School loses a ‘family member’ CARINA ROUX

McCallum said Lombard-Swartz will be remembered for living these values she promoted and tried to instil in the learners. “She always wanted the best for her learners and staff. Her beautiful smile mirrored her warm, inviting personality.’’ In a tribute statement issued on behalf of the school’s staff, they said they will remember Lombard-Swartz as ‘‘a wonderful leader in more way than one, for her sense of humor, compassion, motivation, support, kindness and the vision she had for our school and the broader community. ‘‘She was indeed a true inspiration to us all and taught us to cherish every moment and to live life to the fullest.’’ Lombard-Swartz started as a teacher at Kuils River Primary in January 1994. She became head of department in 2008 and deputy principal in April 2013. In January 2017 she became the second female principal at the school since its inception in 1908 (“Kuils River welcomes principal,” TygerBurger 11 January 2017). At the time, then chairperson of the school governing body, Joseph Jacobs,


he was part of the Kuils River Primary School family for 25 years. Sadly Zondelia Lombard-Swartz (47), who became principal in January 2017, passed away due to cancer on Sunday 8 September. Zonnie as she was affectionately known, is survived by her husband Anthony Swartz and their daughter, Zune (16), who live in Kraaifontein. Hildegarde McCallum, deputy principal, said Lombard-Swartz “was a dynamic, strong and visionary leader who believed in empowering others. “Her mantra was to ‘walk in faith’ and that is what she did in her life every day.” The school’s motto is “Grow to greatness” and at the inauguration of the school’s new building in February last year, Lombard-Swartz said in a radio interview the staff focus on family and family values. “We say that we are ‘fired up’ to grow to greatness. The ‘fired up’ stand for our school’s values which are Faith, Integrity, Respect, Excellence, Diligence, Unity and Pride. And that is what we strive for every day.”

She also said she wanted to try and make learners focus on the blessings they have and not on what they don’t have. Lombard-Swartz was first diagnosed with breast cancer in 2013. Outcome of Nersa and City mediation meeting awaited DESIRÉE RORKE @dezzierorke


he outcome of a mediation meeting between the National Energy Regulator (Nersa) and the City of Cape Town regarding electricity tariffs, is eagerly expected this week. The mediation meeting between the City and disgruntled customers followed a complaint lodged to Nersa by lobby group Stop COCT on behalf of 13 400 members a fortnight ago. The meeting took place in Bellville yesterday (Tuesday 10 September). Various issues escalated to Nersa, were deliberated on. This includes the home user surcharge implemented by the City; the basic charge on pre-paid electricity; the relationship between the municipal bylaws and the Electricity Regulation Act and electricity distribution licence conditions that must be complied with. According to a memo from Vuyelwa Poswa, dispute resolution officer of Nersa, these issues stem from complaints and

questions posed to Nersa by City customers. “We are looking to provide more clarity and also capacitate customers on how electricity regulations work within our mandate,” she said. In a fact-finding meeting on Monday, Stop COCT was given an opportunity to clarify issues with Nersa. Co-founder of Stop COCT Sandra Dickson said the meeting was fruitful. “I am hopeful that mediation procedures with the City will be successful,” she said on Monday 9 September. Issues raised by Stop COCT in recent weeks centres around the affordability of electricity to residents of Cape Town. Should mediation fail, the legal process of arbitration will follow, according to Nersa legal adviser Mmboniseni Murathi. Media was not allowed to attend the closed mediation meeting. More job opportunities to come DESIRÉE RORKE @dezzierorke With call centres being a key player, 4 764 jobs were created in Cape Town during the past financial year, and more is to come, says James Vos, Mayco member for economic opportunities. Vos opened a new British-owned call centre in Retreat on Thursday 30 August, providing 1 200 new jobs. In addition, talks are currently underway with another international company to open another call centre in Mitchell’s Plain in the next 18 months to provide 1 800 jobs, he says. “We have to take the jobs to the people. We are currently under tremendous pressure to create jobs with many new people migrating to Cape Town,” he says. Current-

ly, Cape Town’s unemployment rate stands at around 6% lower than the national average. “Two of the key sectors, which consistently bring in investment and create jobs are the business process outsourcing (call centres) and green economy industries,” he says. City-funded skills training was provided to 2 109 individuals during the same time, in various industries. “We will continue to support the training of young people with the most appropriate skills for the sectors that drives demand and makes business sense”. For the northern suburbs of Cape Town, Vos is working closely with the Greater Tygerberg Partnership (GTP) to establish international business in the Voortrekker corridor. “It makes business sense to grow this bur-

geoning economic area,” he says. Residents in Atlantis can also expect a boost in their local economy, as the City is currently in talks with a company to open a new factory there to produce gas for solar panels. “Should this succeed, many jobs will be created for this area.” These talks form part of the City’s collaboration with GreenCape, which has already facilitated a R550 million in investment resulting in 263 jobs in the City’s energy sector. “I am extremely excited about these successes. However, that is not good enough as too many people are still without jobs and we are committed to driving down the unemployment figure even more, as we push ahead with our mission to enhance economic inclusion.”

