In support of “yes” on Measures A and B

T

he oil industry is guilty of lies of commission and lies of omission. Since the 1980s the industry has successively lied about global warming and climate change to thwart efforts to deal with these threats (three-part PBS Frontline documentary). Subsequently it lied about the ability to recycle plastics to blunt efforts to restrict their production from petroleum (Los Angeles Times, April 29, 2022). Rather than being readily recyclable, the Times reported that less than 10% is recycled.

Now, the largest oil corporations have banned together with $6.5 million to defeat Measures A and B on the June ballot (Ventura County Star, March 3, 2022). Their strategy, implemented by their spokesman Mr. Ben Oakley, is to lie by commission and omission.

Mr. Oakley has lied by asserting Measures A and B will shut down the local energy industry, eliminate jobs, cut tax revenues and raise gas prices. He continues to lie by omission in that he makes these claims while

offering no facts to support them. His scare-mongering relies on voters’ latent concerns about the issues he raises, BUT he does NOT cite language in the relevant ordinances and policies adopted by Ventura County Supervisors in 2020 that precipitated the industry’s paid-for referendum, now on the ballot.

I urge voters to look over Mr. Oakley’s written comments for factual citations. It is like a scavenger hunt. There are some vague clues about specific concerns, but no facts. He asserts the mere act of making modern oil permit provisions applicable to new wells on old (pre-1970) permits amounts to a “shut-down” of the entire industry without explaining how. He seems to have overlooked the fact that modern permitting provisions have been in place since the 1980s and the oil industry has applied for and received numerous oil permits under them without precipitating a “shut-down.” By voting YES for Measures A and B the public gets more public health safeguards and environmental protections without a “shut-down” of the industry as already proven. It’s a win-win for the residents

of Ventura County.

The primary function of Measures A and B is to extend modern provisions to new wells drilled on old pre1970s permits. Why is this important?

Old permits: • Do not allow for an environmental assessment of potential impacts from proposed new wells and related infrastructure.

• Are hundreds of acres or more in area and collectively cover 127,000 acres.

Modern permits are very limited in size to a few acres.

• Allow an unlimited number of new wells to be drilled anywhere within their boundaries, an expansive 127,000 acres in total. Modern permits are limited to one or a few wells on specifically identified locations.

• Have no time limits, whereas modern permits are generally limited to 50 or fewer years.

• Have operating standards that are very general and limited in scope.

Modern permits have an array of conditions that address numerous site specific issues.

cover site remediation for all wells in the permit area. Modern permits generally have at least this amount required for each well that is drilled.

A YES vote closes the regulatory loophole the industry wants to maintain at the expense of your safety and the health of the environment, while claiming to, “produce the most environmentally responsible oil in the world.” If the oil corporations operating in Ventura County are so environmentally responsible, why are they spending $6,500,000 to evade existing modern operating provisions?

One claimed reason is that the industry is already highly regulated and needs no more oversight. If this is so, why are there: • Repeated oil spills from ruptured oil lines?

• Abandoned operations and bankruptcies requiring the public tax dollars to clean up the mess?

• Contaminated water wells?

• Methane leaks that contribute to global warming more than CO2?

• Documented increases in respiratory diseases in people living near wells?

Voting YES gives broadened control to local regulators to address such issues that other state and federal regulators have failed to address.

Only the industry can shut down energy production; Measures A and B cannot because Zoning Ordinance Sec. 8107-5.2a says the new provisions can be applied to the extent they do “… not impair any vested right of an operator under California law.” Energy and fuel costs (and profits) remain high while the industry exports oil abroad and has 9,000 approved permits across the country that have not been drilled on (CNBC, Thomas Franck, March 31, 2022). A NO vote on A and B puts profits ahead of your safety, while a YES vote expands existing environmental and public health provisions to 127,000 acres of old permits without a “shutdown” of the local energy industry.

