The Woodlands Township Designates April as Arts Month

Ata recent Board of Directors meeting, The Woodlands Township declared April 2017 as “Arts Month in The Woodlands” and encouraged all residents and visitors to enjoy the art of their choosing during the month. April is the perfect month to celebrate arts in The Woodlands as there are numerous events going on.

The Cynthia Woods Mitchell Pavilion, one of the top outdoor performing venues in the world, kicks off its summer season this month, and The Woodlands Waterway Arts Festival, one of the best arts festivals in the United States, also takes place this month at Town Green Park and along The Woodlands Waterway on April 7 through 9.

The Woodlands Township commences its evening Concert-in-the-Park series at Northshore Park on April 23 and continues on April 29, May 7, 14 and May 21.

Market Street-The Woodlands starts its Spring Concert series on April 20 that will run every Thursday evening until June 8 in Central Park.

Art abounds in the schools, including The John Cooper School’s Fine Arts Festival Week to be held on campus April 17-22, 2017, and The Woodlands High School’s Spring Concert, Art Show and Madrigal Feast.

Numerous other arts organizations, schools, libraries, the Childrens’ Museum, The Woodlands Township Parks and Recreation Department and private businesses will provide a plethora of performances, instruction, exhibits, shows and arts-related functions during the month of April.

Last, but certainly not least, The Woodlands Township recently concluded a Cultural Arts Feasibility Study, and will continue to review options for the future of arts and culture in The Woodlands. For more information on this plan, please visit www.thewoodlandstownship-tx.gov/culturalarts.

The Woodlands Waterway Arts Festival Brings

A Remarkable Arts Experience at

12th Annual Event, April 7-9, 2017

Festival Named Among Top Five Festivals in the Country

The 12th Annual Woodlands Waterway Arts Festival offers a weekend escape for art and music enthusiasts of all ages and is scheduled for April 7-9.

Conveniently located at Town Green Park and along The Woodlands Waterway, this festival is one of the premier and most highly anticipated events of its kind in the area. Proceeds from the festival directly fund the year-round community and education outreach programs of Because Art Matters, sponsored by The Woodlands Arts Council (TWAC).

Recently ranked in the top five of America’s Best Fine Arts Fairs by ArtFairCalendar.com, The Woodlands

Waterway Arts Festival features 225 artists from a juried competition of artists nationwide, showcasing artwork from 14 different categories. The featured artist for 2017 is Terrell Powell, and his work is featured in all festival graphics, as well as locally through TWAC Art Bench Program. Terrell’s whimsical bench, “Family,” underwritten by Gordy and Michelle Bunch, is located in the outdoor courtyard near the water basin at The Woodlands Mall.

In addition to being a favorite among buyers and sellers of fine art, the festival’s popularity also comes from the community-oriented and family-friendly experience of the event. Music representing a wide range of genres, performed by local, national and international musicians, plus local performing artists, offer an eclectic array of entertainment for all to enjoy. There are also culinary demonstrations, hands-on activities for all ages, and student artwork on display, all in a natural setting.

“Attendees of the festival not only experience a quality art event, but also are able to give back to the local community in a meaningful and impactful way,” said TWAC Events Director Kayleen Barton. “The proceeds from ticket sales and other fundraisers associated with the festival, such as the Art Dash, go directly to art outreach programs for youth, the elderly, underprivileged schools and special needs populations here in Montgomery County.”

Earth Day Every Day

Simple Actions Make a Huge Difference

Even simple actions make a huge difference when multiplied by many. According to the National Resource Defense Council:

• If every family in the United States replaced just one roll of toilet paper with 100 percent recycled toilet paper, we could save 420,000 trees.

• If every household in the U.S. replaced a burned-out bulb with an energy-efficient CFL bulb, it would prevent greenhouse gas emissions equal to that produced by 800,000 cars. It would also save enough energy to light 2.5 million homes for a year.

Small changes in water usage can add up to thousands of gallons saved within a single household.

• If every family in the country shortened their shower by just 30 seconds the annual savings would be two times the amount of freshwater drawn from the Great Lakes every day.

