TOWNSHIP BOARD APPROVES 2020 BUDGET
InAugust and September, The Woodlands Township Board of Directors discussed and approved the 2020 budget document that was prepared in accordance with nationally recognized guidelines for budget presentation as established by the Government Finance Officers Association (GFOA). The Township received the GFOA’s Distinguished Budget Presentation Award for its 2019 Budget, which is the highest award in governmental budgeting. Staff believes the 2020 Budget document maintains the same high standards reflected in the 2019 Budget.
The annual budget guides the Township’s plan for providing services, facilities and amenities to its citizens and visitors, including the Township’s day-to-day operations, capital improvements, principal and interest payments on outstanding debt and reserve allocations. The Township views its planning and operational activities in a strategic manner. Accordingly, the 2020 Budget was prepared with the goal of achieving certain key objectives as defined in the Vision 2034 Strategic Plan adopted by the Board of Directors in July 2014. Those objectives include:
• Develop a budget and financial plan that meets the short-term and long-term needs of the Township.
• Continue to provide high quality, cost effective services and amenities.
• Provide funding for enhancements to services as needed and appropriate.
• Maintain and replace capital assets and facilities as necessary.
• Create financial flexibility for changing conditions and opportunities.

The Woodlands Township Board of Directors recently recognized September 11, 2019, as Patriot Day and the National Day of Service and Remembrance in The Woodlands. The Board proclamation honored the lives of those lost on September 11, 2001,
and paid tribute to the patriots who risked their lives to save their fellow citizens.
The Board urged all citizens to remember the fallen and to reflect upon America’s tradition of freedom and courage.
The Board of Directors also recognized September 11, 2019, as
First Responders Day in The Woodlands, honoring the service of 9-1-1 dispatchers, law enforcement, fire, emergency medical services, search and rescue and other organizations in the public safety sector. The Board recognized the courage and valor of first responders who work tirelessly to protect and save lives often at their own peril.
The Township hosted a Patriot Day of Remembrance ceremony at The Woodlands Central Fire Station and First Responders Day at Town Green Park on September 11, 2019.
In addition, The Woodlands Township Board of Directors recently recognized September as Suicide Prevention Month, and proclaimed the value of a diverse community that honors and supports The Woodlands’ long-standing tradition of advancing a community where everyone feels welcome, safe and secure, to grow and thrive into the best future that we can envision.

The Woodlands Township Neighborhood Watch invites everyone to join together with their neighbors on Sunday, October 13, 2019, from 3 to 6 p.m., for National Night Out. National Night Out is an annual community-building campaign that promotes police-community partnerships, heightens crime and drug prevention awareness, generates support for local anti-crime efforts and sends
a message to criminals letting them know neighborhoods are organized and fighting back. Residents are asked to lock their doors and gather with neighbors. When neighborhoods participate in National Night Out, it accomplishes one of the first steps in crime prevention, “neighbor knowing neighbor.”
Take this opportunity to send a message that your neighborhood is united
against crime. How you celebrate is up to you. It can be as simple as providing popsicles, or as elaborate as playing games and hosting a barbecue. All you need to do is gather your neighbors and participate!

The National Night Out Community Safety Expo is a day of food, fun and public safety demonstrations for the entire community. Get up close and personal with public safety personnel and equipment from local, state and federal agencies, ask questions and learn about their roles in our community and how they keep us safe. The various agencies and groups will have information and giveaways to distribute on fire and crime prevention, emergency preparedness and health and wellness.

In late August, the Township board voted on a new schedule of meetings, which includes the following dates and topics: September 25, 2019, will feature discussion regarding decisions for legal and policy issues, infrastructure, public works and municipal utility district issues. October 17 and October 23 will feature law enforcement options and decisions. December 11 will feature discussion of
determining the initial maximum tax rate for incorporation. All meetings are currently scheduled to be held at 6 p.m. at The Woodlands Township offices, 2801 Technology Forest Blvd, and are open to the public.

