The research, undertaken by the Sweett Group and probity auditor Moore Stephens, concluded the best value outcome was to develop a primary administrative centre on existing council-owned land. The decision recommends that council call for expressions of interest in constructing its new headquarters and also for tenant partners in the new building, which will retain and expand the present library and community areas. SUNSHINE is harvesting the fruits of a 21st-century revival as it transforms itself into Brimbank’s official central business district. Council last week delivered a decision that chairman John Watson knows will concern some sectors of the wider community and delight others. Plans are out for the amalgamation of most council departments, which will set up in new $53.1 million headquarters on the Sunshine library site. Acknowledging the council still needed to “work hard” to maintain economic stability of Keilor Village, Mr Watson pointed out that more than 800,000 people live within 20 minutes of the Sunshine CBD, with major project investments under way, including the $1 billion Regional Rail Link, Foundry Towers development and expressions of interest for more redevelopments already in the pipeline. “Sunshine is as close to Melbourne as Camberwell,” Mr Watson said. “I know the first question people will ask is, ‘Can the city afford this?’ However, inefficiency costs of the present set-up are well over $1 million a year.” A report presented to administrators at last week’s council meeting highlighted deficiencies that have arisen since the district-based model was first adopted to maintain five customer service centres when amalgamations created Brimbank. “These deficiencies include lack of space, inefficient operations, ageing assets as well as the high cost to council of travel and productivity loss due to officers being in a number of locations,” the report said. INBRIEF Twin robberies Police are investigating two armed robberies in Taylors Lakes and Albion, which are believed to have been committed by the same offender. Investigators said a man armed with a knife entered a bottle shop on the Melton Highway at Taylors Lakes about 9.45pm on February 8. He threatened the attendant and told him to open the till. Another employee entered the counter area and the offender ran off. He’s described as Caucasian, 20-30 years old, 175 centimetres tall and of thin build. He was wearing a black Everlast jumper, dark jeans, white sunglasses and white shoes. The second incident was at a service station on Ballarat Road, Albion, on February 20 at 1.30am. A man walked into the store and threatened the attendant with a handgun. The attendant handed over cash before the man ran down Marylands Street. He was wearing a black hat, grey track top and grey pants.

Rabbits caught on the hop Rabbit populations along the Maribyrnong River and Taylors and Kororoit creeks have been decimated as part of Brimbank Council’s annual baiting and fumigation program. Monitoring is undertaken prior to the annual cull and, on average, rabbit populations within a targeted area are cut by about 90 per cent. The program ran from mid-January to mid-February.

Officeworks for Springs Officeworks last week announced a $50 million investment in a new development opposite Bunnings warehouse on the Western Highway in Caroline Springs. The development is a 1775-squaremetre showroom with onsite parking, two access points and exposure to the highway.

Crisis of creaking and leaking BY MELISSA CUNNINGHAM MANY of Brimbank’s most disadvantaged schools are in the dark about whether new state government funding will be used to improve the woeful state of their leaky buildings. Education Minister Martin Dixon last week announced $51.5 million for more than 200 schools needing urgent work. Mr Dixon said the funding followed an audit conducted last year which assessed the 27,000 buildings of Victoria’s 1539 government schools. ‘‘The audit revealed a massive $420 million maintenance backlog,’’ he said. ‘‘The Coalition government has set aside this funding to urgently fix the worst buildings to restore them to an appropriate standard.’’ Sunshine Secondary College principal Tim Blunt said the school was desperate for the government to commit to improving the school’s ageing infrastructure, some of which hasn’t been repaired since it was built in 1959. ‘‘Sunshine College’s four campuses need major facilities upgrades which includes roofing, restumping and just general maintenance,’’ he said. ‘‘It needs to be a level playing field for schools, whether they’re in the west or any other area of the state.’’ Sunshine College’s west campus, in Lachlan Street, West Sunshine, has sinking footings and large cracks in the roof where rain leaks in. Mr Blunt said the school had received some funding to improve roofing and complete minor restumping, but it was still without a gym, students being forced to undertake physical education crammed into rooms with inadequate space. He said more than $20 million was needed to redevelop the school.

The report said the western suburbs had 142 schools which required an average maintenance investment of $316,000 each to fix buildings that were potentially unsafe. The audit came in the wake of the release of the One Melbourne or Two? report by interface councils, including Melton, which claimed the government had under-invested in bufferarea primary and secondary schools

Not fit enough? You can get fit just trying at Victoria University’s new $5.6 million health and fitness centre, which uses ‘Lifescape’ technology that can change inclines and mimic the physical difficulties of crossing diverse terrain. ‘‘The days when the gym was a place where muscle-bound men hung out are long gone,’’ VU sports facilities coordinator Tim Burdeu said. ‘‘Today, it’s all about functional movement to increase overall health, fitness and quality of life.’’ The St Albans centre, which opens March 12, is not just for students though. It offers a range of health and well-being programs to cater to the goals and capabilities of people of all ages, backgrounds and fitness levels.