This Earth Month resolve to choose one thing! Start small, but be persistent. Challenge a friend and work toward your goals together.

• Skip the straw; 500 million straws are used daily in America one time and discarded.

• Bring your own reusable container for takeout leftovers.

• Take plastic wrap and film to your local retailer for recycling.

• Reuse glass containers for storage. Recycling is good, but reusing is better.

• Stop idling in the drive-thru lane. Turn off your car, or better yet, park and walk in.

• Wash clothes in cold water.

• Purchase and plant a few native nectar plants for pollinators.

• Eat local and seasonal fruits and vegetables.

• Try meatless Monday.

The Woodlands Township Storm Drainage Task Force

Inresponse to concerns raised by Township residents following major weather events, the Township Board of Directors directed the development of a task force to provide an opportunity to facilitate discussion of community drainage concerns and to discuss potential improvements to the drainage infrastructure that serve properties in The Woodlands Township.

The suggested focus of this task force is to work cooperatively with all organizations that have a role in the planning, development, management and maintenance of drainage systems within the Township boundaries to:

• Focus on ways to improve the short-term and long-term performance of existing drainage systems, and

• Seek to assure that drainage systems in growth areas adjacent to The Woodlands will not negatively impact property located within The Woodlands Township boundaries.

The Township does not have direct responsibility or authority over drainage systems within the community; however, the Township is committed to helping to find solutions to community issues. There is no single agency that has responsibility for planning, managing and maintaining all of the drainage systems in The Woodlands. The statutory authority

including funding for drainage systems in The Woodlands is vested primarily in the Municipal Utility Districts (MUDs), the County governments and the San Jacinto River Authority.

Topics that have been discussed include homes that have been impacted or damaged by storm water, neighborhood drainage issues, storm sewer inspection and maintenance, surface drainage, flood warning devices, grants and funding, watershed areas and presentations from the member agencies on their specific concerns.

As a reminder to residents, ponding water in the street right-of-way (ROW) during heavy downpours is planned and expected. The street ROW actually

Tales of Survival or Adventures

with

Promising an informative and entertaining evening, Hendrik Volschenk, game warden for Texas Parks and Wildlife Department, presents Coexisting with Wildlife at the next Walk in the Woods Nature Lecture, Thursday, April 6, 2017, 7:30 p.m., at McCullough Junior High School, 3800 S. Panther Creek Drive.

Part alligator hunter, part wildlife protector and part peace officer, Mr. Volschenk grew up in South Africa and served with anti-poaching units for the South African National Parks system before becoming a Texas Game Warden. “I have always been involved with wildlife in some capacity,” he said.

Pursuing a degree in education and conservation, he was intent on learning

about wildlife and habitat management. “What I learned most was about managing people because the animals and the environment know how to manage themselves,” Mr. Volschenk notes.

Whether advocating for elephants and rhinos or armadillos and alligators, Mr. Volschenk has a passion for sharing his experiences and insights about living in harmony with wildlife. “I have dealt with this issue on two continents. It’s an ongoing relationship, and like all relationships, it needs work and a lot of understanding.”

Welcome to spring in The Woodlands! March was a very busy month for Alden Bridge, so thanks to everyone who volunteered with us at The Woodlands Marathon Cheer Challenge and the Spring Flea Market. We appreciate your help and participation.

The deadline for submitting scholarship applications is March 24, 2017, so these will be judged very soon, and we’ll announce the Alden Bridge Village Association 2017 winners. We’re so proud of all the young people who enter the scholarship competition! We plan to honor the recipients at the May Alden Bridge Village Association board meeting, so save the date and join us that night, May 9, 2017, 7 p.m. at the Township, 2801 Technology Forest Blvd., to congratulate them.

