Some patients spending 90 days, at an approximate cost of $70.000, then coming right back, some 3 times, in less than a year. The Facility is a great place and is probably one of the top in the nation. The problem? When a soldier gets ready to leave
(with 3 mos, back pay) in their pocket, most are sent to homeless shelters or given a $750/mo. Hud voucher. Often times, they are sent to the local motels or bad areas of Dallas. After I got involved with trying to “fill the gap,” I noticed the sober living houses, in which I was a chairman in OK, refused to take our Heroes because of their medication. So, on a big leap of Faith, I founded Bunker House’s “Healthy Homes For Hero’s. A not for profit organization. I was

The Bonham City Council meeting on April 9th was chock-full of important agenda items. It was preceded by a 30 minute workshop presented by NewGen Strategies & Solutions’ Chris Ekrut to the Council on a Transportation/Drainage Study. (See my article “Bonham Transportation & Drainage Workshop” on page 3) Mayor Floyd masterfully managed the flow of the presentation to end the Workshop and begin the regular meeting on time. A Presentation was given by representatives of the Bonham Manufactures’ Roundtable regarding their sponsorship of the Bonham Housing Action Plan, in the amount of $14,000. Multiple presenters made the point that we have a critical housing shortage across all price spectrums in Bonham. Most of the workforce for these companies live outside of Bonham and would prefer to live and work in Bonham. on the upward trend of home prices in Collin and Grayson counties which is now spilling over into Fannin County. The average sale price has increased from 7/26/16 $150,000 in 2015 to over $200,000 in 2017. This housing price increase in Fannin County is being driven upward by workers from Collin and Grayson counties moving to our county because our prices are much cheaper here than the counties where they work. This in turn creates a further shortage of housing for workers of Fannin County companies. As part of the solution to this dilemma, the city council approved the creation and appointment of the Vision Bonham Implementation Committee whose purpose is to “assist, support, to develop implementation objectives and identify and recommend resources necessary to achieve each objective.” The 7 member committee will meet monthly and report directly to the Planning and Zoning Commission. Thank you, Pam Collins Aurand, Tom Thorton, David Prior, Reid Winger, Nina Phea, Newt Cunningham and David Odom plus alternates Sondra Compton and Jeff Cotner for agreeing to serve. Four agenda items included Requests for Qualifications for Financial Advisor, Bond Counsel and Engineering Services for the Sanitary Sewer Collection System Improvements and Water Distribution System Improvements Projects. These projects will be funded through the Texas Water Development Board Drinking Water State Revolving Loan Fund FY 2018-2019. Pete Phillips, former longtime Bonham City Planner, spoke in favor of placing donated memorial plaques for Willie Carpenter under the Magnolia trees at Powder Creek Park which was approved by the council. Finally, after adjourning into executive session for deliberations regarding real property, then reconvening in open public session and taking no action, the meeting was adjourned. The city council and staff had spent almost two hours handling the business of Bonham. As citizens, we appreciate the commitment our city leaders are making to Bonham’s future.
Construction Plans, Bonds and Waivers on Commissioners Court Agenda By Bill Carey - Leader Staff Writer It was relatively quiet at the April 10th commissioners court meeting. Unfortunately, Judge Carter was unable to attend due to the passing of an uncle without immediate family. Senior Commissioner Stan Barker presided with the other three commissioners in attendance. Several agenda items concerned construction plans and bonds along with waivers for subdivisions that were unanimously approved. These types of agenda items are sure to be appearing with increasing frequency as Fannin County continues to grow. County Treasurer David Woodson presented the Financial Report for March, 2018. The county had income of $978,551.82. In the combined 9 Texpool and ICS accounts there is a balance of $5,574,027.26. In the lengthiest agenda item by time, County District Attorney Richard Glaser came before the commissioners to request a higher starting salary than stipulated by county policy for a 30 year county employee he has hired to fill an open position of Administrative Assistant. Apparently, a department head with the money in his budget to pay for a higher starting salary based on merit and longevity is not the deciding factor. In the course of the 15 minute back and forth between the commissioners and the District Attorney, it became apparent to those of us in attendance that the county salary matrix needs some modifications. Merit and longevity based starting salaries seem to create a policy problem that all the commissioners agree needs to be addressed during the upcoming summer budget workshops. Unfortunately, for the District Attorney and his chosen person for the open position, the requested higher starting salary died for lack of a motion.

