About the Master Plan Natural spaces, parks and trails are a defining feature of Vegreville.

They help to ensure that the environmental spaces are part of the Town’s fabric and long-term development aspirations. The quality and functioning of these outdoor spaces, assets, however, requires thoughtful planning and deliberate decision making. Recognizing this, the Parks Master Plan provides a roadmap and strategy for decisionmaking and investment in parkland, trails and natural areas in the Town of Vegreville to 2031. Specifically, the Master Plan: • Establishes a comprehensive inventory and analysis of the Town’s green and natural areas, assets, and amenities.

• Provides a framework and point of reference to guide decision making about the system planning and local park development.

• Outlines the priorities and actions that will be taken to enhance the system of natural spaces, parks, outdoor recreation assets and trails over the next 10 years.

• Aligns with the Vision and incorporates the priorities of the Regional Master Plan for Recreation and Culture that Vegreville participated in as a regional partner.

• Ensures that the network of natural spaces, parks and trails will contribute to the broader economic development objectives involved in advancing the Town’s Strategic Plan and Sustainability Plan. The Master Plan specifically accomplishes the goal of developing a plan that seeks to maintain the Town’s natural areas and green spaces (Sustainability Pillar: Environment - Section 5.3.2).

• Offers concept plans for advancing park development plans and the Town’s trail system.

Planning Approach

Plan Focus

Focussed research and analysis has been at the core of the Parks Master Plan creation process.

Field and desktop research were used to generate a comprehensive inventory and database of our current natural spaces and trails. Geospatial analysis was undertaken to understand how well the current network is serving the Town and to identify gaps and potential priorities. Vegreville resident’s ideas and perspectives on outdoor recreation provided through engagement activities of the Recreation Plan for Recreation and Culture have also shaped this related Master Plan.

The Town of Vegreville parks, natural and open spaces, trails and pathways and outdoor recreation assets are the focus of this Plan.

Benefits of the Parks Master Plan Trails, open spaces and parks are integral to the goal of heathy community development and central to the pursuit of community wellbeing. The Parks Master Plan moves these assets closer to the centre of urban and rural development and long-range community planning and makes a case for elevating the priority of near-term investment in identified parks, trails and outdoor space development needs.

Trends Climate Change is Impacting Parks and Trails Climate change is already impacting the design, maintenance and use of outdoor areas and trails and these impacts are not reversable.

Development of new parkland incorporates features and systems that add resiliency and mitigate possible damage due to extreme and lesspredictable weather. Facility users and trail visitors will experience more frequent weather interruptions but also enjoy extended peak activity seasons. Park operator’s maintenance programs will shift because of changes in user activity patterns. Shifting climate interests closer to the core of the Town’s planning and operations for parks and trails will manage risk and increase readiness for green infrastructure project funding from the federal and provincial government.

Parks & Trails Are Economic Engines The outdoor recreation and visitor economy are massive industries. Tourism, related to event hosting, sport and recreation activities, is a significant segment in the tourism industry, and has become a highly competitive sector for regions small and large.

As such, the hosting of an event or active tourism (those traveling to participate in a recreation activity such as hiking, skiing or golfing) is often a key driver in the development of new infrastructure (such as recreation facilities, transportation improvements) in Canadian communities and regions. In 2016, the sports tourism industry in Canada was valued at $6.5 billion dollars. In contrast to other segments of the tourism industry, sport tourism in Canada continues to grow and is largely driven by the domestic market. The domestic market, particularly the intra-provincial tourism market, is anticipated to continue to grow as travel restrictions and concerns will remain during and following COVID-19.

COVID-19 The COVID-19 global pandemic has disrupted the daily lives and patterns of people worldwide, including residents in the Vegreville. It has also dramatically changed outdoor recreation and visitation patterns to natural spaces and trails in our region and across the globe. Hyper local, outdoor focused, recreational pursuits have dramatically increased since the onset of the pandemic. More people are seeking recreation opportunities close to home. In addition, the temporal patterns of visitation have changed with greater levels of visitation being experienced during the mid week and earlier in the day and later into the evening. At the same time, the pandemic has stopped most international and long-haul travellers. These changes are having implications on visitor management, operational budgets and staffing and servicing of the natural spaces and trails. In addition, greater volumes of visitors, without sound visitor management programs, are leading to increased visitor impacts (e.g., litter, off-trail travel) as well as increased safety incidents. Most professionals in the sector anticipate that increased visitation by local and regional residents and temporal changes in visitor patterns will remain for the foreseeable future.