It’s back again – our annual Spring Festival! We’ll have Easter egg hunts (these are right after 10 a.m., so don’t be late!), rides and activities, music, food, pet adoptions and informative booths. The kids can visit with the Easter Bunny, Puffy Pine Cone, the Chick-fil-A cow and other special guests! It’s going to be a great time for the whole family, and admission is free. Cochran’s Crossing

Let’s cover some of the events that have taken place over the past several months. In February, Township elections for the Village Association resulted in some changes in the Cochran’s Crossing Board of Directors. The board now includes new members Phil Greger, Serafin “Sef” Farias, and Charlie Keene. Continuing on are Tom Buffa, Stuart Schroeder, Steve Perry, James Harville (J.C.), Gary Conwell, Jennifer Kraus, Cynthia Kessinger, Dabney Wisenbaker, Beverly Fennessy, Jim Goldmeyer, Zack Lowe, Jennifer Graff, Todd Graff and Lori Riley.

If you count the directors, you will see there is a total of 17. That means (at print time) we have one board vacancy. That position may be filled by April. However, if you are interested in serving on the board contact any one of the board members listed.

One of the goals of the Cochran’s Crossing Village Association Board is to bring representatives of various organizations of community interest to the meetings for presentations and question and answer sessions. All interested residents are encouraged to attend.

In February, for example, Captain Allison Allen, the Montgomery County Sheriff’s Office (MCSO) Patrol Captain for District 6 (The Woodlands), was featured. She has been in law enforcement since 1995 and is also a licensed attorney. Since graduating from the Law Enforcement Academy and receiving her commission she went to work in The Woodlands as a Patrol Deputy. Since that time she has served the MCSO and the community in several capacities.

During March the Cochran’s Crossing board was involved with the Earth Day Green Up project as well as the Flea Market. Projects like this help bring the community together and also provide some funds that can be used by the village to support other activities.

College Park

Are you preventing crime in your neighborhood or are you contributing to it? Once again, Montgomery County Sherriff’s Office representative Deputy Jason Hopper revealed some interesting crime statistics at the February meeting. We learned that often a car that is the target of a burglary is unlocked. In one of The Woodlands Villages, unlocked cars accounted for half the burglaries! Fortunately, College Park residents are pretty savvy about locking our vehicles. With only 20 percent of burglarized vehicles found to be unlocked, we have one of the lowest instances of burglary of a motor vehicle. Deputy Hopper advises, “Lock your car! Don’t leave anything in your vehicle overnight or in

Coulson Tough Elementary School, Deretchin Elementary School and Smith Elementary School were each presented with checks for $2,000 by the Sterling Ridge Village Association board.

“A core mission of the Sterling Ridge Village Association is to support our community schools, and we are very excited to be able to once again support their wonderful projects,” said Sterling Ridge Village Association President Anthony Fasone.

Here are the highlights from the presentation of each school and how each of them will utilize the funds received at the meeting:

Coulson Tough Elementary — Presentation by Holli Hawkins, art teacher and Heather Pine, PTO President. This year, they requested that we focus on arts in their school. They would like to do a mural with their students and local artist Vickie McMillan. The total cost of the mural is $6,450. They applied for a grant to the Texas Arts Commission and were awarded $1,935. That leaves $4,515 needed to complete the project.

Deretchin Elementary — Presentation by Christy Miller, PTO President and Sarah Howard, Assistant Principal. They requested support for obtaining some stand-up teacher/student desks. The desks will cost about $200 to $500 each, and for fifth- and sixth-graders and teachers, the desks are larger and a little more expensive, around $500 to $600. They believe these desks will be beneficial through all grades.

Smith Elementary — Presentation by former Sterling Ridge Village Association board member Amy Cruse and others. This year, Smith is trying to put Tech-Tubs in each classroom. A Tech-Tub holds 6 Google Chrome Books, and it is a locking box with storage for the Chrome Books inside where they rest in the tub and are charged. Teachers can then use the computers as needed with their students. Fifteen classrooms do not have them yet, so they are requesting $2,000 toward purchase of the Chrome Books Tech-Tubs.

board discussed at what level they wanted to support the school’s projects. It was reviewed that in 2016 the board donated a total of $5,500, and the budget for 2017 was set at $4,500. With adequate funds in hand, thanks in part to community sponsors of the village association’s annual fall BBQ, the Sterling Ridge Village Association board voted to donate equal amounts of $2,000 to each school.

Through the Neighborhood Watch, residents learn how to make their homes more secure, watch out for each other and the neighborhood, and report activity that raises suspicions to law enforcement. Through Neighborhood Watch, you and your neighbors take an active role in community policing.

