As Youth Month draws to a close, young people in the community are calling for the root causes of crime to be crushed. Reacting to news of the successes of the new undercover gang unit, that included finding a 14-year-old girl actively involved with gang activity, some of the young people
that were interviewed over this weekend, confirmed that this was only the tip of the iceberg of young people caught in this downward spiral into crime. In recent operations this specialised unit of the City of Cape Town, that started in December last year, has had some successes with arrests of gang members for possession of drugs, and confiscation of various drugs and firearms.
By forming a focused and dedicated unit for what is an endemic problem in the city, it was hoped that intelligence could be gathered that would lead to the apprehension of known gang leaders in communities. This past weekend there were a number of anti-crime initiatives that took place, starting with an exercise in Blikkiesdorp that was done by the Provincial Community
Police Forum in conjunction with local police and neighbourhood watches. Antheas Boois is a 19-year-old that lives in the area and welcomed the action in the area, but felt that the time had come for authorities to look beyond these exercises and start stronger preventative measures. “Just look around you, there is nothing for us to do,” she said.
“I am lucky that my faith keeps me strong, but many of my friends are into drugs, hanging out with the gangsters, and are living without hope. “I am glad that there is a gang unit that is working in our communities, even though I know nothing about it, but our children must be given a better chance to stay away from the gangs in the first place.” To page 2.

On Sunday the Elsies River Multi Stakeholder Forum hosted the Positive Virus Interfaith Youth Programme at the Adriaanse Civic hall, and many speakers echoed the need for communities to band together in the fight against crime. While MEC for community safety Dan Plato was there with a strong message of support for the initiative in Elsies River, it was some of the youth speakers that highlighted the need to fight the root causes of crime that are destroying the youth. Deon Klein was one of the speakers who spoke with passion about growing up in an area where there were no positive role models for the youth. “My biggest influence in my life as a young person was a major gangster in the area,” he said. “I looked up to him and all I wanted to do was show him that I could do everything bad that he wanted me to do. “It was nothing for us to find animals like cats and dogs in the area and torture and kill them, just for pleasure, and I did not realise the evil that I was being led to. “I have been through the worst of this
kind of life and have been blessed to be able to turn my back on it, but we need more programmes out there to show the children that there is no hope for them in that kind of life,” he said. Outside the hall a group of young boys and girls from a nearby school, agreed with Klein’s story pointing out that there were too many horror stories of friends who had fallen into this trap of crime. One of the young girls (who did not want to be named) was particularly outspoken about the need for positive role models. “Too many of us are influenced by negative role-models that we see on television and in music,” she said. “The girls look at some of these things and all they see is how the must be ‘bad’ to be popular, and they live out these fantasies by starting to have no respect for themselves. “That is when the boys, and the gangsters, start abusing them, they get pregnant and their whole future is destroyed. As young people we want the chance to achieve, and the government must start doing something more than forming gang units. “The root of our problems must be destroyed.”

Helping youth get a licence In a bid to assist community members with obtaining a learner’s licence, a whopping amount has been allocated by Subcouncil 4. The sum of R135 000 has been allocated to assist 50 people to obtain their learner licence. This announcement was revealed in the subcouncil meeting which was held at the Parow offices on Thursday. The process will be open to anyone in the appropriate age category who wants a learner’s licence. Interested people can apply to be participants when advertising becomes available soon. “The main objective of the project is to as-
sist selected community members in obtaining a learner’s licence in Code 08 category,” said subcouncil 4 chairperson Clive Justus. “The underlying goal is to provide a possible source of livelihood or occupation and skills development for the youths considering that some of them have not had the opportunity for formal education and hence are unskilled rendering them unemployable.” He says this decision follows after it has become increasingly clear that driving is an essential socio-economic skill for a majority of South Africans. “The transportation sector has been a source of employment for many people particularly those from disadvantaged communities who have been able to make a living off driving as a profession. “This demand for drivers has not abated
over the years; if at all trends show an increase in the demand for better skilled drivers in the country. A valid driver’s licence has become a prerequisite for most public and private sector jobs without which employment is never guaranteed.” He added driving has become an employable skill which facilitates the entrance of South Africans into the job market either as drivers or any other occupation that requires the possession of a driver’s licence. “We have five wards in Subcouncil 4 and 10 people from each ward will stand a chance to apply and be a participant,” Justus explained. “We want everyone to take up this opportunity. They will have their learner’s licence for a year and will be able to accumulate the money to obtain their driver’s licence,” he added.