‘‘It’s not just our staff and students who will benefit from this new facility as we encourage members of the community to come along and get fit,’’ Mr Burdeu said. ‘‘We also have a multi-purpose sports court and outdoor functional training courtyard, so we invite our local sports teams to come and use this.’’ The gym complements courses run through VU, including sports science programs and training for paramedics and nurses, who need to be strong enough to cope with heavy lifting and long hours in their workplaces. The St Albans Health & Fitness Centre was jointly funded with a $3 million contribution from Victoria University and $2.6 million from the Department of Education, Employment and Workplace Relations. Brooklyn’s bad air to waft into Senate BY MELISSA CUNNINGHAM URGENT attention is needed to protect the health of residents in and around Brooklyn, a Senate inquiry into air quality will be told. Brimbank Council administrators endorsed an urgent submission to the Senate last Tuesday, calling for immediate action on the main source of pollution in what has been dubbed the ‘‘Brooklyn Triangle’’. The triangle includes an area bounded by Kororoit Creek and Somerville and Geelong roads. The submission said residents surrounding ‘‘Victoria’s worst pollution black spot’’ were at risk of respiratory infections, allergic reactions, asthma attacks, chronic respiratory diseases and

heart conditions. Council administrator Jane Nathan said there were unacceptable levels of dust in Brooklyn and immediate improvements were needed. ‘‘We have Environment Protection Authority information that in Brooklyn residents are facing up to 40 days a year that exceed the healthy level of dusts in the air,’’ she said. ‘‘Last year it exceeded 40 days and moved up to 50 days where there was unacceptable risk to residents and their health. If you compare our levels in Brooklyn to areas like South Yarra and Brighton, where residents have only around two days a year where there is unacceptable levels of dust, it is just unbelievable.’’ As reported by the Weekly, dust levels in

Brooklyn’s industrial area peaked again this summer, blowing up to eight times the World Health Organisation’s safe maximums. The submission calls for a more detailed investigation of the contribution of urban air pollution, support for environmental management, regulatory oversight by agencies such as the EPA, and a new environmental management protocol to be established. Hobson Bay Council’s submission to the inquiry stated that while the EPA had done shortterm air monitoring in Brooklyn and Sunshine West, it had failed to include this air quality data in its monitoring report to the Commonwealth. Brooklyn Residents Action Group secretary Bert Boere said residents hoped the submission

would lead to works for Brimbank Council’s ‘‘Brooklyn Evolution’’ project being brought forward. The project is designed to develop long-term land use, activity and transport strategy that achieves improved amenity, economic, image, infrastructure and environmental outcomes for the industrial precinct. ‘‘There needs to be a holistic approach between councils and the government,’’ Mr Boere said.

Mowbray directors headed to Supreme Court BY ANDRIA COZZA FORMER Mowbray College students and parents are relieved that three former directors have been summonsed to appear in court over their role in the management of the failed school. Mowbray’s three campuses at Melton and Caroline Springs closed last June after the school collapsed with debts of $18 million. John Wallace, Tony Keirsten-Wakefield and Kevin Yates will face questions about their involvement with the school, which had about 1200 students and 200 staff. Mr Keirsten-Wakefield said the summons was ‘‘somewhat of a surprise’’. ‘‘I am surprised that three of the ex-directors have been identified and not all of the directors when there were upwards of 30 over a period of time.’’ Mr Keirsten-Wakefield served as principal early last year and was involved on the school’s volunteer board for more than five years. Parent Sam Murgo said he was pleased former directors would face questioning. He said many parents had prepaid school fees for the forthcoming quarter, some in excess of $10,000. ‘‘We probably won’t get that back, but even if we