Be alert. An alert neighbor knows who lives in the neighborhood and can recognize strangers, observes any

Emergency Preparedness Event at the Township, June 10, 2017, from 10 a.m. to 1 p.m., with various safety agencies attending, with presentations, demonstrations and promotional items to help you prepare for any emergency.

National Night Out Community Safety Expo, September 23, 2017, from noon to 3 p.m. at Northshore Park; multiple public safety agencies will attend, many with vehicles.

The Woodlands Township’s Parks and Recreation Department mission is “To preserve, maintain and improve The Woodlands through the provision of quality recreation opportunities and programs, through the protection of the natural environment, and through stewardship of existing open spaces, parks facilities, pathways, roadsides and medians.”

The protection and stewardship aspects of this mission came into full force over the past six months. Upon learning that there would be a turning lane expansion at the corner of Flintridge and Gosling, and knowing that there were some crepe myrtles at this intersection, Township staff developed a plan to save these trees. With the coordination of a tree transplanting contractor, two of the three larger crepe myrtles were moved. Each of these crepe myrtles was over 40 inches in diameter, which is considered very large for this species. One of the challenges of removing these trees was that they sat right above an electrical line, which made the removal difficult. One of the trees now enjoys a prominent location at the Gosling Sport Fields, where it will add color to the park and shade for park users.

Overall, The Woodlands Township Parks and Recreation Department has planted over 3,000, 15- and 30-gallon trees in 2017, along with over 10,000 seedlings in an attempt to fulfill its stated mission.

The Woodlands Township saves a crepe myrtle tree before construction began for turning lane expansion at the corner of Flintridge and Gosling by transplanting it at the Gosling Sport Fields, located at 4055 Marsico Place.

Enjoy the Natural Trail at Shadowbend Park

WhenShadowbend Park underwent a major park renovation, one of the goals of the project was to formalize a path for residents to use when jogging and walking.

A public input questionnaire was part the design process for the park renovation and was vetted by Village Associations and The Woodlands Township Parks and Recreation Advisory Council. The natural surface trail was one of the requested features submitted by those responding to the questionnaire. Many runners prefer the decomposed granite trail surface as it has a softer feel, thus less impact on the body. This trail is the second decomposed granite trail in The Woodlands parks and pathways system. It mirrors the 4,925 feet of trail at the Bear Branch Sports Fields.

The trail is 3,400 feet long and runs in a loop from Lake Woodlands

and back to Shadowbend Drive on both sides of the drainage ditch. The decomposed granite trail is 8 feet wide, which allows people to run or walk side-by-side and allows for traffic in both directions. The trail has a 4-inch base of crushed concrete and a 4-inch level of decomposed granite. Residents have high praise for the new trail, which was completed in December 2016.

Already a highly frequented park amenity, one resident walking her dog stated, “I love this new path! It’s been great for me and the family. What a beautiful new addition to this park.”

Another local resident offered, “This pathway is wonderful. It’s beautiful and so well made. It’s so great for families and people walking their dogs. And it is a great new place to get the exercise we need. Thank you so much!”

Overall, The Woodlands Township Parks and Recreation Department maintains 220 miles of paved and natural surface trails and pathways that are spread thought the community. Lifeguarding positions start at $9.25/hour at most Township pools or $9.75/hour at the Rob Fleming Aquatic Center. Swim coaches start at $9.50/hour and qualified swim instructors at $11.50/hour. All positions are eligible for an increase of $0.50/hour each year with additional experience.

Aquatics Programs

Swim lessons, swim team and aquatic fitness classes are all part of The Woodlands Township aquatic programs.

In 2016, The Woodlands Township had nearly 1,300 individual participants in Learn-to-Swim programs and gave nearly 2,500 additional private swim lessons.

In 2017, the Township will offer over 400 group and private program options with group lessons in the mornings and evenings and private lessons midday, all Monday through Friday at various Township pools. Swimming lessons for all ages and skill levels will be regularly offered at eight of the Township swimming facilities: Alden Bridge, Cranebrook, Creekwood, Falconwing, Lakeside, Rob Fleming Aquatic Center, Sawmill and Wendtwoods — special requests considered for other Township locations.

