Town centre ‘going to seed’ BY JAMES TAYLOR PAKENHAM traders say the town’s centre is being ignored and needs urgent attention from Cardinia Shire if it is to be kept alive. Longer parking, lower rents, better access and a spruced-up appearance were among the concerns raised after a speech by chief executive officer Garry McQuillan on Wednesday. Several traders said the opening of the Pakenham Central Marketplace eight months ago had hurt their businesses. Former Cardinia mayor Kate Lempriere said the entrances and exits to Pakenham ‘‘looked terrible’’ and discouraged people from driving north from the Pakenham bypass. ‘‘The thing that’s hurting the people in the town is there doesn’t appear to be a great deal of access, especially because of the railway line.

‘‘The actual Pakenham township is starting to die. You can see the traders struggling to meet their commitments every day. ‘‘Look at the shops in John Street that are closing down.’’ Darren Collins of Myrtle May’s Treasures in Main Street said the quality of car parking in central Pakenham had declined. ‘‘When we opened our business, we had a beautiful car park out the back that we could all use. Now it’s a dingy old car park full of potholes.’’ He said parking limits also needed to be increased for customers and traders. ‘‘With two or three-hour limits, people are getting fined all the time. It’s pushing people out all the time.’’ Mr McQuillan, who was giving his annual address to the business community, said he

believed three hours was long enough, but Mr Collins disagreed. ‘‘Not if you’re getting a haircut, that’s 2 1⁄ 2 hours. If you decide to have a coffee, that’s another hour.’’ He said traders were parking as far as a kilometre away to avoid parking fines and had to walk to their cars in the dark at the end of the day. ‘‘There are a thousand spaces in the car park in the shopping centre, which is never full. Why aren’t we allowed to park there?’’ Mr McQuillan said he would raise the suggestion with the centre’s management. He said Pakenham Central had created 330 jobs and would keep about $35 million a year in trade from being spent at shopping centres outside the shire. He also said the shire had a long-term plan to build a multi-deck car park in James Street.

The Australian Plants Society (Wilson Park) Berwick is greatly concerned that the spotted gum trees along part of Old Coach Road, Berwick, included in the Casey Significant Trees Study 2011 and subject to an environmental significance overlay, are threatened with being felled. The justification offered is that they are dangerous. It is known, however, that this species of gum tree is one of the safest, rarely shedding large limbs. The trees in question are in good condition and have stood up well to recent strong winds due largely to the nature of the species and in part to their care and regular maintenance by council workers. The City of Casey has lost a large number of mature trees, both native and exotic, to the relentless urban sprawl. The Significant Tree Study was aimed at preserving the remaining trees, which have cultural,

historic and landscape value, among other criteria. It is unconscionable that the council should choose to override the legislation that it put in place to protect exactly these types of tree. Speed limit to rise, but some see perils TRAFFIC on the Princes Highway in Officer will be allowed to go faster, but a childcare centre on the highway doesn’t want that to happen. The stretch of road, from 350 metres west of Bayview Road to 200 metres east of Starling Road, will eventually have an 80km/h limit under a recommendation from the Victorian Speed Limit Review. The change to the limit is part of an overhaul of speed limits across the state. Mission Australia Early Learning centre director Melinda Mastorakos said it was difficult for parents to get in and out of the service road. ‘‘The cars come flying by already. Personally, I’d much rather see the limit go down.’’ As part of the changes, 70 and 90km/h zones will be phased out in the long term. Ms Mastorakos said consistency in limits would be better. ‘‘Coming down from Beaconsfield, it’s 70, then 80, then 70, then 80km/h. It’s like a zig-zag.’’ VicRoads executive director for road safety

and network access David Shelton said the removal of the two speed limits meant drivers would be confronted with fewer changes. “We will review each of the areas with 90 or 70 km/h signs on a case-by-case basis. ‘‘This will occur with extensive consultation, and won’t happen overnight. For now, many 70 and 90 km/h speed limits will remain in place.” Last week, the state government announced the results of the review, which had more than 600 submissions. Changes to Victoria’s roads include reducing sign clutter on busy roads and removing 80 km/h buffer zones. Mr Shelton said the 80km/h signs would be replaced with ‘60 ahead’ signs, allowing drivers to slow down at their own rate. Guidelines will also be developed for 40 km/h zones, which aim to slow drivers only during peak times. Transport Minister Terry Mulder said he called for the review, carried out by the Speed Limit Advisory Group over the past 12 months, to fix the issues of too many speed limit changes within short distances and too many signs.