don’t get the money back it would be good to find out what happened,’’ Mr Murgo said. He said his two children had settled into their new school, but it had taken time to adjust. Former year 12 student Amy Govic said she also wanted answers. ‘‘Last year was horrible and we were really happy when we heard some of them are going to court,’’ she said. ‘‘Something needs to be done and we’d like to see some justice.’’ As reported by the Weekly, in a letter last year, administrator Jim Downey said his preliminary view was that Mowbray may have been insolvent since 2007. Except for 2010, Mowbray recorded losses every year from 2007 to 2011, totalling almost $5 million. Mr Downey last year said parents may have a claim against directors and officers for breaching their duty under the Corporations Act to prevent Mowbray from trading while insolvent. The letter also said directors could face legal claims in relation to family deposits, prepaid school fees and expenditure on a joint venture with an international school in China. Keilor celebrates days of yore A FULL house at historic Overnewton Castle made for a grand finale to Keilor’s 150th anniversary commemorations at the home built by the “father of Keilor”, William Taylor. A special guest at last weekend’s event, hosted by Keilor Historical Society president Susan Jennison, was Taylor’s granddaughter Joan McKenzie. Keilor was officially listed in Victorian statutes as a district roads board on March 3, 1863, after a meeting at the Waggoners Arms Hotel late the previous year. The original council consisted of nine local men and was chaired by Taylor, who held 23 civic positions over a 40-year association with municipal government in Keilor. The 150th celebrations will continue to be held on milestone dates throughout this year. Ms Jennison says the

Sunny West Seniors Group president Alexander Francis said vulnerable residents were waiting up to six years for hip surgery, living each day in unbearable pain. ‘‘Old people have a life to live too,’’ he said. ‘‘Many senior citizens face health problems that come with growing older. ‘‘The more funding the government cuts from the public health service, the more elderly people live their lives in constant pain.’’ Mr Francis knew of many residents who remained isolated in their homes as they waited for surgery. Some couldn’t sleep, walk or undertake day to day activities due to their physical pain. ‘‘What kind of a quality of life is that?’’ he said. ‘‘It’s not just elderly people either; it’s children and

Start-up delay for health care ALL maternal and child health services in Brimbank will be provided by council from this week. However, there will be a week-long disruption to services from March 7-12 as a result of the management handover from ISIS Primary Care, which was foreshadowed late last year. Council chairman John Watson told the Weekly home visits for new babies would still take place, while other appointments scheduled for this time would be rescheduled. Mr Watson said the delay was due to the training of the 33 staff transferring from ISIS. ‘‘As part of the changeover we will open two new centres in St Albans and Sydenham to replace the ISIS-owned centres, which will provide better access to these crucial services for families in Brimbank,’’ he said. ‘‘While there is a disruption to services, there is no compromise to the quality of service of our maternal and child health nurses and their skill at assessing newborn and child development.’’ Mr Watson said Brimbank had been the only council in Melbourne that did not provide maternal child and health services directly. The Weekly reported last week that the federal government will reinstate $107 million cut from Victorian hospitals and had promised more than $6.6 million to Sunshine, Western and Williamstown hospitals. But late last year the state government announced it would cut $616 million from health funding over the next four years, including $37 million from Western Health. A report released by the Department of Health last week revealed elective surgery waiting lists soared by 4587 from December 31, 2011 to December 31 last year. Health Minister David Davis claimed the increase was due to federal government cuts. He said while more people were waiting for elective surgeries, the report showed the most urgent category 1 patients still received treatment within 30 days.

A Brookfield woman, 31, will be charged after lighting a blaze on a total fire ban day. Police said the woman took her family swimming in a creek beside Clarkes Road, Brookfield, on February 17, and lit a small campfire to dry off her children. CFA and police were alerted. Solving the case of a rising crime graph BY MELISSA CUNNINGHAM HALTING a rise in drug offences, assaults and family violence are the top challenges for Brimbank police, new crime figures reveal. Latest data from Victoria Police shows an overall increase in crime of 10.3 per cent last calendar year, compared with the state average of 7.2 per cent. Drug offences soared 46 per cent, with the number of offences climbing from 775 to 1137. Assaults were up 35.6 per cent (from 1445 to 1819) and family violence reports increased 15.7 per cent (from 709 offences to 821). Brimbank’s Acting Inspector Tim O’Connor said that although there had been a rise in family violence offences, it meant more victims were coming forward. Women’s Health West chief Robyn Gregory said the police statistics were reflected in a 40 per cent increase in family violence-related workload for her organisation in the past 12 months. She agreed higher reporting rates reflected a greater willingness by women to speak out, but

also pointed out that times of economic and other stress tended to lead to more violence. “We’ve seen as many clients in the past seven months as we dealt with in the entire year before. “There are a number of family violence orders being breached, which is a bad thing, but the good thing is it means it’s coming to the attention of police and women are being referred to our service.” Women’s Health West also receives referrals from GPs and other health professionals. Dr Gregory said many new migrants may not have enough trust in police to report violence directly. She called for more funding for family violence prevention but conceded it would be “brave” for a government to commit to programs with outcomes achieved beyond the short term. Brimbank’s annual crime data also revealed a 16.2 per cent decrease in home burglaries, with 1668 offences compared with 1990 the previous year. Commercial burglaries were up 9.9 per cent (from 557 to 612 offences recorded). Thefts of vehicles increased 13.4 per cent

