Jackson has leaders in all walks of life who work to move the city forward into a bright, shining future.

■ JD BRUNE took a gamble when he left his job of three years supervising machine maintenance at TG Missouri in Perryville in order to follow his dream of owning his own small business in Jackson. Today he owns Brune Tractor Restoration and Auto Body, a very successful business that restores antique tractors and repairs and repaints cars and trucks of all vintages. “I grew up on my family’s 100-year-old farm in Sedgwickville where I got my start by finding my grandfather’s old tractor and restoring it. Once people saw it, they asked me to restore their old tractors, too,” Brune said. And there is plenty of demand for such restorations in southeast Missouri. Participating in day-long tractor rides is popular local pastime. Tractor aficionados in antique tractors (at least 40 years old) parade along highway roads at 10 miles per hour, covering about 30 miles round-trip in six or seven hours and thoroughly enjoying the camaraderie, he said. Vintage tractor shows are also popular. “I restore about 14 tractors per year now, restoring all the mechanics and re-painting them until they look like brand new when they leave here. In fact, our tagline is ‘Makin’ Timeless Memories Priceless’,” Brune noted.

Jackson and majored in business at Southeast Missouri State University before becoming a citizen of the world and living in such exotic places as Hong Kong and Europe while working in various executive roles for Bausch & Lomb. When he retired in 2008, he was president of Bausch & Lomb’s Asian Pacific operations.


“I love being an entrepreneur. I am so happy with what I am doing now and these restored tractors are so popular around here that I have work lined up for the next year. I have even joined the Jackson Chamber of Commerce and am enjoying that, too,” he said. Brune also hopes to mentor the next generation and show them (including his own children) that all things are possible if you have a passion and follow your dreams. Brune’s wife, Heather, is his partner in the business. She handles the bookkeeping and paperwork while also working full-time at First State Community Bank.

“I succeeded in business by building good teams; delegating to people who were experts in their area of expertise; and collaborating. Communication is also key. It gives you the ability to align the organization strategically. Then you need to give great people the tools and resources they need to succeed,” Hahs said.

■ MAYOR DWAIN HAHS grew up in

“I didn’t change my leadership philosophy or style when I moved from business to the public sector. You just have to be more patient when you are working in a community setting because instead of working with employees, in many cases you are working with diverse groups and individuals that have their own opinions that need to be aired and understood,” he said.

■ KATY LILEY is a civil engineer who

spent nearly 20 years designing for Koehler Engineering and now is a project manager for Gerdan Slipforming, a slipform paving company. In addition, along with her husband, Jason, and her parents, Jerry and Cathi Stoverink, they developed an 83-lot subdivision called Terrace Park Estates where Liley Construction currently builds homes. The Lileys continue to reinvest in Jackson by building quality single family homes and multi-family rentals. Both she and Jason grew up in Jackson. Katy grew up around her parents as they built houses, owned a carpet store, and developed over 200 lots in Jackson. That is how she became interested in construction, Liley recalled. Her first foray into public life was when she joined the Jackson Park Board in 2008 after participating in the Chamber’s “Leadership Jackson” workshop. That position led Liley to

We are

The 2015-16 school year was his 27th year in education, his 20th year as a school administrator and his 14th year as a superintendent.



“Developing a strategic plan will help create a clearer vision that will continue the tradition of excellence of the school district. Jackson is already a really good school system. Having a plan that is a working, collaborative document helps us transition from good to great, always seeking continuous improvement,” Dr. Link said. “We are looking at technology integration to be big part of all planning and will work to have it further supplement the foundations of education like communication, reading and math skills. We aim to make our students ‘life ready’ so that they are ready for whatever comes next for them – career or college.”