The Elsies River police want you to attend a special meeting that will be held at the Civic Centre in Halt Road on Tuesday 3 July. Starting at 18:00 the provincial police commissioner General Arno Lamoer will be attending and will be in discussion with members of the public about various aspects about fighting crime in the area. . Police in the area are also serious about ongoing theft of garbage bins. They are warning that people found roaming the streets with bins will have to produce proof of residence to avoid prosecution. Police are also calling on residents to be alert and interact with neighbours to have bins taken onto their properties after garbage collections. Neighbours can also contact the police on 021 928 1400 if they suspect that bins are being stolen. . Captain Pierre Jordaan, communications officer for Elsies River SAPS, has
pointed out that there has been an increase in cellphone theft from young victims. “Youth are not taking appropriate care when it comes to using their cellphones in public,” he said. “They are distracted when using their phones, especially in areas where they could be at risk. They should be aware of their surroundings and not use their phones where they become easy targets for criminals.” . Police are also looking for assistance with identifying the body of a man who was found dead under the bridge in Valhalla Drive near Matroosfontein. The deceased was dressed in brown denim jeans with blue shorts underneath, a green fleecy jacket and he also had a pair of black takkies. Cream of the talented crop on stage GARY VAN DYK
Talent is taking to the stage on Saturday when the finals for the Elsies River Talent Contest and Showcase takes place. On Saturday the cream of the crop of 120 acts that auditioned will be showcasing their talent at the Adriaanse Hall in Clarke Estate to show the world that the talent to take on the world is right here in our communities. The final elimination round was held on Saturday where 43 acts had two minutes to convince the judges that they deserve a place in the final. This was the culmination of some intense activity by the Applauz Arts Initiative, organisers of the event that is now in its second year. Activities before this event included workshops for the participants in various aspects of the entertainment industry. The judges had a tough time last
week, but eventually the decisions had to be made and the acts going throught to the final are: Bands: Harmony Wind Ensemble, Avonwood Trio, Extreme Oblivion. Dancers: East Guardians, Kepler Friesland, B-Girls, Greg van As, Chesre Doman, Tyrese Booysen, Duncan Abrahams, Invincibles, Beat Freaks, Andre Campbell. Vocalists: Peter Maclaine, Shaun Volmink, Rowlene Bosman, Voices of Hope, Monique Mietas, Janelle van Wyk, Braxton Schoor, Legend and Ady, General Records, Romano Mietas, Simonette Strauss, Micealin Mullom, Vouwlette Jacobs, Phillip Cornelius, Lee-Andrew Meyer. The Elsies River Talent Contest and Showcase Finals will take place on 30 June at the Adriaanse Hall in Elsies River. The performance will start at 18:00. Doors open at 17:30, admission is free. A winner will be chosen in each category and will produce their own show later this year.

Getting into the job market Potential Employers and government SETAs were also present to speak to the learners about employment opportunities in their respective fields, with various Western Cape government departments presenting potential learnership opportunities as part of their skills development programme. An exciting part of the workshop was the presentation by the Career Planet Career Discovery Centre who took the youngsters through the do’s and dont’s of getting into the job market. This organisation was launched in 2008 by former Western Cape minister of education, Cameron Dugmore, and is a unique webbased career guidance information service. Career readiness workshops like

Career guidance is hoping to fight unemployment with a new communitty project. On Friday 15 June, Western Cape ministers Dan Plato (community safety) and Alan Winde (finance, economic development and tourism) hosted a career workshop in Elsies River for successful matriculants of 2011 who are still unemployed. The pilot project aims to give the youth of gang affected areas in the Western Cape an opportunity to learn valuable skills, like CV writing, interview techniques and entrepreneurial skills that will equip them to get a job and steer them away from getting involved in antisocial behaviour.

the one in Elsies River are part of their services, but they also do teacher training in respect of career guidance, and various other activities. Career Planet’s mobile kiosks also travel to rural and urban schools and communities for four to five days per visit where their online services are available, free of charge, to whoever needs them. They are making a significant impact on the prospects, career choices and access to opportunities for thousands of young people, particularly in poor and under-resourced communities. The participants were very happy to attend and many said that they were motivated to get their careers kick-started with the tips that they learnt at the workshop.