Motorists in the Western Cape are requested to buckle up in September. This appeal is being made by the provincial department of transport and public works. The department will make it a priority to check seatbelt use among drivers and passengers and make sure that they #AlwaysBuckleUp. “We want to emphasise the importance of buckling up, both drivers and passengers, and especially children. Anyone under the age of three years must be buckled up in an age-appropriate child restraint,” said Marion de Vries, assistant director of communication in the department. “Deaths and disfigurements are possible

even in low-speed collisions. The back seat is no safer than the front. Having airbags in your vehicle is no excuse for not wearing a seatbelt. Airbags are more effective when combined with a seatbelt. So always buckle up, in every seat, on every trip. “Drivers are responsible for ensuring that all passengers are buckled up and will be prosecuted if any child under 14-yearsold is found not buckled up,” she says. In a crash, any unrestrained person continues moving at the same speed as the vehicle was moving at the time of impact. This means an unrestrained person becomes a projectile, endangering the lives of everyone inside the vehicle. Wearing a seatbelt re-

duces the risk of death in a crash by nearly half, and almost completely eliminates the risk of being ejected from the vehicle. Passenger safety tips: . Always wear a seat belt. . shootout, allegedly involving clashing taxi gangs occurred in Happy Valley on Sunday 25 August. On the day, motorists and pedestrians travelling around the Blackheath railway station (and industrial area) were cautioned to avoid the area on the Eerste River and Surrounding Areas Facebook page. The post described the incident as “volatile” and “dangerous”. Vehicles were reportedly attacked, and taxis set alight. “Several vehicles were stoned and shot at, allegedly by gangsters; three taxis were burnt out so far by the gangsters, after a fight between taxi operators and the gangsters in the area,” the post reads. “Police have deployed the anti-gang unit and other police forces in the area to stabilise and arrest

these culprits”. Police spokesperson Capt FC van Wyk confirmed the deployment, as well as attempts to arrange a peace talk between the affected parties so as to resolve their differences. “Several police officers and law enforcement agencies were deployed in the area, that is currently stabilised and monitored,” says Van Wyk. “This process is closely monitored by police.” He confirms a total of four cases were registered at Mfuleni police station following the hostile affair: two cases of hijacking, and two of attempted murder. According to Van Wyk, one suspect has been arrested in conjunction with one of the attempted murder cases. Van Wyk confirms that nobody was harmed during the turmoil amidst two taxi’s being set ablaze. “In the other attempted murder case shots were fired at a private vehicle,” says van Wyk. “No one was injured.”

Pageant creates much exitement in Kleinvlei Miss Spring Queen Kleinvlei hosted its second pageant on Friday 6 September. The pageant was held at New Life Ministries Teen Challenge Builing. The reason for the pageant according to Elrene Mouton is to keep the children off the streets by keeping them busy with good things. Around 40 children were involved in the modelling show. Included were the dancers and singers for the event. The awards were divided in three categories. Category 1 for the younger girls, catergory 2 for the older girls and there was a category for adults as well.

Miss Spring Queen 2019 was awarded to Tamlin Armoed, Danusha Windvogel and Nelisaw May. Winners for first and second princess for category 2 went to Busiswa Zikhethele and Beonce Du Preez. For the younger girls in category 1, first and second princesses were awarded to Xena Arons and Kristen de Koker. “I want the young girls to know there are hope for them” says Mouton adding that they should remain positive about their future. According to Mouton, the children in the community were thrilled by this event.

More awareness about foetal alcohol syndrome disorder The City of Cape Town aims to continue with awareness sessions of foetal alcohol spectrum disorder (FASD). The Foetal Alcohol Spectrum Disorder (FASD) Awareness Day was commemoration on Monday 9 September. The City’s Mayco member for community services and health, Zahid Badroodien, has urged expectant mothers to turn away from alcohol during pregnancy. “FASD is the leading known cause of preventable mental retardation and while the effects last a lifetime, there is no treatment. It is 100% preventable and the reality is that no amount of alcohol is safe during pregnancy,” he said. Part of the awareness sessions, which will be led by the City’s social development and early childhood development department include dispelling the myths around FASD. Rape of student investigated P

