A

lthough the City of Cape Town has announced that the number of fires is down from last year, an organisation operating in Fisantekraal still deemed it necessary to teach children about the dangers of fires. A fire awareness and education day formed part of a broader Greenville Environmental Education (EE) programme running in Fisantekraal. The programme was launched in July 2017 by Garden Cities. Danielle Sterrenberg from Garden Cities says the process of environmental education allows individuals to explore environmental issues, engage in problem solving and take action to improve the environment. “There-

fore the environmental issue we tackled on Saturday was that of fire – whether veld fires (accidental and intentional) or general fires within the community. The goal was to educate the children on the dangers of fires, which include loss of infrastructure and property including livestock, buildings and electricity poles, as well as health concerns like burn wounds and smoke inhalation and, in extreme situations, loss of life,” says Sterrenberg. According to her it was important to do fire awareness in the community due to the recent fires at the Mosselbank River and adjacent open fields, which on some occasions were lit intentionally. “This also gave us the opportunity to acknowledge the children who helped Elizabeth Maans (resident of Greenville) to fight fires in Fisantekraal.

About 100 children joined the event. We approached the City of Cape Town’s Fire and Rescue Service to help us with fire awareness and education, and we are truly grateful that they were able to assist.” According to a City of Cape Town media statement, a drop in the number of wildfires compared to previous years has been noted. “The City of Cape Town’s Fire and Rescue Service is cautiously optimistic about closing out the warmer months with significantly fewer wildfires. The period between November and April usually sees an increase in the number of vegetation fires. For the past three years, Cape Town’s firefighters have been kept on their toes attending to thousands of wildfires, including at least one major incident that spanned several days. There have been no major veld fires this

year (up to the end of February) which has contributed to the drop in the number of incidents. We can’t be certain about the reasons behind the drop, although the mild summer we’ve experienced could be a contributing factor. Whatever the reasons, we definitely welcome it, especially considering that we are in the midst of a drought crisis. The warmer months are a drain on our resources and in recent years we have very often found ourselves in a Code Red situation, meaning that we were one incident away from completely exhausting our available resources. This is the first year since early 2016 that we haven’t reached that critical point,’’ reads the statement, sent out by the office of the City’s Mayco member for safety and security and social services, JP Smith.

Golf day in aid of trust A golf day in aid of the Michael Sherriff Legacy Trust will take place on Friday 20 April at the Durbanville Golf Club. The trust was founded in 2017 in honour of Michael Sherriff (19), a WP golfer who died in a car accident in April 2017. His parents, John and Ronel, started the trust in honour of the young golfer. The purpose of the trust is to keep Michael’s dreams and legacy alive by helping less fortunate and disadvantaged children with sponsorships and mentoring through bursaries. Vehicle registration and licensing centres that will be open on a Saturday

Edgemead High School (EHS) has partnered with the Western Cape Education Department and V-Soft Technologies to pilot the Exam Portal project among schools in the Western Cape. Exam Portal is a software program designed and developed by V-Soft Technologies for schools to administer computerbased tests. The software allows for the administration of questions in numerous formats such as multiple choice, audio and video and has been designed to cater for learners with reading disabilities such as dyslexia, aphasia, visual impairments or other accommodations. Robyn Smith, marketing head at the school, says in the past learners would have to write their exams in a separate venue with a one-on-one reader, suffering the embarrassment of having to ask the reader to please repeat the question and often disadvantaging themselves due to the possible embarrassment. With the Exam Portal service, learners at EHS with reading concessions all write in the computer lab under the supervision of Monique Vellacott, head of the Technical Department, says Smith. They are allocated an individual computer and the program reads them the questions. Learners are able to have the question read to them as many times as they like until they feel comfortable. They can even select a voice they feel most comfortable with, says Smith, and they have been fortunate enough to include Afrikaans. Challenges which were often faced before the use of an e-portal were a lack of venues, lack of trained human readers, readers not comfortable reading Afrikaans and also the additional cost involved for parents, says Smith. Smith says although the system may increase the workload of the teacher running the program – as they have to upload all exam and test papers and with the initial loading of learners onto system – they are willing to take on the load as their goal at EHS is to give learners the best possible access to a good education to prepare them to be valuable and contributing citizens. Volgens Twigg het hulle die laaste klompie maande openbare vergaderings gehou om die inwoners in te lig dat hulle eersdaags watermeters in hul wooneenhede gaan kry. “Ons wil mense nie straf nie, maar dit is be-

