BY JAMES TAYLOR A DISABILITY tourism advocate has called for a revamp of an Officer housing development to make is friendly to people of all abilities. Bill Forrester, founder of the Travability website, says the design of the Aspect estate was fine for younger residents to use but would pose problems for a growing number of elderly people. He said Aspect complied with the building code but not with all of the principles of universal design, which advocates products and environments that can be used safely by people with and without disabilities. Mr Forrester said inclusiveness was more than just putting in wheelchair ramps. ‘‘The vast majority of disabled people have hearing or visual impairments.’’ Aspect was designed by urban renewal authority VicUrban, which has been replaced by Places Victoria. Mr Forrester said the estate’s hard surfaces were easy to navigate, but a striking example of the lack of universal design was a bridge where the railing stopped mid-bridge and edge markers did not run its full length. He said as the fittings were custom-made, it would have been easy to originally make them longer. ‘‘Had it been done differently in the first place, I question whether it would cost any more.’’ He said the development may have been planned for young people but the changing demographics meant there was a need to bring universal design to the forefront. ‘‘Parents have two jobs, so children are being looked after by their grandparents.’’ He said 40 per cent of people over 65 had an age-related disability and there was a need for more thoughtfully designed housing estates. ‘‘We’d ask them to think outside the square and have a go at getting it right.’’ He said 25 per cent of all tourists in 2020 would have some kind of disability. Child porn charges A Berwick man was among 21 people charged with more than 45 offences relating to online child exploitation. Victoria Police and Federal Police began a series of raids last month and have seized more than 25,000 child exploitation images. The men, aged between 18 and 72, face multiple charges. A motorcyclist was flown to hospital after crashing into a tree in Cockatoo on Sunday. Police said the 24-year-old Macclesfield man was overtaking another vehicle on Avon Road at 5.20pm when he lost control of his bike. The man suffered head injuries and paramedics put him into an induced coma before he was flown to the Royal Melbourne Hospital. Police are seeking any witnesses to the crash. VCAT revokes shed permit The Victorian Civil and Administrative Tribunal has backed seven Narre Warren North residents and overturned a Casey Council planning permit for a large shed. In her decision, VCAT member Alison Glynn stated a 420 square metre shed at 1 Fox Road was ‘‘too visually imposing and dominant’’. Casey granted a permit in January, against its officers’ recommendation.

Residents outline vision for Pakenham BY JAMES TAYLOR PAKENHAM residents say the railway line should go underground if a plan to revitalise the town’s centre is to succeed. Removing level crossings by putting the railway line underground between McGregor Road and Racecourse Road was one suggestion put forward at last week’s workshop about the Pakenham structure plan. The workshop, held at Pakenham Hall on Thursday, invited people to share their responses to Cardinia Shire’s key directions paper. The council released an initial consultation paper in May, and will use feedback on the key directions paper to draw up a draft structure plan by next March. Strategic planner Belinda Powell told the workshop that the final plan would guide development over the next 10-15 years. ‘‘We’re wanting to check back in with you to ask: have we got it right? Have we missed anything?’’ A grade separation at the Main Street crossing has been flagged in the long term, but several people said the rail line was already a barrier for cars and pedestrians. Prized moment for a caring manager BY JAMES TAYLOR THE residents at Berwick Brae Retirement Village aren’t the only people in the state who love the hard work of Arlene Coutts. The Retirement Villages Association has named Mrs Coutts as Victoria and Tasmania’s manager of the year. As she was in London babysitting her granddaughter when the awards were presented, the Berwick Brae residents threw her a surprise afternoon tea when she returned. Mrs Coutts said it was a great honour to be recognised by the industry. ‘‘To be nominated by the residents is really special. ‘‘I’d actually like to read the nomination; I have no idea what it said but it must have been good!’’ She said the afternoon tea — attended by about 30 residents — came as a complete surprise. ‘‘I was wondering why I was getting pushed out the door in the morning.’’

