Students face huge TAFE fees therapy next year at Chisholm’s Mornington Peninsula campus has surged from $2500 to $7110. Fee hikes at the campus include the diploma of children’s services (rising from $2500 to $3082) and the diploma of conservation and land management (rising from $2500 to $3500). Chisholm Institute chief executive officer Maria Peters said courses without sufficient resources may be offered as fee-for-service from next year, but would be determined by the number of enrolments. Many courses at Frankston are also facing fee hikes. Fees have risen for the advanced diploma of building design - architecture (from $2500 to $4170), the advanced diploma of building surveying (from $2500 to $5500) and the advanced diploma of justice (from $2500 to $3650). A Chisholm Institute spokeswoman said the institute had tried to keep fees as low as

STUDENTS planning to take courses at Chisholm Institute’s Mornington Peninsula and Frankston campuses next year are facing drastic fee hikes. The increases in fees — flowing from the state government’s budget cuts to TAFEs — may put courses out of reach for some students. Under the previous system, some courses were underpinned by government subsidies and capped at an annual fee of $2500 a student. This means courses without 2013 resource allocation under the Victorian Training Guarantee — including business administration and legal services, sport and fitness, food and meat processing, marketing, liberal arts, ceramics, areas of hospitality and events — are facing increased fees or have been axed. possible. ‘‘In courses where there are high numbers of disadvantaged students, and for foundation courses such as VCE, we have kept fees low,’’ she said. ‘‘Areas where the cost of courses has increased significantly are courses where the government’s subsidy has been reduced. ‘‘Our decision on what to charge for these courses was based on market value and competition with other tertiary providers. They may seem like big increases but we have to cover the costs of providing the course.’’ The spokeswoman said some Chisholm courses — including certificate III and IV in hospitality, certificate I in kitchen operations and ceramics — would not be offered next year. ‘‘If students were in the middle of completing a course they will be able to access the training to complete this course. ‘‘I think everyone understands there have been cuts to the TAFE sector and we need to wear it.’’

Senior students from Nara University High School in Japan visited Western Port Secondary College to gain a taste of life on the Mornington Peninsula. Students from both schools shared activities and experiences. The Japanese students enjoyed an old-fashioned Australian sausage sizzle and games of basketball and Australian rules. They also taught the Western Port Secondary students the art of origami and Japanese calligraphy.

Food for all I am writing to thank everyone in our community who took part in our 2012 blanket appeal. This year we received a record 414 blankets and knitted rugs. Our appeal received a great boost and support from Centro Mornington which collected 209 blankets for us, together with a quantity of scarves and jumpers. Also, as a result of a partnership between Carrum Downs Community Bank, Bendigo Woollen Mills, Janice Bartlett of Needy Stitches and several branches of Bendigo Bank on the Mornington Peninsula, wool was turned by at least 300 knitters into

Re: Quarry sell-off plan attacked As a new resident of Mt Martha, one of the major factors influencing our decision to move to Mt Martha was the beautiful coastline and serene bush surroundings of this area. The Mt Martha quarry cliff face and the adjoining land forms part of the beauty of this natural environment. It is where many species of native flora and fauna can be found. As such, the quarry area and its natural beauty should be protected against any high-rise developments being proposed by Mornington Peninsula Shire Council. This would not only destroy the natural environment, but it would be lost for future generations. It is important that as residents we protect what we have and enhance this land by leveraging the natural features, such as the wetlands and making this area into a native bushland park. Close call for Rosebud family BY ALECIA PINNER A ROSEBUD man and his mother and fiance were lucky to escape with their lives when their home burnt down on December 1. Heath Davidson, 25, first captured the attention of the Weekly after he turned his life around at the Fight 4 Life youth club — overcoming a lifestyle of partying and drugs to become a promising wheelchair boxer. Just days after having his picture taken for the cover of the Weekly, Mr Davidson and his fiance Megan were asleep when she was woken by the sound of shattering glass. ‘‘It was an intense wake-up call on Saturday morning. My girlfriend woke up because she heard the front door shatter. She yelled out ‘somebody is breaking in’ and ran out of my room into a room full of flames. ‘‘By the time she got my wheelchair there were flames at the door . . . we got mum and the dogs out and watched it burn. The flames were so intense and it was so loud. The neighbours had called the fire brigade; they said they had been calling out for five minutes.’’ Fire investigators have not determined the reason for the fire but told the family it had

