BY CLAIRE THWAITES RAPE offences in Yarra Ranges increased by 75 per cent in the past year, according to the latest crime data. The Victoria Police statistics released last week show there were 49 rapes reported, up from 28 in 2010-11. But Yarra Ranges’ Acting Inspector Allan Price said there was no need for community concern because the statistics often meant more victims were confident about coming forward to report what was usually an underreported crime. ‘‘Sometimes it is about historical offences that are only being reported now.’’ Inspector Price said police were continuing to focus on high-risk community locations and were always looking to drive down crime rates. ‘‘Victoria Police is very serious about violence against women and children. We do put a lot of time and effort into that area now and we would always encourage people to come forward and report a crime.’’ Centre Against Sexual Assault forum spokeswoman Carolyn Worth agreed it was more likely people were reporting such offences more. ‘‘It looks like the whole society is going downhill but it’s not,’’ she said. ‘‘There are three things that are important: people are reporting it more, agencies and people working together and breaking the silence.’’ Women’s Health East chief executive officer Kristine Olaris said the reported numbers were fairly small, making it hard to know if the changes from year to year were statistically significant — and it was therefore more important to look at the trends over time. ‘‘Reported levels of sexual assault generally bear no resemblance to actual incidence levels. ‘‘This is partly because the overwhelming majority of sexual assaults are not reported and also because it sometimes takes women a long time to report – days, months, weeks or years. In addition, sexual assault is most likely

Her GP was the first person she chose to confide in, and with their support, the outer east woman found the courage to visit the Eastern Centre Against Sexual Assault. ‘‘They then encouraged me to tell my family. It was really important to me to have all these people, both professionals and my family, that believed me,’’ she said. That support gave her the strength to report

MAROONDAH and Yarra Ranges councils have expressed concerns over the proposed planning zone reforms put out by the state government. The reforms have been released for public consultation by Planning Minister Matthew Guy’s office and neither council is happy with the changes. Maroondah Council has voted to put forward a motion at a Municipal Association of Victoria meeting — slated for September 20 — calling for the state government to revisit the proposed new zones ‘‘on the grounds they provide for significant unintended consequences’’. The council’s MAV submission said it had ‘‘a number of reservations and concerns about the proposed new zones’’. These include the potential to undermine policy around the central activity areas and that new residential zones would not protect residential character and amenity. ‘‘In fact, the zones now allow substantial commercial uses without planning permits,’’ the report stated.

‘No, minister’: Maroondah Council’s offices. At a meeting tonight, Yarra Ranges councillors will vote to endorse a report on the proposed changes and a submission that, if approved, will also be sent to the government as the council’s official response. The submission, compiled by director of planning Andrew Paxton, states that the council is ‘‘concerned that a thorough assessment of the proposed changes has not been undertaken and they may result in a range of unintended consequences’’. Yarra Ranges’s other concerns include the new rural zones not delivering changes to support agriculture that the

council has advocated for — such as permit exemptions for hail netting or permission for farmers to include value-added sales . ‘‘The increased non-rural uses will intensify pressure for urban-type development in these areas, competing with the need to preserve areas for agriculture and conservation,’’ Mr Paxton said. With public submissions closing on September 21, both councils questioned the timeframe of the consultation process. ‘‘The timing, coming up against council elections and caretaker mode, is somewhat questionable.’’

COUNCIL elections are drawing closer and the majority of current Yarra Ranges councillors have confirmed they will have another crack at the shire’s top jobs in October. Councillors Terry Avery, Noel Cliff, Len Cox, Samantha Dunn and Richard Higgins have all said they will be running again. Current mayor Graham Warren said he was still undecided when the Weekly spoke to him last week. Councillors Chris Templer of O’Shannassy Ward and Tim Heenan of Billanook Ward did not return calls by deadline. After serving on the council for seven years, Ryrie Ward councillor Jeanette McRae has confirmed she will not be running again. ‘‘I believe that there comes a time when it is necessary to refresh not only oneself, but to allow the opportunity for others to represent their community. For me that time is now,’’ Cr McRae said. ‘‘I have valued the opportunity to have provid-

Lilydale steps up bid to keep TAFE

Healer with a two-wheeler

THE Lilydale community is continuing its vocal stance against the closure of the Swinburne University and TAFE due to happen next July. Last week Monbulk MP James Merlino presented a ‘Save Swinburne Lilydale’ petition with 2789 signatures to Victorian Parliament. A public forum will be held later this month for residents to hear about the future of tertiary education and training in the outer east. Yarra Ranges mayor Graham Warren said Swinburne’s recent announcement that it would be closing its Lilydale campus had been met with widespread shock, disappointment and anger. “We do not want young people or anyone else looking for further education to be disadvantaged by access to tertiary education and training,’’ he said. “We want to take this opportunity to meet together and look for opportunities for the future.” Cr Warren said the public forum would form part of an ongoing campaign to ensure tertiary opportunities for the region. Cr Warren urged interested community members to attend the forum at 5.30pm on September 26. It will be held at Mt Lilydale Mercy College Centennial Hall, 120 Anderson Street, Lilydale.