Remembering Roger Galatas
The Woodlands lost a treasure when Roger Galatas, long-time resident, past president of The Woodlands Corporation and a member of George Mitchell’s team, passed away in August 2019 at the age of 83. Mr. Galatas led The Woodlands Corporation during early growth of the community and remained president of the company for a time after George Mitchell sold The Woodlands, providing for a
smooth transition to new ownership of the development company. Originally from Louisiana, and a graduate of Louisiana Tech, Mr. Galatas joined Mr. Mitchell’s team in 1979 and remained an active and well-respected member of the community, along with being a mentor and advisor to area leaders, until his death.
One of Mr. Galatas’s passions was sharing the history of The Woodlands with others, especially newer residents who may not know the story of the founding of The Woodlands. To that end, he wrote a book with Jim Barlow, called The Woodlands: The Inside Story of Creating a Better Hometown. The book was published by the Urban Land Institute.
In 2011, The Woodlands Community Magazine was fortunate to publish a year-long series of excerpts from the book, which are available to read online.

Cochran’s Crossing
Our biggest event for the village is here! We will have our annual Fall Festival on Sunday, October 27, 2019, from 1 to 4 p.m. The event will be held at Shadowbend Park, 4995 Lake Woodlands Drive. This year, new games will be added for the kids. We will have more than a dozen games, food for our participants, a DJ, petting zoo, horses, bouncy houses, a rock wall, the fire department and more. Cochran’s Crossing T-shirts will be sold and we will have more than 10 vendors who help with our scholarship fund.

In January, we will be awarding teacher grants to the teachers at the three elementary schools within the Cochran’s Crossing boundaries. These schools are David, Galatas and Powell Elementary Schools.

College Park
On Saturday, October 26, College Park residents will receive tricks and treats at the annual College Park Village Association Halloween Spooktacular. Join us at Harper’s Landing Park from 1 to 4 p.m. Activities include the trackless
train ride, inflatable, games, trick-or-treat trail and the costume contest for kids.
“Kids” of all ages are welcome! The event is open to all residents of College Park Village which includes Harper’s Landing, Windsor Hills and Grogan’s Forest. Come out and meet your neighbors and the College Park board members.
Join us for Flea Market on October 19. Garage sales and yard sales are prohibited in the Township. The village associations in The Woodlands provide the volunteers necessary to bring this service to our residents. It is a great opportunity for both sellers and buyers. If you are a seller, you must purchase a booth. You can purchase a ticket at the Township administrative office at 2801 Technology Forest Drive.
Keep saving batteries for the America Recycles event and Village Challenge in November. This is the second year it will be at the Grogan’s Mill Farmer’s Market. Grogan’s Mill
Grogan’s Mill recently awarded the August Yard of the Month to Craig and Susan Daniell of Chestnut Oak Place. The Daniells have worked for 11 years to transform a neglected yard, overgrown with non-native vegetation, into good shape. The yard is ablaze with color and is a haven for bees, birds and butterflies. The Daniells recycle into their compost bin and catch rain in a rain barrel for watering potted plants. Natural compost is used to mulch the beds and organic fertilizer is used on the lawn. An herb garden provides herbs for cooking.
The Daniells receive many comments about their Diamond Zoysia lawn. This grass was developed by Texas A&M for the original Cowboys football stadium.

The Woodlands and Indian Springs residents love the excitement of Halloween events like trick-or-treating, parties and visits to the neighborhood haunted houses. During this fun, we must be cautious and aware of the safety concerns. According to the National Safety Council (NSC), in 2015, about 6,700 pedestrian deaths and 160,000 medically consulted injuries occurred among pedestrians in motor vehicle incidents. About 17 percent of those pedestrian deaths occurred when they improperly crossed roads or intersections. Jumping or running into the road accounted for about 15 percent of deaths in kids ages 5 to 9 and 7 percent for