Mrs Coutts is one of only two staff still working at the retirement village since it opened 30 years ago. Village resident Alma Blackam was part of the group that nominated Mrs Coutts as manager of the year and organised the celebration. She said the fact Mrs Coutts was still working at the village after its second change of ownership was testament to her worth among the residents. ‘‘She’s such a wonderful person and we all love her to death. ‘‘We’re all family to her and she loves her job.’’ The village has about 100 elderly residents in 66 units and 10 apartments. Ms Blackam said Mrs Coutts was now eligible for the national RVA manager of the year award, which will be announced in November. ‘‘I don’t think there are any other villages in the area who have an award like this. We’re very proud.’’

Pioneer’s lament for our thin green line Standing steady: Trees have been a constant in Peter Lawton’s life.

Out on a limb When it comes to emotive issues, trees come not far behind animal cruelty and abused children. A crowded public gallery at a Casey Council meeting last month was proof enough of that. That morning, council contractors had removed three trees from a row of 28 spotted gums in Old Coach Road. The trees, which Peter Lawton planted in 1966, were on Casey’s first register of significant trees, which the state government had approved less than two months earlier. The Victorian Civil and Administrative Tribunal has issued an interim protection order to stop the council removing the remaining trees. The parties involved — the Residents, Ratepayers and Friends of Berwick Village, the National Trust and the landowner who wants them removed, Lawrence De La Rue — will return to the hearing on September 24. Mr De La Rue told the Weekly his wife was within two metres of being killed by a seven-metre branch that dropped from one of the trees four years ago. Recalling it makes him emotional. ‘‘Everybody wants me to put my family at risk. It’s akin to me dangling my grandchildren over the side in Western Port while the sharks are circling.’’ Members of Casey’s conservation advisory committee, who spent almost five years working on the tree register, are watching the debate with concern. Spotted gums are common throughout Casey’s public spaces, including shopping centre car parks, mainly because they are regarded as safe and useful street trees. ‘‘If these ones go, the door opens for anyone to ask for a spotted gum to be removed,’’ says Hampton Park resident Tony O’Hara, a member of the committee. While conspiracy theories abound, Mr O’Hara plumps for the alternative. ‘‘I think it was definitely a stuff-up. People inside the council just did not realise what was going on and they need to talk to one another. If they realise they’ve made a mistake and start to take note of the register before they make promises to anyone, then something will have been achieved out of the whole sorry mess.’’ At the council meeting, Cr Judy Owen, one of two council representatives on the conservation advisory committee, was anxious to stress that the protesters were not “greenies”. “They’re people who care about how we’re going to leave our bit of the world. They’ve used blood, sweat and tears to go out and form this area.” She said she could not understand why the council would value the opinion of a single resident over half a community that wanted to keep the trees and four arborists’ reports that stated the trees are healthy. She stressed it was not a Berwick issue. ‘‘It’s a Casey issue — we have to decide where we’re going next with trees.’’ Cr Geoff Ablett agrees. ‘‘This isn’t just an Old Coach Road issue,’’ he told the Weekly. ‘‘It’s a Casey issue. We got the planning wrong on trees. We shouldn’t be planting 200-feet gums, as good as they are. It’s just ridiculous.’’ He stresses that he’s not anti-tree. ‘‘I grew up in the country and I love trees. But I don’t want to put myself in the position of saying to someone these trees are safe and six months later there’s an injury. I don’t want it on my conscience. Even Mr De La Rue, who is scathing about what he referred to as ‘‘the nuffies’’, is a tree-lover. ‘‘I love trees, I care for the country — but there’s an appropriate place for trees.’’ [ 8 ] WEEKLY – YOUR COMMUNITY VOICE

