DEATH AND TAXES VAT (Value Added Tax), a general, broadly-based consumption tax that is assessed on the value added to goods and services, is now part of our daily lives, with the UAE, along with Saudi Arabia, introducing it for the first time on January 1st in an attempt to address falling oil prices. Set at 5%, the new tax applies to the vast majority of goods and services, although some are exempt, such as healthcare and educational services. There are, as one would expect at this early stage, a few grey areas though. One of these is the financial sector, with experts suggesting that everyone should assume that VAT is applicable to all services provided, rather than trying to interpret the rules themselves. As Sean Kelleher, Chief Executive of Mondial Dubai, explained: “VAT applies, my firm understands, to all services it provides within the UAE. For those who arbitrage the law by playing on semantics between commission and fees, I think they would be treading a dangerous line.” Many companies initially believed that the UAE would follow the UK’s model when implementing VAT, but that is not entirely the case. However, Sam Instone, Chief Executive of AES International has said that the information received from the UAE tax authorities has been positive, but that there are still questions that need to be answered: “For example, with regard to whether VAT is applicable in intermediation, and how it applies when we’re dealing with UK providers.” Like most companies, until all of the rules and regulations are ironed out and there is 100% certainly across the board, AES International will assume that VAT is applicable to all of its services.

VAT was originally a French idea, started in the 1950s and designed by French tax expert Maurice Lauré. Since that time it has spread to more than 160 countries, including China, India, and most of Europe. And naturally it has affected how businesses approach export markets; knowing the VAT rules for any country where you want to expand is crucial for the successful navigation of the international marketplace. For each individual country, there are different rules on absolutely everything, from how invoices must be presented through to the format for documentation. In a number of countries, copies of documents are adequate, for example, whereas in others documents need to be original and notarised. How payment is processed is another factor that must be considered. In France, for instance, companies are required to pay via direct debit, whilst in Romania payment has to be in the local currency. Yes, it’s all a bit of a minefield. But as Benjamin Franklin famously proclaimed: “In this world, nothing can be said to be certain, except death and taxes.” He was correct, of course, because in a capitalist society bills must be paid, and it is we, the taxpayers, who end up paying them. The UAE estimates that VAT income, in the first year, will be approximately AED 12 billion.

The Council on Tall Buildings and Urban Habitat (CTBUH) has released its annual web report, the 2017 Tall Building Year in Review, part of the Tall Buildings in Numbers data analysis series. The report shows that more buildings of 200 metres’ height or greater were completed in 2017 than in any other year, with a total of 144 completions, marking the fourth consecutive record-breaking year. That’s a remarkable increase of 95% from 2013, when only 74 buildings of more than 200 metres were completed. Notably, 2017 was also the most geographically diverse year in terms of the number of cities and countries that completed 200-metre-plus buildings, with 69 cities across 23 countries represented in the data, up from 54 cities across 18 countries in 2016. The Middle East saw nine completions of 200-metre-plus buildings in 2017, down one from 2016, representing 6.3% of the global total this year. Dubai saw three completions this year, and all were super-tall – the tallest of which, Marina 101, now holds the title of 18th tallest building in the world at 425 metres.

We caught up with Yousuf Kazim, CEO of Jumeirah Golf Estates, to get his thoughts on the ongoing success of Jumeirah Golf Estates, a world-class residential destination right in the heart of one of the most vibrant cities on earth ... Dubai. Emirates Projects: Can you please give a little background on Jumeirah Golf Estates? Emirates Projects : Do you play golf yourself, and if so is being CEO of Jumeirah Golf Estates a ‘dream’ job? Yousuf Kazim: Golf became a passion of mine when I joined Jumeirah Golf Estates. I started out by taking beginner lessons and now I’ve completely fallen in love with the game. It’s a sport that allows all ages, experience and abilities to play together, and one of the best sports to network and meet a real mix of people. It’s one of those sports where, although it’s competitive, you are more competing with yourself and trying to better your own personal game. I feel like golf has brought peace and happiness to my life. When things are very busy in the office, I can get out on the golf course, enjoy the scenery, and the beautiful weather. I’m so lucky to have reached this far, and to have become a CEO for a UAE company that drives happiness, innovation, and serves the community. Dubai has a fascinating golf offering and, combined with the emirate’s forward-thinking approach, there is a real opportunity to develop this sport further. To do this requires world-class golfing facilities and I am very proud of the prestige environment that we have created.