Nature Deficit

Truth & Reconciliation

People need to connect with nature through memorable experiences. Natural spaces offer residents the opportunity to connect with and appreciate nature and, in turn, build their culture of conservation and commitments to sustainable living. The challenging reality of our modern existence is that many children and adults spend less time outdoors and experience a ‘nature deficit’. Research has shown that children do better physically and emotionally when they are in green spaces, benefiting from the positive feelings, stress reduction, and attention restoration nature engenders. Connecting citizens to nature is also fundamental to fostering environmental awareness and developing a sense of stewardship for nature.

Natural spaces and trails can help to share the truth and support reconciliation with Indigenous communities while also providing an opportunity to help non-Indigenous people develop a better understanding and appreciation of Indigenous communities. Many of the natural spaces and trails within the region are central to the spiritual wellbeing, traditional celebrations, and practices of Indigenous community members. The 2015 Truth and Reconciliation Commission: Call to Action Report identified sport and recreation as tools for social development to improve the health and well-being of Indigenous peoples and communities (Calls to Action 87 – 91). The platform of reconciliation in Canada challenges the recreation sector to do more than an acknowledgment of territorial land or of the Calls to Action within the Truth and Reconciliation Report; it is an opportunity to learn about the land Canadians reside on, the traditional peoples and cultures, and to foster new relationships that will lead to healthier individuals, communities and balanced partnerships.

Reconciliation is an ongoing process that must occur in a respectful manner recognizing Indigenous cultural traditions and protocols to enable a positive move forward with Indigenous communities.

Equity & Inclusion

Sense of Place

Parks, natural spaces and trails should be welcoming environments for all peoples – regardless of race, ethnicity, gender, income, age, ability, or sexual identity. Efforts are occurring across Canada to ensure that our natural spaces, trails and recreation facilities embrace everyone. Deliberate planning and concrete actions are needed to ensure our spaces minimize potential barriers and equity and inclusion challenges. Creating fairness within the parks, natural spaces, trails and recreation sector, and our broader society, should be something that motivates all providers and participants, and a constant driver of change within the field.

A ‘sense of place’ refers to the feeling or emotional connection that people attach to a place. It is the interaction between people and a place related to their perceptions and experiences of an environment. The concept of sense of place is multifaceted combination of internal and external factors. While there are various viewpoints on what constitutes a sense of place, research has generally focused on three components: place attachment, place dependency, and place identify. Peoples past experiences, background, knowledge, culture, beliefs, age, gender and ability all influence ones perceived sense of place.

Natural Spaces, Trails & Recreation as Tools to Drive Health and Wellness There is a growing recognition and policy focus of the important role of physical and wellness activity in managing chronic disease and support mental health. Understanding the positive link between physical activity and improved health (i.e., reduction in obesity, cardiovascular disease, diabetes, and anxiety) and developing programming with this in mind will be important to articulate the value of recreation and the broader benefits (e.g., reduction in healthcare costs).

The value of the natural spaces and trails should not be understated in times of crisis. A 2020 study conducted by National Recreation and Parks Association found that 83% percent of adults agree that visiting their local parks, trails and open spaces is essential for their mental and physical wellbeing during the COVID-19 pandemic. Nearly 60% responded that it is very or extremely essential to exercise in parks and open spaces to relieve stress and remain healthy during the COVID-19 crisis.

Key Population Characteristics of Vegreville Demands on trails, open places and parks are driven by the size, composition, and distribution of the resident population. Making good decisions about the future of natural spaces and trails, requires understanding of population and the demographic characteristics of residents today and into the future.