those 10 to 15. Children are more than twice as likely to be hit by a car and killed on Halloween as on any other day of the year, and October ranks second in motor vehicle deaths by month with 3,550.
To help ensure everyone is safe on this ghoulish holiday, the American Academy of Pediatrics compiled a list of Halloween Safety Tips.
1. Young children should be accompanied by an adult during neighborhood rounds.
2. Plan and review an acceptable route for older children going alone.
3. Agree on a specific time children should “check-in” and be home.
4. Remind children to never enter a stranger’s home or car.
5. Advise children to travel in a group in familiar, well-lit areas.
6. Return home before eating any candy or treats.
7. Use only fire-resistant costumes, wigs and accessories.
8. Avoid costumes that can obstruct their vision.
9. Use reflective tape on their costumes and bags, or give them glow sticks.
10. Make sure makeup is nontoxic and test it in a small area first.
11. Remove makeup before bed to prevent skin and eye irritation.
12. Remind everyone to put devices down, keep heads up when walking across the street.
Anyone who plans to be on the road during trick-or-treat, please watch for children walking on roadways, medians and curbs, entering and exiting driveways and alleys, watch for children in dark clothing and discourage new, inexperienced drivers from driving.

Harvesting rainwater doesn’t have to be complicated. A simple system set up now will ensure that there is water in the soil, or in a barrel, ready for dry spells. What’s more, rainwater is better for plants than tap water. It lacks chlorine which can burn foliage, and is full of key elements like nitrogen.
The basic principle of slowing down or capturing rain water as it moves across your landscape can be accomplished in a number of ways:
• Installing rain barrels to hold water from gutters or roof valleys
• Forming berms and swales to slow runoff, allowing it to soak down into the soil
• Creating rain gardens with plants that like “wet feet” in areas where water naturally pools

Creating a Home Pollinator Garden

700 million monarch butterflies fluttering onto tree branches, shrubs and rocks after a long migration to southern Mexico. Not a piece of ground or plant to be seen, just a sea of orange, white and black. These monarchs have found their wintering grounds, many having traveled through backyards across Texas to reach their final destination.
The monarch butterfly has been such a recognizable icon in Texas that in 1995 it was designated as the Texas state insect. Sadly, since that time, their numbers have declined by more
than 80 percent, leaving the population in peril. Pesticide use and loss of habitat are primarily to blame.
The good news? Each of us can do something about it. Right now, cities, organizations and homeowners across the state and nation are taking action to revitalize the population of these precious pollinators. And you can join the effort!
This October, the Township’s Environmental Services Department is offering a FREE class on Home Pollinator Gardening. Learn how easy it is to help pollinators, like the monarch, in your own backyard. Presenter and expert gardener Lauren Simpson shares lessons learned from turning her own Houston yard into a beautiful and easyto-maintain pollinator garden. Using a variety of native plants that offer food and shelter throughout the year, she transformed her yard into an oasis for butterflies, bees and hummingbirds, and will teach you how to do the same.

