airbnb IS AFFECTING THE CANADIAN HOUSING MARKET BY J U L I E AC H T E R M E I E R
We keep hearing about Airbnb properties and that they’re “bad” for the housing market but for most of us, it’s not clear why. So, let’s dive in. First of all, what’s the difference between an Airbnb and a traditional rental property?

Airbnb properties are typically short-term rentals that would appeal to tourists as an alternative to a hotel. Owners with a rental property in a high-tourist area, especially one near public transportation, can rent consistently throughout the year on a short-term basis setting fluctuating prices depending on the high season. The people who are renting out their homes or apartments often include amenities such as maps, towels and dishes. Traditional rentals represent the section of the market looking for a long-term living space who perhaps cannot afford to buy a home or have decided to rent for other reasons. These homes are also more likely to be located outside of a high-tourist area and are typically priced lower for long-term use. The landlord is only obligated to ensure appliances are in working order and the home or apartment is in good repair. Since the Airbnb market took hold, Canada has seen explosive growth in three main metropolitan areas: Toronto, Vancouver and Montreal. A recent study by McGill University, Short-term Cities: Airbnb’s Impact on Canadian Housing Markets, studied the market in these three areas and found that in 2017, there were more than 81,000 active Airbnb listings which brought in a collective $430 million. That amounts to an increase of 55% from the year before. Of these, about one quarter are entire homes being rented on a short-term basis which means they are unavailable for long-term tenants. This is problematic for individuals and families looking for affordable housing in metropolitan areas as Airbnb properties have contributed to soaring costs in the rental market. Fairbnb.ca, a national coalition of homeowners, tenants, tourism businesses and labour organizations who call for stricter regulations of short-term
rentals, stated in January 2019 that 6,500 homes could be added to the Toronto housing market if Airbnb were to comply with the proposed new city rules (which were passed by city council in December 2017). Those rules are currently under appeal. Fairbnb’s most recent report explains that if the laws were enforced today, Airbnb would have to remove over 8,000 properties from its website because they are not in compliance with the new regulations. So, how are they regulated? Airbnb, or shortterm rentals (defined as less than 28 days), often operate in legal “grey zones” so they can avoid existing accommodation regulations and taxes. In an increasing number of cases, Airbnb rentals have become concentrated among a smaller group of operators - those with a whole lot of money who buy up properties and rent them at a higher price on a short-term basis. This is in stark contrast to Airbnb’s original purpose which was for homeowners to earn a little side cash by renting out a room or entire home in short-term stints, like when they might be away on vacation. Recently, Toronto and Vancouver have proposed stricter regulations after assessing the impact of these short-term rentals. They will require a licence to operate and owners will be limited to offering their primary residence only, which can include up to three rooms or their entire house – an entire house being limited to a maximum of 180 days per calendar year. Those opposing these new guidelines argue it can affect an income stream they have come to depend on, eliminating 20-30% of their rental income if they’re forced to rent long-term. While this may be unfavourable for landlords, the bigger issue remains: many low-income tenants cannot find affordable, long-term housing and major urban centres are entering crisis-level status with shelters now overflowing. Many low-income tenants who used to be in apartments-turned-Airbnb have been evicted and forced into shelters. As Fairbnb states, “We’re calling for a robust, nationally-consistent policy framework to ensure homesharing complies with fair, safe and respectful legislation.” The debate continues.

HOME PRICES STILL RISING The average price of a Canadian home continues to rise by about 2.1 percent which is not far off the rate of inflation (2.7 percent), according to the Canadian Real Estate Association (CREA). In Ontario, prices will likely climb a little faster (3.3 percent) and in British Columbia, a bit more slowly. Investment Strategists predict the Canadian economy will continue to grow in 2019 even if it’s at a slower rate than in 2018. The most likely scenario for the housing sector will be for prices to slow to a standstill while the average household income tries to catch up. INTEREST RATE RELIEF Interest rates have been rising steadily since 2017, a sure-fire way to create a panic for firsttime homebuyers. The Bank of Canada (BoC) had intended to increase rates which would mean hiking from the current 1.75% to between 2.5 – 3.5%, or until they’re neutral with respect to inflation. Another five increases could make mortgages unaffordable or, at the very least, intensify the impact of the qualifying stress test. We can thank the U.S. and China trade tensions as well as the falling prices of oil in Alberta for the BoC’s halt to interest rate hikes. These recent events have forced the BoC to take a step back and reevaluate the potential risks to more
hikes. December 2018 saw its rate untouched, and the start of 2019 has remained the same. The BoC’s reluctance to increase interest rates was further confirmed by comments made in media interviews that volatility on a global scale continues to be a risk despite stability in the Canadian market. Impending tariffs could impact trade and international relations. The big sigh of relief will come from those with variable-rate mortgages and lines of credit who will witness some stability for much of 2019. RENTAL PRICES CONTINUE TO CLIMB As we’ve heard about in recent months, the rental market is at an all-time high, with some areas of the Greater Toronto Area (GTA) seeing increases of 9% annually. Forty percent of the 4.4-million Canadians who rent spend over 30 percent of their pre-tax income to keep a roof over their heads. At the end of the day, people need a place to live and for many, renting is no longer an affordable option compared to buying. Traditionally, rent was much cheaper than the carrying costs of owning a comparable home so you could build wealth by investing what you’re not paying in property taxes and home insurance. In the current rental climate, that argument no longer holds water. High rental rates could help sustain the demand for homebuyers.