The Township Water Safety Instructors (WSIs) are certified through a specially-designed training program and teach classes for all ages. The staff undergoes more than 40 hours of initial training and the same amount again each year to make sure they maintain the knowledge and skills needed for successful lessons.

classes with two-week sessions running from June 5, 2017, to August 11, 2017. Private lesson plans are tailored to the individual based on similar teaching formats. Enrollment is open now!

The Township is also home to three summer league competition swim teams: The Hurricanes, Riptides and Waves compete in the Northwest Aquatic League (or NWAL), each with between 180 to 240 swimmers, ages 4 to 18. Summer swim team enrollment began February 1, 2017, and the practice season begins April 24, 2017. There are also four non-competitive Junior Swim Teams at Creekwood, Lakeside and Ridgewood pools that are geared toward getting swimmers ready for the competitive experience.

New for 2017! Aqua Yoga is being offered this spring and summer; participants stand on floating mats in the pool while a professional instructor leads various core-strengthening, balance and mind-body exercises.

Deed Restrictions and Enforcement

Deed restrictions are one of the main reasons homeowners choose to live in a master-planned community such as The Woodlands.

The Woodlands Township Covenant Administration Department enforces covenants and standards that apply to both residential and commercial properties. Residents are assured that fair and uniform enforcement of covenants and standards protect their property investment.

Most inquiries from Township residents involve property improvements, home maintenance and possible violations in the neighborhood. Issues such as these fall under the category of deed restriction enforcement. The first step is to determine the existence of a violation. Township Covenant Administration Department staff review the issue and contact the homeowner of the property in question to reach a resolution within a specified time frame. Usually, a first notice (a brief, courteous letter explaining the violation and how it can be resolved) will settle the issue.

The two most common violations addressed are trash carts in public view and home maintenance issues. Trash carts may be placed near the street edge one day prior to the scheduled trash collection day and must be stored out of public view by the end of that day. Homeowners can install a trash cart screen for convenient storage, but the screen must be applied for and approved prior to installation. Please consult Standards Section 3.2, Screened Structures for Trash and Recycle Carts, for additional information.

Basic home maintenance is simple and relatively inexpensive. Keeping the exterior of the dwelling and garage free of mildew and algae and your lawn and landscaping beds trimmed and weeded

not only improves the appearance of the property, but also helps maintain the value of the property.

Remember to check the Township Residential Standards before starting any improvements to your home. The standards and all applications are available online at www.thewoodlandstownship-tx.gov/ covenants. There is no application fee; however, there is a refundable compliance deposit for projects that require a building code inspection. The deposit is refunded when the inspection has been passed and any other conditions of approval, if applicable, have been met.

National Prescription Drug Take-Back Day

The Woodlands Township Neighborhood Watch is hosting a National Prescription Drug Take-Back Day, Saturday, April 29, 2017, from 10 a.m. to 2 p.m. at The Woodlands Township front parking lot, 2801 Technology Forest Blvd., 77381. Special agents with the Drug Enforcement Administration (DEA) and a deputy with the Montgomery County Sheriff’s Office will be on site to collect unwanted medications for safe disposal.

Medications will only be accepted during the event hours and may not be dropped off before or after the event. No sharps (needles) will be collected by the DEA at this event.

According to the DEA website, “The National Prescription Drug Take-Back Day aims to provide a safe, convenient and responsible means of disposing of prescription drugs, while also educating the general public about a potential for abuse of medications.”

The Woodlands Township was recently home to the inaugural Inspire Film Festival, a four-day cinematic event dedicated to entertaining and inspiring audiences with films and stories that celebrate the human spirit. As the first festival of its kind, the event featured exclusive films that were selected based on their ability to enlighten and entertain an audience. The Woodlands Township Chairman Gordy Bunch and Director John Brown had the opportunity to enjoy the unique sounds of the Landfill Harmonic during their performance, which followed the Recycled Orchestra of Cateura, a Paraguayan musical group that plays instruments made entirely out of recycled garbage.
