The demographics have changed, but sense of Jamaica held on to by some DOMINIK KUREK dkurek@insidetoronto.com The digital age has killed the record stores, a large Jamaican population has moved out to the suburbs, stores are struggling to stay open through Crosstown LRT construction, vacant shops, and a seedy vibe - this is what the neighbourhood around Eglinton and Oakwood avenues is dealing with. So, is it still Toronto’s Little Jamaica? "I don’t think this is Little Jamaica anymore," said barber Neil Jack who rents a chair at The Barbers of Eglinton, a barbershop that has served the community for decades. He’s not alone in this sentiment, as many who spoke with the York Guardian agree, saying great change has happened in the neighbourhood in recent years, particularly once LRT construction started. Little Jamaica runs along Eglinton from Allen Road to Keele Street but it’s greatest concentration is along a 300-metre stretch between Marlee and Oakwood avenues. Nick Alampi, who is of Italian heritage, grew up in the apartment above the men’s formal wear store his father opened in 1969 at Oakwood and Eglinton. He now runs the store with his sister and is the chair of the local York-Eglinton BIA. He remembers the days when Little Jamaica was in its heyday. There was a slew of record shops, Caribbean grocery stores and it was a vibrant neighbourhood.

The grocery stores are gone now, one record store remains, and the vibrancy of the neighbourhood has faded. "We’ve lost all the necessity stores," Alampi said. "If you walk from Marlee to Oakwood today there aren’t any places where you can walk in and buy spices and specialty products, ackee, salt pork." But, to him the neighbourhood is still Little Jamaica. "I think emotionally, impact, heart-wise it still is what it is. Everybody knows that Eglinton and Oakwood was the area where the roots really strove from," he said. The lone record shop remaining, Trea-Jah-Isle, isn’t really a record shop anymore. When you walk into the store that has been there for 25 years, you see a few CDs on the wall and records in milk crates tucked away under other merchandise such as clothing, knick-knacks, souvenirs and gifts. There’s even a health juice bar inside. The store’s co-owner Natty B. calls the shop an African-Caribbean culture centre. He feels the Jamaican community is getting squeezed out of the neighbourhood. Jamaican-Canadians are getting replaced by people of Chinese, Italian, Portuguese, Hungarian, and Filipino descent, said resident Sam Palomino. As old businesses close, they’re replaced by non-Caribbean establishments as well, Natty B. added. He sees the area as rundown. He’s watching a new condo

Is Oakwood and Eglinton still Little Jamaica?

But, he’s not giving up and intends to stay in the area long term. "We’re survivors, I am anyway. When things are going rough, we just transform, see what need there is out there and see what things we can do to make our businesses a bit better. We hope to be here forever," he said. He said a lot of Jamaicans have moved out to the suburbs and they’re not coming back to shop in Little Jamaica any more. But, they also don’t need to come back, said Jack from his barber’s chair, as

West Indian shops can be found all over Toronto and the GTA now. "People are scattered now all over the place buying their products. In the 1990s, you could only come to Eglinton and find our product," Jack said. Area councillor Josh Colle, who grew up in the area, sees that the area is changing, as are many of Toronto’s neighbourhoods, and wants to preserve its rich Jamaican history as much as possible. He pushed for the renaming of a laneway behind a row of stores as Reggae Lane. "It was a tool so that we could start to celebrate and recognize the Jamaican

contribution to the neighbourhood and the reggae history in that neighbourhood," he said. The laneway naming spawned to reggaethemed mural, a Heritage Toronto plaque, a number of events and more. Colle welcomes all businesses and residents to get involved in putting on Caribbean-themed events such as concerts and food festivals. Jamaican-born Dennis Walton who has lived in Toronto for 44 years has seen the changes happen, but he doesn’t plan to let the community slip away. He’s part of a group of business members who are hoping to work with local politicians

to bring back the area’s Jamaican flavour. "We see what’s missing," he said of the group. He sees the future LRT as a vehicle to bring back customers. He’s banking on it too. A former longtime business owner who now rents a chair at a barbershop, Walton plans to open his own barbershop soon and plans to stay in the heart of Little Jamaica. Another Jamaican-born business owner, One Stop Restaurant’s Vivine Allen admits it’s tough to stay in businesses, but she, like many other Jamaicans, is not planning to go away. "We want to be here," she said.