Since the fire, Mr Davidson has been staying at a friend’s house in Chelsea and nextdoor neighbours in Rosebud offered their holiday home to his mother, Jane Davidson. ‘‘Everyone has been so generous and offered as much as they can but at the same time I don’t want to take it. I feel awkward taking money from people.’’ The family are moving into a rental property in Rosebud until their house is rebuilt. INBRIEF Girl flees attacker Hastings police are seeking witnesses to an attempted abduction of an 11-year-old girl about 8.10am on Monday. The girl was on her way to school when a man believed to be in his late 30s grabbed her arm on the corner of Spring and Victoria streets in Hastings. The girl broke free and ran to her school where she reported the incident to the principal. The offender is described as Caucasian, about 170 centimetres and of slim build and was wearing a black cap, blue top, long black pants and black leather jacket. A man aged about 50 is wanted for wilful and obscene exposure on the McRae foreshore at 2pm on December 8. The man allegedly stood behind a boatshed in view of five teenage girls on the beach and exposed himself. He was wearing shorts, a singlet and cap. Four injured in crash Four people were taken to hospital after an accident in Somers on Friday. The driver and occupants of the vehicle, all from the Mornington Peninsula and Frankston and aged 17 to 21, were injured after the car they were in hit a power pole at 5am. The driver and one passenger were taken to The Alfred hospital, and two other passengers were transported to Frankston Hospital. Acting Sergeant Nick Donald of Hastings police said the passengers and driver were lucky to escape more serious injury. The car was a late-model Ford Falcon. Anyone with information is urged to call Crime Stoppers on 1800 333 000.

Firemen claim cuts affect water access BY ALECIA PINNER LOCAL firefighters say government funding cuts are impacting front line services including their ability to quickly access water to put out fires. The Weekly last week spoke to firefighters from the south-east region and sighted a CFA internal email confirming that a roll-out of new couplings used to connect water hoses to fire trucks had not been completed by the CFA due to funding pressure. Frankston resident and United Firefighters Union spokesman Geoff Barker said this meant the new coupling hoses often did not fit trucks of neighbouring brigades and all stations didn’t have the adaptors provided by the CFA as a ‘‘Band-Aid solution’’. ‘‘Frankston, Mornington and Patterson River have the Stortz coupling hoses but Mt Martha, Mt Eliza, Langwarrin and Carrum Downs don’t. We shouldn’t have to fiddle around and look for these adaptors,’’ he said. Some stations had trucks with and without

the new couplings, another firefighter told the Weekly. ‘‘The hose doesn’t fit the truck and we have no water,’’ he said. A CFA spokeswoman said the couplings roll-out was pre-funded and expected to be completed by 2020, with the south-east area ahead of schedule and expecting completion in 2016. District 8 operations manager Trevor Owen said funding cuts had not affected firefighting capability. ‘‘CFA has instituted a program to update hose couplings across the southern metropolitan region. This phased project has been funded. Adaptors have been issued during the transition,” Mr Owen said. Local career firefighters rallied outside Frankston MP Geoff Shaw’s office last Tuesday week, asking for his support in their call for the state government’s $66 million funding cuts to CFA and MFB to be reversed. Mr Barker delivered a report to Mr Shaw citing examples of how front-line services had been compromised by the cuts.

