Longest-serving Cabinet Minister remembers Madiba
E
nergy Minister Jeff Radebe, the longestserving Cabinet Minister in the South African government, has shared with PSM some of
the lessons he learned from former President Nelson Mandela. Minister Radebe served as the first Minister of Public Works in the democratic South Africa, working alongside Madiba to give life to his vision of a better country for all. Mandela, South Africa’s first black President, should be remembered as a leader who did everything with passion, said Minister Radebe. One of the things that Minister Radebe learnt from him was that to be a leader of the people you must have passion for the resolution of their challenges. He also taught him that enemies could be won over. “I learnt from him that I must look at the common good of the country, particularly its future. President Mandela exemplified this through his continued work in championing the welfare of children even beyond his retirement,” said Minister Radebe. He said the ideals of a non-racial society were upheld through all the years of President Mandela’s struggle for freedom and democracy. Minister Radebe added that from this he learnt that belief in our new nation must not waver and that we must all strive to triumph

OCEANA GROUP AND MADIBA
CELEBRATE 100 YEARS As recently as last year, the group faced a tremendous threat to job and food security with the continued drought in the Western Cape. To secure the livelihood of our employees and promote food security, we have invested R30 million in two new seawater desalination plants which are designed to pump and secure 1.4 million litres of water supply to our two Lucky Star canneries and fishmeal facilities in St Helena Bay and Laaiplek. As one of the most empowered companies on the Johannesburg Stock Exchange, our solid transformation credentials show our commitment and contribution to an inclusive economy and the societal issues faced by our country. As a founding member of the Responsible Fisheries Alliance, together with the WWF South Africa, Birdlife South Africa and three other fishing companies, we advocate the importance of sustainable fishing by keeping our marine ecosystem healthy and preserving our oceans. We reflect our commitment to voluntarism, education and food security through our various corporate social investment programmes. We continue to show our steadfast support to Mandela Day through our partnership with Stop Hunger Now SA by directing considerable efforts towards eradicating hunger on a national scale every year. As we reflect on Mandela’s centenary, which focuses on shelter, volunteerism, education, literacy and food security, we can proudly share that we have maintained long-term, sustainable economic and societal value for South Africans, through our concerted efforts to convert fishing rights into shared value for our employees, stakeholders and the communities in which we operate. We have grown from a company employing 500 people in 1927 to currently supporting close to 6 000 employees across South Africa, Namibia, Angola and the United States.

