A

n award-winning housing complex is not getting support from the community. This is the feeling of chairman of Subcouncil 4 of the City of Cape Town, Clive Justus, with regard to Leo Mews, in Leonsdale, but some residents blame the location. The complex is part of a programme by the city to expedite the delivery of affordable housing to deserving households across the city. The city, in partnership with Standard Bank and Bitol Developments, won a South African Housing Foundation Merit Award for this new “gap” housing project, Leo Mews, in Leonsdale, but there have been no buyers taking up the offer.

Subsidised In 2006 the city signed a co-operation agreement between itself and three major banks to provide affordable housing for this “gap” income group – a group that does not

qualify for government subsidised housing, but cannot afford housing on the open market. The rationale being that the city allocates appropriate land and the banks provide the finance and development expertise. This project in Elsies River won the award for its interpretation of the city’s brief, which required that aesthetically pleasing, affordable high density housing should be created for people in a manner that is socially and environmentally sustainable for all stakeholders. The cost of the units range from R237 000 to R254 000, enabling people with combined monthly incomes as low as R7 200 to own a home. Until recently it has been nearly impossible for a South African household earning below R10 000 to buy a home of their own, let alone a home that is friendlier for the environment and the owners’ pockets. The medium-density apartment complex comprises two bedroom units with fitted carpets and tiles, secure parking, a CCTV

monitoring system and access control. There is also solar hot water geysers and a reclaimable water system is used for toilet flushing and lawn irrigation. The units also have waste separation bins divided into compartments for glass, paper, aluminium, plastic and non-recyclable goods.

Planning There are 125 units in the development . “The city needs to maximise the use of limited and especially well-located land for those in need,” said Justus. “Well planned, higher density residential buildings are the most viable option to effectively and efficiently solve the housing challenge in Cape Town. “With the world moving towards ‘green’ development and in order to alleviate pressure on the already over-extended electricity supply, Leo Mews’ units are energy efficient. “The design and construction of the complex minimises its environmental footprint

by including water and energy conservation systems. “It is regrettable that this award winning housing complex is not full of families taking advantage of this energy efficient and cheap way of living.” In Leonsdale the gated complex is empty, and already there are some windows that are broken in some of the units, and a local community worker who did not want to be named pointed out that the location of the complex could be a major problem with prospective buyers. “I am sorry to admit but this area is really not conducive to this type of housing,” he said. “This area is too rife with crime, drug abuse, gangsterism and more importantly unemployment, so the local community who need housing really also can’t afford it. “It is a very good idea by the council, but in this case the location is working against them. “I think that they must take this into consideration for further projects like this.”

Life skills to arts and crafts

Caring for the hungry in Lavis GARY VAN DYK The Paradise Club is caring for the hungry in Bishop Lavis, and the police are also playing their part. Tuesdays are special days in the area and have become synonymous with the free meals offered through the Bishop Lavis Paradise Club’s feeding scheme. On this day needy children and adults flock to the home of Elizabeth Brikkels in Sydneyvale, for a warm cup of soup or, on some occasions, a warm plate of food. This initiative started in 1995 with the assistance of Reverend Lesley Adriaanse who was the rector at St Joseph the Worker Anglican Church at the time. In 2009 the Bishop Lavis Paradise Club was established with the primary aim of implementing a feeding scheme for the needy children of Bishop Lavis and surrounding areas as well as those in the Malawi informal settlement camp. According to Brikkels, chairperson of the club, an increasing number of adults have joined the long queues on Tuesdays. “We try not to show people away, so we

make do with whatever we have to see that each and every one in the queue gets a warm cup of soup or a plate of food,” she says. The Club has no big donors and relies on donations from N1 Pick n Pay, the community and club members, but at the end of June they were assisted by members of the Bishop Lavis SAPS who donated soup and food, and assisted when it was given out. Brikkels also said that besides the Tuesday feeding scheme the club works continuously during the year to raise funds for their annual Christmas party where they afford the needy children from the Malawi informal settlement, Bishop Lavis and surrounding areas the opportunity to participate in festive activities. “We were very happy when the police came to our assistance recently, and they have promised that they want to make it a regular occurrence,” she said. “There are just so many people out of work and we cannot see these families go hungry. Believers move against high crime GARY VAN DYK A community church wants to light up young minds against crime. The Precious Lighthouse Apostolic Community Development Centre recently focused on youth in the Avonwood area when they took to the streets with a message of hope. Pastor Berry Klein, of the organisation, said that they decided to take this course of action when three young people were murdered in the area. “The church can no longer watch and see how the enemy is destroying our children,” she said. “We need to do something about it and it reminded me of years ago when all those youngsters were killed in Soweto to fight apartheid. “Today the same thing is still happening, but there is a new enemy. Our youth