Population Structure Vegreville’s population of about 5,700 has remained stable between the 2011 and 2016 Census period, with minimal change in the total size of the population or the age structure. The median age in 44 years old compared to 36.7 for the province as whole. Those 14 years and younger make up about 17% of the population and 21% is 65 years and over. Natural population ageing will gradually increase the proportion of the population older than 65 years over the planning period of the Master Plan and drive demand for age-friendly parks and amenities.

Conversely, population aging will slightly lower demand-pressure on parks and outdoor assets provided for children and youth as the proportion of the total population aged 0-14 gradually tightens.

Household Income

New Residents

The median after tax income of a couple with children is $104,000 after tax (2015) compared to $112,000 for the province. Couples living without children together earn about $74,000 after-tax (2015) compared to $86,000 for all of Alberta. The median after-tax income of all economic families in 2015 is about $81,000 and $94,000 for Vegreville and Alberta respectively. Approximately 11% of all households in Vegreville show a prevalence of low income based on the Low-income measure, after tax, compared to about 9% for Alberta. Access to quality parks and outside recreational experiences that are low cost or free are critically important for all residents, and particularly for those households that are costsensitive or do not have excess income for leisure.

About 300 residents identified as a visible minority population in 2016. A further 325 people identified as Aboriginal. Vegreville welcomed almost 100 newcomers between 2011 and 2016 – the highest arrival rate between Census periods since before 1981. Immigration is not expected to drive significant change in leisure behaviour or sport preferences over the planning horizon of the master plan.

Education Of those aged 15 and older in private households, 47% have a postsecondary certificate, diploma or degree compared to 55% for Alberta. The overall high level of educational attainment will support continued economic activity and labour force participation, which was 64% in 2015, across many sectors and drive participation in a broad range of outdoor leisure pursuits.

Projected Growth The broader region surrounding Vegreville is expected to grow modestly over the next 8-10 years by about 7,000 persons or 2,500 additional households, based on projections provided in the Town of Vegreville’s Retail Gap Analysis Report (2019). Vegreville intends to capture some of the expected regional growth, but its strongest hand is to benefit from increased commercial development along Highway 16A, which draws from and supports a wider regional market. Multiple serviced commercial properties are available for purchase along this corridor, particularly on the western and eastern extremities.

The Town is actively courting new business startups and relocations and strongly profiles the Town’s parks and recreation facilities in these efforts.

Continued reinvestment in parks and outdoor recreation is key to attracting outside investment.

Prosperity Industrial Park, which is underway and scheduled for late 2022 completion, exemplifies the Town’s ambition in this regard.

Vegreville Core Services Review (2016) The Town of Vegreville conducted a core services review to examine organizational effectiveness and employee satisfaction. With respect to recreation, culture, parks and open spaces, the Town has specified the following goals: • Whenever possible the Town shall protect and preserve existing natural areas.

• To provide open spaces that are functional and effective in satisfying the recreation, culture and social needs of residents and visitors to Vegreville.

• To ensure that the design and location of recreation facilities, parks, trails and open spaces are to a high standard and fitting of their surroundings.

• Foster a healthy, active and involved community environment, which sustains community well-being through leisure and recreation services and facilities.

• Continue to develop a recreational and fitness trail system that provides a network of paved and unpaved trails throughout the Town that meets the needs of current and future residents and visitors.

Vegreville Municipal Development Plan (2012) The Town of Vegreville comprehensive’s Municipal Development Plan provides a framework for integrated planning and growth management and offers policy guidance on planning and development for recreation and parks. It specifically commits the Town to: • Encourage the use of theatres, spaces and venues for public participation, education and enjoyment of culture through the planning and design of buildings, open spaces and public areas, including the street environment (8.1) • Ensure that land supplied for parks and open space will be located so that easy access from residential land uses is achieved. Maximizing pedestrian access and connectivity should be achieved (8.2) • Seeks to provide a safe environment for pedestrians and cyclists in Vegreville (8.3) • Establish connections of sidewalks to trails will be sought for an uninterrupted and integrated pedestrian network (8.4) • Consider a tree planting program using native plant species to maximize landscape survival rates and minimize maintenance in all public areas of the community (8.5) • Supports organizations and groups that wish to utilize public spaces for community events (8.7)

Regional Master Plan for Recreation and Culture Recreation and culture opportunities provide many benefits to individuals and communities. Realizing these benefits and understanding that public investment in these essential services needs to be informed, coordinated, and optimized, the County of Minburn No. 27, the Town of Vegreville, and the Town of Mundare have partnered to look at public investment and effort related to recreation and culture for the region.