John Ramsay Senior Secondary in Bishop Lavis have decided that staying true to the history of the school is important when it come to the original name of the school. Principal Quentin Newman explained that he had recently come across a copper plate with the name “John Ramsay High School” which must have been the official name of
the school when it opened in 1970. “For some reason the name changed to being a senior secondary school some years later, but I feel that this is a mistake and it had to be rectified. “There is nothing ‘senior’ or ‘secondary’ about our learners because we want them to aspire to higher learning and that is done at a ‘high’ school,” he said. The school recently celebrated their “renaming” when Sanlam sponsored the new signage for the school.
3 days of fun and motivation There’s lots of activities happening for learners during these school holidays. With lots of activities taking place at libraries and civic halls in the community, a group of youth from Get Real for Life is hosting a programme in Elsies River until Saturday. While most of the activity will be taking place at Elnor Primary School in Halt Road, from 09:00 to 13:00, on Saturday they will be hosting a showcase at the Shawco Hall of what the kids were learning at the workshops in the week.
The showcase will start at 14:00 and they want to invite all parents and family to join them to enjoy the fun. This will be the organisation’s first annual holiday programme and will take the form of interacting, singing, dancing, fun and games. Participants will also be treated to a meal and cold drinks after each day. All children are welcome to attend the three days of fun and motivation. Velodrome on track for conflict JANA BEKKER
The athletics track at the Bellville Velodrome will not be excluded from the development currently under way, but the option to relocate the track in future is a possibility. This option is being investigated so as to adequately respond to the city’s desire for a new CBD node in Bellville. Hein Ehlers, managing director of the Velodrome developers, Devmark, said this week an athletics track in the centre of a planned central business hub will be out of context, which is why provision to exclude the track from the Velodrome is made only for the distant future. Uncertainty whether or not the athletics track will survive the development of the Bellville Velodrome has prompted a local councillor to submit a motion to halt the project. The motion was submitted by Andrea Crous, councillor of Ward 70, at a subcouncil meeting last week. An application for the rezoning of the Velodrome was approved by the De Grendel Subcouncil in May 2011. At the time, it was stipulated in the Broader Tyger Valley Urban Design Framework and Guidelines that the existing athletics track at the Velodrome continue to function as an outdoor recreational space. It was suggested its existing size be reduced and converted into a series of terraced public open spaces that link Carl Cronjé Road and Willie van Schoor Avenue.

When the same application was brought before the subcouncil a year later, the wording was changed that the proposal now indicated the existing athletics track was to be converted into a series of terraced public open spaces. “We had meeting after meeting about the timeframe of the development and when the sport clubs can start to move back, but meanwhile they (city officials) are making fools of us,” Crous said last week. At the council meeting, Crous asked for the process to be halted, until answers have been obtained as to what the truth is. She blames city of Cape Town officials, as they were responsible for
tender conditions, the rezoning application and the compilation of the broader Tyger Valley framework. “If the Bellville athletics track was to disappear, where would athletes practise?” she asked. Crous is very concerned that this will result in the suburb losing many of its star athletes. “If parents who have children with Springbok potential find their children without facilities, they will move away,” she says. Another concern for Crous is what was to become of the annual MTBS athletics gathering, a highlight on the local schools’ athletics calendar, as well as other interschool athletics meetings. Engelbrecht said the Bellville club boasted highly qualified coaches of whom many yield Springbok athletes. “If the athletics track were canned, expertise will be lost,” he said. He described the possible omission of the athletics track as a shame. “Is that how little they think of the northern suburbs and the sport?” he asked. Engelbrecht said in omitting the fields, a plan B was necessary. He said the Velodrome and the Parow Athletics Club were, apart from the track at the University of Western Cape, the only two tracks and field clubs in the northern suburbs. Northern district manager of town planning, Charles Rudman, said in response there was no specific position around the use (of the track) and that consultation was needed with the parties involved. “The proposal in our office shows (the inclusion of) an athletics track,” he said. Rudman described the policy document as one that has no status. “It has been developed to try and predict the future of that area,” he said. He said in terms of the document, a suggestion was being made that the athletics track makes room for terraced spaces but that that was a mere future option. “If we say that this is becoming the new CBD of Bellville, would you have an athletics track in the main road?”

Parents now part of kids’ education Parents are part of the education process at a school in Bishop Lavis after taking part in an important partnership. Hillside Primary School hosted their first Certificate Ceremony for parents who completed a seven-week Home-School Partnership programme. The early literacy and numeracy programme was devised by Wordworks, a local non-profit organisation and this programme empowers parents and guardians of children between the age of three and seven years to support informal learning at home. Amanda Herbert, a facilitator at the school, said the project was the start of an exciting initiative at the school. “Our school was very pleased to start this programme,” she says. “We believe the extra literacy and numeracy support will be of great benefit to our children. The programme both improves and promotes parent involvement at the school. “We would also like to convey sincere and heartfelt thanks to Brigit Comrie for initiating the Wordworks programme.” She added that the school hopes to make this programme an ongoing process and get