Longtime institution Bank of Books to close in face of rent hike

rwilson@timespublications.com larey Rudd walks among shelves piled high with stacks of new, used and rare books, vintage magazines and folding maps in the expansive basement of downtown Ventura’s Bank of Books, and envisions how much work it will take to empty the 5,000-square-foot store of everything inside.

He’s seen many changes in the book business since his parents opened an Oxnard bookstore in 1954, when Rudd was not quite old enough to see over the counter. The rise of the Internet lured readers’ eyes from pages to screens, and shortened attention spans. But for many of Rudd’s longtime customers, there’s still nothing that compares to cracking open a hardcover book and settling into a comfortable chair for an escape into the world of literature.

But the future may have caught up with the venerable institution. A paper sign taped to the front door tells the story. The building has been sold, and new owners want higher rent than the business can absorb, said Rudd, so the store will be shutting down permanently in a matter of months.

“It’s earth shattering”

“I told them we could not pay that type of rent,” Rudd said. “I hate shutting down since the store is honored.”

The sign on the door pegs the rent hike at 350%, but Rudd declined to reveal specifics of how much he’s been paying and how much more it will cost to rent the space in the future. The building was purchased

by Becker Group, a prominent Ventura commercial real estate company, Rudd said, and efforts to negotiate a new lease the store could handle did not pan out.

Becker Group president Jeff Becker also declined to discuss the details of the purchase, increasing rent, or future plans for the storefront at 748 East Main Streeet.

“We don’t have any comment on the store’s direction as the Rudds are best suited to answer those questions,” Becker wrote in an emailed response to an inquiry by the Ventura County Reporter.

All photos by Alex Wilson While Rudd and his co-owner wife own another newly opened Bank of Books in Santa Paula and a midtown Ventura bookstore called Abednego Book Shoppe, there’s not enough room for all the books from the downtown Ventura location at the other stores. Rudd said the lease on the downtown Ventura location ended May 1 but he was granted a six-month extension to give him time to sell off as much inventory as possible, which amounts to around 100,000 items.

“It’s earth-shaking. It’s overwhelming,” he said.

From thrift stores to thriving cultural hub

Rudd said he knows other downtown business owners who have faced similar rent hikes recently, as buildings are sold in a neighborhood where upscale restaurants, craft cocktail bars and boutiques catering to tourists are changing the flavor of an area once better known for thrift stores and dive bars.

Kevin Clerici is executive director of Downtown Ventura Partners, a nonprofit business improvement organization funded by property owners, which is behind the Main Street Moves program that turned portions of Main and California streets into a pedestrian mall with outdoor seating after the pandemic restricted the use of indoor spaces.

While other downtowns across the nation saw many retail stores shuttered during the pandemic, just the opposite happened in Ventura, Clerici said, where the vacancy rate is near historic lows.

“That’s a reflection of the vitality of downtown. It remains a popular retail and cultural center and a popular public space,” he said.

While market forces are driving rents up in general, Clerici said many landlords negotiated with locally owned businesses that lost sales during the pandemic.

“We’re not seeing a skyrocketing effect or anything like that. If

anything, our property owners have been accommodating in trying to work with our tenants to try and keep them in place,” Clerici said. “We’re unique in the sense that over 90% of our downtown is independent store owners. These are true mom and pops. When you support those stores you’re supporting local families.”

As for the situation Rudd finds himself in, Clerici said the challenges may have to do with the book business in general.

“I feel like that’s probably a reflection of the challenges that used bookstores are facing nationwide,” Clerici said.

“We’ve seen a lot of investment”

Ventura Economic Development Manager Meredith Hart said bustling downtown crowds and the low vacancy rate are part of the reason downtown properties are sought after by investors.

“What we have seen especially since Main Street Moves is a real vibrancy and vitality that has come to this area. So we’ve seen a lot of investment,” she said, adding that city leaders want to encourage the success of locally owned businesses.

While the city has no control over rents charged by landlords, Hart says she does point business owners facing challenges, including rent increases, to resources provided by groups like the Ventura Chamber of Commerce.

“They have people with great business acumen who can help people

who have potentially lived through this experience before,” Hart said.