Bonham Transportation and 3/6/18 Drainage Workshop
By Bill Carey, Leader Staff Writer At the Workshop before the Bonham City Council meeting on April 9th, Chris Ekrut, a Director from NewGen Strategies and Solutions, made a presentation on Transportation and Drainage. The purpose of the presentation was to show the City Council how to raise money from Bonham citizens by charging user fees for driving your vehicle on city streets and for drainage runoff from the improved portion of your Bonham property. Bonham could raise $899,233.00 from the Transportation Fee and $274,171.00 from the Drainage Fee. This is a total of $1,173,404.00 annually. The maximum monthly fee would be $8.43 for the Transportation Fee and $6.40 for the Drainage Fee for Single Family Homes in Bonham. This is a total increase of $14.83 monthly and $177.96 annually. The Transportation Fee and the Drainage Fee would be billed with your monthly City of Bonham Utility Bill which now includes water and sewer. If you have a $50.00 monthly utility bill, these two additional fees will raise your city utility bill
30 percent. There would be certain exemptions allowed to avoid having to pay the Transportation Fee and the Drainage Fee. “Users that don’t own or regularly use a private motor vehicle for transportation. Users that have a wholly sufficient drainage system. Undeveloped Property.” Potential Exemptions include: Federal, “State, County, and City; Independent School District; Religious Organizations; Cemeteries; Housing Authorities.” If an entity is given an exemption, the lost fees cannot be made up by placing additional fees on unexempt users. Holiday Inn Express would pay a monthly Transportation Fee of $191.02 and a Drainage Fee of $23.27. Walmart would pay a monthly Transportation Fee of $1,401.27 and a Drainage Fee of $247.46. The Woodmoore Assisted Living would pay a monthly Transportation Fee of $1,890.37 and a Drainage Fee of $39.16. Bonham Chrysler would pay a monthly Transportation Fee of $165.31 and a Drainage Fee of $110.72. The VA would pay a monthly Transportation Fee of $7,953.00 and a Drainage Fee of $518.92. We applaud the Bonham City Council for looking for innovative ways to find sources of funds to repair and replace aging streets and other city infrastructure. However, it may behoove the City Council to solicit citizen input including putting these new fees to a vote before they are implemented.

By Bro. Beasley The hope of which I write this week is more than a wish or a dream. It is the lifting of the human spirit with a feeling of confidence and assurance. I have been blessed by a good measure, not only with a long life but also full and abundant joy made available thru the provisions of God. For my article, I am using a page from the past that happened some 75 years ago. It was an experience of holding on to hope. As part of my military time I spent nine months in Stalag Luft 1 located in Barth,
Germany. My captivity as a prisoner of war began September 5, 1944. It was now the early part of March 1945 and with the weather improving our forces were able to begin making some strategic advances. All information was encouraging to us and the feeling was growing that we would be liberated soon. Our “down” time gave way to hope and suggested that we would soon be free. Even though “down times” will continue to come, we still have reasons to be people of hope. While America is flawed, we are both forgiven and free. I am not hungry. I have plenty of food to eat. I have support from both family and friends.

Bonham Public Library Receives 2018 8/10/10 Texas Library Grant
The Texas Book Festival Announces 2018 Library Grant Recipients
AUSTIN, TX (April 5, 2018) - The Texas Book Festival announced the winners of its 2018 Texas Library Grants at the Texas Library Association conference in Dallas today. Fortyeight public libraries across 37 Texas counties received grants totaling $100,131.72. The TBF’s Texas Library Grants support collection enhancements that allow public libraries to meet the needs of their diverse communities by updating, improving, and expanding the variety of the books offered to their patrons. Out of the 48 public libraries awarded, nine are first-time Texas Book Festival library grant recipients. How Grant Money Will Be Used: 2018 funds target a mix of needs. Several libraries receiving a Texas Book Festival grant will expand their collection of Spanish and bilingual books, including Cockrell Hill Public Library, located in a city where
91% of residents are Latino, but only one eighth of the library’s current collection serves the needs of bilingual and Spanish-speaking families and individuals. Other libraries will expand their audiobook collections, replacing collections currently held on decaying cassette tapes. Bandera County Public Library, for instance, will use its Texas Book Festival grant money to serve special needs students in their community who listen to audiobooks for educational and personal enrichment. Many library grantees are rural, including Roberta Bourne Memorial Library, the only library in its area within 300 square miles. With its Texas Book Festival grant, this library will replace out-of-date and worn out books and update their collections which serve as an important resource for the local population, 29% of which is below the poverty line. “The books and resources