NON-OIL GROWTH HITS 34-MONTH HIGH

T

he quest to turn the UAE into an increasingly knowledge-based economy continues apace, with December 2017 data showing a strong end to the year for the country’s non-oil private sector. The latest UAE PMI Survey stated ‘Steep expansions in output, new orders alongside solid export demand growth underpinned the most recent upturn. In terms of inflation, input cost pressures softened during December, whilst selling

prices fell for the fourth month running.’ Sponsored by Emirates NBD and produced by IHS Markit, the report features statistics collected from a monthly survey of business conditions across the UAE’s non-oil private sector. Khatija Haque, Head of MENA Research at Emirates NBD, commented: "The UAE’s non-oil sector expanded sharply in the last two months of the year, largely due to a strong rise in output and new orders. It is likely that the introduction of

VAT in January has spurred activity and purchasing in Q4 2017, which is in line with our expectations. Nevertheless, employment and wage growth has been relatively muted, not just in December but for 2017 as a whole." The Emirates NBD UAE Purchasing Managers’ Index (PMI) - a composite indicator designed to provide an accurate summary of operating conditions in the non-oil private sector economy - rose from

57.0 to 57.7 in December, thus signalling a clear change for the better in business conditions in the non-oil private sector. What›s more, the rate of expansion was the fastest for almost three years, since February 2015. Non-oil private sector companies in the UAE reported significant escalation in productivity during the most recent survey period. Indeed, the speed of the expansion remained robust in the context of historical


data, in spite of slowing to some extent from the 33-month high recorded in November. However, new order growth picked up the pace to a 35-month high in December, with the rate of expansion being considerable overall and easily above the historical series average. After contracting in November, new export orders have returned to a growth phase - the strongest recorded in nine months. And according to the early evidence, demand

from neighbouring GCC countries also picked up in December. The reaction to this ongoing growth has been understandably positive, with companies continuing to take on extra staff in the non-oil private sector. In fact, the latest data extended the sequence of job creation to 20 months. Having said that, the speed at which businesses took on new employees was still restrained taken in the context of historical data.

With regard to prices, input prices continued to increase throughout December, in line with the trend seen since June. Nevertheless, the rate of inflation eased to a three-month low. Contrary to the trend witnessed for input prices, output charges fell in December, with companies reducing selling prices to encourage client demand, although the rate of price discounting was modest taken as a whole. Finally, buying activity growth remained

excellent during December’s survey period. Companies operating in the UAE’s non-oil private sector increased their purchasing volumes in expectation of a rise in output requirements.

SUSTAINABILITY EmiratesGBC EMIRATESGBC BUILDS THE CASE FOR ‘NEARLY ZERO ENERGY BUILDINGS’ WITH TOUR OF SUSTAINABLE AUTONOMOUS HOUSE

Emirates Green Building Council (EmiratesGBC), an independent forum aimed at conserving the environment by strengthening and promoting green building practices, highlighted the importance of working towards Nearly Zero Energy Buildings (nZEBs) in collaboration with Mohammed bin Rashid Space Centre (MBRSC) and Dubai Supreme Council of Energy (DSCE). The event titled ‘Building a Case for Nearly Zero Energy Buildings’ was hosted at MBRSC’s Sustainable Autonomous House, the first of its kind house project in the UAE, developed to be self-sufficient and completely independent of the electricity grid. Harnessing autonomous energy from the sun and depending on smart technical and engineering solutions to adapt to hot and humid climate challenges, the Sustainable Autonomous House serves as a model for Nearly Zero Energy Buildings (nZEBs). The event was attended by government representatives as well as several real estate developers, with a discussion on nZEBs, their importance and how the UAE can promote nZEBs. EmiratesGBC also highlighted the findings of its report, ‘Defining Nearly Zero Energy Buildings in the UAE – 2017,’ which identified that the UAE is aligned with the global timeline to adopt nZEBs. Further, MBRSC presented a case study on the Sustainable Autonomous House and its unique features, followed by a discussion on it led by officials of MBRSC and DSCE. This was followed by a tour of the Sustainable Autonomous House. Saeed Al Abbar, Chairman of EmiratesGBC, said: “nZEBs, while a relatively new concept to the UAE, is of great significance in the country’s focus on sustainable development. With buildings in the UAE consuming up to 70 to 80 per cent of the total electricity generated, an integrated approach to energy management is key – and this should take into consideration the development of nZEBs.

The Sustainable Autonomous House serves as a referral point in the intelligent integration of energy management practices, and reflects the forward-looking green vision of the UAE. Through the discussion and tour, we are underlining the need for a collaborative effort to popularise the concept of nZEBs in the UAE.” Nearly Zero Energy Buildings (nZEBs) are a key measure to support the UAE’s pledge of combating global warming at COP21 in 2015 and its ratification of the Paris Agreement in 2016 as well as the sustainable development goals outlined by the UAE Vision 2021, Abu Dhabi Plan 2030 and Dubai Plan 2021.

In addition to releasing two groundbreaking industry reports ‘EmiratesGBC Technical Guidelines for Retrofitting Buildings’ and ‘Energy & Water Benchmarking for UAE Hotels’ – it regularly hosts focus days and networking sessions to promote green buildings.

