Market plagued by vagrants NIELEN DE KLERK @nielendk

T

hey’ve complained to every City department they can think of and are afraid of losing their business. The Da Silva family who own Freshworths/Bellville Market on the corner of Landdros Street and Tienie Meyer Avenue are at their wits’ end. They land on which their business is situated, as well as land adjacent to the market, is owned by the City. Over the years the market has seen a steady increase in homeless residents, especially on the patch of Cityowned land next door. The problem has worsened over the past few months, Da Silva family members say. When the homeless people who had occupied the area across from the magistrate’s court were moved by Law Enforcement, many of them claimed the space next to Freshworths. With the increase in numbers, there has also been an increase in violent and unruly characters. At least four large fires have started in the camp, with one of them damaging the store. “This situation cannot continue and measures need to be put in place as the next fire will most likely result in the premises being lost and possible fatalities,” one of the market owners says in an email to the City which TygerBurger has seen. Added to this is the fear of rodent infestation caused by the homeless alongside Tienie Meyer Avenue. Despite this, the City says it is doing all it can to help solve the problem. Councillor Zahid Badroodien says a team from the City

of Cape Town’s Social Development Department “visits the location on a daily basis and conducts social operations once a week in the evening.” All offers of assistance have however been refused, he says. “In light of the Street People Programme Policy, our staff cannot force the homeless people to accept our services. We do, however, continue to render social services wherever possible.” He says even though they conduct regular operations along with Law Enforcement, the individuals always return “the following day” and rebuild the structures. Wayne Dyason, spokesperson for City Law Enforcement, says the Voortrekker Corridor and surrounding area is cleaned “on a daily basis”. “Garbage and structures are removed daily, while after-hours cleanup takes place three times a week. Regular operations take place in the area, only for the homeless to return.” Derek Bock, CEO of the Voortrekker Road Corridor Improvement District (VRCID), says the City should sell off their assets if they cannot manage them. “Either this or fence off the property so that it is secure during the night. “The illegal squatting next to the Tienie Meyer bypass should also be dealt with by the City’s Social Services. If the City is serious about the urban renewal of Bellville and Parow, then they must start putting resources into this area as a matter of urgency. “The VRCID is receiving endless calls and complaints from members of the public due to the increase of homeless people around the Bellville Market area, including next to Tienie Meyer Avenue.”

Suicide not the solution DESIRÉE RORKE @dezzierorke

A

n enormous outcry from the community followed an alleged suicide in Brackenfell last week. At about 10:45 on Monday a woman from Bellville was seen jumping from the R300 bridge onto the N1 highway in Brackenfell. According to a witness who spoke to private security firm Titanium Securitas, the woman was seen driving onto the R300 flyover in the direction of Kuils River, where she stopped at the top, left her vehicle in the yellow zone, climbed over the barrier and jumped to her death. Brackenfell police did not confirm a suicide as such but stated that the body of a 44year-old woman from Bellville had been found next to the N1 under the flyover bridge soon after. “An inquest docket was opened and is being investigated, but no foul play is suspected,” Captain Erica Crous said. In recent years TygerBurger has reported on at least three other suicide jumps from this very same bridge. Since a post about the incident was posted on social media by the said security firm, some 600 comments streamed in from locals sympathising with the victim and her family. Many also shared their own heartwrenching experiences with depression and previous attempts at suicide. “At the age of 21 I was ready to jump, when two strange women grabbed me from behind and pulled me back to safety. I was so depressed at that stage of my life that I didn’t even realise what I was about to do,” wrote Nolan Shephard, in part. “I only realised what was going on after I was pulled back. I started crying and was comforted by these strange people to whom

I spoke about my pain for the first time that day. Today, 21 years later, I thank God that he sent those women to stop me. I would have been gone without even knowing it.” He urged others not to be judgemental. “Depression can cause a person to do things blindly without realising it,” he wrote. Shephard, who now lives in Wellington, spoke to TygerBurger afterwards. “My depression sprung from my struggle at school and being gay. I grew up in Constantia and I attempted to jump from the bridge in Kendal Road going over the M5. The girl that saved me together with her mother was in school with me. We were never friends but it was strange that I knew her,” he said. He is currently writing a book, Seeing Life Through Different Eyes, hoping it will help others to deal with depression.

