Former inmates and organisations agree, claiming the cells are where hardened criminal are bred. The National Institute for Crime Prevention and the Reintegration of Offenders (Nicro) has been championing a five-year project for non-custodial sentencing, which involves an alternative to imprisonment. And they believe their solution works.

The current system doesn’t ask why you committed the crime, Griggs argues. “You end up in jail when all you need are anger management classes. This programme works. People think we’re waiting for solutions, but we already have one. This programme analyses the problem and solves it.” Since the project’s launch, 6 000 prisoners have been removed from the system through non-custodial sentencing. Nicro project manager Regan Jules-Macquet says the organisation renders this service by working closely with judicial officers such as magistrates. “Instead of being sent to prison, lower-risk

offenders are sentenced to a communitybased sentence,” she explains. Only lower-risk offenders are suitable for the sentencing. The criminal is assessed and recommended to be part of the programme. John Bower spent three years behind bars for assault after being involved in a bar brawl in 1998. He was only 18. “I walked into jail a stupid teenager and came out a dangerous man,” he recalls. “In the cells, I mixed with rapists and murderers, who preyed on laaities like me who thought they were cool but where just kids trying to act grown up.” V To Page 2

Creche’s ball for the disabled kids a hit It was a night to remember. So say the organisers of a debutante ball in aid of severely disabled children. The event, hosted by the Step Ahead Educare Centre in Kuils River, was attended by various leaders and community activists on Saturday 5 October at the Sarepta Community Centre. A heartfelt plea went out from Albert Fritz, a guest and provincial Minister of Social Development, to parents, community leaders and the general public to become active participants in the lives of children such as those at SiveNathi Home – beneficiaries of the evening’s fundraiser. Supporting Step Ahead Educare were some of South Africa’s ballroom champions, associated with the New Beginnings Ballroom School, said Gail Eckard, project manager of this “We Care” event by the creche. “Under the management of Alphonso May, his team of professional dancers took to the floor and danced their way straight into the success of the ‘We Care’ project,” she said. She added that with their learners’ devotion and the funds raised, Step Ahead could present SiveNathi Home with blankets, nappies, towels, face cloths, pillows, cleaning detergents, a new tumble dryer and washing machine, among others. Gideon Dapula, SiveNathi manager, said: “Step Ahead Educare has really set the bar very high. Their presentations in aid of helping physically and mentally challenged children were very real, touching and heartbreaking. “There were moments when my tears would shamelessly run freely. I am particularly glad that the event was supported by political role players and community groundbreakers,” he said. “We at SiveNathi Home salute the staff, and in particular the learners and their par-

“I became involved in church activities and working with the youth. I am an example of what prison life does to you. And while I know I had to pay for my crimes, going to jail was the worst thing that ever happened to me,” he maintains. “Behind bars, you don’t learn how to live a crime-free life. You learn how to do even worse and not get caught.”

Changing behaviour Jules-Macquet says not only are offenders kept out of prison where they are exposed to hardened criminals, but they also take part in behavioural courses. “Prison is not necessary for all offenders. Many offenders can serve their sentence in the community, while having access to much-needed behaviour change services. Prison is an environment not especially conducive to rehabilitation and reintegration of offenders,” she argues. “We believe prison should be reserved for higher-risk offenders and that lower-risk offenders can be dealt with via non-custodial sentencing.” The organisation’s programme looks at what caused the offender to commit the crime in the first place and works to alter it. “Unless the criminal thinking patterns and behaviours are changed, there will always be the likelihood of recidivism. If we are to fight crime in a meaningful way, we cannot simply punish people without addressing their behaviours and thinking patterns.” Griggs says it’s only a matter of having the programme implemented nationwide. After evaluating the programme, he insists the numbers speak for themselves. “Around 50% of the normal prison population will re-offend. “But with Nicro’s non-custodial sentencing, only 2% re-offend.” The cost of removing prisoners from the system should be incentive alone to implement the programme at every court in the country, he adds. In addition, the offender can still support their family during their sentence, which helps alleviate poverty.