I’m Chad Burnett, and I’m running for Bonham ISD School Board Place 1. I spent 6 years on the school board and I want to once again represent the STUDENTS and the taxpayers of Bonham ISD. I want everyone to know I FULLY support Superintendent Dr. Marvin Beaty, his staff, and most importantly the TEACHERS!! While I was on the school board, Bonham ISD made some GREAT progress under the leadership of Dr. Beaty. We were able to do ALL these things without raising YOUR taxes!!! 1. Build a new AG barn. Dr Beaty even worked out a deal with the Fannin County Multi-Purpose Complex to build the AG barn with a cost less than $300,000. We would also have had access to 170+ acres for agricultural projects. Regrettably, with a 5-2 to vote, that plan was abandoned and moved to its current location at a cost
of $1.1 million, costing an extra $800,000 of taxpayer money! While on the board, I was one of the two people who voted for the Multi-Purpose Complex site which would have saved SO much taxpayer money!! Unfortunately, there is a small group supporting my opponent who want to fire the superintendent!! Even after all these great and uplifting achievements!! We CAN’T let this happen! We need to continue to work TOGETHER and not try and tear this progress apart!! I was raised here! I went to school here! I live here! I go to church here! And I have a business here! I care about OUR schools and OUR community! I ask for YOUR VOTE to help continue the great progress made and to continue to watch over YOUR TAX DOLLARS in a financially responsible way! This will be another Paula Wright recipe, and the last one for a while. She told me about this recipe and I told her I wanted it because Tom just loves orange sherbet. Around 1979-1980 Lucille Webb created over 100 pastel drawings of Bonham homes and buildings. This entire collection is now on display in Bonham, with most at the Fannin County Museum of History and others at the adjacent Fannin County Historical Commission and the Bonham Visitors Center. Most of the pastels are of Bonham homes that existed at the time, although some are of homes that no longer existed, and must have been created from memory or photographs. Individually they are delightful and colorful, but taken as a whole the collection is amazing.
There is no book devoted to the architectural history of Bonham. This exhibit in some small way shows the remarkable number of interesting homes in Bonham. Come and take advantage of the chance to see these pastels, which will remain on display through Heritage Day, May 5. An inventory is at the Museum - if you live in Bonham, there may be one of your home or of homes in your neighborhood. The Fannin County Museum of History is located at One North Main in Bonham, just a few blocks south of the Courthouse Square in the old railroad depot. It is open Tuesday - Saturday, noon - 4:00 p.m.

Christian Chapel Methodist Church Burns Mortgage By Malinda Allison and Claude Caffee In 2001 - 2002 the Christian Chapel Methodist Episcopal Church made a great leap of faith to build a new church building on West Market Street in Honey Grove. On Sunday, April 8, Rev. Dr. Esther F. Lawson, special guests and Congregants celebrated the “Burning of the Mortgage” for the church building. Mayor Pro-Tem Leigh Dixon, on behave of the City of Honey Grove, was on hand to give congratulations to the congregation and participate in the event.

A Game Show Host A Zavala County game warden recently completed a year-long investigation involving a ranch manager who was selling hunts without the consent of the landowner. The ranch manager even brought in a camera crew from a well-known outdoors television show to video the hunts. The dad claimed they were just driving around, showing his son “how to load a gun, shoot in a safe direction . . . and you know, gun safety stuff.” After the warden issued a citation for discharging a firearm from a public roadway, and provided a brief primer on firearms safety, the father asked, “Did I really pull into your driveway?” The warden nodded and smiled. “That was kinda convenient,” replied the man. Did You Lose Something? Anti-Social Media Behavior Game wardens in Limestone and Leon counties recently completed a several month long investigation into an animal cruelty case. The suspect had used fireworks to torture a live, previously injured raccoon and posted the act on social media. The suspect was recently indicted by a Limestone County Grand Jury and warrants for his arrest were obtained. The suspect was arrested and placed in the Limestone County jail. The case is pending.