BY DAVID SCHOUT TIM McCreery is in a lucky position to combine his passion with his profession. The 27-year-old paramedic from Yarra Junction is undergoing training to become part of the Ambulance Victoria bicycle response unit. The BRU attends major events in Melbourne — such as the Spring Racing Carnival, Grand Prix and New Year’s Eve — to quickly respond to incidents normal ambulances cannot reach. ‘‘I’m the kind of person who loves cycling and I try to get out there three or four times a week,’’ Mr McCreery said. ‘‘To me it’s the coming together of two things I love — my work and my bike.’’ After being short-listed as one of 16 members of Ambulance Victoria to join the BRU team, Mr McCreery has undergone the relevant training and is ready to get out on the footpaths of Melbourne. ‘‘All the people picked are keen cyclists, so I don’t think it will be a problem attending to people quickly,’’ he said. ‘‘I guess that is the BRU’s main role, to cut waiting times in crowded areas, which can save lives. It also serves as a good PR role, being able to talk with people about Ambulance Victoria

out on the job.’’ When not working with the BRU, Mr McCreery is an advanced life support paramedic at Yarra Junction, attending all types of incidents throughout the Yarra Ranges. The BRU, set up in 2006 for the Melbourne Commonwealth Games, was the first of its kind in Australia. ‘‘The paramedics on mountain bikes work in

INBRIEF Taxi driver attacked A taxi driver was taken to hospital after being assaulted in Upwey yesterday morning. Belgrave police said the driver picked up a man in Ringwood and drove him to an address in Mast Gully Road, Upwey, arriving just before 1am. An argument took place over the fare and the man punched the driver on the head several times and pulled him out of his taxi onto the ground. The man walked off and the driver alerted police before being taken to hospital with a suspected broken nose. Police have obtained the security footage from the taxi and the investigation is continuing.

Six-week wait over Maccas Tecoma residents have to wait six weeks to find out whether they were successful in their bid to stop McDonald’s from opening a restaurant in the area after the final two days of

FEATURESTORY As the sun shines longer and flowers blossom, TARA McGRATH finds out why community gardens are the best place to sow your seeds this season. Pictures by ROB CAREW.

Invitation to a garden party or many people, working in the garden by themselves is a small slice of paradise. But others prefer to feed off other gardening enthusiasts — both novices and professional — and a community garden can be the perfect place to do just that. The Knox Community Gardens in Boronia are all about inclusion, socialising and helping one another out, says president John Di Danna. The gardens have been open since 1985 and, nearly 30 years on they’re so popular there’s a waiting list for plots. There are 120 plots at the site and 150 people are involved, from older retirees to young women and their children. Regular social functions and an annual Christmas party ensure the focus isn’t just on gardening but on meeting new people and keeping active. The garden also provides a sanctuary for local students with intellectual disabilities who visit the garden weekly to tend their plots. A retired school principal, Mr Di Danna says he loves ensuring the children are enjoying their time in the garden. So much so that he’s spent the past few months building a tractor from a broken down ride-on mower for them. ‘‘I couldn’t get it to work, so I’ve put a steering wheel on, and an exhaust. It’s something different for them to have a go with.’’ He also spent many long hot days last summer scouring industrial estates for materials to build planter boxes for use while planting. ‘‘I collected scraps from industrial areas and then filled them with dirt and manure, and painted them — it means [children] don’t get as dirty and can stand and help.’’ But plants need tending to more than once a week, and that’s where Mr Di Danna and his trusty volunteers lend a helping hand. ‘‘We like to help out the groups down there. We’ll weed, maintain the plots, plant some new fruit and vegetables during summer holidays.’’ The Ashwood College Permaculture Food Garden is a little different because, instead of individual plots, a group of dedicated volunteers manage a communal 2000 square metre site. Lush with all the varieties of lettuce you could name, more than 50 fruit trees bearing apricots, peaches and nectarines, as well as a beehive, pizza oven and pergola, the garden is a flourishing testament to people power. Mariette Tuohey started the garden more than five years ago because of a passion for sustainability and permaculture. ‘‘We only have one planet and we seem to be using it up as fast as possible. We’re not even considering what we’re leaving behind for our grandchildren.’’ Despite the focus being on having a place to garden and socialise, Mrs Tuohey says talk inevitably leads to how each person can lower their carbon footprint. ‘‘Talk often does revolve