VICTORIA AWARDS $312 MILLION METRO TUNNEL CONTRACTS The Government of Victoria, Australia, has awarded contracts to build the biggest public transport project in the state’s history and equip it with modern signalling. Victorian Premier Daniel Andrews and Minister for Public Transport Jacinta Allan announced that the Cross Yarra Partnership (CYP) – a consortium led by Lendlease Engineering, John Holland Bouygues Construction and Capella Capital – signed final contracts to deliver the $6 billion tunnels and stations package. CPB Contractors of CIMIC Group and Bombardier Transportation have also signed final contract to begin work on the roll-out of high-capacity signalling on the Metro Tunnel. The $1.1 billion Rail Systems Alliance (RSA) will ensure trains run safely closer together, which means they can run more often, thereby creating a turn-up-and-go train network for Melbourne. High capacity signalling will be provided as part of the project, allowing Victoria’s new fleet of 65 High Capacity Metro Trains to run from Sunbury to Cranbourne and Pakenham

and through the Metro Tunnel. This technology is being rolled out for the first time on an existing network in Australia and will allow trains every two to three minutes. The $11 billion Metro Tunnel project is expected to create 7,000 jobs. Early works have already begun and major works will begin in 2018. The project will be complete by 2026. Andrews said: “We are building the worldclass turn-up-and-go train network Victoria deserves – with more jobs, more stations and more trains, more often. “We don’t just talk about building the big roads and public transport Victoria needs – we’re getting it done.” Allan said: “We’re not wasting a minute delivering the Metro Tunnel, which will create jobs and a new community on the doorstep of the CBD. “We’re getting things done, ramping up construction on this massive project to deliver a world-class train network for Victorians where trains come so often you can throw away the timetable.”

BALFOUR BEATTY JV WINS $1.8 BILLION GREEN LINE EXTENSION RAIL CONTRACT IN USA UK-based infrastructure group Balfour Beatty, in a joint venture with Fluor Corporation, The Middlesex Corp and Herzog Contracting Corp, has been awarded a $1.8 billion (£807m) Green Line Extension design and build contract by the Massachusetts Bay Transportation Authority (MBTA), USA. Under the contract, the joint venture will design and build the 4.7-mile commuter rail extension, associated infrastructure and seven new rail stations. The MBTA intends to operate trains every five to six minutes during peak periods and expects 45,000 daily passenger journeys at the seven stations by 2030. Balfour Beatty will have a 25% revenue share in the project. Construction is expected to begin in 2018 and scheduled for completion in 2021. Balfour Beatty Group chief executive Leo Quinn said: “It’s satisfactory that we end 2017 with another landmark contract win. “The Green Line Extension project will play a key role in helping support Greater Boston’s plans for urban redevelopment and sustainable growth.

“Following wins on projects such as HS2, Hinkley Point and Dallas’ Southern Gateway earlier in the year, Balfour Beatty is very well placed as we head into 2018.” In addition, Balfour Beatty’s Plant & Fleet Services business has been awarded a contract worth more than £2m to supply plant and accommodation to the company’s joint venture that is currently involved in

the west section of the Thames Tideway Tunnel with BAM Nuttall and Morgan Sindall in the UK. The company is supplying site office accommodation to five of the seven work sites, along with tower and crawler crane solutions which will be installed at the Hammersmith Pumping Station, Acton Storm Tank and Dormay Street sites.

Under the Thames Tideway Tunnel project, a new sewage system will be built across London, replacing the old sewers currently servicing the capital. A new 25km channel from Acton in West London to Beckton in the East will be built using tunnel boring machines.

CORY RIVERSIDE UNVEILS £500 MILLION PLAN FOR NEW ENERGY PARK IN LONDON

Cory Riverside Energy, a UK-based energy recovery firm, has unveiled plans to build an integrated, low-carbon energy park at its site in Belvedere, South East London. Expected to cost £500 million, the energy park will complement the existing Riverside Energy Recovery Facility (ERF),

and comprise technologies such as waste energy recovery, anaerobic digestion, solar panels and battery storage. The Riverside Energy Park is expected to generate up to 96MW of low carbon renewable electricity at peak times, besides diverting 650,000 tonnes of residual waste away from landfill.

It will also be able to supply up to 30MW of affordable heat energy to local houses and businesses; create an additional 175,000 tonnes of construction materials a year from the EfW process for building London’s homes and roads; and create 100 full-time jobs and apprenticeships. The energy park will use the company’s

river-based infrastructure on the Thames to reduce road traffic. Cory has communicated its proposals to the Planning Inspectorate, which handles applications for this type of project. The company will develop the scheme and discuss the proposals with the local community and other organisations before submitting them to the government for development consent. The company, along with key public bodies and local stakeholders, will identify the primary environmental and planning considerations that the energy park will address. Construction is likely to begin in 2021 and the energy park is expected to be fully operational by 2024. Hitachi Zosen Inova, which delivered the existing Riverside ERF, has been selected as the engineering, procurement and construction contractor for the energy park. Cory Riverside Energy CEO Nicholas Pollard said: “The new energy park represents a huge step forward when it comes to meeting London’s waste management and energy generation needs. “London is facing a significant capacity gap in its ability to appropriately dispose of and treat all its waste. This new park is an important part of the solution.”