langrik dat mense verantwoordelikheid neem vir hoeveel water hulle gebruik. Die meters is net daar om seker te maak almal spaar water, veral met die droogte wat tans heers. Ons het gevalle gehad waar mense hul krane heel dag laat loop het sonder dat ’n haan daarna gekraai het,” sê Twigg. Wanneer die meters geïnstalleer is, sal elke huishouding van vier of minder mense 350 liter water kry. “As daar meer mense in ’n eenheid is, sal hulle meer water kry. Sou dit gebeur dat jy nie al jou water vir die maand opgebruik nie, sal dit net by jou volgende maand se kwota kom. So kan elkeen sy eie verbruik reguleer,” sê Twigg. Dit is belangrik dat mense veilig voel in die omgewing waar hulle woon. Ek is ook bly dat inwoners inisiatief neem en hul probleme na vore bring sodat dit opgelos kan word,” sê Hansen. port is a great incubator for social change. So says Granthem Abrahams, founder and CEO of Be the Difference Foundation and project manager of a new initiative to advance social upliftment through sport. Abrahams has partnered with juice company Hentie’s to launch the Hentie’s Family Cup. “The Hentie’s Family Cup is an initiative to create a platform for all community kids under one umbrella, from big, medium, small, private or government schools, interacting and building relationships from a young age regardless of their circumstances – to expose our community kids to different platforms on and off the rugby field,” says Abrahams. The project will be run by Abrahams and his foundation. “We have taken hands with Hentie’s to make an active difference in our communities. I personally believe the only way we will see a better South Africa is if we become better South Africans. The Hentie’s Family Cup project will take place over four terms. In the first term it is the u.13 rugby sevens tournament; in the second term an u.13 sevens rugby clinic with some of the Blitsbok rugby players; the third term will

Each opportunity gives the kids an opportunity to make new friends and learn more about the sevens game, respecting others and how to work in unity,” says Abrahams. The first tournament took place recently at Aristea Primary School, where Petunia, Scottsville, Eikendale, Cloetesville, Buckner, Rietenbosch and Bastion primary schools took part. A number of police stations are suffering from a severe manpower shortage. This was one of the matters raised at the Goodwood Community Policing Forum (CPF) annual meeting held last Monday 19 March. Goodwood falls under the Tygerberg Police Cluster, which consists of seven police precincts. The others are Kraaifontein, Bellville, Bothasig, Brackenfell, Durbanville and Parow. John Ross mentioned in his chairperson’s report that on occasion there was only one patrol van available in Goodwood. He said there were a few deaths in the local police last year and these staff members have not been replaced, putting further strain on already stretched resources. James Ellis, chairperson of Glenwood Neighbourhood Watch, wanted to know whether there was any news of new recruits, as there seems to be a lot of pressure on the current police officers due to their colleagues retiring or being transferred and not being replaced. Colonel Sibusiso Mntambo, who took over as the station commander in December, acknowledged that it is a huge concern. Mntambo said he will have a meeting with the cluster commander to address the issue. Concern was also raised that the members who have left have taken a lot of experience with them. Lieutenant Colonel Hennie Rademeyer, who was acting station commander for most of last year, said they had some students at the police station recently, but only in an observational capacity. He was not sure whether they would return. Rademeyer added

that the new court will also require more police officers, which will put them under further strain. Sean McClelland, Tygerberg cluster chairperson, said from a provincial perspective the number of officers at a station and the number on the books is not always the same. He said Brackenfell police have 100 officers at the station even though the provincial office says they have 156 officers at the station. Fifty-six members were lost over 18 months to specialist groups created across the province to help with highdensity crime areas with high murder rates like Khayelitsha, Nyanga, Philippi and Kraaifontein. Kraaifontein police, he said, have 336 members on their books as they received an additional 56 members from stabilisation units. This is a major concern, said McClelland, and eventually those officers will have to come back to their stations. “But if these officers come back to their normal shifts then what is going to happen to Kraaifontein, which already has a massive murder rate, or the Nyanga cluster where 11 to 13 people die in one weekend?” he asked. The problem will have to be rectified on a provincial level, he said. The first thing that needs to happen for stations like Brackenfell and Goodwood when there is an issue of resources is that the station needs to make sure the facts are correct, said McClelland. If it is discovered to be a human resource issue then it must go to the cluster. The cluster commander can then take it further to the provincial police commissioner and then to the national commissioner. “But if we don’t address issues in writing then there is no track,” added McClelland.