Just add water: Michelle Fleming, Melanie Titchie, Luisa Williams and Jo Stanford work in the Healesville Community Garden. around that. We discuss buying produce from farmers’ markets so you know it has come from nearby. There won’t be any asparagus from Venezuela for sale at those markets.’’ There are two open sessions at the garden each week — Wednesday and Saturday mornings — but once a person becomes known to organisers they can have access on other days. Mrs Tuohey says one of the main reasons behind the decision to have a shared community garden was to use chickens to develop the site. Chookdomes — mobile chicken enclosures that provide a mobile weeding and fertilisation service — will soon arrive at the site. They have a diameter of about four metres and are made of PVC piping and chicken wire with a shadecloth door, a tarp over the top to keep them dry and a bamboo roost for chickens to sleep on. This roost is suspended more than a metre above the ground, keeping the birds safe from foxes. Each dome has several nesting boxes that were recycled mower catchers. ‘‘If you’ve had any experience with chickens you’ll know that they can be very destructive in a vegetable garden,’’ Mrs Tuohey says. ‘‘But if you can contain their ‘efforts’ to a specific garden bed, they will weed it and fertilise it effectively with much pleasure and gusto. ‘‘When the bed’s cleared you move the chooks on and plant out where they’ve been.’’ The Ashwood garden received state and fed-

Mrs Tuohey offers classes on food gardening topics, such as compost and worm farms, and says they’re all ‘‘practical hands-on workshops’’. In the Yarra Valley, residents can get their hands dirty at the Healesville Community Garden, managed by Yarra Valley Community Health. There are 22 plots at the Healesville site and so

far seven have been leased, but that’s expected to increase during the warmer months. The garden opened in March and YVCH dietitian Jo Stanford is hoping to use the site for a number of activities to improve the wellbeing of Healesville residents. She says clients with chronic disease, low income or mental health problems can benefit greatly from pottering around the gardens. Ms Stanford says some of the benefits for lowincome earners include access to low-cost fruit, vegetables and herbs and encouraging families to use healthy cooking methods while saving money on unhealthy takeaway meals. People with disabilities or a mental illness can improve their communication and fitness skills working in the garden, while they learn about the environment, nature and nutrition, Ms Stanford says. Many of the programs are still in their infancy, but with spring unfolding, the list of events for the garden is ramping up. A dream for people involved with the Healesville garden is using the fresh produce for emergency food relief and serving it at community meals for those in need. With the days getting longer and the flowers beginning to bloom, community gardens can be the perfect spot to improve those green fingers, no matter what your age, lifestyle or gardening skills.

SINCE opening its doors last October, more than 1000 people have been seen at the Australian Hearing Centre in Lilydale. Centre manager Nella Gallo said that after a mobile unit visited the area, it proved extremely popular and continual feedback was that a permanent centre was wanted. ‘‘Hence the birth of our little centre,’’ she said. ‘‘So far the response from the community has been great. It’s very encouraging.’’ The centre had its official launch late last month with Minister for Human Services Kim Carr attending. Lilydale resident Albert Grulke was a guest speaker and told of the difference a hearing aid had made to his life. ‘‘Many people don’t recognise when hearing loss is developing,’’ he said. ‘‘On top of that, people they meet may have no idea there is a hearing problem, which can cause obvious communication problems. So it’s great to have this centre right here in our backyard to help.’’ Australia Hearing Lilydale offers free hearing checks to eligible adults.

Up to bat for a teen fan BROOKE Kennedy has grown up with baseball in her blood. Ever since she could wear a glove, the Warranwood girl would play catch with her brothers Mitchell and Jon, both state and national players, and her uncle Phil Dale, who coaches the Melbourne Aces. But at the age of nine things began to take a turn for the worse. ‘‘It sounds weird but we woke up one day and she wasn’t standing straight,’’ Brooke’s mother Sue said. ‘‘From then on she became worse and worse.’’ Brooke, who is now 14, was initially thought to have cerebral palsy but was eventually diagnosed with an extremely rare form of dystonia that only a handful of Australians have. The disorder has escalated to the point where her hands and feet are pointed severely inward, and she experiences ‘storm’ episodes, where her limbs become locked in extremely uncomfortable positions.