■ DR. CARLOS VARGAS is the new president of Southeast Missouri State University (SEMO) in Cape Girardeau. He arrived on campus July 1, 2015. after an impressive career in academia which has included administrative roles at Kutztown University in Pennsylvania and Central State University in Ohio and faculty positions at both Kent State University in Ohio and the National University of Mexico in Mexico City. Dr. Vargas holds a master’s in aerospace science and both a master’s and a Ph.D in physics, all from the University of Michigan. Since his arrival at SEMO, Dr. Vargas has spent his time meeting with people, listening to them and learning from them, he said. “I am a great believer that when you come to a new place, you cannot expect them to adapt to you. You have to learn the culture, interests and motivations of the people in your new institution and then gradually figure out how you fit in and where you can help improve things. Good ideas can come from anyone – not just from those at the top – and when you hear a good idea, a good leader runs with it. You need to take advantage of the intellectual power of the entire group. “I believe in servant leadership and in leading by asking questions. When you do that you give people the opportunity to

You allow them to articulate why they are doing things in a certain way and maybe to realize that there is no particular reason for a certain procedure and that it can be changed,” he said. “Organizations need to be constantly evolving and adapting to changing conditions and realities in order to move forward effectively. It is up to the leader to develop a vision for the future that everyone can share,” Dr. Vargas added. “A leader also has to be careful not to inhibit creativity by instilling a fear of failure,” he

years ago. The leadership of the then-new Jackson R-2 School District Foundation quickly asked him if he would continue the successful event as a fundraiser for the Foundation. Waller readily agreed and today that golf event, which pits teams from Jackson High School graduating classes against one another, raises an average of $40,000 per year for the Foundation’s teaching grants. Within a year or two of initiating the golf fundraiser, Waller was tapped for the Foundation Board and served for a decade, including three years as president. In 2015 Waller took what he saw as his next natural step, running for the Jackson R-2 School Board and winning.

advised. “That will make people afraid to try new things.” Dr. Vargas said that he believes in order for someone to lead, others need to be willing to follow and that willingness comes from respect, not from one person imposing views on others. Consequently, it is not unusual to see Dr. Vargas kicking a soccer ball around campus with students and being accessible to anyone who wants to see him. He is learning from everyone he meets and working to earn respect, one person at a time.

“I ran because I love being involved with the schools, but I had no specific agenda. When you serve on a board like this, you need to be receptive to all ideas,” he said. The Jackson native and Air Force veteran said that all his life he has looked up to and respected the community leaders which came before him and decided that he, too, wanted to make his contribution to Jackson. “Everyone wants to be remembered as someone who helped the community, not as someone who just skated through,” Waller said. “But you have to get involved for the right reason, not just to build your resume. To be a leader, you have to be someone who is willing to donate your time, abilities and, in some cases, your money to the cause you believe in.” To-date, Waller is most proud of his work on the School Foundation which has been able to offer annual teacher grants for supplies and curriculum enrichment programs, as well as provide state-of-the-art technology to the district. ◗

he Jackson R-2 School District is Missouriâ&#x20AC;&#x2122;s second-largest school district geographically, covering 285 square miles and educating close to 5,000 students in 10 different schools from preschool through 12th grade. While the population of Jackson is 14,386, the population of the school district is closer to 37,000, noted Dr. John Link, superintendent of R-2. â&#x20AC;&#x153;We have 70 buses that cover 3,000 miles every day,â&#x20AC;? he said. â&#x20AC;&#x153;Jackson R-2 is a very highly rated district. We recently received a score of 95.7 percent on the state report card and are well-known for our arts programming, particularly our choir and band,â&#x20AC;? added Merideth Pobst, director of foundation/communication for the district.

Agricultural and industrial technology programming in Jackson schools is also strong, Dr. Link noted. In addition, athletics play an integral part in the school environment. The boys’ basketball team recently won a district title and the wrestling and swim teams have both earned regional championships over the years.


In 2014 Jackson Senior High School received a national “High Schools That Work” (HSTW) Gold Achievement Award based on the progress of local school leaders and teachers in improving school practices and raising student achievement. Jackson was one of only 11 schools in the nation receiving the Gold Achievement Award that year.