If you are saving for a down payment, how do you know if you should invest in a Registered Retirement Savings Plan (RRSP) or a Tax-Free Savings Account (TFSA)? They both have their advantages but depending on your situation, one might be better than the other, or a combination may be the best solution. Here are some things to consider.

RRSPs An RRSP is a savings plan that allows you to save for retirement by contributing up to 18 percent of your annual income up to a specified maximum (the Federal government set limit is $26,500 for 2019 plus any carryover from previous years). Money invested in RRSPs compounds tax-free, but you have to pay taxes on money withdrawn from a plan, except in the case of the Home Buyer’s Plan.

Annual contributions are set by the Federal government with the 2019 limit set to $6,000 (it was $5,500 in 2018), but you can carry forward from one year to the next, as you can with an RRSP.
The Home Buyer’s Plan is an option for RRSP investors that allows you to withdraw up to $25,000 to use towards the down payment on a home. The money is withdrawn tax-free and repaid interest-free over 15 years beginning the second year after your home purchase. The default repayment schedule is one-fifteenth of the withdrawn amount for 15 years. The up-side is that it won’t affect your long-term savings goals while allowing you to invest in a property. The best argument for using RRSPs to save for a home is the tax deduction you get when you contribute to a plan .Invest any tax refund you receive in your RRSP, and you’ve got an extra boost to your savings. Generally, it’s a good idea to invest in an RRSP if you are earning a higher income as the amount you contribute each year lowers your marginal tax rate.
Investors have the freedom from the rigid requirements for repaying money withdrawn from an RRSP to pay for a house. It’s also much faster and less complicated to withdraw money from your TFSA. There is little or no paperwork to fill out, and in many cases, you can go online and transfer money from your TFSA right to your bank account.
TFSAs TFSAs may not have the benefits of using an RRSP to save for a home, but it compensates by offering more real-life flexibility. TFSAs have only been around for about 10 years and are sometimes overlooked as a savings method
The investment income earned is tax-free, and you can withdraw at any time without paying taxes. Withdrawals can be repaid at any time and will increase your total contribution room. With the current real estate climate, many first-time home buyers use a combination of both RRSPs and TFSAs to meet the new lending rules and the minimum down payment requirements. If an RRSP is right for you, consider maximizing your RRSP contributions to get a large tax refund and put that refund into your TFSA. That way, you have more money working for you, and you’ll have a mix of long-term retirement funds (RRSP) and flexible funds (TFSA).

If youâ€™re in the market for a condominium, be sure to do your homework before signing on the dotted line. Understand what is and is not included in the purchase price so you can make comparisons to other condominiums while checking out the market. Ask questions and make sure the buildingâ€™s policies and rules are a good fit for you. Besides asking some basic questions, take a look at the Condominium Act that regulates how condos are created, owned and governed, and investigate your provinceâ€™s Condominium Management Services Act.

In Ontario, the Condominium Authority of Ontario explains the legal documents - Declaration and Description - required by the developer in registering the condo. Along with information about location, costs, and a survey of the property, the declaration and description also explain which parts of the unit are included in your agreement. For example, a condo unit may not include the front door which means the resident is not allowed to paint their door a different colour. These items are easy to overlook unless you take the time to read through the documentation thoroughly.
AS A STARTING POINT, INQUIRE ABOUT: AMENITIES: Is there a pool? Parking? And are they included in your condo fees? FINISHES TO NEW CONDOS: What is included in the purchase price? What are you expected to pay for? UTILITIES: Are gas, electricity, water etc. covered in the monthly condo fee or are they metered separately? Not all condo agreements are alike. NEW HOME WARRANTY: Does the unit come with a new home warranty to ensure the building was constructed to code and meets legal regulations? Be sure to request this documentation. RULES: Ensure you understand any restrictions to living in the building, such as whether or not they allow pets, whether there are time restrictions on noise, or if you’re allowed to sublet or rent the unit for short periods (Airbnb).
ADDITIONAL CHARGES: Are there other charges above the purchase price? Be careful of hidden costs. DISCLOSURE STATEMENT: Some jurisdictions require that the developer provide you with a disclosure statement (outlining many of the questions above.) If this is the case in your area, be sure to request this statement and that you agree to its terms before taking over the condo. Once you’ve made a decision on a particular condo building, take the time to read all the documentation they provide, so there are no surprises. For example, it’s not unusual for condo fees to increase after a new building’s first year of operation, once the first reserve study is completed, so be sure to ask about the board’s plans. Understanding all aspects of the condo agreement, as well as its board and policies, will alleviate misunderstandings later.