Mrs Kennedy says that although these moments scare her daughter, she never gets down on herself. ‘‘She is just an extremely resilient kid and amazes her doctors. She never lets it get her down, no matter what the disorder throws at her. ‘‘As a mum I really do admire her. She just says to me ‘Mum, I have a crazy brain’.’’ Brooke’s condition has deteriorated in the past year, and she has been hospitalised three times with lifethreatening dystonic storms. For Brooke, this has prevented her from doing her favourite thing — playing baseball. She now requires surgery that aims to allow easier body movement by disrupting the faulty messages her brain is sending to her muscles. The surgery requires using a $50,000 frame. To help pay for it, the baseball community, in particular Jon Deeble (Australia’s national baseball coach) and her uncle Phil have organised donations from Victorian clubs, and base-

ball memorabilia from the US. Deeble, who has known Brooke since she was a child, has urged all to help out. ‘‘I saw Brooke three weeks ago on the Gold Coast,’’ he said. ‘‘We can make a difference to her life by getting this frame built.’’ The frame will then also benefit the handful of Australian children who require the surgery. ‘‘To me it (the fund-raising) is not just about Brooke,’’ Mrs Kennedy said. ‘‘I really want to help the Royal Children’s Hospital, who have been incredible. I don’t know where we’d be without them.’’ Anyone looking to donate can visit brookestarsdream.com.

MOOROOLBARK residents are a proud bunch — and who better to share their love of the area with than each other? Formed in 2009, the Mooroolbark Umbrella Group aims to inform people of the town’s services, amenities and activities. The group is not like a business association as it is open to all groups including service organisations, church groups, schools and residents. ‘‘The conversations for this group started from people who are passionate about Mooroolbark, ’’ MUG chairman Randall Bourchier said. ‘‘It is quite a diverse range of organisations we have represented. We are not expressing a narrow agenda.’’ Mr Bourchier said the group also advocated on issues for the community and has been known to write letters to the local and state government about town concerns. Each year MUG hosts a community forum with a high-profile guest speaker —

RTIST Terry Matassoni puts his inspiration quite simply: ‘‘I paint what I see.’’ His latest exhibition Silent Windows, now on show at Maroondah Art Gallery, showcases works dating from 1989 to this year. The works relate to Matassoni’s experiences of living in Melbourne, living in proximity to others, and alienation in the crowded city — all fitting in well with his description as ‘‘an urban artist’’. His paintings show everything from the mundane moments of life, to the loneliness and tensions in relationships. Matassoni’s paintings have been on show right across Australia. Works from private collections have been gathered together for this exhibition.. He grew up in the country around Swan Hill before moving to Melbourne and his first exhibition was held in 1984. ‘‘My paintings are realistic in one sense but kind of put together like a jigsaw,’’ he says. ‘‘This is the first time all this work has been put together in this way. It is exciting.’’ Silent Windows is on show at the Maroondah Art Gallery now until October 20. The gallery is at 32 Greenwood Avenue, Ringwood. Opening hours are 10am-4pm Tuesday to Friday and noon-4pm Saturdays. Details: 9298 4545.

final and can expect an even tougher test with both clubs desperate to win the flag and earn a place in division 2 in 2013. Stars like Anthony Sharp, Dwayne Kelly and Jack Whelan will have big jobs to do if the Saints are to win the flag. The Saints’ reserves had to fight through to their grand final the hard way, beating Mitcham in the elimination final, Ringwood in the semi-final and Wantirna South in the preliminary final. In the grand final they face finals-hardened Boronia, a match which should prove a fitting curtain-raiser to the main event.