MORGAN SINDALL, BAM JV WINS £300 MILLION MOTORWAY UPGRADE CONTRACTS IN UK The Morgan Sindall and BAM Nuttall joint venture, bmJV, has won two contracts worth £322 million to deliver part of the smart motorway programme of Highways England. The first contract is a two-stage design and build contract worth £104m and involves upgrading 10 miles of the M62 between Warrington (J10) and Manchester (J12). bmJV and design partners WSP and AECOM began the design phase in December 2017 and works are planned to start on site from spring 2018. The second contract, worth £218 million to bmJV, involves the conversion of the M27 between junctions 4 and 11 to a dual four-lane along the 15-mile stretch. bmJV, supported by design partners SWECO/Mott Macdonald and WSP, will begin the design phase in January 2018. Construction will begin in spring 2018. The contracts have been awarded under

the Collaborative Delivery Framework of Highways England. The framework is the largest ever for the improvement of England’s motorways and A roads. bmJV secured a place on the framework in 2014. OPWP LAUNCHES FIRST $500 MILLION UTILITY SCALE SOLAR POWER PROJECT IN OMAN Oman Power and Water Procurement Company (OPWP), belonging to the Nama Group, has announced the launch of the first large utility-scale solar PV independent power project (IPP) in Oman. The project has been taken up in line with Oman’s vision to diversify fuel sources through the use of clean energy for power generation. The IPP structure established in Oman will be followed for the development of the project. Under the IPP structure, a transparent competition process will be adopted to award the contract to a private sector company that can deliver a world-class technology solution. The project is estimated to cost $500 million. The project will be built, owned and operated by the private sector. The scope of the project includes financing, procurement, engineering, construction, operation and maintenance of a new power plant. The plant will have a generation capacity of 500MW and will be located at Ibri, around 300km west from Muscat. The power generated by the plant will be sufficient to supply 33,000 homes with electricity and offset 340,000 tonnes of carbon dioxide emissions a year.

The tender for the project is expected to be awarded in the fourth quarter of 2018 and the project is expected to be commercially operational by early 2021. Public Authority for Electricity and Water (Diam) Chairman Mohammed Al Mahrouqi said the government was moving forward on diversifying its energy resources in order to drive sustainability on the economic and environmental fronts. OPWP Chairman Hamdan Ali Al Hinai said: “This project will be the first in the chain of renewable energy projects that the company is planning to develop in the coming few years to support the sustainability approach of the country.” The Public Authority for Electricity and Water (Diam) has completed a wind Atlas for the Sultanate and OPWP will make use of the atlas to carry out a detailed Wind Resources Assessment (WRA) for the shortlisted sites. OPWP also plans to take up preparatory work to assess the possibility of procuring waste to energy projects in coordination with the Authority for Electricity Regulation and the Environmental Service Holding Company (Beah).

TECNICAS REUNIDAS WINS SITRA REFINERY MODERNISATION CONTRACT IN BAHRAIN

Bahrain Petroleum Company (Bapco) has awarded a $4.2 billion contract to Tecnicas Reunidas and its joint venture partners Technip and Samsung for the Bapco Modernization Program (BMP). Located on Bahrain’s eastern coast, the project is being taken up to expand the capacity of the Sitra oil refinery from 267,000 to 360,000 barrels per day, improve energy efficiency, monetise the bottom of the barrel, enhance products slate and meet environmental compliance.

The project, which will be executed on engineering, procurement, construction and commissioning (EPCC) lump sum turnkey basis, is expected to be completed in 2022. The project includes residue hydrocracking unit, hydrocracker unit, crude distillation unit, hydro desulfurisation unit, vacuum distillation unit, hydrogen production unit, saturated gas plant, hydrogen recovery unit, sulphur recovery unit, sour water stripper unit, tail gas

treatment unit, amine recovery unit, bulk acid gas removal unit, sulphur handling facilities and sulphur solidification unit. Tecnicas Reunidas, whose share in the contract value is $1.35 billion, will take up detail engineering of some complex units, including the crude unit, vacuum unit, hydrocracker, saturated gas plants 1 and 2, and of other auxiliary facilities. Tecnicas Reunidas will also participate in the procurement and construction activities for the project.