Home Country: Slim Randles Billy’s been a busy guy ever since he became4/10/18 the official town dog here. Sally had been the town dog until she passed away on Doc’s porch, and then Billy’s owner died just two weeks after that, so it was something of a natural progression. Sometimes offices are filled without an election. The high school wood shop boys built Billy a dog house next to the school crossing, but Billy preferred Aunt Ada’s couch in the cold months and a nice dog depression under an oak tree when it’s warm.
Billy was making the rounds this morning. He had snacks at the Gates of Heaven Chinese café (back door, of course) and the Mule Barn truck stop, and conned a granola bar out of some kids just leaving the convenience store. Then he headed down the main street, turned right at the drug store, and ended up on the porch of The Rest of Your Life Retirement Home. A brief scratching and whining gave him access, and he cruised around, being petted and loved, until he

KAREN JEAN CANNON
Karen Jean Cannon of Honey Grove, TX passed peacefully with her sister and most of her children at her side. She was born October 28, 1937 in Detroit, MI. Karen moved from Michigan to Uniontown, PA in the mid-60s. In the mid-70s she moved her family to Largo, FL. She raised 9 children as a single mother, working multiple jobs at a time, and still managed to obtain her GED, along with her Nursing Assistant Certificate and Physical Therapy Assistant Certificate. In 1989 she met Rupert Lee (Cannonball) Cannon, whom she married on February 14, 1992 in Clearwater, FL. Upon his retirement they moved to Telephone, TX. Karen made annual trips back to Michigan & Florida for family events. She unconditionally loved all of her children equally and had an individual relationship with each. All of her children and her sister traveled from Michigan and Florida in October 2017 to celebrate her 80th birthday. This was the first time they were all together in over 20 years. She is preceded in death by her husband of 25 years, Rupert Lee Cannon on July 10, 2017; sons, Raymond Lee Wingrove and Arthur Soper; brothers, Richard O’Neill, Robert O’Neill, and James Roger O’Neill; sister, Peggy Ann Marion. Honey Grove – Funeral services for Billy Ray “Bill” Thurman, 81, of Honey Grove, TX, were held at 3:30 PM on Saturday, April 14, 2018, at the Cooper-Sorrells Funeral Home Chapel in Honey Grove, TX. Officiating was Denny Tompkins. Interment followed at the Oakwood Cemetery. Bill passed away Wednesday, April 11, 2018, at Medical City Plano. Billy Ray Thurman was born on January 14, 1937, in Delta County, Texas, to William Raymond and Ollie Mae (West) Thurman. He was one of the 16 children born to the Thurman family. When he was six years old, the family moved to the Dial Community where his father farmed. That started his lifelong love of the land and agriculture. He went to school at Dial until it consolidated with Honey Grove ISD in the late 1940’s. Bill graduated from Honey Grove High School where he played football, basketball, and boxed being named honorable mention All-State in basketball. He was a four-year member of the FFA, winning the DeKalb Award. Bill married Mary Anne Evans on June 21, 1956. He farmed in Dial, and then worked at Lone Star Gas Company. When General Cable opened a plant in Bonham, he joined the company and worked there for 28 years. After his tenure at General Cable he returned full-time to his first love of farming and ranching. Bill served on the Honey Grove ISD Board of Trustees. He also served as the Webelos leader in the local Boy Scouts organization. When he was twelve, he became a member of Dial Baptist Church and served faithfully for several decades as a teacher, treasurer, deacon, and mentor to many young pastors. Left to cherish his memories is wife of the home Mary Anne Thurman; sons, Steven Mark Thurman and wife Kelly of Lewisville, and Todd Thurman of Honey Grove; granddaughter Brook Thurman House and husband Trent of Port Lavaca; siblings, George Thurman of Honey Grove; Charles Thurman of Irving; Gene Thurman of Savoy. He is preceded in death by Dorothy Houston, Royce Thurman, Pauline Pecena, Juanita Wall, Robert Thurman, Thelma Jo Wheless, Annell Thurman, Sue Wishard, Johnny Thurman and Mack Thurman. He passed away on Wednesday, April 4, 2018 at his home surrounded by his loving wife and daughter. Doug married Evelyn Sue (Gannon) Bozeman on August 7, 1962 in Yuba, OK. He was a super husband and father. Doug was employed at Southwest Pump working the drill press. He was also a rancher; he enjoyed his cattle. Doug was a member of the Bonham Masonic Lodge and a 49 year member of Scottish Rite. Doug often used this quote by Willie Nelson to describe himself “Them that don’t know him won’t like him. And them that do sometimes won’t know how to take him. He ain’t wrong he’s just different. Lee served on the boards of numerous organizations, including Bonham Lions Club, Bonham Campfire Board, and Bonham Chamber of Commerce. Lee had a passion for gardening and loved planting flowers, shrubs, and trees. He took great pride in his yard. It was not unusual to pass his house and see him on the lawn mower, hoeing weeds, watering or fertilizing. He loved all holidays especially Christmas. At Christmas time he took great pleasure in decorating his yard for everyone to enjoy. When he wasn’t working in the yard, he was antique shopping or traveling. Most of all he enjoyed spending time with his family and friends. Lee had a fierce love for his 5 grandchildren. He was a kid at heart and enjoyed spoiling and playing with them any chance he could. Lee will always be remembered for his big heart and generosity. Lee is survived by his loving wife of 49 years, Ann (Franklin) McBroom of Bonham; daughters, Michele Hieb and husband Steve of Frisco and Wendi Spece and husband James of Frisco; grandchildren, Kyler and Mylie Hieb and Jack, Jett and Kate Spece; brother, David McBroom and wife Donna of Bonham; nephews Darrell and Geoffrey McBroom;