The Plan provides direction for both the entire region as well as the municipalities within in it, as to how to enhance services and benefits through investment in recreation and culture as well as how those same municipalities could work together in doing so. It is meant to be a reference for Elected Officials and Administration in making decisions related to public recreation and culture as well as provide guidance for the many non-profit and private organizations throughout the region that provide opportunities for residents and visitors.

Current Inventory of Parks Master Plan This section provides an inventory of the Town’s trails, open spaces, parks and play space assets and offers professional opinion on the existing situation of the facility or asset. Combined, these efforts provide a baseline and help identify the issues that the Master Plan can tackle .

Parks and Open Spaces Classification System The parks and open spaces classification system in the table below was used to organize the Town’s inventory of parkland assets and trails to focus the priorities for investment and attention around the unique role each type performs within a system, and to guide future planning. Green spaces that have many amenities such as sport fields, playgrounds, pathways, and public washrooms require a different planning and management response compared to a naturalized area that may serve to protect an important ecological function.

Guidance is provided in later chapters of the Master Plan for how this proposed classification system can applied in long-term plans.

Green Space / Open Space Description: Designated Green Space / Open Space is generally natural or lightly landscaped which few, if any, supporting amenities. Spatial Analysis of Parkland Coverage Proximity to a community or neighbourhood park is an important indicator of accessibility; a common parkland coverage guideline used in planning aims to ensure a park with a playground or age-relevant amenity is within 800 meters walking distance of every residential property. Almost all of Vegreville’s residentials areas within 800 meters of a park (94.5%) and 74.8% live within 400 meters.

Assessment of Current Parks and Open Space Vegreville provides a healthy supply of maintained parkland and open spaces against generally accepted parkland planning guidelines. Several larger parks, including the RJV Soccer Park, the agriculture grounds and the museum campground add significant parkland supply. The total supply of community and neighbourhood parks is 52.19 Ha, or 9.15 Ha per 1,000 population.

The Town also provides about 68 additional hectares of open space, much of it in a natural state and maintained for community beautification. Some open space areas provide facilities and amenities for passive use.

The combined parkland and open space supply of 120.5 Ha. Amounts to a provision per 1,000 population of 21.14 Ha. This is a high level of provision of parkland and openspace.

Few of the Town’s existing designated parks have been assigned a name – which also means most do not have an onsite sign with the park name on it. Naming parks and providing park signage enhances public appreciation of parks and enhances neighbourhood engagement in them. More essential for modern times, park names are picked up by digital mapping products and are used to route people to them using mobile or in-vehicle navigation.

Most of the Town’s open space requires a routine level of seasonal maintenance despite minimal passive activity use. Naturalization practices could be considered for the Town’s supply of open spaces and in larger community parks to restore ecosystem services, increase natural landscaping and potentially reduce ongoing maintenance costs.

Spatial Analysis of Play Structure Coverage Play structures are the most common neighbourhood-level outdoor recreation facility provided by a municipality because they provide a natural play space for children and offer a focal point in the neighborhood for families to gather at. Assessment of Existing Outdoor Recreation Facilities Vegreville provides residents and visitors a relatively high provision level of outdoor recreation facilities compared to similarly sized communities. While two major outdoor facilities such as soccer fields and ball diamonds serve both Vegreville and regional users, these facilities are the responsibility of the Town to maintain and operate and the costs associated with upfront capital and operations are not shared with regional partners or recovered through user fees. No additional rectangular fields and ball diamonds are required over the term of the master plan; however, enhancements to existing fields that attract additional users and increase the frequency of use should be considered on a business case basis – including the existing three ball diamonds on the Agriculture Grounds that are occasionally used.