Bapco, wholly owned by the Government of Bahrain, is involved in the oil industry, including refining, distribution of petroleum products and natural gas, sales and exports of crude oil and refined products. It owns a 264,000 barrel-a-day refinery, storage facilities, marketing terminal and marine terminal for its petroleum products. Tecnicas Reunidas is an international engineering and construction company for oil and gas production, refining and petrochemicals and power generation projects and has designed and built over 1,000 industrial plants worldwide in more than 50 countries. It has executed more than 25 projects in the Middle East, with an aggregate value of 20 billion in the last 10 years. MABANI STEEL WINS STEEL STRUCTURE CONTRACT FOR KING AVENUE MALL MEGAPROJECT Mabani Steel, a major supplier of Structural Steel Buildings under the Al Rajhi Building Solutions Group, one of the Middle East region’s premier construction companies and a part of Al Rajhi Holding, a leading business entity from the Kingdom of Saudi Arabia (KSA), has revealed a contract win to provide steel structure solutions for the Avenue Mall megaproject. WORK COMMENCES ON UAE PAVILION FOR EXPO 2020 Work on the UAE pavilion for Expo 2020 began with a ground-breaking ceremony, marking a significant milestone in the UAE’s history to host one of the most-recognised exhibitions. The pavilion, designed in the shape of a flying falcon, covers more than 15,000m2 and comprises four floors. The top storey, with 1,717m2, is dedicated for hospitality. A 588m2 mezzanine floor will accommodate support units and the two remaining floors will consist of 12,000m2 of exhibition space. The entire construction is expected to be completed by the end of

Arabtec Holding’s subsidiary Arabtec Construction won the pavilion contract

against national and international competition. A seven-month design competition was held in which nine international architecture firms submitted 11 concepts. The NMC approved the design submitted by architect Santiago Calatrava. Entries were evaluated on several criteria, including the extent to which they embodied the main theme of the Expo (Connecting Minds, Creating the Future), as well as representation of the UAE heritage. Al Maktoum said: “The UAE pavilion will undoubtedly be one of the most prominent

attractions of Expo 2020, drawing in many millions to witness its futuristic design. “The pavilion will be an architectural marvel that all seven emirates can rightly take pride in, both now at the groundbreaking stage, during Expo, and in legacy when it will become a lasting icon of our nation.” Al Jaber said: “The UAE pavilion is a prominent landmark at the Expo 2020 Dubai; it represents the host country and will be the main attraction for millions of visitors from all around the world.”

OMNIYAT SIGNS $136 MILLION FINANCE DEAL WITH AJMAN BANK FOR PROJECT AT DUBAI CANAL Dubai-based Omniyat has signed an AED500 million ($136 million) agreement with Ajman Bank for the construction of a mixed-use project at Dubai Water Canal in Business Bay. The project is being taken up as a partnership between Omniyat, Saudi Arabia’s Rashed Al Rashed Group and Kanoo Group’s Jenina Real Estate Development Company. The total cost of the project is AED1.34 billion ($365 million) and is scheduled for completion by 2020. The project comprises a luxury hotel, residences and retail development and will be officially unveiled and announced in Q1 of 2018.

The project is said to be one of the biggest hospitality announcements in Dubai and will facilitate Omniyat’s move into the lifestyle sector prior to the opening of ME Dubai at The Opus by Zaha Hadid later in 2018, which will be the first ME hotel in the region and part of the Melia hospitality group. Real estate and property developer Omniyat has a development portfolio of more than AED23 billion ($6.2 billion). Ajman Bank chief executive officer Mohamed Amiri said: “Omniyat is known by its unique and high-end projects and extensive experience in the sectors of housing, hospitality, business and retail. “We at Ajman Bank are pleased to

BAM TO CONSTRUCT YAS ARENA IN ABU DHABI BAM International, the operating company of Royal BAM Group, has been appointed by Miral Asset Management to construct Yas Arena on Yas Island in Abu Dhabi, UAE. The first multipurpose arena will have a capacity of 18,000 seats and will be used to host events in a temperature-controlled environment. Global design, architecture, engineering and planning firm HOK, with support from Pascall+Watson, has designed the arena. Yas Arena has been designed to accommodate a wide variety of sports and entertainment events. The dynamic form and illuminated lantern facade is aimed at complementing and animating the expanding waterfront promenade at Yas Bay. The arena can be expanded from a 500-seat theatre to an 18,000-capacity venue. It is designed to create the ideal user experience for events such as community gatherings, concerts, performances, sporting events, and meetings and conventions. Flash Entertainment of Abu Dhabi will host gigs and sports events in the Yas Arena.

Premium spaces include a VIP lounge that can be transformed into a grand ballroom for events, hospitality boxes and terrace bars for receptions and parties. Apart from the architectural design of Yas Arena, HOK also designed the adjacent arena retail and dining destination along the boardwalk on the east end of Yas Bay. The area adjacent to the arena will form

a linear street stretching down the waterfront promenade, where additional amenities, including food and beverage, will be located. The promenade will feature more than 50 cafes and restaurants, 20 retail outlets, a recreational pier, two hotels and a beach club. The outdoor concourse will provide connectivity to the surrounding district on Yas Bay.

Work commenced on 17 December 2017 and BAM expects to complete Yas Arena by November 2019. Yas Island, a new multipurpose leisure, shopping and entertainment destination, includes a hotel cluster, the Yas Marina F1 circuit and theme parks.