Law’s long arm catches up to murderer after 5 years

A police detective did not rest until the murderer of a driving school instructor was put away for an effective 12 years behind bars. Andrew Maggels (42) was jailed on 20 September for the murder of Theodore Billings in March 2008. Back in 2008 the crime investigation grouping had just been established, and this was the first case for Detective Constable Bongani Mxoli, said Capt Nomathemba Muavha, spokesperson of Mfuleni police. She said he had to do intensive research and probing, with lot of patience in his new surroundings at the Serious Violent Crimes desk. When they found Billings’ body at the back entrance of the Blue Downs Clinic with a gunshot wound, Mxoli’s five-year investigation began. Police were able to determine the victim’s identity from his wallet, as well as the fact the he was from Mitchells Plain, and that he had been on his way to see a client, since he owned a driving school. “Mxoli had to follow a trail of events of what transpired on that day. Information that he received led him to the suspect,” Muavha said. “He obtained a warrant of arrest from the court to arrest the suspect. However, he could not find the suspect. He eventually found the suspect in Goodwood prison, for another case.”

Die graad 8’s het onderneem om kos en komberse vir die Fisantekraal Animal Welfare in te samel. Nie-bederfbare kospakkies wat die gr. 9’s ingesamel het, sal in die vierde kwartaal aan die Alta du Toit-sentrum in Boston oorhandig word. Die gr. 10’s beoog om die Fisantekraal Animal Welfare te besoek en te help om die diere te was en te versorg. Daar is ook al dierebenodigdhede ingesamel. Die matrieks het saam met Investec gewerk om geld vir die Stop Rhino Poaching in te samel. Hulle het bandjies verkoop en geld ingesamel. Bykans twintig ywerige leerders het ingespring en gordynrelings en gordyne opgehang en sommer ook die kleuterafdeling reggepak. Tribute to the great ABBA Mike McCullagh brings ABBA to life in a new tribute show at the GrandWest Roxy Revue Bar until 9 November, every Wednesday to Saturday. Hennie Mare is 19 en ’n oudhoofseun van die Hoërskool De Kuilen in Kuilsrivier. Hy speel deesdae rugby vir ’n provinsiale span in Nieu-Seeland. Asof dít nie ’n groot genoeg veer in sy hoed is nie, is hy ook gekies vir die eerste span van die Mid Canterbury Colts, wat tans bo-aan die ranglys lê van ’n groot NieuSeelandse rugbykompetisie. Hennie werk tans as ’n deeltydse melkboer in Nieu-Seeland, terwyl hy sy groot passie – rugby – uitleef. “Ek’t op die internet gaan soek vir oorsese klubs wat rugby met ’n deeltydse werk aanbied. Ek het nie heeltemal geweet wat ek ná matriek wou doen nie. “Ek’t rondgesoek vir rugbygeleenthede oorsee. ’n Klub in Nieu-Seeland het my CV gesien, en ná ’n lang proses het ek ’n professionele rugby-visa gekry, waarna ek vertrek het na Nieu-Seeland,” vertel Hennie. “Deel van my rugby-kontrak is ’n deeltydse werk as melkboer, waar ek tans assistent-bestuurder is. Suid-Afrikaners weet wat harde werk is,” sê hy.

Kontark Sy kontrak, sê Hennie, is by die Southernrugby-klub in Ashburton, waar hy provinsiale kleure verwerf het, en tans vir Mid Canterbury uitdraf in die Heartland-kompetisie. Hy is sedert Februarie in Nieu-Seeland en vertel van sy opgang tot Colts-eerstespan. “Ek’t my enkel teen ons (Southern se) grootste vyand, die Celtics, gebreek terwyl ek vir die senior span gespeel het,” vertel Hennie. “Agt weke later het ek in die tweede helfte van die kompetisie my terugkeer gemaak teen dieselfde span. Ek’t vir die o.21-span gespeel, waar ons tweede geëindig het. Ons het verloor in die finaal van die provinsiale kompetisie met 27-15. “Ek’s toe gekies vir die Mid Canterbury Colts (oftewel die o.21-span), en toe daarna vir die provinsiale senior B-span, en is tans deel van die eerstespan-oefengroep,” vertel hy. Hennie droom oor ’n goeie klubrugbyloopbaan wanneer hy eendag terugkeer na sy tuisland, en sy agent onderhandel tans vir ’n kontrak in Europa, vertel hy. “My oudonderwysers het ’n groot rol gespeel in my vormingsjare. Elkeen se kritiek en insetsel op my lewe het my ’n beter en sterker mens gemaak. Daarvoor is ek hulle ewig dankbaar,” sê die oud-De Kuiler. They came from all over to show off the muscle, wit, cunning and personality of their beloved Boerboels. Proud owners of this dog species converged on Jan Kriel School in Kuils River on Saturday at the annual regional show, hosted by the Western Cape’s branch of the South African Boerboel Breeders’ Association. Gates opened at 08:00 on Saturday for dogs