The Town operates a sufficient supply of outdoor recreation facilities that support neighbourhoodlevel activity through unstructured, anytime leisure use by the public – such as sport courts, active play “fun” space (level, trimmed grass area intended for pick-up play), and play structures. Additional facilities like these can be provided in neighbourhood parks, providing that these investments result in a reasonable spatial distribution to minimize concentrating too many facilities in too few parks (refer to the 800-meter catchment analysis for playgrounds in the section above). Existing assets should be maintained to the appropriate standard.

Specialized facilities such BMX, skate parks and splash pads should be centrally located, and every effort should be made the renew these facilities at their current location because of the high cost of capital already invested. Where there is demonstrated demand for new or additional specialized facilities, such as disc golf, a centralized location is key to overall long-term use by the community.

Dog-off-leash-areas are popular with pet owners and the Town has sufficient open space supply to provide additional areas in areas where local access is limited.

Integration of areas with new trails or nature trail loops may also be considered.

Community service organizations have adopted various community parks and fundraised to make significant capital investments in outdoor recreation facilities provided in these parks. While this attention and investment has had a positive community impact, it has resulted in a somewhat unbalanced distribution of some facilities over time. The Town should develop a Park Investment Policy to focus the fundraising efforts of community service organizations and companies interested in donating to improve outdoor facilities provided in parks. This policy should reference the priorities for investment identified in this Master Plan and plans approved by Council.

The policy should also identify respective roles of the Town and community organizations and frame out a process to guide how the need identification/ verification steps should work, how concept and detailed design will be advanced, and decision-making milestones in a typical process.

Both school boards provide outdoor recreation facilities on school properties than are generally maintained to a lower standard than community facilities; existing school soccer, baseball and football fields mainly support the school’s athletics and physical education programs. Connecting children with nature on school property or nearby parks could be pursued through outdoor classroom initiatives.

The Town operates a seasonal campground at Pysanka Park with a good central location and connections to the downtown to bring visitors into the commercial areas. The railway line, however, divides the campground, leaving it without proper, safe crossing points between the south and north portions of the overall site. The campsites on the south side of the railway tracks do not have utilities or site services.

The Town has acquired use of the former museum property approximately 1 kilometer east of Town, outside of the Town limit, adjacent to the Rotary Peace Park. The facility is being renovated to host meetings and special events and the grounds of the property have been considered as a second campground.

Recommendations for handing the dual campground sites are considered in the Strategy Section of this Plan.

The Town’s Official Community Plan (OCP) commits an additional 9,000 metres of multi-purpose recreation trail following a proposed network. The map below outlines the classification of the Town’s existing trails and pathways, along with the additional network committed in the OCP. Signed routes are generally used by pedestrians. They often are setup as a loop and direct users along a route that offers a combination of scenic views, historical interpretation, access to businesses, stops for rest and shade.

Multi-Purpose Recreation Trail Current Supply: • 2,177 meters Design Characteristics: Provided for multi-purpose recreational activity, including walking, and cycling. These paths are separate from the road network and are often surfaced with asphalt. They are often at least 1.5 – 2.0 meters wide to provide space for passing or multi-direction travel. They are generally designed to accessible for persons using mobility equipment.

Multi-purpose recreational paths can be designed as a loop within a park, connecting multiple parks, or point-topoint.

They are signed and have supporting amenities, including a designated starting point with parking, as well as benches and shade throughout.

Park Pathway Current Supply: • 1,226 meters Design Characteristics: Park Paths are hardened pathways within a park provided for passive enjoyment when designed as loop and provided to access recreation amenities within a park when designed as a point-to-point path.

Natural Trail Current Supply: • 1,428 meters Design Characteristics: Natural Trails are provided for users to access natural areas. They are typically constructed using granular materials or natural soils natural areas. Routing may be in a loop or point-to-point design format and offer challenges based on terrain and surface conditions in natural areas.

Assessment of Existing Trails and Paths Vegreville currently provides and maintains a decent perimeter network of connected pedestrian routes on existing sidewards, multi-purpose recreation trails, park paths and nature trails. The network is maintained through all seasons and the pedestrian sidewalks in the network receive snow removal service in the winter.