Out of comfort zone to aid mum’s battle BY CATHERINE WATSON FROM the first body tremors when she was in her 40s, Di Machfud knew what to expect. She had watched her own mother gradually lose her mobility and eventually her life to Huntington’s disease. The genetic neuro-degenerative illness has been the family curse, spreading through three generations before her, affecting not just her mother but her uncle, her grandmother, her great-aunt and her great-grandfather. Within a few years, Mrs Machfud, a mother of three, could no longer manage at her Narre Warren home. At just 59, she now lives in a Cranbourne nursing home, surrounded by much older people. With little muscular control left, she spends most of her time lying on a single mattress on the floor so she doesn’t injure herself if she falls out. Her daughter, Aisyah, said her mother had always been a strong, capable and positive woman who lived life to the full. ‘‘She does get down but she is still very high-

spirited and very thankful for the people in her life. She is very happy when she can come out of the nursing home for the day.’’ Aisyah and her two brothers want to buy their mother a tailor-made, movable ‘Huntington’s bed’ with high sides to improve her quality of life. When Aisyah’s partner Ben Mologousis heard about the dream, he put on his running shoes and started training for the Melbourne marathon to try and raise the $10,000 they need. Aisyah said they haven’t told her mother about Ben’s mission yet because they didn’t want her to be disappointed if they can’t raise the money. Since launching the fund-raiser last month, they have already raised almost $5000. Ben has already run several fun runs and half marathons but this is his first full marathon. The marathon is on October 14.

THE City of Casey is past its use-by date, a former mayor of Berwick says. Syd Pargeter says it’s time to split the city back into its two component cities — Cranbourne and Berwick. The two were combined to form Casey in the Victorian local government amalgamations of 1993. ‘‘It was too big from the start and it’s only got worse with the rapid population growth,’’ Mr Pargeter said. ‘‘There are all sorts of growing pains and councillors no longer have a rapport with residents.’’ With 252,382 residents in 2011, according to the 2011 census, Casey is Victoria’s largest city by population and the seventh-biggest in Australia. Five of the six others are in Queensland. Mr Pargeter, who was mayor of the Shire of Berwick in 1969-70 and of the City of Berwick in 1982-83, said he would like to see the proposal put to residents in a referendum. ‘‘If it doesn’t happen, Casey will implode and blow itself into bits in the next two years.’’ The president of the Residents, Ratepayers and Friends of Berwick Village, Annette Al-

Further down the assembly line hen you’ve found a good spot, stay on it. That’s what some manufacturers are thinking about as they set up base in the outer east and south-east. With the region expanding at a rate of knots, innovative workplaces are creating jobs, cutting commutes and keeping our best and brightest closer to home. One Bayswater company is putting the manufacturing industry on the cutting edge with its vital role in the Joint Strike Fighter project. Rosebank Engineering has facilities at Royal Australian Air Force bases in NSW and Queensland but chose Bayswater as an affordable place for its headquarters. The company has been awarded the contract to manufacture and repair aircraft landing gear and components for actuator systems — which it designed, created, tested and assembled — for at least the next 15 years. Rosebank has a unique collection of sophisticated equipment for precision machining — down to the width of a human hair — parts that can withstand the high speeds, temperature extremes and G forces of modern aeronautical performance. ‘‘There are lots of people who can do parts of what we can do, but no one can do everything we can under the one roof,’’ says head of business development and sales David Wallace. Elsewhere in Bayswater, independent developer Wicked Witch Software has put its stamp on AFL Wii, the official video game version. The game was not created by a huge team at AFL headquarters in Docklands but by the Wicked Witch team.