are being killed on the streets by violence, drug addiction, alcohol, shooting, and gangsterism. “We don’t have any positive role models for them, and that is why we wanted to go out on our streets to set an example in our community.” Berry explained that for the initiative they teamed up with various organisations and individuals to take to the streets and form a prayer chain against the violence. “Apart from myself, the team included Pastor Deon Klein, gospel rappers Prophet Gavin and Gino Cloete, Evangelist Rubin and Sam, Elder Paul and Celeste and Pastor Nataniel from Life Internet Radio. “Gino Cloete was rapping a positive message of hope to the youngsters, and other speakers shared their testimony of being caught up in drugs and gangster-

ism, but that it is a road that leads to destruction. “I also informed the youth about our centre and that we have various programmes available over weekends to help and assist them.” She feels that the exercise was successful because many parents came crying to them about their children that are caught up in drugs and alcohol. “ So many youngsters also came to us in tears because they want help,” she added. “Together we made a prayer chain around them and we believe that there is hope for our community. “We are going to work in this community because we believe that there are so many talented youngsters who can make a positive contribution.” V For further information Pastor Klein can be contacted on 071 780 3189.

The community in Bonteheuwel wants you to join them for a Mandela Day event on Sunday. From 13:30 the Labon Foundation, in partnership with other organisations and individuals will be gathering at the Multi-Purpose Centre for a special event. Drama comes to Delft when a new play takes to the stage this weekend. From the producers of Unborn and People from no People, a new play, Autumn, will be staged at the Black Box Theatre, (at the Delft South Rent Office) on Saturday and Sunday. City asks for police boost The City of Cape Town is calling on national government to boost the number of police members to prevent crimes. There are currently 21 000 South African Police Service (SAPS) members in the metropole. Says the city’s mayoral committee member for safety and security, JP Smith: “We are committed to building a Safe City. We are determined to do everything we can to curb violent crimes wherever they occur in the metro. “For our part, the City has put in place proactive measures to fight gang violence and the proliferation of drugs in our communities through our Metro Police and dedicated units such as the Gang, Drug and K9 Units who are doing an outstanding job under difficult circumstances. “In spite of our best efforts to tackle vio-

lent crimes in the metro, we simply don’t have sufficient law enforcement officers to win this battle. “The approximately 770 law enforcement officers in the City, cannot perform the functions of the SAPS.” The city has called on national government for urgent intervention by boosting the number of SAPS members; improving the performance and impact of the SAPS through effective performance management; achieving effective oversight; achieving an integrated Criminal Justice Information System; improving forensic science laboratories; establishing better detection and increasing the number of detectives; reinstating the specialised units; effective strategies to fight drug and alcohol abuse and organised crime; and improving public order policing.

Drill youth get a chance to lead the squad GARY VAN DYK The Tygerburg Drill Union was on a mission during the school holidays when they hosted a drill instructor’s course in Belhar last week. Representatives of the squads from various areas were put through their paces by Winston Pullen of the union who said that it was part of the union’s aim of empowering the youngsters to take responsibility for themselves. “While we have adult instructors with every squad our aim is also to teach some

of the children about taking responsibility as leaders,” he said. “Sometimes when their adult instructor is not available we want them to be able to take over the training at practises, and this course is about giving them the skills to do it properly.” He also pointed out that the course was not just about teaching them to administer the commands for the intricate marching manoeuvres but also about imparting valuable life skills to the members. “We want to teach them that it is not just about the marching that they can enjoy,