Penetrating the route network into urban areas of the town, and specifically to neighborhood parks and public facilities will enhance the overall network experience for active transportation as well as user enjoyment. This can be achieved by signing existing pedestrian sidewalks as part of the overall route network to create hub and spoke connections to the existing perimeter route. Similarly, new plans of subdivision should provide through the plan approval process, a pedestrian connection to the existing network.

Open spaces in the northeast and southwest of Town are opportune for new scenic nature trail loops that connect to the main route network. Nature trail loops serve as a destination for route system users, providing care is taken to design the trails for passive enjoyment – including some minor deflections to minimize straight lines, naturalizing near the edges in sections and tree plantings, along with basic amenities and signage.

There is limited wayfinding signage on the route to help users navigate the network. A route wayfinding system oriented to active transportation route users would promote the network and encourage public use of the network.

What Vegreville Residents Think About Parks, Trails Open Spaces and Outdoor Recreation

• Top regional outdoor priorities identified through engagement include multi-use trails, natural areas, campgrounds, trees, off leash dog walking areas and toboggan hills.

The findings from an extensive public and stakeholder consultation undertaken as a component of the Region Master Plan for Recreation and Culture offer recent insights for consideration in the Parks Master Plan – from a Vegreville resident and regional resident perspective.

Almost 300 Vegreville residents responded to a household survey that helped to assess parks, trails, recreation and culture services and assets in the Region. Community organizations were interviewed and surveyed to understand service delivery and to inform perspective on priorities the Master Plan should advance.

• The Town’s walking trails are used by residents most frequently given the multigenerational userbase they support.

Residents and stakeholders consistently rated investment in parks, trails and outdoor recreation amenities as very important to their quality of life. Many considered the current condition of spaces and assets to be dated by current standards and that renewal was not only required by that there was a level of support for greater municipal investment.

• Almost half of Vegreville’s residents support a modest increase in taxes to improve recreation and parks facilities.

• Vegreville’s indoor and outdoor parks and outdoor recreation facilities are frequented by higher portions of the regional population than those in other centres.

Strategic Themes Seven broad Strategic Themes emerged from research and analysis undertaken in preparing the Master Plan.

In ways that should seem intuitive, these Strategic Themes influence a more rational and actionable approach for presenting the prioritized initiatives that follow.

Environmental Stewardship: Vegreville is committed to providing and maintaining a system of trails, parks, open spaces and outdoor recreation facilities and services that connect residents with nature and enhance and restore natural systems and habitats and showcase sustainable management approaches and operations.

Integral to Urban Form: Through new development and municipal investment, Vegreville will connect more neighbourhoods using trails and active transportation opportunities. It will plan for a balanced supply and distribution of parks and related facilities and provide a balance of active and passive park spaces.

Investment in Outdoor Recreation Priorities: Vegreville invests in the advancement of identified outdoor recreation priorities in the Regional Master Plan for Recreation and Culture for residents and visitors and to attract business investment that creates jobs and grows the local economy.

The following actions emerged for trails and pathways from the research and consultation activities undertaken in the Master Plan development process:

Outdoor Recreation Facilities The Regional Recreation & Culture Master Plan (RRCMP) prioritized the need for reinvestment and provision of outdoor recreation facilities against set of criteria developed with input from stakeholder groups and the public to help prioritize one amenity over another. The following guidance is offered as a reference point on a focussed agenda for outdoor recreation facilities and amenities that are commonly located in parks and open spaces. Recommended outdoor facilities are considered with the respective park or open space each is to be provided in and reflected in the following Parks and Open Space section.

Policy Actions • Maintain the existing inventory of athletic and sport fields and renew as appropriate to accommodate requirements of user groups and governing sport organizations. Future demand on existing fields is expected to remain stable; demand for additional or new athletic fields or a cricket pitch is expected to be low across the planning period of the master plan.

Practical Actions • Investigate a dog-off leash area adjacent to any new trail routes or a fenced in trail section that can be used as a designated dog-off leash trail to provide the pet owner and the pet with space for simultaneous activity. These facilities are also appropriate for adequately sized neighbourhood parks.

