Extra cash urged for growth areas BY LAURA LITTLE and STEPHANIE ZEVENBERGEN GROWTH areas such as Melton and Caroline Springs need an extra $892 million from the state government to fund critical infrastructure and improve residents’ quality of life, a report reveals. Interface Scorecard 2013, commissioned by 10 councils that form a buffer ring around metropolitan Melbourne, shows Melton City has the fewest state government-funded projects compared with other interface councils. The scorecard shows May’s state budget has compounded the disadvantage suffered by people living in growth municipalities. Of the $1.4 billion allocated to interface councils over four years, Melton received 3 per cent ($41.5 million) to fund two projects, the Western Highway realignment from Melton to Bacchus Marsh and a Living Libraries infrastructure grant. Interface councils, including Melton, Wyndham and Hume, say the government has failed to address gaps in service delivery and infrastructure in their areas compared with parts of metropolitan Melbourne. The councils released the One Melbourne or Two? report in February, warning the government that growth areas needed $9.8 billion for infrastructure needs. The councils have asked the government to establish a fund similar to the Regional Growth Fund, which is a pool of $1 billion to be spent over eight years on services for municipalities in country Victoria. Buffer areas receive $938 million over four years in the budget for schools, health care and public

Atherstone and Taylors Hill West.” Interface councils spokesman and Mornington Peninsula councillor David Gibb said growth area councils received 18 per cent of the last budget’s allocated investments despite accounting for 50 per cent of the state’s growth in the past five years. State Treasurer Michael O’Brien said the budget funded schools, hospitals, police stations, roads and transport that benefitted the areas.

New doubts on school-to-park plan THERE are new fears the former Sunvale Primary School site will fall into the hands of private developers and kill off dreams of a community park in Sunshine. The two-hectare site is one of 22 former schools on an Education Department list of surplus land to be considered for rezoning and sold off for infrastructure funding. While the site is not part of a pilot project to transform nine former school sites across Victoria, Save Sunvale group member John Hedditch is worried the site will eventually be rezoned and sold. “Sunvale is now officially on the

hit list,” Mr Hedditch said after the existence of a more extensive list was revealed last week. “The government’s election promise to implement the community vision for a community park on the Sunvale site seems a very empty one. “It seems the list contains sites that are only to be considered for rezoning to higher value residential or other commercial higher-value zones.” An advisory committee will inform Planning Minister Matthew Guy on the suitability of all rezonings following public hearings. “Save Sunvale’s view is that the resolution of future use of the Sunvale school site has now become very cloudy and contentious and needs

to be urgently considered outside the advisory committee process,” Mr Hedditch said. “It also seems very clear the window of opportunity is closing rapidly.” Footscray Labor MP Marsha Thomson said she would raise the issue in Parliament. “I believe if you make a commitment you honour it,” she said. “It looks like it will be sold off to the highest bidder.” Western Metropolitan Liberal MP Bernie Finn maintained the situation had not changed. “It’s a priceless piece of land that I would love to see become a leisure area for Sunshine,” he said. Mr Guy’s spokesman said the

CEOs Lyn Morgain, Caz Healy and Vera Boston, who announced the proposal to 620 staff last week, say a larger organisation would attract more funding and have a stronger voice fighting for health services. Upgrades to heating, ventilation and airconditioning at the council’s Keilor offices have saved more than 129,710 kilowatt hours of power in one year, while a co-generation plant at Sunshine Leisure Centre has also reduced emissions of greenhouse gasses. A MAJOR overhaul of 12 reserves could lead to Brimbank being selected as the state’s most sustainable city. The municipality is one of six finalists in Keep Australia Beautiful’s Sustainable Cities awards. The others are Melton, Monash, Yarra, Frankston and Moreland. After spending a day touring Brimbank, KAB judge Brian Winch said last week council initiatives such as a ‘green sports’ scheme, which changes reserve surfaces from coolseason to warm-season grass, gave it a great chance of winning the title. “None of it was earth shattering, but across the board it was great,” he said. ‘‘There was the full spectrum of energy savings.’’ ‘‘Another commendable thing was [restoration of the Keilor] cenotaph; it looks brilliant.” Judges also inspected the new EcoLiving Centre in Albion, a practical demonstration of what

Leadbeater’s Possum Critically Endangered

A Keilor East man allegedly involved in a series of violent carjackings has been remanded in custody until a committal mention hearing in September. Police said Joe Manariti, 39, was responsible for three carjackings in Box Hill and Kew. Police also allege he attacked a female police officer. Detective Senior Constable Daniel Sullivan said Manariti had been charged with assault, carjacking and armed robbery offences. Manariti did not apply for bail when he faced Melbourne Magistrates Court last week.