THE AVBOB FOUNDATION
For the past 100 years, AVBOB has provided specialist funeral insurance and burial services to South Africans from all walks of life under one roof. During 2012, the AVBOB Foundation was established as the vehicle for AVBOB’s CSI initiatives. Its flagship container library project commenced in January 2013 when the first of originally ten planned libraries was donated to a primary school in Tembisa. The project was a runaway success and was subsequently increased to 50 libraries pledged to the Department of Basic Education to be delivered over a five-year period. To date, all 50 of those libraries that were pledged by AVBOB’s chief executive officer (CEO), Frik Rademan, have been donated to schools across South Africa.
The libraries – worth approximately R500 000 each – are constructed from: Refurbished shipping containers that are equipped with solar panels (capable of powering computers and lights) Wooden laminated floors
5 YEARS
50 LIBRARIES
Book shelves A blackboard Tables and chairs, and Approximately 3 000 brand new books.
Rademan believes that, “dedication and commitment in developing literacy in our schools is not only the responsibility of partners and sponsors but, most importantly, it rests with the worthy recipients of our prized libraries”. Education is a societal issue and the container library project will have a long-lasting positive impact on the lives of thousands of young learners, and has already benefitted communities countrywide and positioned AVBOB as a strategic partner to the DBE.
Each library contains ±3 000 brand new books
= 1 container library
THE AVBOB SCHOOLS INFRASTRUCTURE PROJECT AVBOB believes that Corporate Social Investment (CSI) requires far more than a once-off donation to a worthy cause, and has to be aligned with their long-term goals and objectives. On International Mandela Day (18 July 2017) at Joe Solomon Primary School in Bloemfontein, AVBOB, in partnership with the Department of Basic Education (DBE), announced its intention to invest R150 million in the renovation, refurbishment and building of schools across the nine provinces in South Africa. AVBOB envisages that this investment will have a profound impact on the lives of young learners across the country. AVBOB TROLLEY LIBRARIES: Due to the success of the container library project,AVBOB received a number of enquiries from smaller, underprivileged schools. As part of the AVBOB Foundation’s strategy to ensure that public schools that have fewer than 600 enrolled learners are also accommodated, AVBOB Industries manufactures trolley libraries, in a wide range of models, which are available for order through the AVBOB Foundation. MZANSI YOUTH CHOIR: In 2015, the AVBOB Foundation adopted the internationally-acclaimed Mzansi Youth Choir and has been sponsoring the choir and some sixty choristers annually. The Mzansi Youth Choir was established in July 2003 with the objective of affording talented, underprivileged teenagers and young adults (aged between 14-24 years) the opportunity to perform locally and abroad. The choir has graced local and world stages, including performing at the Royal Albert Hall in London. DIEPSLOOT KASI HIVE: The Diepsloot Kasi Hive (DKH) consists of a group of dynamic young entrepreneurs who have been trying to make a difference in their community for many years but have, due to a lack of funds, struggled to achieve their goals. Towards the end of 2015, the AVBOB Foundation took DKH under its wing when it decided to sponsor the young entrepreneurs. The DKH members were awarded an opportunity to undergo an accredited training programme, and the AVBOB Foundation established a vegetable
tunnel for them with the aim of developing a commercially viable business that will be sustainable in the long run. On 25 November 2016, the DKH team had their first harvest, whereafter their produce was sold to members of the community. It takes great courage to step into the world and make it a better place for all. It requires determination, passion and dedicated people to turn dreams – or a vision – into a reality. AVBOB is dedicated to the vision of a great South Africa, and it is our intention to invest in the youth of this country, who have the potential to create a brighter future for themselves and their communities.

East London smart factory to create jobs The launch of the Yekani Manufacturing factory at the East London Special Economic Zone is expected to create at least 1 000 new jobs for the community. The R1 billion smart factory was launched by Trade and Industry Minister Rob Davies in June. The 100 percent black-owned information and communication technology (ICT), electronics and manufacturing company is a beneficiary of the Department of Trade and Industry’s (dti) Black Industrialist Programme and the Special Economic Zones Fund. “What we are witnessing today is a company that is getting into this space, which is very important as we prepare ourselves for the Fourth Industrialist Revolution. This is an example of what we can do if we put our minds to it. I think this is an investment to celebrate at a number of levels in an industry that is of strategic importance and key to job creation,” said Minister Davies. The dti provided R350 million for the construction of the factory that is located in the East London Special Economic Zone through the Special Economic Zones Fund. The company also received a R50 million grant under the Black Industrialist Programme for the machinery at the plant. Through the grant, the company will be able to employ a further 1 000 people. Formed in 1998, the company currently manufactures DSTV’s Explora HD decoders, TEAC television sets, set-top boxes and tablets. Group CEO of Yekani, Dr Siphiwe Cele, said the new facilities will allow Yekani to lead the way in technology innovation and to help Africa secure its rightful place among global technology leaders.

Health anti-corruption forum to curb fraud The Special Investigating Unit (SIU), in collaboration with other law enforcement units, has launched the National Health Anti-Corruption Forum to curb fraud, waste and abuse in the sector. According to the SIU, the health sector has been prioritised for investigation due to its susceptibility to corruption. Head of the Special Investigating Unit, Advocate Andy Mothibi, said fraudulent activities taking place in the sector included false claims by doctors, pharmaceutical companies inflating prices, hijacking of ambulances and attacks on paramedics. “Health plays a very important role in our lives. We are starting with the health sector because it has an impact on the lives of people,” he said. Mothibi added that the unit and other stakeholders would further discuss the risk categories. Research has shown that there are fraudulent claims, absenteeism and over-billing by service providers. “We would like to improve the environment, especially in areas where there is fraud,” he said. Other law enforcement agencies involved in the Health Sector Anti-Corruption Forum include the Hawks, the South African Revenue Service, the National Prosecuting Authority, the South African Police Service and the Department of Cooperative Governance and Traditional Affairs.