This year, the show inaugurated the Progress Prize; selected by a global jury chaired by Her Highness Sheikha Latifa bint Mohammed bin Rashid Al Maktoum, and the winning design was awarded to graduates of the School of Form in Poland. Events, Pop-Ups, Talks & Workshops World leading architect Sir David Adjaye opened the week to a packed house, and was followed by 92 talks and workshops held by international and regional experts and leading institutions such as the Royal College of Art. The successful debut of Meraas’s ‘Making Space’, welcomed over

3.000 visitors with activities run by a number of partners including Tashkeel and Al Jalila Cultural Centre for Children. JUNG: “PROGRESS AS A TRADITION” AND “MADE TO TOUCH” As a pioneer of his time, Albrecht Jung created the basis of the JUNG success story by founding the company in 1912. The square layout of the buttons does not only aesthetically grab the attention of the user, but also aims to capitalise on the available space to make the operation as easy and intuitive as can be. Furthermore, the buttons

can be labelled to provide a simple and clear allocation of functions. For example, using either laser engraving or by colour printing, the information in the labelling area can be supplemented in a meaningful way and the assignment of functions can thus be optimised. All the additions of symbols and labels on the buttons can be easily done using the proprietary JUNG graphic tool available on the official website. As for technical features, there is the option to have a thermostat integrated in the

controller with an illuminated digital display that is very comfortable to view in any setting. In that case, the lighting, temperature and blinds can be controlled centrally using the device which has an embedded temperature sensor to measure the actual value in the room. This can help in attaining more accurate temperature readings as the sensors can relay all the values to a motor valve drive and thus support energy-efficient room temperature control.

Strengthening the port’s pre-eminent position and handling capacity, Shanghai Yangshan phase IV has a total area of 2.23 million square metres and a coast length of 2350m, including two 70,000t berths, and five 50,000t berths. The designed handling capacity is 4 million TEUs in its initial phase, rising up to 6.3 million TEUs in the future. This new development is the only fully automated terminal with ‘China Core’, a ‘nerve centre’ with a software system that consists of TOS (Terminal Operation System), researched and developed by SIPG, and ESC (Equipment Control System), researched and developed by ZPMC. As the world’s largest automated terminal, the automatic equipment provided by ZPMC at Shanghai Yangshan plays a significant role and includes 10 automatic quayside container cranes, 40 automatic rail-mounted cranes, 50 automated guide vehicles (AGV), and double-box automated rail-mounted cranes (put into operation for the first time in the global market). The AGVs utilise the world’s most advanced technology in automated charging stations in order to ensure that the change of an AGV battery requires only six minutes, whilst battery charging takes just two hours. The report shows that more buildings of 200 metres’ height or greater were completed in 2017 than in any other year, with a total of 144 completions, marking the fourth consecutive record-breaking year. That’s a remarkable increase of 95% from 2013, when only 74 buildings of more than 200 meters were completed. Notably, 2017 was also the most geographically diverse year in terms of the number of cities and countries that completed 200-metreplus buildings, with 69 cities across 23 countries represented in the data, up from 54 cities across 18 countries in 2016. The Middle East saw nine completions of 200-metre-plus buildings in 2017, down one from 2016, representing 6.3% of the global total this year. Dubai saw three completions this year, and all were supertall – the tallest of which, Marina 101, now holds the title of 18th tallest building in the world at 425 metres. Dubai, of course, is a global leader in finding solutions for the high-rise building environment, with the city having twice claimed the title of the tallest building in the world. It is therefore at the heart of information sharing with regards to the lessons learned and how these firsts are

Tall buildings, for instance, need to be easy to exit at all times, not matter what floor people are on. Furthermore, as Murali Guruvappan, Associate Director – Structures at WME Consultants, explains:“An evaluation of wind loads is imperative, as the shape of a building can have an enormous impact.” As a result, is crucial that this evaluation is commissioned near the beginning of a project in order to allow engineers to circumnavigate the effect of wind and reduce damping on buildings.

And it is technology that will be at the forefront of both bespoke solutions and local construction techniques, as Guruvappan explains: “Progressive engineers such as WME will continue to push the limits with regard to the height of buildings, and in doing so generate solutions that make highrise more efficient and effective.” Indeed, the data from 2017, which shows a continuation of the trend towards

a greater global proliferation of skyscraper construction, underlines this belief. “Highrise construction is no longer confined to a select few financial and business centres, but rather is becoming the accepted global model for densification as more than one million people on our planet urbanize each week. Thirteen cities saw their first 200-metre-plus high-rise completion in 2017, in addition to the 28 cities and eight countries that saw their tallest building completed this year,” say CTBUH Executive Director Antony Wood. Once again, China completed a majority

of the 200-metre-plus buildings that finished in 2017, with 76 completions for 53% of the total. Although this is a slight decrease from 2016, when China completed 83 such buildings, or 65% of the global total, China is still by far the world leader in skyscraper construction. In fact, the city with the most 200-plus-metre building completions, Shenzhen, finished 12 buildings, or 8.3% of the year’s total. The United States completed the second-greatest number of 200-metreplus buildings of any country, with 10 buildings finished in 2017.