“We also have the Economic Development Collaborative, and they offer a lot of different courses and loan opportunities that could potentially be utilized if someone is in need of some extra support.”

Allen said his experience as a doctor makes him better able to fix problems in a methodical and compassionate way than career politicians can.

Quaid said she was raised in Santa Barbara and returned after a long career working on national security issues, both for a private company and later as a government official, and that she was inspired to run for Congress to defend the U.S. Constitution.

“Our government is outside its constitutional bounds and so that is a concern,” she said. “In the preamble of the Constitution, it talks about the core functions of federal government. And right now, we’re seeing a dereliction of duty in that regard.”

Frankenfield did not respond to interview requests by the Ventura County Reporter but his website says he’s a former U.S. Marine who works in the telecommunications industry.

Matt Jacobs of Thousand Oaks is a former federal prosecutor running for office for the first time, and believes the addition of Simi Valley to the 26th Congressional District gives him a realistic chance of defeating Brownley.

He described himself as a proud American who wants to give everyone the “freedom to realize their American dream” and believes the country is moving in the wrong direction under Democratic leadership.

Goodman is a retired law enforcement officer from Oxnard running for office for the first time, who said he wants to see congressional term limits.

“I say that knowing full well that Congress is not going to implement term limits, but I’m going to do everything I can to make that happen,” he said.

Goodman said he’s been registered as a Democrat and Republican at various times in his life and recalls voting for Jimmy Carter. While he’s more recently worked for Republican candidates, Goodman said he’s disappointed in the party’s leadership.

“We need to get back to being loyal to our country ahead of being loyal to a political party and that’s why I have no party preference,” he said.

Taylor did not respond to interview requests by the Ventura County Reporter, but his website says he supports repealing gasoline taxes and is opposed to “critical race theory indoctrination of children.”

Brownley said she’s proud of her congressional record on issues such as combating global warming and securing federal funding to improve Ventura County’s water infrastructure and construction at the Port of Hueneme.

She said she’s especially proud of her work on behalf of veterans.

Talking pedal-powered fun with Wheel Fun Rentals

I

f you’ve been down by the beach in either Oxnard or Ventura, you’ve almost certainly heard the cheerful bells and seen the brightly colored canopies and flags of a Wheel Fun Surrey cycle — a four-wheeled carriage operated by foot pedals. Those sounds and sights are almost always accompanied by peals of laughter and beaming smiles as well, for good reason: It’s a lot of fun, and can accommodate multiple riders.

Wheel Fun Rentals is the company responsible for those human-powered vehicles. But they offer traditional bicycles, electric bikes and recumbent models, too.

As the busy summer season gets underway, we talked to Wheel Fun’s Director of Marketing Sheena Walenta about how the company got started, its evolution through the decades and what makes it such a great activity for people of all ages and abilities.

What was the original inspiration behind Wheel Fun Rentals?

While vacationing in Italy in 1987, our founder, Brian McInerney, came across the four-wheel multi-passenger Surrey cycle. Having had a long affinity for bicycles, he sought out the manufacturer and purchased a container of Surreys before returning to the States. And that’s how it all got started.

When and where did Wheel Fun Rentals first open?

Our first bike rental shop was opened here in Ventura in the late 1980s shortly after Brian got back from Italy. He purchased some additional two-wheel bikes to round out the fleet, but the real star was the Surrey cycle. In 1999, Wheel Fun Rentals was formally established when Brian McInerney combined forces with Al Stonehouse, former president of Diamondback Bicycles.

What were the first vehicles that Wheel Fun Rentals offered?

The ever-popular Surrey cycles have always been a main attraction at our rental locations. By 2001 we were manufacturing our own Surreys built specifically for the rigors of the rental market.

What other vehicles did Wheel Fun incorporate through the years?

Shortly after 2001, we began manufacturing other unique cycles to add to the fleet. And today our locations offer a variety of different types of rentals, from specialty cycles, twowheel bicycles, beach rentals, and select locations around the country offer pedal boat rentals, kayaks, surfboards and more!