and owners, and by 10:00 all were registered and ready to be showed off. Three judges had their hands full deciding the category winners among all the healthy, well-loved and groomed canines, all of whom had to be micro-chipped and have birth registration documents. Special prayer service for 2013’s matrics The matriculants of 2013 need fear no exam paper. Not if a plan by Mervin Jansen (an apostle in the New Life Community Church of Malibu) to have a very special and dedicated prayer service for them pays off. “The purpose of this service is to bless and dedicate all matriculants of 2013 to the almighty God for their final exams and to give them motivation and courage,” a statement from the church said. “It is mostly for matriculants, but stu-

dents from other grades are not excluded, and principals and teachers of all schools are welcome too,” it said. The evangelist of the church, Joseph Jansen, is in charge of the programme, and he invites learners from all over to take part in the special service. Dié gebeure het hulself Maandag afgespeel by Media24 se kantore in Edwardstraat by die Bloemhofgebou – die setel van WP Media wat People’s Post, City Vision en TygerBurger insluit – ná ’n brand op die vierde vloer uitgebreek het. Die brand, wat omstreeks 10:00 in ’n stoorkamer ontstaan het, het eers as ’n “grappie” begin, vertel Doan Brink, ’n werknemer wat gehelp het om die vuur te blus. “Ek en ’n kollega, Lionel Polite, het in die kantoor gekom, toe hy gesê het daar kom rook by die plafon uit. Ek het eers gedink hy maak ’n grap, want ons grap maar so met mekaar. Toe sien ek ook die rook. “Een van die ouens het toe die sleutel van die stoor gaan vra sodat ons kon oopsluit om te kyk wat daarbinne aangaan. Toe ons dit oopgesluit kry, was die hele plek vol vlamme,” vertel Doan. “Daniel Wiehahn (’n kollega) het toe die vierde vloer se blusser gaan kry en begin blaas. Intussen het die advertensiepersoneel die administratiewe bestuurder gebel om te laat weet die plek brand, en toe ons weer sien, was almal ontruim,” sê hy. Advertensiepersoneel het aan TygerBurer vertel wat hulle gesien het. “Dit was net vlamme, vlamme, vlamme! Die stoorkamer was aan die brand, en die vlamme was baie hoog,” het Michelle Schultz, ’n advertensieverteenwoordiger, gesê. Belinda Smit het ook die rook gesien. “Toe hulle (sekerheidspersoneel) die stoorkamer se deur oopmaak, het dit uit die dak gekom,” het sy gesê. “Hulle het dit probeer blus, en toe’s daar net swart rook.” Garth Hewitt, advertensiebestuurder, het buite aan TygerBurger gesê hy was op die vierde vloer, maar die rook was so dig dat hy buite moes gaan staan. Brandweer Die brandweer is reeds met die eerste rook ontbied, maar het eers omstreeks 11:00 op die toneel aangekom. ’n Onbekende brandweerman op die toneel het aan Louisa Steyl, ’n verslaggewer van TygerBurger, verduidelik daar was verwarring rondom die naam van die gebou waarheen hulle aanvanklik uitgestuur is. Nooddienswerkers het vyf mense op die toneel behandel met suurstoftoediening vir rookinaseming. Dié Media24-werkers, Mogamat Jardien, Lionel Polite, Anwar Daniels en Doan Brink, asook die gebou se operasionele bestuurder, Barend van Huyssen, wat gehelp het om die vuur te blus, is toe na die Mediclinic Louis Leipoldt geneem vir verdere behandeling. Hulle moet binne enkele dae vir opvolgondersoeke gaan, sê Doan. Die brand is vermoedelik deur ’n elektrie-

se fout veroorsaak, en die brandweer het die perseel gefynkam, maar binne ’n uur die groen lig gegee dat die personeel agter hul rekenaarskerms kan inskuif. “Dit was baie traumaties, want so iets het nog nooit hier gebeur nie,” het Tammy Petersen, ’n hoofsub by People’s Post, gesê. Vukile Sonandzi, die redakteur van City Vision, het gesê die brand het hom weer laat besef hoe erg die realiteit soms kan wees. “Ons werk elke dag met mense wat in brande omkom. ’n Mens dink nooit dit kan met jou ook gebeur nie. Net vanoggend (Dinsdag) kom ek van ’n brand in Gugulethu af. Dit het my laat dink aan die brand in die kantoor. Toe ek instap, kon ek nog die rook ruik,” het hy gesê. Op Facebook het lesers só reageer: Hugo van Eyssen het gesê: “Ek (hoop) die mense by Die Burger is ok. Gaan ons môre ’n koerant hê?” Terri Glanville het gesê: “That’s bound to make the front page!” en Yvette Robinson: “Oh dear, hope u are all okay, musta been very scary.”