October is a beautiful time to get out on the water in The Woodlands! The boat house staff is taking advantage with a month full of fun programs for all ages. Here are some of the highlights, with registration information included at the end of this article.
Kayaking 101
Starting off the month of October is our Active Adult Kayaking 101 program. This program will be offered at Riva Row Boat House every Monday from 4 to 6 p.m., starting October 7 and ending October 28, 2019. Our certified instructors will go over safety, equipment, paddling techniques, trip planning and emergency skills. This course is specifically designed for active adults over 55, but is open to all adults interested in learning the basics of kayaking. The cost of this program is $40 per person per date for Woodlands residents; price includes one single-person kayak with professional instruction. Pre-registration is required.
Discover Lake Paloma
This Columbus Day weekend, Sunday, October 13, 2019, we will be offering a new program called Discover Lake Paloma from 2 to 4 p.m. Check out undiscovered Lake Paloma, adjacent to the Rob Fleming Aquatic Center in the Village of Creekside Park. Participants will get to explore this lesser known Woodlands amenity with our on-staff guide. We will meet at the boat launch next to the Rob Fleming Aquatic Center and tour around by kayak to Tupelo Park, Paloma Point and along the Lake Paloma Trail. The cost of this program is $40 for two people; price includes one tandem kayak. Pre-registration is required.
Tandem Trick or Treat
We end the month of October with our Tandem Trick-or-Treat program. This program will be offered on Saturday, October 26, 2019, from 8:30 to 10:30 a.m. at Riva Row Boat House. This is a unique opportunity to trick or treat… by kayak! Participants (parent/guardian and child) will travel around the Waterway and Lake Woodlands in a tandem kayak and collect Halloween treats from boat house staff. Kids in costumes will get an extra treat after the event! This program is recommended for those 10 years old and younger, but all ages are welcome. The cost of this program is $35 for two people (adult and child) for residents; price includes one tandem kayak. Pre-registration is required. Children under 16 years old must have a parent/guardian 18 years or older on the water with them.
Swan Boats Available!
With cooler weather these days, more and more savvy residents are catching a breeze and a new point of view in a swan pedal boat! As always, the swan boats are available for exploring the upper Waterway from Town Green Park to Lake Robbins. Limit: Up to four people or 700 pounds; lifejackets required. Come on down to Riva Row Boat House and catch a ride!

National Prescription Drug Take Back Day on October 26, 2019
The Woodlands Township Neighborhood Watch is hosting two National Prescription Drug Take Back Day drop-off locations on Saturday, October 26, 2019, from 10 a.m. to 2 p.m. The first is at The Woodlands Township Town Hall front parking lot, 2801 Technology Forest Blvd., 77381, and the second is at Rob Fleming Aquatic Center, 6535 Creekside Forest Drive, 77389. Special agents with the Drug Enforcement Administration (DEA) will be onsite to collect unwanted medications for safe disposal and will be assisted by various law enforcement personnel.
According to the DEA, “Rates of prescription drug abuse in the United Sates continue to be alarmingly high, as are the number of accidental poisonings and overdoses
due to these drugs. The majority of prescription drug abusers say they get their drugs free from friends and family, including from the home medicine cabinet. Take Back Day is a unique opportunity for Americans to protect their homes and medicine cabinets from theft and abuse.”

TRICKS FOR A SAFE HALLOWEEN

Whynot start a new tradition in your neighborhood? Greet your trick-ortreaters outside! Grab your pumpkin, candy and lawn chair and set up in your driveway to hand out your treats. This not only provides for a safer environment for the neighborhood goblins, but also gives you an opportunity to visit with your neighbors.
Children should trick or treat with an adult. If kids are mature enough to be without supervision, they should stick to familiar areas that are well lit and go in a group. Teach children to never go into a stranger’s house unless an adult is with them.
If children are trick or treating without an adult, have them carry a cell phone and check in often. Instruct them to only go to houses with porch lights on.
Costumes should be made of light colors. Consider adding reflective tape to costumes or bags. Glow sticks help children be seen by drivers. Parents should carry a flashlight to lead the way.
When selecting a costume, make sure it is the right size to prevent falls and other bumps in the night. Also, make sure that costumes are flame retardant. Costume accessories should be short, soft and flexible.
Try makeup instead of a mask that could obstruct a child’s vision. When choosing makeup, look for ingredients that are labeled “Made with U.S. Approved Color Additives,” “Laboratory Tested” or “Nontoxic.”
When driving on Halloween, be especially alert for children. Children are excited on Halloween and may move in unpredictable ways. Remove any distractions from your vehicle so you can concentrate on your surroundings. Teach children to make eye contact with drivers before crossing in front of a vehicle.
Examine all treats for choking hazards and tampering.
Jack-o’-lanterns are fun, but can present a fire hazard if left unattended. Instead, use a glow stick or flameless candle for illumination.
Stop in for a Spell at the Trick-or-Treat Trail
Princesses, pirates, ghosts and goblins are invited to don their costumes and enjoy a ghoulish celebration at the annual Trick-or-Treat Trail on Saturday, October 26, 2019, from 2 to 6 p.m. at Northshore Park, 2505 Lake Woodlands Drive. Children will have the opportunity to trick or treat from booth to booth and fill their bags with goodies from local vendors. This free event will also include strolling entertainment, inflatables, carnival games, costume contests, a pumpkin patch photo area, a balloon artist, food trucks and more!