HSTW is a national, comprehensive school improvement design based on the premise that most students can master rigorous academic and career/technical studies if school leaders and teachers create a school environment that motivates all students to make the effort to succeed. It is the nation’s first large-scale effort to engage state, district and school leaders in partnership with teachers, students, parents and the community to equip all students with the →



To earn this recognition, a school had to have at least 50 percent of its students earn the HSTW Award of Educational Achievement based on their performance on the 2014 HSTW Assessment. In addition, students had to meet all three readiness goals on the assessment; complete the HSTWrecommended curriculum in at least two subjects; and complete a concentration in the humanities, mathematics/science or a career technical area. The school also needed to meet the Adequate Yearly Progress (AYP) criteria of the federal “No Child Left Behind” Act or have a graduation rate of at least 85 percent.

“The thing that sets Jackson Junior High apart from other schools is their relentless approach to improving each year. They are never satisfied,” Hill said when announcing the award. “Students at Jackson Junior High have completed every assignment for several years,” he added. “The outstanding staff at Jackson, however, realized that completing assignments was just the beginning. After all, improved learning for all students was always their goal, not simply compliance. ‘You need to do your work,’ and ‘you need to bring up your grades,’ changed to, ‘learn the standards.’ All staff members have been filtering out busy work for the past three years and improving the quality of every single assignment.”

Jackson Junior High School’s efforts have paid off with increased scores in all state assessments. ◗

The Power of ICU is an academic company that promotes a unique program which attacks student apathy and attempts to put an end to zeroes in grade books because of missing assignments.


The Jackson Junior High School used the ICU program so successfully in their Academic Intensive Care Unit (ICU) program that the company presented them with the first-ever “Brick House Achievement Award” for promoting a culture where students can be more successful and improve in their schooling. otre Dame Regional High School recently celebrated 90 years of Catholic secondary education (1925), through St. Mary High School, Cape Catholic and Notre Dame Regional High School. Through its long history, service to the communities it serves is most important to staff, teachers and students. During its anniversary year, the school implemented the Franciscan Leadership Program, an inspirational class spearheaded by Principal Brother David and Assistant Principal Tim Garner, to enhance the campus ministry program. Students were nominated and chosen based on their leadership potential to be leaders of their peers in faith by participation and example, as well as encouragement to be involved as faith leaders. Students assist in planning and implementing liturgies, retreats, and prayer services, and are empowered to evangelize and spread their faith, under the inspiration of the teachings and philosophy of St. Francis of Assisi. Students also spend significant time in prayer in the class, exploring various forms of prayer, such as guided meditation and Lectio Divina, a slow, contemplative praying of the scriptures.

In the fall of 1875, Sisters Philomena Oldegeering, Engelberta Gramen and Felicitas Hueltenschmidt disembarked from a riverboat to begin their new mission in Cape Girardeau, Missouri. Father Joseph Schmidt, pastor of St. Mary’s Parish, had invited the Franciscan Sisters to come and care for the sick. St. Francis Hospital, as it was referred to until 1976, was a small, 12-bed hospital that began with the vision of three hard-working nuns.


While health care has changed dramatically since the original hospital doors opened in 1875, Saint Francis remains true to its mission of healing. Today, the progressive medical center continues to look for better ways to serve its community and set the pace for health care innovation in the region. Thousands attended the medical center’s dedication and open house in October 1976, 18 years after the idea of a new hospital was first conceived. The $17 million, 252-bed hospital project paved the way to a new era of medicine and patient care in the region. The modern four-floor facility was the first in the area to be constructed under then-new earthquake regulations. After three years of construction, Saint Francis opened its 208,000-square-foot, $84 million Heart Hospital Cancer Institute in July 2011. It is the region’s first and only

facility dedicated to the treatment of cardiac and cancer patients. In 2012, Saint Francis began an extensive renovation and expansion project that will be completed in 2016. The $127 million Building on Excellence project features a five-story patient tower for orthopedics, neurosciences, medical, surgical and rehabilitation patients. The new Women and Children’s Pavilion features an expanded Family BirthPlace and the creation of a dedicated floor for gynecologic patients. In December 2013, the region’s only Level III NICU expanded to include private rooms that support the best practices in neonatology. But they want that open floor plan,” Martin said. “An average 1,500-square-foot new construction home in Jackson with three bedrooms, two baths, a two-car garage and an unfinished basement sells for between $175,000 and $200,000, while the median price range for existing homes is between $150,000 and $175,000 here,” he noted. Larger, more luxurious homes, as well as smaller homes, are also available. In fact, the price range for all homes sold in Jackson in the past year is $75,000 to $600,000. “There is a market in Jackson for large houses in the $350,000 to $600,000 price range but those buyers only make up seven or eight percent of our buyers. Those homes are mainly scattered around but there are also some more upscale subdivisions,” Martin said. “The larger, more expensive homes are popular with move-up buyers, faculty from the university, professionals from our large medical community and executives from companies like Proctor & Gamble and Rubbermaid. We have a very diverse economy here.