Special prayers for the matrics by ‘new’ church A church from Eerste River wants to start prayers in support of matrics in all communities facing the pressure of their last hurdle at school – the final exams. The Church of the Nazarene is planning the prayer event for Sunday 20 October at their brand new building at 75 Da Gama Street in Forest Glade, Eerste River from 09:00. “As you know our matrics are in their final lap as they are preparing for their final exams. Our church has set aside a special service to pray for all our matriculants,” said Donovan Ramedies, co-ordinator of the event. “You are also aware we have too many who can’t deal with the pressure. Hence they take drastic measures to end it all. Our purpose on the day will be special individual prayer as they get ready for finals,” he said. “We want to supply them with some helpful resources, present them with some stationery, give them some luxuries and we also plan to have a motivational speaker, a teacher,” he said.

Passengers on bakkies not on! In the past week I was overtaken by two heavily loaded bakkies with passengers sitting on top of the actual load. This not only contradicts the seatbelt law but also goes against reasonably sized vehicle loads. For the amount of emphasis placed on wearing a seatbelt, how is it okay to carry passengers on the back of an open top bakkie? Personally, I have had an issue with bakkies or smaller utility vehicles carrying passengers in urban areas for a long time but I don’t feel that people quite grasp the dangers. According to Arrive Alive the restrictions enforced against transporting passengers on the back of an open top bakkie is for those seated, the rear door must be 350 mm in height and when the passengers are standing a minimum of 900 mm in height is required. Voor skole nie werklik ‘n “no tolerance”-beleid het nie, sal boelies seëvier. Hoekom word die regte van die slagoffer nie beskerm nie? Hoekom is onderwysers te bang om meer daadwerklik op te tree? Taking away my train ticket illegal I am an official of the National Transport Movement (NTM). It is sad to witness how Metrorail staff abuse commuters by taking their monthly tickets if they are found in first class coaches without a Metroplus ticket. Say the person stays in Eerste River, the monthly third-class ticket costs R179.

The commuter is then found in a Metroplus coach without a Metroplus ticket. His/her monthly is then confiscated and it must be fetched from Cape Town plus R40 for a fine. The commuter is now at risk of losing his/her job because he/she must struggle to get a single to Cape Town. For a student who writes tests its worse. What they are doing is robbery because the monthly ticket they confiscate is the commuter’s legal property and it is unlawful to take it. There are legal processes in place how to deal with commuters who do not have tickets. What Metrorail staff are doing is criminal. Staff are not trained properly by accredited tutors in what to do in such situations. They must stop with these wrong and illegal actions. Just imagine a traffic officer issues you with a parking ticket, takes your car and keeps it until you pay your fine what inconvenience you will suffer. Do not allow your constitutional rights to be abused. Commuters issued with such a booking fee must insist on a receipt. Hundreds of commuters are removed from trains each month during Metrorail’s fare recovery actions. The cost of non-compliance can be high, as scores end up being prosecuted as a result. Some 185 offenders are prosecuted every month for rail-related offences. Police arrest almost 500 in one week Kuils River cluster’s police can report another successful week of crime fighting. Through disruptive operations the cluster swooped on drug dealers and illegal shebeen owners, said Capt Nomathemba Muavha, spokesperson of the cluster. In the week from Sunday 6 October to 13 October, police seized dagga of about 10 754 kg with a street value of R15 055 from Bardale squatter camp, Burundi squatter camp, Mfelane Street, Happy Valley and Extension 6 in Mfuleni, she said. Police confiscated 232 tik straws with an estimated street value of R4 640 in Kalkfontein, Happy Valley and Wildebees Street in Kleinvlei. These operations also led to the arrest of 290 suspects on charges ranging from murder to rape, crimen injuria, intimidation and illegal gambling, she said. Of these, an additional 181 suspects were kept overnight and released on fines for less serious crimes. Police reported the arrest of a 31-yearold woman in Mfuleni on Saturday morning after following up information from the public. They found mandrax tablets and tik sachets, as well as a firearm with the serial number filed off, and four rounds of ammunition. “When the house was searched more mandrax tablets were found in the bedroom,” Muavha said. “The suspect faces charges of possession of a prohibited firearm and dealing in drugs with a possibility of more charges that could be added on.” On Sunday the police’s Tactical Response Team and the Fidelity Investigation Team worked together to follow up leads which led to the arrest of a 28-yearold man from Khayelitsha. He was allegedly involved in a robbery of a British American Tobacco van in Mfuleni’s Main Road on 2 October. The vehicle that was involved in the robbery was confiscated at the suspect’s premises, and the clothes he was wearing on the day were identified, she said. Badisa lets kids tell all with art on a wall Some children got to tell the world how they feel when they were asked to express themselves with colourful paint on the wall of a community organisation. These activities were part of the Badisa organisation in Kuils River’s Street Children and Holiday Programme, said Jevon Barry, a community developer from the organisation. Then they were treated to learning sessions and tasty snacks. The event was held at the end of September at their offices and through it they wanted to reach and teach these kids invaluable empowerment values. “We had the children paint pictures and words, but the main objective was for them to freely express themselves,” Jevon said. “The reason for this exercise was to target children in our community, whom we find on the streets begging, keeping in mind these are children from homes and families within our community,” Jevon said. He said their goal was to “make them aware of their own personal potential to do things for themselves, and to teach them that, should you want and need something in future, you can work for it – to be creative, build, paint and ultimately to sell the goods and generate an income.”