is not just a need but a human right as enshrined in the Constitution of the Republic of South Africa (Act No. 108 of 1996) which states that “Every citizen has the right to choose their trade, occupation or profession freely”. Outcome 5 of the Government Programme of Action 2014–2019 is concerned with developing a skilled and capable workforce to support an inclusive growth path. This further highlights the need for career development in building the economy of the country. Through cooperation and input from the three spheres of government and the public sector, the National Policy for an Integrated Career Development System for South Africa was developed and gazetted on 20 April 2017 (Vol. 622, No. 40795). While from the road it looks like a forest of steel poles, when visitors walk along the path, which represents the long walk to freedom, the laser-cut steel columns gradually come together. It’s at the focus point, 30 metres from the sculpture, that the columns line up and one can see the twodimensional image of Madiba. The sculpture visually shifts

ENSURING QUALITY The role also included monitoring the performance of quality-assurance partners (QAPs) (SETAs and professional bodies) in terms of the quality functions delegated to the QAPs by QCTO. PSM: What values do you prioritise as a leader? VN: First and foremost, I believe that as an organisation we are here to serve the people. While there has been substantial change since democracy, the sad reality is that this has not translated into benefiting our people as quickly as had been anticipated. For this reason, we have elected to fast-track our processes so that we impact society by providing credible qualifications and part-qualifications which make people employable. To do this, we need efficient systems and processes. On a personal level, my values include respect and regard for the individual and the institution; however, the individual (including myself) can never be bigger than the institution. I believe in people and therefore “take them along with me, creating opportunities for them express their own talents. I believe in honesty, integrity, and fair and just administration. VN: The realignment of historically registered qualifications acknowledges that there are certain qualifications that are in demand and have learner uptake. The realignment process means that the qualification will be reviewed to update it and bring it in line with the design and format of the occupational qualifications – in particular, specifying the knowledge, practical and work experience components. The qualification will then be registered as an occupational qualification and will be subjected to the full qualityassurance processes in place for occupational qualifications. VN: The NDP speaks about improving the quality of the college sector. QCTO’s role is to ensure firstly that there is a set of business- and industry-focused qualifications available at colleges and secondly that the provisioning of such qualifications is of the required standard and quality. This is achieved through QCTO’s accreditation and monitoring processes. QCTO is also currently coordinating a task team set up to advise the Minister of Higher Education and Training on a suite of skills development programmes to be offered at Community Education and Training Colleges. While QCTO cannot guarantee employment, it certainly can contribute to offering qualifications, part-qualifications and skills programmes which lead to meaningful employment or self-sustaining opportunities.
part-qualifications is critical if we are to ensure that such qualifications lead to meaningful employment. Industry is invited to the scoping phases where the purpose and outcomes of qualifications are determined. The community of experts who contribute to the development of the qualification are also drawn from industry as well as educational institutions. The same applies to the re-alignment of historically registered qualifications. CONTACT INFORMATION: PSM: The White Paper on Post-School Education and Training

For successful implementation, WIL strategies must: be part of the learning framework/curriculum from the onset, considering both the theoretical and practical components of learning; meet quality-assurance compliance requirements aligning learner attributes and the skills required within the workplace; and ensure that implementation provides sufficient learner support and guidance to the learner, that it is documented and that it forms part of the assessment process. South Africa When Nelson Mandela took office as South Africa’s first democratic president in 1994, he had the momentous task of completely transforming an entire government. South Africa assumed the rotating BRICS Presidency on 1 January 2018 and is hosting several activities around the 10th BRICS Summit, which is taking place later this month. The theme for the Summit is “BRICS in Africa: Cooperation for inclusive growth and shared prosperity in the Fourth Industrial Revolution”. “The work of the BRICS Working Group on Information and Communication Technologies and High Performance Computing, and its proposals for a flagship partnership to invest in big data technologies for socio-economic benefit, is an excellent example of our BRICS partnership responding to the opportunities and challenges of the Fourth Industrial Revolution,” said Minister Kubayi-Ngubane.
“Innovation and entrepreneurship is a way of moving ahead even in the presence of challenges. The transformation of technology in terms of the Fourth Industrial Revolution will benefit all societies. The question now is how we empower them to participate in this revolution.” India’s Minister of Environment, Forestry and Climate