How has your business grown and evolved since you opened? What have

been the biggest or most significant changes?

In the early 2000s, Wheel Fun Rentals began franchising rental locations and today we have over 100 locations nationwide!

What are among the most popular items that people like to rent?

Nationally, Wheel Fun Rentals has nearly three million customers getting on and off our product each year. The Surrey cycle has always been our most popular bike. However, in the last few years, our iconic swan boats at Echo Park in Los Angeles, Rainbow Lagoon in Long Beach, Lake Balboa in Van Nuys, and other locations across the country have become increasingly popular, in part due to the incredible power of social media.

How did the pandemic affect your business?

We did have to close most all locations very briefly at the beginning of the pandemic. But shortly thereafter, we were deemed an essential business providing outdoor transportation and recreation to the community.

We operated (and continue to operate in 2022) with enhanced safety measures such as plexi-glass shields at the cash register, touchless payment, digital receipts, disinfecting rental product, and more.

The CDC made the following statement during the height of the pandemic, “Low-contact outdoor

activities like bike riding is a great way to get your body moving, and relieve stress while getting fresh air.” And because staying physically active is one of the best ways to keep your mind and body healthy, we were busier than ever. And we continue to see a steady rate of new and returning customers.

What’s most rewarding about this business?

We believe that age, inexperience or other physical limitations should not prevent someone from enjoying a bike ride and exploring the great outdoors. That’s why we offer a variety of rental products perfect for all ages and rider abilities. That has to be the most rewarding part about what we do. We regularly see elderly grandparents out on a Surrey with multiple generations of family members pedaling. We have injured veterans come out and ride our double recumbent bike called the Deuce Coupe with loved ones. We regularly host Hearts for Sight, an organization that provides services and activities for the visually impaired. It’s an honor to bring joy to everyone that comes out to ride our products.

What is your favorite vehicle to ride?

Right now, one of our favorite products we offer is the electric bike.

They are so fun to ride, and you can cover so much ground without ever breaking a sweat. This allows the

rider to travel farther and explore more than they would typically see on a standard bike.

What are you looking forward to most this summer?

As with every summer, we most look forward to the smiling faces of the families and friends that get outside for a ride together. Even in today’s fast-paced, electronics-driven world, there is no substitution for fresh air, physical fitness and good ol’ quality time with loved ones. We pride ourselves in having been able to provide that to communities around the country for over 30 years.

Flying on water, surfing on air The unique pleasures of the electric foil

by Alex Wilson rwilson@timespublications.com ndy Skeath is an avid surfer, and the first time he saw someone gliding along on a surfboard several feet above the water, showing no signs of strenuous effort, he was not impressed.

“I’ll be honest, I was massively against it because I was like, ‘That’s cheating,’” he said.

Little did he know that his

feelings about electric foils would change radically after he rode one himself.

A friend tried it, and told Skeath to take a spin on the device — also known as an eFoil or electric surfboard — because it’s completely unlike surfing, which requires great effort to paddle into position and catch a wave.

“It’s super peaceful, it’s super quiet. It’s really smooth and you’re just, like, cruising. It’s literally like flying along in the air. It’s very different from anything I’ve ever experienced before,” he said.

Not only was riding an electric foil fun, but Skeath found that it also gave him a connection to the ocean environment he’d never felt before.

“It gets you away from everyone. You’re actually out in the ocean rather than paddling and battling for waves,” he explained. “You’re cruising around and it’s so peaceful. It’s really nice.” Skeath suggested that it could be comparable to what it would feel like to ride the fictional hoverboard depicted in the Back to the Future movies.

New use for familiar tech

Skeath took a recent lesson from a company called iSurf, which offers surfing lessons and surf camps in both Ventura and Santa Barbara counties, and signed up for another session right after getting out of the water. iSurf was founded in 2013 by Thomas Oretsky and his wife Alelia Parenteau in Santa Barbara. It started out as a surf school exclusively for women for the first three years, but the business has since expanded to serve people of all ages and backgrounds. iSurf now offers a range of camps, private lessons, afterschool programs, and excursions to exotic surf spots like Costa Rica and New Zealand.