(1278 stolen vehicles compared to 1127 at the same time last year). Thefts from motor vehicles increased 4.2 per cent and damage to property was up 9.7 per cent (from 1597 offences recorded to 1752). Acting Inspector O’Connor said the drop in residential burglaries could be attributed to the

Embona burglary team. ‘‘Our Embona crew are working very hard to address this and the number of arrests is increasing.’’ He said high rates of drug crimes reflected the discovery of large cannabis crop houses in Brimbank and the north-west. — With Benjamin Millar

‘Hurry up’ called for on underpass BY MELISSA CUNNINGHAM BRIMBANK residents have welcomed their council’s decision to push for an underpass at St Albans’ fatal Main Road railway crossing. But they say lives will be risked every day until the state government fully commits to funding the project. The council last week agreed to send a letter to VicRoads, calling for the authority to proceed with plans to fix the contentious crossing. Brimbank administrator Peter Lewinsky said the council also wanted the government to consult more widely with the community on the grade separation. ‘‘It’s not just about improving the crossing,’’ he said. ‘‘We want to see the plans that create a significant change to the local character of St Albans and improve safety for all.’’ St Albans Traders Association secretary Asip Demiri said residents supported plans for a ‘railunder’ approach. ‘‘That has been the general consensus of residents for a long time,’’ he said. ‘‘But we don’t want these plans to be another smoke-

screen to provide more delay for the state government and VicRoads. We are sick of the lies and empty promises. We want it sorted out once and for all by the council and state government.’’ Sunshine West resident Peter Thomson called for council and VicRoads to consult more widely with the community and give residents adequate notice when meetings were taking place. ‘‘It’s not good enough to letter-drop in St Albans a couple of days before a meeting takes place. There need to be major meetings held between residents and government bodies.’’ Council general manager of infrastructure and environment Paul Younis acknowledged community consultation held last November was poorly attended. He said VicRoads was working with the council on additional information sessions to take place this month. The government has promised to begin planning to remove the crossing in its first term. To date, no funding has been allocated. Transport Minister Terry Mulder said VicRoads had begun consulting with residents about the project’s design.

teens before parting ways and going it alone. For McFarlane, that entailed moving overseas, living in Europe and starting a family. Sailing took a back seat until she moved back to Australia several years ago. She bought herself a one-man Laser dinghy and reconnected with her childhood passion before progressing to crewing on keelboats. Then she bought her first boat. At the Royal Yacht Club of Victoria, McFarlane’s boat sits moored among lines of other boats in the marina, gently swaying from side to side. “I’ve had this boat six months,” the West Footscray resident says. “It’s one of those scary challenges that you set yourself and you gulp and think, should I really be doing this? And you just close your eyes and do it anyway.” The 22-year-old 10.5 metre keelboat, named 2x2 because McFarlane and her partner have both been married twice, set her back about 50-large. It’s McFarlane’s pride and joy. “It kind of consumes everything and if you’re gonna spend that sort of money on a boat you want to get out and use it ... you’re not gonna have it to go out once in a blue moon,” she says. McFarlane races up to three times a week. There’s twilight racing after work on Wednesday; an intra-club regatta on Saturday; and social events on Sunday. “There won’t be any boats exactly like this one but it will be a division of boats of a similar size,” she says. “I guess for me it gives you a reason to learn and improve as well as to get a team together and build skills. I just love being on the water. Even if I wasn’t racing I’d still love being on the water. But racing gives you a reason to get out there.” McFarlane and her crew are competing in a new series titled the Port Phillip Women’s Championships, a concept geared at promoting women in sailing. “One of my aims with buying the boat was to be able to introduce more women to sailing. For me it’s been a real confidence-building activity throughout my life which has seen me through

e’re gliding along the water, in the heart of Hobsons Bay, on a sun-kissed Tuesday afternoon. It’s pleasant viewing as a fly on the wall with no task to perform other than adding dead weight to balance the boat. Beyond the ripples of blue you can see the majestic city skyline to the right. On the left and high above is the West Gate Bridge, rows of colourful cars crawling along its lanes. The boat’s owner and skipper Kathy McFarlane is at the helm and is wearing her game face. She’s joined by regular crew members Mandy Murray and Cathy Carracher, and partner Serge, who was talked into coming along for the ride. McFarlane is alert and composed as she bellows out a chain of sailing terminology unknown to me but clearly ingrained in her crew. Conditions are blowy and at 22 knots, nothing to be sneezed at. Tacking – turning from one side of the wind to the other – sees the crew spark to life. There’s a couple of minor complications but for the most part, everything runs smoothly. McFarlane steers the boat and breaks into a broad smile. This is her playground. Her fascination with the water had been explained to me much earlier, on dry land. “I grew up learning to sail down at McCrae on the Mornington Peninsula. My grandfather had a boatshed on the beach there and my family had dinghies. So my earliest memories, probably before I could walk, are of being on a boat on the water,” McFarlane says. She and her older brother started out in a Heron dinghy, an old, robust wooden boat designed for a crew of two and ideal for first-timers. Not long after that her brother spotted boats racing at the yacht club and wanted in on the action. Their father decided the Heron wasn’t going to cut it, so the pair were soon in a Flying Ant, another iconic junior boat which McFarlane says had “the works”. “It’s a really good little training boat for kids.” The pair were part of the Victorian youth sailing squad at the time and slowly progressed to bigger and more intricate boats through their