What is depression? The South African Depression and Anxiety Group (Sadag) defines depression as follows: “Depression is a ‘whole-body’ illness, involving your body, mood and thoughts. It affects the way you eat and sleep, the way you feel about yourself, and the way you think about things. Depression is not the same as a temporary blue mood. It is not a sign of personal weakness or a condition that can be willed or wished away. People with depression cannot merely ‘pull themselves together’ and get better. Without treatment, symptoms can last for weeks, months or years. Appropriate treatment, however, can help most people who suffer from depression. Symptoms of depression include persistent sad or ‘empty’ mood; loss of interest or pleasure in hobbies and activities that were once enjoyed, including sex; feelings of hopelessness and pessimism; feelings of

guilt, worthlessness, helplessness; insomnia or hypersomnia, early morning awakening, or oversleeping; appetite and/or weight loss or overeating and weight gain; decreased energy, fatigue and feeling run down; increased use of alcohol and drugs, may be associated but not a criteria for diagnosis; thoughts of death or suicide; suicide attempts; restlessness, irritability, hostility; difficulty concentrating, remembering, and making decisions. “Not everyone who is depressed experiences every symptom listed. Some people experience a few symptoms, some people experience many. Also, the severity of symptoms varies between individuals,” says a spokesperson at Sadag.

Warning signs of suicide A person contemplating suicide may often talk about it or even threaten to take his or her life. They may say things like “I wish I was dead” or “nothing matters anymore”. Such a person may also begin to withdraw from friends or family. The person might prepare for death by making unexpected changes in his or her will or giving away personal possessions. According to Sadag, 75% of people who attempt suicide give some warning of their intentions to a friend or family member. “You can help a loved one by listening and showing that you care. Ask questions about how he or she is feeling and discuss their mood. Remind them that they shouldn’t feel ashamed or guilty. Avoid telling them things like ‘snap out of it’. Let them know their feelings are caused by an illness that can be treated,” says the spokesperson. “You might be that person’s only source of comfort or information. Let them know you care.” VIf anyone reading this feels they need help, contact Sadag on their emergency line 0800 567 567.

FOUND PET ADVICE

“UNBELIEVABLE BARGAINS"

WHAT TO DO IF YOU FIND AN ANIMAL

DON'T ASSUME

Never assume that an animal you find has been neglected - the general condition and health of lost animals can deteriorate rapidly, often within a matter of days.

SHELTER

• Take the animal to the nearest animal shelter welfare organisation or vet as soon as possible. • If you choose not to take the animal to the appropriate organisation you reduce the chances of the pet being found by owner. • You could become responsible for animals veterinary and maintenance costs.

MICRO CHIP

No matter how neglected or feral the animal may seem, always have the animal checked by a vet to see if it has been micro-chipped.

MAKE A NOTICE

If you choose to keep the found animal in your care, compile a found notice: • Check breed and gender with a local vet or welfare organisation. • NB: Do not include the tender of the pet in the notice - let anyone who contacts your provide the tender of pet to ascertain if it is the real owner. • Include a photograph of pet as well as the date and location it was found.

REPORT

• File a report with vets and welfare organisations. • Place found notice at pet and vet shops, local shopping centres and community centres. • Post on social media - however do not ONLY post on social media as many do not have access to the internet, or the owner may not be within your community.

REMEMBER

Stray animals are vulnerable to crime such as being stolen for use in dog fighting, illegal breeding or even consumption. Someone could be missing a member of their family. Treat the animal with care and be responsible. X1V5Q11E-AL230119

