Board President Olson called the meeting to order at 5:15 p.m. and requested that the Business Manager call the roll. Dr. Salwei introduced Sherry Heaton, new principal at Horizon Middle School, and Mari Fridgen, new assistant principal at Simle Middle School. Mrs. Rodenburg introduced Shawn Oban, new principal at Roosevelt Elementary School, and Tyler Hanson, new principal at Centennial Elementary School. The Board congratulated each of the new administrators. Lisa Kudelka, Human Resources Manager, reported on the remaining vacant positions for the teaching staff for the 2009-10 school year. Mrs. Rodenburg and Dr. Salwei reported on the opening week activities that were scheduled prior to the start of the new school year. Darin Scherr, Director of Facilities and Transportation, reported on the status of construction projects at Myhre Elementary School, at the new career and technical facility, and at the new northeast elementary school. Mr. Scherr also provided photos showing the progress of the construction projects. There were no Board responses to presentations made at previous meetings. Mrs. Olson explained that due to the fact that the Board had approved a teacher contract at the special meeting held on July 21 which was not part of the original agenda for the meeting, it was necessary to rescind the contract approval. It was moved by Govig and seconded by King to rescind the contract offer to Kimberly Hertz which was acted on at the July 21, 2009, special Board meeting. Motion carried. It was moved by Marquardt and seconded by Govig to approve the following list of items on the Consent Agenda in accord with the recommendations made by the administration: the minutes of the July 13 regular and the July 21, 2009, special School Board meetings; the hiring and salary of Alicia Baumgartner, $34,000, Jonathan Breitbach, $34,000, Matthew Fricke, $59,026, Kimberly Hertz, $34,000, Kimberly Logsdon, $42,263, Cherie Mortenson, $44,177, Gina Phillips (50%), $17,750, Megan Sharp (50%), $17,000, and Cody Wagner, $37,960; and the resignations submitted by Alicia Broxmeyer, Lee Hetletved, and Vicki Schneider, all effective immediately. Motion carried. Mrs. Olson announced that it was the time scheduled for public appearances. She asked Dr. Johnson if anyone had contacted him to request an opportunity to address the Board. Dr. Johnson stated that no one had contacted him and there was no one in the audience who wished to speak to the Board. The first item under Unfinished Business was a discussion of the 2009-10 budget parameters and budget enhancements. Dr. Johnson gave a broad overview of the 200910 budget and Business Manager Ed Gerhardt covered the specific enhancement requests and budget projections. Following some discussion regarding the budget projections, it was moved by Kuntz and seconded by Marquardt to include the equivalent of 20 mills of property tax revenue in the budget to be dedicated to the construction of the career and technical education center and the northeast elementary school. Motion carried. Following further discussion regarding the budget, it was moved by Kuntz and seconded by Marquardt to base the property tax revenue projections on a levy of five fewer mills, or the equivalent of a 125 mill levy, for the general fund in the 2009-10 revenue projections. Motion carried. It was moved by Kuntz and seconded by Govig to approve the following enhancements to the 2009-10 budget out of supplemental one-time grant (Stimulus) funds: commitment to BSC for upgrades to the current Career and Technical Education Center facility of $409,500; furnishings and equipment for the new career and technical facility and the new elementary school of $870,000; a match for the North Dakota Deferred Maintenance Grant of $402,907; three buses for $302,000; FASTT Math at $18,000; Textbook Management System at $39,623; Read Right at $18,700; Emergency Network Backup for $30,800; new VOIP telephones at $75,000; and the Tech Ed improvements at Wachter Middle School for $65,000, as well as enhancements out of the General Fund for the following: an increase in the building controllable budgets for $200,000; FOSS supplies for $15,000; an ELL aide for $15,234; playground supervision for $15,000; a School Resource Officer for $25,000; additional coaches for $66,000; high school recreational volleyball for $11,000; an increase to the activities department controllable budget for $60,000; a future high school land purchase for $400,000; and facilities rental process software and coordinator for $33,800. Motion carried. Mr. Scherr reported on the current status of the deferred maintenance grant projects and requested authorization to call for bids for the two remaining projects. It was moved by Govig and seconded by Marquardt to authorize a call for bids for brick repair and for the Simle Middle School gymnasium air-conditioning project. Motion carried. The first item under New Business was the 2008-09 North Dakota School District Financial Report. Mr. Gerhardt reported on the financial results for the 2008-09 school year and stated that the general fund balance ended the year at $13,179,840 and the total balance of all funds maintained by the district was $24,098,010. He also reviewed the information that needed to be reported to the Department of Public Instruction. It was moved by Kuntz and seconded by Govig to approve the 2008-09 North Dakota School District Financial Report as submitted. Motion carried. It was moved by Kuntz and seconded by King to approve the School District Annual Financial Report for Publication. Motion carried. Mr. Scherr explained the change order request for the northeast elementary school project. It was moved by Govig and seconded by Marquardt to approve Change Order G-2 in the amount of $599.98 to modify the wall for a display system; Change Order E-2 in the amount of $1,713.93 for the electrical portion of Change Order G-2; and Change Order G-3 for a net credit of -$552.64 for the change to the barrier curb system for a total net cost of $1,761.27 for the three change orders. Motion carried. Dr. Johnson then explained the changes proposed to Administrative Rule KG-R: Use of School Facilities. It was the consensus of the Board that this administrative rule was appropriate. Under Discussion Items, the Board reviewed the proposed 2009-10 superintendent goals and suggested possible modifications and clarifications to the list. Mr. Scherr requested guidance from the Board regarding the method of securing snow removal bids and contracts The Board reviewed the proposed time-lines for the northeast elementary school and the career and technical educational facility projects. There being no further business to come before the Board, Mrs. Olson adjourned the meeting at 7:25 p.m. The Bismarck School Board met in Special Session on August 27, 2009, via telephone conference call. Dan Kuntz. Mrs. Olson explained that the purpose for the special meeting was to review and approve the Consolidated Grant application. Superintendent Paul Johnson called upon Assistant Superintendent John Salwei to explain the application. Also available to provide information was Grants Manager Robert Brown. Following the explanation and answers to questions from Board members, it was moved by Marquardt and seconded by King to approve the Consolidated Grant application as presented. Upon roll call vote, all members participating in the conference call voted aye. Motion carried.