34 COUNCIL ON TALL BUILDINGS AND URBAN HABITAT The functional share of tall buildings in 2017 proved to be among the most interesting discoveries in the study, as the data showed a large shift from all-office and mixedused function to all-residential towers. Buildings with allresidential function spiked to 49 completions, or 34% of the total, up from just 19, or 15% of the total last year. At the same time, all-office building completions fell to 56, or 39% of the total, compared to 67, or 52% of completions in 2016. It’s not just height that is changing the urban landscape either. WME, for example, is currently working on a project in Dubai that is set to be the most slender residential building in the city, with a projected geometry aspect ratio of 1:15.

The design brief demanded engineering solutions that tied in with sustainability and structural efficiency. The solution is state-of-the-art for the height of the building, both in design and construction techniques. WME is also working on a wide array of other projects at the present time, including several ‘tall’ and ‘super-tall’ buildings in the mixed-use, hotel, and high-end residential sectors. There are numerous reasons for the current popularity of tall buildings, not least the financial implications, with developers taking into consideration location and convenience for end-user, as well as often spectacular views. Tall buildings are becoming much more environmentally-

friendly and sustainable too, with firms such as WME being very aware of the carbon footprint of developments. “It is tempting to speculate that we are now seeing the built results of a full-blown recovery from the 2008 economic crisis, as greater confidence in single-function programmes sparks a resurgence in speculative residential development,” said Steve Watts, CTBUH Chairman. “Further, there’s been growing interest over the past several years in residential realestate investment by absentee owners as a wealth management strategy. However, market dynamics vary greatly between regions, so it’s likely there are other factors to the story.”

This includes the entire lifecycle of a building, from design and construction through to operation and maintenance. We are now able to test buildings before we build them for countless possibilities and refine them against the extreme case scenarious. This would have been impossible without use of advanced software.” WME recently deployed a new tool for nonlinear analysis of reinforced concrete structures using ATENA (Advanced Tool for Engineering Nonlinear Analysis), structural analysis and design software for complex structures, to help better understand the stuctural behavior and enhance structural efficicency of two complex buildings designed by WME. At WME, Building Information Modelling process is being revolutionized to deliver the design in the form of Virtual real-time clash detections, video walkthroughs and access to building models through web browsers — on desktops, tablets and mobile phones.


This allows everyone, including consultant, architect and client, to work together from different locations and interact directly with models and drawings using a mobile device to appraise the buildings. BIM will no doubt continue to evolve too, and WME is committed to staying abreast of all of the latest trends and developments. THERE TO MEET THE CHALLENGE Naturally, there are still many challenges when designing and constructing tall buildings, and it is Dubai that is leading the world in finding solutions for the high-rise built enviroment. “The tallest building in the world has been established twice in Dubai, so a lot of lessons have been learned and information shared,” says Murali Guruvappan, Associate Director - Structures. “It is important that we keep abreast of information, both in the region and globally, on how these firsts are achieved. “Fire and vertical transport is always a challenge, as safety is the No.1 priority for everyone. Logistically, these buildings have to be accessible and exitable at all times from the top down. In addition, a review of wind loads is imperitive, as the shape of a building can be hugely impacted by wind load. It is vital that this is commissioned early because good engineers know wind patterns and how to circumnavigate the impact of wind and reduce its impact on buildings.” This specialist expertise is currently being utilised on a project WME is working on in Dubai, which is set to be the most slender residential building in the city with a proposed geomery aspect ratio of 1:15. “The design brief was to develop a landmark tall building that exhibits engineering solutions evidently and with agreed objectives of sustainability and structural efficiency,” says Louise Collins. “Our solution is stateof-the art for the height, both in the design and construction techniques.” WME is working on a number of other important and prestigious projects too, including several ‘tall’ and ‘supertall’ buildings in the mixed-use, hotel, and high-end residential sectors. “Tall buildings are becoming more economical, with developers cashing in on views, location and efficiencies for the end users,” Murali Guruvappan explains. “They are also becoming much more sustainable and at WME we are very aware of our carbon footprint. is challenging at times, these hurdles can be managed collectively and the right solutions found.” ENHANCING CITIES THROUGHOUT THE WORLD Dubai is seen as a high-rise city, with its ‘skyscrapers’ shaping its image across the globe. Meanwhile, in the homeware

section moveable walls provide maximum flexibility, with full height metal mesh walls providing a place to display artwork and mirrors, whilst over in the fashion department bronze framed fixtures with Carrara marble bases afford the platform for spectacular gowns. The same striking ability to create spaces that are both eye-catching and practical is also on show at Al Mahara, a signature seafood restaurant that is situated on the ground floor of the world famous Burj Al Arab Hotel. Featuring a large seawater aquarium and re-launched with Michelin-starred chef Nathan Outlaw at the helm, it was clear from the beginning that this was a project that required something extra special. Enter

Kristina Zanic Design Consultants, which, amongst other creative solutions, designed the new bar extension, featuring a sea life inspired chandelier, mother-of-pearl bar tops, and scalloped blue veneer panels. In addition, and to maximize the number of covers, an additional cave dining experience was carved out and clad in a mother of pearl wall covering, Australian rock crystal pendants, and gold leaf ceilings. An outdoor dining area was added, too, with plush new seating. And if all that were not enough, the firm designed unique underwater crystal light features for the bar and two exclusive dining areas.