Critical care boosted at Sunshine Hospital BY BEN CAMERON SUNSHINE Hospital plans to open its own intensive care unit within a year. Western Health chairman Ralph Willis last week revealed that construction of the $19.3  million project will begin in November, giving the hospital up to 13 extra beds. “An ICU is of critical importance for Sunshine Hospital, which is the largest hospital in the state without an ICU,” he said. The new development will include a stand-alone dialysis unit, five additional labour delivery rooms, a refurbished and expanded pregnancy day-stay unit and an improved ultrasound department. The announcement came as Health Minister David Davis opened more than $90 million of developments at the hospital last Wednesday. Scott McNaughton

Stage three of the hospital redevelopment, including a new fourstorey building to cater for an extra 128 multi-day inpatient beds, was unveiled. It also features a specialist outpatient clinic with 36 consulting rooms and an extra 30 day chairs in an ambulatory care clinic and a new special-care nursery. Mr Davis says the extra beds will be opened progressively to meet demand, while the new nursery will have six extra cots in addition to the current 20. “The community of Sunshine already has a hospital they can be proud of,’’ he said. ‘‘When these works are completed, they will have an even better facility.” The hospital also received more than $134,000 to improve safety at its adult and aged acute inpatient units, with projects including the creation of women-only spaces and swipe card access to doors. “These improvements will help provide more privacy and a safer environment for women in the hospital’s inpatient services,” Mental Health Minister Mary Wooldridge said.

Women’s group left to ‘sink’ as council closes long-term program THERE are fears that Brimbank council’s decision to axe a womenonly program in St Albans will leave vulnerable residents without the opportunity to swim. Class member Fatima Haider says the program at St  Albans Leisure Centre will stop on Sunday after seven years. She said the classes, designed for women from a range of religious and cultural backgrounds, had provided

an important community service for residents needing a tailored environment. “There are some religious and cultural barriers for many of these women, so they only feel comfortable swimming in this setting,” she said. “Some of them have suffered from personal abuse. There is a big mix of backgrounds, from immigrants to refugees. For this class to close, it’s quite saddening,’’ she said.

The council’s community wellbeing director, Neil Whiteside, said class numbers had decreased significantly over the past year, with only five women attending on average. “On review of the associated costs to maintain the program and its attendance rate, the decision has been made to suspend the program,” he said. “The program will continue to run at Sunshine Leisure Centre,

on Saturday evenings at 5pm on a fortnightly basis.” Ms Haider said classes had once attracted up to 30 women. “To my knowledge all of the women live in the area and some arrive by public transport. ‘‘They will have to travel further to swim, it’s not ideal.” She also raised concerns about the promotion of the classes saying she hadn’t seen any at the pool or online.

Participant and Victoria University researcher Dr Rizwana Kousar said the classes were too important to lose. “This initiative is imperative to the overall health and wellbeing of many women in the Brimbank area,” she said. “Type 2 diabetes is on the increase. Art beneath the froth A St Albans coffee-maker has represented Australia with distinction at the barista Olympics, writes Melissa Cunningham