Strings attached, but all in a good cause BALNARRING Primary School pupils took to the skies last week as they flew handmade kites. The school’s 400 pupils were supplied material to make the kites by the Presentation and Family Centre and Wilderness Centre in Balnarring and the kites were flown in the centre’s grounds. There was enough wind to lift the kites high into the sky, much to the delight of the pupils. Presentation and Family Centre operations

manager Ishti Turner said it was a fantastic day. ‘‘It was lovely to see the children enjoying nature,’’ she said. ‘‘Families came down and had a sausage sizzle and there was terrific community involvement.’’ The centre provides respite accommodation and support for disadvantaged families. Set on 19 hectares in Balnarring, it hosts six cottages and a wilderness area, with a focus on sustainability.

Cricketer suffers minor heart attack

Waves of joy over $1.1m home

A ROSEBUD cricketer is recovering in Frankston Hospital after having a minor heart attack during a MPCA cricket match at Olympic Park, Rosebud, on Saturday. Danny Helybut was on 12 when he retired hurt after feeling dizzy in his side’s match against Red Hill in the MPCA Sub District Shield. Rosebud captain-coach Jason Nagel said the 37 year old thought the extreme heat had got to him and went into the changerooms to have a shower. Nagel had earlier taken out some Panadol and water to Helybut while he was batting. ‘‘I said to him: ‘If you aren’t feeling up to it, just come off because we can always put someone else in if you’re struggling’.’’ Helybut left the field and was in the shower for about 30 minutes before walking to the social rooms, telling teammates he’d call his wife and go to hospital. ‘‘[When he left the field] he was adamant he didn’t need to go to the hospital,’’ Nagel said. ‘‘But by the time he left the changerooms, he said he’d needed to go to hospital.’’ Helybut was recovering well in hospital on Monday. The Olympic Park ground has a defibrillator paid for by the cricket club, junior football club and the senior football club.

AFTER 15 years, Dromana Bay Life Saving Club finally has a home of its own. Since it started in 1997, the club has operated from a variety of locations including Rust Annexe, the Dromana Primary School boatshed and two shipping containers on the Dromana foreshore. But after years of fund-raising and money from the state government, the club’s $1.1 million purpose-built clubhouse has officially opened. Nepean MP Martin Dixon said the lifesaving clubhouse was an asset the whole community could share. “The new facility will provide the local life saving club with a modern working environment to assist volunteer lifesavers in carrying out their vital beach patrols,” he said. “This project is a great example of state and local government working with the community to deliver a state-of-the-art facility that will support not only the local lifesaving club, but the Dromana community as a whole well into the future. “I’d like to thank the club for their tremendous fund-raising efforts, those in the community who gave generously and the Mornington Peninsula Shire Council for their work supporting management of the project.”

A spokeswoman for Patrick Ports said a capital expenditure project to make the pier wheelchair accessible would need to be approved and funded by the state government.

THREE wheelchair-bound Western Port residents staged a peaceful protest at Stony Point pier last week. Kevin Birkett, Karen Hiam and Frank Cutuli say they are being discriminated against as they cannot access parts of the pier or catch the ferry to Cowes as there are no ramps. ‘‘Every summer we stage this protest in the hope that eventually the pier and the ferry will be wheelchair accessible,’’ Mr Birkett said. ‘‘There are more and more of us in wheelchairs and we believe we should have the same access as everyone else. We would really like the opportunity to catch the ferry every now and again but at the moment we don’t have that option.’’ Mr Birkett, who has cerebral palsy and doesn’t drive because of his condition, said he and his friends had limited options to get to the other side of the bay. ‘‘Our only other option is to get a taxi over there which is a $300 trip each way.’’ Although Mr Birkett receives a discount on the fare because of his disability, he said it was still a huge expense. ‘‘We have friends in Cowes and would love to be able to visit them

The changes to the pier would need to be safe in all weather, given the strong tides and its exposure to the elements.’’ Inter Island Ferries spokesman Frank Denvir said while the ferries catered for people with a disability, they could not be accessed by them safely from the pier. ‘‘We can get people from A to B quite easily, the difficulty lies in getting them onto the vessel. At low tide there can be as many as 35 steps down to get onto the ferry, and the bottom step is always difficult because it is usually covered in sludge, making it extremely slippery.’’ Mr Denvir said WorkCover only allowed ferry staff to assist passengers when the were aboard. ‘‘I think it is unfair and unreasonable that people in wheelchairs aren’t able to access the pier or take advantage of our service,’’ he said. Parks Victoria said the issue came under Public Transport Victoria’s jurisdiction. PTV had not responded to the Weekly’s request for comment at the time of going to print.