Innovative manufacturers — and the jobs they create — have moved to the eastern and south-eastern suburbs. JAMES TAYLOR finds out why. Chief executive Daniel Visser says IT businesses can thrive in the city’s outer limits. ‘‘With modern communication we are able to deal with companies all around the world in multiple time zones very easily from our desks, so there’s no real problem with being outside of Melbourne. Most of the the guys who work here live nearby too. ‘‘I do travel into the CBD once or twice a fortnight for meetings. However, outside of peakhour traffic, it only takes about half an hour and that’s all I really notice.’’ Born and raised in the outer east, Mr Visser moved to the city to work on video games. ‘‘It made sense to return to Bayswater when I wanted to establish my own studio with some friends who I’d gone to school with, as they also lived in the area. ‘‘When speaking to clients on the phone I still get asked where I am, as they’re surprised to hear birds in the background. I tell them I am in sunny Bayswater, of course. Where else?’’ Plans are on to bolster manufacturing further down in the south-east, with the state government encouraging companies to set up outside the CBD. Its south-east growth corridor plan, released in June, forecasts 2370 hectares of industrial land and 1290 hectares of business land in three new employment precincts. The largest of these will be built south of the Pakenham Bypass and stretch from Soldiers

Where else?’ — Daniel Visser for a wide range of advanced manufacturing and commercial enterprises. Automotive manufacturer Injectronics, set up in Dandenong in the 1980s, tapped into a growing trade in selling to workshops in the USA and Europe. The company developed a reputation as the go-to business for fuel injection problems and, 10 years ago, wanted to relocate. Founder Rex Vandenberg consulted his staff, who thought that moving one suburb over to

Hallam would be good for them and the business. ‘‘We were planning on a move, and we said to the staff, ‘This is what we’re thinking of. What do you think?’. For them, Hallam was a whole lot nicer than being on the other side of Dandenong,’’ he says. Figures released last week show Victoria will need 180,000 extra jobs in the next five years and the region will play a big role in achieving that target. Manufacturing, Exports and Trade Minister Richard Dalla-Riva says the south-east corridor — covering Dandenong, the Casey-Cardinia employment area and the Port of Hastings — is one of Australia’s most economically significant regions. ‘‘This corridor has the greatest concentration of jobs outside Melbourne’s CBD and is a key area for the manufacturing industry. ‘‘Manufacturing hubs in suburban Melbourne and regional Victoria provide local jobs, and enable these businesses to collaborate, establish business-to-business networks, and pursue new business and market opportunities, such as export markets.’’ Mr Vandenberg initially considered moving closer to an airport but was happy with settling in the south-east. ‘‘Our staff live in places like Berwick and Cranbourne, so they’re able to get to work and get home more easily. If we were a little bit further out, then we might have trouble with couriers. ‘‘But with the freeways and highways here, we can basically get anything anywhere in Australia overnight. Yes, Hallam is in the outer eastern suburbs, but it’s still very connected.’’

CASEY council has updated its list of the roads most in need of improvement as it lobbies the state government for more funding. The list, released last week, calls for action on six north-south and east-west roads in Narre Warren North, Cranbourne, Hallam and Lynbrook. The council says funding for the duplication of Narre Warren-Cranbourne Road between Pound and Thompsons roads in the state budget is welcome but says several more roads and intersections need urgent attention. Casey transport manager Paul Hamilton said Hallam Road in Hampton Park — from Ormond Road to the South Gippsland Highway — was again identified as one of the highest items on the council’s list. ‘‘The council has identified this stretch of road as a priority, as the duplication would also address the safety and operational issues at the Hallam Road-South Gippsland HighwayEvans Road intersection and allow Evans

Road to be opened up as a new arterial link.’’ The advocacy campaign calls for better intersections in eight places, including at Thompsons Road and the Western Port Highway in Cranbourne West, Pound and Shrives roads in Hampton Park, and Clyde and Greaves roads in Berwick. It also requests more east-west capacity on the Monash and Princes freeways between the South Gippsland Freeway merge and Beaconsfield, and the construction of the Cranbourne bypass. VicRoads seeks projects each year for its roads program. Casey mayor Sam Aziz said improving arterial roads was the council’s first advocacy priority. ‘‘Casey faces numerous transport challenges including a pressing need to ensure that its arterial roads can cope with the municipality’s increasing population. ‘‘The state government needs to take action to deliver a more efficient and stress-free commute for Casey’s residents.’’