F

or Lachlan Ward, making coffee isn’t just a job; it’s a perfectly poured work of scientific art. What began as a part-time job working as a barista three years ago has become a way of life. The St Albans resident, 24, lives, breathes and excels in his artform as head barista of the acclaimed Sensory Lab in Melbourne CBD, a cafe owned by Melbourne coffee institution St Ali Coffee Roasters. According to Ward, the secret formula to making the perfect coffee begins with a careful blend of freshly harvested seasonal coffee beans. “There is a science to making a perfect coffee,” he insists. “You need to understand what’s going on in your espresso machine, you need to be in tune with what you are doing. ‘‘A lot of the time it’s by eye, by careful observation. But there is also a quantitative science behind what we do, a chemical equation.” The budding barista had modest beginnings in coffee-making, starting out at a Humble Pie Cafe in New South Wales when he was 17. It was there he discovered his love of making coffee. But Ward has come a long way since then. Earlier this year, he finished third in the

Victorian Brewers Cup competition and went on to win the national Brewers Cup. Last month, he represented Australia at the World Barista Championship – in the Brewers Cup category – held for the first time in Melbourne. Ward spent six months training for the gruelling championship in which he competed against 52 international baristas. Each competitor performed a meticulously detailed routine in front of a live audience at a jam-packed indoor area at the Melbourne Showgrounds. The competitors were examined by seven judges and had just 15 minutes to make four espressos, four cappuccinos and four of their own signature drinks. Points were awarded for taste, technique, look, professionalism, accuracy and consistency. “It was an electric buzz of really inspiring people who were pushing the boundaries on how we make and think about coffee,” Ward says. “The beauty of it was the competition room was full of people who were just as inspired and interested in coffee as I am. ‘‘We were making coffee for the most receptive customers we will ever have, competing against the best baristas the world has to offer.”

Ward finished eighth in the world. He now has his sights set on travelling next year to Kenya and Ethiopia, home of the original coffee trees. “I want to learn more about the farming aspect of the coffee process, learn more about the origin of where the product comes from and the process it goes through before it lands in the glass. “I’m really lucky in that I spend my days doing something I’m passionate about, and I’m surrounded by good people at the lab, people who inspire me and who seek to be the best at what they do.” Fellow St Ali barista Matt Perger also competed in the championship, finishing second in the world behind American newcomer Pete Licata. Perger was crowned NSW barista champion in 2010, Australian champion in 2011, and finished third at the world barista championship in 2011. He’s worked for Melbourne coffee institutions Market Lane Coffee and Axil Coffee Roasters. St Ali sponsored professional coffee taster Ben Kaminsky from San Francisco to be Perger’s coach in the lead-up to the competition. Ward and Perger were joined by Canadian barista Josh Tarlo, 25, who travelled from

process, so if I mess up I feel like I’m letting down all the hands that have touched those beans along the way.” Owner of St Ali Coffee Roasters, Sal Malatesta says Melbourne was selected to host the championship because it is leading the global ‘‘coffee renaissance’’. Malatesta says acclaimed baristas like Perger, Ward and Tarlo are pioneering a new brewing method which is sending shockwaves through the global coffee scene. St Ali was selected to represent Australia in the championship for the fourth time this year and finished second behind America and ahead of Ireland, which came third. St Ali are veterans in the international coffee scene, winning the world championship last year and finishing in the top three in the world in 2011 and 2010. Malatesta says the vibe at this yea’s expo was ‘‘electric, emotional and patriotic’’. He predicts specialty coffee circles will continue to progress in a move away from commercial coffee roasters. St Ali recently purchased a coffee farm in Columbia, and Malatesta says he’s

working in partnership with local farmers in South America to revolutionise coffee in Melbourne. He says he wants to go to the regions of origin for coffee beans and invest in understanding farming and harvesting techniques to seek out the best-quality product. “We are seeing a trend in the deconstruction of brewing equipment and revisiting old brewing methods in Melbourne,” he says. “Commercial-grade roasters are already seeing that this specialty movement is not a fad; it’s a coffee movement. “There is a huge passion for specialty coffee in Melbourne, driven by eight to 10 individuals who are paving the way and are committed to linking the soil to the cup.” For Malatesta, coffee isn’t just business; it’s a way of life. “Coffee is a drug and with every drug there’s a ritual,” he says. “That ritual has been part of my life for as long as I can remember. ‘‘It isn’t a part-time business, it’s a lifestyle choice.”