Jevon said they had permission to use a water-based paint on the wall, and that activities included painting of another nature as well.

“We had lots of fun doing face and hair painting as well,” he said. The 21 were later divided into three groups and allotted two hours and a part of the wall, with team leaders. Foal born to unique equestrian school MICHELLE LINNERT @linnertmb

It’s easy to understand why Limelight steals the limelight and hearts at an independent school in Kuils River. The foal, who came six weeks later than expected, is the first to be born to the Equestrian Academy of Cape Town, established in 2011. The school is one of only two in South Africa to offer Equine Studies. The little horse’s arrival at the school, situated on a wine farm, also marks the beginning of a special new growth period, said Melanie Cerqueira, school director. She told TygerBurger more about the birth and its significance for the school. “We are a growing school and each term we have more learners starting at the academy. Limelight’s arrival on 15 September has significance, as our stable yard residents are also growing. “Our learners were present when Limelight was conceived – as part of their studies – and were also present at his birth 342 days later. In four to five years we will see one of our Grade 8s, who was present at his birth in 2013, riding (him),” she said. “Both learner and foal will have grown up together here at our school and will achieve a goal at the end of their ‘teenage’ years and enter their adult life ready for their career paths,” she said.

Maternity Melanie said the foal was expected on 18 August. But Limelight had other plans. “We had settled Limelight’s mother, Harubas Amira, into her maternity stable and started watching her about a week before her due date. Academy staff and learners all participated in the foal watch duties through the night leading up to Limelight’s birth. “Limelight made us wait six weeks for his arrival. On 15 September at around 22:15 there were indications that Limelight’s birth was close. The boarders in the school’s residence were woken to view the birth,” Melanie said. She said an audience gathered around the mare for the birth, quietly waiting in anticipation for the foal to arrive. The birth went quickly, with Equine Studies lecturer Cindy Dubler in attendance as “midwife”, she said.

Melanie said as part of their studies, all learners taking Equine Studies need to learn about the foaling process. “For the learners to witness an actual foaling at their school enhances the learning experience. Grade 12 learners are also placed at stud farms during mid breeding season (in September) each year to gain more practical experience in the breeding of horses,” she said. Learners gain credits for Equine Studies, which they study at school towards a postmatric equine related course (which is also offered at the academy), she said. Melanie said the birth of Limelight is a very big highlight for them, because he is the first foal bred and born at the academy. The school had a 100 % matric pass rate of their first Grade 12s, in 2012, Melanie said. “Our learners have achieved regional, provincial and national colours in numerous sports and activities including equestrian sport, golf, dancing and more, during the three years of our existence,” she said.

ordan Callies has shifted focus after winning the Coke Cup on Saturday. Callies qualified for the Safa SAB Regional League promotional play-offs after winning the Rygate Local Football Association (LFA) Super League earlier this year. Callies coach Anthony Barnes is certain his side can make it into the fourth tier of South African football after Saturday’s Coke Cup victory. “We are already there, that’s how confident I am,” he says. “We have already beaten Safa Second Division and SAB League teams in the Coke Cup this year.” Callies knocked out several semi-professional sides on their way to the Coke Cup final, including the Salt River Blackpool and

Barnes was happy with the performance despite the poor defensive display. “At the end of the day it was about who wanted it more and we were hungrier.