Another winter, another round of expensive heating bills, right? Not so if your house has been built with passive solar principles in mind. The central premise of passive solar design is orienting a house to true north — so that north-facing living areas feel the benefits of the low-angled winter sun. The staff knew my situation and adjusted my routine accordingly. ‘‘Unfortunately, six weeks later I

snapped my calf muscle and again was away for four weeks. ‘‘I have now been a regular member since December 2010 and have not looked back. My knee has recovered and I feel great. ‘‘My fitness has improved so much and I love getting out and playing with the girls and not feeling out of breath after five minutes. ‘‘All praise and thanks go to Contours Berwick staff. ‘‘I cannot speak highly enough of them all, but especially Billie-Jean, Gerlene and Angela. They have been my ‘rocks’ and support during the two-year journey. There is excitement with the opening of two early learning centres at our Casey and Cardinia campuses in 2013. Increasing enrolments are indicative of a keen interest in the early learning program. Construction of a new Performing Arts Centre in 2013 at the Cardinia Campus will broaden students’ current offerings. Hillsmeade Primary School aims to facilitate and guide the development of our students through a quality learning program which encompasses a personalised learning approach with a strong focus on technology. The school program includes activities such as: Electives, Junior Sleepovers, Music Tuition, Hillsmeade Cycle Club, Bedtime Stories for Families, J.Rock, School Productions, School Band and Choir, an Art Exhibition and a strong sporting program and culture. Student voice and leadership is strongly encouraged throughout the school. Our Student Engagement programs include: Restorative Practice, Circle Time, Oakley our Care Dog and You Can Do It. Our school also has Child Health facilities and an Early Learning Centre, to open in early 2012.

Haileybury is one of Australia’s premier schools. This year we have been celebrating our 120th anniversary. Haileybury’s acclaimed small classes, highly successful Parallel Education model for boys and girls, first-rate academic results and our outstanding teachers have been widely accepted as outstanding features of the School. More parents choose to educate their children at Haileybury than at any other Victorian school. Education at Haileybury is much more than a formal learning program. It embodies attention to the welfare of each student and his, or her, total school experience. Through our model of Parallel Education, the School seeks the best that can be achieved academically for each student and, at the same time, looks to his or her social development. This year at the Berwick campus, we have been conducting a 12-month iPad trial, which has produced some very promising results for our students and teachers. Accordingly, in 2013, all students from Year 5 and above will be working with iPads to enhance their studies. As the School celebrates its 120th anniversary, we reflect on our past accomplishments and plan carefully for our future.

I am very proud of The Knox School. For a small school we pack a mighty punch. Here, excellence is encouraged and applauded. In the past weeks, we celebrated our 30 years with an outstanding concert with performers from across the School; our Da Vinci Decathlon team reached the State Finals; we hosted students from France and Japan and we were honoured by a visit from The Governor of Victoria. In the coming weeks, we will send a group of students to Fujisawa in Japan; we will compete atop Mount Buller and our award-winning choir The Pengana Voices will tour Cambodia and sing and work at an orphanage near Angkor Wat.

New soccer and cricket hub up and running BERWICK Regional Churches Soccer Club and Berwick Springs Cricket Club officially have a new home. Sport and Recreation Minister Hugh Delahunty opened Grices Road Recreation Reserve on Sunday afternoon. “Today marks the start of an exciting new chapter in local sport in Berwick, especially for soccer and cricket,” Mr Delahunty said. “This new multipurpose sports hub is the perfect home for clubs like

the Berwick Regional Churches Soccer Club and Berwick Springs cricket clubs. Both can now boast playing at a reserve that features three new soccer pitches, a cricket oval, play space, car park and a new community sports pavilion.’’ The pavilion features four change rooms, storerooms, kitchen/kiosk, referees room, accessible toilets, first aid room and an undercover area. “The pavilion, along with the rest of the reserve’s new features, will provide a more modern accessible

space for the growing numbers of juniors, females and people with a disability signing up to support their local clubs,” Mr Delahunty said. The City of Casey contributed more than $4.67 million to the development, with the federal government also providing funding. “I encourage the whole community to use these new spaces and take advantage of the wide new range of sport and social opportunities on offer,” Mr Delahunty said.