André de la Harpe, interim-voorsitter van die koor, sê die koor mag dalk hul repertoire verander om die kleiner groep te akkommodeer, maar hulle sal vir so lank as moontlik aanhou sing. “Daar is sprake van geld wat moontlik kan inkom van die DA af, maar ons gaan nie opgewonde raak voor ons nie iets op skrif het nie,” het De la Harpe gesê. Denise Robinson, DA-LP, het vroeër vir De la Harpe gesê sy het ’n versoek vir geldelike hulp aan die DA gerig. Sy het voor die naweek vir De la Harpe gesê dat sy dit intussen opgevolg het en wag op terugvoer. Volgens De la Harpe is vir hom gesê dat die DA in Julie sal vergader waar hulle die saak sal oorweeg. Voor Vrydag was daar kommer dat die koor finaal hul tasse moet pak om huis toe te gaan nadat die koor nie daarin kon slaag om ’n borgskap te bekom nie.

Making a difference in Blikkesdorp is going to be the focus of Mandela Day for a foundation with heart this year. The Boundless Heart Foundation will be collaborating with the community, as well as various other organisations with the idea of fulfilling the vision of International Mandela Day by providing a platform to “Take action, inspire change, make every day a Mandela Day”. This year the organisation’s initiative wants to mobilise people, organisations and volunteers around the common goal of working in Blikkiesdorp around a number of projects in the area. Chairperson of the foundation, Andrew Gasnolar, said that they wanted to work on a number of projects to benefit the people in this area. “We are hoping to establish a library for the residents in a container, where volunteers can read to the youth and start a Reada-thon day where we show that reading is not just an educational tool, but it can be
fun as well,” he said. “We also want to look at greening the area by planting two starter gardens with indigenous plants as well as 13 starter vegetable gardens. “There are also plans to create an outdoor street studio which will capture family portraits and thereby provide families within this community a snapshot of their unity and create a lasting memory of how important the family unit is.” Gasnolar also pointed out that the foundation is calling on communities in surrounding areas for additional hands, as volunteers, to help them to bring some muchneeded positive and useful attention to this community. Crackdown on liquor outlets ANDRÉ BAKKES
Western Cape liquor traders who defy new regulations may lose their licences and those who commit the most serious contraventions could be fined up to R1 million. This and other issues were touched upon when the Western Cape Liquor Authority and Western Cape MEC of finance, economic development and tourism, Alan Winde, hosted an information session on the Western Cape Liquor Act for Du Noon liquor licence holders on Monday. Winde’s department plans to host 100 of these sessions in this financial year. The session, which was attended by liquor licence holders from Du Noon, was held on Monday at Milnerton Police Station. Winde said in April the act is the single largest intervention to reduce alcohol abuse and its related harm in the province. It was revealed that businesses would have until next April, as part of a transition period, to fully comply with the act and at the end of this year, one wouldn’t get a liquor licence renewal form. People applying for new liquor licences could now also contact the liquor authority instead of magistrate’s courts, as was previously required. They would be required to show a zoning certificate or proof of application for zoning. Traders were warned to check with their municipality about when they could operate, as dictated by zoning regulations and by-laws. Says Winde’s spokesperson, Phumzile van Damme: “The Western Cape Liquor Authority’s Advocacy and Stakeholder Relations Unit regularly conducts awareness sessions in communities, with community police forums, ward councillors and the police. During these sessions, the Liquor Authority informs attendees on matters relating to liquor regulation and addresses any concerns that may arise.” According to van Damme some 15 to 20 of the 22 licence holders in Du Noon attended the interactive session. Winde stressed the importance of the amended act coming into effect. “We aim to reduce the number of drinking spots in residential areas. We will also be cracking down on distributors and retailers who supply the estimated 25 000 illegal shebeens currently operating in our residential communities. Under the Act, they will be liable for penalties including heavy fines, jail terms and seizure of assets.” Under the new act, individuals could face up to five years in jail or a R1 million fine for the most serious contraventions, like trading without a licence and selling alcohol to children.

For most golfers the dream of playing the Old Course at St Andrews in Scotland will remain just that, but for local golfer Hugo du Toit this dream will become a reality this week. Du Toit (Bellville) will represent South Africa in the World Onearm Open Championships from 30 June to 6 July.
St Andrews is widely regarded as the cradle of the game. This year golfers from 27 countries will tee off in this the 75th edition of the tournament which was originally founded to accommodate soldiers wounded in World War I. Says Du Toit: “I’m cerebrally disabled in the left side of my body, so I can only play with my right hand. Golf is my passion in life and I will be forever grateful for the op-