some pretty tough times,’’ McFarlane says. ‘‘I just wanted to give some other women that opportunity.” The brainchild of Yachting Victoria’s newly formed women and girls in sailing committee, the five-race series will run on Sundays until May and combines existing Lady Skippers races from each of the keelboat clubs around the bay. Moonee Ponds resident Monica Tonner is the committee chairman and has been a member of the Sandringham Yacht Club for five years where she co-ordinates races. Like McFarlane, Tonner learned to sail in her childhood, but only recaptured the urge in her 30s. For the past two years, she’s taken part in the Sydney to Hobart race aboard Wild Rose, owned by one of Australia’s most experienced offshore yachtsmen, Roger Hickman. Last year the boat won its division with a crew of six men and six women. “Being an iconic race and being out there amongst the fleet ... it’s adrenalin-pumping,” Tonner recalls vividly. “There’s nothing to prove because they respect us [women] for who we are. Physically you may not compare but you endure the same mentally.” So why the need for an all-women’s series? Tonner says the committee identified a need to promote more female participation in the sport and hatched the series in a bid to merge all the races that are held around the bay under the one umbrella. The big hook is encouraging women to step up to helming and to increase the levels of boat ownership among women sailors. “We believe that even though there were women’s events it needed to be conglomerated and embraced,” Tonner says. “Until you give it support and it is embraced ... it can’t grow.” Williamstown resident Tanya Stanford jumped on board the concept. Stanford comes from a boating background, her uncle is one of the largest commercial and pleasure boat manufacturers in the country.

She grew up in Pittwater, on Sydney’s northern beaches, and was soon sailing with friends. “I skipped the dinghy,” she laughs. “That was too much hard work. I didn’t like the tipping-over bit.” Stanford sailed for much of her life thereafter, even fitting in a three-year odyssey from Australia to Sweden in the late ’80s. But it was only ever a hobby. In 2005 however, she helped create the women-in-sailing competition, which the Sandringham Yacht Club now runs, and started racing. She’s won several trophies along the way. In 2005 she was the first woman to compete in the Royal Yacht Club of Victoria’s singlehanded race. In 2008 and 2010 she took out the Australian Women’s Keelboat Regatta, a first for her home club. Stanford believes this new series will encourage more women to make the step to boat ownership. She bought her boat, Nouannie, in 2009. “I was the first woman at this club to buy her own keelboat,” she says. “It’s really backward when you think about it.

“For me it’s about giving back to the crew. Even though I own the boat, any of the girls can take it up the river and they can enter any races. I think it’s fantastic, giving women who don’t own boats an opportunity to helm in a race.” McFarlane says if she had been asked about the need for an all-women’s series before venturing into keelboat sailing she would have questioned it. “But when you step onto keelboats, everything’s bigger,” she says. “Some would argue that there’s more strength needed to do things. And it’s a traditionally male dominated sport. I realised that, actually, there are very few women sailors on keelboats. If you go out on a boat with a bunch of blokes they tend to do everything.” For now, McFarlane says she’s taking it slow and steady. “As a skipper I’m pretty lousy, as our record indicates,” she says tongue in cheek. “But I guess for me my goals aren’t necessarily to win races at the moment. Although that would be great, my main goal is that everybody enjoys the experience. “I’m still learning to sail this boat effectively myself. I’m relatively new to helming. I’ve

always crewed in the past. I’m a newbie skipper. One of the biggest challenges for any boat owner, apart from the financial outlay, is just attracting and maintaining a crew.” Stanford, a senior sailing instructor for Yachting Australia, believes the divide between men and women is all in the mind and that women can make the grade at the helm. “Some boats you need strength and that’s where the men come into it. But then, women can work smarter to get around that strength issue. There’s a way of simplifying everything as far as I’m concerned.” While Stanford says this series is all about fun and promoting the sport, the competitive drive in her will kick in. “I will always do my best whatever race I go out on. We always have fun. But I’m not going to be sitting back with a glass of wine in my hand. I will do my best to make the boat perform.” Either way it seems like Stanford will be quenching her thirst. As McFarlane points out, once the argy-bargy of racing is over the banter begins. “Ohhhhhhhh it’s huge,” she says of the social element to the sport. “There’s the race to the finishing line and then the race to the bar.”