A local home-grown brand that has transferred seamlessly from the forecourt to the ‘high street’, ZOOM has been recognised by industry leaders on a number of occasions, most recently having been declared winner in the Best International Design category at the 11th Annual Store Design Contest organised by industryleading American magazine, Convenience Store News. The award was for ZOOM’s 12502 ft. store in the Burj Khalifa. Designed in-house exclusively for the world’s most iconic building, ZOOM was commended by the jury for ‘exemplifying creativity and imagination that ultimately translates into more sales and happier customers’. The store offers customers products and services such as coffee by Starbucks, a fresh bakery, Pronto, utilities and bill payment services, iTunes, gift cards, VoIP cards, Du Hello cards, Etisalat/DU recharge, Salik, and home delivery.

The Latest in Sustainability Another primary objective of ENOC is to promote energy and resource management best practices through its implementation of energy-saving technologies on its forecourts and c-stores, such as the opening of its first solar powered service station in the UAE. ENOC installed photovoltaic panels onto the main canopy, capable of generating 120kwh of energy on a sunny day, transmitting the excess power back to the DEWA grid. The recent launch of the UAE’s first solar powered service station was recognised at the ‘Best Green Excellence in Innovation’ awards. This station is also equipped with a number of energy saving technologies such as the Vapour Recovery systems, which enable the conversion of 70% of gasoline fuel emissions back to fuel (the VR system is expected to convert up to 20,000 litres of fuel annually), a bold move that will not only contribute to the transformation of the service station’s sector, but will set an example for other fuel operators to implement and follow. The service station has also deployed variant refrigerant flow air-conditioning units and motion sensor energy lighting. Implementing these energy saving technologies will enable the station to reduce its carbon footprint by 195 equivalent tons of carbon dioxide (CO2) per year.

Equipped with 48 modern and fully integrated digital wall displays, motorists will receive information on the latest offers and promotions offered at ENOC service stations and ZOOM outlets. Customers will also will be able to access other facilities at the station, which includes the 15002 ft. ZOOM convenience store (offering over 7500 products), Pronto’s F&B offering, plus a variety of other F&B offerings, including Burger King and Popeye’s Chicken. ZOOM will offer the standard services like DEWA bill payment, top up for Salik and telecoms, FlyDubai, ticket sales for events and credit card bill payments. The new store, as with others in the chain, is north facing in order to reduce the impact of the sun. This and many other environmental features are taken into consideration at the design stage. A further innovation, which will be rolled out across all of the new forecourt sites, is digital signage. All in-store static posters and banners have been converted to digital wall displays, whilst there are also video players at the petrol pumps.

Ensuring Customer Needs Are Met When driving into a service station, customers are usually on the lookout for a number of specific products and services,

such as fuel, food, beverages, a quick tyre check-up, or a last-minute oil change. And this is where ENOC really does offer a onestop-shop for all customers’ fuel and retail needs. A significant volume of work behind the scenes ensures that ENOC’s reputation for seamless logistics, a talented workforce and innovative ethos go from strength-tostrength. Moreover, how the pieces of the logistics puzzle fit together is integral to keeping Dubai’s residents and businesses moving, especially as domestic demand grows. The company sells approximately 25 million litres of fuel per petrol station every year, surpassing the global average of 15 million litres. It highest selling product is Special ULG 95, with each site receiving two to four deliveries of 10,000 gallons to avoid the risk of interrupting supplies. the company launched its ViP tag, which uses RFID technology for fleet customers, providing a post-paid wallet so that customers can quickly ‘fill- and-go’. In April 2016, the pre-paid service was extended to individuals. Furthermore, ENOC has joined forces with Beam Wallet, the leading mobile wallet app in the UAE, to bring mobile payment

to customers, and has plans to launch ENOCPay, a unified payment platform, which will allow motorists to pay for fuel without leaving their car, or via the app for in-store purchases. Put simply, ENOC is empowering customers by allowing them to use whichever payment method is most suitable for them. All of this technological advancement,

however, does not mean that ENOC can sit back and rest on its laurels. In fact, against a backdrop of unparalleled energy demand and environmental legislation the company must continue to push hard to ensure Dubai’s extraordinary vision becomes a reality.
