ATCO Gas Mr. Derek Harding, Manager of Lethbridge District Operations and Mr. Brad Driscoll, Supervisor Agencies from ATCO Gas entered the meeting at 7:00 pm. They presented the Town with a painting to commemorate ATCO gas’s 50 years of presence in Vulcan. Mr. Harding and Mr. Driscoll exited the meeting at 7:07 pm.

Councillor John Seaman declared a pecuniary interest in Item No. 10.2 - Premiers Council Awards of Excellence on the Agenda, since he is a relative of the nominee, and left his seat and the Council Chamber at 7:34 pm. Safe Communities Innovation Fund (SCIF) On November 6, 2008 Premier Stelmach announced the $60 – million dollar Safe Communities Innovation Fund (SCIF). The second round of funding is now available. Alberta communities who want to develop crime reduction and prevention pilot projects are invited to apply. Canada-Alberta Infrastructure Stimulus Fund Agreement The Town of Vulcan received confirmation of a $4,406, 558.00 (Canada $2,203,279 and Alberta $2,203,279) grant for the Sewage Lagoon Relocation Project. To access this funding the Town needs to enter into an agreement with the Governments of Canada and Alberta.

Question:

Councillor John Seaman asked if an erasable board is being considered for the Council Chamber?

Response:

Mayor Tom Grant said this can be incorporated into the renovation planned for the Council Chamber.

Question:

Councillor John Seaman asked when the renovations are expected to begin?

Response:

CAO informed Council that a contractor is scheduled to come in this week and provide options and quotes.

Question:

Councillor Roy Elmer asked if CAO had sent the requested plan to the supplier for the street lights?

Response:

CAO commented on the old date of the quote he received from Councillor Roy Elmer. He explained it was just a sample quote and CAO will send the plans to the supplier.

Question:

Councillor Trish Standing asked if Council could buy shirts with the Town Logo for office staff to wear on casual Fridays?

Response:

CAO will investigate.

Question:

Councillor Trish Standing inquired into where the Christmas decorations could be set up as Town Foreman informed the Tourism Coordinator that they can’t be set up outside of the Regular Council Meeting

Trek Station due to the irrigation system. She also has had comments from residents about the outdated decorations that go up on the light poles and inquiries into if the trees on the Islands on Centre Street could be decorated with lights like they were many years ago.

Question:

Councillor Dwayne Hill has noticed that the overgrown trees and branches at various intersections are shading the light from shining into the intersection and asked who is responsible for trimming, Fortis, home owners or the Town.

CAO will investigate.

Question:

Councillor Dwayne Hill asked if Bowmark was done in Vulcan because he has noticed they have left messes in the ditches etc.

Response:

CAO said yes they are done but will be coming back to deal with such issues.

Question:

Councillor Rick Howard inquired into the status of the lighting and paving at the Arena?

Response:

CAO informed that he is waiting for wiring quotes, the poles are being prepared by the Public Work. A contractor to install the base and poles is on standby. Once we have the final cost we will determine how much paving can be done under the current budget for this project.

Question:

CAO asked if Council would be interested in having a prebudget meeting to discuss a variety of issues that should be considered before the budget meetings begin.

Response:

Council agreed to Monday October 19 th at 7:00 for the first meeting. Roy mentioned he would not be able to attend.

Question:

CAO asked if Council was interested in meeting with Ted Morton at a meeting he has set up during the AUMA Conference?

Response:

Council agreed to send representation to the meeting.

Question:

CAO showed Council the new name tag sample that could be available before the AUMA Conference.