Vision of new Deer Park BY HELEN GRIMAUX DEER Park commuters will be asked to take time out on Thursday to imagine the suburb’s future. Copies of Brimbank Council’s draft study into redevelopment opportunities for the railway precinct and Station Road will be available from a stand outside the station. The new study considers Deer Park’s location, constraints and opportunities. ‘‘Deer Park is strategically located on the doorstep of Melbourne’s fastest-growing region — the Melton and Wyndham growth corridors,’’ council chairman John Watson said. ‘‘It is well connected to a range of transport options. The study area has underdeveloped land

and potential for substantial urban renewal.’’ Mr Watson said this included the development of Deer Park Village shopping centre and significant industrial, commercial and residential locations. ‘‘The study identifies medium and long-term redevelopment opportunities that will enhance the railway station environment, identify housing and business opportunities and improve linkages with the Deer Park activity centre on Ballarat Road,’’ Mr Watson said. Some corrections are needed to the outdated misconceptions held by Tony A (Your Voice, Weekly, February 26) about teaching. Police officers and construction industry employees with RDOs get more leave than teachers. Teaching requires a four-year university degree and is markedly underpaid compared to all other tertiary level jobs. A teacher on a school camp can work up to 120 hours a week yet only get paid for 40 hours. And have you visited a school lately? It was completed on the target date specified and now provides a much safer facility for road users on the Calder from Sunbury and further north, as well as access for those from Hillside and the growing Brimbank suburbs. Drivers will no longer have to risk an illegal U-turn to get to Melbourne from the west. But both federal and state governments are yet to commit to the major improvement that we have canvassed for so long on behalf of road user safety. The ineffective 80km/h speed limit over so much of the so-called freeway will remain until a major

project is undertaken. The moderately costed Calder Park Drive overpass will remove one of the serious safety hazards remaining on this section and allow full freeway standard driving. We seek strong community support for a bipartisan government commitment to take up this project, which promises the same efficient delivery we have just seen. The community needs to see this project funded at the earliest opportunity.

The tales that tiles will tell rt is a form of story telling, and public art marks the milestones of a town’s history. Stimulating Brimbank artists is the motivation behind monthly open studio sessions at the Sunshine Art Spaces. Artists of different genres workshop their skills on the second Saturday each month with people who want to try. The next open studio, this Saturday, will feature ceramicist Debbie Harman and her workshop Tiles That Tell Stories. City Place studio will be open from 11am-3pm and Harman’s free workshop is from 1-3pm. Participants will design and decorate pre-fired ceramic tiles with underglazes, which will be fired again in a local kiln. These pieces will then be mounted as a community mural at Sunshine Art Spaces. Across the road at the Sun Crescent gallery there are examples of Harman’s works as part of Brimbank’s Faith 2 Faith: Art in Public Spaces exhibition. This exhibition explores the dialogue of interfaith communities through art by

established and emerging artists. It is open from 10am-2.30pm and closes on March 28.

But it was on the eve of World War I, on the last Sunday in February 1913, that Russian women observed the first International Women’s Day as a peace campaign. On March 8, 1914, women across Europe rallied against the impending war to express their solidarity for a peaceful conflict resolution. Bringing about social justice and equal opportunity for all has been the foundation of the movement ever since.

This year, CARE Australia chairman Harold Mitchell is urging Australian women to focus more on the millions of women who live in poverty. “Women represent a staggering 70 per cent of the world’s poor. No money often means no protection from violence, no access to contraception or healthcare and no power to send your daughter to school. “As the world celebrates International Women’s Day, it should be making financial inclusion a priority.” Mr Mitchell said Australia would host the G20 summit next year. “Women have proven they are capable of sound investments. International Women’s Day provides an opportunity to reflect on why we should invest in them.”