conomic development is a key priority for the City of Jackson and its Chamber of Commerce – and with good reason. In order to maintain a vibrant community with citizens who are well served by a thriving local economy that provides a breadth of options for employment, commerce, and an active lifestyle, community leaders must make a concerted effort to attract and welcome new businesses and to support the success of current businesses. “It is easier to keep and grow the businesses you have than it is to go out and find new businesses,” said Brian Gerau, executive director of the Jackson Chamber of Commerce. “But we doing both in an effort to achieve well-planned growth for Jackson.”


For instance, the Jackson Industrial Development Company (JIDC), a nonprofit founded in 1962 to recruit industry to the community, is currently building a 50,000-square-foot industrial building in the Jackson Industrial Park in order to entice a company to locate or expand in Jackson. Funding for the effort came from a number of local banks, IDA and Magnet, Gerau noted. “We are also working with our schools to enhance our local workforce, which will help our existing firms and also attract new business. We work with the Jackson R-2 School District, the Cape Girardeau Career and Technology Center, the Missouri Extension’s Small Business Development and Technology Center and the Douglas C. Greene Center for Innovation and Entrepreneurship at Southeast Missouri State University (SEMO),” he said.


SEMO is a huge draw for Jackson because it is located only 15 miles away and employs over 2,000 people. Many professors and other staff members live in Jackson and numerous graduates stay to work in area industries and businesses after completing their studies, Gerau said. That is why Jackson Mayor Dwain Hahs has made it one of his priorities to bring additional housing to Jackson. While many people are retiring to Jackson, the majority of transplants come to work in the local businesses and manufacturing plants, he stated. His first priority is the construction of singlefamily homes because they are most popular with local residents and those relocating to Jackson, but duplexes and a few apartments are also being built, entirely by local or regional builders, he added.

Jackson’s biggest industrial employers are Proctor and Gamble, which employs approximately 1,500 people making paper products; Rubbermaid, which boasts 500 employees making home and family products; and Mondi, a South African and United Kingdom-based firm which makes stand-up plastic pouches for food and beverages featuring spouts, slides and zippers and employs approximately 450 people. All three have a long-term commitment to the community. “We would like to attract another small industrial company of this caliber to the new building that we are constructing so that we can bring even more jobs to Jackson,” Gerau said. “We would also like to bring more retail to Jackson to add to the local stores that we already have,” he added, “so we have been reaching out to some of the larger chains to enhance our retail offerings and we have been getting a pretty good response. We are looking for a little bit of everything because people in Jackson want more grocery stores, more retail shopping and more restaurants.” →

“We are upgrading our water system, electrical system, police and fire departments and parks. By late 2016 we will have also replaced a four-way stop in the middle of town with a roundabout in order to enhance traffic flow. We are doing that in cooperation with the Missouri Department of Transportation,” Hahs said. ife is good and the living is easy in Jackson, thanks, in good part, to the Jackson Parks and Recreation Department’s efforts to offer recreation in many forms, ranging from fast-paced team and individualized sports to monthly dances for seniors, children’s conservation classes, outdoor summer concerts and other special events. The latest addition to the city’s leisure amenities is the new Jackson Civic Center at 381 E. Deerwood Dr. Opened in January 2016, the $6 million facility includes a gymnasium with a full basketball court, options for half-court basketball play and both volleyball and pickleball contests, an indoor walking/running track around the perimeter of the gymnasium, a large banquet room (with a dance floor, video projection capabilities and a stage) which can be divided into two smaller rooms, a conference room, offices and a commons area with computers, WIFI, a television and a concessions counter. Any portion of the center may be rented for private events, said Shane West Anderson, parks and recreation director for the City of Jackson. In addition, the entire



