DEAR TCR FRIENDS AND SUPPORTERS , Twin Cities R!SE is eager to implement our new Strategic Plan. This plan poises us for greater growth and improved outcomes for many years into the future. Under our new plan, TCR will be retooling our core program to achieve even greater outcomes in placing participants into family sustaining, long-term jobs; increasing our nation-leading job retention rate; and expanding our signature Personal Empowerment program throughout the region and nationally into colleges, non-profits, government, and businesses.
Locally, our economy is taking off and employers are calling Twin Cities R!ISE every day looking to fill their employment needs. We have launched several new place-based initiatives with local employers. One of the most impactful is our new partnerships with Metro Transit and Hennepin Technical College (HTC). Metro Transit employs over 4,000 full-time workers. And like many local employers Metro Transit is faced with a huge loss of its workforce over the next ten years due to retirements. Our joint program with Metro Transit and HTC is designed to create and train a pipeline of skilled workers for Metro Transit. We are also looking at bringing our Empowerment Institute program to Metro Transit to train their supervisors. In the midst of the great work Twin Cities RISE is doing, many impediments and challenges remain regionally for us to tackle. Our region and state continue to report some of the highest employment and economic disparities between white and nonwhite workers. Twin Cities R!SE stands squarely at the forefront of the fight to reverse these trends and change the headlines. Much has changed at Twin Cities R!SE this year. What has not changed is that we remain deeply committed to our mission. Sincerely,

Have you visited our new home in North Minneapolis? We would love to have you come in for a cup of coffee or tea and show you around. We recently moved from the Washington Avenue/North Loop District, to 1301 Bryant Avenue North. Our new location is embedded into the heart of the community which we serve. This move has greatly increased our visibility and accessibility for our participants. We are now conveniently located on 5 major bus routes, and did we mention free parking?! There are so many great community partners on our new block, such as HIRED and the Hennepin County Human Services Center, we could just call it Transformation Avenue. At our Open House on October 8 over 100 donors, volunteers, community partners, and program alumni stopped by.

We had an inspiring bell ringing ceremony by Stephanie Steele who shared her amazing transformational story from being a single mom for 12 years, dealing with chemical dependency, felony history, and struggling with depression to today, a TCR graduate working full-time at a job with benefits, no longer receiving welfare, and recently married! Stephanie is the mother to four children ranging in age from 16 to 4. She recommends Twin Cities R!SE to anyone who is truly serious about changing their life! We couldn’t be more proud and happy for her. If you missed the Open House, don’t worry, you’ll have a second chance in January when our St. Paul campus moves to the Spucetree building on University and Snelling Avenue!

STRATEGIC PLAN OVERVIEW
As we embark on our next 20 years, Twin Cities R!SE will continue to tackle deepening racial and economic inequality in the communities we serve. Our recently completed strategic plan will provide overall direction as we adapt and change to better serve low-income adults, engage employers in new ways, and support regional prosperity through innovative programming and partnerships. Through a new mission, vision and four strategic directions, the plan will refine and redesign program elements to increase impact. We are proud of our nation-leading job retention rate of 81% after one year, and 70% after two years (compared to the industry average of 39% after 12 months). The strategic plan aims to increase program yield so that more low-income adults will achieve long-term success.
The new mission focuses on our core purpose: transforming lives out of poverty through meaningful employment. While the goal is transformation and long-term change, we also recognize that needs are diverse; meaningful employment for some will start with a part-time job, while for others it will be a full-time job with benefits. Regardless, program services will focus on building a strong foundation that serves as a launch pad for viable career pathways through on-going training and work experience. Twin Cities R!SE reaffirms its commitment to serving individuals with multiple barriers to employment, especially men of color. We will work with our participants to develop competitive job skills that leverage meaningful employment and family-sustaining wages long-term. We will continue to serve exoffenders, through our innovative Reentry Connect program and job training
services. Program elements such as Personal Empowerment, coaching, and supportive services will remain, because we know that comprehensive services lead to long-term transformation and success. Twin Cities R!SE renews its market-driven focus, recognizing that meeting the hiring needs of employers is critical to job success. The plan also opens the door to working with employers in new ways, as they respond to demographic trends that require different ways of attracting and engaging new employees. Finally, Personal Empowerment remains at the core of our model. The plan invests in the Empowerment Institute™ in order to expand our signature Personal Empowerment program. We envision a more visible presence locally and nationally in the future with non-profits, educational institutions, and business.

The current workforce in our metropolitan area is changing and will look very different in the next 10 years (US Census Bureau: Woods & Poole Economics). By 2020, 40% of our working population will be people of color (POC). Metro Transit, who employs over 4,000 workers, 576 of whom are technicians and mechanics, has partnered with Twin Cities R!SE in a pilot program to provide specific skilled training and coaching for low income

Upon completion of the program participants will have earned a Truck Technician Degree. The starting wage for this career is over $24 dollars per hour plus benefits. NEW GALA! RISE TO THE OCCASION 2015 GALA! We had great success as we reformatted our gala this year! So many of our supporters came out on a Friday night in September for a wonderful evening celebrating the work that Twin Cities R!SE does all year long for over 20 years. If you were there, you had the pleasure of meeting TCR graduate Doniel Bea. At the age of 34, Doniel says that for the first time in his life, he has kept a job for over a year! Doniel never had a problem getting a job, but keeping one was a different story. From low

wage, no benefit jobs at fast food restaurants, to today where Doniel works as a Primary Counselor at Vintage Place, a home for boys in foster care or that are experiencing challenges at home, Doniel is a changed man. Doniel can relate to the boys at his home, because he himself was in foster care for over 12 years with five of his 17 brothers and sisters. He has found his passion and because of his Twin Cities R!SE job training has attained the skills necessary to continue to grow his income and make long term changes. Doniel himself will tell you that his journey has not been an easy one, but with the support that TCR has given him, including his 3M e-mentor, Scott Morris, Doniel is challenging himself and experiencing life on a new level.