The total distance of the project is approximately 20 miles. Pursuant to Texas Administrative Code, Title 43, §2.106 this notice is affording an opportunity for a public hearing on the proposed project. Bonham – A memorial service for R. Lee McBroom Jr., age 74, a longtime Bonham resident and businessman was held at 2:00 pm on Saturday, April 14, 2018 at Cooper-Sorrells Funeral Home Bonham, TX. Dr. Randy McBroom officiated. Visitation was held prior to the service starting at 1:00 pm. Lee McBroom passed away peacefully in his family’s loving presence on Monday, April 9, 2018 at Texoma Medical Center Denison, TX, after a long and courageous battle of chronic illnesses. R. The proposed project would overlay the existing one eastbound and one westbound travel lanes with 10 foot wide outside shoulders for use as two 12-foot wide eastbound travel lanes with four-foot wide inside shoulders and 10-foot wide outside shoulders; construct two 12-foot wide westbound travel lanes with a 10-foot wide outside shoulder and a four-foot wide inside shoulder separated by a variable width median (typically 68 feet wide) from the existing travel lanes; construct 12-foot wide dedicated left-turn lanes at 47 crossovers along the project; construct 14-foot wide entrance and exit ramps at major cross streets along the project; construct westbound overpasses at SH 121, SH 78, and Farm-to-Market Road (FM) 100; and construct westbound bridges over Bois D’Arc Relief, Bois D’Arc Creek, Sloans Creek, and Bullard Creek. No new right-of-way or easements are required. Information about the tentative schedule for construction can be obtained from the TxDOT district office at the address listed below. Froese tops track/field area-meet quartet for SR By Rich Hilliard Danny Froese advanced in two running events to lead four Sam Rayburn athletes who qualified for area-round track and field competition on April 18 in Springtown. Froese finished third in the 100 meter dash and 200m at the District 12-2A Meet on April 11. Sara Carpio defended her district title in the high jump to qualify on April 9.
Also advancing will be McKayla Hartline via a third place finish in the girls 400m on April 11 and Weston Whiteside via taking fourth in the 3200m on April 9. HG Tennis: Honey Grove’s Kelsee Frost and Isabella Morrison will be a Region II-2A tennis alternate in girls doubles this month. The duo placed third last month during district competition.