Neither of his parents went to university and only about half his fellow students at Sunshine College stayed at school to tackle VCE. Any person may make a written submission to the Council under sections 163A and 223 of the Act. 15. In addition, any person who will be required to pay the Special Rate to be imposed by the proposed declaration, whether an owner or an occupier of a property included in the Scheme, has a right to object to the proposed declaration and may also make a written objection to the Council under section 163B of the Act. An occupier is entitled to exercise the right of objection if they submit documentary evidence with the objection which shows that it is a condition of the lease under which the person is an occupier that the occupier is to pay the Special Rate. 16. Written submissions to be submitted to the Council under section 223 of the Act and/or written objections to be lodged with the Council under section 163B of the Act must be received by the Council by 5pm on 5 April 2013. Submissions and/or objections must be in writing and addressed to the Chief Executive Officer, Brimbank City Council, PO Box 70, Sunshine 3020. 17. Any person who has made a written submission under section 223 of the Act and has requested to be heard in support of their written submission is entitled to appear in person or to be represented by a person specified in the submission at the meeting of the Sunshine Special Rate Hearing Committee on 17 April 2013, the time and place of which will be advised in writing. 18. Any person making a written submission under section 223 of the Act is advised that under regulation 11 of the Local Government (General) Regulations 2004, the Council is required to make available for public inspection all submissions received in accordance with section 223 of the Act during the previous 12 months. What’s old is new again Ewan Kennedy reviews the latest VW Beetle hey said it wouldn’t last, that the VW New Beetle, launched in 1998, would be a flash in the automotive pan. Pundits predicted the revived Beetle would drag in a few lovers of the old air-cooled VW from the 1960s and ’70s then quietly fade away. Twelve years on, it has finally been discontinued, to be replaced by a new New Beetle, although this time around Volkswagen has ditched the ‘New’ and it’s simply the Beetle. While there’s no doubting the intention of the

stylists to retain the shape that has been familiar since 1936, this new Beetle is less feminine than before. Whereas women were the biggest buyers of the New Beetle, the 2013 version has plenty of masculinity in its shape. Indeed, the head of the design team, Frank J Bruese, explained that there were elements of the American hot rod culture in the lines of the car. There’s no doubting the car is lower, heavier in the rear, more aggressive in the window cutouts and has a stronger stance on the road. The most telling feature of all is the large aero spoiler that sits at the bottom edge of the rear windscreen. I like it. Then again, I liked the shape of what was to become the New Beetle from the first time I saw it in concept form during the mid ’90s. The biggest and best changes in this third generation Volkswagen Beetle are in the interior. There’s no longer the feeling you’re sitting in the back of the car and peering over a vast expanse of dashtop through a small windscreen. The semi-upright windscreen gives you better visibility than in many modern hatches and sedans.

The new Beetle feature we like most of all is the painted dashboard and door tops, harking back to the mid years of the 1900s when this was the norm. New VW Beetle has a large speedo in front of the driver in a separate binnacle. It’s easy to read at the slightest glance and revives memories of the old air-cooled cars.

At this stage, the only powerplant in the front of the Beetle is the familiar Volkswagen 1.4-litre Twincharger. This engine uses a supercharger and turbocharger to provide strong torque through a big slab of the rev range. Ride comfort is good on most surfaces and the slightly firm suspension provides the sort of handling that keen drivers will love.

Season ends positively for Crows BY LANCE JENKINSON SUNSHINE has put Roxburgh ParkBroadmeadows in a spin to finish a frustrating Victorian Sub-District Cricket Association season on a high note. The Crows perceived the Falcons’ weakness was fronting up to spin bowling, so they poked and prodded at the Achilles heel. Crows captain Troy Stone (3-28) and newcomer Amaradeep Singh (2-9) bowled with plenty of success, with the off-spin duo combining to snare half the Falcons wickets. ‘‘I looked at the stats over the last couple of weeks and the spin bowlers have worked against them,’’ Stone said. ‘‘I always had it in the back of my mind that we’d bowl a lot of spin and we had spin from either end for 15 or so overs. Georgies resist Eagles challenge in local derby BY LANCE JENKINSON SECOND-tier Sunshine George Cross was made to work every step of the way to beat two-divisions below North Sunshine Eagles in a cracking opening round Football Federation Victoria State Knockout Cup local derby at Chaplin Reserve on Saturday. The Georgies never felt comfortable, not even when they held a two-goal advantage midway through the second half. The Eagles pulled a goal back with five minutes to go and tried to breach the defences of Georgies goalkeeper Robert Santilli in the dying minutes, but the gloveman denied every approach to ensure there were no red faces on his side of the ledger. ‘‘We probably dominated that first half an hour with a few clear-cut chances that we probably should have put away,’’ Georgies football manager Jason Xerri said ‘‘We had a couple of one-on-ones that sailed over

the crossbar and a goal that was disallowed. The second half was a little bit different and to be fair to them, North Sunshine had the best of the 15 to 20 minutes after the break. ‘‘They came out all guns blazing and put the pressure on us early.’’ The more the Eagles tried to break down the onegoal deficit with attacking moves, the more they left themselves exposed at the back. One such move would prove costly, when Georgies recruit Martin Mintoff gathered the ball and crossed in to striker Bobby Lojanica, only for an Eagles defender to put the ball into his own net. It was a goal that was partly due to a defensive mistake and in no small part due to Lojanica’s presence inside the box. Lojanica threatened most of the game to be the best player on the field. ‘‘He worked hard and found a lot of space,’’ Xerri said. ‘‘He held the ball up when he needed to and

The Georgies still have plenty of talent to come into the side, including Zoran Petrevski, once on the books of A-League club Brisbane Roar, and Steve Laurie, a one-time member of the West Ham United youth academy. ‘‘With five weeks to go, we’re still missing probably five players who would normally start in the senior squad,’’ Xerri said. ‘‘We’ve got a big squad at the moment so it should set us up for a good season.’’