Traffic troubles to increase DESIRÉE RORKE @dezzierorke

A

mid a serious lack of adequate road infrastructure, another massive new development is threatening to increase traffic congestion on Brackenfell Boulevard. If approved, this new development will see 136 one- and two-bedroom flats in a five-storey building in Belami Close on the corner of Brackenfell Boulevard and Belami Road in Sonstraal Heights, Durbanville. Local residents who fight their way through a daily stranglehold of traffic are at their wits’ end. They received notification of the proposed development at the end of February, only weeks after the Northern District Community Forum (NDCF) announced their intention to take the City to court over the Andrag development planned diagonally across on the other side of Brackenfell Boulevard. The Andrag development will see a housing complex of 550 new units. Nico Fivaz from the NDCF says there is no way the current road infrastructure can carry the additional traffic that will be created by this apartment building. “The traffic impact study done for the adjacent Andrag development has already shown us that the current traffic congestion is not to be solved soon. Adding another block of apartments can only exasperate the problem,” he says.

Leon Brynard, also from the NDCF, says the particular traffic impact assessment does not give an accurate reflection of the situation as it was done in isolation and over the December period when many people are away on holiday and schools are closed. “It is a complete crisis. “We will have to approach the Western Cape minister of transport, Donald Grant, to intervene. Talks with Sanral will also have to be called to discuss the future of the Brackenfell Boulevard bridge and how it will affect the region’s traffic,” Brynard says. The architecture of the building will also be out of character with the rest of the area, according to Fivaz. “Five storeys on this small piece of land will stick out like a sore thumb in the neighbourhood. “Moreover, an electrical engineer will have to prove that there is sufficient space between the proposed development and the overhead powerlines that run parallel with Brackenfell Boulevard,” says Fivaz. He is also startled that the City would consider high-density developments during a water crisis. “The adjacent homeowners had a meeting and are busy drawing up objections that have to be submitted by 4 April. “They also contacted the NDCF to coordinate with us.” V What is your opinion on this article? City urges TB patients to complete treatment W ith World Tuberculosis Day having taken place on Saturday 24 March, the City of Cape Town is encouraging TB patients to stay the course. In a statement issued by the City’s Mayoral Committee member for safety and security and social services, JP Smith, he expresses his hope that advances in the treatment of TB will help more patients to stay the course and convince others to seek appropriate care. According to the World Health Organisation, TB is the ninth leading cause of death worldwide despite the fact that it is both preventable and curable. “In Cape Town there has been a decrease of nearly 24% in the number of reported TB cases in the last eight years, from 29 726 in

2010 to 22 681 in 2018. While this is good news, this incidence is still at an alarmingly high level,” says Smith. In 2015, a new drug was introduced for the treatment of drug-resistant TB and in October last year a shorter treatment regimen of nine to 12 months was introduced. “It is encouraging to note that patients receiving the new medication are responding to treatment better, and have improved their treatment outcomes. It is hoped that the shorter treatment duration means more patients on drugresistant TB treatment will complete their treatment,” says Smith. The diagnosing of TB depends on persons with symptoms presenting themselves at healthcare facilities; however, many people with active TB are asymptomatic in the ear-

ly stages, resulting in them not seeking the appropriate healthcare. “People with undiagnosed, untreated and potentially infectious TB are frequently seen in health facilities. One person with infectious TB can infect another 10 to 15 people,” says Smith. Symptoms indicating the presence of TB include a persistent cough for more than two weeks, unintended weight loss of more than 1.5kg per month, an ongoing fever and drenching night sweats. Furthermore, Smith encourages persons who have been in contact with someone with TB to immediately report to a health facility for TB testing. “Clients who have had a TB test done at a health facility need to return later to receive the test results,” explains Smith. Another challenge regarding TB is that