but how their discipline and behaviour can make a difference in their lives. “The instructor must know how to get his squad to work as a team, and as a team they must almost become like a family as they work together. “In this family they must also be taught that respect for each other and more importantly themselves can go a long way in helping them with all other aspects of their lives in a positive way,” he said. Disney on Ice is fun for all ages ANDRÉ BAKKES A crescendo of colours, a chorus of costumes, a symphony on ice – what an experience! The hodgepodge harmony of blue, red and yellow sends the heart racing before Peter Pan concludes: “Never grow up if that means you’ll lose the wonder of the world around you!” With these lingering words, Peter flies away to rapturous applause. And so, Peter Pan and the cast of Disney on Ice’s Passport to Adventure prepare to mesmerise the next expectant audience. Adults, teenagers and children leave the CTICC auditorium after much applause. What have they just witnessed? Mickey, Donald, Goofy, Simba, Lilo, Ariel, and ooh, what’s-his-name and Wendy, yes, yes, Peter Pan – all on ice skates! Captain Hook! A massive inflated crocodile! This show seems to have blown the minds of everyone in attendance (apart from one lone teenager). “It was boring,” he tells TygerBurger. The other 29 people (both young and old) this newspaper asked couldn’t stop raving about the spectacle. “I liked it. I loved it! But not the trottodile,” says the three-year-old girl with big eyes. Her mother is quite surprised by her daughter’s comment, since she initially thought most of the show “went over her head”. The more analytical reviews of some of the adults were more tiresome. “I particularly liked the way it was sporadically furnished with light.” Come again ol’ boy, what? “The music was mellifluent,” another person is kind enough to add. No kidding! Mellifluent. To quote Peter Pan author JM Barrie: “If growing up means it would be beneath my dignity to climb a tree, I’ll never grow up, never grow up, never grow up! Not me!” With that in mind this reporter allows the inner-child to review the Disney on Ice presentation, Passport to Adventure. The white ice stood cold, before the sudden glare of light startles the audience. We are almost unprepared for the humour Mickey and Donald bring with them in the next moment! Next comes Timon and Pumba on skates, and with a a big, big ship in the background the two sang famous songs and talked. They waved at us the whole time and we waved back! Lion King’s wife fell once, but she was brave and just went on and didn’t even cry. We ate popcorn in the break and then my sister knocked it over and there was popcorn all over the seat. After the break Lilo and Stitch had all of us roaring, “Stitch! Stitch! Look it’s Stitch!” We really like Stitch. We enjoyed the stories of Lion King, Little Mermaid, Peter Pan and Lilo and Stitch being performed on ice. It was fun and sometimes scary. Then we all went home. Goodbye

Never too late to get an education NICOLE JONES It’s all about empowerment for the graduates of a Delft community enrichment and skills development programme. Thursday 4 July marked the fourth graduation ceremony of the Zoe Academy of Skills in Delft. Over 70 graduates were awarded with certificates of completion, signifying achievement in a wide variety of subjects, including computer literacy, small business, security, cashier, adult education, call centre training and sewing. While all the students’ stories and achievements are notable, the story of Eulinda Layters is especially unique. Layters (68), affectionately known as Auntie Linda, has been working in the community for over six years,

initially with the victim trauma counselling centre and currently with a drug rehabilitation programme. She first began her service to others after her father died, and she was tasked with caring for her siblings. She left school after Standard 5 (Grade 7) but admitted that furthering her education was always one of her dreams. “I always wanted to feel what it was like to have an education.” Years later, when her husband died, she suffered from depression and anxiety, and spent some time at Lentegeur Hospital. It was here that she was inspired by the caring nature of the hospital staff. “Those people made me realise that I really could do something for myself,” she added.

“Sitting and doing nothing is where the anxiety came from.” Earlier this year, in February, her dream of attaining an education became a reality when she enrolled at the academy. Six months later she has received her certificate of completion and at her age she is one of the academy’s oldest graduates. When asked how she felt about completing the course, she replied: “I feel wonderful. I’m incredibly blessed.” The Zoe Academy aims to show the community their potential and provide them with skills as a means of empowerment. Die kern van dié probleem kan maar net weer teruggevoer word na die armoede en werkloosheid in die land. En armoede en werkloosheid se spoor begin altyd by ’n land se onderwys- en opleidingstelsels. Gebrekkige onderwys en opleiding is uiteindelik die wortel van alle kwaad. Hoe gouer ons in Suid-Afrika hieraan aandag gee, hou gouer sal ons ander probleme afneem. ’n Beskaafde land het nie net dokters, prokureurs en ingenieurs nodig nie. Dit het ook vakmanne, tegnici en opgeleide hande-arbeiders nodig. Wanneer Suid-Afrika eendag sy eie grondstowwe nie na China en die VSA hoef uit te voer nie, maar dit self hier verwerk en markgereed maak, gaan werkloosheid soos mis voor die son verdwyn – en misdaad uiteindelik dramaties afneem.