A row of spotted gums in Old Coach Road has become a symbol of Casey Council’s problematic relationship with trees. CATHERINE WATSON spoke to the man who planted them in 1966. Pictures by ROB CAREW. t was a tree that sold Peter and Margot Lawton on Berwick. They had come to inspect a farm for sale and saw a huge old manna gum growing by the creek. Fifty-two years later, Mr Lawton’s face lights up at the memory of it. ‘‘We just looked at it and fell in love with the place.’’ It was raining and he ruined a new pair of street shoes climbing the hill to look at a view that stretched from Arthurs Seat to the You Yangs. After 21⁄2 years of searching, they knew they’d found the right place. That was 1958. Now aged 84, Mr Lawton is still living on Berwick Hill. The dairy farm is long gone, sold in the 1970s when milk prices crashed. Today he retains just half a hectare, enough for an experimental tree nursery. The foreground of that glorious view is now full of suburbs rather than farmland. Margot died only a couple of months ago. Much has changed but the one constant has been his love of growing beautiful trees, first as an amateur, later as a tree farmer, now as a tree researcher. Between 1958 and 1968 Mr Lawton planted well over 1000 trees on the farm as shelterbelts for his cows. Most of them remain and today form the spine of landscaping around the hill. ‘‘I feel proud to have helped create today’s landscape,’’ he says. He is saddened by Casey Council’s intention to remove 28 spotted gums on what is now Old Coach Road. He planted them in 1966 and says they are an important visual buffer to the ugliness of the transmission lines, transformers and cell phone towers on top of the hill. Mr Lawton says councils, Casey included, are struggling with trees: what to plant, what to pull out, how to determine which are dangerous. He would like to see Victoria follow the lead of NSW, which has appointed a leading teacher of arborists, Judy Fakes, as Commissioner of the NSW Environment Court to rule on tree disputes. The court has the power to summon conflicting parties and even to jail people. He says the first step is to get rid of the trees that should never have been planted and the trees that were faulty when they were planted and will become dangerous if they survive. In a subdivision just down the road from him the trees are falling over in their seventh or eight year. He found they all had circled rootballs, indicating they were pot-bound when they were planted. ‘‘I feel sorry for councils that inherit these

Familiar sight: The row of 28 spotted gums is a Berwick landmark. disasters when the developers walk away.’’ It’s not a trivial problem — Mr Lawton estimates the cost of tree failure at more than $100 million a year across Australia. He has been personally affected. On one occasion his tree farm business planted 10,000 trees bought from a reputable supplier. They all failed, costing him about $1 million. Much of his work since then has been directed at improving the technology and practice of tree propagation and planting. From his tree nursery, he and colleague Ann Keys produce about 2000 seedlings a year, most of which go to Hume Council, which is carrying out major planting

trials. He has patented a range of pots now winning favour with some of Australia’s major botanical gardens. This month he heads off to China with a Victoria state trade mission to try to sell one of his patents to raise money to do more research. ‘‘R&D has become a habit, and it’s as expensive as any other habit,’’ he says. The strange thing, he says, is that we were growing better trees 50 years ago than we are today. Proof of that is in the Old Coach Road spotted gums, growing straight and true 46 years after they were planted. ‘‘If you get the first 25 days of the tree right, the remaining 100 years will be easy.’’

BY JAMES TAYLOR BUILDING a school in Nepal has helped a Haileybury College student step up to a challenge for young people. Richard Best, who is in year 12 at the college’s Berwick campus, has finished his 18-month commitment to the gold Duke of Edinburgh’s Award. The award is open to people aged between 14 and 25 and requires them to complete 12-month challenges in five sections: physical recreation, skill, service, an adventurous journey and a residential project. The gold level is the award’s highest and requires an extra six months in one section. Richard completed the residential project and adventurous journey sections during Haileybury’s excursion to Nepal in 2010. Safety issues click with young surfers BY JAMES TAYLOR PUPILS at Harkaway Primary School are helping make the online experience safer for their peers. The school has been chosen to take part in this year’s Youth Advisory Group on Cybersafety and is contributing to the national discussion about internet policies. Over two weeks, 19 of the school’s pupils will answer quizzes and polls and contribute to a moderated online blog through a secure website. They have already posted questions such as ‘‘Should children go on YouTube unsupervised?’’, ‘‘Should you talk to strangers online?’’ and ‘‘Should you upload photographs to the internet?’’ Harkaway leading teacher Simone Randle said as the group was pitched at children aged eight and older, pupils from grades 3-6 were chosen. ‘‘A lot of them, especially the grade