Westvale feels ready WESTVALE Olympic has hit the ground running in the Football Federation Victoria preseason. Olympic, preparing for a promotion tilt in the men’s state league 3, has been one of the form sides in the leadup matches. It claimed the Brimbank Cup title, will go deep in its own preseason tournament and got off to a winning start in the FFV State Knockout Cup on Saturday. Olympic proved far too strong for Essendon Royals in the first round of the cup in a 3-2 victory at the Reggio Calabria Club. George Koutouleas, Olympic’s playing secretary, admitted it was not the most convincing showing. He sensed a bit of fatigue had crept into his team as the busy preseason fixtures pile up. ‘‘It was a bit all over the place today,’’ he said. ‘‘We scraped through but it wasn’t that attractive. We’ve had to fit in a lot of games so we were just a bit fatigued. ‘‘Sometimes you don’t play well, but you still win. It’s part of the game I guess.’’ New recruit Luke Bower proved the difference between the sides. The striker had that killer instinct in front of goal, twice hitting the back of the net. Bower arrived during the summer from Pascoe Vale and has not put a foot wrong. ‘‘He’s been one of our strikers who has been scoring every week,’’ Koutouleas said. ‘‘It’s his finishing: in front of goal he’s really composed, he’s cool and collected.’’ The other big off-season signing was Luke Cable, who also joined from Pascoe Vale. The English-born right-winger has injected toughness, quality and a hard work ethic on the right side. ‘‘He’s just got that aggression in him and he works hard,’’ Koutouleas said. ‘‘He’s got a good cross on him and a good shot.’’ While Olympic was pleased to move into the second round, where it will meet the St Albans Saints, it will undoubtedly have bigger fish to fry when the league commences in April. It is always a tough and challenging year for promoted teams, but Koutouleas is confident his side is well equipped to handle to step up in class. ‘‘We do feel ready,’’ he said. ‘‘We’ve got a good squad of 18 players. Cougars win with ease

Eagles triumph, yet still not safe

KEALBA-GREEN Gully has grabbed a home semi-final in the North West Metropolitan Cricket Association Luscombe Shield. The Cougars registered a comfortable 23-run victory on first innings over Aberfeldie-St John’s on the road at Fairbairn Park on Saturday. Abers were bowled out for 177 in 49.1 overs on the opening day. First change Tristan Krizanic was the chief destroyer with the ball for the Cougars with 4-34 off 12 overs. There were significant contributions from Danny Viani (3-32), Jarrod Catania (2-59) and Divesh Kumar (1-50). Catches win matches and Dave Rogowski was a ball magnet behind the stumps, snaring five. On the second day, the Cougars cruised to the target before the odd late hiccup, with a 122-run second-wicket partnership between Warren Kelly (67) and Evan Long (85 not out) the cornerstone. The Cougars declared the innings closed on 6-200, safe in the knowledge of having a top-two finish secured. The story was not so good for Sydenham Hillside, which will have to launch a premiership assault from the bottom bracket of the four. The Storm suffered a humiliating nine-wicket loss at the hands of minor premiers Pascoe Vale Central.

YOU get the feeling that Lady Luck is not on Sunshine’s side in the Baseball Victoria summer league division 1. No matter what the Eagles try to do to ensure their survival in the top flight, it always seems to get trumped. Bank 11-and-a-half wins in most other seasons and you’re sitting comfortably, but the Eagles remain second last as victims of one of the tightest races on record. Then comes the Saturday heartbreaker. Sitting just one game outside the safety zone, the Eagles would have thought their stunning 8-4 victory on the road at Blackburn would see them climb out of the bottom two. Not so fast. ‘‘We won, but unfortunately for us, Upwey-Ferntree Gully won as well,’’ Eagles secretary Michael Ashburn told the Weekly. ‘‘We’re still a game adrift. ‘‘We beat Blackburn, which is second on the ladder, but Upwey beat Geelong, which is first on the ladder. ‘‘We’re now in a situation where we have to win against Waverley in the last game next week and Upwey has to lose.’’ The Eagles produced their best performance of the summer.