Toronto police reform ushered in with hope, skepticism The City of Toronto is preparing for some substantial changes on a number of fronts. Budget consultations are underway and residents are signing up by the dozen to appeal to decision-makers to maintain funding for programming. Toronto Council is considering some new revenue tools to provide some of that funding, with road tolls, a hotel tax and very possibly more in place. And then there’s policing. Change has been very slow to manifest itself within the ranks of the Toronto Police Service (TPS). There is indication that some is on the way. In an interview with crime reporter Andrew Palamarchuk this week, Toronto police Chief Mark Saunders outlines what some of those changes will look like: removing crossing guard responsibilities from TPS and amalgamating various police divisions among them. A report on modernizing the force is finally bringing about the change we’ve wanted to see for a long time from police who have a reputation for heel dragging when it comes to reform and economy. The chief describes this change as "exponential" on the one hand. On the other, he makes it clear that it won’t happen overnight. Forgive us for wishing that it would. It would have been nice, for instance, to see the controversial carding policy change more quickly. Changes have finally come into effect, on Jan. 1. Information from past carding interactions – targeting a group consisting disproportionately of young black men – will now be more difficult to access. Critics arguing that the information should simply be deleted are persuasive. It’s been slow going on this issue – under both Saunders and his predecessor Bill Blair. The Toronto Police Services Board, headed by Mayor John Tory, hasn’t done much to accelerate matters. Will Toronto’s police service be any quicker to implement the "exponential change" that Saunders insists is coming? It’s tough not to be skeptical, but it would be unduly cynical not to be hopeful. We are in a time of change in the governance of our city. Money is tight. Our leaders have made expensive choices to spend what we’ve got in areas other than policing. Toronto’s police service will have to adapt to that change, and it’s got a blueprint as to how to do so. It remains to be seen whether its leadership is also seized by the urgency. We hope that it is.

Are hookah bars really a health threat? Is there a limit to what the City of Toronto can do to keep you safe? Karim Raja Fallah and Maher Hamarneh think so. Both own hookah lounges where customers - mostly young men, but people of all ages - smoke herbal mixtures called shisha through water pipes. The city says that’s unhealthy. It banned hookah use in all licensed places, and only a case to be heard at Ontario’s Appeal Court stands between such businesses and what their owners believe is financial ruin. Lounge owners say they make 90 per cent of their money through shisha. So, the city’s ban is like going to a store selling only cheese, and banning cheese, Fallah says. Yes, shisha smoking is a

Owners, including Hamarneh, believe benefits of such businesses as social spots outweigh whatever harm is done by smoke. Hookah bars have clustered in commercial areas such as East Danforth and Wexford Heights in Scarborough - with a Middle Eastern flavour. The ban is set to deliver them an economic wallop. "This is our culture. And you believe in multiculture? It’s not multiculture, it’s favouritism," Harmarneh says. Years ago, the city banned sales and possession of shark fins - a status food at Chinese weddings -

in part because shark fins had an "adverse impact" on Torontonians’ health. While the worldwide loss of sharks is catastrophic, a judge in decided in 2012 that it wasn’t a municipal issue and threw the ban out. He noted people appealing the fin ban argued it was "a gratuitous insult to the dignity of the Chinese community," since the city hadn’t banned "any other food or clothing products enjoyed by any other ethnic groups." York rec centre opening delayed – again DOMINIK KUREK dkurek@insidetoronto.com Yes, you read that right - the opening of the York Recreation Centre has been delayed again. Registered programming for the winter session has been cancelled. City of Toronto officials had planned to host a grand opening celebration for the centre on Saturday, Jan. 21, which has now been postponed. Officials hope to reschedule the grand opening to the spring. Matthew Cutler, spokesperson for Toronto Parks, Forestry and Recreation, said deficiencies in capital projects are common when a project opens and the city will continue working with a contractor to address the problems. In this instance, the city did not feel comfortable opening the centre to the public. The centre is being built at Black Creek Drive and Eglinton Avenue. "In this case, the work that still needs to be completed prevents us from safely opening to the public at this time. The contractors and our staff are in the building and are working to get everything ready for programming to begin," Cutler said in an email. "While we’re confident we will be opening the building to the public in the coming weeks, we wanted to ensure the grand opening was an event the community could really be proud of we didn’t want temporary boarding or unfinished spaces on display when we celebrate this important community facility. The city says deficiencies remain in the pool, lobby and access corridors that prevent the building from operating in a safe and comfortable manner for public and staff use. Once this work is complete, cleaning, required safety inspections and on-site training for staff will be completed, and then the city will

open the building to the public. The city has cancelled registered winter programs, but anticipates registered programming to start running in time for March Break camps, which happens the week of March 13.

Political detachment. Poverty, water shortages and food insecurity. These are just some of the potential challenges facing us in the coming years. To achieve a world that works for everyone will require bold and creative ideas," Dowdeswell said.