one out of every 10 clients who start on treatment do not complete the full six months (for drug-sensitive TB). “Even more are not completing their full course of drug-resistant TB treatment, which is longer and needs different drugs to those used for drug-sensitive TB,” says Smith. He says treatment adherence is difficult for patients due to the long duration of treatment, but recently there has been progress made in addressing these challenges. Caregivers are encouraged to bring all children younger than five years of age to their nearest clinic to be screened if they are in close contact with an adult with TB. Healthy children will receive preventative medication (prophylaxis), while children who are unwell will be started on TB treatment if necessary.

Hoekom sou die Aussies so desperaat wees om te wen dat selfs hulle kaptein sy toestemming gegee het vir een van die junior spelers in die span om met die bal te peuter? In TygerBurger’s article (“City must stick to restrictions”, 21/03) it is told how the deputy mayor speaks of temporary desalination costing R35 per kilolitre. In May 2017 the local desalination experts, GrahamTek, offered to finance, build and operate a large desalination plant to supply the City with 250 000kl per day at R5.50 per kl – that’s half the current usage. Instead, we have DA-led panic stories. Why did you not go with the deal? Is it because your self-importance was not being recognised? And we get this rubbish

Owerhede moet nou wakker word Helen Zille, premier van die Wes-Kaap, het maar min hoop, indien enige, gegee vir die verligting van die huidige waterkrisis in Kaapstad. Tydens ’n vergadering in wyk 70 op Maandagaand 19 Maart, het sy daarop gewys dat die oorsaak vir die krisis die nasionale departement van water en sanitasie is, wat nie tydig bronne ontwikkel en uitgebrei het nie. Dit is egter geen rede vir Kaapstad om voete te sleep om alternatiewe waterbronne te ontwikkel nie. Dit is maar weer die benadering van “ek doen niks omdat jy niks doen nie”. Haar goeie nuus dat Dag Zero nou tot 2019 uitgestel word, kan nie anders geïnterpreteer word as dat daar geen verligting deur alternatiewe bronne in die vooruitsig gestel word nie. Sy het ook daarop gewys dat daar met die besparings volgehou moet word deur twee keer per week te stort en vir die res maar in ’n kommetjie te was en dat tuine maar moet verdroog en vrek, want “dis mos luuks”. Dis duidelik dat Kaapstad nie noodsaaklike alternatiewe waterbronne gaan ontwikkel te midde van klimaatsverandering nie en dat inwoners self op alternatiewe oplossings aangewese is. Soos reeds deur minister Bredell van die Wes-Kaapse regering en ook die Kaapstadse munisipaliteit gestel is, wil hulle nie wit olifante ontwikkel nie. Dit beteken dat verbruikers in soeke na oplossings, miljoene aan boorgate, tenks en gryswaterstelsels moet

spandeer, omdat die plaaslike owerhede ’n vrees vir wit olifante het. Die vraag is vir hoe lank gaan daar van die inwoners verwag word om hierdie situasie gedienstig te aanvaar, waar hulle meer vir water betaal en daar minder beskikbaar is. Quality of school refs a concern I am deeply concerned about the quality of school referees. On Saturday 25 March I attended a friendly tournament between Stellenbosch High School and Fairmont High School at Stellenbosch High. I watched the second half of the u.16A match, and the complete match of the u.15As. A Stellenbosch player pulled a Fairmont player out of a maul, kneed him in the face, pulled his jersey over his head and then proceeded to punch him on the head. As soon the rest of the Stellenbosch players saw this they joined in, hitting and kicking him. Any Fairmont player who attempted to protect him was also punched. Apart from blowing his whistle frantically and awarding a penalty, no further action was taken by the referee. The u.15A match was a different matter altogether. The Fairmont team was awarded penalty after penalty in excess of 40 – at one stage four or five penalties within 20 seconds of each other, yet the Stellenbosch team continued to transgress with no further action. Dangerous drivers disregard the rules At first I thought it was my imagination. However, a few days later I saw it happen again. Since then I have witnessed similar events on a daily basis. I’m talking about motorists driving through an intersection governed by a red traffic light. I don’t mean accidentally misjudging the change of a light to red or having to slip through after waiting for oncoming traffic. No. I’m talking about motorists making a conscious decision to deliberately drive through an intersection long after the traffic light has turned to red. Speed traps and cameras are negated by obliterating vehicle number plates, indicators are only activated long after the vehicle has already changed direction, solid white lines and pedestrian crossings are considered a waste of good paint, four-waystop intersections require too much patience and skill, and of course children don’t warrant seatbelts. As we can now include the disregard of red traffic lights to the list of bad driving habits, it begs the question: what’s next? My prediction is that motorists will soon start driving on the wrong side of the road. I mean, why wait in a queue when you can drive around and push in front? The pain and suffering caused by an accident is beyond comprehension especially when loved ones are crippled or killed. NPOs to benefit from Act for Change