Organiser John Smollen said more than 300 bikes travelled from Frankston to Rosebud, with riders bearing cash, toys and packaged food for disadvantaged peninsula families.

adua College has been selected for the School Project Runner-Up Award for 2012 for its “particularly outstanding and meritorious” Linked Hands program. The program is a collaborative project between Padua College and Ozanam Enterprises in Mornington and has been running for 36 years. This valuable program involves activities which develop positive interaction between Ozanam Enterprises employees who have disabilities and Padua College students. The award was chosen by the Committee of the Order of Australia (Mornington Peninsula Regional Group). The activities involve a weekly numeracy and literacy program at Ozanam; woodwork, arts and cooking workshops at Padua; and regular social activities such as excursions to Queenscliff, Werribee Mansion and exhibitions at the Maritime Museum. The program is co-ordinated by Padua College teachers Frank Colcott and Val Hardie and involves students from years 9 to 12. The students benefit from the opportunities that the Linked Hands program offers, learning much about community involvement and

Back into the furnace As the mercury rises, authorities are urging residents and holiday makers in Frankston and on the Mornington Peninsula to do their bit in fighting the summer fire risk. SAMANTHA ROBIN and ALECIA PINNER report. ire Services Commissioner Craig Lapsley is already warning residents and visitors to Frankston and the Mornington Peninsula to be prepared for bushfires this holiday season. ‘‘The Bureau of Meteorology is expecting temperatures in the high 30s and low 40s this summer, with overnight temperatures sometimes only dropping to 20 degrees before rising again,’’ Mr Lapsley says. ‘‘In these temperatures grassland and bushland dry very quickly, including coastal scrub and tea trees, which creates fuel for fires. ‘‘People need to make themselves aware of the local conditions — they can pick up information on fire preparation from visitor information centres or from the CFA website.’’ While it may have felt like a cold winter, October and November were dry. Adding to the potential for a dangerously hot summer, weather and fire risk are returning to long-term established patterns, much like those that preceded the fires which struck in the summer of 1997. The previous winter had been a soggy one. But that didn’t stop the flames roaring through 400 hectares of the Dandenong Ranges and killing three people. Mr Lapsley says in hindsight that particular fire was comparatively small ‘‘but it had a very, very direct path’’. High-risk bushfire areas on the peninsula include Red Hill, Main Ridge, Tuerong, Arthurs Seat, Rosebud, Rye, Blairgowrie, Sorrento and Portsea. He advises day visitors to our region to be mindful of often unfamiliar conditions. ‘‘Someone who lives in the city may not fully understand the dangers associated with bushfires. Simple things like knowing which way is north, understanding where you are and which direction the wind is coming from and knowing the roads in and out are vital. ‘‘On the peninsula, fires are relatively small but they still have the potential to do a lot of damage. The fires can also spread very quickly. In places like Red Hill, the fire might roll rapidly uphill, but even on the southern end of the peninsula it could move quickly through tea tree and coastal scrub. ‘‘People shouldn’t underestimate fire at all. We don’t want to scare people away from the peninsula — we just want them to understand the potential dangers of fires.’’ Mr Lapsley also urges residents to not be complacent and to ensure they have a fire action plan which covers all household members and at what point they would leave their home. One of the simplest things residents could do to protect their property was to clear anything that could fuel a fire. ‘‘There are lots of different