Toronto to represent his country and finished third in the world. Tarlo has been a barista for six years for Pig and Iron Coffee Roasters and works at the Lit Espresso Bar in Toronto. He qualified for the championship after winning the Canadian Brewers Cup championship in April. Tarlo says the key to excelling in the coffeemaking trade is falling in love with all aspects of the process. “You need to fall in love with the biology of the coffee, the customer service aspect, the experience of making,” he says. “You need to be passionate about what you do because coffee is a very subjective thing. What’s a good coffee to one person may not be a good coffee to somebody else. You need to know what the consumer wants, whether they want a rich strong coffee or something sweet and chocolatey. “I see myself as the last step in a very long

Blaze engulfs scrap yard A large fire at a Sunshine North scrap metal yard is being investigated. Large plumes of smoke were visible across the western suburbs on June 17 after fire crews were

CONFLICTING funding forecasts by state and federal governments are making planning difficult for many Brimbank schools. Federal government figures show St Albans East Primary School’s total funding per student will increase by 19.4 per cent between 2013 and 2019, but the state government says the school will lose $520,937 from 2014 to 2019 under the Commonwealth’s Gonski reforms. “It makes it very confusing for planning for the school next year,’’ principal Anne-Maree Kliman said. Figures obtained by the Weekly also show discrepancies of up to $2 million for Sunshine North, St Albans North and Ardeer primary schools, Sunshine College, Furlong Park School for Deaf Children and Sunshine Special Development School. Federal Education Minister Peter Garrett has insisted no school would lose money under

Each year 200 million tonnes of the stuff feeds animals, so it’s likely whatever meat you eat includes soya. Listed on labels as lecithin, it’s also in cakes, biscuits and chocolate bars. But it’s not just our bodies that are potentially being adversely affected. Our planet is taking a severe battering through intensive crop planting, particularly in South America. It’s estimated that 10,000 hectares of forest are being lost each year – the equivalent of 20 football fields an hour. By 2020, forest and savannah areas the size of Great Britain will have vanished, with crops triggering soil erosion, siltation of waterways and widespread use of toxic chemicals in some of the world’s most delicate habitats. Soya is now traded as an international commodity, just like gold or oil. It’s all about money, and anyone opposing soya’s onward march is sadly likely to have their voice stifled by powerful corporations.

ow would you feel about giving your baby five birth control pills each day? I pose this confronting question for a reason: it surely compels us to find out how this could ever happen. Research has shown that infants who are exclusively fed soya formula ingest the oestrogen equivalent of five birth control pills a day. This is because plant-oestrogens or isoflavones that mimic the female hormone are found in large concentration in the soya bean. In fact, so powerful are these critters that the more soya a man eats, the more likely he is to have difficulty in fertilising an egg, says Belfast reproduction medicine specialist Dr Lorraine Anderson. Professor Neil McClure, a leading British fertility expert, advises minimising soya in a man’s diet should he and his partner have trouble conceiving. But this is not easy. The Parkers, now second on the table behind Moreland City, were well-matched by the Phoenix , despite the gulf on the ladder – Altona East is 10th with only one win this season. Altona East started the game full of energy and would have had the first goal but for a miraculous save by Keilor Park goalkeeper Alfonso Cardinale, who deflected a shot onto the post. Keilor Park worked its way into the game after about 20 minutes, creating several chances from corners before Farouk Tijani nailed a header from a long ball into the box in the 37th minute. Injury-ridden Sharks tame Cougars