Karaoke-kompetisie kry nou momentum BRENDEN RUITER @ruitervaniewind

T

Local input on Eskom price hike A

number of people from local communities have been involved in the public hearings on Eskom’s proposed price hike. On 14 January, the National Energy Regulator (Nersa) started its public hearings on Eskom’s proposed electricity price hike of 15% for 2019, with a projected overall increase of 45% to 2021. The Southern African Faith Communities’ Environment Institute (SAFCEI) – along with faith-based and environmental partners, and also members of the public – presented a variety of compelling argu-

ments to Nersa, opposing these requests. A number of communities were represented, including Mitchell’s Plain, Bellville, Gugulethu and Khayelitsha. Vainola Makan, SAFCEI’s energy justice coordinator, who hails from Bellville, said: “If granted, this price increase will severely impact all electricity consumers across the country, many of whom already struggle to pay their daily bills. Citizens should not have to suffer energy increases every year. It would be far more responsible for Eskom to recover the funds it has lost through mismanagement over many

years.” Levona Carstens from Tafelsig in Mitchell’s Plain said: “I am a pensioner and already can’t survive on the social grants provided by the government. On top of this, electricity prices are already so unaffordable, since we only get a few units per 10 rand. Eskom and Nersa must consider us pensioners. We are struggling to survive.” Communities in attendance said they were happy to see a rigorous and impartial manner from Nersa during the hearings. However, they asked that Nersa hosts these hearings in the communities – rather

than in the city in lavish hotels – so that more people affected have a platform to give their inputs. They said they would welcome a public response from Eskom, with a guarantee that the poor should be cushioned from the economic effects of any tariff increase. Nersa’s public hearings will continue in a number of provinces, until 4 February. To access SAFCEI’s submissions or to learn more about energy and eco-justice, go to www.safcei.org. group of local and international churchgoers spent a large part of Sunday cleaning up the streets in and around Bellville’s CBD. The World Mission Society Church of God’s University Student Volunteer Group (ASEZ) is carrying out various activities in 67 cities around the world. Bellville’s cleanup was one of these. Around 130 local and international members of the church, as well as friends and local councillors and members of the Voortrekker Road Corridor Improvement District (VRCID) took part in the cleanup.

Around 900 bags of litter were collected. ASEZ means “Save the Earth from A to Z” and promotes social welfare, awareness, emergency relief and environmental protection for the wellbeing and peace of mankind. Every year, Korean ASEZ members fly to various parts of the world for different activities. One of the ASEZ members said of the cleanup: “I often felt sad when I passed here because it was dirty; but I am happy today to improve the hygiene of the environment through this cleanup activity.” Members of ASEZ who came from Korea also participated in the vol-

unteer work. Mayco member Zahid Badroodien and local councillor Jackie Visser joined the volunteer activity. Trevor Malgas (22), an ASEZ member from the University of the Western Cape, said: “It might seem like we are just picking up papers, but we are working toward a bigger goal which is to reduce crime by removing the signs of public disorder”. Derek Bock, CEO of the VRCID said they were grateful for the help. He said it was unacceptable that so much litter has collected on City land. “Why is it not cleaned up on a regular basis by the City?”

If giving back in 2019 features on your New Year’s resolution list, then donating blood is a good start. Michelle Vermeulen, spokesperson for the Western Cape Blood Service (WCBS), says committing to four donations during the year could save up to 12 lives. Every unit of whole blood is separated into three lifesaving parts: red cells, platelets and plasma. “Thank you to all our blood

donors for their support during 2018 and specifically during the festive season. We managed to receive 12 727 blood donations over this time. This resulted in 38 181 lives saved,” says Vermeulen. “This year our goal is to reach 160 000 blood donations. In order to do this, we need your support.” Blood donation only takes 30 minutes of your time every 56 days. It

requires you to be between the ages of 16 and 65, weigh over 50kg, be in good general health and lead a safe sexual lifestyle. It does not cause you any bodily harm – only 475ml of blood is taken, and this is replaced within 24 hours. V For more information, SMS “Blood” to 33507, call WCBS on 021 507 6300, email info@wcbs.org.za or visit www.wcbs.org.za.

SLICE OF LIFE

Is hy net nuuskierig of stel hy werklik belang? En wat is sy verwagtinge? Wil hy my hele lewensverhaal hoor? ’n Vorige bestuurder van my het weer “Het jy my?” gebruik wanneer hy iets klaar vir my verduidelik het. Soos die man wat by Tygervallei se parkade vir my vra: “’n Pap wiel?” Het julle my?