3 and 4 children, didn’t know a lot about cybersafety but they’re thinking quite deeply about the issues. ‘‘They’re really enjoying seeing feedback from other children and the moderator. They’re enjoying reading what other children are talking about.’’ Discussions by previous Youth Cybersafety Groups contributed to federal government initiatives such as the ‘Easy Guide to Socialising Online’. The guide provides cybersafety information about 26 social networking sites, search engines and online games and has been visited more than 60,000 times since it launched in January. Ms Randle said work done by an earlier Youth Advisory Group also led to the development of the Cybersafety Help Button app, which has been downloaded to about 300,000 computers, mobile phones and tablets. FAMILY violence continues to be Casey’s main crime problem, with police attending more than 1000 family assaults in the 12 months to June 31. Police statistics released last week show Casey officers handled 1055 family assault cases, a 36 per cent rise on incidents attended in the previous 12 months. Head of the Casey police area Inspector Wayne Viney said police were targeting recidivist offenders. ‘‘We make no apologies if these offenders are removed from their own homes and either relocated or remanded in custody,’’ he said. ‘‘An assault is an assault, whether it’s in the home or in the street.’’ Inspector Viney said the entire community had a role to play in

Scorpions coach wins accolade BY BRAD McGRATH CASEY Scorpions coach Brett Lovett was named VFL coach of the year at J J Liston Trophy night at Etihad Stadium last Monday night. The former Melbourne star guided the Melbournealigned club to the minor premiership in his first season in charge after coaching Sandringham last season. The popular mentor said it was an honour to be named coach of the year among a brethren that includes North Ballarat coach Gerald FitzGerald and Port Melbourne’s Gary Ayres. ‘‘There was some terrific competition that we were up against — Gerald FitzGerald has been a terrific believer in me over the time,’’ Lovett said. ‘‘Gary Ayres coached a premiership team last year with a stand-alone team. He would be right up there again this year. I know how hard it is to coach at a stand-alone level, so to be able to finish on top in this award is a really big honour.’’

Lovett did not entirely close the door on taking on an assistant coaching position at an AFL club but said the family, work and football balance was important to him. The 46 year old coached Frankston from 2003-08, guiding them to three finals series. He then coached the Zebras in 2011. ‘‘For me, I never close the door completely but I played through an era where it is work, family and footy,’’ he said. ‘‘For me I enjoy the part-time role. Footy is still is a passion and it’s great to be able to go there [Casey Fields] after a hard day’s work and focus on that side of my life.’’ Lovett played 235 games for Melbourne between1987 and 1997, finishing fourth in the 1990 Brownlow Medal. Rejoining the Demons as the Scorpions senior coach has come in a roundabout way but Lovett said he still had plenty of ties to his former club. ‘‘It was terrific to get some experience at Frankston

and then Sandy invited me back to coach in an alignment situation last year. ‘‘To get back to Melbourne now is terrific and I have some great relationships there and I think all that has helped this year with the coaching and the way the team has gone this year.’’ Scorpions captain Evan Panozza and youngster Luke Tynan were both named in the VFL team of the year. Panozza enjoyed a breakout season under Lovett and has become one of the competition’s best defenders. Fellow defender Tynan, the older brother of Melbourne-listed Luke, was named on the interchange bench. Casey Scorpions youngster Jordan Pollard was named the A Todd Medallist for the best and fairest player in the Development League. Scorpions and Melbourne midfielder Tom Couch finished second in the JJ Liston Medal. The son of 1989 Brownlow medallist Paul polled19 votes to finish one vote behind former Garfield star Ben Ross in the VFL best and fairest award.

