnemende spanne is D.F. Malan, HTS Bellville, Durbanville, Bellville-Suid, Scottsville, Scottsdene, President, Brackenfell, Tygerberg-klub, HS Tygerberg (die verdedigende kampioen), Excelsior en Jan Kriel-skool. Die HS Brackenfell en HS Durbanville se onderskeie sewestoernooi vir o.16’s en o.14spanne het ook as gevolg van die onophoudelike reën in die slag gebly. Met druktyd was dit onseker of hierdie saamtrekke wel

nog gaan plaasvind. Die HS Monumentpark kon darem Saterdag deurdruk met sy toernooi vir o.15-spanne. Stellenberg en Durbanville het albei die halfeindronde gehaal, maar moes toe die knie buig voor HJS Paarl en Paul Roos.