A year ago, iSurf became the first surf school in the area to offer electric foil lessons.

Oretsky said that while people are often surprised to see an electric foil in action for the first time, vessels known as hydrofoils have long been used by militaries worldwide, as well as passenger vessels requiring greater speed than a conventional boat.

“The technology of foiling itself has been around for decades if not longer, and basically it’s giving a vessel the ability to rise up out of the water and fly above the water itself. And so the eFoil is basically a modified surfboard that has a propeller underneath it that is fixed to a foil,” he said. “It’s basically an electric-powered surfboard that rises out of the water.”

All the eFoil lessons offered by iSurf take place at Goleta Beach, because it’s relatively sheltered from wind and waves and is also a scenic spot. In the future, iSurf plans to offer eFoil trips to other locations with calm water such as Lake Havasu or Mexico’s Sea 20 —

So far, iSurf has five electric foils, allowing an instructor to take groups of up to four people. According to Oretsky, other devices that use foils, such as ones propelled by kites, boats or waves, are also exploding in popularity.

“Right now foiling is just taking off, and eFoils are just one of those hot-ticket items that are within that broader range of foil products,” he said.

“Total stoke”

He noted that people like the ease of riding electric foils and the feeling of silence, freedom and flight.

And he loves the reaction he sees when people finish a ride.

“It’s just pure joy. It’s total stoke,” Oretsky affirms. “I’d say they’re happier than when I finish a surf lesson. It’s just a totally different experience than anyone could imagine, just flying above the water. And the ease in which they learn it, they’re always so impressed by.

Quite often they say it’s the best thing they’ve ever done.”

Mindy Rainey has a daughter who takes surf lessons with iSurf and decided to give electric foiling a try after she saw pictures of it on the iSurf Instagram Page.

“It just looked super cool and different, not like anything I’d done before. I’m not a surfer but I love being on the water, so it seemed like a nice middle ground,” she said.

Rainey said she was surprised at how quickly she learned to control the electric foil.

“Thomas went over everything really, really well and he stayed right by me throughout the lesson, so that he could give me tips on how I could improve to make my ride better, and listened to my fears and insecurities, and really pumped me up and helped me feel like I could do it,” she said. “It’s such a cool way to experience the water.” iSurf, 370 N. Summer camp extravaganza It’s fun to play at the YMCA

by Alex Wilson rwilson@timespublications.com ummer camps organized by the YMCA are as much of a seasonal tradition for some families as Independence Day fireworks and Labor Day beach barbecues. More kids attend camps organized by the venerable nonprofit each year than any other local organization.

The Channel Islands YMCA overseas branches in Ventura and Camarillo as well as several in Santa Barbara County, which all have a wide variety of summer camp offerings, sports leagues, and other special events planned all summer long. Traditional day camps are split up into

age groups and include a teen camp for middle school students.

Camarillo Family YMCA Associate Executive Director Paige Harris said she expects around 700 kids will participate in a variety of camps at the Camarillo location this year, mostly in the traditional day camp setting.

“They each have a theme for the week. The theme could be outer space, it could be Disney, it could be sports. It kind of varies. And then a lot of times the activities during the day are planned around whatever that theme is,” she said.

Some of the highlights of day camps include pool days and field trips.

some type of science enrichment activity almost always,” she said.

In addition to traditional day camps, the YMCA offers numerous specialty day camps focused on a variety of interests including sports, science and art.

“We do a Passport to Art camp which is probably one of my favorites, where we focus on different areas of the world. And for every day, whatever that area of the world is, they’re doing crafts completely based on that. And then the staff actually sets up a museum on a Friday where families can come in and view the art exhibits the kids have done the whole week,” Harris explained.

camp one week, and another kind of camp another week. They can jump around, and pick and choose, and create, essentially, their own summer that is best for them and their family,” she said.