Outgunned Casey bundled out of finals race CASEY Scorpions bowed out of the VFL finals race with a 37-point loss to Williamstown at Casey Fields on Saturday. The loss means the Scorpions have bombed out of the finals in straight sets for the past two seasons after being a dominant force during the regular season. Statistics did not explain the 5.8 (38) to 11.9 (75) loss, with the Scorpions having more marks and winning the inside-50 count 38-37. The difference in the teams was the Seagulls’ ability to use the ball better in windy and wet conditions at the Scorpions’ home ground. The Scorpions had some honest performers, with Luke Tynan their best with 10 kicks and 10 handballs and AA Todd Medallist Jordan Pollard gathering 22 touches after being promoted to the senior line-up. It just wasn’t the Scorpions’ day. Captain Kyle Matthews copped a heavy hit in the opening term and took no further part in the game. The Scorpions failed to trouble the scorers in the opening term while Williamstown took the ascendancy and never gave it back, kicking 3.3 for the term. By half-time, the Scorpions had worked their way into the game but still trailed by 20 points and then the visitors made full use of the scoring end in the third term, taking a 38-point break into the final change. To compound their woes, ruckman Luke Hill left the ground with a knee injury in the third quarter — a disaster with Jake Spencer and Jack Fitzpatrick both out of the line-up. TAB seals 10-year club deal CRANBOURNE Turf Club has received a huge boost ahead of its first full night racing season with TAB coming on board as its major sponsor for the next 10 racing seasons. The club will host 15 night meetings this season and the sponsorship with TAB comes after the gambling giant enters its first season as Racing Victoria’s joint venture partner. “With the lights and the eyes of the racing world on the Cranbourne Turf Club from this season and beyond, the club is delighted to partner with TAB,” Cranbourne Turf Club chairman Robin Daley said. “TAB has been the major sponsor of the Cranbourne Turf Club and the Cranbourne Cup since 2009-10 and this 10-year partnership extension, along with the industries $6.7 million investment in lighting infrastructure last season, ensures an exciting and secure future for the members and participants of the Cranbourne Turf Club. TAB general manager of marketing communications Glenn Lee said the organisation’s past experience with Cranbourne Turf Club had been positive and he expected the relationship to continue to blossom. “Having worked successfully with the club in the past, the announcement of a long-term relationship with Cranbourne only solidifies the TAB’s position as the leading wagering operator in the state,” he said. The Listed $200,000 TAB Cranbourne Cup will be run on Sunday, October 14 as part of the inaugural TAB Cranbourne Cup carnival. The two-day carnival will begin under lights on Friday October 12 when the main attraction will be the running of the $80,000 Pinker Pinker Plate over 2040 metres. The race honours last year’s Cox Plate winner Pinker Pinker who was trained by Greg Eurell at the Cranbourne Training Complex, before her death in April following a naphylactic reaction to an injection. Cranbourne Cup day features nine races including the well known sprint race, the $100,000 Apache Cat Classic over 1000 metres, honouring another great Cranbourne horse.