YOUR STORY As part of our weekly movie ticket giveaway we asked readers to tell us about the bravest thing they have ever done. V I am seven years old. My family and I went to visit my mother’s aunt, who stays at Hollandse Molen in Franschhoek. It was very hot that day so we decided to go to the big pool which has diving boards at three levels. The first one is about a metre, the second about 3 metres and the third, which was the highest, about 6 metres. I could jump off the first two diving boards, which was easy. Then I decided to be brave and jump off the highest one. Since then I have about 10 jumps to my name. - Sarah Serrotti V The bravest thing I have ever done was help my mom when she had cancer. She got it last year. I had to help her a lot with things after her operation. She also had radiation, so she was always tired. It was very hard, but I love my mom. I was very scared that she could die. But she did not. She is better now and I am so happy. Daniel

YOGA WITH DOGS: De Waal Park in Oranjezicht was the home to the second Downward-Facing-Adopt-a-Dog yoga event on Saturday 19 January. The event, organised by Mdzananda Animal Clinic, was attended by 90 yoga lovers and dog lovers from different areas. Mdzananda Animal Clinic is a permanent Veterinary Council-registered, NPO animal clinic in Khayelitsha. Marcelle du Plessis, fundraising and communications manager, says: “Our first Downward-Facing-Adopt-a-Dog took place in October last year. This year we had more people attending which was really good. We managed to raise R10 400 and one little dog was adopted which is really nice,” she says. The event aims to raise funds for the NPO animal hospital but mainly aims to introduce people to pets needing homes.

Daar is tog oral plastieksakke beskikbaar. Ek wonder waar is ons mense se sindelikheid? Nee mense, in ander lande word mense swaar beboet as hulle so oortree. Maar nie by ons nie. ONTSTOKE STAPPER Blommendal

Dagga niks erger as sterk drank Ek stem saam met Marylou se stellings in haar brief “Stop spreading lies about dagga”, 16/1).

Godsdiensvryheid is ’n mensereg.

ONTSTOKE INWONER E-pos

You have the right to protect yourself I fully agree with the comment of Angry Citizen who asked why victims of crime should suffer and the perpetrators get away (“Warning to thieves and robbers”, 16/1). The government must scrap the law that states “Do not take the law into your own hands”. If someone breaks in or is found on your property, you have all the right to protect what is yours and deal with it in any which way possible. CONCERNED CITIZEN Email

DA losing support due to unfair levies The ANC is stealing from state coffers, while the DA is stealing from the voters that voted them into power in the Western Cape. Keep on with your unfair levies and see if you can maintain the Western Cape. How can necessities like water and electricity, which are a constitutional right, be levied unfairly and to my thinking illegally? How can you be charged twice for water and electricity? From a DA supporter looking for another party because of unfair levies. M.A.M. Email

Vir R100 kry jy 50 eenhede as jy by die Stad Kaapstad krag koop. PIETER MEISSENHEIMER E-pos

Ignoreer tog net vir Jaap Barends Dit verbaas my dat soveel mense so ontstoke reageer op Jaap Barends se rubriek (“Papsnoeke”, 28/11).

Trends to affect the residential property market in 2019

T

he new year brings a host of factors that will affect the residential property market. Pressures on disposable income will impact on the lower and middle price markets, while buyer caution and low consumer confidence will impact more significantly at the upper and luxury end of the market. Herschel Jawitz, CEO of Jawitz Properties, shares what he believes will be the key factors facing the residential property industry in South Africa in the coming 12 months. What developments will dominate or become more important this year? Buyer caution will be compounded by pressures on disposable income and the perceived uncertainty as the country heads towards the 2019 elections. The result is an oversupply of residential property across almost all price sectors in the resale and new build/off-plan market. The key buying criterion remains value, which is the combination of price, size, position and condition of the property. Property price growth across all the major metro regions will remain subdued in the first half of 2019 with property prices declining in real terms after taking into account inflation. Nominal price growth is expected to be between 4% and 6%. The