Roos prevail in arm wrestle

Hillside tightened its grip on the top rung of the Essendon District Football League division 2 ladder with a 66-point win over East Keilor on Saturday. The Sharks, who are yet to field their best team due to injury, battled trying conditions at Hillside Reserve to overcome the Cougars, who managed just four goals for the afternoon. Hillside set up the 15.8 (98) to 4.8 (32) win with a terrific opening term, kicking six goals and holding East Keilor to just one. The Sharks kicked only three goals in the next hour but still maintained pressure defensively, restricting the Cougars in front of goal – they would kick only one goal in each quarter. Leading by 36 points at the final break, Hillside slammed home six goals in the final term to give their percentage another boost – the Sharks are now at 293.66 per cent, well ahead of Moonee Valley on 225.46. Hillside and Moonee Valley are in a two-horse race for the division 2 title, the teams sitting three games clear of Roxburgh Park in third. Both have dropped just one game this season, Hillside to Moonee Valley in round six and the Valley to Coburg Districts in a shock loss in round nine. Sharks president Scott Absolum praised the win given the tough conditions. “The ground is very, very heavy at the moment but the brand of football we’re playing is sensational. I couldn’t be more pleased,” he said. “We started like a house on fire before East Keilor shut us down a bit. But the guys dug deep and it’s always good to beat East Keilor because they’re one of the sides that will be up there come finals time.” As for his club’s injuries, Absolum expects to be at full strength within three weeks, and he predicts selection headaches. “We had nine or 10 guys who sat

out the first six or seven games,” he said. “But it’s meant we’ve been able to blood a lot of young kids and reserve grade players. Unfortunately, there are going to be five or six that

miss out in the last couple of weeks.” Also in EDFL division 2, Keilor Park trailed Roxburgh Park all day and eventually lost by 19 points. The two clubs switched spots on

the ladder in the process. In premier division, Keilor’s finals hopes are all but extinguished. They’re three games out of the top four after a 23-point loss to Avondale Heights.

A 200-point stroll in the park for Sunshine Heights By DANIEL PAPROTH North Sunshine suffered its second consecutive 200-point-plus hammering on Saturday as Sunshine Heights won its seventh game of the Western Region Football League division 2 season. Sunshine Heights remains fifth after the 37.29 (251) to 3.4 (22) result, improving its

record to 7-4. The Roadrunners are second-last, courtesy of a win over Laverton in round three, though their dismal percentage of 21.59 is the competition’s worst. Sunshine Heights led by 36 at quarter time, with North Sunshine kicking two of its three goals in the opening term. It was the Roadrunners’ best term, as the

Dragons were even more dominant thereafter. They led by 108 points at the main break, 164 at three-quarter time and kicked nine to none in the last to win by 229 points. The Lakers are searching for the ‘best of the rest’ title with the top five already firmly decided.

Looking at the Western Region Football League division 1 ladder, one might have expected Sunshine to comfortably beat Albion on Saturday. But Kangaroos coach Brett Jacobs, speaking after his side’s nailbiting 12.15 (87) to 12.11 (83) win, knows better. “Each time Sunshine and Albion play you can eliminate ladder position and wins and losses,” he said. “We’re big rivals and they’re always tough games. Fortunately for us, we had our noses in front when the final siren went.” Indeed it was an arm wrestle for most of the day. Sunshine took a sixpoint lead at the quarter-time break but struggled in the second term as the Cats – eighth on the ladder with just two wins – booted six goals to three to jump out to a two-goal lead at half time. The intense third quarter saw both sides struggle to have an impact on the scoreboard, with just two goals kicked. Sunshine closed the gap to nine points, but was wayward in front of the sticks with five points. The Kangaroos got the crucial early goal in the last term and booted four to two in a see-sawing quarter to secure the four points, keeping them in touch with the top three. Sunshine has a 7-3 record after 10 games, equal with third-placed Spotswood but well behind the Woodsmen on percentage. Jacobs said he was pleased to win a close one against its next-door neighbour. “We didn’t play to our best and the credit for that goes to the opposition, who restricted us well,” he said. “The last quarter was goal for goal and there wasn’t a lot in it. The ball was down in their forward end in the last minute before the siren so it was pretty intense; all the players were feeling the pressure.” Jacobs said the win was crucial in the context of finals. “We’re trying to keep pressure on the top three. They’re the only sides to beat us this year,” he said. “We have to do everything we can to beat the sides below us and need to win the games we’re expected to win. The finals are still weeks away and we need to win enough to qualify.” Cameron Taylor was an early withdrawal for Sunshine, the club deciding to take the precautionary route. “He had tightness in the calf and he felt a bit of pain during the warm-up and wasn’t able to move as freely,” said Jacobs. “He’s a quality player and we didn’t want to take any risks. We’ll probably rest him next game.”