24,000-square-foot facility is constructed to shelter residents during dangerous weather. “The residents of Jackson have been asking for a facility like this for many years and it

finally happened, thanks to the generosity of a local medical group which donated the building and were instrumental in helping us get the land secured. We also instituted a parks and recreation sales tax in late 2012 which will support operational costs for the building going forward,” Anderson said. “As time goes on, we foresee using the center for classes like aerobics, run by parks and rec, and by others,” he added. “We are leaving those options open.” Jackson also boasts five parks covering a total of 212 acres. The largest and oldest park is City Park, which was designated as a public park in 1933 and covers nearly 88 acres with Hubble Creek running through it. It features a lake looped by a walking trail, a municipal band shell, six lighted ball fields, six tennis courts, three horse shoe pits, restrooms and a fenced playground. The other four parks – Brookside, Litz, Football and Soccer – provide residents with additional ball fields and tennis courts, picnic pavilions, soccer fields, football fields, lighted outdoor basketball courts, a sand volleyball court, an outdoor three-pool

The outdoor season kicks off each April in Jackson with Park Day. Residents volunteer to clean up and improve the parks. By the end of the day, the parks are ready for another fun-filled season of activities. For instance, each May the department works with the Missouri Department of Conservation to conduct outdoor classes for area schools at City Park. â&#x20AC;&#x153;Planet Hubble Creek,â&#x20AC;? as the program is called, promotes lifelong conservation skills and water safety. There are also free outdoor concerts held at City Park. The Rock in the Rock Garden concert series runs on Friday nights, June 3 through July 1, and the Municipal Band performs in the band shell on Thursday evenings throughout the summer, starting on June 2.

July roars in with the annual Fourth of July celebration featuring music, a car show and fireworks, all with no admission charged. Later that month there is the annual Homecomer 5K race with a one-mile run for children. In addition, children ages 6 to 10 have the option of participating in a one-week Explore Your World nature and science education program. August brings the annual free Movie in the Park event at the Rock Garden. From November through January, local fishermen of all ages can enjoy rainbow trout fishing in Rotary Lake. The “catch and release” program runs through January and then, starting in February, fishermen may keep their catch. The parks and recreation department ends each year with its Lights of the Season display. This 20-year-old tradition features trees and bridges on Parkview Street wrapped in lights, and residents enjoy driving past. Running concurrently last year was the Holiday Extravaganza organized by the city’s Community Outreach board. s the county seat of historic Cape Girardeau County, Jackson has always been a center of activity in southeastern Missouri. In fact, Jackson celebrated its bicentennial in 2014. That is why the choice of Jackson as the location of the new Cape Girardeau County History Center (CGCHC), which opened in March 2015, simply makes sense. The new center is a project of local preservationist Carla Jordan and the Cape Girardeau County Historical Society, which has been preserving county history since 1926.



Display cases in the history center feature displays about area schools, churches, businesses, parks, organizations and other regional topics and are rotated regularly. Window displays, which are designed to draw members of the public into the CGCHC, rotate quarterly. The history center also features larger exhibits that cycle in and out every 60 to 90 days. During the first year, for example, the featured exhibits ranged from a display of floral quilts, created by award-winning quilter Lynn Taylor, to a foundry exhibit. In addition to the exhibits, the CGCHC features periodic special events like musical programs, Wednesday morning coffee talks and bus tours featuring other Southeast Missouri historic sites like the Trail of Tears State Park, the Old McKendree Methodist Church and Jackson’s historic Oliver House.


The 2,000-square-foot history center is housed at 102 S. High St. across from the county courthouse, in a newly-restored mercantile building that was built in 1896 and features a fascinating pulley elevator. Owned by McQuade Enterprises, LLC, it is one of the oldest buildings in Jackson, Jordan said, and its location puts it in the middle of uptown Jackson’s historic district which is listed on the National Register of Historic Places.