One of the primary benefits of all the camps run by the YMCA is making new friends, Harris said, because students who attend different schools meet people they might have never have come in contact with otherwise.

“I think it’s really neat because students who, at school, are having a hard time making friends can come to the YMCA summer camp program and make friends with a whole new group of people, because everyone is coming from all areas.

So I think that’s huge,” Harris said.

While most of the kids served by the YMCA during the summer attend day camps, the YMCA also offers opportunities for traditional “sleepaway” camps where kids or even entire families escape to nature for a week. YMCA Camp Sequoia Lake near Kings Canyon National Park is the destination for the local YMCA branches.

The popularity of the sleepaway camps means they fill up quickly, but there is a waiting list people can join in case of cancellations.

Harris said there are a number of reasons Camp Sequoia Lake is so popular. “There are all kinds of different activities in regards to being able to go kayaking, jumping off the dock, ropes courses, all that kind of stuff takes place up there.”

For many kids who go to sleepaway camp,

it’s the first time they’ve been away from their families or friends for an extended period of time, so it’s an opportunity for personal growth, she added. “A lot of times kids go by themselves so it kind of forces them to create those new relationships and friendships. I think it helps with confidence and independence.”

Family camps where parents are invited to take part in the activities and enjoy nature are also popular, Harris explained, saying “It’s awesome. It’s a super cool experience. It’s kind of an unconventional vacation in a way, but just a great way to get away.”

Harris noted that technology such as cell phones and other electronics are not allowed at any of the sleepaway camps — which might be a shock to some people, but is also a big part of the appeal.

“Which I think is huge, because in this day and age, especially through the pandemic, technology and kids being attached to their devices have grown so much,” said Harris. “It allows them to disconnect from social media and technology and all these things, and actually get to spend time together in nature without those kinds of distractions.”

Summer Art Camp at Studio Channel Islands aims to “instill a lifelong passion for the arts”

xpressing creativity through a variety of artistic mediums and making new friends are some of the best things about Summer Art Camp at Studio Channel Islands in Camarillo. But the exposure to cutting-edge artists is what makes the popular camp truly outstanding, according to Executive Director Peter Tyas.

“What we’ve been trying to do is build an art camp for young people that is an exceptional experience that blends being in a professional art gallery, surrounded by world-class art, working with professional artists who are coming here from all over the country,” Tyas said about the art camp that has grown significantly in size and scope since it started about 10 years ago.

“China is a big country and they can learn what’s going on in Chinese culture. It’s good for their future,” she said.

Zhou Pearce will also be one of the camp instructors and said that campers will come away with practical art-making skills as well as creative inspiration.

Campers can sign up for all four weeks or just a week or two and have options for half or full day sessions.

Tyas explained that each day is different, and there’s an emphasis on keeping kids engaged with a variety of interesting activities.

“They have a huge amount of fun,” he added. “They really enjoy the expressiveness of it and there being no wrong answers, and being able to explore ideas.”

Tyas said many campers are timid at first, but by the end they have not only developed their artistic talents but are more connected to one another than they would be at school or while engaged in other kinds of activities.

“These kids have been talking about deep emotional things within themselves as they’re making work. So they’re sharing, and build

Tyas also noted that it’s important to teach kids about all kinds of art at an early age so that it enriches their whole lives. “Art is what makes life worth living. Art is music. It’s films.

It’s books. It’s painting. All those creative endeavors give meaning to life.

We spend a third of our life at work, a third of our life asleep, and the other third of our life should be filled with great experiences that make you enjoy being alive.”

Once kids are done with art camp the lessons live on forever, Tyas said.

“We want to instill in them a lifelong passion for the arts. We want to give them the freedom to experience being an artist,” he explained. “We would like to think that we are helping to change lives so that people have this rich experience that they carry through the rest of their life.”

Fun Fact Since light cycles control when a plant goes from the vegetative stage to flowering, they can be kept in vegetation forever. This is used to skip the germination stage and grow plans from clones.