Race to the Finish at the Memorial Hermann 10 for Texas

Don’t miss one of the community’s premier running events, the 14th Annual Memorial Hermann 10 for Texas race series. The races will be held on Saturday, October 12, 2019, at Northshore Park, 2505 Lake Woodlands Drive. The event includes a 10-mile course, the 3.1 Armadillo Run (5K) and the One 4 Texas Kids’ Fun Run (1 mile). Early registration for the race is strongly encouraged, as openings for the event fill quickly. The number of participants in all three races is capped to ensure runner comfort and safety. Race day registration will not be available if the race is sold out.
The race culminates with a Texas-sized post-race party at Northshore Park featuring great food, beverages and live country music by Designated Driver, The Band.

Hurricane Preparedness: Stay Prepared in October
Althoughhurricane season is coming to a close, residents are encouraged to stay vigilant not only in October, but all throughout the year with necessary supplies. Every home should have an emergency kit with the following supplies:
• One gallon of water per person per day for drinking and sanitation
• At least a three-day supply of nonperishable food
• Battery-powered or hand-crank radio and a National Oceanic and Atmospheric Administration (NOAA) weather radio with tone alert and extra batteries for both
• Flashlight and extra batteries
• First-aid kit
• Whistle to signal for help
• Filter mask or cotton T-shirt to help filter the air
• Moist towelettes, garbage bags and plastic ties for personal sanitation
• Wrench or pliers to turn off utilities
• Manual can opener and utensils if kit contains canned food
• Plastic sheeting and duct tape to shelter-in-place
• Important family documents
• Items for unique family needs, such as daily prescription medications, infant formula or diapers, and medication and food for pets.
Make sure you also have access to all of The Woodlands Township communication tools. During an
emergency, the Township will utilize all methods available including e-mail, text, website updates, social media and local media outlets.

Preparing the Lawn for Winter

Warm season grasses like St. Augustine, Bermuda and Zoysia go dormant in the fall but the roots will still be growing throughout the winter. We want to make sure that our lawn stays comfortable and has enough nutrition for the coming months, enough to last it until spring.
Aeration
It rains here during the winter, enough in fact to meet all the needs of your lawn. But if the soil is compacted (rock hard and dry), little or no water can penetrate to the roots of your plants, and neither can air. Interestingly, plants take in carbon dioxide through their leaves to create photosynthesis, but plant roots
need both oxygen and water to survive. Aeration solves this problem, by creating tiny divots in the soil to allow moisture and air to penetrate.
Organic Material
A half inch of finely composted organic material, such as leaf mold, spread across the entire lawn will help spur biodiversity in the soil, allowing beneficial micro- and macro-organisms to survive and prosper. If your lawn has a low microbial life level, organic material will inoculate the soil with them.
Fertilizers
• Worm castings are incredibly rich in organic nutrients, and some residents use it exclusively instead of fertilizer.
It works like rocket fuel for plants, but it’s also expensive.
• Solid slow-release organic fertilizers –these types of fertilizers will not leach out of the soil but stay there slowly releasing nutrients to plants.
• Compost tea can be sprayed on lawns to inoculate them as well as provide nutrients. Check with local nurseries and organic garden outlets for more information.
• Organic liquid fertilizers are made of kelp, fish emulsion and other organic additives. Generally mixed with water and sprayed onto the lawn in mid-October, these fertilizers work like slow-release solid fertilizers. One of the biggest differences is that plants can take in liquid nutrients through their leaves. By taking it in through their leaves, they can automatically store it in their root system instead of having to extract it from the surrounding soil.
And remember, since your turf is going dormant this month, it’s time to turn off your irrigation system for the winter.
