The steak should be about 1/2 in. thick. It’s easier to cut meat partially frozen. Pound meat lightly, you don’t want it too thin. Add all ingredients in a large bowl. Mix well. Cover and refrigerate overnight (8 hrs). Line cookie sheets with tin foil. Place strips on sheets, don’t overlap meat. Set oven at lowest temperature. (150175°F). Bake six hours, turning after three hours. Jerky is done when meat is dried out, depending on your oven. You can also use this recipe in a dehydrator.

QUAIL MANAGEMENT GIVEN BOOST Commissioners vote to route $250,000 from lease agreement to efforts outlined by plan. The Pennsylvania Board of Game Commissioners hope to jumpstart the state’s quail management efforts, and on Tuesday took action toward that end. The board formed a committee to oversee implementation of the Game Commission’s quail-management plan, which includes an initial survey to identify quail habitat and determine how many wild quail live in Pennsylvania . Additionally, the board amended a nearly $3.9 million lease agreement for oil and gas rights to route $250,000 to wildlife management resources, specifically for the management of the northern bobwhite quail. Commissioner Jay Delaney made the motion to amend the lease, and it was seconded by Commissioner Brian Hoover and approved by a 5-2 vote. Commissioners Ralph Martone and Charles Fox voted against the measure, and Commissioner Ronald Weaner was absent. Delaney said the Game Commission should place priority on efforts to manage bobwhite quail, since most reports indicate the species is in decline, and perhaps could be considered endangered. The commissioners said the additional funding would help in providing resources for quail management. f

PENNSYLVANIA ADJUSTS CWD RULES Game Commission lifts requirement for hunters to take harvests to check stations. Hunters harvesting deer in areas of Pennsylvania where chronic wasting disease has been found will need to comply with special rules during the upcoming hunting seasons. But the Pennsylvania Game Commission for the 2013-14 seasons has removed the requirement for successful hunters within a Disease Management Area to take their harvests to a check station where samples can be collected for disease testing. Instead, the Game Commission will use other methods to determine how prevalent the disease might be in areas where it has been found. The changes correspond with changing circumstances in Pennsylvania regarding chronic wasting disease (CWD), a disease that always is fatal to deer, elk and moose but that is not known to be transmitted to humans. When CWD first was detected in Pennsylvania in captive deer at an Adams County facility in 2012, there was no evidence any of the state’s free-ranging deer had been impacted by the disease. Intensive monitoring efforts that included requirements for certain Pennsylvania hunters to
take their harvests to check stations were intended to determine whether CWD might have spread from the captive to the free-ranging deer population. Since that time, however, positive CWD test results have been returned in relation to three freeranging deer harvested by hunters in Blair and Bedford counties. And now that CWD has been found among some of the state’s free-ranging deer, the Game Commission must focus on managing the disease rather than trying to prevent it, said Calvin DuBrock, director of the Game Commission’s Bureau of Wildlife Management. “Now that we know CWD is in the wild, our mission is to determine how prevalent it is in the areas in which it’s been found and to do what we can to slow its spread,” DuBrock said. “We have already begun collecting and testing samples to give us a clearer picture of the disease’s impact, and we will be asking hunters within the state’s two Disease Management Areas to comply with special rules, but there won’t be quite so many demands on hunters this year in relation to our monitoring.” HUNTING WITHIN DISEASE MANAGEMENT AREAS Special rules apply to hunters and residents within the state’s two Disease

