I

n 2009 the then federal government announced it would sell the 128-hectare Maribyrnong Defence site to VicUrban, now Places Victoria. A year later, former premier John Brumby and then planning minister Justin Madden announced a plan for 3000 houses – 20 per cent of which were to be affordable to low or moderate income households – on the site off Raleigh Road. It was all to be done and dusted by 2016. It won’t happen by 2016 – completion may well be decades away, if at all. Planning Minister Matthew Guy threatened to walk away from the deal in December. The state government had given Canberra a final offer at that time. It still sits on the table. Few of the bureaucrats had given thought to the extensive contamination of the soil when the site was occupied by the munitions works. And the land was of “limited value”, according to Mr Guy, who understandably expects Canberra to pay for the clean-up, expected to cost tens of millions of dollars.

Cleaning up the site is said to be immensely complex, with a number of heritage buildings and the required removal of heavy metals, hydrocarbons, explosive residuals, asbestos and volatile organic components. This view developed after then ombudsman George Brouwer found the Environment Protection Authority didn’t know how to effectively deal with large contaminated sites. In 2011 he said the EPA had been unable to provide documents showing where contaminated material had been “removed, transported and deposited appropriately”. Places Victoria has said it could start the redevelopment when the site is fully cleaned. PV engaged in extensive community consultation before developing what they called “Shared Vision” in 2011, to embrace the opportunity to return a key piece of Melbourne’s past to the community. The site, which has three kilometres of river frontage, has been closed to the public for about 100 years.

Historically, the site was mainly used to test explosives at the ammunition factory managed by the Department of Defence and, before European settlement, indigenous groups also worked a quarry on what later became Remount Hill. There is equine history, too, with horse stables and a stud farm, and a racecourse owned by the Cox brothers. The Defence Department had a depot from which horses were sent to serve during World War I. Both Maribyrnong and Moonee Valley councils were expected to develop infrastructure planning for the area to cope with population increase. But any planning might be premature, since agreement between Canberra and Spring Street is a long way off and it may not even happen.

work colleague recently asked me why my fuel figures are always so different to the official ones and I explained the process involved in arriving at those official figures. She was gobsmacked and I was kind of surprised she didn’t know why official figures are so optimistic. It led to a quick poll around the office revealing that I’m the only one here who knows anything about the procedure. This generated an obvious story idea; why you’ll likely never achieve the government-mandated economy figure in your new car. For a start, the testing doesn’t involve the car going anywhere. It’s done in a lab with an ambient temperature between 20 and 30 degrees, the drive wheels on rollers and a big fan in front of the radiator to keep the cooling system working. The car is taken through a couple of test routines to arrive at three figures: “urban”, or city driving; “extra urban”, simulating country and freeway; and “combined”, averaging the two to a ratio of the distance an average motorist is likely to record in the city against the country. Mathematical allowances are also made for wind resistance and vehicle weight. The urban routine consists of 13 minutes of stop-start driving reaching speeds of up to 50km/h. The car is stationary for four minutes, simulating red lights, stop signs and traffic vicissitudes.

Things you didn’t know about motoring … To convert consumption in litres per 100km to miles per gallon, divide the figure into 282.48. To go the other way, divide the mpg figure into 282.48.

In extra-urban testing, the car holds various speeds up to 120km/h – yes, that is illegal – and lasts for six minutes and 40 seconds. It also involves the car being stationary, this time for 40 seconds. When both figures are in, the combined figure (which is the official figure we quote in road tests) is calculated. The test procedure is laid down by Australian Design Rule 81/02. All new cars must conform to a raft of ADRs regulating everything from emissions to the colour of the reversing light (white). Both regulators and manufacturers freely admit that most motorists are never likely to achieve the official fuel figures, but their point is that if all cars are put through the same test routines, the figures can be used comparatively. So while you’re unlikely ever to achieve economy of 5.8 litres per 100km in your Mazda 3 manual sedan, at least you can surmise that it’s more economical than a Corolla manual sedan at 7.1. The catch is that manufacturers can design and tune their engines and running gear specifically for these test procedures, just as they design impact protection to suit independent crash-testing procedures. With every journey and every driver being different, fuel consumption varies widely. Be wary of the average consumption figure shown by trip computers; speedometers and odometers are seldom spot on, usually overstating the speed and distance travelled. \ reasdown@theweeklyreview.com.au