I’m developing charity fatigue Have mercy on us... Coming out of a well-known retailer in Tyger Valley Centre I was faced with, not one, not two, but three disabled persons acting as ambassadors for their respective charities. My momentary joy about the couple of bags of “spoil me” goodies in hand was annihilated. I wanted to scream, voice my frustration to centre management, stomp my feet, or just look the other way and float my self-righteousness just this once! The excruciating sense of guilt which instantaneously overwhelmed me restored a sense of sanity, and the most beautiful smile from one of the ambassadors brought home the realisation that my frustration is not because they had the audacity to invade my happy bubble uninvited, nor was it because I am a self-centred being with no interest in my fellow man. It is because I am completely saturated with the need and distress around me and my own limited and inferior ability to make any sort of sustainable difference. No matter how much one gives there will always be a greater need than the resources available to give. So, said I to myself, do I throw my hands up in a gesture of despair and declare each unto his own, or do I take a deep breath, compose myself and strategise to ensure the most focused impact? Attacking medical personnel is insane Emergency Medical Services crews are being attacked by criminals. Why?

We are often told shocking stories by the crews when we serve refreshments to them on Friday nights. They tell tales of what they have to endure on a daily basis in the line of duty. A recent Facebook post from a Metro EMS medic said: “In the last incident crew were left badly traumatised, because they were robbed at gunpoint of their personal possessions. We go out to serve our community and we would like the respect of our community. We don’t even know if we will return safely to our loved ones.” Sadly these things happen all over. Hout Bay Volunteer EMS were broken into TWICE over the same weekend – bear in mind these guys are completely voluntary and everything they have has been donated so these guys can assist the community. Who would ever imagine their work could be dangerous? And the thought of them being attacked by the people they are trying to help is scary! One day, the EMS staff will refuse to go into your area and who will end up suffering? This is why we go to government hospitals and serve free refreshments to all emergency services on duty every Friday. Om kelner te wees is beter as om te bedel Die gaan aan almal wat dink kelners verdien baie. Kelners is miskien nie die beste van werke nie, maar dit is beter as om te staan en bedel. Werk is alreeds skaars, so vat wat jy kan kry. Nie al die restaurante betaal ’n salaris nie en ander betaal iets soos kommissie van 3% wat ook maar niks is nie. My man is al vir 8 jaar ’n kelner en is baie goed in wat hy doen. Hy betaal vir ons drie kinders se opvoeding, sit kos op die tafel en klere aan hul lywe,

en as daar ietsie ekstra is, word hulle bederf. So as die kelner se diens goed is, gee hom of haar wat hulle toekom want jy weet nie wat in hul privaat lewe of hul bankrekening aangaan nie. As die diens sleg was, het hulle nie die fooitjie nodig nie. Ons lewe kos duur: dis medies, kos, verblyf en vervoer. Dan moet hulle tevrede wees met ’n salaris van R1 300 of kommissie van 3%, want mense glo hulle hoef nie te betaal wanneer kos en drankies agter hul aangedra word nie. En as jy nie kan bekostig om die kelner te kan gee wat hulle toekom nie, moet dan liewer nie gaan uiteet nie. Ek sien nie hoekom goeie kelners afgekraak moet word vir die wat nie wil werk nie. Also, that it is your choice to become a waitron. You obviously walk around with blinkers or you come from a very privileged background. Who chooses to be born into a family with a father who spends all his money at the club, has plenty of money for his buddies, but no money for his children, even for busfare? Where you have to work as a waitron, also work at the races, to pay for technical college books (a necessity). Yes, today they have a career, no thanks to their parents. Do you know that some restaurants do not pay one cent to their waitrons. They work for three days without pay whilst training and nothing offered to eat either. The “Adopt a Park” initiative launches in Goodwood later this year.

Active citizens proud to Adopt a Park An exciting opportunity has arisen. Proud residents of Subcouncil 4 will get the chance to “Adopt a Park” as part of the local council’s Love, Own and Improve your Street initiative. The aim of this project is for residents to actively participate by cleaning up their parks. The plan forward was discussed at a council meeting on Thursday 20 June where representatives of City Parks gave a presentation. Jurie Swart from the City parks department says unemployed people staying adjacent to the parks will have the first opportunity to tender their services in maintaining the parks. “The project is already in place and will be changed according to the needs of the community. There are many jobless people who are looking for an income,” he says. The Parks Department will pay the successful tender a monthly stipend and will