parcels of land. The local council co-ordinates some plans for blocks of land and reserves and also has the ability to order clearances to landowners if they consider a property to be hazardous,’’ Mr Lapsley says. The 10/30 rule, implemented in all but 21 Victorian metropolitan municipalities after the Black Saturday bushfires, allows home owners to clear vegetation around their property for bushfire protection without a planning permit. The rule applies to houses and structures built or approved before September 10, 2009. Clearing for new buildings must be considered through the planning permit process. ‘‘Lots of people still opt not to clear trees around their property, but we have to get that balance of fire safety right. It is not about chopping down every tree, it is about a balance of vegetation and managing fire safety.’’ He says rubbish dumping on vacant blocks creates a huge fire risk which shouldn’t be tolerated. ‘‘Anyone who sees this sort of behaviour should take the time to report it. It is a criminal offence and police will be monitoring this.’’ Mr Lapsley says authorities learnt from the Black Saturday disaster and an array of more reliable warning systems are being introduced. This year, for the first time, Telstra mobile customers in areas threatened by a fire will receive a text message alert. Previously, messages were only sent to users whose billing address was in the affected area. In another initiative, Mt Martha is one of 39 Victorian towns to take part in a pilot program

using sirens to warn communities of danger during the fire season. The state government program involves sirens being used across 13 local government areas to alert communities to any significant emergency or potential danger that could impact on them, such as fire, flooding or severe storms. Mt Martha is the only peninsula town to be included in the pilot, while 28 will be in the fireprone Dandenong Ranges. ‘‘The siren is a way of telling the community to seek further information by going to the CFA website, looking at the conditions outside and being aware there is an emergency in the community,’’ Mr Lapsley explains. Mt Martha residents should expect to be notified about the change in pamphlets to be placed in their letterboxes. Information can also be obtained from the Mt Martha fire brigade. ‘‘There has been lots of commentary in Mt Martha on the use of sirens but we are very confident this is a good trial of another way of warning the community,’’ Mr Lapsley says. ‘‘The siren isn’t the only way of alerting the community, but is one way we can alert people. We learnt from the royal commission that on hot days lots of people close the blinds, put the airconditioner on and shut off from the outside world, so sometimes just taking a look outside and being aware of the conditions can make a difference.’’ Baxter fire brigade captain Angus Mair, who is also the southern metro region fire safety officer, agrees that a fire plan is crucial. ‘‘Around Frank-

ston we’ve got a lot of bushland along creeks and gullies. That’s where the hazard is for residents,’’ Mr Mair says. Locals needed to prepare for fire as the weather was heating up. ‘‘We live in one of the most bushfire-prone areas. Even houses a couple of rows back from the bush can still come under ember attack.’’ Mr Mair suggests installing steel fly screen on windows for radiant heat protection, rather than fibreglass which embers can pass through, checking for gaps in the roof line and ensuring no vegetation is against the house. Other safety tips include cleaning up around the home and not placing plant mulch against timber structures. While firefighters will strive to protect people and property, Mr Lapsley says everyone has a role to play in summer safety. ‘‘The shared responsibility and shared obligation still has to be there. People have to take responsibility for themselves, their actions, their preparedness.’’ The fire danger rating of the day can be accessed at cfa.vic.gov.au and on ABC radio and local community radio. Rye reined in by unbeaten Sharks BY MORGAN COLE SORRENTO is poised to keep its undefeated record after bowling out Rye for 133 on the first day of their MPCA Provincial Shield match on Saturday. The Rye-Sorrento rivalry is always a spirited affair and a new twist was added with former Frankston Heat teammates Darren Groves (Rye) and Nick Jewell (Sorrento) squaring off. Rye chose to bat and was subjected to a fierce Sorrento attack, falling to 6-78 on the way to being bowled out. Sorrento coach Nick Davern was pleased with his bowlers’ performance. ‘‘We just seemed to get wickets at the right time,’’ Davern said. ‘‘We bowled really consistently, Davey Smith and A J [Andrew] King were both really good.’’ The Sharks were unforgiving with the ball, not allowing any big Rye partnerships to form, King and Smith having no trouble in dismissing the Rye batting line-up. Aaron Vernon (26) made a late stand to help boost Rye’s tally before becoming one of Smith’s five scalps for the day. After cleaning out Rye, Sorrento took up the bat facing 12 overs against the Rye bowling line-up headed by Groves.