In the past four years, these countries have accounted for 22 percent of the world’s gross domestic product and 17 percent of world trade share, producing a third of the world’s industrial products and one half of its agricultural goods. Intra-BRICS investment has grown 10 percent. The BRICS countries have also contributed to the robust performance of the G20. South Africa’s BRICS Sherpa, Ambassador Anil Sooklal, who also addressed the event, said the July summit had special significance, as it concluded the first decade of BRICS Summits at the highest diplomatic level. “This year is also important as the BRICS Chairship coincides with the centenaries of Nelson Mandela and Mama Albertina Sisulu,” said the Ambassador.

China said BRICS STI cooperation is successful and represents a significant proportion of the world’s knowledge production. “China ranks number one in scientific publications,” said Huang Wei, China’s Vice Minister of Science and Technology. Russian Ambassador Mikhail Petrakov said that societies cannot move forward without STI and that the BRICS meeting should have concrete and practical results. The Durban Declaration includes the establishment of a BRICS partnership on the new industrial revolution, and South Africa will explore mobilising STI resources in support of this initiative.

Remembering Albertina Sisulu
O
n 9 May 1994, Albertina Sisulu stood up in Parliament to nominate Nelson
Mandela for election as the first black President of a democratic South Africa. It was an historic moment that ushered a new era for the country and also put Mama Sisulu, as she was affectionately known, in the spotlight for a brief moment. But her role in the struggle for liberation of her country can be traced to decades earlier. Sisulu was one of the leaders of the historic Women’s March to the Union Buildings in Pretoria on 9 August 1956 alongside Lillian Ngoyi, Sophie de Bruyn, Helen Joseph, Rahima Moosa and many others. Although some people may be quick to associate her political struggle with that of her husband Walter Sisulu, the veteran ANC politician who died in 2003, Mama Sisulu was a leader in her own right.

Many teenagers are killing themselves because of these games. In this game, participants are expected to share photos of the challenges completed by them. This includes cutting themselves, killing animals and eventually killing themselves,” she said.
Watch your money Speaking on network vulnerability, researcher Mutemwa warned South Africans about using public and open networks for banking transactions. “Cybercriminals love public open networks such as internet café networks, coffee shop Wi-Fi and conference Wi-Fi. Use secure networks for banking – no banking or social networking on public Wi-Fi,” he said. South Africans are also looking into crypto-currency investments that promise high returns. “It is important to note quick returns are not a solution because we have seen millions of dollars lost when these schemes collapse,” said Mutemwa. Senior data scientist, Dr Marivate, conducted a study on social media mining safety. He leads a Data Science team at the CSIR. The team develops social media analytics, mapping and geo-location tools. “We are developing a tool to help law enforcement agencies, government and non-profit organisations to understand the trends in crime and public safety,” Marivate said. He added that there are still limitations to using social media data. “We need to understand the limits and biases that can be introduced by relying only on social media data that might represent only a subset of the population or perpetuate discrimination, given past data,” he said.

“Nothing is more important than to be loved by your colleagues,” Mandela said on 5 August 2008 when he addressed the staff of the Nelson Mandela Foundation at a private celebration for his 90th birthday.
ABOUT THE EDITORS Sahm Venter is the senior researcher at the Nelson Mandela Foundation in Johannesburg where she has worked since 2006. She previously reported on the last years of the struggle against apartheid for South African and the international media. As a correspondent for the international news agency, Associated Press, she covered the release from prison of Nelson Mandela and his presidency, as well as various news events on the African continent. In 2013, she and Swati Dlamini-Mandela co-edited Winnie Madikizela-Mandela’s book 491 Days: Prisoner Number 1323/69. Vimla Naidoo was a protocol officer in the Office of President Nelson Mandela where she helped to set up events, including receiving ceremonies for visiting heads of state and the opening of Parliament. She worked with President Mandela’s Advisory Council for National Orders to design a new set of state honours. She remained in Protocol throughout President Mandela’s term of office and for the first half of President Mbeki’s term. In 2001, she moved to the Nelson Mandela Foundation as a personal assistant to Nelson Mandela and Mrs Graça Machel, to whom she provided personal support and logistics.