• Prepare a business plan for the Town’s campground line-of-business. The business plan will inform concept design and capital costs associated with opening a second campground at the Museum site.

• Prepare multi-year business plans for all potential commercial ventures contemplated for community parks (bicycle and paddleboat rentals, mini-golf, etc.) to verify feasibility and to plan for start-up and lifecycle capital replacement costs.

• Add a disc golf facility in Pysanka Park to utilize available open space in the community-scale park.

• Reinvest in existing event and gathering spaces and supported parkland assets in community parks. Public washrooms, bandstands and similar amenities are vital to the activation of seasonal summer events. A four season concession stand at Pysanka Park may be viable and should be verified by preparing a business plan to verify feasibility.

Parkland and Open Space Parkland supports a wide range of physical activities and participation in outdoor sports that contribute numerous recreational and health benefits to Vegreville’s residents. The following key actions emerged from research and consultation with local stakeholders. Some of these actions track to the Regional Master Plan for Recreation and Culture:

Policy Actions: • Maintain a neighbourhood and community parkland provision supply ratio of 3.5-4.0 Ha per 1,000 population. This level of supply ample for a relatively low population growth scenario projected for Vegreville.

• Consider conversion of open space to neighborhood parks based on Parkland Classification System to address coverage gaps in the supply of neighborhood parks with.

Prioritize renewal of playgrounds in existing neighborhood parks.

• Apply age-friendly design principles in plans for new parks or parkland renewal to encourage life-long use of parks and the many benefits they offer residents.

• Establish a service level for all season maintenance and repairs for each parkland classification. This practice will help to rationalize and balance available maintenance resources across a parkland system with diverse needs. This practice will also ensure attention is given to maintenance of neighbourhood parks and open space – parkland that does not have a “voice” when annual work plans and priorities are established.

Appendix A: Proposed Concept Plan – Pysanka Park Pysanka Park has been a main destination park area in the Town of Vegreville for many decades. The Pysanka Egg monument made from anodized aluminum was erected in the mid 1970’s and has stood the test of time. There is currently a RV campground on the south side of the CN rail line and a RV campground in the southwestern area on the north side of the tracks. The north side campground has a picnic shelter and sanitary sewer dump station. The central area north of the rail line on the south side of the Vermilion River has a washroom building, an historic CN caboose and currently one seasonal operated food concession.

This concession area will be expanded to have a four-season concession.

The main access road on the north side of the rail line will have more formalized parking to accommodate the increased use of the park. If overflow parking is required in the medium time horizon this could be accommodated in a formalized layout in the existing campground area to the west and north of the rail line.

Other park components that currently exist are a major playground area, an exercise equipment area, a skate/scooter area and a trail linkage system with two bridges.

The upgrades to the park on the south and east side of the river include the additional three concessions; an historic CN engine; Elks Gazebo; a sand beach area at the south end of the reservoir; a paddle boat dock; northeast boardwalk on the edge of the reservoir; north parking area; mini golf course (subject to a business plan to verify feasibility); paved trails; picnic tables some with firepits; and additional tree planting.

The upgrades to the park on the north side of the river include an amphitheatre with a stage and screen; the existing gazebo relocated on the north side of the amphitheatre; expanded sledding hill; disc (Frisbee™) golf course; paved trails; picnic tables; and additional tree planting.

The strong seasonal demand for serviced camping sites in Vegreville, coupled with the Town’s economic development interests through visitor attraction suggests relocate the campground to the former Museum site where there is the potential for greater site capacity. The new site should ideally cater to groups and special events that would use the entire grounds and indoor facilities under a single rental. A business plan should be prepared for a new approx. 100 site campground to inform campsite design and capital costs and to match expected revenue with required operating expenses.

The existing campground at Pysanka Park should eventually be closed or used as a temporary camping location for special events only, given the capital costs of addressing the safety and site serving requirements.

When the current campground is closed, the property could be converted into parkland, connected by walking trails and a bridge to Pysanka Park, and plantings and heritage interpretations could be featured – including the restoration of the rail cars.