The Eagles’ victory puts them in fifth position on the same number of wins as sixth-placed Berwick but their superior percentage and a relatively easy clash against ROC in the final round all but confirm their position in September. The match also marked their final game at their home ground of 68 years. Beaconsfield is set to relocate to its new venue at Holm Park Recreation Reserve next season. Scorpions keep top-two dream alive BY BRAD McGRATH CASEY Scorpions kept their top-two chances alive with a 45-point win over Collingwood at Victoria Park on Saturday. The victory means the Scorpions are in third position on the VFL ladder on the same number of wins as Port Melbourne and Geelong. But their inferior percentage means they must defeat Sandringham at Casey Fields on Saturday in the final round and pray one of the top two drops their match.

The Scorpions eventually defeated the Magpies 11.19 (85) to 5.10 (40). The game was co-captain Kyle Matthews’ second for the season after he injured a shoulder in the first game of the season. Matthews picked up 18 possessions and as usual was tough in the clinches in wet and blustery conditions. Michael Riseley was also prominent in his return game after travelling to London to support his brother Jeff at the Olympics. The Scorpions were well on top in the second

term but two late Magpies goals meant the margin was trimmed to four points by the long change. Young ruckman Luke Hill performed admirably with 32 hit-outs opposed to talented Magpies pair Cameron Wood and Jarrod Witts. Brent Moloney and Matthew Bate were also strong contributors for the Scorpions, who had extended the margin to 20 points by the final change. The Scorpions were rocked during the week by

the news that livewire forward Liam Jurrah was in Adelaide with family and unlikely to play again this year. The loss of Jurrah has shrunk the pool of Melbourne players available to play finals for Casey to 13 but they remain hopeful draft prospect Jack Viney will be available to play finals.

CASEY Comets face a seasondefining clash against Diamond Valley United at Comets Stadium on Saturday. The Comets are in the relegation zone at the moment with four matches remaining in the FFV state league 2 south east competition. Comets coach Joe De Martino says the team is treating the clash against Diamond Valley United as a ‘‘grand final’’ as they are just three points in front of his luckless outfit. The Comets produced one of their best displays of the season with a 1-1 draw with Box Hill United on Saturday. The Comets led the clash 1-0 for most of the day after Johnny Negassi capitalised on some fantastic work from Dom Branca up field. But Box Hill scored with eight minutes remaining to force a deadlock. ‘‘I was forced to make seven changes from the previous week with combination of injuries, suspension and unavailability,’’ De Martino said. ‘‘They stood up to the task and really took it to Box Hill and we went there with the objective of taking a point.’’ De Martino was particularly pleased with the performance of Negassi, who was playing just his second senior game for the season. He was also delighted with midfielders Matt Muscroft and Scotsman Geoff Paterson who both quelled the powerful Box Hill midfield. The Comets are hopeful of regaining a few players from injury for the clash against Diamond Valley while John McEvoy will return from suspension. ‘‘We have proved that we can match it with the teams high up on the table,’’ De Martino said. ‘‘If we can carry that form into the final four games we will be OK.’’

Stingrays face crunch game against Geelong DANDENONG Stingrays’ top-four aspirations go on the line when they clash with Geelong at Highgate Recreation Reserve on Saturday. The Stingrays suffered a major blow when they were beaten 13.12 (90) to 11.10 (76) by the impressive Murray Bushrangers at Norm Minns Oval, Wangaratta, on Sunday. The Graham Yeats-coached outfit had its chances in the final term to hit the front, but missed chances from Clayton McCartney and Nick Newman proved costly, with the Bushies booting the final two goals. Stingrays regional manager Mark Wheeler said their top four chances were still alive, with a win over the Falcons, who have won six of their past seven games, needed to secure the top-four position and a double chance. ‘‘We could have secured it

today against Murray,’’ he said. ‘‘Now we’re relying on having to win our final game against Geelong and they are a very good side.’’ Wheeler said the Stingrays’ big guns, including Lachie Whitfield and Jason Pongracic, had quiet games by their standards. He said the standout for the Stingrays was Ryan Marks-Logan, who did a solid job at centre halfback opposed to the Bushies’ plethora of young talls. Rob Hill was also influential on a back flank for the Bushies, with the skilled youngster pushing up the field. The Stingrays were also pleased with the output of Lewis Pierce after an injury-enforced lay-off. ‘‘Ryan Marks-Logan was good again and he had a lot of work to do because Murray have got