A

s a means of helping welfare organisations stay afloat in these trying economic times, the Shoprite Group has launched a discount store card that will give qualifying registered non-profit organisations a 5% discount when shopping at participating stores. As of Sunday 1 April, South Africa’s value-added tax will increase by one percentage point to 15%. In light of this increase the Shoprite Group has launched the Act for Change card, which will allow for a 5% discount across outlets from the Shoprite Group. The Act for Change card can be used any Shoprite, Checkers, Checkers Hyper, Usave, House & Home and OK Furniture store. The NPOs will have 30 days in which to pay with no interest, with additional benefits being no administration, annual or renewal fees. “Shoprite is already known for its low prices. With the 5% discount, our local Shoprite has become an even more attractive option from which to get supplies for our spaza shop,” says Sinah George, manager of Neighbourhood Old Age Homes (NOAH) in Khayelitsha. The spaza shop, run by elderly residents from Khayelitsha, is one of the social enterprises used by NOAH to assist people dependent on state pensions in the greater Cape Town area. A further benefit of the Act for Change card is greater peace of mind for donors who, by paying donations directly onto the card, will ensure their money is spent only on items that can be bought from Shoprite and subsidiaries. The application process for the card is only open to registered NPOs. Hilton Davids from the Vlottenburg Community Organisation (VCO) in Wesbank, which supports, feeds and provides an aftercare programme for six to 18-year-olds, says he would most definitely recommend the card to other organisations. “It can serve as a savings tool for organisations that put money on the card every month for use when there’s an urgent, unexpected need or special event,” he explains. It’s Safari marathon time The annual Safari half marathon in partnership with Liqui-Fruit will once again take place on Tuesday 1 May in the picturesque town of Wellington. The road running and walking event, which includes a 5km fun run, a 10km race and a 21.1km half marathon, will start and finish at Huguenot High School. A substantial amount of prize money will be up for grabs, with the male and female winners of the 21.1km each receiving R7500. All early entrants will receive a goodie bag when collecting their race number at one of the Sportsmans Warehouse collection points or at Huguenot High School in Wellington. During his visit to Cape Town, Kyba noticed more upward lighting in our urban areas, compared to cities in Europe. “Upward lighting occurs when artificial light is emitted upwards into the sky, resulting in increased skyglow,” he explains. “Due to this misdirected light upwards, the actual surface space is not lit, causing reduced visibility.” Skyba says excessive lighting can in fact create more danger, and more light does not necessarily equal better vision. “Bad (upward) lighting at night is a security risk and even beneficial to criminals, as it creates deep shadows that offer concealment,” he says. “In addition, being temporarily blinded by a glaring light makes you an easier target for criminals who hide in dark places.” Skyba says upward lighting can be avoided by using specific light covers or fittings on street and security lamps. “The correct light fitting will direct the light to the surface area where it is needed, reducing glare. It will provide better vision for enhanced security.” He also advises the use of amber LED lamps rather than bright bluewhite ones. “Lighting isn’t sustainable unless it is also beautiful. Thousands come out for Tyger Run/Walk

Thousands of people came out to participate in the Tyger Run/Walk 2018 at TygerValley Shopping Centre on Wednesday 21 March. Participants took part in the 21.1km, 10km and 5km races. TygerBurger’s Tarryn-Leigh Solomons went out to snap some pics.