BMW 118d makes for dream touring Ewan Kennedy road tests the German marque’s little convertible BMW convertible: sun up, top down, wandering along quiet scenic roads in the last days of winter in south-east Queensland. Life doesn’t come much better than this. So we decided to make a weekend of it and dawdled up to Noosa. After driving for more than 500 kilometres the little 118d convertible was still showing about a third of a tank of diesel left. The efficiency of all current BMW diesels is extremely impressive. Fit a little 2.0-litre diesel engine unit into a lightish car and fuel consumption in the low fives is there for the asking. On our holiday trip the fuel consumption was in the mid five litres per hundred kilometres range. With the roof closed, therefore making for better aerodynamics, it would be easy to get the fuel consumption down into the high fours. The second generation of BMW’s 1 Series was released in Australia in October 2011 in hatchback form. But the convertible in which we have just spent a most enjoyable week is carried over

from the previous generation. Exterior changes to the shape of the new-gen 1 Series hatchbacks are relatively minor. Having a soft-top rather than a folding hardtop in the modern manner means the little Bimmer looks like a ‘proper’ convertible. A hardtop with the roof raised looks like just another coupe. The 1 Series is the smallest in the BMW range and in convertible format, interior space is further compromised by the need to provide space into which the roof can be lowered. All these apparent handicaps are soon forgotten when we threw ‘our’ BMW 118d at hard corners on demanding roads in quiet hilly areas. Superb balance is immediately obvious, as are responsive steering and huge amounts of cornering grip. Those who put sheer driving pleasure ahead of all else will simply love every moment they spend behind the wheel. Prices start at $53,200, not including government or dealer delivery charges.

Top down and sun up: The little BMW is just the thing for the good life.

Almera wins the space race t seems as though everyone is a critic, especially when it comes to the Nissan Almera. Trawling the internet for word on the new light sedan found onliners wading into the car, which has just come to Australia. The main gripe was about the exterior, with many comments using the word ‘ugly’. Having spent time with the Almera on its media launch Down Under, I beg to differ. Almera’s strength lies in its passenger cabin with class-leading space. Almera’s rear seat legroom of

Demons’ promotion bid falls short BY ROY WARD MONTROSE will remain in division 2 for another year following a 12-point loss to Rowville in the Eastern Football League grand final at Jubilee Park, Ringwood on Saturday. As the Hawks sealed their return to division 1, the Demons were one win short of the premiership for the second straight year. Rivals Lilydale won last year’s flag. In a tight, contested match the Demons led at quarter and half-time but five goals to two in the third term sent the Hawks to a 17-point lead at three-quarter-time. The Hawks then held off the Demons’ final-quarter challenge to win the match. Billy Schilling kicked two goals for the Demons and Dean Stephen, Andrew Haining, Jye Goodman, Sam Goodman, Sam Rickard and Matt Langdon were named best players. The Demons reserves scored a comfortable 34-point win over Upper Ferntree Gully in the division 2 reserves grand final earlier in the day. The Demons led at every change with coach Chad Rogers kicking two goals and Matt Lowe, Lachlan Telford, Chad Rogers, Mark Pasini and Ben Stacey named best players. The Weekly was unable to reach coach Brett Johnson or president Greg Gardoll for comment on Monday. The EFL also confirmed over the weekend that the size of each division will remain the same in 2013 with just one team in each competition being replaced. The league confirmed Croydon would drop into division 2, to be replaced by division 2 premiers Rowville while Doncaster would drop into division 3 and Coldstream into division 4. Rising Tigers put an end to Wandin’s season EACH week Upwey-Tecoma keep getting stronger and with each win get closer to the Yarra Valley Mountain District Football League division 1 grand final. The Tigers beat Wandin by 39 points in the elimination semi-final on Saturday. They now face Woori Yallock at Alexandrea Recreation Reserve in the preliminary final this Saturday for the right to face Gembrooke Cockatoo in the division 1 grand final. The Tigers, even though they are reigning premiers, were in bottom-spot midway through the season after a string of injuries left the side painfully young. [YAR]

But in the tight YVMDFL the Tigers gradually got players back and strung wins together, just scraping into the finals then winning their opening two finals matches. Tigers coach Greg Spence said his side had turned on a dominant performance against Wandin. ‘‘The boys seemed to dominate the game from the outset even though we kicked poorly into the blustery wind in the opening quarter,’’ he said. ‘‘We knew they were a good outsiderunning team, so we had to put pressure on the ball carrier and the pressure and implied pressure that we put on was fantastic and we forced a lot of turnovers.’’ Spence said the Tigers list was now

close to full heading into the preliminary final. ‘‘Every week our confidence grows. But we can only take it week by week although the confidence and belief in the group is high and this team has played a lot of finals footy over the past two years. ‘‘We are in control of our destiny.’’ Spence said Woori Yallock was a similar side to the Tigers with lots of young players in their side. Woori has beaten the Tigers in both their meetings this season. ‘‘Both teams match up well,’’ he said. ‘‘They play a lot of kids and so do we. ‘‘We are both very good running, skilful sides.’’