arow police confirmed that a rape case had been opened at the station following an attack on a nursing student at Tygerberg hospital. Lt.Col Kobus van Dyk, Parow police spokesperson, says the incident is being investigated by Bellville police’s family violence, child protection and sexual offences unit. The nursing student was attacked on Tuesday 3 September. The 21-year-old student was enrolled at the department of nursing science at the Cape Peninsula University of Technology (CPUT). “We as the nursing department are deeply touched and affected by the incident that happened to an innocent student. She is a precious individual who serves the well-being of the community and she needs the respect she deserves from others,” Prof Karien Jooste of CPUT says. On behalf of the department, I express our deepest concern about the safety of women in our country, she adds. The incident was condemned by the department of community safety. “I condemn in the strongest terms the reported attack on a CPUT nursing student on Tuesday night outside Tygerberg Hospital,” Albert Fritz, minister for community safety, says. He told TygerBurger that the department is currently arranging a meeting with CPUT, the University of Cape Town, Stellenbosch University, and the University of the Western Cape

to discuss safety strategies and solutions going forward, to ensure that students are safeguarded at their places of learning. “The extent of gender-based violence in our society is deplorable and I further call upon the men of our province to stand against it,” Fritz says. Nomawethu Sbukwana, spokesperson to the minister of health, Nomafrench Mbombo, also issued a statement in which their department says it is shocked by the incident. According to her, the first-year student was abducted outside the hospital and sexually assaulted by a group of unknown men. “The student was released and received medical treatment at Karl Bremer hospital’s Thuthuzela care centre with counselling afforded as well,” Sbokwana says. Mbombo visited the student on Wednesday 4 September and also expressed her shock. “The department condemns these horrific attacks on our students, and is working with the police around the circumstances of these attacks,” Mbombo says. Capt Frederick van Wyk, provincial police spokesperson, also confirmed the rape and kidnapping case but says no one has been arrested as yet in connection with the attack. According to him, the student was kidnapped near the pedestrian gate leaving Tygerberg hospital. She was raped in bushes next to the Bishop Lavis court, he says. “The circumstances surrounding the case are being investigated,” Van Wyk says.

‘Time for talking is over’ RICHARD ROBERTS @richardjohn_tj The recent spate of brutal attacks on women has led to a massive outcry by the public, calling for the protection of women. While mass marches were held and schools organised services to call for a stop against violence against women and children, nonprofit organisations also made their voices heard. The Saartjie Baartman Centre for Women and Children in Manenberg is one of the organisations that deals with gender-based violence (GBV) daily. The staff at the centre have been left distressed and angered by the ever escalating violence against women and children. “We remain determined to increase our efforts to eradicate GBV, especially by way of our advocacy and lobbying platforms and outreach programmes,” said Bernadine Bachar, director of the centre. The facility is a one-stop centre for women and children who are survivors of abuse. Asked what they reckon

should be done to address the attacks on women, Bachar responded with a lengthy list. “Government needs to take action now. The time for talking is over. Our government has consistently failed the most vulnerable members of our society. “The police and the department of justice need to account for, and address systemic failures within their departments. “Financial resources are needed to ensure that all sectors are adequately funded to address the national crisis. Shelters require uniform and adequate funding. “The provision of bail for alleged perpetrators of GBV must be repealed and harsher sentencing by our criminal courts is also critical,” Bachar explains. She says society can also play their part. “The struggle against GBV is a societal struggle and the responsibility of every person. Education about GBV, its impact and consequences, must start in the home to our young children. Men and women must stand up and speak out,” Bachar says.

Teresa Jones, who runs the children’s care centre called Shelter of Hope, congratulated the pair on their nomination and expressed her gratitude for the work they do for her organisation, and the greater community. “These two people are my spiritual parents. When we’re having events, all we have to do is pick up the phone and tell them what we’re doing for the children and they are always willing to give – always! Whether they have to make themselves short, they never say no. We are very proud of you Pastor Hoorn and Sister Minnie.” The three women who work with the Hoorn’s to make the food are Zelda Arendsa, Alexia Smith and Kate Phiri, who also assist the community out of the kindness of their hearts, on a volunteer basis.

estern Province (WP) claimed a third consecutive South African Rugby women’s interprovincial A-section title in searing heat at City Park on Saturday 7 September, beating Border 38-32 in a dramatic final. The Capetonians had to fight back three times during the match to stay in contention after a strong start by Border, which saw the visitors lead 17-10 at the break. Both sides scored six tries, but two in quick succession late in the second half proved decisive for the champions. Star winger, Kimico Manuel dotted down in the opening minutes to hand WP an early lead, but a converted try by Border had them back in the lead five minutes later. Border scored their second try with centre, Mophy Ngwevu, finishing off some good work by the forwards. It was Manual who again ghosted past several Border defenders to score her team’s second try. Border scored their third try of the first half with Nosi Gada benefitting. The second half was equally entertaining. The home side drew level thanks to a Vuyo Maqholo try after a strong break by centre Shaunique Hess. Border took the lead again though Akhona Dotwana.