“I want this to be the gem of Jackson,” Jordan told the Southeast Missourian newspaper when the CGCHC opened. “I want this to be a place where everybody can come and see what’s going on in the region, as far as cultural tourism goes.” “I also want the Cape Girardeau County History Center to become the hub for historic resources in the county,” she added.

Records for Cape Girardeau County date back to the 1790s when this area of Missouri was part of the Cape Girardeau District of Louisiana, which was controlled by Spain. Don Louis Lorimier was commandant of the district then. He arranged land grants for the early settlers, held court and performed marriages. “This is a brand new institution that is dedicated to telling the story and preserving the culture of the entire county,” said Jordan, history center director. “It took eight years to raise the money and secure the site and then another year to plan the interior. Much of the credit for its existence goes to the nice endowment we received from Mildred and Shelby Brown.” History centers, unlike museums, do not stay static, Jordan noted. Displays and exhibits are constantly changing in history centers and that is certainly the case in the CGCHC.

elieving that God calls upon his people to share what they have been given, the Jackson Ministerial Alliance has been feeding Jackson’s hungry and providing assistance to those in dire situations for approximately 25 years. Led by Sam Rothemeyer, the retired pastor of Emanuel United Church of Christ, the Ministerial Alliance runs the Jackson Food Pantry, which provides food to between 180 and 190 individuals and families each month and it also maintains a fund to assist the homeless and to provide gift cards, clothing and food to those experiencing a tragedy like a house fire or a catastrophic weather event. “There is ‘need’ no matter where we live and the Ministerial Alliance tries to meet the demands in Jackson as best we can. The way in which the different churches work together for the good of the community is so beautiful,” Rothemeyer said.


“We all respect each other so we blend together very well for the goal of creating a strong community which can respond to a crisis. We try to be there for one another, no matter what happens,” he added. The ministers in Jackson promote the food pantry and other efforts of the Ministerial Alliance from the pulpit, but the actual work


“It is wonderful to watch people and companies contributing whatever they have to help those who are less fortunate. We also work with the police to help the homeless and when someone experiences a fire or another tragedy, we give them the immediate help they need,” he said. Rothemeyer is also a popular local speaker, imparting inspiration at events ranging from youth sports dinners, to baccalaureate ceremonies to veterans programs and beyond. of the food distribution from the pantry area within the First Baptist Church, 235 S. High St., is done by volunteers from the various churches and from civic organizations, Rothemeyer noted. “I do my part by having a high amount of visibility on behalf of the food pantry. I write ‘thank you’ notes. I go to schools, churches and organizations that are donating food and make sure that I say ‘thank you for helping others this way.’ In addition, when the Knights of Columbus holds a pancake breakfast to benefit the Ministerial Alliance, I make sure that I am the first one in line to buy pancakes. That personal touch is very important. A leader must be visible and thankful,” he said. “From my standpoint, it is also very important for me to be an example, showing the ways in which we can be of service and help one another, because, in the end, that is our responsibility,” Rothemeyer added. Now that he is retired, Rothemeyer gets great pleasure from his work with the pantry which is open two days a week. He travels to pick up food from those who are willing to donate cans or excess produce from their gardens. He has even accepted donations of juice and other treats from local companies like Coca-Cola, on occasion.

“Everywhere I go, I try to tell people to always go out and do their best with great courage and to never give up. You may not be successful at everything you do, but you can build on even your unsuccessful experiences in order to attain success in the future if you always give it your best effort,” he said. In addition to running the food pantry and offering assistance to those in crisis, the Jackson Ministerial Alliance holds a community Thanksgiving service each November; holds a Week of Prayer for Christian Unity each January; holds a Good Friday afternoon service at a different church each Holy Week; and sometimes holds a musical program combining singers from the various churches’ choirs into one huge choral concert. “The local ministerial community also comes together for the deaths of local servicemen and servicewomen and to pray for residents who are suffering from cancer or other tragic circumstances. On the day of 9/11, we even put together a spur-of-the-moment service for the community because we wanted to pray together communally and it felt good,” he said. ◗