Management Areas (DMAs). DMA 1 encompasses an about 600-square-mile area that includes parts of York and Adams counties. DMA 2 - which was established earlier this year as a result of CWD positives in freeranging deer - spans nearly 900 square miles in parts of Blair, Bedford, Huntingdon and Cambria counties. Detailed maps of those DMAs, which form their borders along roads and water courses, are available online at the Game Commission’s web site, www.pgc.state.pa.us and also appear on pages 53 and 54 of the 2013-14 Pennsylvania Hunting & Trapping Digest. Those hunting within either DMA need to know that deer carcass parts determined to have a high risk of transmitting CWD cannot be removed from the DMA. High-risk parts include the head (including brain, tonsils, eyes and any lymph nodes); spinal cord/backbone; spleen; skull plate with attached antlers, if visible brain or spinal cord tissue is present; cape, if visible brain or spinal cord tissue is present; upper canine teeth, if root structure or other soft tissue is present; any object or article containing visible brain or spinal cord tissue; unfinished taxidermy mounts; and brain-tanned hides. The meat from harvested deer may be removed from the DMAs, so long as it does not contain any highrisk parts. Hunters also may remove from the DMAs any cleaned skull plates with attached antlers, if no visible brain or spinal cord tissue is present; tanned hide or raw hide with no visible brain or spinal cord tissue present; capes, if no visible brain or spinal cord tissue is present; upper canine teeth, if no root structure or other soft tissue is present; and finished taxidermy mounts. The use of urine-based deer attractants is prohibited within the DMAs, as is the direct or indirect feeding of wild, free-ranging deer. Those who hunt within a DMA, but who live in another area, need to plan what they will do with any deer they harvest within the DMA. Harvested deer can be taken to any cooperating processor or taxidermist associated with the DMA, and the processed meat or finished taxidermy mounts can be removed from the DMA when they are ready. Hunters who want to process their own deer may remove the meat from the carcass and dispose of any high-risk parts at dumpsters to be set up at locations within the DMAs. Proper disposal of highrisk parts is important because CWD can be transmitted from deer to deer through both direct and indirect contact, and dumping high-risk parts in areas where free-ranging deer might be exposed to them increases the risk of spreading the disease. SAMPLING FOR CWD The Game Commission has continued disease sampling on road-killed deer within the DMAs for the last several months, and the agency will collect some samples during the upcoming deer archery season. But the bulk of samples are likely to be