Western Cape may continue to be one of the few provinces where real property price growth remains positive in 2019, but only just. The performance of the residential market in the second half of 2019 will depend on the outcome of the elections, the direction of interest rates and signs that the economy is recovering. If these factors start to point in the right direction, buyer demand will start to improve and property prices may start to firm up, albeit off a low base. Even with an improvement in demand, homes on the market are expected to take an average of three and a half months to sell with this extending to six months and more at the top end of the market. The 2019 residential market will continue to offer buyers the Herschel Jawitz, CEO of Jawitz Properties best value in terms of property prices and buying opportunities since the as the major retail banks look to grow their 2008/9 market crash. mortgage books in a low-volume market. Furthermore, the ability to access mort- Approval rates, rate concessions to buyers gage bonds will remain favourable in 2019 and loan-to-value criteria (deposit require-

ments from the banks) will remain in the buyer’s favour as the banks compete for business. What development will be on the decline this year? Similar to the sale market, the rental market and rental prices will remain subdued. In addition to factors like pressures on disposable income, there is a significant oversupply of rental stock on the market, especially in the sectional title market due to a large number of new highrise apartment block that have been completed in the last 12 months. Rental escalations will barely keep up with inflation in 2019 until the imbalance between supply and demand improves. Are there any areas/suburbs that you feel will grow in demand in 2019? In Cape Town, high prices will mean more first-time home buyers will be looking in upand-coming areas such as Salt River, Woodstock and Observatory; further up the seaboard into Blouberg; as well as the Durbanville and Kuils River nodes.

TYGERBURGER Bellville 19

Sportgene volop by Poggenpoel AVRIL FILLIES

A

In 2009 het ek by Ou Mutual-Akademie aange-

FNB VARSITY CUP: CALL TO RALLY BEHIND UWC TEAM

Back your UWC Boytjies! T

he University of the Western Cape (UWC) is calling on the community to support the FNB Varsity Cup side as they make their historic debut in the 2019 FNB Varsity Cup. Coach Chester Williams, rector and vicechancellor Prof. Tyrone Pretorius and director of sport Mandla Gagayi have made an impassioned plea to the UWC community, including alumni, former rugby players and donors, to support UWC as they make history this year. In 2018, UWC were promoted to the Varsity Cup after beating the University of Fort Hare 39-18 in the final match of the Varsity Shield. The promotion was a dream come true and the culmination of seven years of hard work to reach the Varsity Cup. Since the arrival of 1995 Rugby World Cup winner Chester Williams in 2016, the UWC side has been in top form. Now, Williams is calling on everyone connected to UWC to rally behind the team. “The players have worked very hard, not just with rugby training but in their studies too, and they are now going to put their bodies on the line for this university. I want to urge the students to come out and support. I want them to come to every home game and show their support for the team,” says Williams. Professor Pretorius, who has been a staunch supporter of the rugby side, says advancing to the Varsity Cup is proof that UWC is committed to excellence, performing at the highest levels and nurturing talent. “I am very proud of the team and coaching staff and glad that their hard work has been rewarded with their move to the top tier in university rugby,” says Pretorius. “As a university community we should be exceptionally proud that we are the first historically disadvantaged institution to be competing at this elite level. We need to rally behind our boys, cheer them on and celebrate their successes. We need to encourage and pick them up on days that they are not successful,” Pretorius adds. Gagayi says UWC rugby owes its success

UWC’s rugby team is preparing to take part in their first ever Varsity Cup match against UCT’s Ikeys.

to all those who have gone before. “The promotion to the Varsity Cup symbolised a great game changer and it is proof of UWC’s role of giving hope to those who never had opportunities before.” Gagayi says that during all the pressure and excitement, the team must never forget the things that led to where they are. “We must never lose our identity just because we want to conform or adapt to challenges of the present. “We must manage our expectations and never put our student athletes and coaches under pressure. “Our teams have been great because we have always allowed our student athletes and coaches to express themselves freely on and off the field,” adds Gagayi. The UWC rugby team is preparing to take part in the 12th season of the Varsity Cup, kicking off against the University of Cape Town’s Ikey Tigers on Monday 4 February.