Gritty Magpies hang on for one-point victory BY BRAD McGRATH NARRE Warren booked itself a berth in the MPNFL Casey Cardinia League grand final with a one-point win over Cranbourne at Edwin Flack Reserve yesterday. The injury-hit Eagles now face a cutthroat preliminary final against Tooradin at Toomuc Reserve on Sunday. The Eagles were without full-back Andre Young and Ray George for most of the game while Matt Fletcher was clearly struggling despite battling on. Magpies coach Chris Toner praised his team’s grit to hold on despite the Eagles coming hard in the final term. ‘‘I’m very happy with the win,’’ he said. ‘‘It’s amazing how one kick can change your whole season. We don’t have to play next week and the boys get a rest.’’ The stirring last-quarter fightback from the Eagles was led by Curtis Baker, who booted the first goal of the term. Star full-forward Marc Holt’s fourth goal put the Eagles in front but Aaron McIver goaled soon after to put the Magpies back in the lead. The Magpies then missed easy shots on goal from Kerem Baskaya, vice-captain Lee Boyle and Andy Soumilas. Soumilas then went off with a heavy hit as Matt Weller soared over a pack, taking a screamer and putting the Eagles a point down. The siren sounded as the Eagles were heading into attack. Gutted Cranbourne coach Doug Koop was proud of his team’s resilience despite the heavy injury toll. ‘‘It was a gutsy effort to stay in there when we were virtually on our last legs,’’ he said. ‘‘There were two sides evenly matched playing a high quality brand of football. Hopefully, in two weeks’ time we can get a different result.’’ The Magpies booted the first goal of the second half through Kerem Baskaya. The Magpies then took the lead with Luke Parker’s goal, and his second extended the margin to 17 points. A late snap from Berry trimmed the margin to 11 points. Berry was brilliant all day, finishing with 29 possessions. The Magpies came through the clash with no major injuries while several Cranbourne players face a race against time to be fit by Sunday. Tooradin-Dalmore moved into the preliminary final with a 43-point victory over Berwick at Toomuc Reserve on Saturday. The Seagulls won an intense clash 11.12 (78) to 4.11 (35) to set up a clash against Cranbourne. The winners’ greater physicality was telling, with Dean Rice’s young Berwick outfit outmuscled. Matt Wade and Beau Miller were again outstanding for the Seagulls.

Coach keeps team unchanged NARRE Warren coach Chris Toner will make minimal changes for the MPNFL Casey Cardinia League grand final to be played on Saturday week. Toner said he would not be bringing in any Dandenong Stingrays’ players, with the TAC Cup team bowing out of the finals on Sunday. Instead, Toner plans to stick with the players who have gotten the Magpies into their third successive grand final. He said star midfielder Andy Soumilas would be fine despite copping a heavy knock in the final quarter of their semi-final victory over Cranbourne on Sunday. ‘‘None of them (Stingrays) will be eligible anyway, so we’ll stick with the guys who have got us there. We’ll have a look at some players in the reserves and under 18s.’’ Toner said there were several areas that his team needed to work on before taking on the winner out of Sunday’s preliminary final between Cranbourne and Tooradin Dalmore. ‘‘Our delivery into the forward line and the way we used the ball was pretty poor and our forward line didn’t function as well as it should have. Our midfield was probably beaten, so we have a lot of things to work on.’’ Narre Warren has proven itself as the dominant club in the competition this year with their reserves, under-18s and Colts teams all making the grand finals. The Magpies’ Colts team will clash with Frankston YCW this Saturday while their under under-18s and reserves will enjoy this week off before playing their grand finals. — Brad McGrath

DANDENONG Stingrays crashed out of the TAC Cup finals, losing to Oakleigh Chargers on Sunday. The Chargers set up a date with North Ballarat Rebels this weekend with an impressive 18.7 (115) to 10.9 (69) win over the Stingrays in an elimination semi-final at Visy Park, Carlton. Chargers region manager Mark Smart praised the Chargers players for their speedy ball use and attention to detail against the Stingrays. He said the Chargers had identified the need to target their kicks into their forward 50-metre line accurately and keep the Stingrays defenders from being able to spoil. ‘‘The lads moved the ball forward with real speed and kicked to dangerous areas,’’ he said. Jason Pongracic had 20 disposals, 10 marks and two goals while Lachie Whitfield had 18 disposals and five marks to lead the Stingrays. Chargers midfielder Luke McDonald led the way for his side with 29 disposals and eight marks while highly touted midfielder-forward Jackson Macrae had 28 disposals, five marks and a goal along with Ryan Exon, who had 25 disposals, six marks and three goals. Oakleigh Chargers play North Ballarat Rebels at Visy Park, Carlton, this weekend. The TAC Cup had yet to announce the day and time of the match when the Weekly went to print.