collected during the regular two-week firearms season for deer, which opens Dec. 2. The commission has set a goal of collecting 1,000 samples from each DMA. DuBrock said that testing 2,000 samples will provide biologists with a solid indication of how prevalent the disease is where it is known to have existed. The Game Commission intends to stop sampling after it reaches the benchmarks. The Game Commission will notify hunters of any deer that are sampled and test positive for CWD. However, hunters should understand that their deer, even when taken to a cooperating processor or taxidermist, might not be tested for the disease. Some hunters might want to know for certain that a deer they harvest will be tested for CWD, and the only way to assure the animal will be tested is to take the harvested deer’s head to the Pennsylvania Department of Agriculture laboratory in Harrisburg. Transporting a deer head for disease testing is a permitted exception to the prohibition on removing high-risk parts from the DMA. Before transport, the head should be placed in a plastic garbage bag, with that bag then placed in a second plastic garbage bag. Other high-risk parts should not be removed from a DMA and should be disposed of properly within
the DMA instead. Hunters who have their deer tested by the Department of Agriculture will need to pay a fee. Those interested in testing should call the Department of Agriculture at 717-787-8808 before making a trip there. More information about this process can be found by clicking on the CWD link of the Department of Agriculture’s web site, www.agriculture.state.pa.us Chronic wasting disease is not known to be transmitted to humans; however, out of an abundance of caution, hunters are advised not to eat the meat from animals that test positive. Hunters also are urged to never shoot deer that appear sick. Instead, deer that appear unhealthy should be reported to the nearest Game Commission regional office. Game Commission officers will investigate such reports. INFORMATION ON CWD Four public meetings have been scheduled - two in each DMA - to explain the rules that apply to hunters and to answer general questions about CWD. The first meetings were on Sept. 17 in York County, and Wednesday, Sept. 25 at Spring Cove Middle School, 185 Spring Garden Drive in Roaring Spring, Blair County; meetings are scheduled for Tuesday, Oct. 22 at Bermudian Springs High School, 7335 Carlisle Pike in York Springs, Adams
County; and on Monday, Oct. 28 at Northern Bedford High School, 152 NBC Drive in Loysburg, Bedford County. All meetings start at about 6:15 p.m. While chronic wasting disease is new to Pennsylvania, it is not a new disease. CWD first was discovered in 1967, and it has been researched since. Scientists believe CWD is caused by an unknown agent capable of transforming normal brain proteins into an abnormal form. There currently is no practical way to test live animals for CWD, nor is there a vaccine. Clinical signs include poor posture, lowered head and ears, uncoordinated movement, rough-hair coat, weight loss, increased thirst, excessive drooling, and, ultimately, death. There currently is no scientific evidence that CWD has or can spread to humans, either through contact with infected animals or by eating meat of infected animals. Flame Resistant Clothing Bradford Store Only cwd articles continued DISPOSAL OF HIGH-RISK PARTS While using a cooperating processor or taxidermist does not guarantee hunters that the deer they harvest will be tested for CWD, it does assure that the high-risk parts from harvests are given proper disposal. Because CWD is transmitted from deer to deer both directly and indirectly, and because the prion that causes CWD can live in the soil - perhaps forever, hunters should never dump high-risk deer parts anywhere living deer might come in contact with them. Doing so only increases the risk of further spreading the disease. Instead, hunters should make certain all high-risk deer parts make their way to a landfill for disposal. Cooperating processors and taxidermists who are contracted by hunters for their services have pledged to properly dispose of highrisk parts. A list of cooperating processors and taxidermists is available at the Game Commission’s web site, www.pgc.state.pa.us and will be updated regularly with any changes. Some of the cooperating processors and taxidermists associated with either DMA might be located just beyond the DMA’s border. Hunters harvesting deer within the DMA may use those processors - this is another permitted exception to the prohibition on removal of high-risk parts. In such cases, deer should be taken directly from the DMA to the cooperating processor or taxidermist. Hunters who process their own deer can dispose of high-risk parts by bagging them with other trash that’s destined for a landfill. Hunters within the DMAs also can take high-risk parts to one of four sites on state game lands - two in each
DMA - where dumpsters will be set up to collect high-risk parts. Collection sites in DMA 1 will be at State Game Lands 242 and State Game Lands 249, and in DMA 2, sites will be set up at State Game Lands 147 and State Game Lands 41. Dumpsters at those sites will be available for use from the first day of the archery deer season until the close of the flintlock muzzleloader season (Oct. 2 to Jan. 11). The exact locations of dumpsters can be found on the Game Commission’s website. f CWD PRECAUTIONS Wildlife officials have suggested hunters in areas where chronic wasting disease (CWD) is known to exist follow these usual recommendations to prevent the possible spread of disease: - Do not shoot, handle or consume any animal that appears sick; contact the state wildlife agency if you see or harvest an animal that appears sick. - Wear rubber or latex gloves when field-dressing carcasses. - Bone out the meat from your animal. - Minimize the handling of brain and spinal tissues. - Wash hands and instruments thoroughly after field-dressing is completed. - Request that your animal is processed individually, without meat from other animals being added to meat from your animal, or process your own meat if you have the tools and ability to do so. - Have your animal processed in the endemic area of the state where it was harvested, so that highrisk body parts can be properly disposed of there. Only bring permitted materials back to Pennsylvania - Don’t consume the
brain, spinal cord, eyes, spleen, tonsils or lymph nodes of harvested animals. (Normal field-dressing, coupled with boning out a carcass, will remove most, if not all, of these body parts. Cutting away all fatty tissue will help remove remaining lymph nodes.) Consider not consuming the meat from any animal that tests positive for the disease. f
LANDOWNERS FACE EARLIER DMAP DEADLINE Change aims to make all DMAP permits available when new hunting licenses go on sale. The Pennsylvanians who line up to purchase new hunting licenses as soon as they go on sale often are driven by a desire to obtain special property-specific permits to hunt and harvest antlerless deer. The only problem is that those permits, issued as part of the Deer Management Assistance Program, or DMAP, in some cases aren’t available when license sales begin. It’s a scenario the Pennsylvania Board of Game Commissioners is looking to change. The board on Tuesday voted to bump up the application deadline for landowners interested in taking part in the DMAP program. By requiring landowner applications to be submitted by May 1 - a month earlier than the current deadline - the commissioners hope all
permits for all DMAP properties will be available when licenses go on sale. The Game Commission also would speed up its distribution of application forms to landowners, making the forms available at each of the agency’s regional offices by Feb. 15 of each year. “This change will benefit hunters, but there may be some confusion for landowners,” said Chris Rosenberry, who heads up the Game Commission’s Deer and Elk Section. “In an effort to reduce potential problems, we will be sending letters and applications to landowners who participated in DMAP to assist them in making this transition.” DMAP provides an additional means for qualifying landowners to manage deer to meet their specific land-use goals. DMAP permits can be used only to harvest antlerless deer on the properties for which the permits are issued. The DMAP permits hunters obtain are separate from the antlerless licenses sent out by county treasurers, and DMAP permits are not counted as part of the three-license limit that exists for antlerless licenses in most parts of the state. Hunters can get up to two DMAP permits per property. DMAP permits can be purchased through the Pennsylvania Automated Licensing System (PALS), but because some properties make only a handful of permits available, securing a permit can be a challenge. That’s why many of the hunters who seek DMAP permits each year buy their hunting licenses on the first day of sales annually - the second Monday of June. Based on the application schedule that had been used, however, permits for many DMAP properties weren’t available to purchase until late June, or even early July. And if permits for a specific property weren’t available right away, interested hunters had few options but to check back at a later time. “This change is one of convenience for hunters,” Rosenberry said. “Now hunters will be able to purchase all of their hunting licenses and DMAP permits at one time.” f