Zara Nicholson (from Goodwood) completed the 10km race. She is pictured with five-year-old Skylah Solomons who participated in her first 5km run.

Felicity Messias (Ravensmead), Trunette Stuurman (all the way from Oudtshoorn) and Erica Roberts (Kuils River) added some colour to the occasion and made it a morning of fun.

Janet Strumpher (from Brackenfell) and Kerry Howard (from Table View) embraced the fresh breeze during the run.

Audrick Brinkhuys (Kuils River), Nicole Lykert (Bellville), Mondray Stanfliet (Kuils River), Lynne Reagon (Wynberg) and Duane Niegaardt (Kuils River) took part in the 10km race. The group said they got their morning off to a good start.

Ladies stretch their legs at Spar Women’s Race Sunday 25 March got off to a chilly start for the Spar Women’s Race in Bellville. Tarryn-Leigh Solomons of TygerBurger caught up with a few ladies before the race.

The race officially kicked off at 07:00 in front of the Bellville Stadium.

Aphiwe Mahlangeni, Lulama Robhana and Colleen Ah Shene from Milnerton came out to participate in the race.

Beverley and Natasha Ferrirah from Belhar took advantage of the morning to have some mother-daughter bonding time.

Gayline and Gwendoline Africa from Ravensmead arrived at the venue before 06:00.

Reps MMA is also the headquarters of the well-known Rio Grappling Club. “We graded the children at the club to their respective new levels in Brazilian jiu-jitsu and they thoroughly enjoy their training. “Mixed martial arts and Brazilian jiujitsu are an excellent way for children to channel their energy and build the right confidence and control to handle all areas of their lives, especially with the severe bullying going around,” says Hattingh. He also runs a BullyStop programme at various schools in and around Cape Town. Their third achievement shows the calibre of fighters, as they won three out of three fights in the Western Province Fight League (WPFL) Championships held in Diep River. Although the club is in Bellville, the students hail from various areas including Kuils River, Brackenfell, Durbanville and Monte Vista.

SA Youth Squad returns with seven medals

The SA Youth Development Kung Fu Squad, consisting of 18 youths from across the province, returned to South Africa on Thursday 22 March with seven medals. They competed from 16 to 19 March at the International Kung Fu Tournament in MaOnShan, Hong Kong. A total of 9000 athletes from 52 countries around the world participated in the competition. The seven medals were won by Saifullah Chafeker (10, gold), Muhajir Abrahams (10, silver), Luqmaan Slarmie (14, bronze), Thuraya Fredericks (17, silver), Quidsiya Phul (15, bronze), Muminah Daniels (15, bronze), Yaghya Whatney (17, silver) and Sinawo Yola (16) who finished fourth in the beginners division. The 18-member squad poses here in Hong Kong. Saifullah, who won gold in his beginners division, was the only disabled junior athlete to compete against able-bodied athletes.

he Western Province A baseball team will travel to Durban this week with no fewer than nine national players in their squad as the defending champions of the national interprovincial championships from 4 to 7 April. The Bellville Tygers, Bothasig and Athlone A’s are the backbone of the team. The preparation for the tournament has not been ideal due to the drought that halted club matches two months ago. “The season’s remaining matches were cancelled in January due to the drought, so our players lack some game time but we

make no excuses. Our Western Province A and B teams had a couple of matches against each other. “Our pitchers need time on the mound and our batters need that pressure situation that we will experience in Durban. Having said that, all things are well on track and we are confident in our ability to successfully defend our title,” says Western Province and Bellville Tygers assistant coach, Kevin Leak. Leak is working side by side with head coach Alan Phillips, also from the Tygers, to bring out the best in the team. The experience and talent in the team are second to none and this has always been the

case with Western Province baseball at national level. Having six national pitchers is something that will leave the other provinces restless. Carl Michaels, Lloyd Stevens, Dean Jacobs, Cameron Fortuin (u.23), Jarred Elario and Darren Smith are the men who will take the mound as national pitchers. Jonathan Phillips, who is one of the very best on third base, is another national player with plenty of experience playing overseas as well, and his mere presence will bring calmness to the team. Benjamin Smith (centre field) and Kyle Botha (catcher) are the other two national players. “I think Gauteng will be our toughest op-