CAMPFIRES ON GAME LANDS LIMITED Change would require most to possess a valid hunting, furtaking or fishing license. The Pennsylvania Game Commission doesn’t have a problem with many of the small, open campfires set and maintained on state
game lands. Historically, hunters, trappers, anglers and Appalachian Trail throughhikers using state game lands have been permitted to use open fires for cooking or warming purposes. Recently, however, there’s been an increase of open fires at game lands that have nothing to do with the intended uses of game lands. And to address that problem, the Game Commission is putting limits in place to regulate who can set and maintain fires at game lands. Under the change, persons setting campfires on game lands must possess a valid hunting, furtaking or fishing license, or be through-hiking on the Appalachian Trail. Precautions must be taken to prevent the spread of the fire, and the fires must be attended at all times and extinguished completely before the site is vacated. Fires will not be permitted at times when the fire index rating used by the state Department of Conservation and Natural Resources is high, very high, or extreme in that area. A person causing a wildfire, in addition to facing possible criminal penalties, is liable for damages and the cost of extinguishing the fire.

1983, when the first 12 eaglets were plucked from wild nests in Canada to be raised and released here, Pennsylvania was host to only three bald eagle nests -- all of them in Crawford County in the northwestern corner of the state. Three decades later, there are more than 271 nests statewide. And it’s clear the bald eagle no longer fits the description of a “threatened species” -- one that is in danger of becoming endangered throughout its range in Pennsylvania, said Patti Barber, an endangered bird biologist for the Game Commission. “These birds are doing remarkably well and there certainly is room for their population in Pennsylvania to grow,” Barber said. Criteria for removing the bald eagle from the state’s threatened species list are laid out in the Game Commission’s bald eagle management plan. The plan calls for delisting eagles as threatened if all of four criteria are met for five consecutive years. There must be at least 150 active nests statewide; successful pairs in at least 40 counties; at least a 60 percent success rate of known nests; and productivity of at least 1.2 eaglets fledged per successful nest. Three of those criteria already have been met for a five-year span, and eagles in 2013 will exceed for a fifth-straight year the requirement of nesting successfully in at least 40 counties. Barber said removing bald eagles from the state threatened species list would neither hinder eagle populations in Pennsylvania nor knock off course the species’ comeback here. If the bald eagle is delisted, the bird will continue to be protected under the federal Bald and Golden Eagle Protection Act (the Eagle Act), the Migratory Bird Treaty Act, and the Lacey Act. Under the Eagle Act, those who harm or disturb eagles are subject to a civil penalty of up to one year in jail or a $5,000 fine for their first offense, and criminal convictions can result in fines as high as $250,000.
Additionally, state penalties for disturbing protected wildlife include fines of up to $1,500 and bolster protection for Pennsylvania eagles. The Pennsylvania Board of Game Commissioners said Tuesday it will be looking closely at what the Game Commission might do to help bat populations, which have been in decline due to White-Nose Syndrome (WNS). White-Nose Syndrome is caused by a fungus and affects hibernating bats. The fungus, which is white in color, accumulates on the bats’ noses and wings, and causes the bats to arouse often during hibernation, leading them to burn up crucial energy reserves. Most of the bats afflicted with white-nose syndrome end up dying, and the decline among bat populations has been sharp. The commissioners said any actions they might take to help bats need to be taken soon, or the impact of WNS on bats might be too severe. “I don’t want to sit here in two or three years and say it’s too bad we didn’t do anything,” Commissioner David Putnam said. The board said it would be discussing the matter further at its December working group meeting. f

Johnson joins fellow grads Jenna Gannon and Shana Brown in accepting 10-month teaching positions in Ningbo, China, through China’s leading education service provider, Dipont Education. The young women are currently in Ningbo, preparing to embark on a new after-school initiative that will have them using their native tongue and an American curriculum to teach English, math, science and art in a preschool program for Chinese children. Besides her classroom experience, Tawney has worked with preschool-aged children in a day-care setting and believes the combination of classroom learning and hands-on experience has prepared her for her first teaching job. Meanwhile, it isn’t all work and no play for these three. Sightseeing definitely tops their list of things to do during their temporary arrangement halfway around the world. “This will be my first time outside of the United States, besides being on the Canadian side of Niagara Falls,” said Johnson. “It’s going to be an adventure.” In addition to China, Mercyhurst students and graduates have also held teaching positions and internships in Haiti and Ireland. f

I bought remnants of fleece fabric that were blanket sized and didn’t have to hem them since fleece doesn’t unravel. I got three nice sized blankets for just a few dollars this way. We like to use these for covers while watching TV in the evenings. I found a flannel duvet cover for our comforter, so we really feel snuggly even without extra blankets. Most parents have faced this difficult scenario at some point: Your child comes home from school with a cold or, worse, the flu. Soon enough, you have it, too. Flash forward two weeks and some form of a cold or the flu has made it through the ranks of your entire family. While there’s no surefire way to completely prevent these viruses, there are simple solutions to help keep your family healthy during cold and flu season. Here, Kevin Ronneberg, M.D., associate medical director, Target, offers his flu-proof tips: Get vaccinated. Protect yourself and your family by getting vaccinated. Prevention is the key to staying healthy during cold and flu season. Disinfect your home. Keep your house clean and germ-free by regularly wiping down surfaces and high hand-traffic areas with a gentle yet effective cleaning solution that’s nontoxic and safe for pets and young children. Clean up after playtime. Avoid spreading the germs your kids may have picked up while sharing toys by washing their
hands immediately following playtime. If soap and water are not available, use an alcoholbased hand sanitizer. Stay hydrated. Dehydration doesn’t just occur during hot weather. Cold weather and hot and dry buildings promote dehydration, too. Dehydration can leave your body more susceptible to common colds and the flu, so drink up. Get up and go. During moderate exercise, immune cells circulate more quickly through the body and increase their ability to kill bacteria and viruses. Exercising on a daily basis also builds your immunity over time. Think twice before you share. Avoid sharing food, drinks, utensils or lip gloss. Germs can easily carry from one person to the other. Even if you feel well, flu symptoms can take one to three days to appear following exposure-you may be spreading illness and not even know it. Cover up that cough. Help prevent the spread of viruses by teaching your kids to cough or sneeze into the crook of their arm, sleeve or inside of their jacket or sweater. If you think the flu is something to sneeze at, think again. The flu causes more than 200,000 hospitalizations annually, with more than 20,000 of those being children. Protect your family and get vaccinated this cold and flu season.

Three Myths Prevent Employment Of Disabled Veterans (NAPSA)-Jon Zagami is a leader. He gets results. He motivates his peers and he works hard. Most employers would be grateful to have an employee like him. Yet each year, many employers will turn down the opportunity to hire eligible candidates like Zagami, simply because of one factor: They are disabled veterans. Research from the Society for Human Resource Management shows that there are three key misperceptions that employers have about hiring wounded warriors like Zagami. These include lack of knowledge about how military skills translate into a civilian job, fear of post-traumatic stress disorder on job performance, and confusion that the cost of accommodations will be high. During the next five years, more than 80,000 disabled veterans will be entering the workforce in search of jobs. Brig. Gen. David J. Bishop, Commander of the U.S. Army Warrior Transition Command, says that the Army is doing all it can to help support the long-term success of veterans. Part of this support lies in the Army’s “Hire a Veteran” campaign, which aims to eliminate misperceptions that impede the employment of disabled veterans through employer and veteran firsthand accounts and new research. “Our campaign aims to reduce anxiety around hiring a veteran and level the hiring field for our wounded warriors,” said
Bishop. “Veterans bring discipline and leadership to any organization that they join. Employers and their bottom line would benefit from their unique skills and experience in the workplace.”

Timothy Warrington, a supervisor for the General Building Laborers’ Local 79, is featured in the campaign’s educational video. He hired disabled veteran William Plotner, who now works as a laborer for Tishman Construction at World Trade Center projects. Warrington says that Plotner is a benefit to the company and that other employers should give veterans a chance like he did. “You know, we all want to put yellow magnets on our car. We all want to say we support veterans and that we support the troops,” he said. “Well, it is easy to say that, it feels good to say that, but why don’t you just do it? Just do it. Do you feel ridiculous sometimes? My wife and I went shopping when we were in Maui. She loved a bracelet we saw but decided not to get it. So we left the shop, I sat down on a bench, told her to go ahead and I’d catch up. I slipped back in the shop, and bought the bracelet as a Christmas present. The associate put it in a small, red satin bag which I hid until we returned home, then put it in my dresser. Well, six months later, I cleaned out that dresser, found the red satin bag, opened it, and took out the bracelet. But I couldn’t remember who I bought it for or when. So I called my wife over, opened the bag, showed her the bracelet, and said, “Who’s this for?” She gasped and squealed and said, “You got me the bracelet from Maui!” and then I remembered everything. “Yes, I did,” I said, feeling ridiculous. But she didn’t care I’d forgotten. No matter how ridiculous you feel, remind yourself that you’re okay. No matter how much you’ve forgotten life’s presents, just listen to your life and make a positive life, not just a living.
